Select board welpness public comment for up to two minutes for a person. [0:33] The board is not obligated or respond or engage in a discussion. [0:37] The board will take comments under advisement, and if appropriate, may set the [0:40] item for a discussion in a future meeting. [0:43] Is there anyone wishing to make public comment tonight? [0:49] Make sure to state your name and address for the record. [0:52] Thank you. [0:52] Hello. [0:53] Chelsea Lennard's 50 Pine Hill Road, Policy Hampshire. [0:57] So you guys might have, I've sent it to Chrissy, it was an application for a special license [1:01] to close some of the roads down in Monument Square for Halloween. [1:06] So, a little history for the past three years, [1:10] a bunch of parents and people who live in this area [1:12] have tried to close the road down for Halloween [1:14] because there's a lot of kids. [1:17] Recreation two years ago did the trunker treat [1:19] to kind of help because, you know, they have a little [1:22] of kids so it's usually for kids under six. [1:24] And the first year we had 265 people come. [1:27] Last year was 343 [1:30] and this year it's on a Saturday. [1:32] So, it's going to be big. [1:34] And then after that, the square is even more mobbed, [1:37] and those are the older kids. [1:38] To the point where you can't even like, [1:40] people don't fit on the sidewalks. [1:42] And it's a little bit of like, you know, [1:44] small town community. [1:46] There's some surrounding towns that do this fun stuff. [1:50] Hollis is starting to get into some of the houses [1:51] decorate with haunted porches and lots of decorations. [1:55] So it's a little bit of everyone's fault. [1:58] But when I'm trying to get out, I guess, [2:00] is so mean, a group of parents thought, [2:01] maybe the money thing is the problem. [2:02] like no one wants to play for the police detail so we offered to fundraise and we have the money [2:07] we talked to Brendan we covered it but a little bit of it me I guess is kind of gonna sit here [2:13] and complain because that's what residents do is I'm not really sure if it should be a parents [2:19] and a private citizen kind of problem because I don't make Halloween I don't designate the hours for [2:25] Halloween I'm not holding a special event I'm just I'm just trying to make sure everything's safe so [2:31] at some point, maybe we do a committee, or I don't know, something, but that's where we're [2:36] at this year. [2:37] So I'm just going to keep it chugging along and talk to the police and fire, and at some [2:41] point, I'll come across your desk, but I just want to let you guys know, I'm just trying [2:44] to make things safe. [2:45] So, hi, Pauline. [2:48] Anyone else for public comment? [2:52] All right. [2:53] See, no one at the podium. [2:54] We will close public comment. [2:56] First item under new business, we have an approval for an event specific sign, then we're [3:03] going to approve and read and proclamation, and I don't know Mary Lou, do you have a couple [3:07] words you wanted to say? [3:09] I've got a very short time. [3:12] Well, I only approve the sign first, and then we'll read the proclamation, unless you want [3:16] to go first. [3:19] All right. [3:20] I'll entertain a motion for approval of events specific sign. [3:23] This is for 1, 30 by 45 sign outside town hall, basically announcing constitution week. [3:30] So, Luke, do you have a second? [3:32] Thank you. [3:33] Any discussion? [3:35] Hearing that? [3:35] No, those in favor say aye. [3:36] Aye. [3:37] All those opposed motion carries. [3:40] Second thing we have, which is a proclamation, which four out of the five select [3:45] were members of sign, we'll get Susan's sign up, which is available, [3:49] but I'm going to [3:50] go ahead and read it. [3:51] So, this is town hall. [3:52] from Hampshire, whereas at 10, 17, 20, 26 marks the 239th anniversary of the drafting [3:58] of the Constitution of the United States of America by the Constitutional Convention. [4:03] And whereas it is fitting in property of a court official recognition to the magnificent [4:07] document and its memorable anniversary and to the patriotic celebrations that will commemorate [4:12] the occasion. [4:14] And whereas public law on 915 guarantees the issuing of a proclamation each year by the [4:22] September 17th through September 23rd is Constitution