We're going to call the order, the planning commission meeting for the village of Greenville, going through a roll call, Dan. Here, Jay, here, Fred, here, Dan, Mike, here, Jack's here, Megan's excused. So we do have our full quorum. I'm looking for a motion to approve the agenda and the order of the day. [0:58] The agenda and order of the day. Second. [1:00] Mike's given the motion. [1:02] We have the second. [1:03] I'm favor two approved, say aye. [1:04] Aye. [1:05] Opposed. [1:07] That motion carries. [1:09] Public comment for him. [1:10] Is there anybody here wishing to speak during public comment? [1:16] Let's get that. [1:17] Oh, goodness. [1:19] Hold on, Jerry. [1:21] Public hearing. [1:21] Thanks, Mark. [1:24] They look too familiar to my eye for some reason. [1:26] So that we'll open the public hearing regarding the proposed [1:29] of tax incremental district number three, the proposed boundaries of the district and the proposed project plan for the district are in a meeting information packet. [1:39] Is there anybody here, what should I speak about this item? [1:45] If you may, I think Casey from Elers can give a quick presentation about it. [1:51] That sounds wonderful. Thanks Casey. [1:53] Yep. [1:55] Thanks. [1:55] So good evening. My name is Casey Griffiths. I'm a associate municipal advisor with elders and we help prepare the villages project plan for [2:04] taxic and district number three. So on the screen here is a quick presentation kind of going over the highlights [2:10] of the project plan that you're going to consider this evening. So the purpose of the district, it's to create 113 acre mixed use district [2:19] which will help to fund development incentives for expansion of Miller electric, as well as infrastructure projects, including utility of stormwater projects within the district as well as a half mile road projects within a half mile of the district boundaries, via available increment. [2:38] The district to maximum life, it's 20 year district, so the final collection year for increment revenues will be 2047. [2:47] The required findings of a mixed use district, not less than a 50% of the area, needs to be [2:52] suitable for mixed use development in this case. We found that's 94% of the suitable, [2:57] and then not more than 35% of the plan plan district is removed by the residential, [3:03] there's no zero anticipated residential for this district. [3:09] The district's projected valuation, so there's two buildings that are proposed [3:13] The moment in the project plan for the district, North 8-22 communications drive, with the [3:20] projected construction between 226 and 28, with the value projection of $6 million, [3:27] and then North 6-7-6 stations drive, projected construction of $0.28, with the projected value of $0.15 million. [3:41] The next page, this is projected point and project costs, so we have estimated cost of the middle there of the column or the middle of the chart. [3:53] We have ongoing cost of $3.1 million that would be incentives, development incentives from the middle of the middle of electric projects. [3:59] And then we show interface one, those are infrastructure improvements for water and stormwater, infrastructure, [4:08] into a little bit one point one point one five million. [4:12] We have then additional ongoing costs assumed, which includes interest on large debt for debt issued for the projects as well as finance and cost. [4:21] And I'm going playing administrative costs over the length of the district. [4:24] We do have to take out non-project costs, so that's why you see that 750,525,000 for [4:30] the regional stormwater management. [4:33] The statute allows for non-project or, I should say, projects within the district, the [4:40] non-project cost state statute requires that those be removed from there, so we're assuming [4:45] that the stormwater project, about 50% benefits to district directly the other 50% does [4:51] So that's the less project cost, those are not included in the totality of the district, but you have to call them out in the project. [5:01] So it's shown that the total project cost, but what's 10 eligible, what's 9, 10 eligible. And then finally we [5:09] show $200,000 for road repaving a very poor park drive that's between $1,000 there. So in total, just [5:16] a little under 6 billion in project cost estimated for the district. Then the following page, [5:23] the projected cash flow, this shows that the district does positively cash flow through its life. [5:29] So the left-hand columns are or in that it's top-headed orange projected revenues that's primarily the attacks and comments as well as debt proceeds the debt proceeds would be used for on those infrastructure projects that I mentioned before. [5:44] Then projected expenditures, we show one borrowing needed for the district that would include the infrastructure projects that were mentioned at the previous page. [5:54] as well as municipal revenue obligation, those are incentives that are tied to the increment generated by Miller Electric. [6:01] So, and that would be, in order to move forward with that, the villager have to enter into a developer's agreement with Miller Electric. [6:08] So, these are just projections here, showing in the project plan, anything, anything. [6:13] Any funds that are going to be, you're going to be, for development, have to be a more amortized in a agreement between the village and the developer. [6:23] Then we show capital outleg and those are for the projects listed in the project plan, as [6:29] well as ongoing planning and minister answering, you know, filing any sort of other staff [6:33] time that's