thought well iuse it for my [1:59] reaches and I Wordsmith it right yeah it is scary how all the information you [2:05] give it and then what you get back from it is just bizarre how accurate it is [2:10] and it's yeah well I got a devilment issue check [2:16] like the Alber government yeah last Monday I deposited it Friday I got a [2:22] letter in the mail saying that it was account check with from my bank account [2:28] so went down to the bank you know what's going on you know saying well there's [2:33] nothing we can do about it but the way it is so i ph it was from AG i ph a [2:40] yesterday been probably three hours on the phone with they said well it's it's [2:45] a legit check like it's you know this all this AI it'd be nothing to counter [2:52] check that is unbelievable that's how scary it actually is is yeah it's [2:58] bizarre well and it just like muddling with your bank accounts I hope mine gets [3:02] richer yeah it's doing anything maybe I can AI I need money the bank took the [3:09] money back wow that is it was a counterfeit check or it was a real [3:13] that's as far as they concerned that's all the that's as far as they'll go with [3:17] they won't do no more research or nothing on so but it's so yeah and it's [3:23] how scary as you know if you look at things Bank Canada orders and they can [3:30] be fake and it's just think something from [4:30] have two resident homes for teachers there so if there's any development [4:34] that's their goal they want homes for teachers um so we talked to special [4:41] areas and they're still interested in taking part of it too so Thomas and I [4:46] have a lot of ground work to do and then once we have more we'll bring that back [4:50] to council what we're up to so yeah I had several meetings on night so I [4:56] didn't get much time to write much else so [5:02] you had your so what's the School Division want [5:06] to return for that land uh they had to take it to the province first but they [5:12] said it would be a very low to try to you know I know in another places they [5:15] sound for like a dollar or like $1,000 they sell it very cheap so [5:20] um we'd have to see what they come up with right and then there's a value to [5:25] that land I think they said it was 115,000 I think they added the that [5:30] so uh I guess if they donate that they'd want something back towards the building [5:35] of of the homes right they'd want that as their contribution to to the two [5:41] homes that they want but we're we're very early days I'm [5:45] figuring this side just for clarification though right [5:50] now the town of Hannah is doing the maintenance on that property yeah we are [5:54] mowing we're looking after the sidewalks we're doing all the meeting as far as [5:58] I'm aware we do it all yeah and so that timeline has been going on [6:03] for the last three years then or four years maybe [6:08] longer yeah that's worth discussing and pointing that out [6:12] to I just think the equivalence of you know time put in in our energies and [6:18] what has gone into that property probably is [6:21] yeah have another request regarding where they they because you probably all heard a chat [9:04] GPT where you can go in there and just ask it questions and it will answer [9:09] questions but if you look on the the screen there there's one we created this [9:14] it's called tavan resources so we've trained this part of [9:19] AI just on our bylaws and policies but we've not put everything in yet because [9:24] it's kind of time consum so all it knows it doesn't know anything else other than [9:28] the bylaws and policies that we FedEd so it would be a resource if we had a [9:32] question specifically regarding the L bylaw or dog license fees whatever [9:39] information we feed it or policies that's all it will answer it won't [9:42] answer anything else on the internet because it doesn't know it just knows [9:46] our stuff but um it can only learn from readable PDFs and a lot of oural bylaws [9:53] and policies they in scan PDF so we have to start converting them to readable PDF [9:59] so that you can read them and so if you had a question about I can't remember [10:04] which BW we put in there but we definitely put like the animal and the L [10:09] if you had a question I could type it in and you could see how it [10:15] works so it was getting [12:20] our stuff and mixing it up with others so I turned that off to know that's all [12:25] we know just can we allow like could we allow it could we block the whole [12:31] internet except for our website for example or Alberta Municipal Affairs or [12:37] and not that that's the best thing either because those things can have [12:42] inaccuracies is we also I also put the MGA in it so if you had a question about [12:47] the MGA you would ask it also quot Su section as well so you don't have to go [12:52] through your V all the time and find what you're looking for this will that [12:56] is a terribly consuming book yeah and like I always use the PDF [13:02] because I could search in the PDF but this takes it to the next step makes it [13:05] easier that to this and ask you to summarize it for you it we'll provide a summary of [14:28] the 20 Page app that we've been sent can you scan it into this or it all if you [14:33] look down here at the bottom see that little it says attach files so you can [14:38] attach files there and then whatever you attach you can [14:43] say different of Fes yeah there's a scan like when you scan on a photo and it's [14:49] just a picture of it it won't read them you have to you know when you save a [14:53] Word document to PDF it was those are readable so our new copy your do has [14:59] that built in now that when you scan it it it yeah but ocrs which is the re [15:09] versions not as good as this it's questionable sometimes it it doesn't [15:16] keep all the words in it misses words it doesn't understand so scans are tricky [15:22] yeah so it's it's better when you go from word to [15:27] PVF um so that's that one that we're we're [15:31] teaching it I think would be a good tool for all staff to use that so they have [15:36] that information available so I have a question then if all staff have access [15:41] to it who's actually just putting information into it is there only one [15:45] source