Week. [4:26] Now, therefore, we the select board of the Tana Halls, in Hampshire, by the authority [4:30] invested in us, do hereby proclaim the week of September 17th through September 23rd's Constitution [4:36] Week. [4:37] And ask our citizens to reaffirm the ideals of the framers of the Constitution, had in [4:42] 1787, by vigilantly protecting the freedom's guarantee to us through the scarty and of [4:48] or liberties, remembering that lost rights [4:50] may never be regained. [4:52] A witness whereof we have here on two set our hands [4:55] and cause a seal of the town of Halls [4:57] to be a fix to the 14th day of September [5:00] of the year of our Lord, 2026. [5:03] And then it's signed by four of us, [5:05] fifth one of us, to get the signature soon. [5:08] All right, very low. [5:24] Thank you, select board for honoring our Constitution today [5:28] with a proclamation. [5:30] I'm Mary Lou Ward with the daughters of the American Revolution. [5:35] I just wanted to make a quick note about. [5:38] Imagine it's 1787. [5:42] The colonies are united under the Articles of Confederation, [5:46] but it's weak and problematic. [5:49] The Philadelphia Convention was called to revise the Articles of Confederation. [5:53] The great minds of the colonies gathered like Washington, Madison, and Franklin. [6:01] From May 25 to September 17, 55 delegates met in a very hot room with windows shut for secrecy. [6:13] Ideas and arguments flew back and forth. [6:16] The different colonies had very different demands and objectives. [6:20] farmers were being put in jail for reasons they did not understand. Every colony had [6:26] different money. Bills were not being paid. Confusion about it. Some colonies were [6:33] raising their own armies. Foreign countries were watching for divisions that they could [6:39] take advantage of. After a few weeks of unending arguments, Ben Franklin stood up and insisted [6:49] that from now on, they would start every day with a prayer from a minister. [6:55] Sessions moved along much better with a better attitude. [7:00] OK, a new government, a new constitution should be formed, but what? [7:07] Not the English structure we just fought, not government where too much power in a king, [7:13] or in commerce, or in military, like Sparta Rome or Carthage, which all failed. [7:20] Distrust, envy, pride, power-hungry people, were all sins that destroyed past governments. [7:28] No one person should have... [7:30] That power. Wait. All of us. We, the people, should have the power to run the country. A separation of powers, branches of government, and then our constitution evolved. [7:44] We the people in order to form a more perfect union, not perfect, but more perfect, with space for improvement, like amendments, allowing individual rights, freedoms and protections, which would eventually abolish slavery and give all citizens the right to vote. [8:03] And so today, we all are blessed to live with the greatest and longest living constitution, [8:12] but with a warning from Abraham Lincoln, quote, [8:17] don't interfere with anything in the constitution. [8:21] It must be maintained for it is the only safeguard of our liberties. [8:26] Thank you. [8:28] I'd like to get a group photo. [8:31] You [8:35] have to pay for your money. [8:37] Sure. [8:38] Come on up. [8:45] Don't make mistakes. [8:51] Yeah, I don't. [8:53] Why is that? [8:58] Well, what you say and all of that? [9:00] Okay, okay. [9:04] I'm sure he can go in front. [9:07] Yeah, I got it. [9:11] Okay. [9:12] Do I have to put it right? [9:15] What the other thing is it? [9:18] One day. [9:20] The better if you were to stay. [9:24] I'm just asking. [9:26] One more. [9:27] Okay. [9:28] Great. [9:28] Thank you. [9:29] Thank you. [9:30] So we have to have a session. [9:31] Yeah, well, this isn't a sign of that. Thank you very much. [9:36] Thank you very much. [9:37] Instead of you. [9:42] All right. [9:43] Yeah. [9:46] I don't know. [9:48] All right, what do you want? [9:50] All right. [9:50] It's getting cold. [9:53] It's cold. [9:55] It's cold. [9:56] It's cold. [9:57] It's cold. [10:27] We're going to play with a two, let me see what's going on here. [10:32] There we go. [10:35] Thank you. [10:38] I'm losing it here. [10:42] Thank you. [10:43] But a fancy pen. [10:46] Yeah. [10:46] Thank you very much. [10:48] Thank you. [10:49] Thank you. [10:54] Did