[0:00] Yep. >> Okay. I call this Historic Preservation [0:03] Commission meeting uh to order on Monday, March 2nd, 2026 [0:10] at 5:30 p.m. Are there any public comments? [0:18] » Nope. Okay. Approval of previous minutes from [0:22] the regular meeting of February 2nd, 2026. [0:26] If you want, we could probably table that till next time. So we have at least [0:30] four people that were here to approve it. Yeah. So I'll just put it on next [0:34] agenda. Number four, then HPC application number [0:40] 26-00004, [0:43] excuse [clears throat] me, discussion and potential action on a request for a [0:48] new door on the front of the building for the second floor access and new door [0:53] on the rear of the building for a building located at 111 East Oklahoma [0:58] Avenue. Staff report. [1:00] » Thank you, Madam Chair. Uh, as indicated, this is a request for a front [1:04] and a rear door. Uh this is at the Terara Rosa uh art uh art studio on uh [1:11] East Oklahoma. Uh maybe some had noticed, maybe hadn't noticed, but on [1:16] the side of the building there was a door there that has access to the upper [1:20] floor and then on the rear of the building there is a exterior access uh [1:26] to go uh on the fire escape and down. Uh the owner has been doing renovations [1:32] inside and at this point is looking to have both doors replaced [1:38] uh in that he had provided uh what the front door and the rear back door would [1:43] be as well as the colors which would be similar to what he already has for his [1:48] signage in that it's the very bottom one. Yeah, the 1302. [1:54] » Yeah, it's there now. Uh in that. So with that, I give it back to the [1:58] commission. Uh the applicant is here if you have any questions of him. [2:02] » Mr. Beonus, do you have anything you'd like to say to us or are there any [2:07] comments or questions? >> I think that's a great choice and it [2:12] looks good. >> Yeah, there's one across the street [2:14] that's got the same. >> Yeah. Yeah. Good. [2:19] » A motion to uh approve. >> Motion by Lisa. [2:23] » Second. >> Second by Nathan. All right. [2:27] Lisa Kennedy, >> yes. [2:30] » Nathan Turner, >> yes. [2:31] » Carol McPeek, >> yes. [2:33] » And Valerie Duncan, >> yes. [2:35] » All right. 40. Perfect. [2:43] » Okay. Okay. Uh, item number five, HPC application number 25-00008, [2:50] discussion and potential action on an expired approved minimum maintenance [2:55] plan and new colors for existing canopies for a building located at 2024 [3:00] West Harrison Avenue. The blue bell staff report. [3:04] » Thank you, Madam Chair. Um the applicant was here uh the last [3:09] meeting for uh one of the buildings across the street and during those [3:14] conversations it was suggested that we put this back on the agenda to review [3:19] again. The applicant has been working uh diligently on the building and has had [3:25] uh made significant improvements. uh as you indicated with your intro, the plan [3:31] is actually, you know, uh in violation because it's expired. So, uh this is [3:37] opportunity where the uh commission could give an extension or [3:43] take into account what's being done and given an extension so he can uh finish [3:47] that up. But also in talking with the applicant, uh originally when he did the [3:53] paint that was approved for the building, uh they were going to leave [3:56] the canopies, uh the blue that they were, uh since that time they would like [4:01] to change those colors. And so they provided some samples of the coloring [4:06] that they would like to utilize. Uh there was kind of the the brownish I [4:13] guess uh uh that was with the doors, the kind of yellowish and then another u I'm [4:20] not good with colors, but it's the cherrywood. Anyway, you saw the and then [4:23] a lighter color uh at the back. Uh so again, those are the items that are [4:30] forth and in your packet. uh did provide all of the pictures that the applicant [4:34] had provided showing the be before and after uh improvements. So with that, [4:40] I'll give it back to the commission and obviously the applicant's here to answer [4:43] any questions. >> Mr. L. [4:47] » Okay. So the only way that the only change you want to make at this [4:52] point then is to change the color of the awnings. [4:56] » Yes. Um, we had it that we weren't going to paint it just because of time and [5:01] they're not peeling or anything, but >> almost