feed it information with Google dogs Google Slides a website YouTube or you [16:38] can paste your own text in there so I haven't done this one yet we we use a [16:44] website but uh we try [16:52] it is there a is there a disclosure to stating like if you're getting it off of [16:59] internet um the source and such because not everything on the internet is yeah [17:05] well when we upload these to YouTube YouTube knows it's AI created so it also [17:09] puts that tag on okay but when L writes a little thing it says it's AI generated [17:16] so people are aware so it's gathered what that information is on there and [17:23] then when you click [17:27] generate T like minute or so this is where so it's really easy to make the [17:32] podcast and what we do is we take like staff reports and any events that are [17:36] coming up and we feed that into there and then it creates that [17:40] podcast of just a different option of keeping [17:46] residen in for long and it's it's not it's not over time consuming because [17:51] it's the information make sure it's it's not made [17:55] any mistakes I guess that's the biggest thing [18:02] well that's the thing with the um with the AI in general it's only as good is [18:07] the information to provide to it I know like I said speeches stuff you still [18:13] have to do a lot of work smithing to Danny down as I like to call [18:21] it I know we took this chat box AI uh course at the last CF conference I was [18:26] at it was like a 4our um teaching from a young man that was teaching it but wow [18:33] like you can go any it doesn't like I can tell it today like I want to go to [18:37] such and such a place it will give me every detail from here to then to there [18:42] where I can stop what I can do what I can eat what I can drink and and it was [18:48] very accurate it's it was almost scary how you [18:54] know I mean use it for anything yeah and these are early days like these are very [19:00] watch Terminator like what you right know but seriously there's they're doing [19:04] this because it's so exciting and it's doing it's fun and you can hire not as [19:09] educated people because this will fix your spelling errors but at the end of [19:14] the day just even yesterday they had an article that they're starting to [19:18] self-replicate already this is just make sure you protect the data and the the [19:25] structure of the town because as exciting as this is we have no [19:32] idea if it gets corrupted the damage that can be caused because everything's [19:37] connected yeah and all the stuff that we fed it is public information we've not [19:42] yeah that's the key thing we've not fed it anything that's not already on our [19:46] website or Is a public document there have been different um audio like [19:53] podcast or audio text audio AIS that we've tested and they're pretty robotic [20:00] we found this one to be pretty accurate and when when you listen to it and you [20:05] um think about it being a robot speaking and the inflection in the words and when [20:11] they take a breath and it's it's pretty darn realistic which um makes it fun but [20:17] you're right Sandra it's it's fun and it's going to be like Facebook I [20:20] remember my Facebook account when I first started I was so excited I could [20:24] connect with my cousins and see what their kids were doing and everybody was [20:28] you know posting that and now it's so much negativity so it's only a matter of [20:33] time before the world figures out and they already have they'll always be a [20:37] step ahead of the rest of us how to negatively use well [20:42] and got these people that seem to hack into everything to um manipulate yeah [20:50] that's usually on that that's usually on the user it's not the people that hack [20:56] because they're getting in because because you're allowing well that's what [20:59] I mean yeah so that you know as far as the security systems and stuff to [21:04] protect your inte and such so all that's working on that this is like when I [21:10] first got into AI it was because of like making images this was years [21:15] ago that this one will create images for you so I just typed in make a [21:19] promotional poster for the turn of Hannah there settings here [21:23] of what size you would like to make it you you can import again I put very [21:28] basic things in you but the more information you give it the more it will [21:33] give you what you [21:37] want and that's under the Ln no this is a different website called adoram [21:43] there's lots of AI generation pictures but uh this one does [21:48] really good with text like early days of AI they struggle with tax if you saw [21:54] early images of AI they struggle with hands and fingers it used to be like 10 [21:57] fingers on Chan so just by that simple text it's [22:02] even got our website it's obviously search the [22:08] web pictures are quite accurate but again I didn't beat at any [22:14] other information I just said make a promotional post for's a Hannah in the [22:18] states too probably it's interesting though on that first one with the URL [22:25] that it that it P it knew that you wanted our website but it's also [22:29] branding it the way that we were previous to our branding so it's some [22:33] found that somehow like on in the all capital [22:36] letters that's old with the www now we have all lowercase and it's just hannah. [22:42] CA all lowercase previously it was with the www and the all cap so that's really [22:47] interesting to me that it's pulling out from somewhere find the right place for [22:52] using this I think we've only used this for the graphic on the the podcast I [22:57] don't think we've used on Facebook [23:05] website what I did with the podcast one is okay so this is what it gave me and [23:10] then I said make it like the couple are sitting in front of a plate glass window [23:15] with background with cow grazing blah blah blah I got a few red cows had to [23:19] refine it some more ran out of free credits change the colors of their [23:24] shirts yeah they kind of limit you on on stuff like this like I think they give [23:28] be 10 credits every day so so what is the cost then we've just been using the [23:34] free versions except for the chat GPT can't do what we've been