[0:24] >>chair holeka goro inaba: kakahiaka. It is [0:25] AUGUST 5, 2026, we are meeting [0:28] in the west hawai'I kona civic [0:37] center. To begin, our in [0:37] devotion. Good morning [0:41] devotion [0:42] invocation. [0:42] >>good morning. As I was [0:45] invited to give the prayer and [0:53] benediction and smile to myself. [0:57] I always wonder how many said no [0:59] and yes and how many invites go [1:02] out. I really view this moment [1:14] as a sacred yes and a beautiful [1:18] honor. I hear in my heads words [1:21] like authority, justice, hard [1:33] work. Maybe even intimidating. [1:33] And yet those words have no [1:34] meaning without the weight [1:36] behind them. As I approach [1:37] prayer, I want to speak about [1:40] the power of the spop [1:41] ken word [1:43] that we have been given. The [1:49] words we speak this morning, [1:50] about the decisions made, even [1:54] yes, our creator, to cultivate [1:55] the health of the land for the [2:02] good of the people. As I pray [2:03] this morning, I want to use the [2:04] power of our word, the authority [2:07] that we have been given to pray [2:09] for wisdom as we move forward [2:12] this morning in all matters. [2:14] Amen. Would you bow your heads [2:17] and close your eyes. Father GOD, [2:19] together we ask in the name of [2:22] jesus or wisdom in all matters [2:24] from financial to [2:25] infrastructure, to even the [2:27] voting that is going to be [2:29] taking place across our state, [2:31] that in the name of jesus, the [2:35] health of the land will be [2:36] perpetuated in the righteousness [2:39] of the land over education, [2:41] lord, over our healthcare, lord, [2:48] over buildings, over road maps, [2:53] that GOD, you would give us [2:55] unity and diversity and even in [2:57] the moment give us courage and [3:00] commitment to carry out the [3:03] change that is needed and [3:10] necessary in this eason or the [3:11] good of our people in the land. [3:11] In the name of jesus ricks [3:14] , amen. [3:16] >> [3:19] >>chair holeka goro inaba: [3:22] mahalo nui, pastor. [3:22] >>[Roll call] [3:23] >> [3:24] >> council member michelle m. [3:24] Galimba: here [3:25] >> council member james hustace: [3:26] present [3:27] >> council member jenn kagiwada: [3:29] here [3:29] >> council member matt [3:31] kanealii-kleinfelder: here [3:32] >> council member ashley [3:33] kierkiewicz: [3:34] >>council member heather l. [3:35] Kimball: here [3:36] >>vice-chair dennis "fresh" [3:37] onishi: present [3:38] >> council member rebecca [3:39] villegas: here [3:40] >>chair holeka goro inaba: [3:46] here. You have eight members [3:47] present. You have a quorum. [3:48] >>thank you, council member [3:48] kierkiewicz is excused and will [3:57] be joining [3:58] and to the republic for which it [3:58] stands, one nation, under GOD, [3:59] indivisible, with liberty and [4:23] justice for all. [4:25] >>thank you. We will proceed [4:28] this morning on public [4:30] statements on agenda items. [4:31] >> [4:32] >>clerk: we do not have any at [4:36] your remote sites. We have three [4:43] testifiers on zoom. [4:44] Please introduce yourself for [4:48] the record. Please introduce [4:48] yourself. [4:49] >> you have three minutes for [5:07] your testimony. If you can [5:10] unmute at this time, if you are [5:11] not able to do so, we'll take [5:17] the next testifier. Megan. [5:18] Please introduce yourself. [5:19] >> you have three minutes for [5:19] your testimony. [5:20] >> [5:22] >>public speaker: slept, [5:22] excellent. [5:24] Thank you. Can you hear me? [5:26] >>yes, we can. [5:33] >>awesome. This is megan, here [5:33] on behalf of hawai'I wildlife [5:35] funds. I was there in person [5:49] and we standby our written [5:50] testimony from JULY, and I am [5:54] here representing mostly our in [5:54] demonic [5:57] demic, as I mentioned last [5:59] month, it's not just to [6:01] reiterate just the palm trees, [6:06] while it happens to our coconut [6:09] palms would be great, and there [6:12] are other agriculture species [6:14] that would be impacted from this [6:15] spread including the great [6:19] economic and cultural importance [6:29] such as ulu, our fruit, so I [6:32] can't reiterate the impact of [6:33] this spread. They are across [6:35] the island. I just would like to [6:37] add a little story. That is [6:45] that a friend of mine from [6:51] honolulu traveled