everybody that goes by, they [5:06] said, "Oh, everything's looking great. What color are you going to paint the [5:08] awning?" So, [laughter] I think I don't think we could leave it with the current [5:13] blue. And you did approve originally, and we had spoken with Aaron Green. I [5:17] had kind of directed, oh, it look cool if it was uh canvas. When I talked to [5:21] people about it, they didn't like that idea. Most of the people I know I'm just [5:25] pulling people on the street um just cuz they are not canvas um and the colors [5:31] that are there they weren't sure some people that were really good with colors [5:35] um Van French used to work in paint and he said [laughter] [5:41] and so I was kind of leaning towards um either the gold or the um dark brick [5:47] color um that I showed on I think that's in your materials um or we have the dark [5:54] wood color would look rich as well, but I think it might be too redundant of [5:58] what we did on the trim. Like we want it to look different and that's why we were [6:02] thinking of maybe the gold if you guys were in agreement with that. Yeah. [6:08] » Kind of the same gold that we used on the um trim. [6:12] » Yeah, I think it was the second sample that was in there. I assume that was the [6:16] gold. I didn't put it up on there, but it's I [6:20] think >> And it says that the original paint [6:24] color once you tested it out, it didn't it wasn't what you thought. Well, when [6:31] we got the other colors on there, it we weren't really wild about the um first [6:37] first of all, and there was a lot of street construction, but even as we [6:41] painted, we started noticing and on the Victor as well, just dust accumulation [6:45] and what it looks like. And that light beige I don't think would season well. [6:51] Like I started looking at other people even with lighter color awnings in other [6:55] cities and things and they just always look dirty and dilapitated and I just [6:59] thought the darker colors would >> weather better. [7:03] » This color right here right >> I got to armor up. I'm really sorry you [7:08] guys. >> Yeah, that's the wood one. Correct. Oh [7:10] no. >> Put the glass. [7:12] » Is this the color that you're >> Which color was that one? [7:17] » Gold. Back in the day, I could have seen it [7:19] from here, but yeah. >> Okay. And that's the only significant [7:24] change then. >> Yeah. Yeah. Everything else I I want to [7:28] kind of continue with what I think we planned and I like it. The upper windows [7:33] are more difficult than we thought, but um I still like the brown and gold and [7:37] we tested one and you could see it. We were kind of questioning if you'd even [7:40] see the gold and is it worth all the handwork and you really can. So, I think [7:45] we we're happy with everything else. Well, I really like the green so far. I [7:49] think it looks >> good. Thank you. [7:50] » I know. I was going to commend you for that. It It really looks good. [7:53] » Oh, thank you. >> Very nice. [7:55] » Thank you. >> So, you decided against the canvas, [7:57] though, and you're thinking going more along the lines of painting it one of [8:00] these colors. >> Yes. [8:04] » And that's where we're leaning the most towards the gold um that you see in in [8:10] that packet. [8:17] And if I had more time, that little black square would have shown you it in [8:21] application, but I think you could picture. Yeah. [snorts] [8:27] » Didn't make a motion. >> Make a motion we accept the color [8:31] change. >> Okay. Are you going to take any action [8:36] on the minimum maintenance plan? [8:43] What action would that be? >> Well, to basically take it out of [8:46] violation and and give it a uh date cuz currently because he didn't meet his six [8:54] uh month period, what was it last year in that it's been in violation. So, he's [9:02] been receiving citations due to a minimum maintenance plan not being uh [9:07] valid. So if the commission if you want to give an extension to say we'll give [9:14] you we'll you know give you another 30 days to finish it or 60 days or [9:19] something like that. That way it takes him out of a [9:22] » violation. Let's treat these as two different [9:25] » Yeah. No, that's Yeah, I agree. I just didn't know if that was going to be the [9:28] only action. Yeah. >> So if you want to deal with the colors [9:31] right now understood. Perfect. >> Then we'll address