Thank you, Mr. Chairman. um, for the board's request, we have Phillips Donovan here with us today to do a presentation on proposed renovations for the municipal building. At this point, I'll turn it over to Joey Jim to preside to the board what the plan is for consideration.. I'm you look at tonight in are project design or project manager. over through for you. Thank you, good evening. My name is Jim Linski. It's Joe Saddle, the project manager for the project for the architects. um as you're aware, we met sometime you go with township staff, did some programming for a new proposed uh renovations and alterations for the building, analyze we have a range of years from out and analyze some of these. It's in conditions of we had some survey work done on the building on the property, um we've been developed some schematic phase, building designs, uh went back and forth a few times. uh and what we have now is kind of the end of that stomatic phase designed concept. um so if you wanna go to the next slide, yeah. This is an aerial site plan if you will lower part of the municipal complex, uh the building is in the middle of the pitcher there to the right side of orientation is uh 152 primary road is towards the bottom of the property there. what we did when we started looking at the design from the the concept for the building was really to make more of a separation, a public and private access onto the site. so you can see me provided a public access on the lower right hand side while screen free road. the other two access points but then they compide, access points on the site. So we have access to police on the right left hand side of the site. now we wrapped around and access out to 152, much as a function now, really just the allores are at the police department. If you look at the public entrance drive, you taken the parking kind ofrapped it around back on it through its side to that same access drive. So we have plenty of parking in front. We've had aoe that parking in front of the building. and we have these other portion of that parking area dedicated to staff in aloyee parking. The main entrance of the building is still located in the same spot, but that is primarily now just the main entrance for the administrative offices and for a public meeting and a function ofability. He created a new entrance of the one of the additions on the left to the police department. this public interest what you will two separate public enterences, priifying the release from therative offices. And there are various positions around the size in the back of the building, small position for the administrative offices, there are sign effics were additional programming for police department around the back. um and and you can see that these are flat roof the white portions there are flat roofs that just kind of uh merge into some of the forms of the existing building as well as the proposed editions. There is also part of this program. It's a car for associated with the police of the department, and that's a 15 car carport, and it's actually adjacent to the building. Yeah, I would be easier five point to the screens. I don't know how much you guys can see the screen orve got everything try to talk through this like that. Let's look at the world land on the next, please. um and I don't know if you can see if there's a red line a d the red line that in the middle of this war plan, which uh represents the existing building footprint. So now we have the same front entrance the main entrance to the building is in the same location as currently is the right that kind of reddish area or rate of offices, to the front is a new is the lobby, which is being altered and updated. We have two smallers rooms off that lobby, only restroom off abs lobies. the main meeting room is still this space here, a small alteration work. Now, from the outside and adjacent to the left is the new public entrance to police department there is an addition being composed in the lower left hand corner who are administrative offices for the police department, and then working your way back, we have new altered areas through a patrol uh programming, including locker rooms of workspaces, and arenaas areas of the way of that is so of detectives offices and some of their support spaces. They're working back to upper left hand corner. We have the new secure entrance. so if you police department, uh from the Sally court into a processing area in a holding cells, uh accessing the holding cells. Jason to those areas we also have are evidence for g areas and uh some of the evidence paid. next. These are some of the building elevations, uh, very nice, rather to go through these in detail. I think that next year is of images will all describe to build in a little bit more clear. is the new uh visit proposed uh images of building from the public side of the building. We're offering over top of the public parking lot. uh you can see where the new uh exist the existing entrance that the building is into the lobby area. Or actually look proposing to alter that lobby area, perhaps lift some volume into that space, bring in some exterior windows into the lobby area. Just open it up into a little bit more bright and these. um and then you can see the blue centers on the other side with the new wing the district that that would be all of the place cent of the. This is rotating around the building down the left side is the business, you can see the administrative where, the right of that edition, and then the horore the way back into thisewer area of the