[0:59] At this time, I call on Commissioner Johnson to have the invocation, the [1:03] pledge of allegiance to the flag of our great nation. Bow your head. Heavenly [1:08] Father, we come to you today to say thank you for all your many blessings [1:11] each and every day. Lord, I ask you to be with our armed forces and their [1:15] families. Lord, I ask you to protect our law enforcement, EMS personnel. [1:21] Lord, I ask you to be with the citizens of this county, great county. Heavenly [1:26] Father, I ask you to be with us as we try to make the best decision for the [1:30] people of this great county. Amen. >> Amen. [1:34] I pledge allegiance to the flag of the United States of America and to the [1:40] republic for which it stands. One nation under God, indivisible, with liberty and [1:46] justice for all. You may be seated. [1:54] » Fellow commissioners, you have proposed agenda for today's meeting. Is there a [1:58] need for a change to the proposed agenda? Hearing no changes to the [2:03] agenda. Mr. Chairman, I move to approve the agenda for today's meeting. [2:07] » Sir, may I add um >> walk on [2:11] » a walk on resolution for support of the construction of a new animal shelter. I [2:15] guess that would be F F1. >> F1. Move to approve it with the [2:23] » with the amendments made. >> What number? F1. [2:33] Sorry. >> Would you repeat that uh call us right [2:37] quickly? >> Reconsideration of resolution [2:40] » in support of the construction of a new animal shelter. [2:43] » Okay. We'll make sure we all had the right wording. [2:45] » Yes. [2:49] » Are there any other proposed modifications to the uh proposed agenda? [3:02] to approve. >> I already moved it to approve amendments [3:05] made. >> Have a motion to approve of the [3:08] amendment. Is there a second? We have a second. Any further discussion? [3:13] Hearing none. Those in favor of the motion signify so by saying I. I oppose. [3:18] Nay. I'm taking notes. Right. [3:27] I have a motion and a second. Motion by Commissioner Jones, second by [3:31] Commissioner Johnson. Hearing no further discussion, I will call the question. [3:35] Those in favor of the motion signify so by saying I. [3:38] » I oppose. Nay. I have it. The motion is carried unanimously. [3:43] We also have our consent agenda for today. Are there any needs for any [3:47] changes to the consent agenda? >> Seeing none, Mr. Chair, I move to [3:53] approve the consent agenda for today's meeting. [3:56] » Do I have a I have a motion and a second? I have a motion by Commissioner [3:59] Jones, a second by Commissioner Johnson to second. Any further discussion? [4:07] Hearing none, those in favor of the motion signify by saying I. [4:11] » I oppose. Nay. The eyes have it. The motion is carried unanimously. We have [4:15] no one for public comments. >> Mr. County manager presentations. [4:22] Okay, good morning. I'll do my best Trey Cash impersonation uh this morning. Our [4:27] first >> You don't have the hair for it. [4:31] » Already falling short. Um our first item is a resolution to participate in the [4:37] CPACE program. If you recall, Trey went over the CPACE program in our retreat [4:41] last week. And the CPACE program authorizes establishment of a statewide [4:46] commercial property uh assess capital expenditure program that local [4:51] governments may voluntarily join. So this is voluntary. [4:56] Um but what it does is it permits willing owners of commercial, industrial [5:01] or agricultural or real property, residential real property uh with five [5:06] or more dwellings located within participating local governments [5:09] qualifying commercial property uh to obtain private financing cases financing [5:15] approved capital providers for qualifying improvements including energy [5:19] efficiency, renewable energy, water conservation and resiliency measures. [5:25] Um, I know that was fast. Are there questions on this voluntary program that [5:29] would benefit our real property owners um on building real real property [5:36] owners? Um, having no financial liability to the county and it would [5:40] help those who own these buildings. [5:45] » And Trey and Trey did discuss that some at the retreat. [5:48] » That's right. >> What was the part about five or more [5:51] buildings? That would be the I read that >> residential real property with five or [5:57] more dwelling units. So, uh not a quad flex but a quintex. Would that be five [6:04] or six flex? >> It could be less than five though. My [6:09] question was could it have to be five or more? [6:12] » This is what this says. >> That's what I thought. Okay, [6:14] » that's what this says. [6:20] Move to approve the um participation in the resolution participating in the C se [6:25] C pace program. Mr. Chairman have a motion and a second. Motion by [6:31] Commissioner Jones to participate in it. Second by Commissioner Johnson. Any [6:36] further discussion? Those in favor of the motion signify so [6:41] by saying I. I >> oppose. Nay. The eyes have it. The [6:45] motions carry unanimously. Thank you. >> My next presentation will be for Mr. [6:52] Rich Moore. So I'll give you my best Richmore this morning and this is for [6:58] approval of policies for state ARPA funding. Now you recall that we did [7:04] federal funding. Uh