that next. [9:35] » Thank you. Okay. So, we had a motion by Nathan and [9:41] was there who was the second? Oh, Lisa. Okay. [9:45] All right. Yeah. And this is for the color for the gold that was provided [9:49] within the uh packet. All right. So, hold on here. Make my notes. [9:56] All right. Lisa Kennedy, >> yes. [10:00] » Nathan Turner, >> yes. [10:02] » Carol McPeek, >> yes. [10:03] » And Valerie Duncan, >> yes. [10:05] » Okay. So, we got an approval for the go gold for the canopies. [10:14] » Okay. Under the same item number, now we uh discuss potential action on the U [10:22] minimum maintenance plan. [10:28] How's it going? How's the project going? It painting and stuff like that. Yeah, [10:33] it we are making progress. It hit everything and and um I've talked to a [10:38] couple people already about catch it early, don't wait. Um just because it's [10:42] it's not just a paint job, it's a rebuild job. Um yeah, the seconds story [10:48] windows were a beast, too. Um just like the tin was. Um, some areas have been [10:54] great, some have been difficult, but what I tried to do, [10:58] um, this month is do a little bit of everything so that I would know [11:01] realistically what we're looking at. Um, tuck pointing. Um, I was able to do some [11:07] of it. I did about five areas. I still indicated about 55 other areas that I [11:10] need to do. Um, the windows I tried to do from the inside like I did over at [11:16] the lints, which I had to do from the inside because of the power lines. This [11:19] was easier to do from the outside. Um uh and now we've gotten a second um [11:26] scaffolding set as well. So we'll be able to work to it because I also have [11:30] 60 days to finish the uh firehouse. So I I don't want to be compliant here and [11:35] not compliant there. So it's moving along better, but um with 30 windows to [11:40] do upstairs because they do go all the way around the the window. I see about [11:44] 30 days of work there. Um, and then about 50 days to do the [11:49] um, talk pointing. Although I am talking to people to see if I can get somebody [11:53] to do it faster. So, so far we've had difficulty. [11:59] If anybody's watching and can do that, call me. [12:01] » Did you say, >> pardon me? [12:02] » Did you say 50 days? >> Yes. Yeah. Because we have to actually [12:06] get and a lot of those are by wires and things like that. So, we actually have [12:10] to do it from the scaffolding and move it around or we're going to have to rent [12:14] a truck and but it's still up through wires. There's uh cables that hold up a [12:20] pole in front of the building and there's wires down the alley and there's [12:23] Yeah. So, there's difficulty to get to. It's not just around the base where I'm [12:27] counting the whole building. Yeah. That's the backside that you can't see [12:32] as well over the rooftop. Um and yeah, that's it. And then we'll have [12:38] to paint the awning now. But that's, you know, that's not a big task [12:43] cuz that's prepped. That's just we have to roll. [12:50] » I'm trying to remember the brick pointing was originally a part of this [12:54] minimum maintenance plan. >> Yes. Well, [12:58] » facade. >> Yeah. On on the facade there was some [13:02] fixing of the but I think as Mr. lad indicated there was more than what was [13:08] realized initially. >> I I indicated it in there. Um I was the [13:13] one that blew the whistle on that. There are [13:17] several places that really need attention but to hit the whole building. [13:22] That's the the that's what I would be doing with the 55. [13:26] » So you're asking >> So like if I'm pushing things so they're [13:28] not my problem again, like at least the building will stand for 15 to 20 years [13:32] and now it's somebody else's problem. I would address them all. If we're just [13:35] trying to take it out of minimum maintenance, then I could maybe cut that [13:39] down to 10 days and we'll just hit the parts that really need it. But there are [13:43] some that I'm sure if you came and saw the building, you'd go, "Yeah, you need [13:45] to handle." >> So basically, you're asking for a 90day [13:49] for 90 days. >> Yeah. [13:51] » Why do you want to focus on the paint and changing the paint? Because I don't [13:54] necessarily feel that the paint is a problem instead of focusing on the [13:58] minimum maintenance to get that off your back before changing the