parking area of you know, police department. This may or may not have a gated entrance. We haven't got that level of details. Certainly we'd like to propose putting a fence around this area, at least apartments or light tests secure their parking areas with the private vehicles, uh as as well as to make the property, local more secure. This is the back floor of the police area of the carboard was to right there, and then in your left or entrance to Sally port bays, as well as some storage and evidence storage area is evidence inal base. And this is a pack around again to the 152 sizes of the building. This is the proposed addition for the administrative offices where we're adding a couple of uh smaller uh office space for the building. based on those images that we presented to you some plans, uh some written descriptive details before it, our uh information to our allessimator, false estimated, there is the 12 page cost estimate, you convert through these pages, 12 pages, broken down in CSI format Okay, the base on that cost estimate, then we were able to break this down at the request of the township in the three different options, uh, for lightlying costs associated with these different options. Option over one is to renovate the existing building only without any building additions. This is taken the existing building that can really taking it down, removing ceilings, installing new fire suppression systems throughout the existing building, offgrading some of the uh insulation requirements in the building, uh doing some miscellaneous alterations on both sides of the buildings and better enhanced the way it works. uh and then upgrading all the finishes throughout existing building. based on that we were able to break down out of the cost estimate, the brotable costs. We also included some additional site work to upgrade some of the utilities, added in the contingency, and the total schematic face cost estimate for option number one, approximately $3 million three four nine million. Option number two, we were looking at doing the whole project all in one shy, all as one phase uh, so we're renovating the existing building with all of the building stanches, as I presented to you, uh, the closed portion of the building, the police car court, building alterations, site work, with a 10% contingency because this is just schematic phase, designed at this point, then we approximate that to be just over $8 million dollars. We were asked to look at a phase or excuse me, a third option of which we would phase the two portions of work. So phase one, um, police department, building editions, renovations and slight improvements, phase two, was administration building additions and renovation work. phase one, maybe we figured the work out to be about five just over five million dollars. phase two, which would be done to have maybe the date after that phase one was completed, would be an additional uh 3.49 million totalal for both phases done seemingly, you know, a year report or something like that, uh would be just a little bit more at 85 million, the real numbers. So that's where we are at this point, we've gotten through the initial uh design phases and an initial estimate of probable costs of schematic phase design costs, and at this time we're we're looking for your direction, how you would like to proceed. or if you had any other ideas or how that? Do, do you mind I'm sharing a few examples as to why this is necessary? on with the building, and achieve you can pipe in as well, if you'd like to. Sure. um, so I think generally speaking, when the township had gone out for an RFP using the APA money, um, a lot of the health and safety points in the municipal building were of concern. ADA compliance, uh our HVAC system at the time our boiler was on the brink of failing, um and as you can hear, the HVAC is also on the brink of failing. Um no fire suppression system within the building, um general electrical upgrades uh are necessary, plumbing, upgrades are necessary, are police departments, sync, um backs up way too often. Um, as well as some of our other uh facilities. So just generally speaking, the building really hasn't had much improvement since it was originally constructed. Um So a lot of these are needed just for general function. as well. over time and how building functions. That's correct. Okay. And then before your phase project, is it fair to say that if we extended two years or three years between phases that you look at a ten yearly escalation of both really? That's what the cost estimator was suggesting recommending at this time, generally speaking, typical economies, he was suggesting, you know, ranges between three and five percent. He said in recent years released since the pandemic, at least construction costs a bit during high, you can imagine. just like every other cost that you have you look at fuel costs, very volatile. So he says more, he's just the recommending a ten percent for year. Okay. any questions comements? No, not right now. Oh, you just turned it off. I did? Well, no, never mind... Yeah, could you office us through so, I guess within the original approval or from the art of money, um and we ultimately selected um you guys to help lead us through the least these initional phases, right? Wh where are we, I guess, within the whole scope of the contract with uh, Philodon and what are the next steps or requests, essentially available the board now? um, just to kind of let the set on on how we got here and then we needed to do start forth. So, our internal group, chief