doing with it [23:39] without P but if you wanted to little icon top right to that co-pilot is [23:44] okay and you might be surprised to [24:16] learn we're doing it all through their official website now I know what you're [24:21] thinking government websites yeah how exciting can that [24:25] be this one is full of some uh interesting bits okay for starters yeah [24:31] did you know they allow Urban chickens in hannahb [24:36] chickens detail it's just that they're open to blending rural and urban living [24:41] in a way that a lot of towns wouldn't consider [24:46] trting their mayor Danny pu okay posts these updates that are more engaging [24:53] than your typical Town announcements but before we get into those maybe we can [24:58] start the bigger picture sure what's the scope of a municipal government like [25:02] Anna so Municipal governments are the level of government closest to [25:08] you things that impact your daily life in a very direct way the [25:13] garbage water roads par even things like libraries oh so the things we often take [25:19] for granted exactly and looking at Hannah's website yeah they do cover a [25:23] wide range of those Services utilities permits Community programs [25:29] business support it's all there okay they even have a whole section on their [25:33] Pioneer Village Museum interesting which hints at you know a rich local history [25:38] yeah what's interesting is how us a glimpse into priorities they're clearly [25:44] promoting a sense of community and connection to their history but they're [25:47] also focused on providing those you know really practical services for residents [25:52] right speaking of practical Services let's dive into mayor poi's message from [25:57] me about taxes all right he starts off with [26:02] some good news despite Rising costs the municipal tax rate is actually going [26:07] down oh for both residents and businesses okay but there's a catch [26:12] there's always a catch of taxes there of course if your property value went up [26:16] significantly yeah you might still end up paying more in taxes overall right [26:21] the mayor explains it as a balancing act they managed to keep the total tax [26:26] revenue increase under 3% okay compared to the previous year [26:30] that's a common tight rope block for local governments trying to balance [26:34] those necessary services with affordability great so it's very [26:38] conversational interesting thing like the one that we just posted it add some [26:43] inces in it so I had to put it in another program edit that bit out and [26:48] then upload it up so we can't just turn it out and make it public you just can't [26:53] kick it but yeah so we you know I pulled out about 20 seconds with con but it's [26:59] very conversational unless you knew it was AI you it was real two real people [27:04] chatting away it's the same as the ones that are are seen in the actual video [27:11] it's the same voices right yeah you can't change devices and they say maybe [27:16] in the future you can try We'll add more things where we can just go in and [27:21] change the test adding an English accent maybe get [27:29] is the long-term goal of AI so that we don't have to have people in place we're [27:32] going to have we don't have to have this building we don't have to have this [27:36] structure we canob is learning how to prompt properly [27:42] that's it's like you know like right some people say this is like a cheat [27:46] using AI but I think if you go back 30 years or 40 years when people went from [27:50] doing our finances year and they were doing them on paper right and then Excel [27:55] came along probably people thought that's a cheap you get an Excel to do [27:59] all these calculations for you and before that people used an abacus and [28:03] they probably thought a calculator was cheating so like [28:07] technology important that you know we ride that way and we well the other [28:13] interesting thing with AI is it takes emotion out of the takes emotion and [28:18] human almost out of that so if Matthew is replying to a [28:25] um unic property I put tically speaking he can actually go in and it takes out [28:31] all the emotion out of it and it's just a very generic statement almost for I [28:37] train to be nice so whenever you give it something it's it's going to be nice [28:42] then you would have to edit it depending on wanted to be with it be very [28:47] sarcastic yeah they they can do that given if you [28:51] put the right prompts in it can change its personality if response you just [28:56] have to know the right prompts to give it do that so as this is taking time [29:01] away from staff then it's just a matter of trying to find other things for the [29:07] staff to do like they could be doing more on whatever um that had not yeah I [29:14] think there's always stuff for staff to do right it makes them more efficient [29:19] and it us especially in communicating with could you imagine if when on and L [29:24] had to sit down and create a podcast on their own a real one how much [29:29] that would take them to do and I'm not going ruction I'm just saying that it [29:35] would give them more opportunities to get more like do more stuff it would [29:40] save time if they had to respond like an angry resident that they had to craft [29:46] the know sometimes you have to bite your tongue when you're you're replying right [29:53] so resolve that issue for you right so oh yeah those are the I guess the main [30:00] things that we use AI for like the setting up that knowledge base so it [30:05] can answer questions the podcast and a little bit [30:09] for the images not [30:14] much it's cool and it's scary all in one yeah and there's new things now that [30:20] I've seen videos off where you can give it a [30:23] task and you can watch it research on the internet and gather information and [30:27] it will open up Excel and create an Excel document for you and so there's [30:33] it's it's moving rapidly and well I guess that's the thing is if you're if [30:38] you're not involved in it now in the development phase uh you know you're [30:43] going to be left so far behind yeah if it does become something that is [30:48] competitive your business and and such well even the technology like with this [30:54] deep seek that got kicked off on Monday whatever it was um is knock the crap out [31:01] of the the American version of AI and and [31:06] it's just it's a far cheaper version of it so it's I mean it's it's evolving [31:12] continuously like I can't remember what the number was it was like4 billion doll [31:17] hit to the US economy when deep seek launched their version of AI and uh I [31:23] mean it's just and then there was a report last [31:27] night [31:30] um through necessity because the um creators in the states wouldn't share [31:36] some of the information with the Chinese people and so through necessity Chinese [31:41] people come up and built their own version of it and it appears to be [31:44] better and cheaper so it's interesting how it evolves I mean and that's in a [31:50] matter of what three four months [31:58] any more questions on AI we lost just ask them [32:07] if I think uh for myself I think it's a it's a great thing I think it's [32:12] something we need to carry on uh cautiously and and not dive into it head [32:16] first and get get into the bottom of the barrel before we uh get there so yeah [32:23] one of the things I've been working on is because I've seen that in the states [32:27] there's a few m IP alties they using and I think Adon as well where they've [32:31] created an AI policy for the municipality so I've looked what kind of [32:35] stuff they put in there and nav units say a a section on their website if [32:39] you're going to create a policy this is what you should put in it so I'll [32:42] probably bring that to next council meeting um that we have an official and [32:47] it's it's just what I said earlier that no no non-public information is used um [32:53] that we knowledge if we put anything out there that it is AI generated like the [32:58] podcast or even if we use an image on Facebook we would say this is AI [33:04] generator that's standard basically for anything that you take off of somebody [33:09] else's you reference it or it's in the copy yeah we just don't want to mislead [33:15] people you [33:24] knowk next uh disposition of the 2006 wheelchair called [33:32] handy yeah I think you all know we got that new handy and and the old one uh in [33:38] the past I guess it was uh those donations towards the old one so we just [33:46] wanted to see what council's thoughts were if if we should pass that on if [33:50] someone donated to us there might be a smaller municipality or a you know [33:55] a user group that is a need of something that we could donate it to them just to [34:02] you know pass it along so um I have a just this thought [34:06] um and somebody else did mention this too um and I'm not sure how this works [34:10] but they're around Hannah bus that wascal the local Loop yeah um that's [34:18] privately owned right is that is that correct it's your yeah it's my best so [34:25] would that would that be something we could use for that to support [34:31] that it could be used for there the loop is only on a [34:37] Wednesday but this town needs a every day the town won't subsidize anything [34:45] and you can't afford the insurance youd have to charge $45 a trip to across [34:53] town and you wouldn't have no customers so you can't [34:59] your hands [35:04] are tax you know and basically all you're doing is doing [35:11] C so because there is um measures in place to do um the hand Loop can those [35:19] measures not be um [35:23] instated um on a broader range on more days and use that and use that other bus [35:30] that we have because we have it and how's the insurance for [35:35] that insurance insurance the town would have to have the insurance because I [35:39] mean you can't afford the insurance that's but the town's not paying the [35:42] insurance on the local Loop bu so somehow that's obviously generating a [35:49] profit and somehow the loop is operating so how [35:57] almost entire it's just a a trial basis for 18 [36:02] months and uh if it grows or that you it's being utilized then it'll continue [36:10] on but the the insurance that you have on your vehicle that you're using on the [36:17] Wednesdays is not taxi insurance it's uh yes it is $7,900 a year w [36:29] cheap and to do a van like a like a [36:33] Paran it's 48 was 4800 years well we looked at it years ago yeah it was [36:39] almost 6,000 bucks when I just chose a 15y old put that insurance that vehicle [36:45] on their insurance policy probably for $100 a year you know or 200 whatever [36:50] mean any driver at any time if it's not used as a like right [36:56] now the handyman is just over $5,000 more Insurance in [37:01] the [37:04] year there won't be much [37:10] different I don't know what excuse me I just had this thought that because it [37:14] was in our possession already and we have this particular entity happening [37:19] maybe we could expand upon it with with the resources we had so I wasn't sure [37:23] how that all it could utilized that way like I mean you know that that's a good [37:28] spot and then what they could do is they could they' have to hire somebody or [37:34] whatever from 8 in the morning till see that's the other thing a cab [37:40] you don't really need from 8 to 5 a lot of people don't they like [37:48] at 3:00 morning you know but so that's a different clientele right oh [37:55] yeah the on dur the day medical necessity right groceries [38:03] the people who have real trouble getting around in the evening people is it [38:07] completely different that's the I'll work on tips that'll work just fine [38:12] because it's a different mindset right and a different economic how does Uber [38:16] work does they have to pay the same kind of insurance or is that covers it [38:22] U we were too small to get attention for Community right [38:28] but there's the few those left yeah the happy [38:40] Drive could utilize that maybe somehow if we had [38:45] some Drive yeah I don't know if the vehicle [38:50] is the issue this drive I would imagine it people it's the people yeah [38:57] the drivers yeah well in the same thing if we were to to re use that V then we [39:05] get into licensing as far as the driver he LIC a taxi then we have to [39:10] have class four comtable yeah and uh so then you're you're very limited as you [39:16] can operate Drive the