[23:24] Tonight, however, I am just going to talk a little bit about the tentative budget that you have and that will be available on our
[23:30] website tomorrow I believe.

[23:40] The budget represents.
[23:41] The combined work of our staff and our contracted agencies.
[23:46] Who all began working on budget preparation earlier this year. I really appreciate the effort of all who have been involved in the
[23:52] effort, especially Christian Larson who I think both transformed the presentation.
[23:59] And putting the budget together this year.
[24:03] So as many of you will recall, in February of 2023, the Council identified several priority areas to guide city activities over
[24:08] the next 10 years.
[24:14] And earlier this year, you revisited and refined to those priorities. And just as a reminder, those are.
[24:22] Safe Community.
[24:23] Excellent public assets and infrastructure.
[24:26] Responsible, efficient, sustainable city government.
[24:30] Responsible development that enhances community.
[24:33] And great place to live.
[24:36] With these priorities within these.
[24:38] Priorities are several specific goals the Council would like to see achieved in the upcoming year.
[24:44] Additional details about these goals are found in the document that you have, that is the tentative budget.
[24:50] The budget's been developed with those priorities in mind.
[24:55] The budget also prioritizes our city employees.
[24:59] Providing a 2.7% cost of living adjustment as well as some targeted market increases to make sure holiday attracts.
[25:07] And retains high quality staff to best serve our residents.
[25:13] The tentative budget, importantly, does not anticipate a property tax this year for fiscal 2627.
[25:22] After several years of double digit growth in sales tax in the early part of this decade, that was fueled both by the collection
[25:26] of sales tax for online sales.
[25:32] By pandemic spending and.
[25:35] By inflation sales tax.
[25:37] Growth.
[25:38] Has returned to more historic levels.
[25:42] Assuming other sources of revenue growth remain consistent from year to year.
[25:48] Our historic level of sales tax growth is not sufficient to absorb increases in public safety and public works services.
[25:56] Without a significant change in sales tax.
[25:58] Patterns.
[26:00] So we can.
[26:01] Anticipate the necessity of a property tax increase in the next cycle.
[26:07] But have managed to avoid it for this year.
[26:11] This budget that you have in.
[26:12] Front of you and that we'll be talking about over the next month and 1/2.
[26:16] Does not really include significant changes in city operations.
[26:20] But does propose the conversion of two existing?
[26:23] Part-time positions to full-time roles.
[26:27] The first position as a part-time judicial assistant position that our justice court.
[26:34] And that is really based on an almost 18% increase so far this year in Caseload.
[26:41] We anticipate that that will continue for the rest of the year.
[26:45] And that cost will be shared with our other participating cities.
[26:50] The budget also assumes the conversion of a part-time inspector position to a full time role.
[26:56] The Council at this time last year had approved a part-time position.
[27:01] And that was designed.
[27:02] For us to reduce the use of our more expensive contract inspectors.
[27:09] However, we had a very difficult time finding a qualified inspector who wanted part time work.
[27:17] So as you've seen in budget amendments, we've returned to that more expensive contract use.
[27:25] We're hoping that a full time role will help us reduce that expense.
[27:31] And so you'll see in this budget the addition of a full time position.
[27:35] With the corresponding reduction in contract inspection services.
[27:41] This tentative budget.
[27:43] Does reflect some inflationary increases for the city as well as changes in the cost of our contracts that provide our key
[27:47] municipal services.
[27:53] Two of those contracts, both police services and public work services, are increasing by.
[27:58] About 310.
[28:00] $1000.
[28:03] The Council continues to prioritize, as you know, two large projects, including the seismic.
[28:08] Retrofit of our nearly 100 year old City Hall.
[28:13] As well as the generational opportunity that we have to to convert Spring Lane, the site of Spring Lane Elementary, to a park.
[28:23] Those projects continue to be reflected in these.
[28:26] In this budget and we do anticipate some changes to the tentative budget as you.
