[6:30] It's the recognition of the rodeo [6:32] committee. [6:33] Uh we would like to take a moment to [6:35] recognize the many individuals who [6:37] helped make the return of the [6:38] Grantsville Rodeo possible. [6:40] As many of you know, this year's rodeo [6:43] marked the return of a community [6:45] tradition that has been absent for [6:46] several years. As a child, I remember [6:49] the rodeo vividly. I remember working in [6:51] the concession stand. Um it was just a [6:53] great time of year. It was exciting. And [6:56] it has been missed from our community [6:57] for several years. [6:59] While residents and visitors enjoyed the [7:01] rodeo events and festivities, what often [7:03] goes unseen are the countless hours of [7:06] planning, preparation, coordination, and [7:09] physical labor required behind the [7:11] scenes to make an event of this size [7:13] successful. [7:14] The success of this year's rodeo was [7:16] truly a community effort. We are [7:18] grateful for the members of the rodeo [7:20] committee, the city staff from multiple [7:23] departments, sponsors, volunteers, and [7:26] community members who generously gave [7:28] their time, talents, and resources to [7:30] support this event. [7:32] I would like to especially recognize the [7:34] extraordinary efforts of our parks [7:36] department and roads department. These [7:39] employees dedicated countless hours [7:41] preparing the grounds, [7:45] um [7:47] maintaining facilities, coordinating [7:49] logistics, setting up and taking down [7:51] equipment, and ensuring the event was [7:53] ready for participants and spectators. [7:56] Their hard work was instrumental to the [7:58] success of the rodeo and often took [8:00] place behind the scenes without [8:02] recognition. [8:03] I would also like to recognize the [8:05] members of the rodeo committee whose [8:08] vision, leadership, and commitment [8:10] helped bring the Grantsville back to our [8:12] community after years of absence. [8:15] Their willingness to invest their time [8:17] and energy into reviving this cherished [8:19] tradition made this event possible. [8:22] And I would like to just add um one of [8:25] the greatest things for me for the rodeo [8:26] was I feel like I I just have new [8:29] friends. I got to know some of the [8:31] people on the rodeo committee that I [8:33] didn't know prior, and they are amazing [8:35] people with [8:36] a great work ethic and just a [8:40] It was just fantastic. So, what I gained [8:42] from the rodeo was friends. So, thank [8:44] you. I appreciate it was just a a [8:46] pleasure to work side by side with you [8:48] in the many hours and time and several [8:50] of the council members as well. [15:23] >> Correct. Yep, October 10th. So, that's a [15:25] Saturday. The Honey Harvest Festival [15:27] gets over about 5:30, 6:00. That's when [15:29] we're wanting to bring the crowd over to [15:30] the rodeo, you know, so they can go get [15:32] their honey and we can get some of those [15:34] vendors to, you know, transition over [15:35] and and bring that crowd. [17:36] Moving on to agenda item number five, a [17:39] presentation from the Division of Water [17:41] Resources regarding a water-wise [17:43] landscape incentive program and council [17:46] directions. And also to all those who [17:48] are here with the Rodeo Committee, this [17:50] is fascinating stuff. You're welcome to [17:52] sit around and listen. Um I'm here to speak on the [18:48] statewide landscape incentive program [18:50] and I greatly appreciate the council's [18:52] time to be able to present on this and [18:54] answer any questions that you may have. [18:58] So, I will briefly discuss what the [19:00] landscape program is and who is [19:03] eligible, why we incentivize lawn [19:05] removal, and what we do not incentivize, [19:08] as well as those conservation benefits [19:11] associated with it, additional resources [19:13] that are available to participants, and [19:15] then I'll take any questions at the end. [19:19] So, the landscape incentive program [19:21] began in 2023. It is a statewide [19:24] program, and it is available to [19:27] residents and any properties uh that are [19:31] residing in municipalities that have [19:33] adopted water-efficient landscape [19:34] ordinances for new construction. This [19:37] rebate is delivered by the Division of [19:40] Water Resources in partnership with the [19:43] largest water districts in the state. [19:45] So, the large water districts, they [19:47] cover the population centers, so along [19:49] the Wasatch Front and Washington County. [19:51] And then Water Resources, we deliver the [19:54] program to the more rural areas of the [19:56] state, including Tooele County. [19:58] Um [20:00] and we promote switching from the [20:02] traditional Kentucky bluegrass to [20:04] water-wise landscaping. And this is some [20:06] good before-and-after photos. The most [20:09] common projects that we see are in the [20:11] park strip, because that's where the [20:12] biggest water savings can happen. [20:15] It's uh water [20:17] sprinklers really struggle, the [20:19] technology of it, to water anything [20:21] that's less