vehicle um as providing a public service and it would [39:23] never you would never pay for so you know like I mean that's why they're not [39:30] private business insurance up and everything [39:36] else [39:39] insur well I guess what u a local entrepreneur would have to do is present [39:47] a proposal to the town uh requesting assistance for [39:51] subsidies and bring it to us let us talk about it I guess would have been four [39:57] years ago now we did that just just didn't AR proposals [40:03] and and with the idea that yes if you want something I mean ask for it if it's [40:08] $3,000 a year just straight up and they have this plan for people pay for there [40:13] nothing it just it's so expensive and as much as it's needed it's not a high [40:18] quantity of need when your time you start your [40:22] vehicle half an hour before you go pick the person up you burn more fuel than [40:27] you make absolutely I never mind covering Wagers or anything you know [40:31] they can wear and tear on a vehicle you know stopping starting stopping going [40:38] they're not cleaning one well I shouldn't say some people aren very [40:41] courteous towards the vehicle either so yeah I know in Bonnyville because you I [40:46] was up there for a month it's a $10 flock rate anywhere within Town [40:51] limits and uh talk of course they got two or three different cabs that we talk [40:56] to and they're struggling up there well same thing they've got [41:00] two 7500 people and a very large rural draw as well and uh tried the two [41:08] different C companies for this reason and it's they said it's doesn't even pay [41:12] like the one guy said he's he's a lease operator to the one cab company and he's [41:17] he's I'm done he said I thought there was all kinds of money in this there's [41:21] nothing so what we did in no point years ago with our Ambulance Service and this [41:25] could fall along the same Lin was um the ambulance service no point [41:31] was struggling we didn't have enough volume for them to keep going it private [41:34] individual running it and what we did there was Fred come down and said okay I [41:40] need $28,000 a month to break he that's with insurance and drivers and standby [41:46] and so on and so forth and what he ended up doing for the town of el point was [41:52] basically showing us his books and based on a 3mon cycle [41:58] if he was hypothetically speaking he was 25,000 well we give him 3,000 for that [42:02] month and the next month if he was 22,000 we have CAU up 6,000 and so on [42:07] and so forth but in that three Monon cycle if he made money then he also paid [42:11] it back so I don't know is that something similar what you looked at K [42:16] years we looked at anything everything of people and there was a couple that [42:20] command just through 80 ideas yeah and it's just so expensive and when you're a [42:27] ride every three days it's pretty tough to turn a profit unless you're G to [42:31] charge 250 bucks yeah which of course is see like the the longterm care and the [42:40] lodge they have a handy bus each and the the lodge also has a caravan that they [42:48] charge $10 a trip for any resid that wants to use it but [42:57] staff I don't think you [43:01] know is willing or however you want to say it to maybe do this you [43:08] know well maybe In fairness Council call they probably don't have somebody [43:13] designated to do that they don't so therefore you're pulling somebody from [43:18] the kitchen or from housekeeping or well no they [43:22] have Department that to drive the home and whatever and then and I think like [43:28] the Caravan I'm sure anybody there it's I remember when I worked at [43:36] the hospital I used their little handy bus or R more than you know prob we did [43:43] in ambulance but no the shovel at the lodge will sit there for [43:47] luns they you know they don't utilize it like I've had requests to take them to a [43:54] casino or to a plate like din theater in the RO whatever you know but you're not [44:01] supposed to solicit at the lodge so I [44:08] don't you know like the little handy bus I think kept in town and should be [44:15] utilized but how do you do it who's going to R it who's going to do it you [44:20] know just maintaining the the insurance on it you know is cost as [44:28] well you know whole idea of [44:34] replacing 15 I can't remember what Brent said I think Brent had I don't even [44:39] think it was that much just yeah with the lift and everything and I was [44:46] thinking it just a ramp yeah yeah I think Brent said that have like a [44:51] two-year lifespan like he didn't think it was going to last much longer than [44:54] two years see then that's no one does it have to [45:00] be inspected restraints have to be inspected I even if we did that Serv [45:06] maybe after two years we'd have to if that vehicle's run it [45:10] Char's involved with that you know I think that that would [47:04] probably be the stronger point to go to that would be one of her conts one of [47:11] her many conts so yeah just put it out there and if anybody's interested they [47:15] just come home and then at least you've got you know you've made the initial [47:21] contact for anybody that might be interested see what comes in and take it [47:27] from there bring that back to council [47:34] couple propose solar farm and related upates fun [47:43] stuff um so again um this is just to get feedback from C what they going to do we [47:51] also have that you seen that letter from Janine she's looking for information [47:54] from Council to to provide addresses of uh properties that they on that are [48:01] within that boundary or family members um she's concerned that if we don't [48:07] acknowledge where there could be a conflict that when we go to the hearing [48:10] that could uh backfire on us so she wants to make sure that nothing happens [48:17] that's going to impede our our cause at the Au so [48:22] identifying where maybe current members may have a [48:27] is is what she wants to do um the other is you know addressing if if C wants to [48:34] go ahead with changing the land use bylaw and yeah those are two big [48:41] topics so you're saying that I have to read this room yeah me too not not at [48:49] the discretion level actually if if you