[0:00] It's the Greater Salt Lake Municipal Services District Board of Trustee Meetings, August 12th, 2002, 6 at 6 o'clock PM.
[0:10] Good evening, everyone. My name's Keith Sussman, I'd like to call the Greater Salt Lake Municipal Services District. I'd like to call this door the Greater Salt Lake Municipal Services District meeting, August 12th, 2006 at 6 p.m., at 860 west of Hawaii and Taylor'sville.
[0:31] If you're able to stand, please join me in the Pledge of Allegiance.
[0:41] Allegiance to the flag of the United States of America,
[0:45] and to the Republic for which it stands,
[0:48] one nation under God, indivisible, and with liberty and justice for all.
[1:00] Thank you very much.
[1:02] Trent, were there any public?
[1:04] Can you make it on it?
[1:10] You got to pass you through.
[1:12] Is this my extension?
[1:13] I
[1:21] might use that. We got to in your you have your own microphone here. Okay, perfect. Thank you.
[1:32] All right. So Trent, were there any public comments submitted before this meeting?
[1:39] None. None. Thank you very much.
[1:44] Marla, we have four minutes from July 22nd and August 5th.
[1:49] We're doing any changes or adjustments, therefore just have a motion to approve.
[1:55] No changes or adjustments.
[2:00] Motion.
[2:00] Happy to move approval.
[2:02] I have a motion.
[2:04] That's second.
[2:05] Second.
[2:06] Motion in a second.
[2:08] All those in favor?
[2:11] Aye.
[2:12] Aye.
[2:12] Aye.
[2:14] Aye.
[2:17] Aye.
[2:17] very much. Chad, go ahead
[2:27] for it.
[2:30] Number five is a task order form.
[2:36] Number five is task order for WSPUSA. This is for the Barfield Canyon Road. This
[2:44] case is strange improvements. The intent of this project is to look at the road from
[2:50] The trail I did all the way up to the county line, they're already going into their agenda item.
[2:59] Yeah, basically look at your energy issues up and on the road.
[3:02] And this is kind of the long-term solution to their energy issues on the fire field in the road.
[3:08] So the amount is 119.
[3:12] Yeah, 119 visa is 7.2.
[3:15] And 22 cents.
[3:15] Yes.
[3:18] And it's based on a master agreement that was signed on, why is 1320 from that?
[3:23] Any questions?
[3:25] Laura, do you have any questions?
[3:27] Comments?
[3:29] No, I'm good.
[3:30] I don't know who the other person was, but that was not me.
[3:33] Okay.
[3:33] All right.
[3:35] So I need a motion to approve task order number two at the master professional service agreement.
[3:41] and it dated August 13th, 2025,
[3:44] for the Butter Canyon Road washout,
[3:46] remediation including drainage design alternatives
[3:48] and about that to exceed $19,000,
[3:51] and it said it was $1.22.
[3:55] Summer?
[3:56] That should have been dated 26.
[3:58] So the master, so this is a password under a master agreement.
[4:04] The master agreement was August 13th, 2025,
[4:07] and this password is in place.
[4:11] I have a motion and a second. Any other questions or comments? All those in favor? Any opposed? Motion carries. All right, item six.
[4:27] Approved contract with Lyndon Jones Protection for emergency-butterfield King and slide roadway repairs. Not to exceed cost of 750,000.
[4:45] So this is the one to see a repair of the road portion that has washed out.
[4:53] Basically putting it in, we work with a contractor and they have worked with a geotechnical
[4:59] firm that is the most cost effective and vast solution to repair the road so it can be
[5:05] back open to recreational users, that's used often.
[5:12] It's being used right now by cyclists.
[5:16] There we go.
[5:17] The public with some solutions may not be the actual solution that they land on,
[5:22] but the French solution is to use gave investors to make kind of retain wool
[5:26] and back fill the end of that and then pave this paper road back.
[5:31] Yeah, this is not to exceed contracts of $750,000.
[5:38] You don't expect to spend the whole amount, but just the emergency nature of the contract.
[5:44] It's undefined exactly how we're going to do this.
[5:49] All right, so I have a motion from Mayor Brums and a second from Trustee Stringham.
[5:56] if I may interject. Yes, you may. If the motion could authorize the general
[6:02] manager to negotiate final provisions that would be helpful because there
[6:07] are some provisions that are required to be in the agreement that aren't
[6:11] in it yet. For example, as an emergency procurement it shouldn't be a term of
[6:16] more than 30 days. The $750,000 maximum needs to be spelled out
[6:23] specifically, and there are other provisions as well along those lines. We hope to have that all ironed out tomorrow.
[6:33] But, or, how would you prefer to be the one to pass on that?
[6:42] Who would you prefer?
