some vagueness about well how far are
[3:06] those houses from the corner because
that street kind of comes in quarter
[3:10] ways before the houses. So maybe there
was maybe there wasn't in the plan but
[3:15] you know without having the plan you
can't tell whether they're supposed to
[3:17] have on there and we don't have
enforcement authority but nobody seems
[3:20] to have enforcement authority. So, I
think it's kind of I've reached the end
[3:24] of having any luck that I could maybe
hold the builder accountable unless
[3:28] there's actually a map that shows yes,
there was supposed to be a street light
[3:32] at the corner of Quellin and Plumstead.
That's what I've been trying to locate.
[3:38] I understand all the responses that I've
gotten and I I appreciate your multiple
[3:43] responses, Jeff, and folks on with on
the lighting area team. Um, we know
[3:50] we've already got a quot cost us about
10 grand or thereabouts to put it in and
[3:54] we really think the builder and
developer should be responsible versus
[3:57] the homeowners association. So that's
kind of
[4:01] don't expect the township to do that's
not your problem. It's not your issue.
[4:05] The township had that map that showed
the lighting district. There was
[4:08] supposed to be street light there. Then
I could try to hold somebody accountable
[4:11] for it. But nobody's got enforcement
authority anyway. So they say
[4:15] construction bonds but then they say the
construction bonds are only for streets
[4:18] and sidewalks and not street lights.
I don't know. That just kind of went in
[4:22] here. And I also would like to thank uh
Chief Short for a little discussion
[4:27] before the meeting. We've had a number
of residents express concerns about
[4:32] ebikes and e scooters and other things.
We've had seen them rain
[4:39] faster than they probably should be.
We've seen them going up and down the
[4:42] BMS in our common areas causing
potentially some property damage. Made
[4:47] it attempt to get the place out.
They they were gone before the police
[4:51] got there. But Tom, myself, and several
other homeowners before we got
[4:56] additional information from the chief,
we're asking them and telling them not
[5:01] to do that. And the chief advised us
that what we should do is call and try
[5:05] to extract ourselves from the situation.
So we will if we have it again and we
[5:11] call again hopefully they will be able
to obviously there are other emergencies
[5:14] and things that take precedence. So we
understand that for getting information
[5:19] from you and kind of the rules and
regulations and we disseminate that
[5:22] attemp
[5:27] or electronic communication to all that
doesn't mean they'll read it or respond
[5:31] to it but

subdivision, there should be a street

deemed outside of the subdivision or
[6:45] not? That is the main entry on Zor Road
and we've had residents complain they
[6:50] drive by it because there's no light
there to see it at night.

sense to us that there should be one
[6:58] there, but it seems to be a little gray
area according to the the regional plan.

generally speaking is it can assist with

a good understanding of it. Warren
[8:00] County subdivision regulations state uh
that a light shall be installed at each
[8:06] intersection. And I Brad has a good
point about you know definition of that.
[8:11] Um, the confusing uh early uh language
or advice that Brad received from the RP
[8:18] one RPC staff member that was very
confusing was, "Hey, lighting districts
[8:23] are a township mechanism. Get with
them." Well, lighting districts are, but
[8:28] we cannot enforce county subdivision
regulations. Not that we don't know how
[8:32] to, not that we don't have this appetite
for it. We're not legally able to. and
[8:39] the uh the hammer that a county has with
their subregs are to um uh not fully
[8:46] relinquish or keep part of the
contractor's bond. How you hold a
[8:50] subdivision developers fee to the fire
is you retain some of the b a
[8:53] performance bond and you make them
perform all of the infrastructure. Well,
[8:58] sometime five plus years ago, the county
released all of that [clears throat]
[9:01] bond. So now there's no mechanism to en
enforce that. So, um, unfortunately, the
[9:08] county released the bond and I don't
know if the RPC staff have a full
[9:12] understanding of how to, uh, get with
their own other departments to enforce
[9:17] subdivision regulations. And so, the
best remedy, um, that, uh, Brad and I
[9:23] have talked about is for his uh, HOA,
either one or both lighting districts,
[9:30] to uh, they would have to pay Duke the
$10,000 Brad referenced. Duke will
[9:35] install the pole and so they would pay
the capital upfront and then the ongoing
[9:39] monthly electric charges.
This board can revise one or both
[9:44] lighting districts. And it's not a lot.
The the monthly charge might be $15
[9:49] perhaps for a light per month. Then that
would be um put on each of the owners.
[9:54] That would be the 12 15 bucks would be
broken down put on their lighting
[9:58] district for each parcel. So, um, yeah,
it it's unfortunate that the subdivision
[10:03] rags evidently uh were not in force.