I give up to them? [10:56] Well. [11:01] Thank you very much, Marlon. [11:03] Thank you. [11:04] All right. [11:05] Moving on next item. [11:07] We actually have another proclamation, which I'm going to have [11:09] Will Walker read. [11:10] This is direct support, professional appreciation, [11:12] week proclamation, the third, [11:14] 13 through the 90. [11:17] All right. [11:18] In the town of Hollis, New Hampshire, [11:20] whereas direct support professionals are essential [11:22] to the physical, mental, [11:24] in the emotional security of new hamster citizens living with a disability and direct support [11:29] professionals and commitment of dedication to caring for others with disability to [11:33] personify the true meaning of community. And whereas direct support professionals, direct [11:38] care workers, personal assistance, and in-home care providers on the primary provider [11:43] publicly funded long-term supports and services for individuals with disabilities in [11:48] And we're as direct support professionals assist new hamster citizens with disabilities and leading independent lives [11:55] in our dedicated developing clothes and trusted relationships with individuals, their families, [12:01] and the community to provide a broad range of daily living support and we're as direct support professionals, [12:07] the voting commitment to enriches and enriches lives by a natively community engagement of citizens impacted by disabilities [12:14] In further strengthens communities by including people of disabilities, and whereas 2026 marks [12:21] 19 years of celebrating direct support professionals contributions to improving the lives [12:27] of those they support in the communities they enrich. [12:30] Now therefore we, the select board of the town of Hollis, New Hampshire, do hereby proclaim [12:36] September 13th, do September 19th as direct support professionals appreciation. [12:42] and call this to the attention of all citizens. [12:45] In witness whereup, we have here on two or set our hands and cause the seal [12:49] of the town of Hollis to be affixed. [12:52] This 14th day of September of the year of our Lord, [12:55] 2,026 signed by four of us and we'll get Susan's. [12:59] Thank you. [13:00] Thank you. [13:02] All right. [13:03] Thank you. [13:05] Moving on. [13:07] The next item I will entertain a motion for a fire pit [13:09] wave of requests for old home days of that. I believe this is down by, [13:16] um, by the, um, [13:19] down by the ring somewhere. Okay. Okay. [13:26] So good evening. Um, [13:28] my forward, my name is Becky Kelner. I'm speaking to this evening on behalf of Beaver Brook Association, [13:33] where I serve as the program director there. I am requesting a one time waiver, um, for, uh, [13:43] this coming Friday evening to be allowed to have a portable, [13:50] propane fire pit at Nichols Field to host a [13:56] s'mores gathering for family friends and neighbors to come together. [14:03] This is a meaningful way for Beaver Brook to contribute back to the community [14:08] in the spirit of Old Home Days sharing what it needs to be outdoors [14:12] together. We have been in contact with Fire Chief [14:17] Bogus in advance of this request and have made adjustments [14:22] according to his suggested plans. Originally we thought we'd [14:27] bring a fire burning pit. We now will be using a [14:33] propane fire pits so there will be no embers, [14:42] no [14:43] He suggested that we needed a waiver from the town to have an open fire source like that. [14:49] The town of Holosigus is not allowed open fire on their property. [14:55] We also, I wanted to go over some of... [15:00] Of the safety precautions that will be taking place that evening, if you grant us the ability to have the fire pit. So we will stay more than 10 feet away from any physical structures such as tents or easy-ups or flammable displays. We are not planning to have a tent or an easy-up as part of our experience. [15:27] The fire pit will stay adult supervised by a beaver-brook staff member the whole time. [15:34] And we will be using benches to sort of like corral the fire pit. [15:42] The activity at the fire pit will be making s'mores, so we'll be selling the products to make a s'mores with friends. [15:50] so that there will be a designated purpose to be at the fire, and we will have a fire extinguisher [15:59] available at the site, but we are also going to be located on the hard pack material [16:10] around the tracks, we will not be on the grass, and we will be very close to the entrance [16:16] and exit where the fire department can come in and out of the area. [16:24] We are adhering to all the requested safety procedures from the fire chief. [16:31] It will be supervised. [16:34] We feel that it's a really great activity to bring community together. [16:37] It gives children and families something else to do down there. [16:42] that evening while there's lots of other things happening, and we'd really like it if you could grant us the request to have the fire pit, [16:52] and I'd be happy to take answer any questions that you may have. [16:59] Do you have any questions? [17:02] I read the fire chief's memo and he seems to think that everything's all set with it, so I don't have the questions. [17:09] I just had a quick question. [17:11] Where's your tent going to be in relation to the... [17:13] Okay. [17:13] We are not having a tent, so it doesn't matter, and we'll stay away from tents that [17:22] are already set up, so wherever we'll be, we'll not be near those other people's tents. [17:28] Okay, all right, I'll entertain a motion for approval of the waiver. [17:31] Mr. Chair, I move to the select board approval one time waiver of the open fire rules that we have [17:39] and granted to the BBA, per the email dated September 3, 2020. [17:47] Okay. [17:48] Is there a second? [17:49] Any further discussion or questions? [17:52] All right. [17:53] Here we go. [17:53] We have presents there. [17:55] Yeah. [17:56] We're excited. [17:57] Thank you. [17:58] All right. [17:59] There's no other discussion. [18:00] All those in favor say aye. [18:02] Aye. [18:02] All those opposed. [18:03] Motion carries. [18:04] Thank you. [18:04] Thank you so much. [18:06] Come swing on by for a small. [18:12] Next item. This is a request to expend funds from the municipal buildings and facilities [18:18] expendable trust fund for repairs to the whole police department holding cell in the [18:23] amount of $1,846. [18:25] $1.83. [18:29] Good evening. [18:31] Good. [18:33] I'm assuming everybody got the memo. [18:34] New military. [18:36] So it's pretty, I guess, understand what would happen. [18:40] We got a prisoner in there. [18:41] We decided to damage the cell door. [18:44] To replace that, we did get a couple of price. [18:46] We got a price to have them installed. [18:48] That was close to 3K. [18:49] This price is just the door for us to install ourselves. [18:53] So it's $1,846.83. [18:55] sense. [18:58] We're a little bit concerned about our maintenance budget line right now, especially [19:03] with this new septic line. It's just in that started say, we didn't expect to go over. [19:10] As we've talked a dab about this, we do have some obviously extra money in the salaries [19:14] line, but we had a recent cruiser that was damaged, we're actually totaled, and somewhere [19:19] between 30 and 40K, I believe, coming out of the salary line to fund that, so that's [19:26] how we are asking for it to come out of this miserable budget trust fund. [19:31] Okay. [19:32] What's the current balance? [19:33] We have a $71,000 of unallocated funds in there. [19:37] Then we still have a couple of projects to finish this year, is that we do, but they're already [19:44] accounted for. [19:45] Okay. [19:46] All right. [19:48] I'll entertain a motion for approval, then. [19:51] Is there any trouble getting the money out of them? [19:54] So yes, restitution is certainly something [19:58] that we're going to be looking forward at court when he goes to the court process. [20:06] In an ideal world, we would get all of that money. [20:09] In an ideal world, it would happen quickly. [20:13] But there's no guarantees. [20:14] Certainly, that's something that we will tell a prosecutor we want. [20:18] But, nowadays, depending on who the judge is, they might put them on a payment plan, and they can pay a hundred bucks a month for 18 months, right? [20:27] So, the idea that we might be paid in full, and a few months is probably not very likely. [20:32] Thank you. [20:34] Mr. Chair, I've moved that we approve the request to expand funds from the NSW Building Trust Fund in [20:42] amount of 1846-83. [20:45] It's a stipulation that if we do get reimbursed