read [48:53] to no discussion on no discussion because then I will be privy to [48:59] privileged information that may not be available to [49:04] me so well and all of this is based on perceived you know whether there is um a [49:10] pecuniary interest or not um we do own land we bought it in in May of [49:18] 2011 and so you know the fact that it hasn't been [49:22] developed to this point you know really we're probably looking at losing money [49:28] on it should we do anything with it but this is perceived you know I was voted [49:33] as a counselor into this position to reflect the the word of the the [49:39] residents and have we not heard from you know the the development on the the west [49:46] side of of of our town are we not learning anything as to what you know [49:52] so we're trying to do something and we're supposedly at risk of being [49:57] perceived to um do something or have something that that is not there like [50:05] prove that we would be benefiting from but the the municipal government Act is [50:12] the other thing we swore to that we will abide by the municipal government act [50:17] which clearly states I read I realized so because of that to protect you [50:23] actually yeah I realized that well it's a conf [50:27] and that's and that's like that's why we're paying Janine a lot of money to to [50:31] look out for our interest to you know to fight this and look out for her interest [50:35] if she doesn't want anything coming up that's going to look badly on us that [50:39] you know that there's a conf and that's why she wants that information because [50:41] she wants to have assessments uh done on the properties that counselor close [50:47] counselor family members have and and see what kind of impact and she said it [50:51] might come back that there's no impact um but she has to do her work and that's [50:55] what we've we've hired to do is to provide the experts to look out for our [51:00] best interest and and to fight this and is what she's doing so um so I believe [51:06] that is why when it was asked whether or not we wanted to form a group or have [51:11] the CAO um work on behalf that is where I had chose so that I was not involved [51:18] in that sort of thing and um if we were to have everyone that may have a [51:25] perceived pecuniary interest leave the room will we have Forum to vote on [51:31] anything probably not yeah I don't have all your detail so I think there would [51:36] still be a few that like three of [51:41] us we don't have so I guess just the definition even [51:47] with that whole pecuniary interest it it requires you know financial interest or [51:53] investment but my understanding in the governance level is you are allowed to [51:58] be at the table for the discussion it's the voting power when it comes to the [52:03] voting you can be at the table or the discussion be included in the discussion [52:08] but you can't have you have to recuse yourself in the voting position at that [52:13] and it's like anything not if it's in Clos session because that's privileged [52:19] information and nobody with a pecuniary interest perceived can be involved in [52:26] privilege information so that's how I read it so a close what s so what so in [52:34] camera yes I know what a CL but I'm just saying so when are we making decisions [52:38] in a closed session we don't you're not you're you're getting information that's [52:43] not wory to anybody outside the room so we're saying what our lawyers are are [52:49] are um providing for us we cannot I I shouldn't be in the [52:55] room I I will recuse myself whatever people do they can do whatever they want [53:00] I will recuse myself because the municipal government act states that I [53:06] have to and whether or not I was elected That's the Law And if I don't abide by [53:13] the law then you shouldn't be here so I will be accusing myself yeah and I'll be their land go ahead and vote on amending [53:49] the land use by law which it seems that they're doing to protect their personal [53:54] interest and not the interest of the municipality that that's Janine's take [53:58] on it and that may be the take of take of a that may be the take of pay so [54:03] she's trying to protect us from being put in that [54:07] position of not that they're finding something that f is on and she wants us [54:12] to come clean with our with our best bite and to have it used against us and [54:18] yeah to say that we'll or the couns have financial interest involved and they [54:23] voted to change the land use Barm well well we don't what financial gain are [54:27] they going I mean when I look at the financial interest or [54:32] Investments that in itself yeah it' be interesting to see [54:36] what their financial gain is and who is claiming this do they have access to our [54:42] information like anyways yeah I would be [54:46] reusing my husband and I purchased land um at May of 2011 and it is directly [54:53] across from from Grant and and at the time [54:59] um it's been sitting and we're using it because it's an open space with future [55:04] plan so I will be recusing myself from any any further discussion and then the [55:10] onus is on everybody else well I was elected for the People [55:17] by right if I can't express my opinion sign I'll leave the room and I'll leave [55:25] for good I just want I [55:30] mean I think made it clear what their stand is it's no power two people [55:38] there's no power but what we pay J need to do like that's that's our best thing [55:44] we're pay we're not paying some backst Street lawyer we're paying one of the [55:48] best of representing vales in the province you know we've got them on our [55:53] side fighting our Cas right [55:56] does she have for track history what other community has [56:01] she served or what is she she's been on like I can't remember [56:06] the name of the municipality but she worked for the municipality but they [56:09] wanted the the thing there was so she made everything run smoothly that all [56:15] their commitments were were met that that time wanted so and and I think this [56:20] is her key area that she works that she doesn't work in different kinds of legal [56:25] but you know she was senior legal person yeah so you know for for specific [56:30] background