and I have met with Philip Donovan a number of times to get to where we are now, um essentially going from a larger scale renovation project to Whittleling it down to what we have presently. um and, you know, we've all talked about it in as well that this is a continuation um as we evolve through the process, right? So like, what the plan is presently might not be the exact plan that we see at the end of the project. um, but we need a general idea of this is the direction that we're going in. Um, if you would prefer to do a phase design versus, um, you know, the phase uh option one or option two, um that would be beneficial to know as well, but we do need a direction moving forward to that weekend then apply for grants. We can move forward with some of the interior aspects like the HRAC units, um, figuring out what capacities we need based on the square footage of the building, plumbing, electrical, all of those types of facility, um, components. narrow those down, get a concrete budget in place, go out for the the grants, and then hopefully move forward with a construction team and continue to work with Phillips and Donovan through the next piece of the project. But the Argo money and I know this has been thrown out there before, but the APA money does need to be spent down by twelve thirty one twenty6. So we are on a bit of a time crunch in order to meet that. um I would say we're approximately sixty six seventy percent through the contract budget um for APA. um so we do have quite a ways to go, but that is set aside for those next parts of the projects once we decide the square footage and determine a scope. context of the biggest prop necessarily what would be up to Philip. I don't have it in front of me to reference. somewhere designment, so, you know, architecture projects we generally est design development of construction documents. So, uh, depending on which pieces or somewhere in the design development, we not through it. So, and designed development phase is usually just that where we were really going into the design because once we get into the construction document phase, we we like to have a pretty good set designer, because then we're really detailing to to get permits and get it constructed. Not the same things can't change men, too, but the schemat design designed development phases are where we really mold the design and I think it's important in there that we have had electric kind of pol engineers, um civil engineers survey and the site and is doing site work so there's a lot of us that have been working or not just our office. I mean, they' our consultas, but um so that's that's how we get to the, basically, at this point, they need to know how they're gonna afford to spend the rest of the other purposes. my how much do we have left on that part of money? I don't have a specific number, but I can get that for you. I think it was like 340,000 were where about 60 to 70% spent down. Again, exact numbers. I don't wanna even, you know, throw out a number. I can get you the exact numbers tomorrow. Would that impact the option? I've actually looking at the to me, this is such a massive project. um I don't want to be forced into any option or schedul or any plan based on ed, it's like $100,000 or whatever we potentially have to get back. If if we allow ourselves more time to make sure that you know, we're 100% comfortable with the next steps, where the plan would be is that is ready for the future, like is this a building that's gonna take us through the next 20 years? Do we need more offices with AI electronic documents, we need the filing rooms, things like that. um, should it have emergency services, capabilities. other other things that I've as I'm looking at it are kind of popping in my head that I don't know the I don't the answers, but um for the for what we have left, funding wise I would I wouldn't be inclined to move forward just based off the my. Okay. And looking at and looking at this, obviously, but you know, eight million, eight5 is a big nug to crack, obviously. I, uh through the discussions I've always and I think I've states effective time. I'm leaning towards phasing it. I I really am, and I and I think the area that needs it the most is the police department right now. uh I believe they've done an excellent job with what they've had over the years and uh I think they're getting a little crammed over there and to be honest with you, there's a lot more uh things going on, police matters wise than half over the years where he obviously the force being increased over the years, uh and they definitely need room. They're working on one another right now, so obviously I agree with what Joe is saying. I think at some point that we we have to get started, I I' of the opinion that I'm leaning towards phasing it, but again, obviously there's other things we need to look at, but phasing it, I think is the way to go and start with the police department. Right now that's the way I'm feeling. just a new sure also, I I 100% agree that I don't the building is not it's not sustainable. as it is that we all know that there's a million things that need to be fixed. Are you suggesting taking, take the a police side, I'm really hammer that design and push that, and then that's the way I' locked in, not locked in on the other side. That's that that's where I am right now. I I think that the need is the police department side. Obviously, the HVAC and everything else in the plumbing and things like that would come along with it, but I think that's where we need to start. phase