[3:54] All right. Good evening. [3:54] I [3:55] d like to welcome everyone to [3:58] the AUGUST 13th, 2026 meeting [3:59] of the Greenville City Council. [4:00] I [4:01] m mayor P.J. Connelly for [4:01] presiding over tonight [4:01] s [4:02] meeting. First, I [4:02] d like to [4:03] call on Mayor Pro Tem Forman [4:04] for the invocation, followed by [4:06] the Pledge of Allegiance. [4:08] Thank you. Mayor. Um, I was [4:12] reminded this week of my wife. [4:16] And oftentimes that, uh, we [4:16] don [4:19] t remember what the reason [4:22] is that we do this work. And so [4:23] I was led to share with us [4:26] tonight, uh, first Corinthians [4:29] 13. And it goes as if I speak [4:33] in tongues of men or of angels, [4:36] but do not have love. I [4:36] m only [4:40] a resounding gong or cymbal [4:44] clanging. If I have the gifts [4:47] of prophecy and can fathom all [4:49] mysteries and all knowledge. [4:51] And if I have faith and can [4:53] move mountains, but do not have [4:56] love, I am nothing. If I give [4:59] all I possess to the poor, and [5:01] give over my body to hardship, [5:04] that I MAY boast only, but do [5:05] not have love, I [5:06] ve gained [5:09] nothing. Love is patient. Love [5:13] is kind. Love does not envy. It [5:15] does not boast. It is not [5:18] proud. It does not dishonor [5:21] others. It is not self-seeking. [5:24] It is not easily angered. It [5:27] keeps no record of wrongs. Love [5:29] does not delight in evil, but [5:34] rejoices in truth. It always [5:37] protects, always trust, always [5:39] hopes. And it always [5:41] perseveres. And my favorite [5:43] part of this is verse eight [5:46] that says, love never fails. [5:47] Amen. [5:48] Please stand for the Pledge of [5:52] Allegiance. [5:54] And allegiance to the flag of [5:57] the United States of America, [5:59] and to the Republic for which [6:01] it stands. One nation under [6:04] GOD, indivisible, with liberty [6:10] and justice for all. [6:11] MADAM Clerk, will you please [6:12] call the roll? [6:14] Yes, sir. Mayor Connolly here. [6:16] Mayor Pro Tem Forman. Here. [6:17] Council member Jones. Here. [6:19] Council member. Hardy. Here. [6:20] Um, Councilmember Sculley has [6:21] let us know he will not be [6:22] attending this evening. Council [6:23] member Robinson here. Council [6:24] member Willis here. All right. [6:25] Mayor Connolly of. [6:26] Thank you very much. We [6:26] ll now [6:27] move on to approval of [6:27] tonight [6:28] s agenda. MISTER [6:29] Manager, any recommended [6:29] changes? [6:30] I have no changes. [6:31] All right. Do I have a motion [6:31] to approve? [6:32] Motion to approve. Second. [6:33] All right. Motion has been made [6:35] by Councilmember Jones and by [6:35] Councilmember Robinson. All [6:36] those in favor say aye. Aye, [6:38] aye. Opposed. Say nay. [6:39] Motion passes five zero. [6:43] Move on to special recognitions. [6:50] I [6:52] d like to ask Glen Wooten to [7:00] come forward. Family. [7:06] Sorry. [7:11] So it is my honor to recognize [7:14] Glen Wooten for his retirement [7:16] from the city of Greenville. [7:16] And I [7:17] d just like to take a few [7:20] minutes to read some comments [7:22] that came directly from some of [7:25] your coworkers. Just about you. [7:28] All right, Glen, you, uh, you [7:30] began your work with the city [7:33] right out of high school, and, [7:34] uh, started when the Public [7:35] Works Department spent several [7:37] years there and then [7:38] transitioned over to the [7:40] Recreation and Parks Department [7:42] over the course of your career. [7:44] Glen, you a valuable member of [7:48] the team and built a reputation [7:50] for doing things the right way. [7:52] Now, they say, if you know [7:54] Glen, you know that his truck [7:56] and his tools retrieve like [7:59] Fort Knox and everything was [8:02] always locked up, organized, [8:05] and exactly where it belonged. [8:07] Glen is an incredibly skilled [8:10] welder and craftsman, and [8:11] someone who takes pride in his [8:14] work as a building facilities [8:16] technician and the department [8:16] s [8:19] chief playground inspector. He [8:20] made sure the facilities were [8:23] safe, clean and ready for the [8:24] use by the public. Glen also [8:26] spent his time mentoring [8:28] younger employees throughout [8:30] his career, passing on his eye [8:32] for detail and workplace [8:34] knowledge. The attention to [8:36] detail and willingness to teach [8:37] others are some of Glen [8:38] s [8:39] greatest qualities as an [8:42] employee. And Glen, we, uh, we [8:43] were fortunate enough to spend [8:46] some time together a couple of [8:48] weeks ago, and I told you at [8:50] that point in time that that I [8:52] felt that there was no greater, [8:54] you know, gift in your life [8:56] than to serve others. And [8:58] clearly, that number of years [9:00] you have gone above and beyond [9:02] to serve this community and [9:03] touched the lives of people [9:04] that you [9:05] ll never know. But [9:07] now, after reading all the [9:08] great things that your your [9:09] department had to say about [9:10] you, I [9:11] d say also with that, [9:11] there [9:13] s no greater honor than [9:14] to have individuals that you [9:17] have worked around for years [9:19] talk so great about what type [9:20] of person you are, not just [9:21] worker, but what kind of person [9:23] you are. So on behalf of the [9:24] City Council and the city [9:25] manager [9:26] s office and [9:28] recreation, parks, [9:30] congratulations and GOD bless [9:31] you. Thank you for everything [9:31] you [9:32] ve done for the City of [9:42] Greenville. Try to get this [9:43] right without dropping it and [9:44] breaking it, okay? Because it [9:44] s [9:46] got the mayor in my name and my [9:48] name on it says in recognition [9:51] of 29 years and eight months of [9:54] outstanding service, we extend [9:56] our sincere appreciation to [9:58] Ronald Glen Wooten. [9:59] Congratulations. [10:11] Thank you. [10:13] All right. [10:15] Now, if I could ask the members [10:16] of the impact generates [10:18] influence basketball team, both [10:19] the 12 you and the high school [10:20] team to come forward. Any [10:48] members that we MAY have. [10:50] Congratulations, guys. Bring [10:53] your. [10:53] Oh. [10:55] Hell yeah. There. You got it. [10:57] I said earlier, I was I if I [10:58] just had a little bit more [10:59] time, I would have set that [11:00] basketball gold up on the first [11:02] floor. So we could have had the [11:03] game before the meeting [11:06] started. It is also, uh, my [11:10] honor to recognize the igi. And [11:10] that [11:11] s what I will say. The the [11:12] impact generates influence [11:15] basketball team. Both the 12 [11:17] team and the high school team. [11:20] They are local aew program with [11:22] both a 12 year team again and a [11:24] high school team all year long. [11:26] Teams go head to head with [11:28] tough competition and always [11:30] bringing their best. They have [11:32] some awesome wins lately. Let [11:34] me tell you about those. The 12 [11:37] u team took home the 2025 [11:39] National Championship, and the [11:41] high school team grabbed second [11:43] place at nationals this year. [11:45] But iga is about more than just [11:47] basketball. They really focus [11:49] on teaching their players to [11:51] work hard, make good choices [11:54] and stay true to themselves. [11:55] The lessons learned on the [11:57] court help shape what these [11:59] athletes are and prepare them [12:01] for whatever comes next in [12:02] life. And now, what I [12:02] d like to [12:04] do is it might not be everyone [12:06] here, but I would like to to [12:09] recognize those with you where [12:10] the certificates. [12:13] Right here. So. [12:13] I [12:14] m going to. [12:15] Let. [12:16] So I [12:17] m going to start with the [12:20] 12 u team. And council member [12:22] Tonya Foreman would like to [12:24] present you with a certificate. [12:25] Well, let me see if I can get [12:27] this going right here. So we [12:32] have, uh, Cruz Arrington. [12:37] Domini Byram. [12:40] Congratulations. [12:43] Amari Smith. [12:45] Congratulation. [12:55] Jj Jones. Kamari. Farmer. [13:01] Carter. Smith. Jordan. Smith. [13:05] Zion. Cherry. Kaden. Taft. [13:09] Troy. Harris and Jeremiah [13:16] Williams. What a great honor. [13:16] Guys, let [13:27] s give them a. Now we [13:34] have the high school kids. [13:37] Okay. [13:37] Let [13:41] s try to double team this. [13:50] We have Brenden Porter. [13:54] Christian Eisler. [13:58] Not here. [14:07] Uh, Jackson Foster. Jalen Rasco. [14:17] Keyon Beal. Keyshawn farmer. [14:26] Landon. Ashley. Loyalty. Fuller. [14:38] Enrique. Beal. Bonham. Ty. [14:43] Daniels. And where [14:44] s coach at? [14:44] Where [14:45] s Antoine. [14:47] At? [14:51] Come on up, dude. And, uh, [15:06] Coach Smith. Tony. [15:08] Amari. [15:09] And Kamari. I [15:10] d like to [15:16] recognize Kamara as well. So [15:17] now I [15:18] ll turn it over to [15:21] council members. [15:23] I just want to make sure that [15:25] these teams are acknowledged [15:28] for their hard work, their [15:30] commitment and excellence, as [15:31] well as the coaches and the [15:33] families that have supported [15:35] them to accomplish these goals. [15:36] These are great accomplishments [15:38] that they work very hard for. [15:38] I [15:41] m proud of you guys. [15:43] Also, I want to echo that too. [15:44] Congratulations, guys. It [15:44] s [15:45] awesome to be able to see you [15:46] guys competing at such a high [15:47] level, representing our [15:50] community, going out there and [15:51] showing good sportsmanship. [15:53] Thank you to the coaches. Uh, [15:54] the coaches, uh, are they pour [15:56] a lot of their time and effort [15:58] into making sure that they [15:58] teach you the game, but they [15:58] re [16:00] also teaching you other things, [16:00] too, that you [16:01] re going to take [16:02] the rest of your life. So thank [16:03] you for doing that and stepping [16:04] up. It [16:04] s not easy. It [16:05] s a huge [16:06] time commitment. I know that. [16:06] It [16:06] s, uh, it [16:07] s tough sometimes [16:09] you have to take off work. Uh, [16:09] but it [16:10] s good. And I think [16:11] these guys will appreciate [16:12] everything that you [16:12] ve done [16:13] over this season. And they [16:13] re [16:14] going to continue to look back [16:17] at you as a good role model for [16:19] making them better in life as [16:31] they get older. So thank you. [16:57] Okay. All right. [17:05] For. All right. [17:05] Now I [17:07] d like to invite the 252 [17:09] ladies warms up here. Come on [17:42] ladies. All right. These young [17:57] ladies are swarming the stage. [18:00] All right. Again, it is my [18:02] honor to recognize the two, [18:04] five, two ladies swarm. This is [18:07] a local, uh, a local aew team [18:09] that has achieved remarkable [18:11] success in their inaugural [18:14] inaugural year of competition. [18:15] The team is made up of players [18:17] from Pitt County, many of whom [18:19] have previously played together [18:20] in all star leagues and [18:22] tournaments, with a regular [18:24] season record of 16 and five, [18:25] they earned the opportunity to [18:27] compete at Nationals in [18:29] Virginia Beach. They came [18:31] second to a more seasonal and [18:34] experienced team, just shy of [18:35] the championship by one point, [18:37] which is basically basically [18:38] winning. Their outstanding [18:40] performance is a tournament to [18:42] their strong work ethic, [18:44] determination and discipline. [18:46] Now, I would also like to [18:47] recognize each of you young [18:49] ladies and present you with a [18:52] certificate. We have scholar [18:53] Zachary. [18:55] All. [19:06] London Pierce. Eva. Kate [19:13] Stilton. Chelsea. Wilkes. [19:26] Brielle. Little. Zoe. Watts. [19:41] Jory. Morgan. Shayna. Heath. I [19:45] love this name. Carmen. Cordon. [19:49] Oh. [19:51] I have to get. I have to get my [19:53] spell checker. Get on my spell. [19:57] Checker. Uh. [20:13] Uh, Levy. Mia. Perry. And we. [20:13] Let [20:14] s all give them another [20:14] round of. [20:24] Applause. [20:25] Anything else? What are you. [20:27] Did? [20:43] Yeah. Fumbling. So I want to [20:45] reiterate the congratulations [20:46] that I have for these young [20:48] ladies. I have seen them play. [20:49] And these are some real [20:52] ballers. You all. Um, also, I [20:54] want to elevate Mia Perry [20:56] because I understand that she [20:58] was the highest scorer as well [21:01] as, um, had the most rebounds. [21:04] Is that correct? Huh? She [21:05] s [21:08] acting shy. Alrighty. Okay, so [21:08] we [21:09] re gonna elevate her for [21:11] that and, um, and congratulate [21:12] the coaches also, thank you [21:14] guys for everything you do in [21:20] our community. [21:22] Congratulations, ladies. Again. [21:22] Um, I [21:23] m not going to say that I [21:25] who it was, but I talked to one [21:26] of the ladies up here, and I [21:26] asked them if they could take [21:29] the guys, and they gave me a. [21:31] Yeah. So, hey, I [21:32] m just saying. [21:34] So if something. Hey, if [21:35] something takes place in the [21:36] parking lot down there, I get [21:38] it, okay. Hey. Congratulations, [21:38] lady. We [21:39] re really proud of [21:39] you. I think it [21:40] s awesome the [21:42] accomplishment that you, uh, [21:43] you were able to to accomplish [21:45] with, uh, coming in second [21:45] place. That [21:47] s awesome. Hey, the [21:48] one thing I always tell my [21:48] girls. I [21:49] m a coach. I coach [21:50] softball. One thing I always [21:52] tell them is, is when you lose, [21:54] make sure you take that the [21:56] next game that you play and [21:57] make you work even harder. So [21:58] that that next time you [21:58] re the [21:59] one celebrating, you [22:00] re not the [22:01] one with your heads down, [22:02] crying and upset that you [22:02] didn [22:03] t win. Make sure that you [22:05] always work as hard as you [22:06] possibly can, because it will [22:07] translate from what you do on [22:09] the basketball court into life. [22:10] And make sure that you work as [22:11] hard as you possibly can, [22:12] because anything that you want [22:13] to do in life, you can [22:14] accomplish and never forget [22:24] that. Congratulations. [22:44] I sounds great. [22:44] You know, I [22:46] m used to it. [22:46] That [22:48] s all that. Hey. [22:49] It happens, man. [22:50] You got. [22:51] I try to give a hand. [22:53] To shrug it off. I [22:54] ll sit right [22:57] here. All right? [22:57] I won [22:59] t be the last time. [23:01] I hear the Lady Swarm team is [23:02] they got a team. I [23:02] ve heard [23:02] there [23:03] s some ballers. That [23:03] s a [23:05] really good place, I really do. [23:07] I got the inside track. [23:08] You would be surprised. [23:10] I probably about 30, huh? So [23:11] first, here [23:12] s, you know. Can [23:14] you imagine? So I [23:14] d love to see [23:14] it. I [23:15] d love to see it. [23:16] And they [23:17] re at various schools [23:20] around the city. So.. [23:20] Yeah. [23:22] Can you play basketball? [23:23] I was a point guard. [23:23] Oh. Are you. [23:25] Where are you? Good shooter. [23:27] I was yeah, I was. [23:29] I could imagine. [23:29] You know. [23:30] Did you break some ankles? [23:31] I was a Dennis Rodman a [23:33] rebound. Oh, I was pretty good. [23:34] No good. Hi. [23:34] I [23:34] m. I [23:35] m pretty good. [23:35] I [23:36] m gonna have to. [23:36] I [23:36] m gonna have to look up some [23:37] of that. [23:44] Footage. All right. [23:45] Okay, good. All right, we [23:46] ll [23:46] move on to the public comment. [23:48] Period of time periods. Period. [23:48] Reserve for comments to public [23:49] items that were scheduled to be [23:50] a subject of a hearing. [23:51] Conducted this meeting or [23:52] another meeting in the same [23:53] week shall not be discussed. If time remains after [24:05] all persons have registered [24:06] have spoken, individuals did [24:06] not register will have an [24:07] opportunity to until the lot of [24:09] 30 minutes expires. MADAM [24:10] Clerk, our first speaker. [24:12] Yes, sir. First speaker is MISS [24:13] Gwen Green. You have three [24:14] minutes to address the mayor [24:15] and council at that podium [24:20] right there. [24:21] Today [24:30] s date. [24:33] Mayor Conley, Mayor Pro Tem [24:35] Forman, city council members, [24:37] city staff and members of the [24:39] community. Good evening. [24:40] Good evening. [24:40] I [24:42] m Gwen Green. I [24:43] m a [24:46] Greenville resident. And I [24:47] think of myself as being a [24:48] vested and involved community [24:51] member. I serve in [24:53] organizations like Delta Sigma [24:55] Theta sorority. I serve on many [24:57] community committees. The [24:58] National Council of Negro Women [24:59] where I serve on the Budget and [25:01] Finance Committee. I [25:01] m a [25:03] regular volunteer at my church, [25:06] Koinonia Christian Center. I [25:08] also volunteered with the West [25:09] Greenville Health Council, [25:11] where I co-wrote the proposal [25:13] that brought face masks, hand [25:14] sanitizer and other supplies to [25:16] nonprofits, community [25:18] organizations, and churches, [25:19] along with now volunteering [25:21] with Pastor Rodney Coles of the [25:21] church [25:22] s outreach network to [25:23] establish children [25:24] s book clubs [25:26] and afterschool programs, we [25:26] re [25:28] hoping to disrupt the school to [25:30] prison pipeline. And before I [25:34] moved here some 12 years ago, I [25:35] volunteered with a number of [25:36] other volunteer organizations, [25:38] including a community [25:40] development board and a [25:44] redevelopment board. In total [25:46] transparency. I also serve as a [25:48] commissioner on the Housing [25:50] Authority of Greenville and in [25:53] fact serve as its chair [25:55] tonight. However, in the time I [25:57] have left, I [25:58] d like to allay [26:00] the fears of some of the city [26:06] councilors. The Housing [26:09] Authority staff truly are [26:11] working every day to provide [26:13] safe, decent housing for our [26:17] residents. I will concede to [26:19] you that they [26:20] re working under [26:23] some very difficult [26:26] circumstances. Most of our [26:28] facilities are some 4050 years [26:30] old. It gets real hard to fix [26:34] those up and clean them up to [26:37] the standard that we would all [26:42] like to live in. However. I [26:42] d [26:43] like to address a couple of [26:45] other issues that were raised [26:48] in your work session, one of [26:52] which was the inspire report. [26:54] As it was presented. It truly [26:59] was pretty alarming. However, I [27:00] want you to know the Housing [27:02] Authority staff was responsive [27:04] to all the issues that were [27:08] outlined in the inspire reports. [27:10] Life threatening issues as [27:13] defined by hud include smoke [27:17] detectors, gfci replacements, [27:19] rust on electrical panels, all [27:22] of which have to be repaired or [27:25] replaced within 24 hours. While [27:27] non-threatening issues must be [27:29] corrected within 30 days. [27:29] That [27:30] s time. [27:31] You keep going. [27:34] So the reports for 2024 were [27:36] corrected within 24 hours for [27:38] things like smoke detectors and [27:40] gfci units, including a water [27:42] heater flute that had a [27:44] downward slope. They were they [27:45] were corrected. I [27:46] ve got the [27:48] details here for you. And a box [27:50] back there in case someone here [27:52] would like to see the paperwork [27:58] itself. As to the finances, [28:00] financial reports are provided, [28:02] presented and accepted at every [28:05] meeting. Reports on rent [28:07] collection and defaults are [28:09] discussed because that too is a [28:10] key responsibility of the [28:12] Housing authority to collect [28:14] the rents and by federal [28:17] mandate and outside audit is [28:19] conducted annually by a [28:21] reputable financial [28:22] organization that is actually [28:24] switched out every three years [28:26] to ensure that we are going to [28:29] get fair representation of the [28:29] work that we [28:30] re doing. The [28:32] latest audit was conducted by [28:34] Rector, Lofton and Reeder for [28:38] the fiscal year 2025, and I [28:38] ll [28:39] read very quickly their [28:41] opinion. In our opinion, the [28:42] accompanying financial [28:44] statements referred to above [28:45] present fairly in all material [28:47] respects, the respective [28:48] financial position of the [28:50] business type activities of the [28:51] Housing Authority of the City [28:53] of Greenville. As of SEPTEMBER [28:55] 30th, 2025, and the respective [28:57] changes in financial position [28:58] and where applicable, cash [29:00] flows thereof for the year then [29:01] ended in accordance with [29:03] accounting principles generally [29:05] accepted in the United States [29:07] of America as to a work order [29:09] process, none of us are [29:10] satisfied with the existing [29:12] process. The. The board [29:14] receives a work order report [29:16] every month it gets discussed. [29:18] If not every meeting, then [29:19] every other meeting. The need [29:21] for a better system is, without [29:25] question, needed. However, the [29:26] Housing Authority is going [29:29] through a total software [29:32] transition. The transition is [29:35] being phased in so that we want [29:37] to make sure that things like [29:38] grant funding is being [29:41] accounted for properly, that [29:43] our, um, accounts receivables [29:45] and account payables, that it [29:45] s [29:49] working. And so if you will, [29:50] the deadline for all of this [29:52] phased phasing in will be [29:56] completed by DECEMBER of 2026. [29:57] But you got to give us time. [29:57] We [29:59] re not satisfied with the [30:00] processes it currently is. We [30:02] want tenants. We want our [30:04] residents to be able to know [30:06] that their work order has been [30:08] accepted. Finally, as I know [30:08] I [30:10] m running out of time, I [30:11] ve [30:12] reached out to our Mayor Pro [30:15] Tem at our last board meeting, [30:17] I stated that we needed to get [30:18] into a better relationship with [30:20] the city, that it would not be [30:23] possible to easily build brand [30:25] new structures, brand new homes [30:26] without support from the city. [30:28] Members of City Council. I [30:30] stand here this evening telling [30:32] you I suffer with housing [30:35] authority envy. I envy the [30:37] Denver, the Durham Housing [30:39] Authority because right now [30:40] they [30:41] ve got three developments [30:43] in process various stages of [30:44] development, one of which [30:46] includes the Hey Ty village, [30:48] which some of you MAY remember [30:49] and recall. That [30:50] s Durham [30:50] s [30:56] black market. Black Wall [30:56] Street, I [30:59] m sorry. There are [31:01] many phrases that come to mind [31:02] to describe the current [31:05] situation. I think a failure to [31:07] communicate at this point in [31:10] time probably says it best. And [31:12] so it is that I ask that a [31:13] meeting be held with the [31:15] Housing Authority to better [31:16] understand not only what is [31:18] being done, but what has been [31:19] accomplished and what we [31:20] d like [31:22] to see going forward. Though [31:23] there have been some quarterly [31:24] managers meeting with city [31:26] staff, clearly there needs to [31:28] be more so that respectful and [31:30] respected lines of [31:31] communication can be [31:33] established. I thank you all [31:34] for listening. Thank you. [31:35] Thank you. [31:37] MR. Green. [31:39] Thank you. [31:41] MADAM Clerk, our next speaker. Ordinance requested by [41:53] pobo llc to rezone a total of [41:57] 56.3694 acres from ra 20 [41:58] residential agriculture to [42:00] industry to industry for tract [42:05] one, 47.5795 acres to o dash a [42:07] office Conservation overlay for [42:14] track 28.6062 acres and to o [42:18] office for tract 3-0.1837 acres [42:19] for the property, located at [42:21] the northeast corner of the [42:22] intersection of Old Creek Road [42:24] and Tram Road. Costs for [42:25] forward, our Assistant [42:26] Director, Shanti Gubbi for the [42:30] presentation. [42:31] All right. Good evening. [42:34] Good evening. [42:36] Um, this property is located in [42:38] the northeast quadrant of the [42:39] city. Um, it [42:39] s more [42:41] specifically located along Old [42:43] Creek Road. So just sort of to [42:44] the top left. That would be [42:46] Heister. Yale. This rezoning is [42:48] divided into three different [42:49] tracks. I [42:49] ll go through them, [42:50] but then I have a survey. I [42:51] ll [42:52] give you a little bit more [42:54] detail. Um, but track one is [42:56] the bulk of the property. You [42:58] have tract two, which goes [43:00] around the perimeter and then [43:01] track three. I have a blow up [43:02] of that. So it [43:03] s just a teeny [43:05] tiny little piece there. Um, [43:05] and we [43:06] ll talk about why that [43:06] s [43:10] been, um, uh, proposed for just [43:13] office. So again, this is the [43:16] breakdown of the different, uh, [43:17] zoning that they [43:18] re asking for. [43:21] Track one is for industry. [43:23] Track two is office with