approval agenda and consent agenda [2:39] contrary entertain a motion to accept the gymnastics [2:43] okay on the players [2:55] to discuss for deferring penalties and interest for non-payment of real estate [3:01] taxes and trash fees [3:10] yes uh Mr chairman a uh emergency ordinance has been prepared [3:19] the direction of our Academy attorney and the board members has that for [3:25] reviews and generation and so [3:30] it's like that [3:35] on the item and then the importance of it it would need to be ready [3:41] that way at this time of consideration thank you okay [3:48] an ordinance to establish a different accrual date for penalty and interest on [3:52] the 2022 real estate real property taxes and it's always ways to be due on [3:58] December the 5th 2022 whereas the Board of Supervisors of Grayson County [4:04] Virginia and board recognizes the hardships imposed on the citizens of the [4:10] county as a result of the lingering effects of covid-19 [4:15] pandemic supply chain disruptions and high level of inflation and wishes to [4:21] provide relief to citizens who may have been negatively impacted by the current [4:26] economic climate pan whereas the board wishes to provide relief to Citizens by [4:32] providing an ordinance with the authority provided under the Virginia [4:37] code 51 [4:41] 58.1-3916 penalty and interest will not begin to accrue on any unpaid real [4:47] property taxes for the tax year 2022 unless such taxes are unpaid as of [4:54] February 1 2023 and whereas the board recognizes that relate from penalty and [5:02] interest in the current extraordinary circumstances should not function to [5:07] reward delinquencies from private year to Prior years and therefore intends [5:12] that can delayed accrual a penalty and interest provided by this ordinance will [5:17] only be effective for tax year 2022 and whereas the Board of Supervisors desires [5:24] to provide additional relief to the public by extending the employee make [5:29] profanity and renters for late payment of the County's solid waste collection [5:34] and Disposal fee which is collected along with one of the taxes [5:39] whereas the board wishes to adopt this measure as an emergency ordinance to [5:49] 15.2-41427 F of the code of Virginia 1950 as amended in order to put the [5:58] contemplated relief into effect prior to the previously established tax due date [6:06] ordained by the Board of Supervisors of Grayson County Virginia [6:11] penalty and interest for real property taxes for tax year 2022 as such funds [6:18] and rates are otherwise established by the ordinance or other measures here too [6:23] for adopted shall accrue for the tax year 2022 only on amounts remaining [6:30] unpaid as of February 1 20 23. any real property taxes paid for tax year 2022 [6:40] prior to February 1 2023 which I'll incur no penalty and interest and be a [6:48] further ordained at the penalty penalty and interest for the county solid waste [6:53] collection and Disposal fees as such fee is established by the ordinance here 2-4 [6:59] adopted shall accrue for the year 2022 only [7:04] on the mounts remaining unpaid hours off February 1 20 23. any solid waste [7:13] collection and Disposal fees due on December the 5th 2022 but paid but I [7:19] think we were in the first 2023 shout incur no penalty and interest [7:25] we have further ordained that your relief provided herein shall apply only [7:30] to real property taxes and the solid waste collection disposal fees for the [7:35] year 2022. and no relief provided here under shall [7:40] apply to the unpaid amounts from priorities [7:44] coins of tax years and delinquent amounts for any other [7:49] year shall continue to accrue penalty and interest without abatement of any [7:55] kind and be it further ordained that this ordinance is adopted as an [8:00] emergency measure this first day of December 2022 pursuant to [8:09] 15.2-1427f as the code of Virginia 1950 has amended and shall be affected for a [8:15] period of 60 days Hereafter unless repeal amended or re-adopted and conform [8:21] doing what the provisions of such section his ordinance shall be I think [8:27] immediately adopted by the fallen and recorded folks this first day of [8:32] December 2022. [8:36] but [8:42] um [8:44] [Music] passing ordinance has read [8:53] a motion in a second and opens the board for discussion [8:58] do you want to wish to speak and just find like this thank you guys for [9:03] chilling up and listening and now I'm running your phones after that we've [9:07] exchanged emails and I truly appreciate the efforts you guys have put in and the [9:13] time you took out to hear the folks and listen to me dick or any event so I do [9:20] appreciate it [9:22] stupid [9:27] um initially [9:31] I did not think that we need to know [9:36] all right so you got I've had zero phone calls and just one two three y'all [9:46] well what the reason I [9:52] really end the resolution fact that some people that didn't get [9:56] the tax tickets could Tuesday and I don't really have it [10:03] to me this makes sense just from the timing of [10:07] your tax tickets everybody knows they're taxing to do I think [10:11] we did a lot of stuff back in July to help ease the tax burden as much as we [10:17] could [10:20] for me it's common with that stick okay [10:25] yeah I guess probably that coach would supervisor Riley said you know we [10:31] there's two issues to play I think any time we talk about taxes and that's [10:35] that's great the third tax rate is what we pay tax [10:39] burden is can