one is what you're saying. Correct. Option three phase Option three phase one. Got double secret probation, right. And so how would that logger we did that's a good question, we would want to focus on that what are the next steps there to know what I would love to have cheap come up at some point. I mean, we take a look at that if you like. I mean, we could take these designs, remove the administrative office, the improvements, the administrative building, portion of it, and just developed on you know, it's a fork under. you're gonna be putting all inits in a work on the side. things like fires actually won't be done to this part of the building and until phase two proceeds. So it's gonna be kind of half completed different phases. I'm sorry that are process, which is like thought where maybe you were going, I mean, we should really, you know, we've got to this point for a whole series of meetings over the years, but um so if if we're gonna really focus on the police, then we should get together or through whoever you feel is appropriate to get together and and then focus on it. um, you know, we have gone through a process, a whole programming process, which is a multifage document that this every room the size it is now what size I think it should be, um rooms of spaces we don't have, so we're going through that process and then we actually came back and crossed off when I threw it again, so I believe it or not the building is smaller than it started out being. um but, you know, there may be room for that, but we do want to make sure that, when this building gets built, that it's not obsolete room. It's so. we do ask in that program. I mean, like, where do you see your shop? additional staff, additional uses that you might not have. So that has been taken into account, but um, I mean, really, we just we've been working with with theN chief on those things, and we just know even know that everyone's on board, so that we can we really get. On we get that, we' it's easy, you know, easy for us to to move forward, but ouritectially layout and able also mechanical at youron systems Again, I'm one three, that's just where I'm focused on the now. I think E five is a big one. 85 is Now, keep an in mind that, you know, the grants that we're gonna be applying for rent dollars or dollar matches, correct. Um, some, but some are true.. only other thing that you may consider you consider is, even if it were be built in two phases, do we do the design work in on the phase so that it's ready to go. And I mean what happens here in someone, you know, some ways is they're gonna affect each other, some ways, you if we need to make sure we plan for that and in my opinion, it would be wise to design the whole thing that you don't to things. I don't disagree with that, and, you know, the other argument is it's not gonna be any cheaper than it is to that true, you know, that's the other thing we have to weigh as well. In my mind, there's a big difference between the design phase which you're talking about and putting the shovel in the ground. correct. So, before the for the design phase for we're considering enough theR but running um, so we don't have to keep back, I have no issue is designing the entire building, it doesn't necessarily have taking a shovel on the ground. moving forward andruction right way, but it allows us to use the up money that was all located to design in the building. So I have no issue moving for it with the complete design. Again, knowing that that doesn't mean right, you know, a shuttle goes in the ground, it'll be ready to check, but doesn't you in the process. I don't think it's there to hang these guys out for more time. um and I agree, but you, you know, you're right. it is important to look into the future I'm not sure that in office space can't be converted out a later point in time.. I do want move. You mean technology wise? technology, absolutely. Like an AI or, right. Sure. I was just a farmer, so lot. um in terms of the the cost estimates, the one of the thing I notice is it concluded is national service cost, you know, permitructionion fall. um any the what we could use as a percentage to total all data cost. I know there's gonna be selections and things like that, but furniture, for instance, in technology, you can get really crazy. I't never use this stuff. a big difference. technology. addressed that. This is that cost of this. you know, sticks of risks that have mechanical systems, ess essential structure the a. So, I mean, we've been making find something that give you a range, there's that would be... And then I also think when you're going through the that programming analysis, I think maybe not line by line, but some level of another presentation like this to go through, you know, what that looks like, so obviously it's all like we has a chance to see it in common question, we can do the same thing, of course, um, just a new or reason aware of all the thought that's going into, you know, each room and also some of the update.. I think I noticed there was no finish construction cost either in your in your text accurate. You have to you have to double check, but I think the finishing construction line is like. I' give a brief update on our operation and where was named financially. uh, so, good evening, my name is Mong Avenue, the chief of Operation for Southware original EMS. I'm join denied five vice share my deputy chief Justin Tuttle. I thank you for the opportunity tonight to speak. I wanna use my time to give you update on where we stand financially, where