[0:00] We've only spent 29,000 and $800,000. >> Oh, this is the one that [0:09] um the lift station. [0:12] » Yeah. >> Yeah. [0:13] » It'll be spent by >> next week. [0:17] » We have a pre-construction meeting um tomorrow at 10:30. So, it will all be [0:25] spent by >> I see Park Hill smiling over there. [0:29] Well, it's construction money for the contract. [0:34] » Good news, though. >> Yeah. [0:35] » Yes. Anything else? >> On to the consent agenda. Any discussion [0:40] or motion? [0:45] » Discussion. I'll make a motion. >> I'll second. [0:48] » Roll call, please. >> Don Mirman, [0:49] » yes. >> Tammy White, [0:51] » yes. >> Mike Dockery, [0:52] » yes. >> Ron Theford, [0:53] » yes. >> Lorie Bab, [0:54] » yes. >> Motion passed. [0:58] on to schedule business discussion and possible action to approve appointing [1:02] Robera Davis to the board of adjustments. [1:05] » Any discussion or motion? >> I'll make a motion to approve. [1:09] » I'll second. >> Roll call, please. [1:11] » Tammy White, >> yes. [1:12] » Mike Mike Dri, >> yes. [1:14] » Lori Bab, >> yes. [1:15] » Don Mirman, >> yes. [1:16] » Ronford, >> yes. [1:17] » Motion passed. Discussion and possible possible action to approve appointing [1:22] Dave Danielle Barker to the board of adjudments. [1:26] I'll make a motion here. >> I have to ask who's Daniel Burke. [1:32] » Football coach's wife. >> How many? What? [1:35] » Football coach's wife. >> Oh, okay. I still don't know. [1:40] » Okay. >> She's got a [1:43] She's a body for it. We need >> a second. [1:49] » Three. >> I will second. [1:52] » Roll call, please. >> Tammy White. [1:55] » Yes. Johnford. >> Yes. [1:56] » Mike Dockery. >> Yes. [1:57] » Don Marman. >> Yes. [1:58] » Lorie Bab. >> Yes. [2:01] » We need three more. >> Jeez. [2:04] » We need three more to point to the So, if anyone is interested, I need their [2:09] names. >> Trucks. [2:13] » We need some gentlemen on there. Staff report. Okay. [2:19] Um, [2:23] I applied for two grants yesterday. Um, [2:30] one was for the community fire assistance 8020 grant for the fire [2:34] department for bunker gear and a new command truck for the fire chief. [2:41] I may strangle him if he does that to me again, but it was due yesterday. So, we [2:46] did it yesterday. We got it Friday. >> He got it Friday. We did it yesterday. [2:51] Got it turned in. Um so the other grant was the Oklahoma Department of Emergency [2:57] Management for Outdoor Warning Systems grant. Um, this would include upgrading [3:02] and modernization of the two existing TI21 systems, the [3:08] purchase and installation of three new federal signal [3:12] 2001-130, and the purchase and implementation of [3:17] the Commander 1 emergency messaging and activation system. So, that was all [3:22] turned into them. So hopefully we'll hear about those um two grants and I'm [3:27] looking for other grants for equipment and stuff for this upcoming year. Um the [3:32] server at city hall is going out and a new server has been purchased. Um but [3:37] Enco cannot do the uh conversion to the new server on a weekend or on a Friday. [3:44] So we have scheduled the conversion to take place on Monday, June the 29th. [3:49] Um the office will have to be closed that day as all the computers will be [3:53] down and so we'll get this posted on the website website and signs hung up at [3:58] city hall but we are currently having daily issues with the server. Um we have [4:05] computers that aren't connecting and we're having to do something daily on [4:11] that. So we're going to limp it along until June the 29th, but we'll have to [4:15] have it closed all day that day. So, the Hughes County Historical Society [4:23] Night Swim fundraiser is Friday from 6:00 to 8. So, go out and support the [4:28] museum, the spring car show, and the citywide garage sales this weekend. So, [4:34] go see some cool cars and buy other people's treasures. [4:38] Um, the budget is finally balanced. [4:45] Um, so we will run it in the paper for a public [4:49] hearing. We will probably need to have um a council meeting after the 16th, the [4:56] week after so we can get the public notice ran in the paper um just to [5:02] approve that. Um we had to make some hard decisions. Um I [5:11] cut out all the capital outlay. I did as much cutting as I could. We had [5:17] a lot of expenses due to back bills that weren't paid that had to [5:24] be paid off this year. Part of that on the water plant is we got hit really [5:28] hard with DEQ. When you ignore them for four years, they come at you full blast [5:32] and they came at us. And so we have stuff that we agreed to do. We have [5:39] consent orders and we agreed to certain things. So we need to put it on there. [5:42] So, we really need to tighten our belts this year. Next year, um you have a [5:48] piece of paper in front of you. Um that where we'll [5:55] suggest to you that um but that is to raise the water [6:06] rates 5%, the sewer rate 7%. [6:12] Yes. >> And it would make the minimum bill go up [6:16] to74.58. We're losing money on the garbage. We [6:21] pay more for the garbage service than we charge. [6:25] And in order to s to sustain a new water plant and sewer plant and to keep um the [6:33] money going, that's just what we have to do. [6:39] We're still a lot cheaper than a lot of people around. We are we will kiss us is [6:43] $90 and something [6:48] less meters though. >> We have 1100. They have 1100 with 15. [6:55] » That's quite a few less meters. >> We have a water and sewer plant that we [7:02] are required to [7:09] do something with. um and it had been neglected for a [7:14] while. So, okay. And then you should have a piece of [7:20] paper that you will be getting every month at the very [7:25] um you should get it at the first of every month and it will have the [7:32] the bank accounts, their balance from the previous month, what was deposited, [7:38] what was the expenses, and then