than 8 ft wide efficiently. [20:24] So, anything that's smaller than that 8 [20:26] ft wide is going to experience overspray [20:28] and dry spots, which is why park strips [20:31] tend to struggle the most. And then [20:33] people see dry spots, so then they water [20:34] it even more. Uh and that's why park [20:38] strips are very popular for this [20:40] conversion, because it's so much easier [20:42] to take care of, as well as reduce that [20:44] water use. [20:46] Go ahead to the next one. [20:49] So, this is what we do rebate. Um [20:53] the There's a photo behind, but and you [20:55] can't see it, and I apologize for that, [20:57] but that's okay. Um the photo behind has [20:59] grass in it. We do incentivize the [21:02] removal of grass, but we don't [21:04] incentivize removing everything. So, [21:07] it's okay if you can't see. We'll be [21:09] okay. [21:10] Uh so, [21:12] the photo on the right is not something [21:13] that we incentivize. We don't [21:15] incentivize full hardscaping because it [21:18] has some ecological uh detriments to it [21:22] and we don't want to incentivize that. [21:24] That's not something that we encourage [21:25] either. Uh the photos on the left are [21:27] what we do incentivize. So, you can [21:29] remove all of your grass and replace it [21:31] with water-wise plants. We do require [21:33] that at least 50% of the project area [21:36] have plants and water-wise plants are [21:37] really anything that is uh longer lived [21:41] than 1 year typically. So, perennial [21:43] shrubs, trees, bulbs, anything except [21:46] for the grass and the annuals. Um and [21:49] you can keep grass. Uh [21:52] we often see people remove grass in the [21:54] hardest areas to maintain that's not [21:57] really being used. So, typically against [21:59] the fence or structures, buildings, and [22:01] whatnot that takes a lot of equipment to [22:03] maintain and reduce the amount of grass [22:06] that they have so it's just a usable [22:07] area. It's bigger than 8 ft wide so it's [22:10] easy to maintain as well as using less [22:13] water. [22:14] Go ahead to the next one. So, this is [22:16] just a quick snapshot of the cities that [22:19] are eligible for this program. Um we did [22:22] just get Layton City is on there now so [22:25] we have 73 eligible cities [22:27] um or municipalities [22:29] and it's continually growing especially [22:32] in the more rural areas. Go ahead to the [22:35] next one. I mentioned our partnerships. [22:38] This is just a a brief visual map of [22:40] what that looks like. So, the blue areas [22:43] are covered by water districts and then [22:45] the rest of the state is what we uh [22:48] deliver this program to. [22:53] So, how do people become eligible for [22:55] this? So, the [22:56] uh the incentive is $2 per square foot [22:59] of lawn that's removed and water-wise [23:01] plantings are replaced with that. So, [23:04] that is the plants, drip irrigation, and [23:07] a mulch. That's the program. [23:10] And a city has to adopt a [23:13] water-efficient landscaping standards [23:15] for new development only. This is not a [23:17] retroactive program. It does not apply [23:19] to properties that already exist. It is [23:21] for new developments only. And I'll go [23:24] over what those [23:25] standards are in just a moment. So, [23:28] eligible projects are really any [23:31] property type. So, it's not just [23:32] homeowners, but commercials and [23:34] commercial properties and businesses, as [23:36] well as government properties such as [23:39] government buildings, libraries, [23:42] public works buildings. The only [23:44] exceptions would be golf courses, [23:46] agricultural property, sod farms, and [23:49] parks. [23:51] And then application is pretty simple. [23:53] It's through Utah Water Savers right [23:56] now. We're transitioning to [23:57] slowtheflow.org. [23:59] So, either one of those websites will [24:00] get you the incentive program. [24:05] So, these are the ordinance [24:06] requirements. This is only for new [24:08] development. It does not apply to [24:10] existing properties. And it's as simple [24:14] as this. And I will preface this with we [24:16] work with all of the cities to adopt [24:19] these ordinances because we recognize [24:21] that it's not a one-size-fits-all. [24:23] And there's a lot of flexibility with [24:25] it. And one of my colleagues is the [24:27] person who works closely with the cities [24:29] to help them figure out what ordinances [24:33] exactly, how to word it, will fit for [24:36] the municipality. So, these are the bare [24:38] minimum. Is no lawn in park strips. And [24:41] I noticed Grantsville doesn't have a ton [24:43] of park strips, so that shouldn't be too [24:45] difficult. [24:46] No lawn in areas less than 8 ft wide. [24:49] And then lawn limitations for the front [24:51] yards. So, [24:52] half of the front yard and side yard [24:54] landscaped areas [24:56] uh be more than half of it being grass. [25:00] Uh and then there's some exceptions for [25:02] those really small lots, especially for [25:04] multi-family housing. And then some lawn [25:07] limitations for the commercial, [25:09] industrial, and