[21:13] the word of the solar panel company and
obviously they have a reason to give you

right now. A lot of people feel like
[21:24] Beavertail's interests were put ahead of
theirs.

correct it. You represent the people of
[21:32] Henry County and not the solar panel
company.

normally an impact economic impact study

this commission wants the contract set
[22:44] aside so proper studies can be
completed. By proactively asking the
[22:49] court to set aside the contract for
proper review, the commission shows
[22:53] leadership and good faith rather than
reacting after a decision is imposed.
[22:58] So, we don't have to wait for the judge
to say yes or no. You can actually tell
[23:03] the judge on this new information, we'd
actually like to have it back so we can
[23:09] actually make a better deal for the
county. It can only benefit the county.
[23:13] The solar company's not going to like
it, but that doesn't matter. They're not
[23:16] the ones who you guys represent.
So, it's not going to hurt anyone but
[23:22] the solar panel company.
Um, I have a motion prepared that you
[23:28] guys can actually vote on for that
purpose.
[23:34] What it says is the motion would be I
make a motion that the Henry County
[23:38] Commission direct county council to
notify the court that based upon
[23:42] information established through ongoing
litigation commission requests that the
[23:46] tax abatement agreement entered into
with Beaver's Tale Solar and its
[23:50] associate entities be set aside. Purpose
of this request is to allow the county
[23:56] to complete an independent economic
study and environmental impact review
[24:00] that were not conducted prior to the
agreement's approval. This action is
[24:05] requested to ensure that any tax
abatement granted by the county is
[24:09] supported by documented analysis
demonstrating a clear public benefit and
[24:15] is consistent with the recognized best
practices in public sector financial
[24:19] oversight.
Normally, that's what counties, county
[24:23] commissioners would do before tax
abatement. They would do those impact
[24:26] studies because it just gives you the
data that you need to show the community
[24:32] that this was a good deal or it's not a
good deal.
[24:36] Goes on to just say upon completion of
the economic and environmental studies,
[24:40] the commission shall review the findings
in a duly notice public meeting and
[24:44] thereafter determine whether to
reaffirm, amend, or decline the tax
[24:49] abatement agreement.
[24:52] So that's the first thing I'm asking you
guys to do. Bring it back to you. Get a
[24:58] better deal done. You're laying tens of
millions on the on the line that could
[25:02] be given, you know, brought in through a
better agreement.
[25:08] Um, and second, if you choose not to do
that, then I believe you owe it to the
[25:13] public to discuss on record explaining
why you believe it's physically it's
[25:18] fiscally responsible to move forward
about those studies.
[25:23] Either way, the people you represent
deserve to know where you stand and why.