the ending balance. So you'll get that every [7:42] month. [7:52] and we're working with Waterorth [7:57] on the project so we know where we need to be. [8:01] Um Ron has seen that program. if you want to look at it, want to see it, um [8:11] they're finishing that up and you're welcome to attend one of the um [8:17] Zoom meetings with them, but they they are going to tell us what our rates need [8:21] to be, what we need to increase so that our money does not dip down below where [8:29] we're in critical good position. Sounds good. [8:34] Any more? [8:37] » Nope. Okay, [8:41] this meeting is adjourned. [8:49] » Call to order the Homeville Public Works Authority meeting for June 2nd, 2026. [8:54] Roll call, please. Laura Bab >> here. [8:56] » Don Marman >> here. [8:58] » Ron Thatford here. >> Mike Gawker here. [9:00] » Tammy White here. >> Any communication? Would you tell me [9:04] again what the water rate is? Water sewer and garbage [9:09] rate is the minimum. >> Uh the minimum bill with everything [9:13] right now is 70 89 >> 89 [9:16] » and with the increase it will be 74.86. So it'll be $474.86. [9:24] And that's that would be with the I'm assuming [9:29] that's with the $1 garbage, not the $2. It's with the $1. Yes. If you just have [9:35] one Polycart. [9:40] » Okay. Okay. Thank you. >> Yeah. And that's with the um 25 cent [9:44] that's on there and the $2. So, right now at 7089, it'll go to 74.86. [9:51] » Thank you. >> If you approve it and then that'll cover [9:53] the trash. Cover the trash. On to the consent agenda. Any discussion [10:00] or motion? Another [10:06] motion. [10:16] » I'll second. >> Roll call, please. [10:19] » Don Marman, >> yes. [10:20] » Ron Thatford, >> yes. [10:22] » Mike Dockery, yes. >> Tammy White, yes. [10:24] » And Lori D. >> Yes. Motion passed. [10:29] Scheduled business discussion and possible action to approve pay [10:32] application N.3 [10:36] to S S20 in the amount of $258,836.40 [10:42] for work on the clarifier at the wastewater treatment plant. [10:47] Any discussion or motion? [10:52] » Has this work started, completed, done? We don't know yet. [10:56] » Completed. They have started. [11:01] This is their third payout. [11:10] » There's no further discussion. [11:15] » I'll second. Roll call, please. [11:17] » Don Marman, >> yes. [11:19] » Lorie Bab, >> yes. [11:20] » Mike Dockery, >> yes. [11:21] » Ronford, >> yes. [11:22] » Tammy White, >> yes. [11:24] » Motion passed. Park Hill update. [11:30] » Good evening. Um the water transfer project is doneing [11:35] electrical installation this week and we'll be planning for startup again next [11:41] week to um they will go in there and start up the equipment and iron out any [11:48] kinks and then they'll invite us the representative of the city. So that [11:54] initial startup will not involve us. It will just be making sure [11:59] and then they'll invite us to [12:05] » Oh yeah. And there is a pre-construction meeting for the station project [12:10] tomorrow. Um, that notice that came in is just to [12:15] make sure that everybody's spending their grant money for the headline. [12:22] » 10:00 a.m. You said 10:00 a.m. tomorrow. Is it 10? [12:26] » Trisha, I guess I have a question. Who's going to be the button pusher of this [12:30] project? I mean, who's going to turn the pump on and off at any given time? [12:38] Well, that's not >> No. I thought she was about to speak. [12:41] » Oh, >> no. Hell no. [12:45] » I mean, are we going to have a dedicated person to go check it to see if it's [12:49] blowed up or somebody's vandalized it again or [12:52] » the water transfer? >> Yes, ma'am. [12:54] » Yes, we need to. >> So, you need somebody to [12:56] » We need um We really need cameras out there. [12:59] » Well, I understand it's a pretty sophisticated system. [13:03] » It is. And there needs to be a fence around there and it needs to be checked [13:08] on a regular basis. It needs to be checked on the weekends. [13:14] » Don't we have a staff member that can be doing that? [13:17] » Yeah, we do. We have a couple of them. >> There does not or we have to tell them [13:22] to use. >> Well, [13:25] I think after the first time when they went in there, they cut the lock and [13:30] stole it. It was being checked. I know Wayan goes out there [13:34] » quite a bit. >> Um, [13:36] » but who's who's gonna be who's gonna say, "Hey, it's time to pump water. [13:40] Let's go push the button." >> Yeah. [13:44] » But it's got to be part of the water plant, too. [13:48] So, responsibility. [13:50] » Let me let me let me add to that. The the concept is is that once it's all in [13:55] place, the city can make the decision that they can turn the pump on. If [14:01] you're going into the dry time of the year and there's water in the lake, you [14:05] want to be able to pull it from that lake to the other. If you're at the wet [14:08] time of the year and both lakes are full, there's no reason to spend the [14:11] money to do that. So, there's going to be a judgment call that can be made by a [14:17] person associated probably with the water plant will make that decision. [14:21] That's a pretty easy thing and it's not something that's going to be written in [14:25] stone. If it's at this, you do this. There is going to be a judgment as to [14:29] what time of year, what the lake elevation is doing. If it's rising, [14:33] there's no need to put to spend the money to put water in it. If the lake [14:37] level is declining because it's moving into the dry time of year, then there's [14:41] the decision to to turn it on, transfer water that there's there's going to [14:46] always be a human element to it. It can't be automated, and you don't want [14:50] it to be automated like that. You want a human element to make that decision. [14:55] Will there be >> I think between Whan, he lets me know [14:58] what the water levels are >> at the lake and the water