[10:07] » And part of the problem too will be,
let's say that they do the Warren County
[10:10] subdivision equivalent of [snorts] like
a Hamilton Township zoning code
[10:14] violation. Will you sue them or
whatever, the the party in interest that
[10:18] now is going to be responsible for it
will be the subdivision itself because
[10:21] the biller is since surely I think it's
built out and is relinquished.

know, if they could convince the while

the light, um that the only party that

>> Yeah. So, the plan is as we see is to
[12:04] turn in trade in two uh Ford Explorers
that are 2021s uh that have been
[12:09] decommissioned. We're no longer in
service. We have two 2021 Taho that
[12:14] their warranties expired. If you
remember, the 2021 Taho were the ones
[12:17] we've had all the trouble with. Um
they've all pretty much I think every
[12:20] vehicle we've had either had the top end
of the motor replaced or the whole
[12:23] engine replaced. Uh these two vehicles
we continue to have issues with. They're
[12:27] out of warranty and uh I think those are
the best two to trade in. That will
[12:31] leave us with one spare vehicle on
staff. Uh looking historically with a
[12:36] couple exception of a couple one-offs,
one spare is plenty. Uh, so I feel like
[12:40] downsizing the fleet at this time makes
sense and with the trade in values that
[12:43] they're willing to give us, it really
reduces the cost of that new car.
[12:49] » Just high level that for the record that
what Q was speaking to there. So, uh,
[12:54] we're getting about $44,000 in tradein
for these four vehicles. Uh, the
[12:58] difference between that and the contract
purchase price on the the new vehicle
[13:02] with the dealer uh is about 11,000. It's
10,916.

22,000 $23,000 approximately in wrapping
[13:12] and the other equipment, lights and
racks and things like that that end up
[13:16] in the cruiser. Uh so this is a request
uh to appropriate may not quite get to

uh for this year and do it as an

>> I appreciate that, Mark. Yes. Uh we've
[14:43] talked uh here in these public meetings
in the past. A few months ago, we had an
[14:47] opportunity to purchase the vacant home
next to this building. That's going to
[14:51] allow us to have one central campus over
the years to to uh where the residents
[14:57] can come to conduct business with all
the different departments. Uh we plan on
[15:01] on October 30th having a fire training
exercise. We will be doing a uh control
[15:07] training burning of that uh building
because the home was built in the mid
[15:12] 1950s as you would expect. Uh there's a
little bit of asbestous in the kitchen
[15:17] and in the uh the attic. So uh to comply
with the law, we have to have a um
[15:24] certified company remove all the
asbestous. they'll appropriately dispose
[15:29] of it at the right place, get us a uh
chain of custody showing that we've done
[15:33] it correctly. So, Miss Murdoch and I
reached out to several Cincinnati area
[15:39] um as as bestus abatement companies as
well as demo companies and uh one of the
[15:45] companies we reached out to is
nonresponsive. It appears there's only a
[15:49] handful of companies that do this now
and they all have plenty of business and
[15:52] and our um uh building is not that
large. So, it's it wasn't that big of a
[15:58] job for some. So, we ended up the the
most responsive uh quote we received was
[16:03] from Envirro Works in the amount of
$17,300
[16:07] for the environmental remediation and
disposal of that. Um, it's also going to
[16:13] be necessary so that we do not have an
eyesore here on State Route 48. The week
[16:18] after the fire department does their
fire training, it's necessary to have
[16:22] all of the debris as well as the uh
footer foundation and all of the uh
[16:28] basement walls removed. So, we also
reached out to three companies for that.
[16:33] Again, a third company was not
responsive. We received a one quote back
[16:37] that was over $40,000.
Um, OORRO, which is pretty well-known
[16:42] company here in greater Cincinnati, they
had the most responsive bid at 38,900
[16:48] to fully remove uh the the home after
the fire is completed and all of the
[16:55] items I mentioned. It's necessary to
remove all of those because we have a uh
[17:00] plan in in several years to have a civic
center and community space there for our
[17:06] residents. it's necessary to remove all
of the existing structure. Uh when AOR
[17:12] completes their work, then our public
works is going to save us some money.
[17:17] They will import some appropriate fill
material so it can be compacted and then
[17:21] we'll seed and straw it. That way it'll
be nice grass space for the next several
[17:25] years that we will maintain. So we did
go out and get some bids. Couldn't get
[17:29] as many back as we hoped, but this is a
couple thousand dollars less than the
[17:33] other responder. And I think there's a
small uh
[17:38] auxiliary structure we would describe it
as out building on the property. The
[17:41] public works is going to deal with the
demo and scrapping of that.

