[1:09] Where we have a. [1:10] A special thank you that the City of Holiday would like to express to. [1:15] Michael Anderson. [1:17] Michael Anderson is a citizen of Holiday who's been. [1:21] Serving the city of holiday. [1:23] Under the radar. [1:24] In a special role. [1:25] For the city of holiday with the county. [1:28] So Michael's role for the last about 8 1/2 years, is that about right? [1:34] 8 1/2 years or 9? [1:36] Budget cycles. [1:39] On presently Salt Lake. [1:42] Housing and Community Development Citizen advisory Committee. [1:46] And on that committee last year and this year. [1:49] Prior to that, a previous version of this site. [1:51] It was called Sully. [1:54] Community and economic. [1:55] Development Advisory Council. [1:57] And what this? [2:00] What these councils have been doing. [2:03] And correct me if I if it's wandered off and I'm not aware of it, but. [2:08] The. [2:10] Housing. [2:11] The Federal Housing number and development. [2:15] They distribute. [2:15] Block grants. [2:17] To various municipalities. [2:19] And also. [2:21] On behalf of smaller municipalities like ourselves, they distribute a block grant to the county. [2:27] Which is administered by the county. [2:28] But we are represented on these councils by. [2:33] Michael Anderson and other cities like Kearns and Taylorsville and Riverton. [2:38] Also have representatives on those councils and what they do is they. [2:42] Review annually. [2:45] Grant requests. [2:47] From. [2:49] Nonprofits and other organizations that provide. [2:52] Services that fulfill the mission of HUD. [2:55] And so Michael and the other representatives will. [2:59] Review these grants. [3:01] And make a recommendation to the County Council, who then awards these grants to. [3:07] These organizations. [3:08] Whether therefore. [3:11] Affordable housing or? [3:14] Addressing homelessness. [3:17] Substance abuse issues, I think. [3:19] And maybe you can. [3:21] When you have a chance to speak you. [3:23] Clarify if I've got that wrong if there are more areas. [3:25] But. [3:28] Michael's been serving on that role. Michael also in his professional career as a as a shareholder partner at Par Brown Guy and [3:32] Loveless, a downtown firm. [3:37] As a very robust law practice. [3:41] And, umm. [3:43] But in his. [3:44] Spare time, one of the things he does is serve on this committee. It tends to go from January to April. [3:49] But uh. [3:53] Also, a little bit of quick history. That's a role that I used to have. [3:56] Prior to joining the Council. [3:58] And I served in that same committee. [4:00] For three years until I joined the the City Council. [4:04] After which I recruited Michael and and he gladly accepted that role and he's been serving in that role for the last nine years. [4:10] So with that, thank you very much. [4:13] We have. [4:14] Mike Michael is going to take a sabbatical or a. [4:17] Or take leave from that position and. [4:21] And we'll roll that. [4:23] Position over to a. [4:25] Another person Michaels recruited for us. [4:28] And we'll interview him and we'll. [4:31] Get that process going when the time is right. [4:34] But uh. [5:13] But I will say that, um. [5:16] I believe that. [5:18] Council is doing a lot of good. [5:21] For the citizens of the county. [5:25] As you said, there's a lot of. [5:28] Attention given to. [5:32] Particularly disadvantaged groups. [5:36] So halfway houses and. [5:41] You know that there are also ordinary things more. [5:45] Ordinary things that we do like, umm, uh. [5:48] Ensuring that sidewalks are. [5:50] Are compliant with. [5:52] The ADA. [5:53] So someone can get to and from their home. [5:56] To the grocery store. [5:57] And back safely. [6:00] But things that really tug at your heartstrings, like Hospice care for homeless. [6:04] Folks and. [6:07] I'm really proud of the work that we did. [6:08] And uh. [6:10] Making sure money went to those who. [6:14] In my view. [6:16] It needed it most. [6:17] So it was a real honor and a privilege. [6:20] To serve. [6:22] In that capacity. [6:24] And I just have a lot of gratitude. [6:28] For the opportunity so. [6:29] Thanks to you all and to the City of Holiday and. [6:34] I'll, I'll just end my comments here so everybody can get on with there with the. [6:39] With the other business, So thank you very much. We appreciate your service. I I recall that service myself as being very. [6:46] Relationship building and also. [6:49] But heart wrenching at times and frustrating at times because the shrinking pool of money. [8:36] And though so thank you for letting me come tonight, I had the privilege of meeting the chief of police and your Fire Chief and I, [8:41] I came with the purpose of letting him