plant. [15:04] I think between those communications, if it needs to be turned on, then we'll [15:09] make that decision to turn that on. I agree. I don't think it should be ran [15:14] all the time. If it's full, if it doesn't, and [15:17] » what are we waiting on to get the cameras? What do we need to do? I mean, [15:20] we can't let it keep getting vandalized. money. [15:25] » We just have nothing at all we can use. I mean, we can't keep letting it [15:31] someone. >> You're going to have to have internet [15:33] out there if you're going to watch something live. [15:36] » Internet. Um, which is that's what we're working on. Can we get something like we [15:41] have at the cemetery? Can we get what we had to put out there? Can we bounce it [15:46] off of something? Those are the things that we have them looking at right now. [15:53] So once everything is in place, for a person to go and and vandalize, alter, [16:00] or do something nefarious, that's a that's a legal offense. [16:05] » It's probably something that even may fall under a federal offense [16:09] perspective. You can't go mess with that with drinking water supplies. Even if [16:15] you're want to go steal copper, you can't do that. That is that is [16:18] punishable by lots of different agencies. [16:21] local >> they're doing it now so long because [16:24] I've already done that though. >> Yeah, the project's not done and [16:27] functional. >> Is different than a project that's [16:31] secured in place and functional, >> but you still don't know who's doing it [16:35] because you can't catch them and it's going to be the same thing then. Well, [16:41] yes, but once you start going on record of having drinking water breakins and [16:47] drinking water system alter alterations that that changes what parties get [16:54] involved. It becomes a much more serious offense. [16:56] » It also might trigger some different funding elements too because of federal [17:00] stuff >> and and part of that cyber security [17:02] grant. I sent an email to ask them can we where we were going to use some of [17:08] that other cyber security stuff. Can we move it out to that location for them to [17:13] pay for that? >> Well, we're not [17:15] » they don't have a response. >> We're not on the best of terms with the [17:17] city anyway since that project failed and people are not happy right [17:22] » with this project also. So that's we need [17:27] dig up a can of money or something. Well, we like I said, we are trying to [17:34] figure out what how we can get Wi-Fi out there, how we can get the cameras to [17:38] operate where we can watch them and record. [17:42] » We've taken our two mobile little things from the house to the lake and you can [17:48] use them in your camper. So, it may be possible to have two [17:52] mobile out there. >> A hot spot. [17:55] » No, it's a whole It's a router, but it's hot. I had sail [18:00] cameras out there because I dear hunt. I used to archery hunt out there and you [18:04] don't have any service for your cell cameras. You're going to need something [18:08] up high. You're going to have to have something on a pole. [18:15] » You start with something really really simple. You could just go with some [18:18] trail cameras and then if there's anything go [18:21] » the video. >> We don't have to go to satellite service [18:26] immediately. >> I ask Ron to go get [18:30] um trail cams to go out there. >> There's just no service out there. I had [18:35] my cameras were stolen out there as well and there just they go up there take [18:38] them off the tree and just hardly get any service out there at all. [18:41] » That's kind of why we need to have them a little bit higher. But [18:43] » like the ones at the cemetery and all all those cameras are on my phone and [18:48] then I've got two I've got two other cameras there at the at the lake shop [18:52] that are that go to the phone as well. So I at either location I know when [18:56] there's somebody messing around because I will I will get their hide [19:00] » and half the cameras you can't tell who it was anyway. You can just see someone [19:03] did it. We may just have to have like an officer go out there multiple times a [19:07] night which they should be probably doing anyway. [19:10] » Well deal is you got to unlock that gate and drive drive down in there. I mean we [19:14] can do that but >> and Wayland has been going down there [19:18] and driving. It's hard. It's hard to catch them at [19:22] It's hard to catch them at night time, especially Especially during the week. [19:26] Uh, and I think I think they're going more out there on the weekend when [19:31] there's nobody there. >> Can you still get in from the backside? [19:35] » You walk in? Yeah. [19:39] » I can't get in from the back. [19:44] » It's too far to walk. Can't drive. Tip over them rock. They side by side don't [19:48] make noise. >> I mean, the best thing to do would be go [19:51] out there and and I can do it. Don't they hurt my feelings to shock the crap [19:57] out of them, but uh I sit out there one night. [20:04] » I mean, we have a whole police department. They could someone can be [20:08] designated to that area more than >> they have, [20:12] » especially on the weekend. So, we've never had a problem down there until [20:16] until now that we've got >> So, this this system does not require [20:23] internet to work >> the pump. [20:25] » No, the the all this automated robotic. [20:32] » It's all manual start. >> Okay. [20:35] » So, for us for us to physically the water plant won't know nothing about [20:41] the water levels. I mean via satellite or nothing like that. [20:46] » No. Okay. >> Okay. [20:49] » It will be skated prescription. >> It will be skated. [20:52] » Yeah. [20:56] » But Wayland does that anyways. Whan sends me a report of what the water [21:01] levels are and where we're sitting and if we're getting low and then get