some money and do that in house as well.

[20:12] police department. Yesterday was the
33rd anniversary of the Hamilton
[20:16] Township Police Department. So, I
appreciate that Chief Short uh has begun
[20:20] what we think is going to be an annual
event here. uh he invited all former and
[20:25] retired officers and chiefs that had
worked for Hamilton Township and we had
[20:29] close to 10 of them attend a lunch
yesterday was with the current staff
[20:33] that we have uh two former retired
chiefs from the department and about
[20:38] eight officers attended. So it was a
nice way I got to meet all of them. I I
[20:42] got some historical perspective about
the history of the department of
[20:46] township that I wasn't aware of. So it's
a really good way for uh us to have kind
[20:49] of an alumni association. So, they were
really appreciative to get a break bread
[20:54] and and meet some of the new folks and
and some of their former co-workers. So,
[20:58] I appreciated that. Um, our fire and
rescue department set a record in August
[21:03] with 341 total runs. That's an all-time
high for one month in the history of the
[21:08] fire department. I'm I'm not encouraging
Chief JW to break that record anytime
[21:12] soon. And I want to congratulate Chief
JW. He just completed his master's
[21:18] degree and that's a huge achievement and
I'm really grateful that he's here and
[21:22] and does his lifelong learner for
Hamilton Township. Um want to remind the
[21:28] community that we have Hamilton Township
Residence Day um on this Friday,
[21:33] September 4th. Residents who attend the
show at Homeramama, that's at the
[21:37] Estates at Booth Farms on Kazette Day on
Murdoch Road will receive a discounted
[21:41] admission when they buy their ticket at
the gate that day. And then Friday,
[21:45] September the 11th is first responders
day at home. Veterans, safety personnel,

public works department is going to make

not this week. It'll probably maybe
[22:40] starting Friday or next week. Um, and
that's going to save the fire department
[22:44] and the township several thousand dollar
by performing the asphalt full death
[22:49] repair inhouse.

her husband appreciated um a couple
[23:39] weeks ago. Uh one of our crews from
public works was doing some uh tree
[23:44] removal and some other repairs after the
storm that we had that week and uh she
[23:50] part of her note is that Chris and John
uh came to the neighborhood. They
[23:55] removed a large branch from their road
and her husband and and she were
[23:59] grateful for their hard work. But what
she really wanted to highlight was that
[24:04] um their children, some other
neighborhood kids came out, wanted to
[24:08] know what John and Chris were doing. So
John and Chris stopped, showed the kids
[24:12] the equipment, and you can see by this
photo, the kids were just enamored with
[24:16] the work. And I know that um a lot of
public works departments are great and
[24:21] that they have technical skills, they
work safely, they're responsible. So,
[24:25] while our public works uh gentlemen have
all those attributes, I think that we
[24:30] have the most rare one in the state
because our guys also are incredibly
[24:34] proud and they're incredibly hospitable
to our residents. They just don't give
[24:38] good customer service. They are
hospitable. So, I think that's pretty
[24:43] cool when we receive that level of
feedback. My hope is that one of those
[24:47] boys or girls in that photo 10, 12 years
wants to come and work in the public
[24:51] work. So that's a challenge I have to
those kids, but really proud of those
[24:55] gentlemen and that's a sign of how they
go above and beyond big big hearts.