know that. [8:45] Through the generosity of some folks in the Draper Area Corporation down there. [8:50] They've granted us some money. [8:53] To help high school age kids. [8:57] Ages 14 up to 21. [9:00] And the purpose of that grant money is to. [9:03] Help them develop a little bit more about what it is to develop their career interests. Maybe even think about like. [9:11] You know, I'm down the line, what what would I really like to do? [9:13] And and I had specifically in mind. [9:16] Youth whom I have an interest in becoming firefighters. [9:19] Or police officers and serve the public. [9:22] And so I was talking with the Chiefs. [9:25] And let them know that I think we got a partnership opportunity to do this. [9:30] And I'd really like to, you know, utilize this grant money for kids in this area right here and just, you know. [9:37] Basically pay their registration. If anybody was in scouting, you know, back in the day, there's always a registration fee along [9:42] with all that stuff. Well, that's what I'd like to use these dollars and cents for. [9:47] And help kids. [9:49] Get a sense of like, hey, if I'm thinking. [9:51] I'd like to put your police officer, give him a real taste of like, what's the experience going to be like so that they may [9:56] confirm in their mind is like, yeah, that's what I thought it was. [10:01] Or maybe they might even think like. [10:02] That's not what I had in mind. [10:04] So I'd like to, we'd like to pursue that. [11:00] So mostly I'm not sure if this is the right forum, but we wanted to make public record that we are concerned citizens. [11:08] We would like to try and pursue. [11:11] If there was a way to pursue nuisance household. [11:15] You know, from what I understand there's some code that you can. [11:17] Apply where you have to. You can actually evict A tenant if they're a nuisance household, but. [11:22] Essentially, I've been a. [11:23] A holiday resident since May of 2011. [11:26] I personally have witnessed. [11:28] Multiple. [11:29] People registered on the sex offender list come through this property. [11:32] Which then LED in 2022 to Internet crimes against children. [11:35] Being called for them. [11:36] There was another incident with which I believe drugs were on the property in 2024. [11:42] Another incident with the Unified. [11:44] Police Department just two days ago and then. [11:47] The fire department called on them in 2022 for burning trash in their backyard and so. [11:52] It's right across the street from the West side of the Cotton Club. [11:56] It's on a path with kids walking there every day to their junior high. [12:01] And you know, I just would love it if. [12:03] The City Council consider. [12:05] Maybe reaching out to the landlords, which I'd be happy to provide their information. [12:10] And simply just saying, you know, there's concerned members of the public. [12:13] And this has now become a public issue and was brought up in City Council. We think you should be aware landlord. [12:19] And then, you know, I think that's about all we can do. [25:54] Along with 15 other cities. So a total of 16 cities are participating in that. [26:00] Program communication efforts are underway. [26:04] And we anticipate that noticing for the program will begin. [26:09] In November. [26:10] There will be an opt out period. [26:13] That is free between November and April. [26:16] With an anticipated January start date. [26:20] That pretty much exhausts my knowledge of this program, so if you have additional questions. [27:23] Has less city service. [27:26] He's moving to Wisconsin. [27:28] To serve as an assistant professor at the University of Wisconsin Stevens Point. [27:33] It's been a huge loss. [27:36] For our city, and I think for John in particular. [27:41] Over the last. [27:42] Few weeks. [27:44] We are trying mightily to fill that position as well as the inspector position that you also authorized in the budget. [27:53] And hope to have both of those filled. [27:55] By the end of August as well. [27:59] Finally, in the saga of our earmark. [28:04] We do have some really good news. [28:06] This week, don't tease me now. [28:11] I mean, it's good news for now. We FEMA did let us know on Monday of this week that we are. [28:18] Eligible. Umm. [28:20] For the earmark. [28:21] And that was a necessary first step. [28:25] There are some additional qualifications that we have to go through, but this is the. [28:31] First really positive sign in. [28:34] A couple of months. [28:35] And so we're going to take that. [28:38] I would like to just publicly thank Holly Smith for. [28:42] Her continued perseverance. [28:46] On. [39:27] The site that has been elected is in the European zone, your public