[1:13:37] of truth and reconciliation. Let us begin today's meeting by
[1:13:39] reflecting on the Privilege of Working in Greater Subbury. This
[1:13:42] is a city with a rich history that began with
[1:13:44] the Yanishnabi people. We are grateful to live, work, and
[1:13:47] play on the lands. They have cared for since time
[1:13:49] im Memorial. I'm thankful. To them. For sharing these lands
[1:13:54] and resources that have supported the prosperity of the City
[1:13:57] and its residents. Our municipalities, he's on a traditional lands
[1:14:00] of the typishing Adashnabek, and Wanopathie First Nation, signatories of
[1:14:04] the Robinson Huron Treaty of 1850. We are honoured to
[1:14:07] work with them in partnership and friendship toward a future
[1:14:11] that is successful for the next seven generations. We thank
[1:14:15] them for the contributions for the vibrancy of our communities,
[1:14:19] and to the Guardianship of the Lands in which we
[1:14:21] share. We also recognise the contributions of the Meti and
[1:14:23] Inuit people in shaping and strengthening our community. Desire collective
[1:14:27] responsibility to learn the history on which our city was
[1:14:30] built to ensure that the mistakes made by our predecessors
[1:14:33] or overcome by a willingness to learn and grow. For

[1:17:10] has seen in the, uh, social media, I'm sure, uh,
[1:17:14] that Menelake has been seeing a infestation of rats. Uh,
[1:17:21] it has just now come to my attention that these
[1:17:23] rats are actually travelling through our sewer systems. And through
[1:17:28] our infrastructure on the ground. Uh, and then they're coming
[1:17:32] up, uh, in obviously, uh, into People's Yards and neighbourhoods,
[1:17:38] whatever. Tigrounds, that sort of stuff. Uh, playground's a municipal
[1:17:42] property. Um, so my question is, is what can staff
[1:17:46] do help, uh, alleviate this problem moving forward to you,
[1:17:53] chair. Thank you. Mr. Longston, I want us back on
[1:17:59] behalf of Bylaw. Through you, Mr. Chair, thank you. Um,
[1:18:05] there's really no municipal bylaw that controls, uh, rats at
[1:18:10] large. Um, if there are issues with respect to property
[1:18:13] standards, like waste or garbage that's out or things of
[1:18:17] that nature, if they've, uh, entered the home, then it
[1:18:20] becomes part of a property standards. But like a general
[1:18:23] rat issue is not something that we deal with under
[1:18:27] our current bylaws. I got to follow up from our
[1:18:33] CAO. Thank you through the mayor just to add to
[1:18:37] that. I mean, I've experienced this in another jurisdiction. And
[1:18:40] unfortunately it is an issue that sort of, you know,
[1:18:44] doesn't really fall under any particular area. Public health has
[1:18:47] a role with respect to, um, certain structures and rats
[1:18:55] infestations and the diseases that can come from rats, um,
[1:18:59] but doesn't have any kind of enforcement or measures. And
[1:19:03] as Mr. Longsen said, Bylaw doesn't have a specific issue.
[1:19:06] And so, um, we could certainly take a look and
[1:19:08] see what some other jurisdictions have done. Um, I can,
[1:19:13] I can share in a previous jurisdiction ultimately, an attempt
[1:19:18] at sort of an education program and some level of,
[1:19:23] um, grant program to assist some individuals, um, but that
[1:19:27] was funded by that, by the local municipality. So, I
[1:19:30] mean, those are things that we can look into. Certainly
[1:19:32] we're hearing the concerns, but right now, uh, I do
[1:19:35] have to say that it does sort of fall beneath
[1:19:38] the cracks of, uh, or between the cracks of the
[1:19:40] different, um, jurisdictions here. So, uh, would have to look
[1:19:45] to council to any direction beyond what staff have already
[1:19:49] done on this matter. Thank you. You have a second
[1:19:51] question, councillor. Yes. Um, my second question is, um, what
[1:19:58] the recent announcement now of WSI be closing all their
[1:20:01] offices, uh, throughout Northern Ontario, um, which is going to
[1:20:05] have an impact obviously here in Sudbury as we know
[1:20:08] 136 jobs. I believe we're going to be lost. But
[1:20:11] we had recently had, um, gifted, uh, I believe it
[1:20:16] was 250 acres, uh, two WSIB for a new belt.
[1:20:21] I'm just trying to see how this is going to
[1:20:24] impact this moving forward to you chair. Thank you. Mr.

[1:20:33] Chair. The landing question, as Council recall a mine rescue
[1:20:41] facility that will be operated by Ontario Mind Rescue, WSIB
[1:20:45] is the flow - through agency for that. I don't
[1:20:48] see a direct connection between the recent events in that