with [21:07] the water plant. >> Right. Right now we're about 38 and a [21:10] half. So, can we make sure our police department is going out there more [21:14] frequently and checking it and actually [21:20] » I don't know that they have a key to the gate. So, [21:23] » you need to get a key to that gate. >> I mean, even if they just see activity, [21:30] they're going to be more ly to go down there. [21:33] » They were smart. They cut the chain. They closed the gate back. [21:36] » Mhm. >> They went in, they took the lock off of [21:38] the guy's trailer. They stole $5,800 worth of stuff copper and then there was [21:43] still there was a $2,100 generator in there. $2,000 set of crimpers. Uh they [21:48] even shut the trailer back. So it's like they were coming back. Just never made [21:52] it like they made scary. >> So I wonder if we could even put a trail [21:55] camera on the other side of the road where they wouldn't even know it's [21:58] watching the gate. >> It would get the vehicle though. [22:09] And that's trail cameras are what we were going to try until we can figure [22:13] out. >> It's better than nothing. [22:16] » I mean, at least we get a vehicle description. We need to do that soon. [22:21] » Unless they steal our cameras. >> Well, if they're across the street, [22:24] they're not going to be >> What about What about the ones that's [22:26] got the solar pan panel? Do they make do how how accurate are those? [22:33] » You're not going to be able to input very much on it. They're going to see [22:35] the camera >> sticking out like phone. [22:38] » Yeah. >> If the signal is not there, it's not [22:40] there. [22:43] » There you got cameras that just take pictures. [22:46] » Are there cameras that just run off batteries? [22:48] » Yeah. >> Yeah. [22:49] » It's just an old trail, so you don't need service. I mean, [22:54] » and you can get and you can watch them on your phone the whole time. [22:58] » The trail camera. >> Not Not unless you've got internet [23:01] service. >> Yeah, you have to have my boys do. We [23:04] had >> you. How's it connected? How does it [23:06] connect to your phone? >> You have a little CD, a little this [23:09] thing, whatever. >> It's got to have sales service. Yes, it [23:12] does. >> I'm going to argue to beg to differ [23:13] because we had land 900 acres at Calvin America. We had We had trail cams out [23:18] there that run off batteries that had a little SD card you poke in. Picture [23:21] picture. You take it home, you look at it. [23:22] » Okay. Yeah. But it's not connected. You can watch it live. [23:26] » No. Okay. >> But you can still look at it. [23:28] » It's better than nothing to start with. And we had that conversation to go get [23:33] some truck cameras to start with. So we can do that like this week [23:41] tomorrow. [23:45] That needs to be done fast and then if the police will just start [23:50] going out there [23:58] since I'll ask one more question. going to do it. [24:00] » Since Rightwater Water has taken care of the water plant, [24:06] » will they go check will they go turn this on and off or will they want Whan [24:11] to do it or Mike or Brenda or Gary or I mean [24:17] will Rightwater take care of this deal or do we need to [24:21] designate someone to do it? Well, and I will talk to Travis about that. And if [24:26] he's not willing to do that, I would designate a person [24:31] from the city that will do that. [24:36] » He's not here. So, is that all >> back surgery? [24:40] » Yeah. [24:45] » But Bright Water went to tell you that Viking has finished the clear wells [24:51] at the water plant. There was low water pressure in some areas on Saturday, but [24:55] pressure should have been restored on Sunday. [24:58] And Saturday night at approximately 6:45, the water plant experienced [25:02] turbidity issues. There was a slug of maganese mag [25:08] » maganese >> maganesees which caused high turbidity. [25:12] So there'll be a public notice that we'll have to go out um from that the [25:17] cleaning of that and start up that. So, we'll be getting a public notice out [25:22] from DEQ because we had to report that. So, that's their report. [25:27] » Do any staff reports? >> Yeah. And I forgot to do the city, so [25:30] I'll have them do it. Um, ODQ came to the office to gather up the documents um [25:36] for the water meter project, replacement project. Um they reviewed those [25:40] documents and determined that the city of Holdenville has deter demonstrated [25:45] accurate adequate technical managerial and financial capability to meet the [25:51] capacity development qualifications for the DWSRF funding. Um [25:58] we have been authorized to advertise and that's going to happen in July. Correct. [26:05] Oh, next week until July. We'll open bids in July. So, next week we'll go out [26:11] for bids for the AMR water meter replacement project. Um, [26:17] so we'll take bids for a month. We'll do that next week. They'll end in July. [26:23] We'll open those bids. Um, 10:30 tomorrow, the preconstruction meeting at [26:29] the for the Tyson and DHS flow station. [26:34] Hey, Ron, do you have yours? uh [26:40] staff report. >> Yeah. [26:42] » Uh yeah. So we started May off with uh 20 21 cases carried over from April. Uh [26:48] many of those were issued citations or abatements were performed [26:53] uh in the first two weeks of May. Uh 34 new cases in May with only 13 of those [26:58] closed. Um we left uh I left a few of those pending due to the season. Um, we [27:04] issued 35 citations in May versus 13 in April. Uh, we've opened six new cases [27:09] for June already and issued three citations. We have approximately 24 [27:14] cases currently active from 2025 still. These are condemned structures or uh [27:19] dilapidated structures. Most condemnations have slowed down until we [27:23] can catch up. We've got a pretty big stack to get through Matt and still [27:26] here. Most uh orders to vacate are coming up on June the 8th. Uh that's [27:32] 9114A4 and5 for North No Utilities. I'm going to see how that pans out. Uh many [27:38] complaints are coming back in about 200 North Inkley. Um these I guess people [27:44] are saying they're fed up. They've got signatures on here. Um they're putting [27:48] their name on there. I really don't want to show them to everybody. I haven't [27:50] wired them out. Um few of them list stay on there that they [27:55] don't really care. Who knows? But uh something's got to be done. There's no [27:58] action being taken over there. So, I've got to do what I need to do to get it [28:02] cleaned up. Um, I hope to get some backing on that. Um, I've had couple of [28:07] plumbing inspections and electrical inspections, plumbing taps, things like [28:10] that. Um, the trash cans that you see around town and all these vacant lots [28:16] and everything. If you guys see those, this is for our department heads. If you [28:19] guys see those trash cans, try to get a get a count of them where they're at. [28:23] Load them up. Take them somewhere uh to the street bar or something. We get [28:27] charged for those. They're not being they're not being used in my truck. We [28:30] get charged for every trash can that's out there. I saw two two on if you lost [28:34] earlier today. Um found another um encampment today that I'll be dealing [28:39] with first thing in the morning. Um well tonight if they don't Yeah, they [28:45] may burn something down tonight. Uh like uh like Mark Hill said, the [28:50] water transfer project uh is progressing well. They're finishing up the [28:54] electrical uh the next day or two. Um hopefully by the end of the week we can [28:58] do a test run like and then uh get it online. So um basically that's it. [29:08] » Can I ask a question? >> Yes sir. [29:11] » The north. Did I misunderstand or did he not [29:16] receive guidance from the council uh the night he came to the council [29:22] meeting to get with the planning and zoning and see if he could get a change? [29:27] » He was not told that he has to clean everything up tomorrow. Was that was [29:30] that my understanding? >> My understanding was that that's what my [29:34] understanding was too. But he decided not to do that go that route. He decided [29:37] to put it up for sale and then turn it to an eye. So that's basically what [29:42] happened. So, it's listed for 175,000 right now. [29:45] » And the lady is interested in buying in it and opening a car lot there. She's [29:49] called, she's actually inquired about it. She needs to get with the zoning and [29:54] the varian >> the planning and zoning board to get the [29:58] zoning change, but she wanted it done before she bought it. [30:02] » Yeah. >> Well, I thought we told Cameron it was [30:04] going to be a variant change >> zoning board. [30:10] They're going to have to change it because it's zoned, [30:13] » but there's still they still have the whole notice requirements that are [30:16] supposed to be done. I mean, there's still a whole process that they have to [30:19] institute. It's not the city's obligation to go do this for [30:24] » the buyer needs to do all that. >> Or the owner, current owner, one of the [30:27] two. I mean, [30:32] » and I think she was from Texas. I know Tanya Weaver called me about that. [30:38] So, guess isn't ready then. [30:44] » Does she know she needs to do that? >> I told Tanya. [30:47] » Okay. >> But and then Tanya said she wanted it [30:53] done before she bought it. >> She doesn't want to buy it and it not [30:58] happen, >> right? [30:59] » Then she's stuck with the same problem that we have now. [31:02] » Well, if he wants to sell it, he'll get it, [31:04] » right? >> Sound like it's on camera. But I think [31:07] if you have I think I can't speak for the planning and zoning, but I think if [31:12] you had a business plan and it was to sell [31:16] cars that you can drive off and it was a legitimate [31:20] » license >> licensed [31:22] car lot that they would have a problem with it. But you would have to ask is it [31:28] 300 ft the people around there for 300. may have to be given notice of the [31:34] zoning board hearing, planning zoning hearing. They have to be notice of the [31:37] because the council's one that makes the ultimate decision on it. So they'd have [31:40] to be in the notice that those people within 300 ft get it gives the notice [31:45] date of the planning and zoning meeting and of the city council meeting that'll [31:49] be actually be voted on. So they have the opportunity to show up and be heard. [31:53] » So at this point, what could be if you bought it tomorrow, what could you do [31:57] with it? >> Whatever it's listed for right now, [32:02] I mean, that's what I'm asking. What business? What would that be? [32:05] » That would be gas station, >> restaurant. [32:08] » Okay. Restaurant. Uh, little In and Out. But it wouldn't [32:13] be a car lot or a salvage mode. And that's my thing. And I really don't care [32:16] what what anybody decides. I mean, I'm I'm I'm for whatever, but um it's not a [32:21] salvage yard. And that's what people are complaining about here. And they're [32:24] telling I can't do my job, you know. And I really I like even though all the BS [32:29] went around, I was trying to slow them down. I really don't care. I mean, [32:32] regardless, he's a good guy, you know, but he's got a salvage yard there that [32:36] needs to be cleaned up, you know, and people are complaining about it. So, and [32:40] they're telling me that I can't do my job. So, I mean, I need some direction [32:44] here because I think I need to do my job, you know. I've been I've been [32:48] laying off of it, laying off of it, and just trying to back up because it's [32:51] pissing everybody off. But honestly, I've got a job I got to do. So, I mean, [32:56] I hope I get some