zone. [39:32] And as the process has undergone quite a bit of. [39:37] Public comment and outreach. [39:40] Especially under. [39:42] A specific budget. [39:44] It's proposed that two things are adopted. [39:48] One that a Spring Lane Park design plan. [39:51] The bridging document be something that adopt is adopted as far as the design redevelopment plan for the park itself. [39:58] And then following would be an amendment to your general plan. [40:03] This would be a very specific. [40:04] Site amendment for just the park itself at Spring Lane. [40:09] Location. [40:11] Future land use. [40:13] Map and that that looking at that map in the future. [40:18] Future councils or any any member of the public can take a look at that specific zone and it will point them. [40:25] To your. [40:26] Park design plan. [40:28] So primarily adopting the Spring Lane Park design plan as part of a resolution and then we'll bring back to you an amendment to [40:32] the general plan, which. [40:37] Sort of immortalized for as long as a period of time as we can possibly hold that park. [40:43] Under our operation, we will assist in. [40:47] The long range. [40:49] Envisioning process for keeping the park as it is. That will help also if any amendments come down. [42:06] Lower than we originally planned. [42:08] In the base budget of 2026 and some of our planning phases. [42:12] Terms of getting the bonding and some of. [42:13] Grants in place. [42:15] So currently within the LBA, we've secured $17.6 million worth of funding. [42:21] The City Hall renovation project is going to be roughly 7.6 million. [42:26] And uh. [42:27] Per the Council's feedback at the last meeting, where we talked about the various options. [42:32] The feedback was to go forward with option one, which was the $9.1 million option. [42:37] And was the full renovation of the fields as well? [42:42] So with those two projects in place, that leaves us roughly $970,000. [42:47] Of funding leftover. [42:49] Which can be transferred back to the Capital Projects Fund or used within the LBA for different. [42:54] Public infrastructure. [42:56] Is there any questions on that? [45:03] And then they deliver the project. [45:05] Together, uh. [45:06] With the contractor self performing. [45:09] Much of the work and then. [45:11] Hiring a number of Subs to complete trade work and specialty work. [45:16] That's the. [45:18] Delivery method. [45:19] Or project delivery method that was used with Knutson Park with much success. [45:25] 1/3 project delivery option is to. [45:30] Is construction manager general contractor? [46:30] We would design build the. [46:33] Sport courts, the. [46:34] The pickleball courts. [46:36] We designed build the. [46:39] Playground. [46:41] And we would design build the structures. [46:44] So the city would manage. [46:45] Those three different. [46:48] Areas of the park. [46:49] With uh. [46:50] Three different. [46:52] Who contracts where we put them out to? [46:56] Bids for a general contractor. [46:59] To give us proposals on. [47:02] We would review those. [47:04] We wouldn't necessarily. [47:06] Award based on low price design. Build usually doesn't do that. They submit proposals. [47:11] With their proposed design. [47:14] Kind of outlined in the proposal. [47:17] We would meet as a team and discuss which proposal we like the most and then award it to that design builder. [47:24] So for instance like if you do want to get a. [47:28] Your sport courts built there's. [47:31] You know, half a dozen. [47:32] Contractors that specialized in pickleball courts in the Valley. [47:37] It gets posted on a public. [47:40] Advertising website. [47:43] Called Site Quest that's run by the state. [47:46] We would typically also reach out to. [47:51] The builders that we know that work in this area and to say hey. [47:54] This design bid. [47:56] Project is out. [47:58] Would you take a look at it? [47:59] And then we would receive those proposals and then evaluate them as I just mentioned. [48:04] In this process is similar for the playground. [48:07] And for? [48:08] Structures. [48:10] Um, when it goes. [48:12] When it comes to building the. [48:14] Parking lot. The pathways. [48:16] This field and the. [48:19] Dog Park. [48:21] I think a design bid build. [48:23] Is a very good. [48:26] Option for that, so we would hire a landscape landscape architect to kind of oversee. [48:33] Not only just the those components, but actually the whole park. [48:38] Including. [48:39] Those design build features that I talked about earlier. [48:42] They manage. [48:44] Or they control this? [48:46] Theme of well, the the characteristic of the park to make sure it's. [48:50] In line with what we've already done to date.