to ha [6:51] tahiti this [6:55] summer and the entire lane was [6:57] sprayed. The plane including all [6:59] of its passengers. So I share [7:00] this just to reiterate that [7:03] other jurisdictions are doing a [7:05] whole lot more. If the council [7:07] stands by this resolution, thank [7:10] you, council member hustace and [7:13] inaba for putting this forward. [7:16] It is only just asking our state [7:18] department of ag and biosecurity [7:20] to move forward and implement [7:22] and enforce the rules that are [7:23] already on the books since [7:25] march. So, thank you so much for [7:28] your time. I know that laila was [7:30] planning to log in. I see her [7:51] here now. Maybe she can go now. [7:52] Please introduce yourself. [7:53] >> you have three minutes for [7:53] your testimony. [7:54] >>public speaker: good morning, [7:55] chair and members of the [7:57] council. My name is laila, [8:03] calling from puna this morning. [8:06] One of the co-petitioners of the [8:09] interim for kona and it's [8:11] opinion a process. So first of [8:13] all, I want to ask for your [8:14] support for this resolution and [8:21] we really appreciate your [8:22] support. It's been a long [8:22] journey and back in MARCH, we [8:25] got the role passed. It's now [8:27] APRIL, MAY, JUNE, JULY, AUGUST. [8:30] Almost five months past and it's [8:37] been a consistent battle with [8:45] the state department of ag and [8:45] security to implement this rule. [8:47] Which is why we went back in [8:54] JUNE for legislative support. [8:58] The crb is a direct threat to [9:00] our food security and to our [9:02] cultural livelihood as [9:12] practitioners that use, so I [9:16] just want to saw mahalo to [9:23] hustace and inaba for reaching [9:23] out because we sent to all the [9:24] legislatures cfo [9:30] to county council [9:31] for support. I feel like there [9:31] is a systemic issue and why it's [9:35] been a tough road. We are here, [9:37] the community is here, we have [9:38] asked them specifically. We are [10:01] here to help. It's taken four [10:02] months. We had no idea that this [10:05] was a thing. We really need our [10:11] mayor alameda the get on board. [10:13] I have asked for this multiple [10:16] times for his weekly updates and [10:18] I have not seen it. It's a [10:32] county thing. He county. [10:35] >>so I would like o end that i [10:39] would like to seek your support [11:02] and to the mayor. Thank you. [11:02] >>please introduce yourself. [11:03] >> you have three minutes for [11:04] your testimony. [11:04] >>public speaker: good morning, [11:06] aloha. Our purpose is to work [11:07] with the broader species [11:09] prevention community and seek [11:13] out and coordinate and catalyze [11:19] sponsors to those gaps. The big [11:20] island interim crb rule is one [11:29] of those responses to a gap. We [11:30] are grateful to hawai'I county [11:30] who has been there every step of [11:32] the way in this instance when it [11:36] was first detect in the ag part [11:38] and thank you to invasive [11:47] species for working and training [11:48] on the ground and thankful to [11:54] the department of transportation [11:56] and only the law can make a [12:03] regulation and that regulation [12:04] to prevent this spread of crb. [12:08] The interim rule basically [12:18] requires best practices to [12:21] prophet from [12:22] prevent from the moving of [12:33] materials into the infected [12:36] areas. The training is fantastic [12:40] and critical. They spent months [12:43] long to get this adopted. The [12:44] implementation has been slow and [12:46] we really hope, we are grateful [12:47] for all the efforts that [12:54] everyone on big island to nudge [12:56] this. They have a lot of [12:59] priorities. And limited [13:00] resources, attention that you [13:02] are giving to community groups [13:04] on the island will move this up [13:11] on the priority list to be fully [13:12] implemented to protect the rest [13:22] of the island from crb [13:27] infestation. [13:32] >>mahalo. Please introduce [13:33] yourself. [13:34] >> you have three minutes for [13:34] your testimony. [13:35] >>public speaker: mahalo for the [13:36] opportunity to testify again in [13:42] resolution 603-21 which urges [13:45] the department of agriculture to [13:50] fully implement. I would like to [14:05] thank everyone for rule as [14:08] coconut