[6:16] Uh, the one thing I think I will add in the executive summary, um, I'm going to [6:20] just add, if that's okay, um, just a a characterization, [6:28] um, sentence for each, uh, lake. [6:34] because that's that's one section that I really didn't capture here and I I think [6:38] it's important to just um [clears throat] [6:44] to highlight sort of the sort of the differences. So, you know, the fact that [6:49] uh Lake Eugenia is a reservoir, you know, Brewers is a private lake, um, you [6:54] know, Irish, um, [6:59] you know, kind of smaller lake with a small um, and then Will Cox. So, so I'll [7:04] just add a sort of a characterization sentence. So, you know, for the [7:07] executive summary, it's not supposed to create anything new. It's really just to [7:11] capture um, something that's already really existing within the report. Uh is [7:16] there anything else kind of missing maybe from the executive summary from [7:20] from your perspectives? [7:28] I did add one news um one new table that's in the main body as well and it's [7:35] captured in the executive summary um is an overview of the proposed actions and [7:40] recommendations by key lead groups. Um, so it's it's on page four and five. [7:48] Um, and I thought that might be helpful so that we can then recommend specific [7:56] items to uh to council like so the current council. Um, you know, we do [8:04] have I think we might be able to still squeeze this report in uh in September [8:09] and so council will have the opportunity and we we can ask to for for a report to [8:14] come back um on the items um highlighted um for for this current council and and [8:22] that is one item that I I do want to gain your feedback on. So if we do take [8:28] a look at page four [8:33] we have so the first section on page four so the overview recommendation by [8:38] key leads so speaking so first speaks to uh the municipality of grey highlands [8:45] uh first bucket are the items that have been implemented or are in progress so [8:51] we're highlighting there things that we we have already been able to action or [8:55] things that Bray Highlands is is already doing such as um the septic [9:00] reinspection. So fertilizer, septic reinspection and then the water quality [9:04] testing items. Uh the second [9:09] um [9:13] the second uh piece is to be considered um recommendations to be considered [9:19] maybe uh to be considered now by the current council. So given the fact that [9:24] they're more they're quick win rankings and have a lower resource and funding [9:30] need. Uh so those are so that's the tidy yards [9:35] bylaw allowing the naturalized gardens and and longer [9:40] uh grass lengths a signage strategy. [9:45] the invasive species um reporting [9:51] the enhanced public beach access points conditions [9:56] a comprehensive communication plan a lake management [10:02] um committee. So it's it may be just being you know open to participating you [10:09] know in some sort of format of a of a lake management committee moving forward [10:14] and advocating to public uh [clears throat] advocating to government [10:17] bodies you know as as needed or as required um when we think about um you [10:25] know our lake our lakes and and um I think the one item there would be you [10:31] know creating stronger working relation ations with OPG. [10:37] » Um, Nadia, can I just um for the second last one there, the I guess the working [10:44] group participation, are are you sort of suggesting that the current council [10:50] set it up for the next term or for or for the next year or something like that [10:56] or or >> so the structure would still need to be [11:00] decided. >> Okay. So not recommending a [11:04] structure but recommending um participation if a structure does um [11:11] form >> right [11:12] » I don't necessarily believe um there should be another lake management [11:19] committee under council you know my my belief and my perspective [11:25] is you know if there was um a council or a committee formed in the community with [11:34] those who are interested in lake management. [11:37] Um that could be one way. Um the other way could be if [11:45] uh but it would require dollars. say if um council believed and wanted to ensure [11:53] that there was good um coordination going forward and could [11:59] ask the cons the conservation areas the conservation authority. So we would pay [12:05] the conservation authority um you know to hire you know fund [12:11] somebody to take the lead to do something like that. Okay. [12:17] » So, it's more about participation and the ask would be um for a staff report [12:23] to come back. So, it wouldn't be saying, "Hey, go ahead and do this." It would be [12:28] asking