which covers
[9:35] majority of the
navajo nations
[9:39] on the northern end and also some poopy
areas
[9:43] and part of the city
around some city
[9:48] and um not sun city

and navajo we introduce ourselves by
[10:00] clan so i'm bitter water clan
born for near water my
[10:06] grand paternal grandfathers are
[10:11] folded arms and
my
[10:14] paternal
grandfather this red house

peabody coal mine

[10:46] so um mayor the request tonight is for a
letter of support for navajo county's
[10:51] application for the arizona commerce
authority's
[10:55] rural broadband grant so in 2020 navajo
county hired magellan consultants to
[11:00] help us develop a broadband master plan
to really figure out how do we get
[11:04] reliable affordable broadband to navajo
county because i think all of us are
[11:09] aware
what we have doesn't work well when it
[11:13] works so um based on that plan what what
was determined was that we have no
[11:18] redundancy within navajo county so when
one part of the the system goes out we
[11:22] all go out um
and so
[11:25] what we are proposing to do is to apply
to the commerce authority to implement a
[11:30] redundant loop that would take broadband
middle model
[11:34] fiber from holbrook
all the way south on 77 through show low
[11:40] down to pine top lakeside out to huber
overguard and then implement a wireless
[11:46] network from
hebrew overguard over chevron canyon out
[11:49] to winslow
so the intent would be that this would
[11:53] be
the county-owned middle mile network
[11:56] that then third-party internet service
providers could come into our
[12:00] communities and lease that fiber to
provide last-mile internet services out
[12:05] to businesses
and residences throughout navajo county
[12:10] we feel that this is a great investment
for the entire county and that it will
[12:15] really improve the quality of broadband
service we have
[12:19] the other advantage about what this plan
is hoping to do is that we've um
[12:24] partnered with and consulted with both
of the well not both all three of the
[12:28] tribes within the county hopi navajo
nation and the white mountain apache
[12:32] tribe so that our plan aligns with and
dubs dovetails into the the broadband
[12:38] plans that they have so that we're not
only creating um that redundancy for our
[12:42] non-tribal communities but we're also
tapping into the work and the
[12:46] infrastructure that our tribal
communities are building so that we're
[12:48] leveraging all of the resources to
really
[12:52] build up this entire county
so the the request that we're hoping
[12:57] from you is that you um mayor will sign
on to a joint letter of support from all
[13:02] of the mayors within navajo county
in support of this project that
[13:06] navajo county is applying for we're also
um getting letters of support from the
[13:11] president of navajo nation and
chairwoman lee gatewood with the white
[13:15] mountain apache tribe as well
[13:22] could you just find middle mile network
and last mile infrastructure
[13:27] i can so the middle mile network is
really um
[13:31] the
think of it as kind of the highway
[13:34] system that gets the service from place
to place it really functions as the
[13:39] roadway whereas last mile is the service
that actually comes to your home it's
[13:45] the the wires that are required to
actually hook up your computer to the
[13:49] internet or to actually get the service
to the home so the county won't be
[13:53] investing in that last mile provider
service what we're investing in is the
[13:58] roadway what we have heard time and time
again from the service providers who do
[14:02] exist in our area is that
the most expensive part of providing
[14:06] internet service is the middle mile
infrastructure it's building out
[14:10] those systems and so as a result
they don't invest in those we and we see
[14:15] that across the country um
service providers are hesitant to invest
[14:19] in rural communities because it is so
expensive to invest in that middle model
[14:23] infrastructure because we're all spread
out they would rather put those dollars
[14:27] in in more concentrated populations so
what the county um is doing as part of
[14:33] this proposal is we actually released an
rfp that just closed on monday for a
[14:40] last mile
partner who will then be able to work
[14:43] with the county
to bring in those last mile service
[14:46] providers to actually get from the the
middle mile infrastructure to the homes
[14:51] because we recognize if we don't have
actual internet service providers
[14:56] that middle model infrastructure doesn't
do any good so the entire proposal
[15:01] includes last mile partnerships to get
service
[15:04] out to the end user
[15:08] anybody else else have any comments or
questions for yourself
[15:14] one more married council um
[15:18] so navajo county has taken this on
was there any kind of
[15:24] business
businesses in the area that were in this
[15:28] part of the united states that were
willing to take this on so that's what
[15:31] the intent of the rfp was for was to
find an internet service provider who
[15:37] would be willing to partner with the
county
[15:39] on this project application so the
county is in the process of reviewing
