[40:21] Over a series of many meetings, and some of them are going to be back [40:25] over the year, the board has been located at the results of an [40:31] engineering study that we have done like pathways engineering. [40:35] So we asked them to refresh that engineering study this past spring. [40:44] And for the last four or five meetings, we've been looking at options for how to address [40:53] the quitchie road. [40:57] The cost of the fix is staggered $7.1 million. [41:00] We don't have that money and we looked at an option where we would internally try to raise the highway fund. [41:20] We wouldn't have gotten down for 12 or 15 years and we have serious issues with sections of the road. [41:28] We explored, following a 30-year bond for $7.1 billion dollars, and that the fix is what [41:42] the long expire, or at least still would be paying off the 30-year bond. [41:48] So we explored a bank loan, and we also explored a helping with the bond in agencies. [42:00] The state of the month, the bond bank. [42:04] Okay. [42:04] Thank you. [42:07] So what we're talking about tonight is not the select one. [42:12] A very important item is to select for it does not have the authorization to go out for a moment. [42:21] What we're talking about tonight is a vote to put on the November election ballot of both for the town to approve or disapprove that bond. [42:37] And the hope would be that we can get the approval and part of what we are doing with [42:46] the preliminary steps to assure that the Vermont Bonbank to assure them that the town [42:56] has physically has their business in order, so we have to sort of make sure our credit [43:06] So I think that's a high level and John, what do I, no, I think you're actually, yeah, these are two actions that are needed to take place tonight. [43:16] So we can say I'm scheduled to for the bond vote to come side in November, general election. [43:23] I'd be happy to open it up to the questions. [44:43] In my comment earlier in the meeting, [44:48] what is at 81, 82 percent of our tax is the school tax. [44:55] None of us are against the school, but the funding... [45:00] That has to change and we're hoping that it will change. And we have a timeline where you praise all in 2030. So those two items should bring us some tax relief is what we're hoping. [45:20] But for all of your question, it's a good one, because once we have the bond and once [45:29] we have the money, then we have an instrument for us as four categories of the partner [45:34] picture of the engineers, the employees, the civic staff, the city, what the subsurface [45:40] was, and we know, essentially, rough, rough costs for each of those bad, semi-bad, and there's [45:54] only a little bit of good, good. There's more than a little bit of edgy. [46:00] I'll just sit [46:00] quick story, which, at the end of the year, have been living here for a while. I used a travel [46:08] from Rose Road, El Trait from Road, and went north of the Harbour Pritchie Road, to head toward [46:15] Hanoville. I worked at Dartmouth College for 35 years. One morning, I got down to the [46:24] Harbour Pritchie Road, and there were starting the grave, the road between Trait from the Clay Hill. [46:34] And when I came home, it was paved, and that is what we were paying for right now, that there's no sub-structure whatsoever under the road. [46:48] And we've done the right thing in town, but we've always been a little too thrifty and not really been going to address some of those issues. [46:58] Well, let's come home and we really need to fix it correctly this time, including the [47:04] substructure, which is end-drainage, which is, which is, which is, which is, which is, [47:08] we're doing it. [47:10] The other issue we're confronted with, so we had an initial study done by Pathways in 2024. [47:18] 24. [47:19] 24. [47:21] And they gave us a private estimate to fix the row of, remember, six, six, one, one, [47:29] Two years later, we're up to $7 million dollars, so for every year we need to lay, trying to fix this [47:36] road to cost, keep escalating, but it's not going to get any cheaper, [47:44] and this has been an issue for 20 years with [47:51] blackboards and you know it's it's just it's getting close to where someone is going to [47:57] get hurt. During the during the initial assessment they did thawering with other road and [48:05] they found 18 inches of paper. So all we kept doing is whether it's dipped where you can see [48:12] the rocks in the road instead of repairing it's could the ruts is due to the as Jim said [48:18] that base is they just paid over it and you know it's it's it's it's it's it's it's not it's not a [48:26] remedy it's just a bandaid so we we thought and thankfully thought we just have to go to the [48:34] voters now and and do this we have to do this we wish we somehow you know somebody else would take over [48:43] I know over the weekend there's a lot of there's a number of people asking if the state of [48:49] Ramakwatek over the road, if people may be following things, the state of Ramak, agency [48:55] and transportation is $50 million in the fold themselves, they're laying off personnel, you know, [49:01] this just isn't, they're not going to take it, they wouldn't take it even if they had a lot of money. [49:06] You know, Senator White spoke when she spoke to a separate town meeting in this past year. [49:13] It said the same thing. [49:14] You know, it was that they don't have enough money to fix the failing purchase on the [49:18] interstate and so on. [49:21] I brought the hold on one moment. And one idea to look at it because it would be a very expensive repair, because [1:16:10] it's lengthy, would be to just create two dead end roads, so Gilson Road would stop that [1:16:18] melt hunger, and then we would just use Jersey various other mechanisms to prevent traffic there, [1:16:25] and then after the first that there's four dryways on the left, [1:16:30] They've been coming out from move five to block it up there and essentially let that middle section of [1:16:35] Wilson Road where there's no houses go and let that bank continue to be road.