we pay and the tax rate you know we adjusted [10:45] that I think uh pretty effectively for based on ultimately Services you know [10:52] the services that [10:57] provide [11:01] and in this particular case you know the real estate assessment was adjusted [11:06] based on the changes in real estate and also because of the personal [11:12] property challenges specifically with the used cars in that particular case [11:18] you know we uh the used cars that don't don't up in value which was pretty [11:24] unprecedented at St John the state [11:27] legislature passed in ordinance that or less reason that we had really taken [11:33] into consideration so I think we do that some of the effects of that though is [11:38] the deferment of delay of payment of the personal property [11:43] potentially impacted unintentionally or unknowingly [11:48] uh the ability for people to pay this time [11:52] and so uh that to me kind of played into it [11:58] but at the end of the day I wasn't in favor of moving the day or even in [12:04] deferring anything initially because it begins to then push it into [12:10] the personal property payment again in June and so we just got a you know [12:16] predictability brings a little bit of [12:22] stress relief and and good governance you know and being and being a taxes [12:27] have been doing Grayson County probably forever in December so that was kind of [12:32] where I was at but after speaking with uh supervisor [12:37] Anderson several times and also the supervisor Isaac I mean we've all spoke [12:41] I think where it came down to me and again personal example is we got our [12:46] family got our tax tickets Friday last Friday [12:50] and uh and then I got a call the first call [12:53] that I've gotten on this issue uh was today's waiting for this Boardman [12:59] meeting that the person who moved uh they submitted the change of address [13:07] that didn't take in the system and their tax didn't get ticketed up to [13:14] him late and then they sent a certified check or [13:18] certified letter with the check in it he got returned so [13:22] when I came came to realize is that the issues that we had with it back in [13:28] October which affected more than just the Commission of Revenue and the [13:32] treasury also affected our registrar's office and the judge everybody [13:38] that probably had as big of affect if anything on tax tickets getting out and [13:43] being available for folks to be able to and plan ahead and so with that [13:50] recognition similar to what supervisor ivy [13:54] it just kind of made sense at this point if there was [14:00] to no fault of any citizens whether it was [14:05] uh statutorily on time [14:10] if if there was something that the county [14:13] had something happen that no fault necessarily anybody per se but it just [14:17] things just didn't happen that delayed the arrival of those tax tickets and it [14:22] kind of made sense in this particular case [14:25] so that's kind of why I came around to the idea of deferring interest in and uh [14:31] and penalties until the end of January thanks Mr chair [14:37] s all this was first brought up we worked [14:41] on like 90 days which we're putting back up into personal property February first [14:46] is not a big deal I don't think uh you can help somebody [14:51] I just didn't want to enable people to let things build up because [14:58] that's common nature and let things build up and then it would be [15:03] subject for another disaster we did that Through the Fire Company [15:08] north and wind up with great big deals in Bayonne and guess what I got the fire [15:15] cut off his films I don't want to enable people for disaster uh February 1st I'm [15:22] fine with I would like to talk about sometime [15:26] maybe and I talked to Mr long about it is [15:30] getting the tax tickets out say in October [15:34] so they got plenty of time everybody knows it's coming [15:39] maybe if I got the bills in my hand in October and then I have the December the [15:44] 5th and don't put the burden on the treasurer's office [15:48] work together make this thing work the thing that we don't care about the [15:53] citizens that's what we're in here to do um [15:57] some people say that ain't what we're doing but we are [16:01] uh I'm agreeable with February first I don't think another month is gonna [16:08] miraculous uh hopefully everybody worked together like the same world [16:15] of I'm probably not a self speaker [16:21] fellow board members so I had right now and I I want to talk so I wanted to [16:26] to get out I was elected to the board to represent [16:31] the citizens of the Providence District that's what I want to do [16:36] I'm always interested in ensuring that I support good services and programs for [16:41] our citizens while trying to be a good Steward I'm [16:46] there in my own tax dollars most of all treating everyone fairly [16:53] whatever station of Life they're in and these harder hard Economic Times [17:00] that we're all enduring so I want to speak to this issue [17:06] but first lifelong resident of Grayson County [17:10] as far as I can remember taxes have been due on December the 5th [17:16] real estate Landings were set in June which were lowered published in the [17:22] papers tax tickets were mailed out according to [17:26] Virginia code at least 14 days in advance actually 18 days according to [17:32] staff [17:34] May certain in a workshop meeting we as a board approved the commissioner of [17:40] revenues 30 votes recommendations to provide [17:44] further