[15:44] those um
responses to that rfp currently as we
[15:49] speak i think they had their first
review committee meeting yesterday
[15:52] i will say that the county has um
committed to
[15:56] allocating a large portion of their argo
dollars to the match for this project um
[16:01] the project is anticipated to cost
between 17 and 20 million dollars to
[16:06] build out this middle mile
infrastructure and so the county has um
[16:11] has committed a significant amount of
their dollars for the project okay so
[16:15] when it's all said and done
who will own
[16:19] the infrastructure the county um and the
reason for that is in order to prevent
[16:25] monopolies um so that the
the access to last mile services uh is
[16:32] as affordable as possible and so that it
encourages competition
[16:37] right now i think we all know we only
have
[16:40] two
strong service providers in our area and
[16:43] when you only have two service providers
there's not much choice for consumers
[16:47] and so the hope is that by the county
owning the infrastructure um we'll be
[16:52] able to lease that to multiple providers
to help
[16:55] drive competition okay thank you
you have a question yeah
[17:02] so
so we all know that they just passed
[17:04] this big infrastructure
[17:08] so we know there's going to be money out
there for this especially like this last
[17:12] mile
so has that been looked into by the
[17:16] county um
it has okay
[17:21] and
so is that gonna help pick up for our
[17:25] residents
on in the county
[17:28] to get that to the house
yes so that is part of the comprehensive
[17:33] master plan we've already begun
discussing um
[17:37] what that next phase looks like we're we
are confident that um we will be able to
[17:42] get the funding for the middle mile
infrastructure all 17 million
[17:47] through this round of funding through
the commerce authority the commerce
[17:50] authority has already said um they have
another 100 million coming through at
[17:56] the state level it's unclear whether
that is part of their infrastructure
[17:59] allocation or whether that's separate
from our allocation but we know at
[18:03] minimum there is another 100 million
coming through in this state
[18:07] so part of the conversation we're having
in our next
[18:12] round of conversations with which
whatever whatever partner we end up on
[18:16] um internet service provider will be
that conversation of what is our next um
[18:21] grant application look like to actually
get that infrastructure built out um to
[18:27] the end user to the businesses to the
homes um and that will be based on
[18:31] uh communities that are currently
underserved or unserved um it will
[18:36] depend on the speeds one of the things
that was found out in the master
[18:41] planning process was
the actual speed tests that magellan did
[18:46] throughout the county and so what we
learned which was really surprising is
[18:49] that what most of us pay for and the
speeds that we're supposed to be getting
[18:53] based on the service we paid for is not
what we received that's probably no real
[18:58] surprise to any of you um but magellan
was able to empirically show that by
[19:02] having residents who took the survey
actually conduct speed tests
[19:06] on the service they were receiving in
their wherever they were taking it at
[19:09] work or at home so that is the next
phase of our round of grant applications
[19:15] both at the federal level as well as the
state dollars that will be coming out
[19:22] well
um
[19:24] so
once it's all done so the last mile
[19:28] uh infrastructure that would
be put out to bid or
[19:33] we're not quite sure what that would
look like because um
[19:37] the way the middle mile project is
designed
[19:40] we will be able to
begin leasing once that infrastructure
[19:44] is built we will begin to release that
middle mile fiber
[19:47] so we might not need as much grant
funding for last mile connectivity
[19:52] because a lot of times your
internet service providers will build
[19:56] out because they want to own that last
mile infrastructure they don't want the
[20:00] county to own it um and so
if we cover the cost for the middle
[20:04] model they're more than likely to cover
the cost for the last mile so the amount
[20:08] of grant funding necessary to cover that
last mile will not we don't anticipate
[20:12] will be as much um so we're not sure how
much
[20:15] that
that will be okay and you have you all
[20:18] considered because we have two providers
in the area now is there a possibility
[20:22] that they could buy all that
or or would you have a competitive where
[20:27] other entities could come in
all of the capacity on the the middle
[20:32] mile is that what you're doing no on the
the
[20:35] last mile
infrastructure
[20:38] no because they would have to in order
to
[20:41] um
in order for any provider um to own
[20:46] essentially the last mile they would
have to lease all of that capacity from
[20:49] the county on the middle mile
because the county's goal is to create
[20:54] competition
it would be my guess that the county
[20:57] would not be open to sole sourcing all
of that middle mile fiber to one
[21:02] provider okay yeah that's my question