we stand with our 2025 audit and most importantly, the level of service residents are receive from us every single day. All town Township is one of the five communities whereared to serve, and I think the incigration scheduled back that up. uh for our financial update through July of this year's shower original EMS brought in just overwhel27 million in re. Finially the seven month period in a healthy financial position. our reconciled cash accounts is good extra over290,000. out of July. our total assets and just over two million and against totalability of about $23,000 short our bet is sound and we remain a stable financial posture the second half of this year. I also want to clarify the showerberg original is not currently, requesting any additional winding or hotel township for a fiscal year 2026. Aud update on the aud front on police report that everything on our end is complete. We've worked closely with our bookkeeping team of our books, reconcile our account and provide our outside orderor lab with everything they need to finish our. 2021 on. Our understanding is that the owner itself is substantially quickly in the auditor now finalizing our finjections. At piece takes some additional time when they're where the reors receive a full update or a year of the financials are August 20th fourth meeting, which soon you attended, by our accounting furned our neighbor, uh for those that weren't able to make it and they' residents to run go back to our next meeting that give even deeper financ without an answer any questions from the supervisor will follow. We also our budget, we' already looking as the next girl, we put out process, and we look forward to working with the township and discussing any deficit should we ask some. now I wonder what matters most on the residents, the local serviceout regional BMF provides here in Motown township, Shadow regional EMS runs two AS andoses 24 seven, 3605 days a year. One based at a new township station and the other one base so company. Were with crews were made and they dozenations and they are not out of the call, so they are always positioned and ready to respond quickly. Shout the original BMS is the only agency actually stationed within the center point of the township area, which matters on every second counts. In addition to or two are you supervis one duty seven or supervisors are all acrossst in the GMS fire, uh rescue and emergency management. We also have a duty chief in the station Monday through Sunday, uh, and a duty chief on call from home Monday for Sunday night shift. We're all cross string fire as well. Our paramedics ADs and the MGs hold themselves to the highest level standard possible, and our full time paramedicsurer 200 years of combined 91 DMS experience. Both town T township consistently accounts for the highest share of all of any of our number micipalities and our response times consistently unformed the heies published averages for this area against any agency. A few things to highlight from our operation regular regularly excuse me support community investor town township, including events like the American run. That part of our commitment to this community, to be honest emergency response. In fact, every single event we attend is free to the township. um something new that we started doing, our personnel routinely supplemented the whole town of fire compan's crew staffing what needed. This is a new program, where our silented supervisors will respondent supplement. Hill town fire company crew, and this is a similar program to the with the water does for sodale fire company. I actually started including including the data from this quarter in our monthly report, uh and I believe that this program has significantly assisted that not only the township but the fire company and improved man and response not so far from the fire side. Um, something else to do, we are 100% staff with a very littleternative rear staff. We currently have a list of waiting list for full time parameise. That's not something you see very often in the EMS. um and then lastly, I just wanna address some over changes. um so one more thing, obviously, I want to fly for you guys and I Chicago regional is in the process of updating our eyeballs and as part of that process, we reaching out the wholetown township the gauge you interested in the seat on our word directors. We value having a number ofalities represented directly in our governments. Now we need to rebuild those those reserves, and that's one of the most important things we need to do at this point. So when we say, you know, do we need more money next year? It's kind of a next bag. Yeah, we can get by, but we really need to be very cash service for a time when we might have to buy an oldandules or something so Well, that be part of the projection. And so it's not uncomment for those I mean, that's normal monitating procedures or something they have to do. Um part of the audomating standards that they have so I think we're we're somewhat of in a weird position. keeping in mind that I know it's January is a number of front around, but we we need to provide we didn't identify with the issue was until quite April time frame when we sat down as a smaller group and talked about the accounting back all this stuff. um so really, it's been I was time we approved that funding for JNA, that was early June, I think was when they basically got the funding. I can move forward. So, I speaking for us some really proud that we actually did that, um, took that step of hiring JA, otherwise, I don't think