relief to our Elder and disabled citizens of 65 [17:48] and older by increasing the eligibility levels for [17:53] someone with income less than thirty thousand dollars [17:56] and net worth of less than a hundred thousand dollars giving them a 300 tax [18:02] credit relief [18:05] uh we returned or cut personal property by [18:11] 28 on average to our citizens and move dates back to September [18:18] but today today's December the 1st Monday is a deadline December the 5th [18:26] a quick check with the treasurer's office just yesterday they took in [18:31] around a million dollars in tax revenues [18:35] and about half the citizens have paid my question [18:40] what about them what can we do for them at this point [18:46] it's sincere from the heart question why [18:54] uh what if they struggled and make the difficult choice to pay taxes and forego [19:00] another need such as ball powers on vehicle medication or power pay the [19:07] power bills if this was an issue that should have [19:11] been addressed why Monday a week ago why not two months ago why not a month [19:17] ago could have supported it [19:22] I have not received first call from my district regarding a request for that [19:27] tax relief in fact I received a call from a citizen to state [19:33] that is not needed and this is a blue collar worker every day [19:38] citizen I did receive one message text uh [19:43] messenger text on Facebook wanted to know if I supported this for [19:48] the elderly which we did in May I made trips to the usual gathering [19:54] places in my district last few days not one person has pushed for support [20:00] for mentioned it [20:04] so I don't know the urgency on it [20:09] my point is we [20:13] are denying at least half our citizenry this privilege [20:20] okay and you say well they probably had the [20:24] money and because that's why they pay you taxes [20:27] I've paid my taxes because before work [20:32] because I knew it was due and I had to get it done and so I went ahead and [20:35] spent the money and I think that's a mindset of a lot of people [20:40] okay our county has proven to be very lenient on delinquent taxes [20:45] it takes three years before action is taken [20:50] and one it's the process it started it can extend for months if not years [20:58] now going back to getting calls from citizens [21:02] I think I've got a call about a half hour before I left come up here [21:08] and uh it was from a young man who has a young [21:13] family in my district and he's trying to run a business [21:18] and he's trying to be a cattle farmer and he said he's not going to be able to [21:24] make the deadlines so I know there is people they do have [21:28] issues but I asked my fellow board members [21:33] what can we do for these people that you've already already paid your taxes [21:37] and didn't uh diligent in doing this and is it fair I put that question to you [21:44] and uh [21:49] I have to say any other discussion before we take a [21:54] real combo just to answer you a question about fairness I don't think this was a [22:00] fairness issue I think this was an issue to to help folks who may be in need [22:07] and understanding that a lot of the taxes have been collected and there's [22:12] going to be probably by December 5th a lot more [22:16] collected so we may be talking about 45 of the taxpayers or 15 of their [22:24] taxpayers but if those are citizens in need and they are taxpayers and they're [22:29] hard-working taxpayers I've not met one individual in the [22:34] county that's already paid their taxes that has an issue with someone else [22:38] getting some help or an extension as far as the dependencies and interests times [22:45] that would be my response to that we do a lot of things we spend a lot of money [22:51] in here that doesn't always cover [22:57] every citizen of every area of the county [23:02] um so the issue of fairness because I know [23:06] that that that was the initial pushback that that I got when I raised this issue [23:12] and you know we just approved from what I understand [23:17] sixty thousand dollars for an x-ray machine [23:20] for freeze um to my knowledge the Grant Community [23:25] don't have an x-ray machine exactly [23:28] so there's a lot of you know the fairness debate I don't think is what [23:33] this is about I think it's about helping folks times are tough and that's what [23:38] this is about as far as the 90 days which I was pushing originally my [23:45] thoughts on that were I did get feedback and even from people in your District [23:49] that said if you give them 90 days that takes them to getting back income tax [23:55] returns for a lot of people and that might lighten the load so that was the [24:01] initial push I think 60 days is is a good good marker and I you know agree [24:06] with agreed with that I will agree with that [24:09] and uh that's that's where I am with it and I do appreciate everybody coming out [24:14] having the discussion and and addressing the issue okay that's all [24:19] I have understood and I might speak to unless someone else has something I [24:23] might just picked up a couple of points so I didn't put the X-ray machine was [24:27] approved I wasn't aware of that and that is good news for my district but it's [24:32] easy okay [24:36] okay and and to another point [24:41] you know not everybody benefits by certain programs and uh [24:47] services that came out but there is one common denominator among all those [24:52] citizens they pay taxes all right [24:58] so uh can you further