and whereas it is the desire of the city
[22:26] council to clarify that condominiums and
townhouses are allowed to be built in
[22:32] the city
[22:35] and this is second reason so
i'm sure we'll entertain a motion i'll

i've done a lot of dealings with them

ron scorse who just did our surveyor
[33:18] cemetery
that rounds course
[33:20] it probably was the same guy 74 years
old he just surveyed our cemetery

lived up on the hill

a great guy
[33:33] right and he was he was up and adam
one day and
[33:39] people saw him about town and the very
next day
[33:42] he passed away in the ambulance on the
way to the hospital
[33:47] complications dude called it

[33:56] in addition to this grant that you just
approved we will be receiving another
[33:59] grant this is an adot airport pavement
preservation program the grant is for
[34:04] 171 561 dollars uh that will require a
10 match and that will be for taxiway a
[34:12] uh the funds will be used for crack
ceiling seal coding and or an overlay
[34:18] and of course these procedures will
extend the life of that taxiway
[34:22] uh
the we've been finishing up some work on
[34:26] our community center they're doing a
remodel
[34:28] staff is painting replacing floors
windows lights upgrading the restrooms
[34:32] to handling kept accessible we purchased
new chairs
[34:36] and now that
location will be able to use for small
[34:40] events up to 48 people
the daily rental fee on that is 50 right
[34:44] now our community center is booked just
about every weekend so this gives them
[34:48] provides another opportunity folks that
have small events
[34:52] and then it also
allows us to properly properly utilize
[34:55] that building so we're excited about
getting that done uh we'll also be
[34:59] putting some new windows in the police
department and finally should be getting
[35:02] gutters installed i've been working on
that program for a while we had to go to
[35:06] a different vendor and then in addition
to that we purchased some new mobile
[35:10] computers for the police department
[35:14] also work is being done on the leski
park concession stand
[35:17] um they will
restart that work they shifted gears to
[35:21] the community center because of the
colder weather
[35:24] it's a lot nicer working on the inside
there
[35:27] and then uh the next project that we've
got coming up is going to be the
[35:30] restrooms at the golf course i don't
know if any of you have taken a look at
[35:33] those restrooms that they're pretty in
pretty bad shape
[35:36] uh steve was pretty excited about that
when i told him the day that that's the
[35:39] next uh project that we have coming up
so i'll be upgraded new paint new
[35:42] flooring
new toilets new sinks and upgrade to be
[35:45] handicapped accessible i'm really
looking forward to that because those
[35:47] restrooms are in pretty bad shape then
finally um i'm adding borrow field to
[35:53] the parks renovation grant program that
we had talked about in the past all the
[35:56] work that we're doing we had a request
and apparently they've been trying for
[35:59] many many years now to get lighting in
place and so with this grant we'll be
[36:03] able to add lighting to barrel field and
we'll also be replacing the bleachers
[36:07] bleachers are in pretty bad shape
somebody's been jumping on them so
[36:10] i'm also doing some research there are
other opportunities for other grants as
[36:15] far as
the baseball fields are concerned
[36:18] uh and that may or may not happen we'll
see but i'll look into that
[36:23] whether or not we get that particular
grant we do have grant funds though to
[36:26] finish up that project so we will be
getting uh new lights and new bleachers
[36:30] for um borough field so that's really
exciting
[36:33] and that's all i had mayor thank you