support on it because I'm going to do it regarding [33:04] put my name on it. >> Is that all wrong? [33:10] » Thank you. Do you have fire report? >> Uh, no, not too much. [33:17] Fourth July is coming up. The fireworks are all ordered. We got the new [33:21] electronics in for the fireworks that we own now. Uh, [33:26] that's about it. Been doing inventory. Y'all wouldn't believe how much [33:30] inventory is in our station. >> Do we have [33:34] most of the money? Do we need do we got a goal we need to set to make public [33:41] for the purchase? Jack, you can't hear that. [33:45] » How much more money do we need? >> How much money do we need [33:48] » to pay for? >> About 16,000. [33:53] » That's not what she wanted to hear. >> Oh, I don't care. I'm just going to post [33:56] it. They didn't donate money like they did [34:00] popsicle [34:03] to pay for this this show coming up. >> The show was 11,000. We had paid 4,000 [34:11] for electronics cuz uh the place that we had that we [34:17] went to that let us rent electronics for $300 [34:22] went out of business and sold off >> and we had no carryover money from the [34:27] last firework display. >> So, and I couldn't find anyone to lease [34:31] out the electronics. So, >> we shouldn't have that expense. [34:36] » No, we got some [34:45] I'm sorry. I know I'm not supposed to talk, but I I'm going to put a bucket up [34:49] at the car show and action. [34:53] » Thank you. Thank you. >> Thank you. [34:58] » Okay. [35:04] on the cemetery side of it during uh during our Memorial Day. We had a pretty [35:09] good crowd out there and we had lots of help putting out flags and lots of help [35:13] picking them up. So, I want to thank the the public and everybody else who uh [35:18] partic participated to make that happen at the cemetery. It means a lot for the [35:23] uh uh on the on the lake side of it. We had [35:27] a pretty good uh Memorial Day weekend. Um [35:33] last weekend we did have the OP out uh doing boat checks and you know when I [35:40] when I talk about the safety of the boats, [35:44] you know, you're not going to hurt my feelings. U you know why did one of the [35:48] comments was is you know why didn't you uh why didn't you tell me? I'm not going [35:52] to tell you. Safety first. Uh, and I and I and I preach it [35:59] way more than probably what I should, but maybe because I I don't know if I [36:03] just care too much or or they just get tired of hearing it. Uh, and then um [36:11] and then Saturday we got the National Guard. They're putting on a PT for uh [36:17] out there at the lake starting at 8:00. So, we're going to training. So, we're [36:21] going to see who all shows up and who survives. [36:28] » You doing it? >> I have learned about I learned about [36:30] this this morning and so uh I've already contacted EMS about having the EMS out [36:36] there as well. >> It's a public for the the public's [36:40] welcome or >> they want to come watch it. I I guess I [36:43] mean it's a two-hour training. >> So, it's the National Guard's actually [36:46] doing it's not for the community. >> Yeah. I mean, if you want to come out, [36:50] » I don't >> support them. I know we got the car show [36:54] and everything else going on and uh >> but that's what I mean. But on the on [36:59] the leg side of it, I mean, we got campers coming in and out and [37:04] come come for the Fourth of July, you know, I got every uh we got every all 53 [37:10] uh campsite uh reservated out for the 4th of July. So, we're doing pretty [37:15] good. So, I just, you know, just just I just want everybody to be safe and have [37:19] fun. >> How we do Memorial weekend? [37:24] » Did we do revenue wise? >> We did. Yeah. Yeah, we did. We did [37:28] pretty good. We did pretty good on r on rubber path side of it. Then on the city [37:32] side of it, [37:38] » are they patrolling the lake now? >> Who's that? the PD cops have been after [37:44] quite have been after quite a bit. I know Saturday morning about 9 um [37:51] we actually had a young man that was unresponsive out there. Um [37:56] he had a little bit too much uh top drink, too much beer. Uh, and when we [38:04] got the call in, we got over there and when I got to him, he was it was cold as [38:08] ice. So, then he started waking up and and uh so I was uh uh everything went [38:16] good. Get him in. He's doing good now. But, you know, his friend just left him [38:20] in his car to cook. Turn the heater turn the heater on and left him. [38:25] » Oh my goodness. >> So, they left them in they left them in [38:27] there to cook. So, >> we got straight out. [38:33] I know it's not something you want to hear, but I mean it's [38:36] » there have been several complaints about a bunch of miners are going out there [38:41] quite a bit on the weekend. [38:55] » Michael, do you have anything for the street? [38:58] We just been brush hauling and fixing stuff. [39:02] » I have a question. >> Is there a reason that Larry doesn't [39:07] come supervisor? >> Uh Larry said today he was sick. [39:13] » Sick last council meeting >> the blood pressure. [39:16] » He's sick. I don't mean you know that >> it's a responsibility I feel like to [39:21] show up. >> We didn't get a new brush on did we Mike [39:24] from surplus? >> Yeah. [39:27] We got to go I think tomorrow the the spline difference are different one [39:35] we got a big one and one that we got a little one. [39:42] Yeah, the one we fixed on was that one. It's when you raise wings up, it's all [39:48] rusted out all [40:04] » I will say that they are getting those reads done [40:08] » early. Um, [40:12] so they they've been doing a good job of getting those read, get them in [40:17] when we've asked them to get them in by deadline so that we can get the water. [40:22] » Yeah. So, I appreciate them doing that. [40:42] Last question. >> Sure. [40:47] » First question. You said that the what we ran into years ago