a [43:25] conservation overlay, and track [43:28] three is for plain office. This [43:29] is a photograph of the [43:31] property. So, um, Old Creek [43:34] Road would be, uh, you know, [43:39] sort of behind you. There is an [43:41] activity center located along [43:42] North Creek Road. Activity [43:44] centers are where, um, [43:47] commercial and even industrial [43:50] is encouraged and expected [43:52] under the current zoning, which [43:54] is already 20 at full build [43:55] out, the number of trips would [43:59] be roughly 1600 and at full [44:00] build out under the proposed [44:02] zoning, the trips would be [44:05] about 1548. So you have a net [44:09] decrease of 48 or 43 trips. So [44:10] because of that, um, when they [44:13] did the initial analysis and it [44:14] is a reduction in trips, then [44:14] they don [44:15] t go further with the [44:17] staff report that you normally [44:20] see. Um, the property is [44:24] located in the second, the [44:26] Johnson Mill Parkers Creek [44:27] watershed. If stormwater is [44:29] required, it will require ten [44:31] year detention. The property is [44:33] not located in a special flood [44:36] hazard area, and there are no [44:38] potential wetlands, buffers or [44:40] streams. Again, the property is [44:43] currently zoned are a 20. Um, I [44:44] want to briefly talk about [44:45] tract two because that [44:45] s a [44:47] conservation area overlay that [44:51] is typically not, uh, a or a, a [44:53] zoning that we have. Um, this [44:55] is a zoning that we [44:55] ve had for [44:57] years. This is not something [45:00] under the new Youdo. And the [45:00] reason it [45:02] s used, and this is [45:04] straight out of our Udo, is [45:05] when property is zoned with [45:07] that ca overlay, then that [45:09] means that, um, you [45:10] re [45:12] prohibited from having [45:14] buildings, structures, parking [45:16] and drives, etc. On that piece [45:18] of property. So it essentially [45:20] acts as a buffer. And then just [45:22] a little bit further, it says [45:24] it shall remain undeveloped, [45:25] vacant. And again, you can [45:25] t [45:27] put building structures or [45:29] parking on it. And then one [45:31] other requirement is as it has [45:34] to be at least 100ft wide. And [45:34] so that [45:35] s essentially why you [45:38] have tract two at that, um, [45:40] with that surrounding tract [45:43] one. And the reason why is [45:44] because the future land use [45:47] plan recommends industrial or [45:50] logistics in grey. And then you [45:51] have the green. And that [45:51] s [45:53] potential conservation open [45:54] space. And we talk about that. [45:56] Green serves two purposes. It [45:58] can either serve as a purpose [46:00] for um, potential environmental [46:01] constraints. But it can also [46:03] show that there should be some [46:05] sort of a buffer between the [46:07] industrial and then the yellow [46:10] is residential. So in this [46:12] case, the request is to put the [46:14] conservation, at the [46:16] conservation area overlay [46:17] around the perimeter of the [46:20] property, track three is that [46:22] little tiny piece. And they [46:24] have left that as part of an [46:25] access. So that [46:27] s why the track [46:30] three is just office by itself. [46:33] So again the land, the Future [46:36] land use plan recommends, uh, [46:38] industrial. The request is for [46:40] industrial with again some [46:41] conservation area overlay [46:43] around the periphery and [46:43] staff [46:44] s opinion. The request is [46:46] in compliance with the comp [46:47] plan with the future land use [46:49] and character map. Therefore, [46:51] staff recommends approval. And [46:55] at the JULY 21st, 2026 Planning [46:56] and Zoning meeting, the [46:58] Commission voted unanimously to [46:59] recommend approval of the [47:01] request and I will be happy to [47:02] answer any questions. [47:04] All right. Thank you very much. [47:05] Any questions for MISS Scooby? [47:07] I just have one. Is it my [47:08] understanding that there [47:09] s an [47:11] additional buffer or, um, [47:13] between that and the properties [47:14] surrounding. [47:16] It? [47:17] Do you mean for tract two or [47:20] tract two? Is the buffer. [47:21] Tract to is the buffer? But [47:21] that [47:22] s more than what is [47:25] normally required. [47:26] Yes. [47:27] Does that make sense? [47:28] Yes. It will stay in its [47:30] natural state. So whatever [47:31] trees are there, those have to [47:33] stay there. Right. And again [47:33] you can [47:34] t put parking and you [47:35] can [47:36] t put buildings in it. But [47:38] you will still have the normal [47:40] buffers that would be required [47:41] as well. Okay. So let [47:41] s say [47:45] extra 100ft of no buildings and [47:47] no parking lot is essentially [47:48] what that accomplishes. [47:51] And that is near Dnipro where [47:52] Dnipro is being. [47:53] Yeah, that [47:54] s just kind of to [47:55] the south of it along North [47:57] Creek Road. Mhm. [47:59] Can you tell me a little bit [47:59] more about why there [48:00] s a cookie [48:03] cutter track three. [48:05] I let the applicant but again [48:08] okay. The, the tiny piece is so [48:10] there can be access ingress and [48:13] ingress and egress because you [48:14] cannot put that through the [48:17] conservation area overlay. But [48:19] again we have a representative [48:20] here who can talk a little bit [48:21] more about it. But it was [48:25] purposeful. [48:27] All right. Any other questions. [48:29] Thank you very much. All right. [48:30] The public hearing is now open. [48:31] Those who speak on behalf of [48:32] the applicant MAY come forward. [48:33] Please state your name for the [48:34] record, the first person has [48:36] ten minutes. All others have [48:38] three minutes. [48:39] Uh. Good evening. Mayor. [48:41] Council member. My name is Ken [48:43] Malpass, representing Po Bow. [48:44] Um, to address your question, [48:46] MR. Robertson, what it is is [48:46] there [48:48] s an existing gravel [48:50] drive that provides access to a [48:53] couple, um, owners in the back. [48:55] This, uh, old tram lane that [48:55] s [48:57] been there for probably 75 or [48:59] 80 years. And because of the [49:01] way the conservation, um, you [49:03] cannot put a private drive [49:04] through it. So we had to [49:06] separate out that so they could [49:08] still keep that access is what [49:09] it is. And we met with the [49:09] neighbors. And that [49:10] s how this [49:12] conservation overlay came [49:15] about. Um, we had a 50 foot [49:17] originally that would match the [49:18] vegetation, and they asked for [49:20] another 50ft. And I think [49:21] everybody was in agreement [49:23] that, um, with the compromise, [49:24] that that would be okay. We had [49:25] to leave that or that would [49:27] have negated the. Access by [49:28] doing the overlay. [49:30] That was kind of my [49:31] supposition. [49:35] Right. Thank you. [49:36] Any other questions? [49:37] All right. Any other questions [49:41] for MISS Malpass? Thank you [49:42] very much. Thank you. Anyone [49:44] else that is here to speak on [49:44] behalf of the applicant MAY [49:45] come forward. Please state your [49:47] name for the record. You have [49:59] three minutes. Seeing none. [50:00] Those in opposition to the [50:00] applicant MAY come forward. [50:01] Please state your name. For the [50:02] record. The first person has [50:04] ten minutes. All others have [50:15] three minutes. Seeing none. The [50:16] public hearing is now closed. [50:17] Open for board discussion or a [50:18] motion. [50:20] Motion to approve. Second. [50:22] All right. Motion was made by [50:24] Councilmember Willis. Second by [50:27] Council Jones. All those in [50:27] favor say aye. [50:28] Aye. [50:29] Those opposed say nay. [50:30] Motion passes five zero. [50:30] I [50:31] ll move on to item number [50:32] nine. [50:33] Thank you. Mayor. Item number [50:35] nine. Ordinance. Ordinance [50:36] requested by the Community [50:38] Development Services Department [50:39] to amend the Unified [50:41] Development Ordinance. Udo, to [50:42] add definitions and standards [50:44] for short term rentals, [50:46] homestay and short term rental. [50:49] Whole house lodging uses in [50:51] adding these uses to section [50:53] 313. Table of uses as permitted [50:54] uses in the following zoning [50:56] districts are a 20 residential [50:58] agriculture r-1 five s [51:01] residential single family r9s [51:03] residential single family are [51:05] six residential single family [51:07] or non residential or six [51:08] residential or six a [51:10] residential or six mh [51:14] residential mobile home th10 [51:16] tiny home community. MR.. [51:18] Medical. Residential. MRS.. [51:19] Medical. Residential. Single [51:21] family or office. Residential [51:24] cd downtown commercial and cdf [51:26] downtown commercial fringe. Now [51:28] call for an Assistant Director. [51:29] Shanti Gooby for the [51:30] presentation. [51:30] I don [51:31] t want to say anything, [51:32] but after you read that, our [51:33] whole crowd. [51:34] Left. [51:36] Almost our whole crowd. The the [51:36] three in the back. [51:37] Are here. [51:37] We [51:38] re here for the long run. [51:41] Right? [51:41] We [51:42] ll try to make it as [51:46] interesting as possible. Um, so [51:48] again, um, short term rentals. [51:50] Um, those can come on many [51:51] different platforms. The most [51:54] popular ones are Airbnb and [51:57] Burbank, and generally you have [51:59] two types of, um, short term [52:01] rentals. You have what we [52:01] re [52:03] calling the home state, which [52:05] is where you have a host on [52:06] site with you, whether it be an [52:09] apartment or a house of some [52:11] sort. And then we have what [52:11] s [52:12] called, in the second [52:13] definition, whole house [52:14] lodging. And it [52:15] s exactly what [52:16] it sounds like. You get the [52:18] whole dwelling to yourself. So [52:18] we [52:20] re just basically referring [52:22] to it with the host and without [52:26] a host. Uh, um, several months [52:30] ago, city staff was, um, able [52:32] to use some software that deals [52:34] with short term rentals. Uh, [52:36] this was done back in APRIL of [52:39] this year, and we were able to [52:41] identify some with certainty [52:44] and some with not exact [52:45] specificity of short term [52:47] rentals that are in Greenville. [52:47] So we [52:49] ve shown those all with [52:51] the blue dots. And then we [52:52] broke those out into what [52:53] zoning district they [52:55] re in. And [52:57] so at that time we had um, [53:00] roughly 270 short term rentals [53:04] in the city. So now to talk [53:06] about the new standards that [53:07] come with this, um, I [53:08] m going [53:09] to go through the homestay or [53:13] with host first. Um, and one of [53:14] one of the reasons why I [53:14] m [53:15] doing this is because a lot of [53:17] these carryover to the second [53:19] type of short term rental. Um, [53:22] so again, with a host, um, the [53:25] owner or operator does have to [53:26] receive a zoning compliance [53:27] permit. Um, it [53:28] s a one time [53:31] permit. Uh, there is no [53:34] exterior advertising that [53:34] s [53:36] allowed. So no outdoor outside [53:38] signage. The owner operator [53:39] does have to supply a [53:41] certificate of insurance. Uh, [53:43] in the amount of $1 million in [53:45] liability insurance for the [53:47] property. And that has to be [53:48] submitted with the permit [53:51] application. Also, no special [53:53] events or gatherings in excess [53:56] of the registered guests and [53:58] then any existing short term [53:59] rentals as of tonight, if this [54:02] is passed, has a year to get [54:03] their permit with us. Right. So [54:05] these are the existing ones. [54:06] And then any new ones, [54:07] obviously we [54:08] ll go ahead and [54:09] ideally [54:10] Do their permit before they [54:12] establish themselves as a short [54:14] term rental. Um, we do [54:14] recognize that we [54:15] re going to [54:17] have to do, um, a little bit of [54:20] publicity to to bring awareness [54:22] to them. Some people probably, [54:24] um, MAY not even know that they [54:25] have to do this. So that [54:25] ll [54:28] come if we, um, if you approve, [54:30] uh, text amendment. Another [54:33] thing that we added is that [54:35] any, um, short term rental that [54:37] receives either three citations [54:40] or warnings for ordinance [54:42] violations. Um, some examples [54:44] would be noise, trash and [54:46] debris or illegal parking. Um, [54:48] within a 12 month period. MAY [54:49] have their zoning compliance [54:51] permit