[6:46] To approve the final terms to be union consultation.
[6:58] So the GM and the Director of Engineering would approve the final changes to the contract
[7:08] and if the trustee making the motion and seconding, the motion would agree to that
[7:13] modification.
[7:14] I think that would be helpful because what you have before you isn't quite final, I mean
[7:19] This is an emergency. We're doing it. This is quickly as we can, all right?
[7:24] Membrims, we're going to adjust your. I agree to that. All right, Laurie.
[7:29] I do this well. All right. So we have motion in the second. Any other further discussion? All those in favor?
[7:37] Hi. Hi. Hi. Any opposed? Motion carries.
[7:42] I am seven budget adjustment transferring $148,000 in $24,000 and raised magna downtown to
[7:52] separate projects, $7200 West, on 201 to 200 South and 91 to West sidewalk project in the
[8:05] 40,000.
[8:07] Go ahead.
[8:08] Okay.
[8:09] The magna maize, right?
[8:10] Magna raised grant project.
[8:13] It's a project that we didn't have a grant awarded several years ago, this would have been
[8:21] a really great project that would have improved pedestrian mobility in downtown Magna.
[8:27] With the changing presidential administration, those funds were on hold for up until a couple
[8:34] months ago, now that they're not on the board, we know plenty is, we could file for
[8:42] your residence for the project. The line is unthrozen, but the deadline hasn't moved.
[8:50] So the problem is that if we started our project now, we got to go through the environmental
[8:54] process, design, railway acquisitions, and construction all before, basically September
[9:01] to remember it next year. Sure, short answer is that it's a crazy matter of risk and it's unlikely that we get the product done by them.
[9:11] So we get some distance into the process and it's going to spend a lot of money but we wouldn't be able to take advantage of the grant by them.
[9:20] So the proposal is to move that money to two other projects that do need the funding.
[9:26] Many 100 West Sidewalk is one that is short on funding currently and the other one being
[9:32] 7,200 West, the roadway improvements project.
[9:35] This is one that came up as an opportunity with West LA City.
[9:40] They are improving their side of 7,200 West and asked us if or asked magnet, they want
[9:46] to participate in the project, they need to come up with 3,000,000 total and this takes
[9:51] it's them up to 1.8, I think totally not a problem.
[9:56] But our commitment is just the 798,000,
[10:01] three year and 24 for the 201.
[10:03] That's in addition to about a million dollars
[10:06] that was transferred to the project previously.
[10:09] Yeah, we're not quite there yet, but this,
[10:12] and there is an informal commitment
[10:14] and payment for construction on that project yet.
[10:17] This is just preparing for,
[10:19] we're in design right now and as we get closer to construction the costs will be you know
[10:25] narrowed down and yeah wait by then we find the source of funding to come up with rest.
[10:34] All right, Michael do you have any comments on this one?
[10:39] No, I'm good with that.
[10:40] All right, so I'll just do the motion to approve the budget adjustment from the raised
[10:46] He's magna downtown to 17-hundred west and the 91-hundred west sidewalk.
[10:59] I approve the budget adjustment for the raise magnets to the two other sidewalk projects.
[11:05] All right, so have a motion.
[11:05] Do I have a second?
[11:06] Second.
[11:08] I would motion in the second, any other further discussion or comments?
[11:12] All those in favor?
[11:14] Aye.
[11:14] Aye.
[11:15] Aye.
[11:15] Aye.
[11:17] Any opposed?
[11:19] Motion carries.
[11:20] Thank you.
[11:21] All right, Bianca, tell us about the grant in Safe Streets.
[11:47] Join the meeting.
[11:49] I think we can make you a presenter.
[11:56] I can't believe you didn't have all gears up ready to come.
[11:59] Thank you.
[12:04] I said no, I didn't know anything.
[12:06] Yes.
[12:07] The
[12:24] presenter already said she should be able to share it.
[12:26] From there.
[12:27] They should share your screen.
[12:39] Hello, board.
[12:40] So today I'll be presenting a lot of the safe streets for all demonstration grants that was awarded to the MSD for
[12:50] Croperton and White City.
[12:54] So for some background, we were awarded this grant in 2024 to analyze and create two streets in White City and Croperton.
[13:05] We, this was based from the Wallwhite City Planning and Cooperation Active and
[13:10] Production Plan and the goal of this was to do temporary
[13:17] deployments of materials like paint, civilian meters, other things that wouldn't need
[13:23] construction or be permanent, but can inform long-term investments.
[13:30] And so in 2024, as well as MSD Board approved the local grant
[13:35] match of $100,000, but due to changes in $20,000 to $5,000,
[13:40] the new administration of the grant programs
[13:43] grownhold that a lot of people were viewing
[13:46] and reassessing the program.