requiring city [40:53] employees to come to these meetings and we had to pay them overtime for that. [40:57] » Yeah. So, if you're going to require them to [40:59] be here, you're going to have to find the budget to pay them. And that's [41:03] that's a law. That's that's the right thing to do. And then there was a [41:10] the mother's club. I'm going to call it the mother's club. I don't know. They [41:14] they call it something else now, but they had some money that they wanted to [41:18] buy mulch for the park, >> right? [41:20] » And were we able to do that for them? >> We [41:25] » So, they had the money. They wanted to hand it to the city and say, "Would you [41:29] buy the mulch for us and use your tax money because you're going to be able to [41:32] buy more money more mulch than we can?" >> Yes. And they want But the problem with [41:38] um they were buy wanting to buy the um the wood shavings and we can't use that. [41:46] » Use rubber. >> Rubber. [41:48] » That's what we did. That's what >> Are you talking about ESA? [41:51] » Yeah. Um, so I have been speaking with her and I did tell her after the council [41:55] meeting I'm going to be digging into it this week and trying to see um about the [41:59] best estimates because she did give me um a specific number that they said that [42:04] they can donate for us. So um I'll be looking into that tomorrow actually and [42:10] getting back with her >> other groups. [42:12] » Yeah. So I'll be getting back. We talked about [42:16] getting the rubber >> so we're looking for those. They were [42:20] they were concerned they weren't going to get it done in time. They wanted to [42:22] do it for the the dedication to the >> Veterans Creek. [42:27] » So, okay. Thank you. [42:40] » Yeah, we were going to do them last week, but we had to do the insure [42:44] Oklahoma, which we got approved. We haven't finished everybody, but we have [42:49] to get that done to get everybody in the system. And I think we have six or seven [42:54] that from the city who have been approved. So, she's going to work on [42:58] that the end of this week. [43:02] Anything else? Good. This meeting is a journ. [43:14] calls to order the Homeville Industrial Authority meeting for June 2nd, 2026. [43:19] Roll call, please. >> Tammy White [43:22] » here. >> Mike Dockery [43:23] » here. >> Ron Thatford [43:24] » here. >> Don [43:26] » here. >> And Lori Bab [43:27] » here. Any motion or discussion for the consent [43:31] agenda? [43:41] » I'll second. >> Roll call, please. Don Marman, [43:44] » yes. >> Tammy White, [43:45] » yes. >> Ron Thatford, [43:47] » yes. >> Mike Dockery, [43:48] » yes. >> Lorie B, [43:49] » yes. Motion pass. >> Discussion of the Holville Central Medal [43:54] finishing claim. Um, you should have had a letter in your [43:59] packet right here. [44:08] There's this one. [44:14] from OMAG. [44:23] » And Ron, I don't know if you want to add something to this. [44:27] » Yeah, I can talk about it. So, OMAG has been fighting us on the on the roof out [44:32] there at CMS. So, um, we did some research and I got a [44:38] hold of Donnie Mo, who did the very first, uh, claim inspection on the book. [44:43] And what Donnie said was that he turned in a claim for the amount of $1.4 [44:48] million to hold and when he did that, they fired him and that they quit using [44:53] the company because of the amount of it. So I reached out to TOPS which is the [44:59] Oklahoma purchasing system and they reached out I think back to Teresa and [45:04] if we go through TOPS we don't have to put this up for bid or anything but we [45:07] need a consultant to represent us. So we have a guy named Josh Road secondary [45:11] road so he's willing to he's willing to represent us. Now this this roof claim [45:15] is going to be come in in the amount of about $14 million and he wants 12% to [45:21] consult for but he doesn't give anything unless we so what he wants is 12% of the [45:28] overall cost of the construction $1.4 $4 million worth that's about [45:33] $160,000 something like that Russell. Um that's just that's enough. That's [45:39] peanuts compared to what that was cost. I mean we've got to get it fixed. We've [45:42] got a business out here and we've got other industrial buildings here in town [45:45] that are leaking at Brooks too. One of them is SPM. It's been leaking for years [45:50] and I just found out during my last session. No one has called us or [45:55] anything that I know of but it's pouring water in common ground. Um, we're going [46:00] to need to we're going to need this guy to help us and we may have to get with [46:04] Matt later on down the road. Uh, this guy Topps Topps is saying, "Hey, this is [46:08] the guy to use and he's got a great record with OMAG. He gets your real [46:13] stick fixed. He gets this stuff taken care of." But, I mean, later on we might [46:17] have to go we might have to get with Matt and and go with an attorney that he [46:21] knows or somebody like Kevin Hill, you know, uh, somebody who's a construction [46:26] attorney. I mean, who knows? But this guy, he's willing to put his neck out [46:30] there, eat all the cost, and just 12% of whatever the construction cost is [46:36] taking. So, I mean, that's what he's he's wanting to do. Uh I mean, I think [46:42] it's a good idea. It's up to you guys. I mean, we've got to do something that's [46:45] real thick. Pouring water in it every time that rains. I mean, it's not a [46:48] little bit of water. It's pouring water in. It's ruining our building. It's [46:52] ruining the the structure. It's ruining all the structural uh stuff in the [46:57] ceiling, everything. all the beans, all that just getting beat up. So, I mean, [47:01] we've got a $4 million building there that's basically worthless if we don't [47:04] do something. We we really need I mean, in my opinion, [47:08] we really need to do something now. [47:13] » And they