revoked. Um, again, the [54:54] intent is to not be punitive, [54:57] but the intent is to make sure [55:00] that the Airbnb owner operator [55:01] is a good neighbor. And so [55:02] that [55:02] s what we [55:03] re really after. [55:06] Um, it is subject to citations. [55:07] And a little bit further, I [55:07] ll [55:09] tell you, um, the schedule of [55:12] of the the amounts of the [55:15] citations. This is for whole [55:17] house. These are the same ones [55:17] I [55:19] ve went through. So I [55:19] m going [55:23] to jump ahead to whole house [55:24] lodging. So whole house lodging [55:26] means that the owner, the host [55:28] is not on site. So we [55:29] ve added [55:32] two additional requirements. [55:35] Um, if, uh, the person who owns [55:38] or operates, um, the Airbnb [55:40] does not live in Pitt County, [55:40] then they [55:41] re going to designate [55:44] someone in Pitt County who will [55:46] be a local contact. That could [55:48] be a local contact or planning [55:49] staff, local contact for even [55:52] the police department. Um, so [55:55] that that agent can accept any [55:56] kind of issues or complaints [55:58] and be able to respond to them. [55:59] And again, this could be [56:01] something as like an excessive [56:03] amount of parking noise, [56:05] perhaps trash and debris that [56:05] s [56:07] been left in the yard. But [56:08] ideally that would be a local [56:10] contact, easy for us to get in [56:12] contact with than someone [56:14] perhaps in Ohio that MAY not [56:15] have an idea. Any of these [56:19] things are going on again. [56:20] Um. [56:21] We already have the forms and [56:23] everything set up to go so that [56:24] if if this is approved, we [56:25] ll [56:27] be ready to go. So the form, [56:29] um, for the agent is very [56:31] short. It does lay out the [56:33] responsibilities of that agent [56:34] so they understand if they are [56:36] going to be an agent for [56:37] someone. What that means, [56:37] again, that they [56:38] re going to [56:39] have to receive and respond to [56:40] complaints. [56:41] Um. [56:44] This last section basically [56:46] just again, not to be punitive. [56:48] It does give a grace period [56:50] that if you are, uh, you have [56:52] an agent and that agent says, [56:53] actually, I [56:55] m moving to Texas. [56:56] It gives you some time to [56:58] appoint a new agent and get [57:02] their information to us. As far [57:04] as the citations, these are the [57:07] same citations for any kind of [57:09] zoning violation. And that is [57:11] the first violation. Um, is [57:15] $100 a second violation is a [57:18] second violation within 365 [57:20] days of the first. That amount [57:24] is 250, and the third, again is [57:26] within 365 days of the first [57:29] violation. And that amount is [57:32] $500. This is the table of [57:33] uses. And so what this is [57:37] showing is that, um, all of the [57:38] districts that allow [57:41] residential, uh, we have added, [57:41] you [57:42] ll see the red piece. So [57:42] that means it [57:43] s a permitted [57:45] use, does not require a special [57:47] use permit. Um, this will be [57:49] for both of those uses. So both [57:51] uses will be allowed in the [57:54] very same districts. In staff [57:55] s [57:56] opinion, the request is in [57:58] compliance with the [57:59] comprehensive plan, [58:00] specifically. Chapter five [58:02] Creating Complete Neighborhoods [58:05] Goal 5.1 strong Existing [58:07] neighborhoods Greenville will [58:08] have strong established [58:10] neighborhoods with the support [58:11] for neighbors, with support for [58:13] neighborhood organizations, [58:15] high quality housing, unique [58:16] character, and robust [58:17] integration with the rest of [58:19] the community. Um. Therefore, [58:21] staff recommends approval. And [58:24] at the JULY 21st, 2026 Planning [58:26] and Zoning Commission, the [58:28] Commission voted unanimously to [58:29] recommend approval of the [58:30] request, and I [58:31] ll be happy to [58:32] answer any questions. [58:33] Right. [58:34] Any questions? [58:35] MISS. [58:36] Uh. [58:38] Shante, can you remind me of [58:39] the period of time that an [58:41] owner would have to replace an. [58:42] Agent? [58:44] We have said ten days. [58:48] Ten days? Yes. [58:49] And then you said it was a [58:51] year. They have a year to get [58:51] the permit. This is. [58:54] Past for existing or [58:56] preexisting ones. Yes. And [58:56] again, that [58:57] s probably going to [58:58] take a little bit of word of [59:00] mouth, um, to make people aware [59:01] of that. But we [59:01] ve given a [59:03] grace period of a year. [59:05] Okay. And then I can [59:05] t remember [59:08] if we, uh, finalize this, but [59:10] what was the legality of this? [59:11] I know we had discussed that in [59:14] the workshop. [59:15] The city attorney [59:16] s office is [59:17] of the view that this is a [59:18] legally defensible, and it [59:18] s, [59:20] um, will be in compliance. [59:21] Okay. [59:22] Are there any other peer cities [59:23] that are doing something [59:25] similar to this? [59:25] Yeah, there [59:26] s several cities [59:27] that have a short term [59:28] ordinance, short term rental [59:30] ordinances. Um, Raleigh. [59:30] Asheville. [59:32] So are they similar to what [59:32] we [59:33] re proposing? [59:34] I think Raleigh was very [59:34] similar. [59:36] To. Okay. [59:39] And there has been any case law. [59:40] Nobody [59:41] s tried to sue the city [59:42] over it. [59:43] Well, there hasn [59:44] t been some [59:46] legislation out of litigation [59:48] out of Wilmington dealing with [59:49] the rental registration [59:51] challenge. But, um, we believe [59:52] this is not a rental [59:54] registration program. This is a [59:55] regulation of short term [59:55] rentals, but it [59:56] s not a rental [59:58] registration program. So we [59:59] think this is legally [1:00:02] defensible. And. [1:00:04] Um. Can you go back to the [1:00:05] citations again? [1:00:10] Sure. [1:00:14] And this would be, um, a notice [1:00:17] of violation. So, uh, a parking [1:00:18] through the police department [1:00:20] MAY be a little different than [1:00:22] if it makes its way to us. [1:00:22] Let [1:00:24] s say it is a parking [1:00:27] issue. Um, and we would be [1:00:29] notified as part of having the [1:00:34] permits. 123 Main Street had a, [1:00:38] you know, a kegger, and they [1:00:41] had 25 cars. And we had to send [1:00:42] the police out there and have [1:00:43] them dispersed. [1:00:44] Sure. [1:00:46] And then as far as, like the [1:00:48] complaints are concerned, um, [1:00:49] are those complaints that are [1:00:51] sent to directly to the city [1:00:53] and then the city investigates [1:00:55] to see if it [1:00:56] s a legitimate [1:00:57] complaint. And I guess where [1:00:58] I [1:00:59] m going with this is, is that [1:01:00] each person [1:01:03] s idea of quiet and [1:01:05] peaceful is different in their [1:01:07] and their type of nuisance is [1:01:09] all always different. So people [1:01:09] don [1:01:10] t want to see any of it. [1:01:11] Some of them could just be [1:01:13] calling in, complaining just [1:01:14] because they know what [1:01:14] s going [1:01:17] on inside the dwelling and know [1:01:17] that it [1:01:18] s something they don [1:01:18] t [1:01:19] want to see, but they just [1:01:21] might be complaining. And so I [1:01:24] guess my idea is, is I want to [1:01:25] make sure that whoever [1:01:26] s making [1:01:27] the complaint is being vetted [1:01:28] by the city, and the city can [1:01:29] go ahead and say, well, this is [1:01:30] a legitimate complaint. This [1:01:30] isn [1:01:31] t just somebody that [1:01:31] s [1:01:31] angry and just doesn [1:01:32] t like [1:01:34] that particular neighbor and [1:01:35] their property. [1:01:37] We deal with that a lot. Again, [1:01:38] one person [1:01:40] s tolerance is much [1:01:41] higher or lower than their [1:01:44] neighbors. Um, so along with [1:01:46] the permit, we we have an index [1:01:47] where we would keep track of [1:01:50] the properties. Um, that would [1:01:53] allow, uh, pd or even code [1:01:54] enforcement to be able to [1:01:55] cross-reference that. We would [1:01:58] essentially be the the keeper [1:02:00] of the information. Someone [1:02:02] could still go on the city. Uh, [1:02:04] compass. We would probably need [1:02:06] to add that as a new issue from [1:02:09] the dropdown box. And I would [1:02:10] think that that would probably [1:02:12] come through planning first. [1:02:14] Um, if it is more of a of. [1:02:15] A. [1:02:17] A lot of parking, let [1:02:18] s say. [1:02:19] Um. [1:02:23] The best solution would be to [1:02:24] go through pd. Obviously it [1:02:24] s [1:02:28] not an emergency, but pd is 24 [1:02:28] hours. We [1:02:32] re 8 to 5. Um, but it [1:02:36] will basically the the [1:02:37] different tentacles will still [1:02:39] rest within the planning [1:02:40] department is how it would [1:02:41] work. [1:02:42] So and I guess I think of the [1:02:44] situation where you could have [1:02:45] a neighbor that [1:02:45] s just not [1:02:47] happy. Right. And they find out [1:02:49] that within a certain amount of [1:02:51] complaints they could, you [1:02:54] know, get the, the, the [1:02:55] neighboring property that [1:02:56] they [1:02:57] re not happy with multiple [1:02:59] citations and potentially get [1:03:01] them into some legal issues. So [1:03:03] I guess like my thought is, is [1:03:04] if the police departments [1:03:06] called out to, let [1:03:07] s say, one [1:03:09] of the short term rentals and [1:03:11] they just say it was because of [1:03:12] loud noise, they go out there [1:03:13] and say it [1:03:13] s it [1:03:14] s nothing. [1:03:16] Well, they call them again. It [1:03:16] happens again. Let [1:03:17] s say they [1:03:18] come out there 4 or 5 times, [1:03:20] and then the neighbor says, I [1:03:20] m [1:03:22] doing all these hypothetical [1:03:24] things. Um, but this is [1:03:27] probably a realistic situation. [1:03:28] Um, they go out there and they [1:03:29] say, well, they call the [1:03:30] planning department. Say, well, [1:03:32] the police have been out there [1:03:33] five times. You know, I don [1:03:33] t [1:03:34] understand why we [1:03:34] re not doing [1:03:36] anything with it. How is that [1:03:38] going to be handled? I guess as [1:03:41] far as the complaint, because [1:03:41] it [1:03:42] s going to be law that the [1:03:44] police were out there five [1:03:46] times, but how legitimate were [1:03:48] those five phone calls as far [1:03:50] as an actual nuisance, right? [1:03:51] Well, we would get the [1:03:53] disposition right. So we would [1:03:56] know if it was founded, if they [1:03:58] showed up and it was quiet and [1:03:59] everyone were being good [1:04:01] listeners. So we as the [1:04:02] planning department would have [1:04:04] some idea. Yes. You have five [1:04:07] calls for service, but actually [1:04:08] only one time was there [1:04:11] actually in an issue. So it [1:04:15] will put on staff. Um, as [1:04:19] sometimes there are of [1:04:22] threading the needle of taking [1:04:24] those different complaints, [1:04:26] figuring out which really do [1:04:28] hit a mark and which of those [1:04:30] or maybe someone losing [1:04:30] patience and they [1:04:31] re calling [1:04:36] every 15 minutes. Um, so that [1:04:37] happens in other things as well [1:04:39] when we get complaints. And [1:04:40] what do you know, it [1:04:40] s already [1:04:41] disappeared by the time that we [1:04:45] get there. But what will happen [1:04:47] or what will at least give us [1:04:50] some way of communicating [1:04:53] directly is that either we [1:04:53] ll [1:04:55] have the person on the permit, [1:04:56] or we will have a local [1:04:57] contact, and if that local [1:04:59] contact says, listen, this is [1:05:00] my sister [1:05:02] s place, great. Can [1:05:04] you tell us who your sister is? [1:05:06] And that is a way that staff [1:05:07] can directly communicate with [1:05:09] someone that we MAY not be able [1:05:11] to reach. Um, they MAY have a [1:05:14] run of bad guests, you know, [1:05:16] and that happens as well. Um, [1:05:17] but the other thing is that at [1:05:20] least Verbo and Airbnb have a [1:05:23] system themselves for if you [1:05:25] live beside the property and [1:05:27] you have issues, you can log [1:05:29] those complaints with Airbnb [1:05:31] and Verbo as well. Okay, so [1:05:31] there [1:05:33] s a couple of things. Is [1:05:36] is a completely fail safe note. [1:05:39] And there is going to take, um, [1:05:43] some, some discretion of how we [1:05:44] deal with issues that come up. [1:05:45] Okay. [1:05:47] Um, and