this would be possible, um, I don't know if necessarily think it would be in a decision wrap up the audit, as quickly as they're going to. um because they need that forecast in and they's helping develop that forecast and they're gonna be more people on go four cases. So I think there's some until the auditors get through that forecast review, they can't issue the you know auditor report. um and then so all that stuff. you know, can't really budget necessarily for next year or um for a lot of your out would absent certainty yourself. So throw that out... So, it's just hopeful to have numbers that from that not realistic being right there. Yeah, and and what I what could happen in it's not uncommon and it's just that a doubt point youought to per can look at the forecast and say, you know, you break even based on your own numbers on within the next 12 months, they can put a disclosure in the financials that basically say, there's substantial doubt about your ability constiguous growing concern. And basically, we don't know if you're gonna be here 12 months. I've seen that a lot more than the nonprofit world. knowing specifically what what was going on in shower, but more generally across the MS in general, um, it's not surprising to me if somebody got that kind of an opinion, just because there's a structural issue between cost service reimbursements, billing, um and until that's all resolved it wouldn't that wouldn't be uh uh a terrible thing. it maybe view that or could be painted that way, but it would just be a data point. I know all that would be saying is with the next one months, we don't know if it would be here or not. now we don't know what that we would have a chance to see what that based on, because then at that point forecast would be done. So I think if we got the audit I would be shocked if the audit wasn't done before well, before that, but and that's just no contact with Don Lab or anybody else. just based on my experience of it sounds like they're right at the edge. um so once you have the audit, you get the work, if you aud to do, you could very well say, you know, there's risk of a going concern, we'll be able to see what they what that would face on. And then the by line, that's going to lead into what's the forward financial requirements? Is if there're if there's substantial doubt and it's roughly very even or so in the forecast, then upon child any other agency in the same boat that I know what I need to go out. and ask what we just felt. So, you want to put that roughandum from the next watch, the next elections November third, um, our last meeting, July 27th, um, so, um, we had about six days to draft in ordinance advertise and pass it, and then sudden the referendum question to accounting. so we're not making this for, so uh, but it is something obviously it can be explored the next time around. The hazard mitigation plan has been worked on over the last couple months and is compliant with section 32 222 of the disaster mitigation Act of 2000, which requires state and local governments to develop the submit for approval to the President of a mitigation plan that outlines processes for identifying their respective natural hazards, risks, and vulnerabilities. This resolution is essentially to confirm that Hilltown Township will formally adopt the Bucks County 2026 Hazard migation Plan as the official hazard mitigation plan of Hilltown Township, and the respective officials and agencies identified in the amlementation plan, hereby directed to implement the recommended activities assigned to them. primarily, there are goals and objectives within the plan to ensure the safety of residents while increasing our infrastructure to support any kind of hazard mitigation effort and to educate the public on anything going on within the township specifically during natural or hazard disasters. good we've been involved with this before? Yes. We're not that one municipality that they participate? No. It is preferred for us to not be the one municipality that doesn't participate this time around either.. This is the official plan? Unfortunately, since that outreach back at the beginning of this month on August 5th, we haven't been able to connect, but we do plan on meeting the first week of September Once all of our schedules are aligning, so hopefully next month I will have a better update for everybody about that. that runs from I think September until November. November, right? Yeah, there is time. And the township was also reached out to by Deep Run Sports to put in an application for them as well.. The township has experienced some development pressure in the industrial industrial this year. one of the ways to maybe bring some of that in in terms of getting a closer look at the applications and having more input from the residents is to have more of these be admitted by condition use just rather than use sp. There are, if I remember, my account correctly, I think for two different uses permitted in some district Uses in the in. Again, number permitted by right, by conditioning user by special exception. A lot of those are permitted by right. So one of the of the traditional ways of conventional ways of, you know, getting those uses running out through better than get better than around those is to send up to use process and have a hearing where those use sell, you could be a look at the conditionally use provisions of the ordance, they are probably outdated. I say, I'm pretty sure they're outdated. They probably have. So I'll be looking for from theers autori state