can't have rain water. >> No. And it's in the paint room [47:18] everywhere. And it's just getting worse. It's getting bigger. It was confined to [47:22] one room. Now, it's three different three different rooms. So, it's just [47:26] spreading. getting bigger and bigger. I mean, that SPF on that roof, I mean, the [47:30] lack of maintenance over the years, the lack of care, there was none. There was [47:34] no care. The the drains weren't kept clear, anything like that. I mean, the [47:38] hell damage he in his in his uh inspection, he's got one to one and a [47:44] half inch damage, hell damage. You've got the collateral damage on your air [47:46] conditioning units and everything else showing that we have that damage. Plus, [47:50] we have ordinance of law in our claims, in our insurance, we we have ordinance [47:54] of law. So anything that we do has to be brought up to code and they have to pay [47:58] for it fire our policy. So this guy's got pretty much a 100% record of getting [48:05] the job done. So but it's whatever we decide to do, we got to do something [48:10] pretty quick. >> You have an opinion on that, man? [48:15] I don't know anything about this Joshua Rhodess guy personally, but I'm just [48:20] sitting there reading that letter from OMAG talking about trying to grant or if [48:24] you um try to grant a third party an interest in your claim or control of [48:28] your claim, it can result in OMAG suspending any obligation to pay for [48:35] future u parts of the claim. So, I'd have to look at that to see if that [48:40] clause and that if that is part of the policy is enforceable. Um, I have spoken [48:45] with a different attorney about um if it comes to a lawsuit that he and I would [48:52] do it together if we actually had to file a lawsuit. The the other issue with [48:57] it is that it might be some statutory caps against OMAG since they're kind of [49:02] a different stated DMO. So, um, [49:09] » so there are some things that some roadblocks there that we I've been [49:12] exploring, trying to see what we're going to do. But I'd be interested to [49:16] hear from that Josh Rhodess guy to see exactly what it is. But, I mean, that's [49:20] I don't know if he's an attorney or if he's just a [49:22] » No, he's just a consultant. That's what he is. He's a consultant. That's what he [49:26] is. He's in RCI. Everybody's heard of IP and he's just a certified consultant for [49:34] real construction. basically is pretty much like an engineer. The the problem [49:39] that I would see with that potentially is if you have a guy that's essentially [49:43] taken what do you say 12% 10% whatever it is [49:48] » I mean you're running out and and he's not even the one to so let's say that he [49:53] doesn't get it done then you have to hire attorneys to do it that are going [49:57] to say well we want a percentage of this and so then city's left with by the time [50:02] that's all said less than 50% 50% attorneys are going to take 30 40%. [50:09] So, got to be [50:14] I I'd like to see exactly what service. So, I talked to him personally about [50:18] what service that he offers to see if that's [50:21] feasible. [50:25] » It sounds like to me if they don't want a third party involved, if they're [50:29] saying they won't pay, that sounds like that they just they're not wanting to [50:33] pay and that's giving them an excuse to not pay. [50:36] » Yeah. remind you. [50:40] » Exactly. >> Yes. And so that's I mean it's a bad [50:42] paid claim is what what I was wanting to file on them is is to file a bad pay [50:47] against they're refusing to pay for something they should but again there's [50:51] paper offices going forward. >> Yeah. But two where we going to come for [50:56] $1.4 million to fix that roof. That's has Jim looked at been up there and [51:01] looked at a temporary patch. Oh, it's it's that foam. [51:09] » Yeah, there's no there's no there's no patching. I mean, [51:13] you've got there's no patch. >> I think we had a guy come to a meeting [51:17] one time, one of these meetings that talked to us about it when he got up [51:20] there and was talking about the patching situation. It's been a while back, but [51:24] » it's been patched. It's been patched. Where they patched it, [51:27] » it's worse than I don't know. That's like all the water just kind of came in [51:33] where the patch was and just infiltrated still back to where where were the you [51:38] can you can get up on top of it. We take a ladder out there. You can climb over [51:41] there and walk around on it. There's holes big enough to fall. [51:47] » Well, my concern is we've got a got a business in town. [51:53] Sometime they had over 50 people >> 62 right now [51:56] » and they're expand [52:01] I feel like we need to >> I agree [52:04] » take some action of some type even if it's wrong [52:11] » not wait on an attorney because they're slow [52:16] » be washed away I don't I mean I don't I don't have [52:21] enough information on the roads guy to make a recommendation on him. But I [52:25] mean, at the end of the day, I also don't know what [52:30] what teeth he has because if we if he says, "Yeah, here's all I'm consulting [52:36] and I say this is the problem. This is what it costs. This is he basically lays [52:40] out the lawsuit for someone, but he doesn't have the ability to go [52:44] prosecute the lawsuit." If that makes sense. So, at the end of the day, if [52:48] they say, "Sorry, Mr. Rose, you know, sticker with Sun don't shine. [52:54] What's he going to do? Say I tried. >> Well, then he don't get paid. [52:59] » But what if he gets paid after the lawyers go and settle it then? Does he [53:02] get paid and we use his stuff? I mean, that's that's that's where that kind of [53:06] gets a little dicing. [53:10] » You got the number of the blue tarp roofing? [53:13] » No. [53:17] » Oh. Oh. Now listen, now I get it. Just gonna write that down.