we received a trench of money and we put a bunch of policies [7:08] in place that met their guidelines. So the state received funding from the feds [7:14] and they had asked us to put these in according to their standards with their [7:20] language. Now we're qualifying for our own. These um I believe they're actually [7:26] pretty close to the same as what we already have [7:30] um will qualify us at the state level for some DEEQ and DQI funding that we [7:34] currently have or will have. Um the policies are a record retention [7:42] policy, non-discrimination policy, and cost principles policy. [7:50] » Are there questions? >> It's just for [7:56] » I move to approve. Mr. Chair, >> have a motion. Do I have a second? [8:03] » Have a motion by Commissioner Jones. Second by Commissioner Taylor to [8:07] approve. Any further discussion? [8:12] Hear none. Those in favor of the motion signify so saying I. [8:16] » I oppose. No. The eyes have it. The motion is carried. Is approved [8:20] unanimously. >> Thank you. [8:25] And for the first item, the walk- on item in the [8:30] manager section, resolution in support of the construction of a new animal [8:33] shelter. Um, Congress's community project funding, the CPF grant cycle, [8:39] opened this past Thursday. Um, and we have a facility I was hoping to [8:46] include, the animal shelter. It's the facility that's left un renovated or not [8:52] new to us that uh perhaps if we work through this grant process in this tight [8:58] window, we may be funded. you know, it's going to be very competitive, but uh one [9:03] of the requirements would be a uh resolution of support from the board of [9:07] county commissioners. So, uh forgive me for walking this on, but like I said, I [9:12] got this news, I guess, on the drive home Thursday, [9:16] um after the agendas were already given out. So, I'm asking as we walk this on [9:20] if you'd approve this resolution, which you've not really had a a chance to [9:24] review probably in detail. I can read it to you if you'd like, but it just uh [9:28] shows support from the board of county commissioners for this pursuit of this [9:32] grant for this purpose. >> Is there money value? [9:36] » Um I'm going to put a money value of 1.8 [9:41] to$2 million. >> Okay. [9:43] » Um take care [9:46] » in the grand estimate. I I think you're right, Jerry. [9:49] » I have one question. I know I sent you an email about that last week and it was [9:54] from Don Davis's office or we actually apply to Greg or Don [9:58] » Don. So the in in the next election where the lines have changed that will [10:03] take place November uh was it 3rd third [10:09] at which time you know that's where Don's new district will be until then [10:16] Don is in our district and this budget will be effective October 1 to September [10:21] 30 so we are applying through DOM. Okay. Go [10:25] ahead. Move to approve this resolution for demon children in Green County. Mr. [10:30] Chair. >> Have a motion. Have a second to approve. [10:33] Motion by Commissioner Jones. Second by Commissioner Johnson. [10:41] Any further discussion? [10:45] Hearing none. Those in favor of the motion signify by saying I. I. I. [10:49] Oppose. Nay. The motion's carried. [10:52] » That's all I have. unanimously. >> Thank you. [10:56] » Have just a couple of three little items to uh comment on this morning. First of [11:00] all, uh pray for our nation and the world [11:04] with the Middle East with what's going on with Iran, United States, and other [11:10] countries. It's a very complex situation. It's a volatile in situation. [11:18] So pray for our nation and the world in the Middle East. There was a guy on the [11:22] radio this morning talking about the drug cartel down in Mexico. He was close [11:26] to it. They can see it going on. He said he's never going back to Mexico. [11:33] Secondly, remind everyone that tomorrow is election day. [11:37] Vote tomorrow. [11:41] You know, I've always said if you don't vote, you don't have a whole lot of [11:44] rights to complain about things. True. Um, a lot of people gave a whole lot of [11:49] blood, sweat, and tears to put us in a de democratic country so that we can [11:54] vote. And I would highly suggest taking advantage of that opportunity to vote [12:00] your your opinions. And thirdly, I just want to remind [12:04] everyone that we do have the Boys and Girls Club Thursday morning. [12:07] » Yes, this Thursday >> at 7:30 Thursday morning at the [12:10] community center this coming Thursday. >> Any other things? [12:18] Oh, we got the pancake supper for Almansville, March the 13th. [12:24] » And we also have the pancake supper for the American Legion March 21st. [12:28] » Right. >> So, [12:31] eat pancakes. Be happy. >> Be happy. [12:36] » Got my church a week after church. We got a three week pancake tour. [12:40] » A three-we pancake tour. That of course is Jerusalem Church [12:47] United. Any other commissioner reports or [12:51] recommendations? [12:57] » Hearing none. >> Second. [12:59] » Have a motion by Commissioner Jones, second by Commissioner Don Johnson to [13:04] adjurnn. Any further discussion? Hearing none. Those in favor of the [13:08] motion signify so by saying I. I. Oppose. Nay. The eyes have the motion's [13:12] carried.