um the the way I would see this work is the request would be for staff [12:35] report to come back [clears throat] to see um you know, what could be done, [12:41] right? So in terms of of a tidy yards bylot, you know, so kind of confirming [12:45] um so yes, we don't have one and we could add naturalized gardens. So to [12:51] allow, you know, um properties to have, you know, the the native, you know, tall [12:57] native grasses, you know, in their front yards. [13:00] » Um you know, a signage strategy. So, you know, so as we speak to better um a more [13:07] coordinated sign, you know, for invasive species, you know, so communicating, you [13:12] know, invasive species or uh board boating restrictions, etc. You know, [13:16] when we think about the Lake Eugenia, you know, when we were [13:21] down there, there's there's a whole bunch of old older um signages over [13:26] time. you know, I think there's an opportunity to review all those signages [13:31] and and I and the boat launch, you know, organization, that Eugenia committee [13:36] there, uh they too believe there needs to be uh you know, a review of all those [13:42] signages. And I think as we do that and and and create um you know QR codes on [13:48] them so you know so it could go back to some sort of a come back to a grey [13:53] highlands lake management website you know a permanent website with all the [13:59] information um then all those kind of signages there should also be [14:03] appropriate signages at all access points as well [14:07] » right okay [14:12] Uh okay. Yeah. My my is my question was [14:16] only just in terms of you know the the current council is is sort of at the end [14:20] of their uh end of their rope as it were and [14:26] » whether it it it will might fall to the next one too. So, but so what could [14:32] happen is um this current council because you know this has been a task [14:36] force under the current council we could ask them for staff report on these kind [14:42] of more I'll call them kind of quick wins [14:46] » right um lower you know less um less effort resourcing um and if you ask for [14:53] a staff report to come back it won't come back to this current council but it [14:57] would come back to the next council Okay, that's yeah. Okay, that makes [15:02] sense. I understand now. >> Yeah. [15:07] So, um so the question is so I I'm going to pause here because I think this is [15:10] sort of important. Um does does this make sense? [15:22] » Yeah, I think the structure is is very clear as to what how things fall fall [15:27] out. [15:32] Is there something that should be there or shouldn't be there? [15:45] And then when we take a look at the third bucket, you know, so those two, [15:49] you know, items to be considered for, you know, incoming potentially incoming [15:54] um council. So these so these are items that would require greater resourcing [16:01] you know so something like so you know that that includes the comprehensive [16:04] lake studies right because that that would require significant monies say if [16:09] we wanted to do a wholesome you know scientific study of of Lake [16:13] Eugenia for example um roadside native plant buffers so that [16:18] could be like an adopt a road um approach kind of uh plant buffer [16:24] program. [16:28] Um, a wash station, right? So, because that would require dollars, [16:34] a carrying capacity study for Lake Eugenia. So, that would be from a [16:38] planning perspective and would require dollars. Um, a [16:44] protective lake plan and bylaw. So that'd be more of a review of maybe [16:48] potential other items, but that that would also require more investigation [16:53] because I I really don't know what what that would be. Um and then enhance the [16:57] boat launch. Um so with in conversation with the that Eugenia the Eugenia [17:04] development uh committee there um [17:10] you know they are I think they are looking to continue to um have [17:14] conversations [clears throat] uh with staff and and with council to [17:18] ensure that they are maintaining um that boat launch in good uh so so [17:24] [clears throat] that you know it isn't it uh is maintained well Um, I think one [17:29] of the items, you know, that was brought to my attention was [17:33] the landscaping, you know, so the dock seems to be still okay, but the [17:36] landscaping of the uh the uh the shoreline um maybe some concerns there. [17:44] Um you know, as boats come in and you know, might be bumping up against uh the [17:49] side of the lake. Um [17:54] so so you know so so I think it's good to under you know under maybe just to [17:59] highlight that um and you know the group will continue you know to um you know to [18:05] meet with staff