the money is returned to that same fund. [20:50] Next one. [20:51] All right. [20:51] Any further discussion? [20:54] All right. [20:55] Hearing none of those in favor say aye. [20:57] Aye. [20:57] All those opposed? [20:58] Motion carries. [21:00] Thank you. [21:01] Thank you, John. [21:02] All right. [21:02] Next is a request to accept a private donation, the amount of $525 [21:07] in the house, a fire department, [21:09] expendable trust fund. [21:11] Something we want to make a motion for this. [21:13] Mr. Chair, I request to accept the private donation of the amount of $525 [21:19] to the house fire department, expendable trust fund. [21:21] All right, is there a second? [21:22] Is there any discussion? [21:26] Hearing none, all those in favor say aye. [21:28] All those opposed, motion carries. [21:30] Next item. [21:31] North Cemetery wrote improvement bid proposals. [21:35] We have Jonah. [21:36] Is Jonah doing it or are you doing it? [21:39] Oh, okay. [21:41] I don't want to. [21:42] Oh, David. [21:43] This is thing everybody. [21:45] So I'd also like to introduce Erica McDonald, [21:47] who is now the chair of the Cemetery Trustees. [21:51] And I'm just running the finances. [21:55] So we received three proposals [21:58] on our request for doing an expansion and improvement to the roads at North and also putting [22:05] in a water buried water tank at North Cemetery. [22:11] We chose the lowest bid, which was also the most comprehensive bid. [22:17] So we're pleased to have the two of them together, is for $131,672. [22:22] We would like to add, there was a contingency in the proposal for, if... [22:30] If the reclaimed asphalt price goes up for them to ask for additional funds, so we would like to put [22:39] five to include in our request 5% for that potential inflation. We would also like to add a 10% contingency fund. [22:47] So, I'll told we're asking for a warrant article for $151,000. [22:52] up to $251,000, we're hoping to not have to hit that, but given the inflationary times that [23:00] we're in, especially with oil, we want to be cautious in our request because we can't [23:05] overspend our request, but we can certainly underspend it. [23:11] And our CIP request for this project was $200,000, so our warm article request is $49,000 less [23:19] than our CIP budget. [23:22] We can. [23:24] So I think what we're, this is just informational time. [23:27] This is just information, and I have a draw. [23:30] So there were three proposals. [23:31] We picked the lowest one. [23:32] Correct. [23:33] And we're adding some funds in and still below the CIP. [23:36] That's correct. [23:37] We're going to start talking about four articles, probably, [23:41] our next meeting in terms of what they're going to be and how many. [23:45] So this is helpful. [23:46] I have the drafted language for the war article for you, that I'll. [23:51] Yeah, that's a crazy, and then what we do typically do is we send the dresser to confirm. [23:57] So, it was something I was going to say. [24:02] What's the validity date of the bid? [24:06] They're expecting to start work in the spring next year. [24:11] Well, what is that big valid through town meeting, yes, that has that data, okay? [24:18] It's good through town meeting, and yeah, and they say 30 days, excuse me, four weeks, [24:25] so be 20 days, four weeks, oh, for sure meaning has to be awarded. [24:29] After awarded. [24:31] Okay. [24:32] Okay, so I think we don't have any proof here, it's just, [24:35] Thank you, please. [24:36] Just information. [24:38] You also mentioned, which if you want to bring it up, it's a non-money-worn article regarding. [24:45] So yeah, so we're going to request potentially three-worn articles this year. [24:49] So this one, repeat-worn article from previous years for $10,000 for savings towards future cemetery expansions. [24:58] And then the third came-up today, actually week or so ago, speaking with Deb, [25:04] but we talked about more today. [25:07] When we started taking the monies that people pay us [25:14] to buy their lots, it's called the right to enter. [25:18] Back in 2010, the trustees decided to take that money [25:22] and open a trust fund to put that money [25:26] into to use for maintenance of the cemeteries [25:31] and to take some of the burden off of our annual budget [25:34] So we use that money for special projects. [25:38] So