to that, so we put that this form and pass an ordinance that would give us some modernized conditional use provisions, along with an enhancement or an addition or whatever you want to say it. The inclusion of more uses as conditional uses. particularly for the LI and HI districts. point on this, which Jackie, you, I know you said it a million times to give some of the recent projects that have come through. It's important to remind everyone that we have to provide for all legal uses within the township. That's correct. So if a township would decide that some some use they didn't like, like quarry I don't farm, so I don't pick something that you know, if this studies were free to zone out, that legal use, essentially we would have no for forms. So the way the law you know, that for that is it requires all municipalities to zerm in some way for allegal uses.. You have to permit it by rape, you have to permit it either by right or by conditioned use, by special exception, by some mechanism. So, you know, Hilltown is compared to micipality actually are industrial districts compared distance. compared to compared to, you know, but we do have to provide for those uses that are going to be that's typically where those impactful uses go in the industrial districts. And then this is just a tool for us to kind of know this is just a tool for us to kind of if you take it through conditional you for again for the benefit of there's unfamiliar issueing use process is really a hearing on a permitting use of the use itself is permitted by the applicant for conditional use as to come to the township or one establishhes the uses indeed the conditional use that you're talking about. and and then have a hearing in front of this board um the to one percent evidence to that that and then you discuss the impact rays and how it would affect the community so that in addition to if provided it is to use said, um, you know, can be mitigated um, you know, and and make that, uh, you know, have that opportunity for the only to participate and for the board to sort of protect you properlyraft. so on. The township we handle 829 incidents, 61 cri old dress and 29 criminal offenses and 29 ofrests the issued eight c citations and 18, 108 warnings. investigated 44 accidents, several of those were reportable and then 279. Two of them were D wide related crashes. We had uh just under 120 hours of training. traveled and uh 12,279 miles. And we had 100 hours of overtime, 67 of those forver was. The speed study on Mill Road, I have all theated collected for that, and I just don't have in a form that anybody't understand at this point. Um, I do have all that data first all the data we collect discussrising steel is by the full 55 miles an hour, um we only had two vehicles. There was tra we trave on device and it was something in which was pretty main considering a speed limit, a little such. So um we're and we're only five traffic acciden which is also surpris in three group. So, I will get that memo typed up and prepared and get that to the manager for you consideration. for bus control, for June, there were, uh ten violations were used and all ten of those were approved by the uh reviewed and all ten will approved by the officers. We got to worry salt like everything off the you know, and now at the time. seems for a lot, but when you're wor 25 tons of salt that but really like everything it's just long. our heat program will start Wednesday, November 4, if from time Memorial, it's all we started it Wednesday after our ele day, um we're gonna try to do some severance of a schedule this year, very difficult with weather conditions, other municipalities do it and what makes Hilltown different. Every other local municipality does one to two pickups a year. We operate under the premise of every Hilltown ri two. So it's very hard to adhere to a schedule when you're trying to perform and provide such a high level service where we're picking up leads nonop five days a week. Uh, and with that being said, if we can come up with something where we're putting the roads out that we're doing a week at a time, even four or five days at a time, we're gonna do our best to do that. we try at least schedule, what happened was we gave everybody, say, a window of seven days, we were gonna be in section one. Well, we could get Section one done a day and a half because we were dry, they didn't really have a mouth. People were waiting until the last day to put them out. and then we were already be on the section, too. It was not like we can just gear down, get out a leaf and and go do something else. So, it really, really inered us the last time we adhered to like a you know, let's a real world schedule, but we're gonna do our best this year to come out with something so that everybody's kind of on the same page with one we're gonna be out and all that stuff. maybe if we get this tests would help up and running. Yeah. I think you should do the Santa Claus thing with the fire department does. real time.. we thought about it about it was where we're at? we thought about it, I think it would be that. It's almost the only way to keep everybody happy because it is full belie collection. So it's difficult to be right at front in front of somebody's house when they want us to be there and wind and so like I said, we'll do our best to kind of get some sort of severance of a schedule together. and if here to it, but it makes it difficult. And the people been pretty understanding over the years? every year we never, you know, it's just when you least, you