[13:49] But last month we were notified that we can now move
[13:53] forward with the project again.
[13:56] And this has some of the locations that we are looking to do
[14:00] some of the temporary traffic calming methods.
[14:05] And some examples of the temporary materials that we are looking to use.
[14:13] So the request is, once again, to ask for a allocation of $100,000 for matching funds
[14:22] for the CHG for all of the initiation grant from the industry for the trustees and the
[14:28] approval of the contract.
[14:29] I approve it.
[14:32] Thank you.
[14:33] Any questions for Bianca?
[14:39] 99.
[14:40] I just need a motion to improve the U.S. Department of Transportation and Green Agreement under the Safe Streets and Roads for all Green Programs, with a federal share of $400,000 and the MSD to provide $100,000 as the Percipient Share.
[14:55] Do I have a motion?
[14:55] That motion, do I have a second?
[15:00] I have motion to second any further discussion or comments? All those in favor? Aye. Aye. Aye. Aye.
[15:12] Any opposed?
[15:17] Thank you. Motion carries. Aye. Item 9, appoint agenda Hoffman as district clerk.
[15:28] So as the director of finance, he has the, he should have the role of clerk, which is ensuring
[15:35] that the accuracy and control of our funds.
[15:39] So we're proposing that we appoint him officially as the LSD clerk.
[15:45] All right.
[15:46] Can I have a motion to point Daniel Hoffman as the district clerk?
[15:51] So moved.
[15:52] Is that happy to move?
[15:53] Second?
[15:53] I have a motion in a second. Any other further comments or questions? All those in favor?
[16:01] Aye. Aye. Aye.
[16:05] Any opposed?
[16:08] Thank you. Marla, general management for it.
[16:12] In the last meeting I talked about we were having issues with the check reconciliation.
[16:17] Martin Andrew sold the issue with convincing transfer of accounting information and express bill pay.
[16:23] The transactions have been loaded and we're now working on an in-check and account reconciliation.
[16:28] There's a little work to be combining.
[16:30] So the deposits and that's what hit the bank.
[16:34] We have completed about 62 test new reconciliations.
[16:38] There are three credit card and six check and account reconciliations to be done out of nine accounts.
[16:45] Brian's been working on a number of them pertaining to the treasury.
[16:49] So, you know, I have been asked with Mayor Burns request to present the government operations
[16:54] interim committee chairs, once the office 19th and approximately 2 o'clock PM.
[17:00] They've asked that I discuss MSD statutory authority and services, and the training of the
[17:06] Allegis Labor Research and General Counsel was to be calm, what is, and MSD and why is this
[17:11] allegis labor issue.
[17:13] Followed with the comparative state analysis by the same department.
[17:16] Mayor Grimm's will discuss recent local government developments and carriage
[17:21] redeemer will discuss the Salt Lake County membership withdrawal followed by
[17:25] Senator Columbus speaking about policy options. I've asked Mark Anderson to be
[17:30] there. One of the things they've asked me to do is what does the listing look like
[17:37] after the county has withdrawn. So we've done some financial analysis and so we do have
[17:43] So that's your slogan and based upon our financial situation we have a very actually healthy future.
[17:52] Any questions on that?
[17:56] I will be working with Mark on the PowerPoint presentation and I'm talking to him once.
[18:04] So we are essentially in our kickoff meeting with re-engine, towards seeing the September
[18:08] version of re-engine is the organization that we hire to help us with our process improvement.
[18:14] We're looking forward to that opportunity.
[18:16] We don't have about what to have days on site.
[18:29] Yeah.
[18:34] Oh yeah, we did get you on that.
[18:37] you you did jump in right there. Thank you. Go ahead, Brian.
[18:42] Just a small comment. The two-and-a-half day on-site visit with the re-engine
[18:49] consulting. That will be with the project team but there are very stakeholder such
[18:56] as with internal and external authorization those interviews with the
[19:01] consultants will be occurring prior to that time and so there's a
[19:06] the way the series of meetings and activities occurring between now and leading up to that
[19:13] on-site visit.
[19:14] Of course, the end of September, we're just locking in the trial dates with them currently
[19:18] and then we can report back when those are instant in stone instead of alternative.
[19:29] Any other questions or comments for Marla and Brian?
[19:34] Hearing none.
[19:35] Has there any other city town on Incorporated County?
[19:38] various hall like municipal services district business to discuss hearing seen none or the
[19:46] Identify any future agenda items that we've not already discussed
[19:52] You know, none we do not have a need for any closed session. So I just would like to have a motion to adjourn
[20:03] Have a motion in a second all in favor
[20:06] Hi, thank you very much everyone. Have a great day.
[20:25] I don't think I'm going to keep that on your hand.