institutional properties [25:11] that have large properties. We don't [25:13] want it all grass. Uh that takes a lot [25:15] of water. We want to be intentional [25:17] about how we're landscaping because uh [25:20] it uses [25:22] uh usually up to like 75 70% more water [25:25] than the water-wise landscaping. [25:27] Go ahead to the next. [25:29] >> [snorts] [25:29] >> And this is what it looks like in [25:30] practice. A lot of people get really [25:32] nervous about these ordinances and what [25:34] it will look like, and they don't want [25:36] all rock, they don't want all [25:37] desert-looking stuff, they want grass to [25:39] be able to play on. And again, this only [25:41] applies to the front yard. So, you'll [25:43] see on the left-hand side there's still [25:44] grass. There's just not grass going up [25:47] to the fence or the house. That's [25:49] landscaped with water-wise landscaping, [25:51] and then the park strip is just plants. [25:53] And we see a lot of water-wise plants as [25:56] well as trees in the landscape. [26:00] The ordinance is is the first step to [26:04] letting residents become eligible for [26:06] this program. So, you adopt those [26:08] ordinances, and you send that to us for [26:10] review. And we work with you. It doesn't [26:13] cost the city anything to do this. Uh [26:15] and then we add you to our eligibility [26:17] list. [26:18] The role that you have is just upholding [26:20] those ordinances. [26:22] And how you enforce those is up to you. [26:25] And let's see. And program promotion, [26:28] you don't have to do that, but you're [26:30] welcome to if you want to promote the [26:31] program to your residents. Uh we [26:34] appreciate it. We think it's great. It's [26:35] a great water conservation tool. Uh and [26:38] then we are the ones that are running [26:39] this program. You don't have to do [26:41] anything. If people ask you questions, [26:43] you can direct them to us. Uh but [26:45] really, we're the ones that answer the [26:46] phone calls, we schedule appointments, [26:48] we process the applications, and we run [26:51] this entire program, and it's there's no [26:53] cost associated to the city itself. [31:21] So, but it [31:23] um, finding ways uh [31:26] to allow our residents to convert some [31:28] of that the some of those areas into an [31:31] and take it opportunity for this program [31:33] was the reason why [31:35] I wanted to when we wanted to see if the council would have interest in [31:39] doing that. What that means is, you [31:41] know, ensuring that [31:43] you know, the the we we align with those other four items that were listed [31:47] there if there was any concerns on [31:49] those. [34:22] Item number six is a council appeal [34:25] decision, consideration of resolution [34:27] 2026-38 [34:30] approving a driveway deviation for the [34:32] property located at 48 McMichael Avenue. [34:38] » Um, so this is a secondary access [34:42] property. So, McMichael is just kind of [34:45] it's east of Sinclair. [34:47] For those of you that don't know exactly [34:49] where that's at. [34:50] Um, [clears throat] [34:51] >> [sighs] [34:52] >> we received a application on March 20th [34:54] after the staff [34:56] reviewed it and we became aware of what [34:58] the original driveway used to look like. [35:00] And it was expanded without [35:03] um, city authorization, [35:06] um, [35:06] you know, then we just began to work [35:08] with the applicant. There was a [35:09] violation for the meter box. The [35:11] applicant [35:12] did a cut after we brought that to their [35:15] attention. They did cut the driveway um, [35:18] the two feet around two or three feet [35:20] around the meter that is required. Um, [35:23] so they have done that. We're just here [35:25] for city council to determine if they're [35:28] going to allow the driveway to stay [35:29] built how it is [35:31] or if they are going to require it to be [35:34] brought to city standards. So, a few [35:36] issues that we need to address. And if [35:38] you'll scroll down to the pictures. [35:41] There is a [35:43] pipe that runs underneath the driveway [35:45] cuz the driveway actually comes out [35:47] further than what the gutter is. [35:51] And um, [35:53] and so it is sized on the smaller side [35:55] of things and that was a concern of the [35:57] engineer and then there is a concern how [35:59] the driveway comes out um, [36:03] past the curb and gutter and it actually [36:05] comes out into the roadway. [37:50] >> No, so, um, there was a violation [37:53] uh, with the water meter and then we've [37:56] asked to correct the water meter, then [37:58] there was a driveway issue and then the [38:00] applicant has been working with staff [38:02] with an application, but the issues are [38:04] that the driveway is expanding past the [38:06] curb the gutter pan, um, it has the the [38:10] smaller diameter pipe and then it [38:11] extends all the way to the north [38:14] along the property line. [38:19] So, if you scroll up, um, in the staff [38:21] report, we actually give the [38:23] [clears throat] timeline. [38:24] Keep going. Now, that's the violation. [38:27] Keep