beatles are in this [14:24] area. Our dashboard has found [14:25] hundreds of beatles in the kona [14:30] area mostly. Beetels [14:30] les. And we [14:32] will continue to seek support. [14:36] We know the department of ag has [14:37] staff in kona here to support [14:41] the implementation of this as [14:43] best as we can. Stephanie [14:48] easily mentioned dab has the [14:49] regular authority and would like [14:52] to see this interim rule have [14:58] teeth and prevent that movement. [15:05] I appreciate the opportunity to [15:05] testify. [15:06] Testify. [15:07] >> [15:18] >> thank you for your testimony. [15:28] We have an attendee that would [15:28] hike to [15:31] like to provide testimony, [15:35] please press star 9. Seeing [15:37] none. We have no other [15:37] testifiers. [15:37] >> [15:39] >>chair holeka goro inaba: [15:40] thank you. [15:40] >> [15:44] >> [15:45] approval of minutes MAY 20, 2026 [15:53] are approved. [15:54] >> [15:54] >>clerk: [15:54] order of resolutions [15:55] mayor to enter into an [15:56] intergovernmental agreement with [15:56] the united states department of [15:57] the interior, national park [15:58] service, for interagency public [15:58] safety coordination [15:59] establishes a working [16:00] relationship between the [16:00] national park service and hawaii [16:01] fire department to allow for the [16:02] coordination of personnel, [16:02] services, equipment, and [16:03] facilities required for the [16:04] protection of life and [16:04] properties during emergency [16:05] incidents. [16:05] Reference: comm. 955 [16:06] intr. By: council member [16:29] kagiwada [16:30] >> council member matt [16:31] kanealii-kleinfelder: chair, [16:34] motion to approve. [16:34] >> [16:35] >>chair holeka goro inaba: it's [16:37] been moved and seconded by [16:39] council member klein [16:47] kanealii-kleinfelder and hustace [16:48] to approve resolution 602-26. [16:49] >> council member matt [16:51] kanealii-kleinfelder: yes.S [16:51] public works on? [16:53] >> [16:54] >>kelsey kalua-lewis; public [17:07] works, business manager: good [17:14] morning. She'll be joining us [17:16] shortly. [17:18] >>are they available now? [17:26] >> she will be available to [17:27] answer questions regarding the [17:28] program. [17:29] >>okay, this is a revolving [17:35] issue over the last four years. [17:41] Reason being is only two cites [17:43] sided [17:43] were [17:46] -- sites were selected for the [17:49] safe routes to school, pahoa and [17:51] hilo. Even came up yesterday as [17:53] well. So, do you have other [17:57] projects besides pahoa and hilo [18:00] safe routes to school program [18:03] for program/projects that are [18:04] coming u. H. [18:06] P that are in districts [18:07] or just focusing on pahoa and [18:10] hilo and maintaining the same [18:10] status quo? [18:27] >> keone thompson: are you [18:31] asking for all or speaking [18:32] specifically for the safe routes [18:35] to school state grant for [18:36] federal money? [18:37] >> I understand from our last [18:39] meeting hat we are now focusing [18:41] on other areas. I understand [18:43] over the last few years there [18:46] has been a very interesting and [18:57] quiet effort to just bring two [18:58] projects forward. That decision [19:02] was from what I understand was [19:03] in pahoa. So what I'm looking [19:05] for is other projects that the [19:08] department is going to bring [19:10] forward, that this funding will [19:12] be applied to whether from any [19:14] funding source. I'm just looking [19:16] for direction from the [19:18] department with the safe routes [19:20] to school program outside of [19:24] hilo and pahoa. [19:28] >>okay. Yes, we are looking at [19:32] other districts. With the safe [19:35] route to school process, their [19:37] requirement is to qualify for [19:39] the safe routes to school [19:42] process in disadvantaged areas. [19:45] To qualify for economic [19:46] disadvantaged areas, you have to [19:49] be on this map. This is why [19:51] hilo and kna, the economic [19:54] disadvantaged area. [19:55] >>okay [19:57] >>can I ask a question, MR. [19:57] Thompson? [19:59] >> yes. [20:01] >>I thought about this statement [20:04] at length the last time I heard [20:06] this. If I was to qualify the [20:08] areas on the island that I'm [20:17] aware of that are economically [20:17] disadvantaged, I don't think I [20:24] had choose hilo over places like [20:27] ka'u, kona and I really [20:33] struggled with that the last [20:43] time I heard it. -- these are [20:44] underserved areas, yet hilo, I [20:47] was surprised why that was an [20:49] economic disadvantaged area. [20:52] >>the whole decision with the [20:54] state made, but it is determined [20:55] by the federal government on [20:57] their page of what area is [20:59] disadvantaged. It's not [21:01] determined from us. It's a map [21:03] provided and we look at that [21:06] area. This area is identified as [21:11] this area. Whether hilo is or [21:12] not compared to other areas, but [21:14] it is. It has to be project [21:15] ready and in order to qualify [21:20] for this grant. And as well for [21:24] the federal side. Being [21:25] recognized by the federal [21:27] government on the map has to be [21:29] one of the qualifications. When [21:34] we speak to operation served and [21:36] the number of students that are [21:43] the ones with no sidewalks. [21:56] Kona had sidewalks there are [21:58] some areas that can be improved [22:02] upon and there were areas [22:08] selected by the state. That [22:09] wasn't us that selected that. [22:10] We put in the application and [22:11] they rank it and that's how we [22:14] got the funds last year. We only [22:15] got one round of funding for [22:17] this. We are hoping for more in [22:23] the future. We are hoping for [22:25] pahoa, improving the whole area [22:28] in front of that area. We are [22:30] looking around the island. We [22:31] also look at how much people are [22:34] served by the project and also [22:37] going into how they select the [22:39] project and district state [22:40] money. This funding now that we [22:45] are getting, or MAY get, still [22:49] has to be determined which is [22:51] determined by how they divide [22:56] that money up and then award it. [23:03] So we are whatever the state [23:12] determines and how the money is [23:13] managed. [23:14] >>thank you for that. So [23:16] federally, these areas were [23:18] chosen. That was a federal [23:19] decision on the underserved [23:21] areas is what you are saying? [23:23] >> there is a map that shows [23:31] underserved areas. It states [23:36] from the people that live in the [23:39] area. So that is part of the [23:43] applications as we apply for [23:46] these areas. [23:53] >>the state selected the areas [23:54] that were going to be receiving [23:54] the grant funding? [23:58] >> no, we put in for projects [24:00] that are ready, has to be a k 1 [24:02] school, within a mile of the [24:05] school, a whole list of. Let me [24:06] see if I can pull up the list [24:07] real fast. [24:10] >>I'm trying to walk through [24:17] your process. You say the feds [24:17] recognize the areas that are [24:19] economically disadvantaged, the [24:20] state chose the, the county [24:23] wrote and submitted the [24:24] application for the grant [24:27] funding but the state made the [24:27] decisions? [24:31] >> so, it depends on what you [24:33] are applying for. In this case [24:36] the safe routes to school [24:37] program we are talking about and [24:39] in this case they are adding a [24:41] new source of funding that they [24:42] are trying to create and this is [24:44] what this is about. How the [24:47] money is split up is not [24:48] determined yet. I still don't [24:51] know. It's something the state [24:54] will have to answer. And the [25:03] process for the more veh [25:06] but, in the past, for the last [25:07] source of funding which was an [25:10] appropriation, and we got a [25:13] share of $1.4 million from the [25:15] appropriation from the state, [25:16] that was determined by the [25:18] criteria and based on location [25:25] within school zones, within [25:26] walking distance. It was a [25:27] title one school. If it was a [25:29] high need. If the project was [25:31] ready and the traffic. I'm going [25:35] through the list from the state [25:37] application. By school level, [25:39] stress, for the children and [25:43] cost, available funding. So, [25:51] they do the report and consider [25:52] and select the projects, the [25:57] state committee for this routes [25:57] routes [25:59] -- safe routes to school [26:00] funding. [26:02] >>so here forward then, now we [26:07] are being allowed to charge the [26:09] residents $5 to implement a new [26:12] funding