And this is the young lady from [2:04] Hartsman's group. and she's been trying pretty hard. We [2:08] got a grant going in for My Fire's Bridge. Uh there was a fire back here [2:14] over the winter time, I believe it was. And the fire department said that they [2:20] didn't trust the bridge with their fire trucks going across it. So, we have [2:25] looking at it. We're applying for a grant to get that bridge replaced or [2:31] repaired or whatever it may need. I also been talking to Fate Pen, which [2:36] is another grant writer, because I feel as many grants as I can get for our [2:41] township is what my job was to do when I come here. So, I'm talking to them. I'm [2:47] going to continue pushing over here. We are trying to find some money to build a [2:52] salt shed. We really need to get the salt out of our building. We got some [2:56] roofs that need worked on, but grants only go so fast. So, [3:03] That's about the best I got on that. >> I think we ought to hire an inspector to [3:09] inspect that bridge down there before there's any money spent for a bridge. After the [3:33] first year, you're going to work on grants for Tailoo. What's up with that? [3:37] » I've had the people all over every road and they tell me the only project that [3:43] they got right now that they can help me with is Myers Bridge. [3:48] » And why is that? >> Because the other one, Taylor Road, is [3:52] supposed to be maintenance. They said, >> "Well, how did they fix all the other [3:57] grants for >> I didn't know they got grants for all?" [4:01] » Well, they spent ungodly weeks and months down there at [4:08] Ramat a couple years ago. >> Oh, yeah. They got that and that put a [4:13] big sore thumb in with the conservity. We were very lucky to get them to come [4:17] back and help us with the Beaver Creek project because they that [4:23] » went terribly wrong down there. They misspent the money. They misdone the [4:27] work. They ended up we ended up getting $110,000 fine on our liquid fuels from [4:32] the way they misspent the money. So, the conservity did not want to come back in [4:36] and help us with any roads. This Beaver Creek project is going to be an [4:40] important project. If it goes smoothly, I think we can get the conservity to [4:45] work with us again. If it doesn't go smoothly and we get people in there [4:49] that's trying to tell the conservity what to do, we're going to be in [4:53] trouble. The conservity is the one that has the money. They're the ones paying [4:57] for it. We got to do what they tell us to do. [5:01] I mean, if anybody knows anything about Ramat and Fire Tower Bridge, they know [5:08] for years that that bridge was default. It's still in default. They're still [5:12] being bought for. [5:16] » So, in other words, there's no chance of that. [5:19] » I'm not saying there's no chance. I work every month chasing grants. So, I'm not [5:25] saying there's no chance. I I'm on the road a lot in a month's time for the [5:30] township trying to find money for the township. [5:36] I don't know what anybody else is doing, but I know I do it and I personally do [5:40] it. I personally pay for the gas. I personally pay for the car. I personally [5:44] pay for everything. The conservatives giving us the money. So hopefully this [7:25] project goes real smooth. It takes you an extra [7:40] minute and a half to go 30 35 miles an hour down there. I hope that we tell the [7:45] trucks as much as possible, stay in the middle of that road because we're going [7:49] to destroy. There's no burns at all. There's 6 in of drop off. If my car goes [7:55] off and I ruin the hole underneath, that's how bad that road is right now. [7:59] So if these trucks hold out of weights running the side of the road, you're [8:04] going to have another problem fixing the road. So if we can talk to the trucking [8:09] companies to try and go slow, it only takes an extra couple minutes [8:14] and run the middle of the road. I don't know how many trucks will be [8:18] coming in and out right now. I mean, the bridge is going to be delivered and it [8:22] has to be put together. And I think looking at other [14:47] municipalities that have a trash ordinance that they actually collect on, [14:52] it would be something like if you're late, it would be $20 for that month [14:58] plus an extra 2% on that invoice going forward. So that's that's pretty [15:04] customary because then you actually have some way of, you know, saying, "Hey, [15:08] look, you're you're in acrewing a penalty here if you're not going to be [15:12] paying on time." So that's a pretty standard rate. And I wanted to see if [15:15] that's something that the majority of the supervisors would would approve for [15:20] me to put in there. And then I know that there were some questions about whether [15:25] an apartment building has um multiple tenants. if a dumpster was sufficient [15:32] for the whole building or whether each individual needed to be paying. Um, so that's the one that we [23:28] recommended you go for. Um, I did want to speak of as the grant writer planner [23:32] at Harshman. Um, I know that you all were uh interested in looking at