going. March 3rd, a site [38:56] visit was conducted with the code [38:58] enforcement officer, [38:59] um, [39:00] and the property owner, and attempt to [39:01] contact the property owner. [39:03] Then, scroll down. [39:06] March 13th, the code enforcement officer [39:08] made contact with the property owner. [39:10] March 20th, the meter box was corrected [39:13] and the applicant submitted, um, for the [39:16] secondary driveway. [39:18] Um, [39:19] April 26th, the application was reviewed [39:22] by the department heads, and May 5th, [39:24] the applicant was notified that the [39:25] driveway secondary access did not meet [39:28] the requirements of the land use [39:29] ordinance, and needed to seek a [39:31] deviation through city council. [39:36] » So, Shabley, on this timeline in Michael [39:38] such an old road, how long has it been [39:40] like this? [39:42] When was the cement or the addition? [39:45] >> Um, the applicant is here and might be [39:47] able to answer that. I could look at [39:49] Google Earth and kind of give you a [39:50] timeline. [39:57] » Uh, I've noticed I've noticed these on [39:59] that street. There's actually more than [40:01] one, um, [40:03] that have this. [40:05] And Tooele has areas, older parts of [40:07] Tooele has this [40:11] >> [clears throat and cough] [40:11] >> where they have a really aggressive [40:13] gutter system near some [40:15] residential homes, and so they create a [40:19] um, um [40:20] a bridge essentially over that over that [40:23] gutter system. [40:24] The gutter system on McMichael is not [40:26] that deep. So, I [40:29] I'm not sure [40:30] what the purpose of those would be and [40:33] there are some concerns when you place [40:35] them in in that setting. I don't want to [40:37] get totally off topic here, but [40:39] um if if the water's not allowed to pass [40:42] there and it gets clogged up and it ends [40:44] up building in that area and then pushes [40:46] onto the roadway and it will ruin the asphalt in those areas [40:52] um [40:53] because the water's not, you know, [40:55] guttering as it should be. But is this [40:57] is an old this is an old street, so [41:00] um one of the [41:03] maybe the initial curb and gutters and [41:04] then we went away from it and then we've [41:06] gotten back to it, which was you know, I [41:08] don't know why we ever went away from [41:09] it. It's it's the best way to go if you can do [41:13] it. So, but this isn't the only home [41:15] that has that issue in that street. So, [41:19] I guess what we're looking at [41:20] specifically tonight is just the secondary access, correct? [41:27] >> Um [41:28] you're not [clears throat] looking at [41:30] >> the deviation of the driveway. [41:31] >> You're looking at he's expanded or they [41:33] have expanded the driveway [41:35] wider than what is allowed per our code. [41:38] So, you're looking at that seeing if [41:39] you're going to allow that deviation. [41:41] They are [41:43] right up against the property line and [41:45] so they have um expanded expanded that, [41:49] which is against the code. [41:51] Then the pipe sizing wasn't um you know, [41:53] engineered or looked at to determine if [41:55] that was the correct pipe size. [41:58] And so it just doesn't meet [42:02] city standards. Cuz I see [43:24] this is coming to us more often in [43:26] planning commission, too. These second [43:28] driveways I don't know if it's just cuz [43:29] we have the code enforcement officer [43:30] now, but we're seeing more and more of [43:32] these. So um if someone wants [43:47] to widen their driveway or or expand it [43:49] or have a secondary access, they can [43:51] either call in um or they can apply [43:54] online and they'll submit it can be a [43:56] hand drawn um site plan. Typically [43:59] Nicole or I will jump on um you know, [44:01] Google Earth screenshot and put it into [44:03] Bluebeam so that we can um [44:05] draw out the site plan and and measure [44:07] it and scale it. Um after we've done [44:10] that and payment has been received and [44:12] we review this every Thursday. So, right [44:15] away permits, secondary accesses, things [44:16] like that, every Thursday. [44:18] Um we'll review [clears throat] it. [44:20] We'll determine if it meets code. If [44:21] changes need to be made, we'll send [44:23] those comments back to the applicant and [44:25] then they determine okay, we will adjust [44:28] that um portion of the driveway or we [44:30] want to come to council to ask for a [44:33] deviation. [44:34] And a lot of times um [44:37] they would like to just come to council [44:39] and ask for the deviation. [44:45] So, we do have driveway standards. Um [44:48] you know, with chapter six, I did revise [44:49] them, so they were [44:51] a little easier to read and understand [44:52] and it spelled it out of what we need [44:54] and um the approval process. [44:57] Um we are working on um getting [45:00] community and development a Facebook so [45:02] that we can post consistently of hey, [45:05] you know, if you want to expand your [45:07] driveway or you want a secondary access, [45:08] you need to follow these steps. [46:35] I asked the neighbor if I