you know you know Council directs staff [56:33] to engage with legal Health to do this and we've got the best and they've [56:41] recruited engineers and experts to to BU our cause and I think what she said at [56:46] that last meeting we have a really good case you know fight it yeah with what [56:53] she that land B amendment when several communties have the exact same [57:00] thing the MGA says that you see over ride whatever I we can day through the [57:08] the pleasure of doing all that again which I think he enjoyed the last time [57:12] to do I enjo enjoy but like we can put all that [57:17] work and eff into doing it we can do it but a will we not interested in it yeah [57:22] yeah the whole thing is they'll look at it is why wasn't it there [57:28] before because we' never dealt we never [57:33] experience why there was no land use B Amendment before there was anybody [57:37] building houses either yeah but this is what they'll look at [57:41] is yeah or being proactive maybe but anyways [57:48] um so that can be moved by a motion if somebody brings that motion to the table [57:54] um we won't be able session [58:00] session we can bring stuff back [58:09] to so then I have another question with a motion such as that if [58:15] um if how many six counselors and three have to recu [58:23] themselves from the voting power of such a motion you have through left at the [58:27] table and so we still it would be the best out of three then right those that [58:32] are able your is you're not considered in that I so but you were the the only [58:37] one that voted in favor of this correct so just the fact of [58:45] perception it's still a decision of council I supp a decision of council it [58:49] is definitely decision yeah you certainly never said anything otherwise [58:53] I we're entitled we're all entitled to our our feelings and our opinions um but [59:00] the decision of council was to go ahead with this process and we've done that [59:04] that's I have done nothing other than support the decision of [59:09] counsel so I don't know what what you're looking [59:14] for it is actually our fiduciary duty if a motion is passed that is our fiduciary [59:19] duty to um present ourselves in position to support the motion that has passed so [59:28] that if if there's any motions that are made outside of that [59:34] um we can feel a think or say whatever we want but if the motion is passed then [59:40] it is absolutely 100% our fiduciary duty to support those misss even if we don't [59:45] support them we still have support but if we're getting a consultation [59:50] or you know I'm saying the other side as well if we're getting instructions from [59:56] a strong recommendation from the lawyer that that we are um have [1:00:04] retained to perhaps [1:00:08] wait then it's kind of like a slap in their [1:00:13] face when they're doing their best to represent us in in their [1:00:19] experience with this Hannah possibly [1:03:19] possibly like I said but the original the original one was a piece I [1:03:24] approached to [1:03:42] well I think we've all heard from Pace that [1:03:46] there is well eventually we heard finally maybe that there is [1:03:53] no there is no other in North America in the situation we're in with our airport [1:04:00] discuss that today discuss so that is a concern that [1:04:05] they're fighting it for reasons for their benefit where we [1:04:16] will okay so I think what we need to do is get back on on [1:04:21] schedule um do we want Matthew to look at the hearing from Matthew the recommendation is that [1:06:01] we if we are going to review the Landes bylaw um do we got at our Pace that [1:06:09] terminology on our time line instead of rushing through it and trying to get it [1:06:14] done for the purpose of this uh project um do the fact that I mean no the Au is [1:06:20] going to run with whatever they have now so instead of uh having our [1:06:26] bylaw review immediately um just leave it as [1:06:43] is it's a it's a very contentious item for lack of a better [1:06:51] term okay proposed amendments to 103524 Animal Service service animal [1:06:59] Provisions so this comes up CU a resident got in touch with me and said [1:07:03] that they have service dogs and in the past they had had to pay for a service [1:07:10] dog dog license fee and they didn't see that in the new bylaw where it said that [1:07:15] this wasn't included so the new bylaw was based on the previous attempt at [1:07:21] redoing it and there was some confusion that thought that it was [1:07:26] Province wide that service dogs didn't have to pay so that's why it was left [1:07:31] out but it's done to each municipality to set that that theme so it's just to [1:07:37] see what council's interest is like we can just no charge for service animals [1:07:44] I'll add an amendment to the the existing bylaw that says so is there any [1:07:50] documentation that it is a service dog or no that's that's what I'm asking like [1:07:55] mean if you don't every dog in the country chicken [1:08:05] is he's got a passport that says all his stuff I just I just but there is like [1:08:13] they have to have yeah that's my understanding but I just want to be [1:08:18] trained in California you just have to love them and [1:08:23] you but I have had my hi porn off several times over the [1:08:30] $150 a year we have to produce that why is it a problem to encourage people to [1:08:35] get their kid or their [1:08:40] K why is that a problem I don't understand like that's been a worldwide [1:08:47] goal that's a town goal for a long time to encourage that and if somebody says [1:08:52] oh my dog is sterile already that's just that's fine you don't need a procedure [1:08:58] evidence that that's a [1:09:03] thing to breath dogs that's so there's there's that [1:09:11] undercurrent of people who get information that doesn't necessarily [1:09:15] agree with the rest of the world but one of them is that your dog will live [1:09:19] longer your cat will live longer if you don't get them [1:09:23] fixed if my cat hadn't have been fixed I wouldn't have a cat anymore because I [1:09:28] would have killed her by now because she'd be spraying everywhere and you [1:09:33] just be awful but that's their logic um but even the regular fee how much is it [1:09:38] for the what were we going to do for the spade and [1:09:44] neuter it was the the other one yeah had some [1:09:49] guys lifetime I want lifetime up to you yeah [1:09:54] what happen dies [1:09:57] with liim is old don't yeah get a different [1:10:03] dog no you [1:10:07] can't what about what about the thinking that a dog is a dog regardless if it is [1:10:12] a service dog or not well a service dog is a necessity I [1:10:18] know that I know that but it's still it's still a dog [1:10:23] and and really there are problem everybody knows that a a pet is [1:10:29] very um supportive emotionally and everything else that every dog could be [1:10:34] seen as a I know it's going to be like like have the documentation and [1:10:38] everything else but you know if somebody comes back and say well yeah it's still [1:10:42] a dog at the end of the [1:10:45] day I don't think that's a slope we want to travel down myself I mean if it's a [1:10:50] service dog and I'm coming to the point where I'm going to probably need a [1:10:54] service dog against my wife's best interest um but I mean I I would have no [1:11:02] problem either or but I just say for a person that needs a service dog to [1:11:07] travel um I don't think you want to penalize that [1:11:11] individual um it's it's it's like a handicap stick basically in my [1:11:18] opinion well and if they if [1:12:50] we would be interested in having them come to Hannah they have about 40 planes [1:12:55] that will land um and then the public is invited to come in and to go through [1:13:03] their planes they're they're promoting flying and they're trying I believe [1:13:08] they're educating on the benefits and um to community as well as Youth and and it [1:13:16] sounds very um very exciting and so uh discussion this information has been [1:13:23] brought forward to Toca and to the uh president of the Hannah [1:13:27] Flying Club and they are very supportive of it and um there was a video that was [1:13:34] shared that I could send to everybody um that I'm sorry I didn't before but and [1:13:40] shows you their sort of visit to the old Didsbury airport and so what they've had [1:13:46] in the past is um you know things that are brought to the airport to support it [1:13:53] um you know for example maybe we could look at inviting our other emergency uh [1:13:58] responders like the fire department the police department to have the public [1:14:03] come and and look at their um equipment as well not saying that these planes [1:14:09] will be uh emergency responders but um it's just another Avenue to attract [1:14:15] other and get more education out there um I would like to be inviting the [1:14:21] school and the school division to have the students come out and look at it I [1:14:26] believe we there are flying lessons I believe at the Hannah uh airport to a [1:14:34] certain extent and maybe that could grow as well as the Flying Club could have [1:14:38] information there as well so we're um looking at another asking is that we [1:14:45] feed the um the pilots so um looking at potential for a barbecue and you know [1:14:53] maybe a mini market or or whatever interest interested parties might want [1:14:58] to to have an as an event in our community so they're only here [1:15:04] from we're looking at June 21st from three from 2 to 5 and they will look [1:15:11] after um all the landing they'll work with the Flying Club regarding the [1:15:16] landing and parking and um and out certain thing they figure about an hour [1:15:20] for all the pilots and planes to land and and then afterwards they take off [1:15:27] and so it's a um it sounds like quite an interesting thing so if you want to go [1:15:33] on their website it's called Alberta air tours and they're all Pilots well [1:15:39] obviously they're allots sorry about that um but they [1:15:45] enjoy getting out there and coming to different communities and celebrating [1:15:49] what they have to offer and sharing their experiences with the public it's [1:15:53] like the car show there such Pride would be I recall seeing these [1:15:59] flying pancake breast years I don't know I just that immediately popped into my [1:16:06] head was a flying pancake breakfast and I don't know where I've seen it before [1:16:09] but I know it's a thing and there's no reason why we couldn't do a flying [1:16:12] barbecue or an afternoon uh with the time frame it might be tough to get [1:16:16] school involved but we definitely ask them if they if they would like to well [1:16:20] that's the thing putting it out there and they want [1:16:23] participate sat I think it's a Saturday provided um well and perhaps there is [1:16:29] some other educational end perhaps there is a you know maybe one of the colleges [1:16:34] that that provides flying lessons or is a flying school or whatever we could [1:16:39] invite them and get them the option to come out or use maybe one of [1:16:43] our it is we could have well yeah for that and and maybe have it um you know [1:16:50] from noon till whatever you know in anticipation of of the [1:16:55] everybody being able to see the planes land and take off and they're very [1:16:59] organized group and they've been doing it for some time so um that's kind like [1:17:04] it I'm very quite quite pleased that that the um that we were approached and [1:17:11] it's thanks to a small business um um entrepreneur that um lives outside on [1:17:16] the edge of our community so yeah so I'm excited about that and so I'll be [1:17:22] working with them to try and get the word out and um promote and um you know [1:17:30] put our our airport in the public light Y and a nice positive um thing for our [1:17:37] community just a question um a few years back quite a few probably nine maybe [1:17:42] eight or nine years ago they had a similar event here in town with one of [1:17:46] the youth programs that they had going on and went to the airport and they [1:17:50] actually cuz I remember my daughter at that time actually got to flow there [1:17:55] yes I'm wondering if it's the same [1:18:00] organization yeah no this is provincewide and so what they'll be [1:18:04] doing is they'll be starting in way wri and then going to killum and then coming [1:18:10] to us so there's three in the day that they are going around