then the other question [1:05:50] I have to is as far as somebody [1:05:52] that is in deciding about doing [1:05:54] like a short term rental, let [1:05:56] it be one of the two scenarios. [1:05:58] What is there a penalty if they [1:06:00] do not file? And I guess my [1:06:01] thought process is you [1:06:02] re going [1:06:03] to have a lot of people that [1:06:05] have been have not been used to [1:06:06] it. There [1:06:07] s never been a filing [1:06:09] period. What type of penalty [1:06:11] would be if somebody operating [1:06:15] one and then staff is notified [1:06:16] that so-and-so and my [1:06:18] neighborhood is has an Airbnb [1:06:19] and you say, well, it [1:06:19] s not [1:06:19] logged, we don [1:06:20] t have them [1:06:21] there. You send them a letter. [1:06:22] Is there a penalty or is it [1:06:23] just a requirement that within [1:06:25] a certain period of time, they [1:06:26] need to go ahead and file? [1:06:27] Yeah. The first letter is [1:06:29] always this has been brought to [1:06:31] our attention. Again, we could [1:06:33] be wrong. You MAY not be an [1:06:35] Airbnb, but it starts with a [1:06:37] letter. If you have any [1:06:39] questions, please contact us. [1:06:42] Um, and the other. And in these [1:06:43] cases, we can direct them back [1:06:44] to the planning site because [1:06:46] the fillable forms will be [1:06:47] there and they can go, oh, I [1:06:47] didn [1:06:48] t know I was supposed to [1:06:50] do that. Click, click, click. [1:06:51] And they send us what they [1:06:54] need. Um, generally we give [1:06:57] folks about ten days to respond. [1:06:57] If we don [1:06:58] t hear anything, [1:06:58] we [1:07:04] ll do a second. And of. We [1:07:06] can do citations, which is what [1:07:07] is in front of you. We can do [1:07:10] that. Schedule of citations. [1:07:11] Um, but obviously we want to [1:07:12] make very sure that we are [1:07:13] actually trying to track a [1:07:14] short term rental. And it [1:07:15] s not [1:07:17] something else. But the very [1:07:20] first thing would be a nice, [1:07:22] firm letter. We believe you [1:07:23] might be operating short term [1:07:25] rental, and we would need you [1:07:27] to apply for the permit. [1:07:29] Final question. I see we got [1:07:31] first, second and third. What [1:07:31] s [1:07:33] the fourth? [1:07:36] There is, of course, that [1:07:36] s [1:07:37] where I [1:07:37] m going to call MR. [1:07:39] McGirt and say, MISTER McGirt, [1:07:41] we do not have a good listener. [1:07:42] What would we like? [1:07:42] That [1:07:42] s that [1:07:43] s what I [1:07:43] m going to [1:07:44] say. And so then I then that [1:07:46] turns my attention to is, I [1:07:48] guess, probably revocation [1:07:52] maybe of a permit. And I guess [1:07:54] from a legal standpoint, how [1:07:57] does the city defend removing [1:07:57] somebody [1:07:58] s legal permit to be [1:07:59] able to operate a short term [1:08:04] rental.? Right. As a property [1:08:04] owner? [1:08:06] We could bring a civil action [1:08:07] to to collect the penalties and [1:08:09] also bring an injunction action [1:08:12] to revoke the permit. And, um, [1:08:13] they will have to cease [1:08:14] operating if we had a court [1:08:15] order. [1:08:18] So but I guess from a legal [1:08:20] standpoint, how do we where do [1:08:22] we stand if somebody says, [1:08:22] well, you [1:08:22] re taking away my [1:08:24] property rights by allowing me [1:08:25] to be able to operate a [1:08:26] business out of the property [1:08:30] that I own. Do do we have any [1:08:32] case law that says that we have [1:08:33] the right to be able to do [1:08:34] something like that, where we [1:08:36] can prevent somebody from [1:08:38] actually having a rental? [1:08:39] Well, the case law says that [1:08:40] cities that have the authority [1:08:43] to zone to zone buildings and [1:08:44] land, um, the short term rental [1:08:46] case that I was talking about [1:08:47] out of Wilmington, it said that [1:08:48] they had a Wilmington [1:08:49] s program [1:08:50] was illegal because it was a [1:08:51] rental registration program. [1:08:52] But the court said that the [1:08:54] cities could still zone use [1:08:56] zoning to regulate short term [1:08:58] rentals. And we drafted this [1:09:00] ordinance in light of that case [1:09:02] so we could bring a civil [1:09:03] action to to revoke the permit [1:09:05] and cease them from operating. [1:09:06] So so essentially, there [1:09:06] s [1:09:07] nothing I guess it would just [1:09:09] be if somebody decided to just [1:09:11] kind of like they could sue for [1:09:13] any other reason that they [1:09:14] would establish a case law. [1:09:14] For it. [1:09:16] They could try to sue and say, [1:09:16] we [1:09:16] re. [1:09:17] Taking away their. [1:09:17] Property rights. [1:09:19] The case law is clear. Cities [1:09:20] have the authority to his own [1:09:23] property and to, um, enact [1:09:25] short term rental zoning [1:09:26] ordinances as well. You have to [1:09:27] make sure that it doesn [1:09:27] t. It [1:09:27] s [1:09:29] not a rental registration [1:09:29] program or it [1:09:30] s not a down [1:09:31] zone, but the city has [1:09:34] authority to to zone. So. [1:09:37] We can zone. We also can put [1:09:38] reasonable time, place and [1:09:40] circumstances restrictions. [1:09:40] We [1:09:41] re not taking away their [1:09:43] property, right. We [1:09:43] re [1:09:44] regulating it. And if they [1:09:44] don [1:09:45] t comply that [1:09:45] s on them. [1:09:46] Right. So we [1:09:47] re not taking away [1:09:49] if they comply. Nothing [1:09:49] s [1:09:50] taken. I mean they gotta do is [1:09:52] comply with the and this is [1:09:54] very reasonable. Probably it [1:09:54] s [1:09:55] a lot less than what I would [1:09:56] like to say, but it [1:09:56] s a [1:09:57] starting point. [1:09:57] Yeah. [1:09:57] And I [1:09:58] m not arguing that. [1:09:58] I just don [1:09:59] t understand. I [1:09:59] m [1:10:00] just saying I. [1:10:01] Just want to see from the [1:10:03] situation. If we get into that, [1:10:03] because you [1:10:03] ve got a lot of [1:10:04] people that are operating right [1:10:05] now, and I [1:10:05] m sure they [1:10:05] re not [1:10:06] going to be real happy about [1:10:09] the changes and having to to [1:10:10] register and go through the [1:10:12] process. And having this. My [1:10:13] thought is you probably have [1:10:15] some angry people, and I want [1:10:15] to make sure it [1:10:16] s defensible [1:10:17] from a city standpoint. [1:10:18] And again, it [1:10:18] s not a [1:10:19] registration. It [1:10:19] s requiring [1:10:20] them to get a zoning permit. [1:10:21] And we [1:10:22] re giving them one year. [1:10:24] Those existing short term [1:10:26] rentals are giving, given one [1:10:27] year to obtain the permit. [1:10:28] Okay. [1:10:30] It would be the same thing as a [1:10:30] homeowner who [1:10:31] s subject to [1:10:32] nuisance. We have a nuisance [1:10:33] ordinance in the city of [1:10:34] Greenville that has homeowners [1:10:35] or people who live in a home. [1:10:36] We [1:10:37] re all subject to, and so [1:10:37] it [1:10:38] s no different. We [1:10:38] re just [1:10:39] putting in here like you [1:10:39] re [1:10:41] subject to these types of [1:10:42] violations. If you don [1:10:43] t run [1:10:46] your business appropriately. I [1:10:46] don [1:10:47] t see any problem with it [1:10:48] from a standpoint, because I [1:10:50] look into this pretty heavily. [1:10:50] I mean, I think it [1:10:51] s a good [1:10:52] starting point, and maybe we [1:10:53] can even look further down the [1:10:54] road, but I don [1:10:54] t see any legal [1:10:55] problems with it in terms of [1:10:56] what we [1:10:56] ve done, because it [1:10:57] s [1:10:58] so minor and it puts the onus [1:10:59] on them that you [1:11:00] re only paying [1:11:01] any fees or anything if you [1:11:03] violate what are typically [1:11:05] reasonable standards. It [1:11:05] s a [1:11:07] nuisance and and use of drugs [1:11:09] or controlled substances or [1:11:11] noise ordinances and parking [1:11:12] violations that we regulated [1:11:15] for centuries in this city are [1:11:18] not centuries, but a long time. [1:11:19] Thank you, MR. Attorney. [1:11:20] Thank you, MR. Attorney. You [1:11:20] re [1:11:21] welcome. [1:11:23] I had the same questions, but [1:11:24] it was from the other end of [1:11:27] the spectrum that if somebody [1:11:28] consistently violates, you [1:11:29] know, what would happen [1:11:31] because, you know, it affects [1:11:33] citizens quality of life. So [1:11:36] that was where my concern was, [1:11:37] is what would happen at that [1:11:38] point. So I appreciate you [1:11:40] answering that question. [1:11:41] All right. [1:11:42] And then, uh, did you say that [1:11:43] we don [1:11:44] t know the exact [1:11:45] location of all short term [1:11:47] rentals? [1:11:50] Yeah. The website that we used [1:11:52] is more of a more of a website [1:11:55] for an investor, but we were [1:11:56] able to download that [1:11:58] information. Some of the [1:11:59] things, some of the properties [1:12:00] we were able to identify, [1:12:01] because people actually put the [1:12:03] picture of the house on it. So [1:12:03] we [1:12:04] re like, oh, that [1:12:05] s the one. [1:12:07] Some, for whatever reason, [1:12:07] don [1:12:08] t put the picture out of [1:12:09] the house. So the pen just sort [1:12:12] of sits in the middle of the [1:12:14] street. So we have a pen, we [1:12:16] know about where it is so we [1:12:18] can put it together. But but [1:12:19] some of them are a little [1:12:21] fuzzier. Um, so we had to do [1:12:23] some sleuthing of our own to [1:12:25] try to, uh, take out some of [1:12:26] the static. [1:12:27] So let [1:12:29] s say potentially for [1:12:30] one of the properties that we [1:12:30] don [1:12:31] t know the exact location [1:12:34] of when the 365 day mark, uh, [1:12:36] comes across, how are we going [1:12:38] to ensure that all short term [1:12:39] rentals are in compliance if we [1:12:39] don [1:12:41] t know the exact locations? [1:12:41] Or is it going to be like an [1:12:44] honor system for the operators? [1:12:46] Somewhat of an honor system, [1:12:49] but also we as a staff will [1:12:50] still have to keep track [1:12:52] because you come you you could [1:12:53] have some people who fall out [1:12:55] of the market who decide they [1:12:56] don [1:12:57] t want to do it anymore, [1:13:00] but, you know, we did this [1:13:02] about a year or so ago. I think [1:13:05] we added maybe 80 more units [1:13:08] since that time. So it will [1:13:09] constantly be where staff will [1:13:12] have to go in harvest as do as [1:13:13] best as we can. And some of [1:13:16] them MAY be, um, from phone [1:13:19] calls and someone reporting. [1:13:19] It [1:13:22] s an Airbnb. Okay, so it is [1:13:25] not a perfect science. Uh, [1:13:26] Airbnb again, doesn [1:13:27] t require [1:13:28] you to put the picture of the [1:13:30] property because that is a [1:13:32] security issue. So it will be a [1:13:35] little sleuthing on our side as [1:13:35] well. [1:13:37] So some properties could [1:13:37] potentially slip through the [1:13:38] cracks, which is. [1:13:39] That. [1:13:46] Well, yes. However, um, if they [1:13:47] are good listeners, we MAY not [1:13:48] know that they [1:13:49] re there. And [1:13:49] that [1:13:52] s the intention is to be a [1:13:53] good neighbor. [1:13:56] And then one more question. Do [1:13:58] they how often does the permit [1:13:59] need to be renewed? Is it every [1:14:01] year. One time, just one time? [1:14:03] Did we say that I can [1:14:03] t [1:14:04] remember. Did we say the the [1:14:06] amount for the permit? Is there [1:14:07] amount? [1:14:07] Uh. [1:14:08] We have not. It [1:14:09] s not in the [1:14:11] manual of fees. So. [1:14:16] That was about. Okay. [1:14:17] I mean is it something that we [1:14:19] should have, you know, you have [1:14:21] to renew every year so we can [1:14:22] keep better track of which ones [1:14:24] are still operating and which [1:14:26] ones are new. [1:14:28] That would be something for the [1:14:30] whole council to to think [1:14:32] about. We have just put it as [1:14:33] a, as a one time permit. [1:14:34] I think, I think one of our [1:14:35] attorneys over here has [1:14:36] something to say. MISTER, [1:14:38] MISTER Birch. [1:14:39] What up, MISTER Birch? [1:14:39] The answer to. [1:14:42] That would be no. Um, because [1:14:43] that would be. Tantamount to [1:14:44] the registration. [1:14:44] Yeah. [1:14:47] And in order to be compliant [1:14:48] with state law, we would need [1:14:50] to avoid that. And the way to [1:14:53] do that is, at one