So, this is This is a modification to a new building [1:11] in a B3 zoning district. So, one of the requirements from a purely from a zoning [1:15] standpoint for modification in the B3 zoning district is it has to go through [1:19] site plan, lighting plan, and landscaping plan. [1:23] The This is Plan Commission, so the purpose of this of this committee is to [1:28] recommend approval or denial, and then ultimately the plan will be either [1:33] approved or denied by the Board of Trustees. So, at the end of this we'll [1:37] either recommend approval or denial, and then this has to go through the Board of [1:40] Trustees for final approval or denial. Um, and then this is This is zoning [1:45] consideration. So, we have not received a building permit application or [1:49] building plans yet. This is just the site plan lights uh, lighting plan, [1:52] landscaping plan review. Please. [1:56] » Thanks, Bob. >> [snorts] [1:57] » Um, all right, so just uh brief summary, the village received [2:01] an application from Advance Building Corporation on behalf of Roosevelt [2:05] Racquet Club regarding the property located at 6190 West Loomis Road. The [2:09] applicant is requesting to construct a [clears throat] new parking lot and [2:12] commercial recreation facility offering indoor racquet courts for reservations, [2:16] lessons, clinics, and league play together with supporting retail, club [2:21] management, and second floor business office space for SlabStox business [2:24] operations, a sports trading card information and analysis company. [2:29] The subject property is zoned B3 general business, and the proposed uses are [2:33] listed as permitted in the Greendale zoning code. The property is located [2:37] directly north of Sendik's Fresh 2 Go, and also borders a flood plain near the [2:42] north and west property lines. The village engineer and village attorney [2:46] should review the proposed development for compliance with flood plain [2:49] regulations and any relevant Wisconsin state statutes. [2:52] After [snorts] review of the site plan and submitted drawings, the proposed [2:55] building footprint does meet the FAR and yard requirements. The building [3:00] elevation drawings show three separate proposed exterior signs, and per section [3:05] 17.21 of the code, signs, awnings, and marquees are permitted. However, the [3:09] applicant must obtain a sign permit and confirm that all regulations and village [3:14] ordinances are met prior to installation of the proposed signage. [3:19] Per section 17.382, the proposed structures should be [3:22] located to allow for ease of access and entry. So, any any proposed structures [3:28] should be located to allow for ease of access and entry for occupants and [3:32] pedestrians. The proposed bike racks, when loaded, will obstruct the 5-ft [3:37] proposed sidewalk. Graef recommends relocation or reconfiguration of these [3:41] bike racks to prevent sidewalk obstruction. So, not required, but [3:45] recommended. Um compliance of off-street parking and [3:49] loading has also been considered and was discussed previously by the plan [3:52] commission but like a couple months ago. [3:56] Since recreation is the primary use of the subject property, staff feels the [4:00] recreation uses and employee parking requirements are the appropriate [4:04] standards to follow to regulate parking. The applicant has provided a project [4:08] summary including a parking and operations overview that states the two [4:12] uses are complementary with different peak periods allowing the on-site [4:17] parking supply to serve the property efficiently throughout the day. [4:21] The proposed parking area will supply 32 stalls which will serve a maximum of [4:26] nine employees during daytime hours and during evening hours will serve 18 [4:30] players, two employees, and a limited number of transitioning patrons. [4:35] The plan commission should confirm whether the spaces provided are [4:39] sufficient. Per section 17.383 [4:43] for a commercial use on a parcel of land greater than 30,000 square feet which [4:48] this is, a market analysis prepared and signed by an independent market analyst [4:53] acceptable to the plan commission may be required. The plan commission shall [4:58] determine whether this requirement is deemed necessary. [5:04] Pending further discussion, staff has reviewed the submitted materials and is [5:08] recommending that the application be approved subject to the following [5:12] conditions and additional recommendations. [5:15] One, the plan commission shall determine whether the proposed parking spaces are [5:19] sufficient. Two, the plan commission shall determine whether a market [5:23] analysis for the proposed development shall be required. Three, the applicant [5:28] must obtain a sign permit from the director of inspection services prior to [5:31] the installation of any new signage and four, review and approval of the site [5:36] plan by the village engineer, village attorney, and director of inspection [5:39] services. [8:43] Anytime you have something where you need clear span, I understand that [8:46] limits your building type, right? You're not just building it with stick built [8:49] normal construction, and usually that means two things, either span you know, [8:52] like precast concrete, which it probably wouldn't fit here, right? Or basically [8:56] like a pole barn, which kind of this is a nicer pole barn really to to word it [9:00] nicely, but and I [snorts] I do like that they do are doing like the entry [9:04] area where the office is and stuff. I think