can put the [46:36] fence [46:37] over the driveway. [46:40] I didn't do it just because I want to do [46:42] it. [46:46] I said we're going to benefit your [46:48] property and my property. And I didn't [46:50] ask him for money or anything. I asked [46:52] for permission to pick and do it. [46:58] If you will see [46:59] when your dad house was built, [47:02] it was built in 1954. [47:04] You bring the code from that time to [47:06] this time. [47:08] Apply the code. But back in that days, [47:10] they didn't have any code. [47:15] » I think the the concern of the issue is [47:18] obviously when you lengthen the [47:19] driveway, when you lengthen that [47:21] driveway, you're creating [47:23] less distance between drive to drive. [47:27] And it creates a safety issue. This is a [47:28] through road. Um [47:31] >> But I see people that have water meters [47:33] in their driveways. And so, this is just the last [1:25:50] changes to the fiscal year 2026. [1:25:53] Um [1:25:54] you'll note that a lot of like and some [1:25:56] of them are substantial. Or like the revenues that are [1:26:18] reflected aren't necessarily in here [1:26:20] because the we [1:26:23] are worried about overspending in our [1:26:24] expenditure accounts, but we don't get [1:26:26] approval to like bring in more revenues. [1:26:28] And so some of these line items are [1:26:30] specifically in relation to receiving [1:26:33] more grant funding, but we need to [1:26:36] increase the budget in their grant [1:26:38] expense line, so that way they are [1:26:40] actually approved to have spent that [1:26:41] grant money. So like that 106,000 for [1:26:44] instance in community development [1:26:46] that you see there at 175264, [1:26:49] that is in relation with the grant. And [1:26:51] so it's kind of misleading that it seems [1:26:53] like a huge additional expense, but we [1:26:55] do have the revenue that offsets it. [1:29:16] So like that one [1:29:18] is just true expense just because we [1:29:20] have [1:29:21] had a lot of legal fees. Um [1:29:23] >> It's a large transfer and am I right [1:29:24] about that? [1:29:45] And so there's a large transfer that [1:29:46] occurred. Um this is the first time that [1:29:48] transfer has ever happened. [1:29:50] >> So they were split apart and we pulled [1:29:52] them together. [1:29:52] >> This way it's more transparent on what [1:29:54] we do for our legal fees. [1:29:56] >> Yeah. There's not another line item to [1:30:13] cover that expense. And so, we just have [1:30:15] to [1:30:17] show it. So. Um we're piloting it [1:32:47] currently with the police department and [1:32:49] hopefully it'll be ready to go at the [1:32:51] beginning of fiscal year 27, but it will [1:32:53] require departments to get approval [1:32:55] prior to purchases being made rather [1:32:58] than [1:33:00] they kind of do a process right now, but [1:33:01] it's once they have an invoice, which is [1:33:03] again [1:33:04] it's too late. Like they've already [1:33:06] ordered it and received the product by [1:33:08] the time that they've received an [1:33:09] invoice. And so, [1:33:11] um they'll be [1:33:12] a learning curve and some growing pains [1:33:14] for sure, but I think ultimately in the [1:33:16] long run it'll end up proving to be [1:33:18] beneficial for Grantsville City to have [1:33:21] it required to get approval prior to [1:33:23] purchases being made. And then that will [1:33:24] keep them within their budgetary [1:33:26] restrictions because they won't be able [1:33:28] [clears throat] to request a a PO that [1:33:30] would exceed the budget within that [1:33:32] line. So, [1:43:14] it's our favorite little property tax [1:43:16] impact schedule document you guys have [1:43:18] seen. [1:43:20] Um [1:43:22] So, Grantsville City is considering an [1:43:24] increase to its property tax rate from [1:43:27] 0.001417 [1:43:29] to 0.001488, [1:43:32] which exceeds the estimated certified [1:43:33] tax rate and is estimated to generate an [1:43:36] additional $110,598, [1:43:39] dollars, sorry, and 32 cents in property [1:43:41] tax revenue. [1:43:43] Um, so it just kind of goes through what [1:43:46] our current property tax rate is, um, at [1:43:48] the certified tax rate, um, what how [1:43:51] much property tax revenue that would [1:43:53] generate, which is 2.2 million. [1:43:55] The proposed revenue with the tax change [1:43:57] would be 2.3 million, which is that [1:44:00] increase of 110,000. So, it's a 5% [1:44:04] property tax [1:44:05] increase rate, and it equates to [1:44:08] approximately a dollar 83 per month for [1:44:10] residential, for the average home. [1:44:13] Um, and that again would be going to [1:44:14] fund a parks and recreation employee to [1:44:18] accommodate for our scenic slopes coming [1:44:19] online. [1:44:21] >> And Desert Edge. [1:44:22] yes. [1:44:23] >> Yes. [1:44:24] >> And the Veterans Park. [1:44:27] >> So, anyway, so we just have to read that [1:44:29] and disclose it and announce it and [1:44:31] present it. [1:45:23] >> So, this is just would be the interim [1:45:25] budget for fiscal year 2027 for us to [1:45:28] operate on [1:45:30] beginning July 1st. Um the truth in [1:45:32] taxation will go through [1:45:34] um [1:45:35] citizens will receive the notice of it [1:45:36] when they get their tax valuation notice [1:45:38] in July from Tooele County. [1:45:41] And then we'll do our truth in taxation [1:45:43] hearing in August. And then at that [1:45:44] point, depending on you guys' decision [1:45:46] to adopt a new property tax rate of the [1:45:49] 5% or lower, um at that point we would [1:45:52] adjust. So, this interim budget does [1:45:54] have the property tax, the additional [1:45:56] revenue proposed with the rate, as well [1:45:59] as the expenses separated out into [1:46:02] separate line items, so that that way it [1:46:04] does not perceived [1:46:06] in our operating budget that that [1:46:08] funding is available yet. So, depending [1:46:11] on what happens in August at that and [1:46:13] your decision at that point, we would [1:46:15] either do a line item adjustment to move [1:46:17] that budget into a usable line, or it [1:46:21] would just sit there untouched until [1:46:24] the year end, being as how we didn't [1:46:26] receive any additional revenue if you [1:46:27] guys opted for no increase in August. [1:46:29] So, this one just has it [1:46:32] explicitly separated out, so that way it [1:46:35] is not confused for any staff that they [1:46:37] think that that budget is available for [1:46:39] use. [1:46:40] So. [1:46:41] >> Is that the difference on what we were [1:46:42] voting cuz we we voted to approve it [1:46:44] last time, the interim budget, right? [1:46:45] >> So, that the tentative. And so, [1:47:22] we have to be very clear [1:47:24] and use the new terminology that it's an [1:47:26] interim budget, not attentive. So, this [1:47:29] is the interim budget that we will be [1:47:30] operating on until we would adopt a [1:47:33] final budget in August after the truth [1:47:36] and taxation. [1:47:37] >> But nothing in this budget has changed [1:47:39] other than we're calling it the word [1:47:40] interim. [1:47:40] >> Yes, it's the word interim, and then it [1:47:42] does have the potential additional [1:47:44] revenue and that corresponding expense [1:47:47] in separate line items. Yeah. Um [1:52:16] and this has all of the data from the [1:52:18] plan. So, it has a report. It has all of [1:52:21] the maps that we created with the plan [1:52:23] as well as some other information. [1:52:25] Um I believe [clears throat] McLean has [1:52:28] already presented to the council. That [1:52:30] was [1:52:31] I believe that was in April or May. [1:52:35] Um [1:52:36] And so, I'll keep this fairly brief [1:52:38] unless there are questions, but Um if [1:52:40] you go to this website, um you can click [1:52:42] on this button to get to the master plan [1:52:44] report. This is the actual document [1:52:46] that's being adopted as part of the [1:52:48] general plan. Um currently on the [1:52:50] website, um it is in a draft format just [1:52:53] because it hasn't been adopted. Once it [1:52:56] gets adopted, we will um finalize that. [1:52:59] It'll have all of the same information, [1:53:01] all the same wording. It'll just [1:53:02] be finalized rather than in a draft [1:53:04] format. [1:53:06] Um [1:53:07] And then on this website as well, um [1:53:10] there's these different tabs at the top. [1:53:11] I'll just briefly go through them. Um [1:53:14] this tab just gives some information [1:53:15] about Grantsville and some information [1:53:17] about why this study was done, why this [1:53:20] um [1:53:22] amendment and update to the [1:53:23] transportation master plan was [1:53:25] completed. [1:53:26] Um this tab has socio-economic [1:53:30] information on Grantsville from the [1:53:31] census. This is information that we used [1:53:34] um to determine future growth rates um [1:53:37] and future planning. [1:53:39] Um so you can have that for reference [1:53:41] there. [1:53:43] Uh and then I'm going to skip the maps [1:53:44] for a second. Um if you go to this [1:53:46] documents tab, it has links to the city [1:53:49] code, city land use ordinances, the [1:53:51] general plan for the city, [1:53:54] um and then also the master plan report. [1:53:57] And then this master plan appendix [1:53:59] button, that will have uh PDF copies of [1:54:01] all of the maps in this online website. [1:54:05] Uh and then this last tab is just a [1:54:06] definitions page uh that gives some [1:54:09] definitions for words that are used [1:54:11] throughout the plan. [1:54:13] Um okay. So if you [1:54:32] look on the [1:54:34] um left side of the screen, this is [1:54:36] UDOT's classification of roadways [1:54:39] um in Grantsville. I'll zoom in. [1:54:42] Um and it's classified by arterial, [1:54:44] collector, and local roads. [1:54:48] Um arterial being the highest priority, [1:54:51] so the UDOT roads mostly right now, and [1:54:54] then collector roads are medium priority [1:54:56] roads, and then local roads are lower [1:54:58] priority roads, meaning um they have [1:55:01] lower volumes, they have lower speeds. [1:55:04] They're more for slower local traffic. [1:55:08] Um, on the right, [1:55:10] you can see the [1:55:13] future [1:55:14] functional classification