second just to give a shout out to the
[25:03] guys and to John specifically, but as
you guys see that photo, uh John is in
[25:09] early preparation seasonally. He's a Mr.
Santa Claus around the holidays. So he

maybe let the beard grow in a little
[25:21] later closer to Christmas, but uh John
is ready at any time if he needs to dawn

go visit sick children and things like

salt of the earth great guys and uh

outside of DC and uh Macy's on the 4th

from 7:00 to 10:00. Traditionally, we've
[27:55] had that in the park, but we're
partnering with the PTO this time. So,
[27:59] Mil Primary on the 18th from 7 to 10.

So, congrats. Then, I'm just going to
[28:13] speak briefly to a couple road projects
that are uh going on that I've seen some
[28:18] chatter online, maybe a little
misinformation, or I've had a handful of
[28:21] folks reach out to me. Um, and these are
one is related to the new Aldi's. New
[28:26] Aldi's opened up a couple weeks ago, by
the way. If you've not been out, get out
[28:30] and check it out. But right now, the
only access to Aldi's is on Grandon
[28:33] Road. There's a full access. There is
going to be a right in right out access
[28:38] on 48. Um, in recent weeks, they were
doing some work there in utilities to
[28:42] prep for that. And they have now
restricted some lane access there.
[28:46] yesterday or it'll be on and off, but
they are now getting ready to pour and
[28:50] complete the rightin route act right in
right out access at Audi's for a second
[28:54] point to get in and out of there. So, if
you're seeing the cones on 48 wondering
[28:58] what's going on, that's going to be
shortterm, but it's for the second uh
[29:02] Audi's access location. The other one I
want to touch on briefly is have seen
[29:06] some stuff on social media and a number
of folks have reached out. Hey, what's
[29:10] going on on the south side of Grandon
between Truck Base and I think it's uh
[29:15] Davis Fabercraft is a business there,
but there's a strip of land there.
[29:18] There's a parcel and there's some work
going on clearing there and things like
[29:22] that. I some folks reach out. I think
we're concerned that it was an expansion
[29:25] of truck base. It is not. That is
related to the new road that the tiff
[29:29] was talked about and approved recently
for road construction there. So today,
[29:33] if you can picture, if you go on the
town center west of 48, which is the
[29:38] intersection at the late at the new
Kroger, if you go over, you have a Chase
[29:42] Bank and an auto service place to the
south and the road kind of terminates.
[29:46] Pebble Lane will be a new road that will
pick up there. It'll go west and then
[29:50] make a 90° turn to the north and will
come out to Grandon Road. Um, and then
[29:55] ultimately development driven. will be
another road there years in the future
[29:58] that connects to those roads and goes to
22 and three. But the current work
[30:02] you're seeing on Grandon Road is
preparing that area and site for new
[30:07] public street that will be a township
road in the future when it's done. And
[30:11] the first development on that is going
to be in the northern part of that road
[30:15] close to the intersection of Pebble and
Granite is going to be some commercial
[30:19] um flex space structures and a storage
facility. And then down the road,
[30:24] there's an apartment development
approved that'll likely get started in
[30:28] the next year or two and a little
additional housing uh phase that'll
[30:32] connect to that new street. But no
expansion of any existing businesses
[30:36] there in the Grandon area. That is for
new public road. Um that is all I've
[30:41] got. We have an executive session
tonight. Uh don't expect anything coming
[30:46] out of this. Ben, can I state the nature
of what
[30:50] people get concerned sometimes when they
see sale of property? Can I just speak
[30:53] briefly to what we're that what we're
discussing in this so no one's freaking
[30:58] out about the sale of property?

selling property or building or buying
[31:16] property. We're nothing crazy. Our lease
matures on this cell phone tower ground
[31:20] lease in a couple years and we have some
options presented to us. So, we're going
[31:24] to speak about that. But if you want to
hang around afterwards, more than
[31:27] welcome, but I don't expect any action
or further commentary on it. Uh, with