time, um, [1:14:55] uh, registration or one. [1:14:56] But using that. [1:14:56] Word, don [1:14:58] t say that. Yeah. [1:14:59] Perfect. [1:14:59] Thank you. [1:15:02] Yeah. I appreciate how tactful [1:15:04] MISS Gooby is. The reality of [1:15:05] it is, is our our code of [1:15:07] ordinances is about six inches [1:15:09] thick. And we have individuals [1:15:09] that are violating those [1:15:11] ordinances every single day. [1:15:13] And if you have bad neighbors [1:15:15] out there, uh, our experience [1:15:16] has been we [1:15:16] re going to know [1:15:17] about it. [1:15:19] You find out sooner or later. [1:15:22] Yes. All right. If no other [1:15:24] questions, public hearing is [1:15:26] now open. Those who speak on [1:15:27] behalf of applicant MAY come [1:15:28] forward. Please state your name [1:15:29] for the record, first person [1:15:30] has ten minutes. All others [1:15:42] have three minutes. [1:15:43] Hello? [1:15:44] Hello. [1:15:46] Uh. Good evening Council. I am [1:15:48] Venus Diamond. I have been a [1:15:50] resident of Greenville for two [1:15:51] and a half years. Resident of [1:15:53] North Carolina for eight years. [1:15:55] Um, I would like to show my [1:15:56] appreciation for this [1:15:57] ordinance. I think this is a [1:15:59] very good step, and I would [1:16:01] like to see. I loved your [1:16:03] comment about wanting to see [1:16:05] more pushes. Um, I would love [1:16:06] to see more pushes, uh, and [1:16:08] more restrictions on Airbnbs [1:16:10] and other short term leases. I [1:16:12] think as a whole, this is going [1:16:13] to be very good for the [1:16:15] community, especially given a [1:16:16] time where the housing market [1:16:18] is inflating way more than it [1:16:20] should be. And at the same [1:16:22] time, uh, I think this would [1:16:24] potentially bring down a lot [1:16:25] of, you know, the threshold for [1:16:27] people to be able to rent or, [1:16:29] you know, mortgage in the city. [1:16:30] Um, I [1:16:33] m sorry. Um, this would [1:16:35] also bring more business to our [1:16:36] local hotel industry, which [1:16:38] would be very nice for us to [1:16:40] have. Um, though I would like [1:16:42] to see more pushes, uh, notably [1:16:44] in a lot of the zoning, such as [1:16:47] r6, which does include a lot of [1:16:49] apartments. And I feel like if [1:16:51] that is included, it does run [1:16:53] the risk of somebody [1:16:55] potentially using an Airbnb to [1:16:57] try to undercut our hotels. And [1:16:58] I know there are a lot of [1:17:01] people, particularly people in [1:17:03] Greenville Power, who can [1:17:05] utilize this if they. So please [1:17:05] not. I [1:17:07] m saying anybody will, [1:17:09] but it is a possibility that [1:17:12] could be worrying. But as a [1:17:14] whole, I like this ordinance. [1:17:15] This, uh, feels like it will be [1:17:18] good, uh, for the community. [1:17:21] Thank you, thank you, thank you. [1:17:24] Anyone else would like to speak [1:17:26] on behalf of the applicant MAY [1:17:27] come forward. Please state your [1:17:29] name for the record. You have [1:17:39] three minutes. See none. Those [1:17:40] in opposition to the applicant [1:17:41] MAY come forward. Please state [1:17:42] your name for the record. First [1:17:43] person has ten minutes. All [1:17:56] others have three minutes. See, [1:17:57] now the public hearing is now [1:17:58] closed. And for board [1:18:00] discussion or motion. Motion to [1:18:03] approve. Second motion was made [1:18:05] by Council member Hardy. Second [1:18:08] by Mayor Pro Tem Forman. Any [1:18:11] other discussion? All those in [1:18:12] favor say aye. Aye. Those [1:18:14] opposed say nay. [1:18:16] Motion passes five zero. [1:18:18] Move on to item number ten. Our [1:18:19] final public hearing. [1:18:20] Thank you. Mayor. Item number [1:18:21] ten. Ordinance requested by the [1:18:22] Community and Development [1:18:25] Services Department to clarify [1:18:25] the required number of [1:18:27] professional security personnel [1:18:29] and alcohol establishments. [1:18:32] Bah. Bar 2022. Microbrewery and [1:18:34] micro distillery that provide [1:18:37] amplified entertainment. After [1:18:39] 11 P.M. Again, call forward or [1:18:40] Assistant Director Shanti Gubbi [1:18:45] for the presentation. [1:18:47] Hopefully this is very short. [1:18:50] Uh, this is just an item to [1:18:50] clarify, we [1:18:51] ve kind of talked [1:18:53] about this a little bit. Um, [1:18:55] this first deals with what [1:18:57] staff considers alcohol [1:19:00] establishments. Um, we have or [1:19:00] excuse me, we have four [1:19:02] different uses in the city that [1:19:04] we, um, sort of categorize [1:19:06] under that umbrella. Um, a bar [1:19:10] bar, 2022 microbrewery, micro [1:19:12] distillery, um, primary [1:19:13] activity, obviously cell [1:19:16] consumption of alcohol on site. [1:19:17] All of these establishments [1:19:18] have the ability to have a [1:19:20] mixed beverage permit a little [1:19:21] different than just wine and [1:19:24] beer. Um, in MAY of this year, [1:19:26] city staff brought a text [1:19:28] amendment to clarify the number [1:19:30] of, um, professional security [1:19:33] personnel that are required at [1:19:35] alcohol establishments with, [1:19:37] uh, amplified entertainment [1:19:39] after 11 P.M., so it only [1:19:42] counts after 11 P.M.. Um, at [1:19:43] that meeting, there was some [1:19:45] discussion that requiring [1:19:46] security personnel MAY be [1:19:49] burdensome, um, to small [1:19:50] businesses. After there was [1:19:52] some discussion staffs bringing [1:19:54] this back, um, with the text [1:19:57] amendment and it same version [1:19:59] as far as amplified [1:20:01] entertainment or udo says [1:20:03] amplified entertainment shall [1:20:05] shall mean any type of music or [1:20:07] other entertainment delivered [1:20:08] through and by an electronic [1:20:10] system. So that could be music. [1:20:12] It could be bingo. So the [1:20:16] proposed language again, is [1:20:17] based on the occupancy of the [1:20:18] building. So it [1:20:18] s not based on [1:20:20] the number of people that are [1:20:22] there at that night. And so [1:20:23] what this says is if you have [1:20:26] an occupancy between 1 and 200, [1:20:29] you will have two security [1:20:30] personnel required to be on [1:20:33] site. And then for every 100 [1:20:34] people, essentially you add one [1:20:37] more person. So 2 to 300 would [1:20:40] be three. Um, and then it goes [1:20:43] a bit further to say, um, again [1:20:46] after 11 P.M., um shall employ [1:20:47] no less than two security [1:20:49] guards in order for one [1:20:51] security guard to be inside, [1:20:52] and then one security guard to [1:20:55] be able to patrol private [1:20:56] parking lot. So if they [1:20:56] re [1:20:57] downtown and they don [1:20:57] t [1:20:59] actually have a parking lot, [1:21:00] then both of the security [1:21:03] personnel can be inside. Um, [1:21:04] and then staff [1:21:05] s opinion this [1:21:07] request is in compliance with [1:21:09] the comprehensive plan. Uh, [1:21:11] chapter four, Growing the [1:21:13] Economic hub, which is goal [1:21:16] 4.3, modernize and Diversify [1:21:17] the local economy. Support the [1:21:19] growth of a variety of [1:21:20] employment opportunities and [1:21:22] businesses that diversify [1:21:22] Greenville [1:21:24] s economy. Provide [1:21:25] workers with a range of skill [1:21:26] sets and training, and [1:21:28] encourage business growth [1:21:29] within the incorporated areas [1:21:30] and diversify Greenville [1:21:32] s tax [1:21:33] base. And then further, we also [1:21:35] have a second one in here. This [1:21:36] is from chapter one. And this [1:21:38] is growing the economic hub. [1:21:42] 1.4 a vibrant uptown support [1:21:43] and control uptown nightlife. [1:21:44] Uptown is Greenville [1:21:45] s vibrant [1:21:47] and walkable nightlife district [1:21:48] that supports a variety of high [1:21:50] quality, responsible drinking [1:21:52] and restaurant establishments. [1:21:53] A thriving nightlife that can [1:21:55] attract and retain young [1:21:56] professionals that, in turn, [1:21:58] attract high quality employers. [1:21:59] This does not mean nightlife [1:22:01] activities need to be allowed [1:22:02] to run out of control. [1:22:03] Appropriate standards for these [1:22:05] businesses should be enforced [1:22:07] so that uptown can be enjoyed [1:22:10] safely and responsible. [1:22:11] Therefore, staff recommends [1:22:13] approval of the proposed [1:22:14] amendment. This one [1:22:15] s a little [1:22:17] different. Uh, at the JULY [1:22:19] 21st, 2026 Planning and Zoning [1:22:21] Commission, um, they voted [1:22:23] unanimously with a motion. Um, [1:22:25] but the motion had a little [1:22:28] tweak to it. So they, uh, did [1:22:29] recommend approval, but they [1:22:31] went further and said while the [1:22:33] commission, um, did recommend [1:22:34] approval of the amendment, [1:22:36] there was language included in [1:22:37] the motion that there should be [1:22:39] consideration given to the [1:22:41] economic impact on small [1:22:42] businesses to consider the use [1:22:45] of bouncers as a substitute for [1:22:47] professional security personnel. [1:22:49] And with that, I [1:22:49] ll be glad to [1:22:51] answer any questions. [1:22:52] Any questions? [1:22:54] One question on your proposed [1:22:59] language. If you go back to it. [1:23:01] There is says 1200. You really [1:23:02] mean 1 to 200, don [1:23:03] t you [1:23:03] establish. [1:23:04] Oh, I [1:23:04] m sorry, there [1:23:04] s a [1:23:05] hyphen. [1:23:05] I [1:23:06] m sorry. Yeah. [1:23:07] Okay. Just that and that [1:23:10] s it. [1:23:13] And what? Why? Or, staff [1:23:16] bringing back the same version [1:23:17] of the text. [1:23:20] That. [1:23:22] When I brought it to you in [1:23:25] MAY, um, there was some [1:23:26] discussion. I don [1:23:26] t want to [1:23:28] call names, but there was some [1:23:30] discussion that perhaps, um, [1:23:33] this was expensive and that it [1:23:35] could be overly burdensome, uh, [1:23:37] to some of the establishments. [1:23:39] We had a council work session. [1:23:40] I don [1:23:41] t know if you were at [1:23:43] that one. And so the decision [1:23:45] was to go with the professional [1:23:46] security as opposed to the [1:23:49] bouncers, because security, [1:23:50] professional security personnel [1:23:52] would include off duty cops or [1:23:55] actual professional, um, [1:23:57] security personnel, as opposed [1:24:00] to bouncers have less training [1:24:05] and bouncers. Purview. If you [1:24:07] will stop at the door of the [1:24:08] establishment so they can [1:24:08] t go [1:24:10] any further. So you [1:24:10] re going to [1:24:16] get, um, a person with more [1:24:22] training and the ability to. [1:24:24] Provide service outside of the [1:24:26] establishment. [1:24:29] And then are the just to make [1:24:29] sure that I [1:24:30] m clear, are the [1:24:33] current, um, bars whatever you [1:24:34] want to call grandfathered into [1:24:34] this is. [1:24:37] Yes. This does not affect any [1:24:39] pre-existing. [1:24:41] So it would include any [1:24:42] business that opens up with a [1:24:44] special use permit under for [1:24:46] 2022. Correct. [1:24:48] Microbrewery. Micro distillery [1:24:53] bar 2022. Yes. Any of the four? [1:24:56] Me personally, I still have the [1:24:57] same opinion as, uh, [1:24:58] Councilmember Scully when this [1:25:00] was last brought up. I do think [1:25:02] that this will be burdensome to [1:25:03] some small businesses. And I [1:25:05] also think that it will, uh, [1:25:07] keep some college students out [1:25:09] of, uh, some jobs because those [1:25:10] are who mainly staff and [1:25:12] balance, uh, the, the clubs and [1:25:14] the nightlife down here. Um, so [1:25:15] I just want to make that be [1:25:18] done. For the record. [1:25:19] All right. Any other comments? [1:25:21] Questions? [1:25:24] Uh, I have one in, uh, I don [1:25:24] t [1:25:25] even drink. And I [1:25:26] m swimming in [1:25:28] alcohol after all this [1:25:31] conversation. Um, about this, [1:25:35] but, um, has there been any [1:25:39] conversation, uh, with, uh, [1:25:40] businesses or bar owners [1:25:45] outside of downtown? [1:25:47] No, because the ones that we [1:25:50] have now are under the old the [1:25:52] old rules. So, uh, so the [1:25:55] answer is, is no. But we also [1:25:56] don [1:25:58] t have very many of them [1:26:01] either. The microbreweries and [1:26:02] the micro distilleries. We have [1:26:05] are really downtown. Um, and, [1:26:05] and they [1:26:06] re not going to be [1:26:09] affected because they already [1:26:10] have a special