network. So, [1:55:17] this is all of the [1:55:19] proposed locations of future collector [1:55:22] and arterial roads. [1:55:24] Um, this was a critical aspect of the [1:55:27] plan in determining where [1:55:29] um, those collector roads are going to [1:55:31] be to ensure that in the future we have [1:55:35] um, good movement of traffic. [1:55:37] There's not a lot of congestion. [1:55:39] Um, the road stay safe, and that [1:55:41] development occurs in the plan um, [1:55:45] as the as the city would like [1:55:47] development to occur. [1:56:28] Um, this next map is the [1:56:33] uh, this is a map of all of the roads [1:56:35] maintained by Grantsville City. So, it [1:56:37] doesn't have any U dot roads or any [1:56:39] county roads. [1:56:40] Um, it's just the roads maintained by [1:56:42] the city. And this map is used by U dot [1:56:45] to determine the class B and C road [1:56:48] funds that the city gets allocated each [1:56:50] year. [1:56:51] Uh, so we updated this map as part of [1:56:54] the plan. [1:56:55] So, now U dot is um funding [1:56:59] the city based off of an accurate road [1:57:01] mileage. [1:57:03] And we would recommend continuing to [1:57:04] update this um map every every year. [1:57:13] This next map is traffic counts that we [1:57:16] performed. So, you can see the roads [1:57:17] that we performed the traffic counts on. [1:57:19] We use this to determine where those [1:57:22] critical future corridors are going to [1:57:23] be. [1:57:24] Um [1:57:26] you can click on these blue squares and [1:57:28] it'll show you the average daily traffic [1:57:31] on the road. So, here on uh Mormon Trail [1:57:35] Road or West Street, um you can see the [1:57:37] average daily traffic's just over 2,000 [1:57:39] vehicles. You can also see the speeds [1:57:41] that we collected as well. [1:57:44] Um right here, the average speeds. [1:57:46] And then heavy truck traffic percentages [1:57:49] as well. [1:57:52] >> I just want to point out to uh Chief [1:57:54] Zager that we're 1 mile below the or the [1:57:57] speed limit is the average. So, [1:58:00] we're all following the law here. So, [1:58:02] >> [clears throat and laughter] [1:58:03] >> And that is one one note I will make on [1:58:06] the speed limit data or the speed data. [1:58:08] If the count was taken closer to a block [1:58:13] um or an intersection, the speed data [1:58:15] might be a little lower than if it were [1:58:17] taken kind of in the open. That one was [1:58:19] taken pretty in the open though. So, [1:58:21] that is good. [1:58:24] » That's surprising. [laughter] [1:58:28] » Um okay, this next map is [1:58:33] uh crash history map. So, you can see in [1:58:36] the table the crashes per year [1:58:39] um in Grantsville [1:58:41] uh by crashes without injuries, crashes [1:58:44] with injuries, and fatalities. And then [1:58:46] there's a heat map that shows kind of [1:58:48] those hot spots where [1:58:50] uh more crashes have occurred. You can [1:58:52] see it's on the Udot highway, that makes [1:58:54] sense because that's where you have your [1:58:56] higher speeds, that's where you have [1:58:57] most of your traffic. But, you can also [1:58:59] use it to see, okay, there may be [1:59:01] another intersection where there's some [1:59:03] higher crashes [1:59:05] um [1:59:05] that that might need to be looked at. [1:59:08] Um, we didn't do an intense safety [1:59:10] analysis as part of this plan update, [1:59:13] um, but that is something that could be [1:59:14] looked at in the future and this data [1:59:16] would be helpful for that. [1:59:24] Um, this active transportation plan, [1:59:26] this just shows existing multi-use bike [1:59:29] and pedestrian trails and planned future [1:59:32] um, multi-use trails. [1:59:38] Uh, [1:59:40] this map shows where the city would like [1:59:42] truck trucks to be routed. Um, [1:59:47] so, it shows some existing and some [1:59:49] future roads, like this road down here [1:59:51] does not exist yet, but once it's built, [1:59:54] that will be built as a truck route. [2:00:02] Uh, as part of the plan, we did a [2:00:05] an assessment of the existing pavement [2:00:07] condition for every road in the city. [2:00:10] Um, so you can see here there's a grade [2:00:12] on a scale of 0 to 100. It's kind of [2:00:15] like school, if you're [2:00:17] the higher you are, the better your [2:00:19] grade is. Um, [2:00:20] and so the greener the road, the better [2:00:22] condition it is, the redder it is, the [2:00:24] worst condition it is. [2:00:26] And so, we have [2:00:27] um, [2:00:28] each road, we completed that assessment. [2:00:31] You can click on the specific road and [2:00:33] see the specific detailed grade. [2:00:36] Um, and then we used that information to [2:00:39] create this next map [2:00:42] which [2:00:44] um, [2:00:46] created a phasing plan for [2:00:49] um [2:00:50] providing treatment to each road in the [2:00:52] city. [2:00:53] And you can look at each specific phase [2:00:57] um and see which projects are included [2:00:59] in that phase, which type of project, um [2:01:02] the estimated cost of the project, and [2:01:05] the estimated scope of the project. [2:01:11] Any Any