your [23:36] salo and zoning and kind of comprehensive plan update. [23:41] » I didn't um I did want to bring you all to your [23:44] attention. So, I've been talking with Stephanie at DCED who's in charge of the [23:48] MAP program. Um, apparently you have an outstanding grant for um a MAP program [23:54] grant. So, this would be to help with your zoning and code. Um, [23:57] » we've been trying for a couple years to get that. [24:00] » We have an outstanding like we actually received money. [24:02] » No, no, no. The grant is pending. We're waiting to [24:05] » So, we have to wait and see. >> Yes. [24:07] » Okay. The in talking with Stephanie, we have a pretty good relationship. Um, [24:11] unfortunately, because no match was um provided, she's not very optimistic that [24:16] it'll get approved this round, but does think that it's a very good project that [24:20] we should continue pursuing. um September 1st is the next deadline for [24:24] this program and she says that with um you know with a match commitment that [24:30] would be very competitive. The other option to pursue um funding or in this [24:36] case it's technical assistance through the state to get some of your zoning and [24:40] comprehensive plan or uh zoning and sawdo stuff updated would be through a [24:44] technical assistance program where they actually give you something like 500 [24:49] free hours to help you work through that process. It does take some buyin [24:53] obviously from the municipality and ultimately will need um help enlisted [24:58] from the solicitor or from your code and zoning officer to get that over the [25:01] finish line. They won't actually write the code for you. But those are two [25:05] really valid programs that the state is really interested in seeing you put in [25:09] an application for or another application for and kind of pursuing. Um [25:13] I have Stephanie at the uh state ready to talk with you guys if you're [25:17] interested in sitting down and kind of learning about the difference between [25:19] the two um and figing out which is the best option for you guys to um move [25:25] forward. There's multiple opportunities every year for both of these programs. [25:28] So, it's not like one and done. Um there's another opportunity in April if [25:32] you want to work with her through the process a little more in depth. [25:37] Um all the inactive and pending projects I think are pretty much the same. I know [25:41] Rich came out and looked at some other road projects that we're going to [25:44] recommend you probably submit to DGBR um once the Beaver Creek project is over. [25:50] And so, um, we kind of have a bunch of projects on your wish list from, um, [25:54] Rich being able to get out here and see. And, um, we're going to recommend the [25:59] best funding source that we believe for each of those projects as they keep [26:02] coming up. And, >> and the DGL program is one of the [26:06] programs for Taylor Road possible if we can get it to go through. But, [26:11] » I was just wondering because it's been like eight or nine months, I've heard [26:13] nothing. >> Well, we got to make sure that Beaver [26:17] Creek goes smooth. and we can't we can't submit another one [26:22] until we've completed this program and it's just taking quite some time to get [26:28] done just is >> and the DJVR program through the um [26:34] county conservation district is a rolling application. So, um as soon as [26:38] Beaver Creek is wrapped up, we can go ahead and submit the next round. But um [26:44] obviously they want to see that we treated their money well the first time. I mean, can anybody just sue the township and then if they lose [27:22] say, "Oh, okay. My bad." >> Well, right now there's only one pending [27:26] lawsuit against the township and it's Steven [27:30] Humber versus Henry Township and all the other cost 30 $50,000. This is still [27:37] lawsuit. >> Where's our reports to go to recoup the [27:40] money? If we got to keep spending 50,000 or paying insurance, rates go up to [27:44] defend lawsuits. >> So if if the court believes that the [27:48] lawsuit was defeatious or was out lacks any merit, they could award attorneys [27:55] in our favor if we want. >> But that still doesn't answer my [28:02] question. If the township themselves want to go after [28:05] » they're with what a judge says. >> Okay. So if the judge said no, this is [28:11] the way it works in the United States. Anybody can sue any anything any entity [28:17] or whatever at any time. And there is no unless you have some sort of a contract [28:22] or by statute said you can recover attorney's fees, you can't recover [28:26] attorneys. So all of the money that has been spent [28:31] would not be recovered by law. [28:35] » So you can just have are taking it to >> I I am simply just acting in the role of [28:43] a solicitor. The We have an insurance company that has hired insurance defense [28:49] council to defend us, but they have already spent over $50,000 defending [28:55] this suit. And now because of our policy, that limit has expired. We've [29:01] hit the cap. So now the taxpayers will have to pick up the dime.