use permit. So [1:26:13] they were ahead of this. So my [1:26:16] point is, is it is, um, it [1:26:16] s [1:26:17] only going to affect those that [1:26:19] would walk in the door and we [1:26:21] would say, oh, by the way, this [1:26:27] is a new requirement. Mm. [1:26:29] Can I ask our deputy chief a [1:26:31] question about this. Does the [1:26:32] police department feel that [1:26:34] this is something that is [1:26:34] necessary? Y [1:26:38] all want to see? [1:26:38] I [1:26:40] m sorry to put you on. [1:26:42] No pressure. [1:26:44] Well, um. [1:26:46] Have you had have you all had [1:26:47] problems. [1:26:48] With the officers about that? [1:26:50] They actually work the area. [1:26:52] Um, I haven [1:26:53] t got a lot of [1:26:55] feedback from that. Yes, I, I, [1:26:56] I would have to believe that. [1:26:58] Get some feedback from the [1:26:59] officers that are actually on [1:27:01] the street working. [1:27:03] Thank you. [1:27:03] That [1:27:05] s a good politician answer [1:27:09] right there. I like that. All [1:27:11] right. Any other questions [1:27:15] comments. Thank you very much. [1:27:16] Public hearing is now open. [1:27:17] Those speak on behalf of the [1:27:18] outcome MAY come forward. [1:27:18] Please state your name. For the [1:27:19] record. The first person has [1:27:21] ten minutes. All others have [1:27:35] three minutes. None of those in [1:27:36] opposition to the applicant MAY [1:27:37] come forward. Please state your [1:27:37] name. For the record. The first [1:27:38] person has ten minutes. All [1:27:54] others have three minutes. The [1:27:55] public hearing is now closed. [1:27:56] Open for a board discussion or [1:27:59] a motion. [1:28:01] So if one makes a motion and I [1:28:01] don [1:28:03] t have a motion, but if one [1:28:05] makes a motion, would that be [1:28:09] with the suggestion of. [1:28:10] You could make whatever motion [1:28:11] you want. [1:28:12] To make. I don [1:28:12] t want. [1:28:12] To make. [1:28:13] A motion. [1:28:15] You can take their motion. You [1:28:15] can take the staff [1:28:16] s motion. [1:28:23] You can make up a motion. [1:28:26] Okay. [1:28:26] I don [1:28:26] t have. [1:28:27] A motion. [1:28:28] Did I answer your question? [1:28:29] Did. [1:28:32] Mayor, if I MAY. This to me is [1:28:34] really interesting. Um, because [1:28:36] I feel like at the core of it, [1:28:38] um, our conversations have been [1:28:40] centered around safety. Um, and [1:28:42] so looking at the request of [1:28:45] planning and zoning to opt to [1:28:47] use bouncers, but if they have [1:28:49] to stop at the door, then I [1:28:49] don [1:28:51] t know that that achieves [1:28:52] the safety that we were looking [1:28:53] for, for inside the [1:28:55] establishment and then out, but [1:29:00] then also, um, for the [1:29:02] establishments that are already [1:29:03] in business, this doesn [1:29:03] t [1:29:04] affect them. It [1:29:05] s not [1:29:07] retroactive. So this is going [1:29:09] forward. So you don [1:29:10] t want to [1:29:11] implement something that [1:29:12] s cost [1:29:13] prohibitive to a new business. [1:29:13] That [1:29:16] s, um, that [1:29:16] s starting [1:29:18] their business. Uh, it [1:29:18] s it [1:29:18] s [1:29:21] an interesting proposition. I [1:29:24] think, um. [1:29:29] Do you have a motion? [1:29:31] Oh. [1:29:31] You know, I don [1:29:32] t mind making a [1:29:37] motion. Um, gosh. [1:29:38] And, I mean, I don [1:29:39] t think this [1:29:41] is at least from my point of [1:29:41] view. I [1:29:43] m not, you know, [1:29:45] against safety. Um, around [1:29:46] these establishments, but I [1:29:47] just I just really think it [1:29:49] would be cost prohibitive and [1:29:50] kind of restrict what these [1:29:52] businesses could do on a night [1:29:54] to night basis. Um, they really [1:29:55] have to be mindful of, you [1:29:56] know, what day is they decide [1:30:00] to provide amplified music past [1:30:05] 11:00. Um, yeah. That [1:30:05] s my only [1:30:06] concern. [1:30:06] I [1:30:07] ll make a motion to approve [1:30:09] the text as tendered. And the [1:30:11] reason why is because I [1:30:11] ve [1:30:13] dealt with downtown for 40 [1:30:15] years as a criminal lawyer, and [1:30:15] I [1:30:18] ve seen the carnage caused by [1:30:19] people in the bars who [1:30:19] ve [1:30:21] consumed way too much. They [1:30:22] weren [1:30:22] t just drinking, they [1:30:24] were intoxicated and served by [1:30:26] bars. And I think if you talk [1:30:27] to the officers on the streets, [1:30:29] they will tell you that [1:30:30] oftentimes the people come out [1:30:31] of the bars are not just [1:30:32] drinking, they are completely [1:30:34] intoxicated and just drunk. And [1:30:38] today, uh, had to read, uh, [1:30:40] because of a case of a very [1:30:42] serious injury that occurred in [1:30:44] a bar. And no bouncers were [1:30:47] around, and they MAY have [1:30:48] probably prevented it had they [1:30:50] been. And when you use the word [1:30:51] bouncer, what does that really [1:30:53] mean? It means you go hire a [1:30:54] college kid to come in and [1:30:55] provide security, who [1:30:57] oftentimes is a workout [1:30:59] fanatic, who wants to go bully [1:31:00] people and use that power. [1:31:01] That [1:31:02] s what my experience has [1:31:04] been. All those watching on tv. [1:31:05] You MAY have harsh words, but [1:31:06] you can have all the harsh [1:31:06] words you want. It [1:31:08] s the truth, [1:31:08] and I [1:31:10] ve seen it for 40 years. [1:31:11] Mm. So I don [1:31:12] t want some 20 [1:31:13] year old kid. I [1:31:13] m not trying to [1:31:15] crack on a 20 year old [1:31:16] providing security when [1:31:17] something goes south, because [1:31:18] people have had too much [1:31:19] alcohol to drink, because [1:31:19] they [1:31:20] ve been in the bar for a [1:31:21] while. And so if you [1:31:22] ve got [1:31:24] some professional security [1:31:25] level of it, then you [1:31:25] ve got [1:31:27] better training about how to [1:31:28] de-escalate, because what I [1:31:29] find in the past is what [1:31:30] bouncers do. The first thing [1:31:32] they want to do is to strike. [1:31:34] And I represented bars who [1:31:34] ve [1:31:35] been sued because their [1:31:37] bouncers have struck an even [1:31:37] though they [1:31:38] ve been trained. [1:31:38] Don [1:31:40] t strike. People grapple [1:31:42] and escort. But that doesn [1:31:42] t [1:31:44] say so for for for that [1:31:45] experience. That [1:31:45] s why I do [1:31:45] this. And it [1:31:46] s not going to [1:31:48] affect any of our bars that are [1:31:48] currently in because they [1:31:48] re [1:31:49] grandfathered in. So you [1:31:49] re [1:31:51] lucky. But going forward, I [1:31:52] think if you [1:31:52] re going to be in [1:31:54] the business of serving alcohol [1:31:56] late at night and people tend [1:31:57] to imbibe because how do you [1:31:58] get drunk if you [1:31:58] re in the bar, [1:31:59] if they [1:32:00] re not serving you when [1:32:01] they probably shouldn [1:32:01] t be [1:32:02] serving you? Uh, they [1:32:02] re [1:32:03] serving you too much alcohol. [1:32:05] And then when you get too much [1:32:06] alcohol, people bounce into [1:32:07] each other or see somebody, [1:32:08] girl. And there [1:32:09] s comments back [1:32:10] and forth and you and you got [1:32:11] to fight. And then when [1:32:12] somebody gets hit, it [1:32:12] s not the [1:32:14] strike that hurts them. It [1:32:14] s [1:32:15] when they fall on the concrete [1:32:16] and hit their head and get a [1:32:18] brain bleed and get brain [1:32:19] damage. And I [1:32:20] ve seen hundreds [1:32:22] of cases like that in 40 years. [1:32:22] So I [1:32:23] m a little tough on this. [1:32:26] I know. Um, but again, a [1:32:27] balance. There [1:32:28] s nothing more [1:32:29] that I see as a college kid [1:32:29] that [1:32:30] s just working on their [1:32:33] part time for 13, $14 an hour. [1:32:34] So what level of [1:32:36] professionalism do you get? You [1:32:37] get what you pay for. So that [1:32:37] s [1:32:39] why I make the motion that we [1:32:41] should adopt it as tendered and [1:32:44] without the, uh, the bouncers [1:32:45] as a substitute. Because I just [1:32:45] think what you [1:32:46] re really saying [1:32:48] is let us hire somebody cheap [1:32:48] who [1:32:49] s a college kid. And [1:32:50] usually professional security [1:32:52] has liability in place on [1:32:54] insurance. So if something does [1:32:55] go south, you [1:32:55] ve got a [1:32:57] liability insurance policy that [1:32:58] can that somebody can go after. [1:33:00] If this, uh, security personnel [1:33:02] went too far. And again, you [1:33:02] see it, I [1:33:03] ve seen it time and [1:33:05] time again. Multiple bars have [1:33:07] been sued down, down over. [1:33:07] So you [1:33:08] re making a motion for [1:33:09] the staff sergeant? [1:33:09] Yeah. The staff [1:33:10] s [1:33:11] recommendation that tracking [1:33:12] that language. [1:33:13] Does anybody got a second? [1:33:14] I [1:33:15] ll second the motion. [1:33:16] All right. [1:33:20] Any other discussion? Speak [1:33:24] now. Forever. Hold your peace. [1:33:25] All right. Motion been made by [1:33:26] Councilmember Robinson and [1:33:27] second by Councilmember Willis. [1:33:28] All those in favor say aye. [1:33:29] Aye, aye. Those opposed say [1:33:31] nay. [1:33:33] Motion passes, five zero. [1:33:33] Oh. [1:33:34] All right. That was it for the [1:33:35] public hearings. We [1:33:36] ll move on [1:33:37] to other items of business [1:33:37] number 11. [1:33:38] All right. Thank you, mayor. [1:33:41] Item number 11, resolution [1:33:42] approving an interlocal [1:33:43] agreement with Pitt County. [1:33:45] Pitt Area Transit System [1:33:46] relating to providing [1:33:47] paratransit transportation [1:33:49] services within the territorial [1:33:50] jurisdiction of the City of [1:33:51] Greenville. I [1:33:51] ll call forward [1:33:52] our transit manager with [1:33:55] Davidson for short presentation. [1:33:57] Thank you. Good evening. Good [1:33:59] evening, good evening. Evening. [1:34:00] I look forward to your short [1:34:01] presentation. [1:34:02] A yes, sir, I [1:34:02] m going to give [1:34:05] you a brief update on where we [1:34:07] are with our Ada paratransit [1:34:09] service. So just a reminder, [1:34:10] Ada paratransit is the [1:34:11] mandatory point to point [1:34:12] transportation that we have to [1:34:14] provide for qualifying [1:34:16] customers with disabilities in [1:34:17] which a disability affects [1:34:19] their access to fixed route [1:34:22] bus. Um, this is curb. Curb. [1:34:23] And it [1:34:25] s, uh, reimbursed at 80% [1:34:27] of operating costs, 85% of [1:34:30] capital cost. Um, pleased to [1:34:32] announce, since we were here [1:34:34] talking about paratransit last, [1:34:35] that, uh, the city of [1:34:37] Greenville and Pitt County were [1:34:40] selected to receive $200,000 [1:34:41] each as part of a coordinated [1:34:43] public transportation grant to [1:34:46] continue our partnership effort [1:34:47] to provide the transportation [1:34:49] service. Um, great will use the [1:34:51] funds to pay for trips that the [1:34:54] county will provide, and pets [1:34:56] will purchase vehicles. I [1:34:59] believe with their funds. So we [1:35:01] have been able to negotiate a [1:35:04] renewed partnership for fy [1:35:07] 2627. Uh, pets went through a [1:35:10] fully allocated cost model, uh, [1:35:12] exercise with ncdot staff to [1:35:14] set their trip rate so their [1:35:16] new trip rate at a break even [1:35:20] point is $27 per trip. Um, the [1:35:21] city is still on track. We [1:35:22] re [1:35:24] scheduled to begin, uh, [1:35:26] partial, uh, Ada paratransit [1:35:28] service that we will provide, [1:35:31] uh, in OCTOBER. Uh, the service [1:35:32] is is going to be provided with [1:35:34] four, four vans. Three, uh, [1:35:36] which will be Ada accessible. [1:35:38] One is a minivan. Uh, we [1:35:38] re in [1:35:40] the process of creating the new [1:35:42] positions, working with hr, uh, [1:35:45] to get that finalized. Uh, we [1:35:46] have trip booking software [1:35:47] that [1:35:48] s going to manage all of [1:35:50] the, uh, clients bookings, um, [1:35:52] customers can book via mobile [1:35:56] app or by calling our office a [1:35:57] picture of what, what the [1:35:59] vehicles will look like that [1:36:00] will provide the service that [1:36:01] we have. Minivan. And then the [1:36:03] high roof, uh, vans with a [1:36:05] transit style door. It has an [1:36:09] Ada lift in the back. So great. [1:36:11] Will be the primary provider [1:36:13] once we began service, uh, in [1:36:15] in OCTOBER. Uh, like I said, [1:36:16] great. We [1:36:17] ll run four vans. [1:36:17] Pat [1:36:20] s will provide, uh, 2 to 3, [1:36:21] uh, and we [1:36:22] re still talking [1:36:25] about about 2250 rides per [1:36:27] month, right. For this program, [1:36:29] the hours of operation. I know [1:36:32] this was a point, uh, we spoke [1:36:34] about back in FEBRUARY. We were [1:36:35] able to go back and negotiate [1:36:37] with, with pets that they will [1:36:39] continue to provide the trips [1:36:41] from 4 A.M. To 6 A.M., mainly [1:36:43] dialysis patients. Uh, great. [1:36:45] And pets will provide service [1:36:47] from 6 to 6 and then great will [1:36:48] provide the service from six [1:36:51] until 830. Uh, on weekdays. [1:36:53] Saturdays, same thing. Pets [1:36:55] will provide the early morning, [1:36:57] 4 to 9. Uh, we have different [1:37:00] hours on Saturday, so the hours [1:37:01] will match the service that [1:37:04] great provides. 