that looks really nice. I guess my [9:07] only commentary or question would be on the east facing, so the part that faces [9:11] Loomis, it's just like a really high percentage of metal and [9:15] normally most communities don't look at vertical metal panel, which is like [9:18] something you find on a farm farm building as high quality material. [9:22] I would just think is there a way to incorporate some other material that [9:25] maybe especially being right next to Sandys corporate center, maybe some more [9:27] masonry, some functional windows, maybe some full windows, fake windows, you [9:32] know, things that look like, you know, spandrel glass where it just how do we [9:35] give it a little more soften the look rather than looking like we have a you [9:38] know a 30 ft 20 ft steel wall along Loomis Road. I mean the [9:43] building's fairly close in perspective. It's not like it's 100 ft setback or [9:47] something. I just I don't know is there anything [9:49] aesthetically that can be done? I'm obviously not worried about the back. [9:53] I'm not worried about the part that's recessed on the south like behind the [9:57] entry in the office area but especially I think on the [9:59] east elevation that would be commentary I don't want to provide is what can be [10:03] done to give it more character and let's not smell like I said metal buildings I [10:06] usually think of industrial buildings and this isn't that. [10:09] » Correct. >> Especially with the given proximity to [10:11] Sandings. >> Mhm. [10:12] The metal walls are those the same walls [10:16] that are on the inside? Like so is the steel panel also on the inside? [10:22] » So it is a it is a so it's a it's a high quality metal building. And I think from [10:26] a just a real response to kind of what your point was. [10:30] Um I think the the goal of this design is it is pre-engineered building. So [10:35] there are some limitations I think from a pre-engineered metal building we've [10:38] used more brick than normally so we were really trying to be [10:42] uh cognizant of uh from day one the owners here really [10:47] wanted this to look and feel like a community. [10:50] And so the brick was really important because even some of the colors we [10:54] looked at had some of this uh examples down [10:57] down this street right here and down Main Street to try to have this to be a [11:00] green and healthy look. Uh they're they they understand their [11:04] customers and the community of customers that come to the YMCA also they want to [11:08] And so we did do a fair amount to kind of break down the scale along Loomis. [11:13] That wall is really only 20 ft. I think it was 22 ft but it's certainly not a 40 [11:17] ft wall and the piers that are the brick piers [11:20] that create a rhythm in these things are a nice way to kind of break that up. It [11:25] is a field house. It is a lot of athletic performance Uh, [11:30] and putting windows there uh on the east side doesn't really make [11:34] there to be glare issues. There's glare issues for, uh, the the [11:39] facility that would not be conducive to competitive, [11:43] uh, performances there. Uh, but I think that the way that [11:46] treatment of the, uh, metal panel is kind of gives a hint that there's a [11:49] window there. It has It has a To me it has a very [11:52] field house look and feel to it. Uh, [11:55] and so I think that to me it adds to the, [11:57] uh, the success in terms of how it looks. [12:00] This this uh uh uh uh, meets that criteria. [12:04] » Yeah, I'll provide a couple more things. Uh, you brought up the windows. Like we [12:07] intentionally put a window on the north facing side of the lane because the [12:10] problem is with tennis, like especially in your facility, we don't want glare, [12:14] we don't want sun coming on the court. Like the worst you can have is partial [12:17] sun and shade somewhere in the court while people are playing. Uh, it just [12:21] ruins the experience for people, in all honesty. And then on the If you can see [12:25] on the east side, though, a lot above the the R logo right there, there's a [12:30] window up there. That goes into the office space that [12:33] Slab City will operate out of, so that has no impact on like sun coming into [12:37] there. So trying to add an additional window onto this property that like help [12:40] with what you're saying. All things you guys said we agree with, too. Like we [12:43] went through five iterations from metal building to this to try to get it to the [12:47] look and feel like Grind Down here, Village Hall, down at the high school, [12:50] going around to get to where we are. We want to feel like we're part of this [12:54] area, and you can't put a building like this on Broad Street, but I wouldn't be [12:57] making it feel like Broad Street on this. [13:00] And at the end of the day, too, like part of [13:03] the thing that we're running into is budget constraints. Like we're already [13:06] pushing up to basically like the maximum amount of money that can be spent [13:08] through SBA loans to even do this project. So adding more and more and [13:11] more like things to aesthetically build it up is fantastic, but we don't We have [13:16] capital so far. Like we just kind of We're trying to take things, put more [13:20] money into the space, which is actually what we did. We put the windows on the [13:23] front, too. If you drive down the miss going towards the freeway, like we put a [13:27] huge glass window that'll shine in up into the lobby area upstairs where the [13:31] actual club members will be