related to the project, really to the tip to work. [6:37] So we show, into the totality, we have the district closing in 2045, that's when outstanding [6:44] liabilities are less than the queue of the fund balance of the district. [6:47] with, again, the district could close at that point, showing if the cash flows, cash flow went this way. [6:54] Otherwise, it could stay open until 2047. [6:58] And finally, just a tid creation timeline. [7:01] There's a little bit of a typo there. [7:03] The village board will be concerning this on the 14th. [7:06] Correct, let's have them 14th, yeah. [7:08] So, but tonight is the plank commission. [7:10] So, the GRB could be in right before this meeting. [7:13] The GRB doesn't make any recommendations. [7:17] like that, they just review the project plan. This is a fine commission to act on after the public hearing. [7:24] And then, if it moves forward, they'll go to those who are on the 14th and then we've scheduled the final Gerer B to occur on September 28th. [7:33] So, with that, I'm happy to answer any questions that the commissioners may have. [7:38] May I have questions? [7:39] So [7:44] you mentioned that there are two buildings planned. I'm assuming by Miller, but maybe not. [7:48] How much acreage of the open acreage is that going to use and how much acreage is still going to be available to develop? [7:55] That's not per se planned right now. [7:57] Mark, do you have the chance? [8:00] I don't know how many acres per se the additions are utilizing. [8:07] They're fairly significant building additions. [8:11] But the own quite a bit of land in that area, and they're going to... [8:19] Above the open space of the buildable space that's there, do you estimate these would be like, [8:25] take up half of that space across that space? [8:27] Less than a quarter, probably even less than an eighth of the available space last. [8:34] And then what does do they have a plan for the rest of the open available space? [8:39] They have some long range plans here, again, they want to keep the land as they continue [8:43] to expand, that they have the ability to do so, and then they have some other plans [8:48] for those areas along Wisconsin and in college. [8:54] And then what was the plan for the storm water? [8:56] Is there going to be a pond built? [8:59] We haven't gotten into, I mean, they'll have to do stormwater management as part of their [9:04] development proposals. [9:05] So that'll be something that milling will do is that that will be part of the tip. [9:10] Both, they all have to do something but then our stormwater, superintendents, is also looking at doing a regional facility in this area. [9:17] That's something we'd have to reach out to the landowners, the milling electric, and you know, try to acquire some land from them in order to do the regional pond. [9:28] Okay. Thank you. Oh, is there going to be sidewalks along with the curb with the with the addition on communications drive by adding communications drives with that have sidewalks and when we looks like there's going to be some work done on Mayflower would that be adding curb and sidewalk or is that just undergrounds just mostly utility work. [9:50] There wasn't any, the kid wasn't looking to organize either of the roads. [9:59] We kind of... [10:00] I'll look into that. The Tid would not be able to support for the organization. [10:12] Anybody else have questions? [10:16] Okay. [10:17] I'll take you off the hook for those. [10:19] That group, anybody else for public hearing? [10:24] This should be for this topic, jury. [10:28] That's all right. You'll have your moment in just a minute here. [10:32] So I'm not seeing anybody else, so I'll make a motion to close the public hearing. [10:35] I'll second it. [10:39] The answer given the second. [10:41] All I'm favorite close public hearing say I post motion carries that moves us on to the public comment form. [10:50] Jerry would you like to go first? [10:56] I'm your Jerry game. [10:58] At what age is it? [11:00] I'm here to talk about the role of different, [11:03] through my hate field and I don't want. [11:06] Are you going to bring it up later? [11:08] It's not on the agenda though. [11:09] It's not on the agenda. [11:10] Not on the agenda. [11:12] Not on the agenda. [11:12] That's wonderful. [11:14] But when it comes on agenda, can you take it off paper for me, please? [11:21] You can consider that. [11:22] Anybody else have things that you'd like to say during public comment? [11:31] I'm not seeing anybody raise their hand or signal. [11:33] So I'll make the motion to close public comment forum. [11:37] Fred's given the second. [11:40] On paper to close public comment forum. [11:41] Aye. Aye. Opposed. [11:45] Motion carries. [11:46] Public comment forums closed. [11:47] Consent agenda has our meeting minutes from June and July. [11:50] In a motion. [11:52] I move to approve the consent agenda. [11:57] Get a motion from the end. [11:58] I'll second it. [11:59] The answer give us a second. [12:01] Any questions? [12:04] On favour the consent agenda say aye. Aye. [12:07] Opposed. [12:08] Motion. [12:09] I'm an abstain for the record. [12:10] So we have a five to one, five, actually five to zero with one abstaining, that would be Michael. [12:19] On finished business, we don't have any new business. [12:23] It is resolution 30-26 establishing the boundaries of and improving the project plan for the [12:29] Tid number three. [12:33] So if you have questions on this or emotion, feel free to bring those forward. [12:44] I guess I'm a little surprised that we'd be doing a tid with only looking at development [12:49] that we know that's