9 to 430 great. [1:37:06] And pets? Pets if needed. And [1:37:08] then pets will do 430 to 6 on [1:37:11] Saturday. All right. We will [1:37:14] notify customers, uh, of the [1:37:15] change. That rate will be the [1:37:17] primary provider. Pets will be [1:37:18] the secondary provider, uh, [1:37:21] through electronic mail, usps, [1:37:23] uh, starting in SEPTEMBER, uh, [1:37:24] all existing customers data [1:37:26] will be exported into our new [1:37:27] system. Uh, eligible [1:37:29] eligibility requirements will [1:37:33] not change. All right. Um, [1:37:35] request that council would [1:37:38] approve the fy 2627 interlocal [1:37:40] agreement with Pitt County. [1:37:42] All right, any questions? [1:37:44] i did have a question. Did I [1:37:46] understand you correctly to say [1:37:50] that the new assessed cost is [1:37:53] $27 per ride? Previously, it [1:37:55] was $9. It was 18. It was 18. [1:37:58] So $9 both ways. It was or was [1:37:59] it $18? One way. [1:38:00] , each way, one way. [1:38:05] And so the increase to $27. Now [1:38:05] one way. [1:38:06] Correct. [1:38:08] Um, and there [1:38:09] s nothing that is [1:38:11] there anything that we can do [1:38:16] to, um, affect that cost for [1:38:18] citizens. [1:38:20] So the 27 the citizen won [1:38:20] t pay [1:38:21] that. So that [1:38:22] s the cost that [1:38:24] the city will pay the county [1:38:24] per trip. [1:38:26] City pays the county patrol. [1:38:27] Okay. And so then for the [1:38:29] actual rider, what does that [1:38:30] look like with the actual. [1:38:33] Rider today? That is still [1:38:35] free? When when the city begins [1:38:37] charging a fair and that [1:38:37] s [1:38:39] slated for at some point in [1:38:41] OCTOBER. Okay. Then what the [1:38:42] federal government allows is [1:38:45] twice the normal fare. So if we [1:38:47] were charging $1 for a bus [1:38:49] fare, then the fare for a pet [1:38:50] ride would be $2. [1:38:52] It would be $2. Okay, so I [1:38:52] m [1:38:54] not thinking about the cost for [1:38:54] a citizen. That [1:38:57] s an outside of [1:38:58] a particular program or [1:39:01] whatnot. I was told that it was [1:39:03] $9 per trip. I think that. [1:39:06] Cost that a citizen of county [1:39:08] pays to ride pets. Versus the [1:39:10] city. They were riding it as a [1:39:12] county. As a county citizen, [1:39:15] riding the county system, not a [1:39:16] Greenville resident using the [1:39:19] Ada paratransit system. Because [1:39:20] we work with the county to [1:39:22] provide our Ada paratransit [1:39:24] system within the city limits. [1:39:26] Right. Okay, okay. So within [1:39:28] the city limits, it [1:39:29] s free. [1:39:30] It [1:39:32] s it is what you did. [1:39:35] It went from $27 to free. Just [1:39:35] like. [1:39:36] Just like that. [1:39:38] Yeah. In the does not pay. A [1:39:40] customer does not pay today [1:39:40] okay. [1:39:42] That is what we are paying. [1:39:43] We pay the county. [1:39:43] The county. [1:39:45] We will pay the county 27 per [1:39:46] trip that they provide. [1:39:48] Which previously was 18. [1:39:50] Correct? Okay, I got it now. [1:39:50] Okay. [1:39:51] All right. [1:39:53] Just like that. You got. [1:39:53] It free. [1:39:55] All you gotta do is ask. [1:39:56] I think I got an understanding. [1:39:57] Thank you. [1:39:59] All right. Any other questions? [1:39:59] Comments? [1:40:00] No. I do. [1:40:01] Want to say, um, I [1:40:01] m so [1:40:02] grateful and thankful that [1:40:02] y [1:40:04] all did make it. Um, the time [1:40:06] change so that we can make sure [1:40:07] that all of our citizens, um, [1:40:09] can get to any appointments [1:40:11] they MAY need to be. And with [1:40:13] that, I move that we approve. [1:40:14] Um, and I second that you [1:40:14] re [1:40:17] going with, um, being specific [1:40:20] about those citizens that are [1:40:22] impacted by, um, dialysis and [1:40:23] need to get to their [1:40:25] appointments. Yes. So we [1:40:25] re [1:40:26] greatly appreciative. [1:40:26] Of that. [1:40:27] Thank you. So we second in the [1:40:28] motion or second in the [1:40:29] comment.. [1:40:29] Second and. [1:40:30] Both awesome. [1:40:32] I like that. All right. Motion [1:40:33] been made by Councilmember [1:40:35] Jones. Second by uh, Mayor Pro [1:40:36] Tem Forman any other [1:40:37] discussion? [1:40:39] I did want to ask mayor if we [1:40:40] could get an update at our [1:40:43] next, um, workshop about the [1:40:46] rollout of the shelters. Um, I [1:40:47] would love to be able, for all [1:40:49] of us to know together where we [1:40:51] are with that rollout and how [1:40:52] many more we have to go. Um, [1:40:53] just to get some clarity. [1:40:54] On that. [1:40:54] We [1:40:56] ll do. Thank you. [1:40:57] All right. Any other [1:40:58] discussion. [1:40:59] When you say shelter, don [1:40:59] t [1:41:01] offer the benches. [1:41:02] That for. [1:41:03] Sure. [1:41:06] And the bars that need to be [1:41:07] removed. [1:41:08] We have we [1:41:09] ve already started [1:41:10] removing those bars. Right. [1:41:11] Yes, yes, yes. [1:41:11] Okay. [1:41:12] Thank you. [1:41:12] I want. [1:41:14] Welcome those. And I [1:41:14] ve only [1:41:16] seen a couple that are left. [1:41:17] We put we put a few in the [1:41:19] middle of our chairs. [1:41:20] At one. This time we were [1:41:22] walking. All right. Any other [1:41:25] discussion? All those in favor [1:41:26] say aye. Aye. Those opposed say [1:41:27] nay. [1:41:29] Motion passes five zero. [1:41:29] Let [1:41:32] s move on to item number [1:41:34] 12. Number 12. Final real item. [1:41:36] Approval to purchase 188 [1:41:37] vehicle for the City of [1:41:38] Greenville and the Transit [1:41:39] Division. Turn it back over to [1:41:41] MR. Davidson. [1:41:43] Thank you. All right. Request [1:41:46] to purchase 188 paratransit [1:41:47] van. So this would be a van [1:41:49] matching the hot top van that [1:41:50] we saw. Council previously [1:41:52] approved the purchase of three [1:41:53] back in FEBRUARY. So this would [1:41:55] be adding, uh, another Ada van. [1:42:00] So cost of that van, [1:42:05] $123,371.76. Funding will come [1:42:08] from 85% from our fta funding, [1:42:11] 15% from general fund. That [1:42:11] s [1:42:13] what the van will look like. [1:42:15] Um, we request that council [1:42:16] approve the purchase of one Ada [1:42:18] accessible paratransit van [1:42:20] using fta and general funds. [1:42:23] All right. Any questions? [1:42:24] Motions. [1:42:24] I [1:42:25] ll move. [1:42:26] All right. Most of you MAY, but [1:42:28] Council Jones, second by [1:42:28] Councilmember Robison. Any [1:42:30] other discussion? All those in [1:42:32] favor say aye. Aye, aye. Those [1:42:33] opposed say nay. [1:42:34] Motion passes five zero. [1:42:35] Now what? Everybody [1:42:35] s been [1:42:36] waiting for. Everybody in the [1:42:38] audience has been waiting for [1:42:39] the city manager [1:42:40] s report. [1:42:41] Uh, you know, it was going to [1:42:42] be a long one tonight, but I [1:42:44] will make it quick. I just want [1:42:47] to wish my wife a happy [1:42:47] anniversary. We [1:42:48] ll be [1:42:50] celebrating our 34th wedding [1:42:52] anniversary on Sunday, and I [1:42:52] can [1:42:53] t wait to have a nice, [1:42:55] quiet meal together at Taco [1:42:57] Bell. Yes. [1:42:59] Hey, has anybody nominated her [1:43:02] as a saint yet? Saint Pam. [1:43:02] Saint. [1:43:03] Pam. [1:43:05] 34 years. Yeah. Make some else. [1:43:06] Yeah. [1:43:08] Oh, man. [1:43:09] Holy cow. [1:43:10] She likes punishment, doesn [1:43:10] t [1:43:10] she? [1:43:12] Yes. We [1:43:13] ll be enjoying our [1:43:15] nacho Bell Grande. Uh, Sunday [1:43:16] evening. [1:43:16] What [1:43:17] s up? What [1:43:17] s the drink [1:43:18] that they have? Like they [1:43:18] ve [1:43:19] had like an orange drink or [1:43:21] something. Baja blast or [1:43:23] something. Get her a hey, get [1:43:24] her a bar blast to go with [1:43:24] that.. [1:43:28] Free refills. That [1:43:30] s all I got, [1:43:30] man. [1:43:30] We [1:43:31] re going south quick. All [1:43:33] right, our city city attorney [1:43:33] s [1:43:34] report quickly. [1:43:35] Mayor and council, shout out to [1:43:37] MR. Scott Dixon. Uh, he was [1:43:39] reappointed to serve on the [1:43:41] North Carolina League of [1:43:43] Municipalities. Uh, Legislative [1:43:44] Policy Committee. So shout out [1:43:45] to Scott for that. [1:43:46] Congratulations. [1:43:50] Congratulations, Scott. [1:43:52] All right. Maybe this might be [1:43:55] the most anticipated, uh, [1:43:57] comment of the night. Our city [1:43:57] clerk [1:43:58] s report. [1:43:58] I [1:43:59] m gonna keep this really [1:44:01] short. Happy birthday to my [1:44:02] baby sister, Frannie. She [1:44:03] s 38, [1:44:04] but still a baby to me. [1:44:06] My baby sister. Oh, okay. [1:44:08] Happy birthday. Thank you. [1:44:08] That [1:44:10] s awesome. Where are we [1:44:11] going? Are we. Are we gonna [1:44:13] start tonight? Okay. [1:44:14] Um, MAY I rehearse this [1:44:18] earlier? I have no comment. [1:44:20] Uh, just, uh, congratulations [1:44:21] to our three teams that we [1:44:22] recognized earlier, and [1:44:23] everybody have a great rest of [1:44:25] your week. [1:44:27] Awesome. Councilmember wills. [1:44:29] Thank you. Mayor. Um, I [1:44:31] attended the Chamber of [1:44:31] Commerce [1:44:33] s, um, leadership [1:44:35] conference earlier today. That [1:44:36] was wonderful to see all the [1:44:37] ladies come together. It was [1:44:40] very empowering. Uh, so kudos [1:44:41] to them. They do such good [1:44:42] work. And so it was a wonderful [1:44:44] event to attend. And, uh, [1:44:47] praying for a safe, um, school [1:44:49] year for all of the teachers [1:44:51] and administrators and students [1:44:52] going back to school with pay [1:44:54] county schools. Um, and I think [1:44:54] that [1:44:55] s all I have. Mayor. [1:44:56] Thank you. All right. Thank you [1:44:57] very much, Councilmember [1:44:58] Robinson. [1:44:59] Uh, I just want to echo the [1:45:00] comments earlier. First, [1:45:02] congratulations to Glen Wooten [1:45:03] for serving us for three [1:45:03] decades. That [1:45:04] s amazing. [1:45:06] Congratulations to those three [1:45:07] teams. I mean, I really hear [1:45:09] the Lady Swarm are just [1:45:11] incredible players and coaches. [1:45:12] I appreciate you volunteering [1:45:13] your time and being a role [1:45:15] model for these kids. It means [1:45:16] more than you probably ever [1:45:17] know in your lifetime, but [1:45:18] they [1:45:18] ll carry those lessons [1:45:20] forward with them. And if [1:45:20] you [1:45:21] re watching and you have a [1:45:21] team that [1:45:22] s doing well, please [1:45:23] let us know so we can have them [1:45:27] down here at City Hall. Um, uh, [1:45:27] let [1:45:29] s see. Also, thank you to [1:45:30] everybody and staff and Valerie [1:45:34] for a smiley mug of flowers [1:45:36] and, uh, a gift certificate out [1:45:38] to Boa. I mean, because that [1:45:39] first two weeks, I was not [1:45:41] smiling after knee replacement, [1:45:42] and I looked up and my wife put [1:45:43] it right in front of me. She [1:45:45] said. She said, do what the cup [1:45:47] says and smile. And so thank [1:45:47] y [1:45:48] all for doing that because I [1:45:49] was not smiling the first two [1:45:50] weeks. But thank you all for [1:45:51] thinking of me during that [1:45:53] time. [1:45:56] Good. All right. Mayor Pro tem [1:45:57] for me. [1:45:58] Uh. [1:46:00] I will mirror the comments that [1:46:02] were made and elevate again. [1:46:04] The teams that were here and [1:46:05] the many teams that we have in [1:46:08] this city on all sides that are [1:46:09] functioning in excellence and [1:46:11] putting in hard work to make [1:46:12] these accomplishments.