questions on this roadway [2:01:14] treatment plan? [2:01:21] Okay. [2:01:22] It's a really good tool for [2:01:24] um [2:01:25] transparency um to help inform the [2:01:28] public of the to make them know that the [2:01:30] city is aware of certain concerns with [2:01:33] existing pavement condition and that [2:01:35] there is a plan in place. [2:01:39] Um [2:01:40] Okay, this last [2:01:43] Well, so this This is the transportation [2:01:45] improvement plan. So, this just shows [2:01:47] the critical corridors to be built in [2:01:50] the future. So, we did a traffic model [2:01:54] that went out to 2050. [2:01:56] And we determined which roads are [2:01:58] critical to be built by 2050, and you [2:02:01] can see we've divided it into three [2:02:02] phases. [2:02:04] Um [2:02:05] >> [clears throat] [2:02:05] >> And so, by phase three, all of these [2:02:07] roads you see, [2:02:08] we determined these are critical [2:02:10] corridors that need to be built [2:02:12] uh in order to [2:02:15] uh have a free-flowing traffic network [2:02:18] without a lot of congestion that's safe [2:02:21] and reliable. [2:02:22] Um [2:02:24] And you can click on each road here in [2:02:26] the map to see [2:02:28] how many lanes we anticipate it will [2:02:29] need to have, [2:02:31] and then [2:02:32] who would be responsible for building [2:02:35] that road when it comes down to it. [2:02:41] Um then these last maps are level of [2:02:44] service maps. So, this just shows with [2:02:47] the traffic modeling how well the roads [2:02:48] are functioning. So, this is the [2:02:50] existing map. [2:02:51] Um, 2025, you can see there's [2:02:55] just like with the pavement condition, [2:02:56] red is worse, green is better. [2:02:58] Um, you can see the highways are a [2:03:00] little congested on the east side of the [2:03:02] city. Um, [2:03:21] like the highway, we recommend that that [2:03:22] should be widened. [2:03:34] Um, so this just creates a tool for the [2:03:36] city moving forward to know [2:03:38] where what are the critical corridors. [2:03:40] Um, so for development, uh, you can [2:03:44] ensure that when developers come in and [2:03:46] develop that those critical corridors [2:03:48] are maintained, so that you have um, a [2:03:51] healthy traffic network in the future. [2:03:56] So, that's the that's the bulk of the [2:03:58] plan. Those are the maps, um, that we [2:04:00] created as a result of all of the data. [2:04:03] If you look in the report, that mostly [2:04:05] just has all of the raw data from the [2:04:07] plan. Uh, it's about I don't know, 70 [2:04:10] pages, I think. [2:27:52] Uh they [2:27:54] uh we've seen some preliminary [2:27:57] uh they're going to have a miniature [2:27:59] version of the statue. [2:28:02] Um and I believe they'll have that for [2:28:03] the 4th of July, so you can you can see [2:28:05] that. Uh it was they they started the [2:28:07] clay process and he brought that to [2:28:10] uh one of the meetings. Specifically, [2:28:12] it's it's going to fit in Grantsville. [2:28:15] Almost it it looks Grantsville. So, um so you'll get to see I know they've [2:28:20] got renderings of it, but [2:28:22] [clears throat] it [2:28:23] it's amazing the uh amount of detail [2:28:26] that goes into [2:28:28] creating a statue right down to [2:28:30] measuring [2:28:31] the firearm, the length of the firearm, [2:28:34] how, you know, [2:28:35] and this is all modeled after um [2:28:38] individuals, and so [2:28:40] uh really really going to be a neat [2:28:42] feature. Uh you'll get to see what the [2:28:44] statue will look like uh for the 4th of [2:28:47] July. They'll have that. Um [2:28:49] in the booth. So, encourage people to [2:28:51] take a look at that. Um [2:28:55] We've got uh we've had several discussions with [2:28:59] regarding the [2:29:01] uh use of the park and and to report [2:29:05] uh that is is moving forward. More more [2:29:09] information to come on that, probably [2:29:11] following following us another report [2:29:13] after some internal meetings. Um [2:29:27] and [2:29:28] pushing that further forward um and [2:29:31] growing that to try to ensure we're [2:29:33] supporting [2:29:34] that we're we're doing a better up you know, we're [2:29:38] looking for a better opportunity to [2:29:41] hopefully lower the tax [2:29:43] uh [2:29:44] taxes that are issued to individuals and [2:29:46] try to help [2:29:47] more businesses [snorts] come in and [2:29:49] help carry some of that burden for our residents. So, [2:32:26] that was interesting. They just talked a [2:32:27] little bit about the measles, how [2:32:29] they're containing that and things like [2:32:31] that. Um [2:32:32] They're getting ready to do their big [2:32:34] assessment. The the Board of Health is [2:32:35] now doing their data gathering. We also [2:32:37] joined a Utah Well-Being Project. They [2:32:39] were kind of pushing us to do that, [2:32:40] which sounds like Grantsville did great. [2:32:42] I haven't got the the data all back on [2:32:44] that yet, but um [2:32:46] We put that We put that out very quickly [2:32:47] cuz they were wanting us to do that, but [2:32:48] it sounds like overall it was positive.