know sorry, put them out get them. and within three to four days we'll come get them. So it works out, well. two things, uh I guess a week or so ago now, uh, my guys were able to raise enough money this year to support two need children over at rest elementary, we were some very generous donations, uh, and it made a lot to me. They were really involved and they really wanted to get behind it. So if we were able to get only school supplies and gift cards for new sneakers, clothing, et cetera. We dropped out off last week and did elementary school and then we facilitate that for the guidance council, there you go and in turn, drop off the need family, so I was happy about that. and then the next event that we're doing voluntary event, it's called a sunny Day event, the state police put it on. We were in Dublin fire department. So what it is is it's a day of pain captured and adults kind of interacting a day with touch of truck stuff where they get in the truck on the horn and we go over with them, what does what we did last year and really not know what to expect. We had an absolute blast. So we're gonna do that again this year and that's all in October 17th. So. That's it. How many trucks we send over bud? last year we had break and tobacco. We were a little nervous because it was canceled for its initial date, and we went with the rain date. We still had the estimateszer tough, but some people say a couple hundred people, 200 people at least show up, uh, with watching movies. Uh, first is an update on the Mincy Trail route 113 temporary traffic light application that we have been with Pendoff for consideration. Um Pendot did provide an update to our traffic engineer that they would proceed with the review of the temporary signal um with haste to minimize the amount of time to get the signal installed so that there would be a benefit before the roundabout planning starts to get um up and going at the beginning of the year, which is really very, very positive. So our traffic engineer is going to continue to submit revisions and um just make sure that everything is buttoned up on the application so that Penn dot can move that through. And then once we have a green light, we have already secured a vendor to go in and do the installation through co-stars. So we are ready to go as soon as they give us the okay. So we are very, very excited about that progress. item 14 B the upcoming blood drive. Our next township event excuse me, um, is the blood drive coming up on August 27th?. Oh, which is this Thursday from 10 AM to 3:00 p.m, and that will be in this room, the meeting room. um, during that time frame. Now, does that affect, uh if you do it in, face in the face does that affect the uh grand acquisition at all? Yes. it really depends. um so we could go for a couple different grants,akby is one that we have considered going for. um and getting on the schedule for allowances for that grant opportunity. uh USDA as well as the LSA and then um there are also some specialized grants for emergency service type renovations that we would be going for. So if we do phase it out, um we would obviously go for those grants first, um but the schedule of allowances for Rqby, we would probably put it on as an umbrella project, just to to cover for future phases. I guess I kind of into this I guess you ultimately wanna kind of finance it with with grant money as much as possible, maybe not 100%, but 90%? If you have a ballpark figure. 9 would be great. I think that might be a little optimistic. What do you think in 60, 70? Yeah, I would say 60, seven maybe 70 to 75% would be ideal. but it depends on what we can what we can get. second. Okay. You probably are if you. I number. But that was where they said that no open space tax that was a approved by referendum, could be taken away by ordin sir, or any kind of municipal action. It had to be by referendum again. so so this this the space referendum has never been taken away. It its only been suspended at this point. So the next is is my belief that possibly and and for the solicitor to apply on this, that I I think that, you know, but I I think that it might be all that it is needed is at the next pledge introduced is say, we're gonna we're gonna reinstate it. is that I have to some degree already, the initial thing we find out is the over. be removed by referendum as well. There's some curious in the act that talks about, you know, removed or reimposed or reimposed, like does that any of thesepaper law, you know, what does that language means, I concern with the idea of just turning it back on is that it is the decision to impose that task was by electorate from 200 whatever, you know, a long time ago. folks are the same. And that would be my my concern, but I am looking into that idea further, but that that's my worry that you know, you you're taking on tax obligation, um, that is is required by a certain procedure here and the procedure is really to ask the voters. And now we haven't asked these voters. we haven't asked, you know, we would the the S was to voters a long time ago and they said, but you're not the same voters. I think it's important to find out what the pulse of people is. That's, you know, but is is a a referendum needed for that, and I and it's a legal question I'm gonna it's a good question it's something that I don't think it's one of those sort of between the cracks thing questions that has been hard to find so far any definitive, I think I think we should a case that case that is where you really need to havele and there hasn't been?