and with to move these issues with with council. [18:11] So so any any comments on that? Does the [18:18] does the grouping seem to make sense? >> I think it does. And with the cross [18:24] references to all of the subtasks, I mean, it makes it comprehensive and easy [18:29] to find. I didn't find anything that wasn't in this report. I mean, you could [18:32] argue something should be done next week as opposed to next year, but I think it [18:35] covers all the areas. >> Okay. [18:39] Okay. Thank you. And then on page five um so then these [18:43] are proposed recommendations you know that um could be led you know by group [18:50] and like associations. So when we look at what is already being [18:54] implemented or in progress so water quality testing um so Laoa you know is [19:00] doing um some testing along with friends uh the lake studies so that's you know [19:06] the friends of like Eugenia you know has been doing that um and then items that [19:11] could be considered you know at the at the lake association as potential leads [19:17] uh could [clears throat] be you know additional water quality testing uh [19:21] there's the Irish like um it also we also do recommend um more testing at [19:27] Eugenia. So I do you know um so we we have as recommended the five locations [19:35] those five sites um because Laoa is just focused on the [19:42] green blue algae uh but if we believe the fullome you know phosphorus etc [19:48] should be um uh tested as well I I'll just add the the Eugenia one as well. [19:57] Um, so reviewing, you know, no wake zones, review boating restrictions, [20:04] continue to enhance boat launch, continue to enhance the communication [20:07] plans, continue to enhance education plans, consider like management [20:11] committee work and coordinated efforts and, you know, advocate to government [20:16] bodies and agencies. And I'm using the words, you know, to [20:21] continue and to review, you know, because we do know, you know, the lake [20:24] associations already do this work, but there is the opportunity to to enhance. [20:35] » Yeah, it's an ongoing thing, Nadia. >> I'm just waiting for the next invasive [20:40] species to come along and change the whole, [20:43] » you know, honestly. Yeah. >> Yeah. And I think what you know what's interesting is um [21:58] you know because there are some differences you know by lake and when [22:03] you do take a look by you know at a by lake um lens the public access points uh [22:10] does pop up for brewers Wilcox and Irish. So I think that's of interest. [22:20] Uh any comments here? Okay I don't see none. So we'll keep [22:26] going. Uh the lake management plan guiding principles. So we so that has [22:32] been there for some time. Uh the only thing that I did add was on page nine [22:37] the second uh guiding principle recognize the links between the human [22:41] health environmental health which support I added the economic health [22:45] aspect because um I didn't want to lose that [22:50] » because um because we we do hear that from from [22:54] residents because they do worry about their valuation. [33:51] » I'm I'm gonna jump in here. Um, is that we sus it's sorry I think a suspected [33:58] cause. I don't know. Do we have ev is there evidence out there? I'm just [34:02] thinking from what we've been reading over the last little while. [34:08] I I know the [clears throat] uh the friends of Lake Eugenia have a very [34:12] different approach. There's there's lots of research [34:16] material published research material from uh respected authorities that [34:21] indicate that zebra muscles has an impact because they eat the algae that [34:25] would otherwise consume some of the nutrients that are leftovers. There's [34:28] more nutrients for the for the blue green algae to to feed [clears throat] [34:31] on. >> No competition. [34:34] » Yeah. >> Yeah. [34:36] » So, yeah. So, we do have research that supports that. Um, we don't have [34:42] specific research on luggenia itself, but there is known research and so if [34:49] that needs to be rewarded because I I did say zebra and muscles a known cause. [34:54] So, if that needs to be more specific, um maybe that doesn't [35:02] um [35:05] » actually I I did see some of that same research think looking back thinking [35:10] about it. Um but perhaps there's a there's a better way to to phrase that. [35:16] » Yeah. Um but I I think even really our our issue [35:21] is the regardless of the cause or the the issue that that we we need to [35:26] address is the presence of the allergy blooms. [35:29] » Yes. Under action four, storm water runoff [1:44:46] recommendation 4B, add taller grass heights. And under 4C, [1:44:53] add adopt a highway program.