happening at about an eighth estimate of the property [12:57] and also that when we are not going to put any sidewalks which are part of our urban plan, [13:03] which in general I don't agree with our urban plan, [13:06] but if there were something to be urban, I would say an industrial park is much more urban [13:11] and then a residential health attack, which we put sidewalks on. [13:14] So I am surprised by those two things. [13:17] So I don't know if there's more background, [13:18] because I don't have any background on this. [13:21] I just see what was in the packet. [13:23] That would be helpful. [13:25] I can speak to some of that. [13:27] So the projects are not a given. [13:32] They can build facilities elsewhere in the Foxities. [13:36] So the purpose of the TID is to create some incentives [13:40] to keep them in Greenville or to have them build their additions in Greenville. [13:46] And did they come in and ask for this, but there was a request. [13:53] Okay. [13:54] Hopefully that helps. [13:54] Can we also have comments? [13:57] Is there, can you see what land is actually owned by Miller versus what's still available? [14:01] Can you pull that up? [14:03] Miller owns all of it. [14:04] Oh, they own all of it. [14:09] So with that said, this is a precedent of a single organization coming and requesting [14:15] and it did any time they want to expand. [14:19] That's actually quite common. [14:21] It happens throughout the communities. [14:25] And I mean, elders can probably speak [14:26] because they represent many different municipalities [14:30] throughout the state. [14:31] Yeah, it's not uncommon. [14:33] And I would say it doesn't oblige the village [14:38] or any community as a press. [14:42] It's your decision, or the village's decision, [14:45] so municipalities decision to incorporate the district [14:48] and to enter into an agreement with the developer for seven-centives. [14:54] So what I would say is Project Plant and stand on their own, Project Stand on their own. [15:00] So, yeah, it doesn't necessarily set. President, when it's not in a common, this is the primary economic development tool of municipalities in the state itself. [15:12] What they're planning on building is that just going to be a warehouse with a little bit of employees or with a speech, a manufacturing facility that would have a lot of employees. [15:22] The major, the building would be more of a [15:31] classroom, [15:34] I'm trying to remember exactly what they said, but it's not manufacturing, [15:39] but they're going to be bringing in clients doing training more of a training center. [15:43] They'll be bringing in their clients from across the US, around the world. [15:49] So we're going to get a lot of people coming to this area. [15:53] to utilize their training center. [15:56] The other part is more of an office expansion, [16:01] at least what they're proposing at this point. [16:11] A district reminder to the group here, [16:13] as well as I understand these tids. [16:15] If we approve this tid boundary [16:17] and approving the project plan for the tactic, [16:19] it's basically, this is the area [16:22] and the benefits that the village could see [16:25] if there's any development that happens [16:27] and then we'd have to have different separate agreements [16:29] with the organizations wishing to develop the land, didn't any increment in value of development [16:36] that would allow us to pay for the projects that are in the fall. [16:41] So this is just step one, and this is proving with the tid, the boundary and the projects [16:45] that are in it, not any of the development that's happening there. [16:53] Any other questions? [16:54] Otherwise, look for a motion. [17:02] Everybody shy tonight, so I'll make a motion to approve resolution 30-26. [17:07] And the second for Michael, any other questions or comments? [17:12] I'm not hearing any. [17:13] So we'll go forward with our vote. [17:14] All in favor of the motion is stated to approve resolution 3026. [17:18] Say aye. [17:19] Opposed? [17:20] Aye. [17:22] That's on the vote of five to one. [17:24] Motion carries. [17:24] For item seven a. [17:26] As far as closing, do we have any announcements? [17:28] Our next meeting would be towards the end of September. [17:31] Next meeting would be September 28th. [17:34] Five PM. [17:35] And then I don't know if you wanted to discuss. [17:39] The official mapping, as far as did you want to do, a special meeting for that, or [17:44] include that as part of the regular meeting in October? [17:49] I haven't caught up on the minutes from that meeting, so if you have any suggestions? [17:54] Just based on the responses from the email sent out either the 19th, would work, [18:01] or the 26th, which would be the regular landing commission meeting date. [18:05] on. That I would just stay with that one. I want to give you a lot of people on again. So [18:11] I'd stay with the 19th. Make it a special meeting and just if it's not just a year [18:15] of interest in mapping. The 19th. October we're talking October 19th. Yes. Thank you. So for [18:26] those interested in the official mapping of roads that will be October 19th for that discussion [18:30] We'll come back up again and then our next planning commission meeting then would be September 28th at 5 p.m. here at the bill at all. [18:38] Any other announcements, Mark? [18:40] No. [18:41] Okay. [18:42] Okay. [18:42] If we're a motion to adjourn. [18:45] Motion to adjourn. [18:46] Say it. [18:46] Michael's given the motion. [18:47] Fred's given the second all in favor. [18:49] Aye. [18:50] Post. [18:51] The motion case means adjourned at 5.19.