able to access and non-members, too, to watch [13:34] down into the pickleball matches as they're being played. It comes in [13:37] through the front where the pro shop area is, more club space, stuff like [13:41] that. So, and I definitely hear what you guys are [13:44] saying at the same time, but like with a building this big, it's just from a [13:47] financial perspective, like all brick is wouldn't be possible for us to even pull [13:51] off. So, we're I mean open to any suggestions that you all would have in [13:55] terms of maybe making some of these things that help out with what you guys [13:58] are saying, depending on what the village board of trustees say, too, but [14:02] I will say like from the start, like we sat down with Dan the architect and [14:05] Michelle the builder and said, "Hey, we got to take this from metal building to [14:08] feeling like it's, you know, an athletic facility that fits the Greendale kind of [14:12] like, you know, tradition." And that's what we do. We want this building to be [14:14] here for as long as I live in longer, hopefully, and uh like that's why we we [14:20] went at how we did. [14:23] » I I I get that. I understand that. >> I just I don't know. It's [14:26] » It's a big metal wall. I I'll I'll leave it at what it is. It's a big metal wall. [14:30] And like I said, I would think with Sendik's literally sharing a drive with [14:33] Sendik's, you're going to see these two buildings [14:34] » Right. >> Yeah. You know, however many feet away [14:37] from each other. I'm not saying it should all be masonry, don't get me [14:39] wrong. I think that would that would be too much, but you know, even the band [14:42] that's on the bottom was an awesome effort, but you know, probably want [14:46] landscaping around the base of that building. I know there's a little bit [14:48] shown, but not a lot, but you know, you know, it's just it because it does [14:53] project high in the air, you know, I don't know. And I I totally can respect [14:56] the glare issue. I would agree. I didn't think of that. [15:00] But that that being said, I worked on a lot of projects where people use [15:02] spandrel glass, glass that's strictly cosmetic to the outside, you know, once [15:05] again, it just gives it some kind of character. Um I'm just thinking, how can [15:09] you tie it to the Sendik's building cuz you're going to see them side by side. [15:12] » Mhm. >> They're close. Just that that reality is [15:15] they're close. And what could be done to just I'm not [15:18] worried about metal on the back. I'm not worried about metal on even on the [15:20] sides. It's just can there be any more ornamentation or something that breaks [15:24] up big sheets of metal. [15:26] » think a a brick outline on this would look on the front. [15:30] » I I think that could go a long way, but the question is how high and what's that [15:33] cost? I get that, but yeah, I mean [15:37] That's like when this came to the plan [15:39] commission a couple times ago, right? That was the first thing that popped [15:42] into my head is uh-oh. [15:44] » So, you're still rebuilding. You need to I mean you need a lot of clear space. An [15:47] athletic field house. >> Let's be real. This one looks better [15:50] than a lot of other field houses. I think most field houses don't look [15:52] great. They mostly look really bad in fact. This one definitely looks much [15:55] better than a lot of others, but I just think being, you know, [15:59] so close to Sandex and so close to the road is there just some other [16:03] ornamentation or something that isn't steel panel that could be maybe added [16:06] within those? And I don't just mean signage. I think signage helps a little [16:09] bit, but I'm sure there's a limit to signage, right? You can't just put [16:12] signage everywhere. I just I don't know. Is like I said, is there like a full [16:15] window or fake window or something where it doesn't cause a glare, but you still [16:18] get a cosmetic that's maybe put in some of those recesses or something? That just it does create a little more pedestrian [17:01] feel. Uh the building itself is about 2 ft [17:04] lower than Loomis. So, just for taking advantage of the natural grading of the [17:09] site. Again, all of this is contributing to a much more [17:13] uh you know, human scaled of facade I think than [17:16] than what perhaps you're portraying it as. [17:18] » Question for you. Is there any possible belief just given [22:23] the height of the structure that you think you may even slightly see those [22:26] from like over Sendik's cuz I mean let's be real, this is going to tower over [22:29] Sendik's. I just think that's one thing that you build, you know, a very nice [22:32] building. Like I said, I agree that it's a very beautiful building. Nothing [22:35] wrecks a beautiful building more than seeing RTUs on a roof. Has there been [22:38] any thought of putting them on the ground or has there been any thought on [22:40] screening because like you said, I would just hate to have this beautiful [22:43] building and then you're putting this big metal box on the back that cuz let's [22:46] be real, they don't they don't blend in with the roof usually. Um but we're there you know, it [23:36] you get far away enough away from anything uh the perspective will either [23:41] let you see it or it's too far away so you can't see it. But we know a lot of sheet metal cuz there's usually sheet metal [24:46] involved in these is shiny, glossy, and you know, stands out [24:50] like a sore thumb sometimes. So, I just I don't know.