colors. [14:03] And again that was just because once we're done with this I even though yeah [14:08] it's not part of the minimum maintenance to paint that we have finished [14:11] everything else other than that and it that wouldn't add greatly to the you [14:16] know we have three awnings to or four awnings to paint. So that wouldn't add [14:21] greatly to it. It's the the windows again isn't painting the windows. It's [14:25] rebuilding the windows. The scaffolding is a paint job. So, you don't feel like [14:29] paint redoing the paint on this would take time or money per se? [14:34] » It it will take it will add time and money to the project, but um at least [14:41] and again, it's not necessarily part of this, but I sure would like to get it [14:44] done. And by fixing this, one of the benefits is I have a renter. We've had [14:48] the second meeting or a potential renter and they're really wanting to do it. So, [14:53] I want to give them everything they need to to be successful. So, I'd like to [14:59] paint it if I can. >> So, if I was in your shoes, I would [15:01] really focus on the minimum maintenance before I would changing the colors [15:04] because your renters are going to be there. [15:06] » Yeah. >> And it's going to save you some time and [15:08] money to be able to focus on that as opposed to changing the colors. [15:13] » And we could I mean, you've approved it now, so I think you have six months. So, [15:18] I Yeah, I could definitely jump across the street and get the firehouse because [15:22] I I also want to get to the Victor, too. So, yeah. [15:27] So, [snorts] >> so that's true. [15:29] » You're basically asking then for another 90 days [15:33] » and um I certainly am sympathetic with the idea that these jobs turn out to be [15:39] so much more than anybody expects them to. I own a historic home so I know [15:44] that. >> But there also has to come a point where [15:48] we quit giving extensions. And I want you to think really hard. Is [15:53] 90 days reasonable? because if I vote to give you a 90-day extension on this, I [16:00] will not ever vote to do it again in the future. [16:04] » So, I'm just warning you about that. >> Yeah. And and [16:09] it is difficult because, you know, like even during this time period, we got all [16:14] the scaffolding set up and everything else and then we got 23 mph winds and [16:17] you can't be on scaffolding um in 23 mph. [16:21] » I sympathize with that. That's awesome. >> So, I that's the only X factor I have. [16:25] like I do I did test it and that's why I feel like I can get it done in that a [16:30] lotment of days. Um and that didn't include painting the scaffolding. That [16:34] would just be you know but you know you're at 85 days just on the the tuck [16:39] point and finish the windows. Um but you're right if there's winds, if [16:44] there's rain, those hold us back. It's not that we don't work. Those are good [16:47] days that we can go and be shopping products and things that we need to do [16:51] and fixing. you know, we had heat and air and everything else that you have to [16:55] do just being a building owner in other places. But, um, I think if if I do [17:01] believe that that's a realistic time frame, number of work days now, in that [17:07] I think it'll take 85 days and I feel comfortable with that. That only gives [17:10] us 5 days of mess up on a 90-day extension. That's tight. Um, you know, [17:15] that means we got to double up or hire people if we see rain or, you know, we [17:18] we got to get think more things going. So, would I feel better with an extra 30 [17:22] to be protected? Definitely. You know, but um it's Oklahoma, so you we never [17:30] It's It's been kind of gorgeous for for a while, so you know, it's hard to tell, [17:36] you know. But I have a jacket on today and had a t-shirt on two days ago. So, [17:41] » have we approved two extensions so far, Dan? [17:44] » Yes. [17:48] » Yes. If I uh cuz I had it written down. [17:53] » Do I hear any discussion? >> Yeah, but I think there were there were [17:56] two >> there were two extensions. [18:00] » I do have a question just cuz I've been in more meetings [laughter] than a lot [18:06] of people. Now, um I do need to come back in 60 days on the far house. Is it [18:12] possible to just give me an extension by there and and give an update on where [18:16] we're at and we'd know what I got done and [18:20] » the