source for safe routes [26:14] to school program. They are [26:16] giving us $6200 to implement 3 [26:24] process design for our systems [26:25] and now going forward, because [26:29] I'm not happy where we stand [26:30] with the safe routes to school [26:33] program if you haven't noticed. [26:35] Here we are getting a [26:38] substantial amount. I forget [26:39] what the total was as far as [26:42] what we expect to receive from [26:43] $5 per vehicle registration fee [26:52] into a program that has a very [26:55] interesting past history and I [26:58] want to be sure you folks are [27:02] building equity into this and [27:07] this is coming in as a new fee [27:09] we are charging to residents. [27:12] That's what I want to know. [27:14] >>yes, the funds go straight to [27:19] the sate. It's mandated by the [27:23] state. How they award that [27:33] money, and manage it is [27:37] something the state will do. [27:38] >>kelsey kalua-lewis; public [27:39] works, business manager: we [27:40] haven't gotten determination [27:41] from the state. This is the very [27:47] first step of getting this, [27:50] their ability to collect. What [27:54] they will do with that program [27:56] programatically hasn't reached [27:58] the level of discussion to my [28:03] knowledge yet. So we are not [28:05] sure of the path of how much we [28:07] will get awarded, what the [28:08] funding criteria is going to [28:11] look like. I think those [28:12] determinations have not been [28:15] passed down to the county yet. [28:21] >>so are you saying we are going [28:21] to collect $5, give to the [28:22] state, per vehicle registration [28:24] and they haven't determined how [28:26] much they are going to give back [28:27] to us yet? [28:32] >> to my knowledge, no. Unless [28:33] there is something I'm missing. [28:35] Right now, I know this is just [28:43] so we can do the collection [28:46] fees: this is a very basic step [28:48] that they entered this agreement [28:49] with finance, but from what I [28:52] know, I haven't heard anything. [28:55] I don't know if keone has heard [28:56] anything about yes, this money [28:59] will be oing to the safe routes [29:01] to school program. But the state [29:03] is in charge of delegating that [29:05] money out to the counties. [29:07] >>that's disturbing. It's not [29:11] on you, not to you folks. It's [29:13] disturbing that the state wants [29:15] to collect $5 and has o [29:22] criteria about where the funding [29:23] goes, or how much we actually [29:29] receive back. Furthermore, if [29:31] they are using it to prove [29:32] improve [29:33] state infrastructure, it's [29:35] coming from this tax. My buzzer [29:39] went off. I'm going to yield. [29:41] Thank you very much. I MAY just [29:44] go ahead and vote no on this to [29:46] send a message to the state that [29:49] they have to do better. Thank [29:49] you. [29:50] >> [29:51] >> council member jenn kagiwada: [29:52] thank you, chair. [29:56] . Thank you for being here, dpw, [29:58] MR. Thompson. When you are [30:01] looking at funding your [30:02] engineering projects, road [30:08] projects across the county, are [30:11] you prioritizing the roads that [30:34] need to be done be and finding [30:36] funding sources. [30:38] >>it is based on the need and [30:40] there are some projects that are [30:41] planned way in advance. With [30:43] federal funding, that program [30:45] you are looking for securing on [30:48] that site down the road. It's [30:54] not something we do right away. [30:59] It takes time to develop the [31:16] project and get funding. [31:20] >>I think that equity on funding [31:24] across I would is important. I [31:27] don't think that grant funds [31:28] should be distributed equally to [31:29] every part of the island as long [31:31] as you are getting funding for [31:34] the road somewhere for all the [31:40] roads that are prioritized. So, [31:42] for me, it's less about [31:47] spreading one funding source [32:03] equitably as opposed to making [32:04] sure there is equitable funding [32:06] for all the roads. I hope that's [32:08] something you are working on. [32:10] And where something like this [32:14] supports a project every 12-15 [32:17] years, you only get that for [32:19] these projects. Absolutely, I [32:22] want to be sure, earlier when [32:24] the question was asked, what [32:31] roads are getting supported with [32:31] this grant funding and you said, [32:32] well, do you mean what roads are [32:34] getting funded all across the [32:35] island, not just this funding [32:37] and I think that's the important [32:43] question. At some point, maybe [32:46] sharing the projects across the [32:47] island with different funding [32:49] sources might be talking about [32:54] equity as opposed to just this [32:55] one funding sources that is just [33:00] a couple projects. [33:01] >> can I speak to that? [33:02] >> absolutely. [33:04] >>right now we have different [33:06] sources of funding. Right now [33:07] with this administration, we [33:10] work with highway and we are [33:13] doing the designing to do some [33:16] projects in-house where we are [33:19] making these projects coming up [33:25] like the school and the turn [33:28] lane, wide shoulder. And [33:30] shoulder improvements by the [33:42] elementary school, pahoa village [33:45] road, so, we are looking around [33:49] the island and we don't have [34:05] that much funds for these [34:10] programs. But we are focusing [34:11] on those areas that are provided [34:12] for walking around the schools. [34:13] We don't have the money for all [34:13] the promotion [34:14] jects we want to do but [34:15] we focus on the areas that are [34:17] most critical with the most [34:18] people. We have projects that we [34:20] are trying to work on and it [34:23] takes time. We have to get the [34:24] availability of manpower, [34:32] equipment, materials, [34:32] everything. [34:35] >>thank you so much. Maybe at [34:36] some point you can share with [34:38] the council all the school road [34:39] improvements across the county. [34:41] That would be really helpful. Thompson, I was ask if you [34:53] can provide the council members [34:55] with that list, the proposals, [34:57] and possibilities for projects [34:59] in the future. [35:02] MR. Thompson, if the council [35:04] member in a district gets [35:06] support from the legislators to [35:08] get some funding to help with [35:10] these projects, that would help [35:11] also, correct? [35:16] >> most definitely. If we have [35:19] the manpower to do it, yes. It [35:21] makes sense. [35:22] >>there is only so much that the [35:24] state is going to give for these [35:26] projects. We have to as a [35:32] council member reach out to our [35:33] state legislators to see how we [35:37] can get it's for example, the [35:40] four mile bridge. 12-13 million [35:40] for that project. That really [35:42] helps the county in getting [35:44] these projects moving forward [35:44] faster, right? [35:46] >> yes, definitely. [35:51] >>I just wanted to make that [35:53] aware. The county only has so [35:54] much, but there is other [35:57] partnerships that we can do, [36:01] right. So, also, projects have a [36:04] lot of funding has to be shovel [36:04] ready, correct? [37:53] Galimba: I appreciate council [37:55] member kanealii-kleinfelder's [37:59] attempt to, not attempt, but his [38:02] bringing forward the need for 3 [38:06] spreading the funds around and [38:07] probably something we do need o [38:09] take up with the state, and our [38:11] state representatives to make [38:12] sure that happens. At the same [38:20] time, I do understand that it's [38:24] not simple spreading it around [38:26] equally and there are schools [38:28] that are in a situation where 3 [38:29] strategically focusing on those [38:34] schools are going to have the [38:37] best outcome for the most [38:38] people. When we as a county [39:07] are being asked to collect a fee [39:07] and give it to the state, and [39:09] the state has no actual [39:11] breakdown of how that funding [39:14] comes back to the county, but [39:19] our county residents are being [39:24] taxed, for fuel tax which is a [39:25] lot for roads and being taxed at [39:31] the cashier for ge taxes, we are [39:35] now asking for an additional $5 [39:37] per motor vehicle, about a [39:38] million dollars a year after [39:41] paying taxes already. So there [39:43] has to be going forward, the [39:46] council should be very cognizant [39:47] of what's being collected and [39:52] what the outcomes are for [39:54] hawai'I county before being [39:55] asked to foot the bill for [39:57] improvements especially if we [40:01] are improving state jurisdiction [40:03] areas with funds that are [40:05] collecting back from us.