request that again? I'm not sure I understood what you're saying. [18:23] » Yeah. And if I can, I think he was saying just give him 60 days now and [18:28] then this will be back on the agenda when the firehouse is on the agenda. And [18:32] so it' be kind of an update and if more time is needed at that point. Am I [18:36] correct? >> Yes. because then I could [18:39] » just giving you 90 or 120 days >> because I would even know better by [18:43] then. Like that's kind of halfway probably through a realistic deadline, [18:46] but I would I understand like I'd be pushing pedal the metal and I have to [18:52] get the firehouse done by then. So I we're all here again. Maybe if you know [18:57] I just had an extension and table it till then to [19:00] » if I were in your shoes. >> Mhm. [19:03] » I would ask for the 90 days that you just have said that you're reasonably [19:07] sure that it's going to take because as I said if you come back in 60 days and [19:13] we've given you an extension for 60 days and you're not done, I'm not voting to [19:17] give you an extension again. I can't speak for anybody else on the [19:21] commission. But if you if you think it's going to take 90 days, then I really [19:26] think that's what you need to ask for. >> Okay. Well, again, I think I think it'll [19:30] take 85 days of work. So, you know, if we I I if if I was going to ask like [19:37] that and the point of no return and I'm doing the firehouse, I I would ask for [19:41] 120 because that gives me 30 days of wind and rain and things like that. And [19:46] I can almost guarantee we'll have 30 days of I think we have rain later this [19:50] week. So, [19:56] » so the question I think >> Yeah. So, I wasn't saying I'd get it [19:58] done in 60. I was just saying, you know, maybe we can I I'd have a better update [20:02] by then on I I will have done more windows and more tuck pointing and talk [20:07] to people by then. So, >> so if I'm not mistaken this, then [20:14] he's asking that we give him a 90-day extension on the blue belt. And we're [20:20] not talking about the the fire station at this time. [20:26] » No, that's correct because that's Yeah, that's already coming back. [20:29] » Finish the maintenance. >> So, I guess that's the question that's [20:34] in front of us right now. This is something that we want to do. [20:56] I'm my inclination is to grant the 90 days because of the amount that has been [21:02] done up to this point, but I'm going to be uh I mean y'all we can discuss that [21:09] uh because there's been a lot of progress. There's been a lot done to the [21:12] building and I'm incredibly happy to see that. [21:15] » Um, but to your point, Valerie, I think we we've got to have a a hard deadline [21:20] on >> I would make the motion that we approve [21:24] 90 days [21:28] extension. >> Are you good with that? [21:30] » Um, [clears throat] we have all got a vote. [21:34] » Do I hear >> you feel 90 days? [21:36] » Is there a formal second? >> You feel you can be done in 90 days? [21:40] I I I told you I could do it in 85 days and I'm that will mean five days of [21:44] rain, but I Yeah, I can I'm I don't have much choice. So, [21:49] » and holding off on the paint, you don't feel like that would [21:51] » I'll hold off on that. Yeah, >> I would hold off on the paint. [21:54] » We won't add that to the bucket. I'm just saying [21:57] » get these fines off if you get done what needs to be done. [22:01] » Okay. >> The paint is cosmetic. Yeah. [22:04] » You can always Your renters are going to be happy. [22:07] » Yep. Yep. >> So, [22:09] » yeah. Yeah. So, we had a motion by uh Nathan and a second by Carol to give a n [22:15] 90day extension and or completion of the minimum maintenance plan. [22:21] » So, Lisa Kennedy, >> yes. [22:24] » Nathan Turner, >> yes. [22:26] » Carol McPeek, >> yes. [22:27] » And Valerie Duncan, [clears throat] >> yes. [22:29] » All right. 40. [22:33] » I will say you've made great progress. Thank you. [22:36] » I am very, like I said, I'm very excited to see this much being done. [22:41] » Thank you. Well, if you need to ask me any other questions, I'll be on [22:45] scaffolding for [laughter] No, I'm kidding. Thank you very much. [22:47] » I know it's a lot. >> Thank you. [22:50] » Okay. Are there any staff comments? >> None. Thank you, Madam Chair. [22:54] » Any commissioner comments? >> No. Well, then this meeting is journed.