we've done to repair the cemeteries. [25:42] And in 2010, there was no RSA that said we had to have a war [25:46] and article to request the town folk to create that trust fund. [25:52] In 2014, our legislators created a war and RSA that said you have to have a war [25:59] article in order to create and fund such a trust fund. [26:05] So Deb's going to speak again with folks up at the DRA about that and see if we're grandfathered [26:12] or we need to do correcting the paperwork or an article for that this coming spring. [26:20] But it falls under one of the funds that the trustees review and the manager act. [26:24] That's correct. [26:26] It already exists. [26:27] we have to make it. I would think it would be grandfathered but no in the DRA will probably have to [26:32] do it one article. Right. Yeah and it's actually because there wasn't an RSA to do it one, [26:38] we created it back in 2010 and the trustees of the trust funds and the cemetery trust [26:43] fees have been managing and working with the finance director of managing that for 16 years. [26:50] Okay. Thank you. Thank you for the updates. [26:52] Thank you. [26:53] Thank you. [26:56] Next item was review and approve select board meeting dates for 2027. [27:04] I don't know my schedule next week, but I won't next year. [27:11] If we want to permanently approve it, understanding that if there's some issues or we need some flexibility, we will change that. [27:20] So does anybody have any concerns with the dates that are proposed right now, [27:29] but we're going to [27:30] conflicts with other legal activity that is now. [27:36] Somebody wants to make a motion to approve with the understanding that if we run into a conflict, [27:41] we will reschedule for now. [27:44] These are the proposed dates for 2020. [27:47] It's on the second. [27:49] Any discussion? [27:52] All right, you're not all those in favor, say aye. [27:54] All right, aye. [27:54] All those opposed motion carries. [27:58] Old business, [28:01] Joe, [28:04] you're here to bring us good news. [28:05] It looks good. [28:06] I know. [28:10] Is it really fine with the final update? [28:14] It is. [28:15] However, though, I want to talk about this, so he can reach an alarm for this particular [28:18] quick, before we talk about the final update. [28:20] Okay. [28:21] As you know, so he can reach a landfill district bought a compactor for $200,000 for a brand new was delivered, it was installed, they built the wrong one. [28:36] So with that being said, this is not a town of Hollis problem, it's an SRLD problem. [28:41] So with that being said, one of two options are going to happen Thursday night, either the SRLD is going to tell the manufacturer because it was ordered correctly. [28:49] We ordered a 600xW. We got a 600x. [28:57] So, [28:58] SRLD chair has been down, [29:01] I've been on top of it as well. [29:04] They went to go hook up the trailer Thursday [29:06] and, well, compactor is definitely wrong with this. [29:09] You wouldn't know that till you would put the trailer up to the compactor. [29:13] So Thursday night the SRLD is going to make a decision [29:17] whether they're going to have a marathon, take the whole thing out at their cost and put [29:22] a new one in, or a marathon has came up with a retrofit. [29:28] Because we don't own the equipment, it's up to the so-hegan regional landfill district, [29:33] how they proceed. [29:34] They are on top of it. [29:35] They know it's mission critical. [29:37] The holidays are coming and they have me sounding the alarm that something has got to go and [29:43] happen quickly. [29:45] There is a paper trail. [29:46] it's everything. All parties have agreed that it was a terrible mistake. It was made in the [29:51] United States down south and they built, they just built the wrong one. And I think by looking at the [29:59] dynamics. [30:00] Today, next, I would say this is not the first one that they built wrong. [30:05] So what's the lead time for new one? [30:06] Well, a new one, but this last one was four months. [30:11] So we have plan B, we've always had it, so we're going to be okay, no matter what, so he's going to [30:16] regional landfill district is paying for all the extra cost associated with the extra load to [30:21] trash that have to go out. So there's no cost to the town of Hollis. I can reassure you that. [30:28] But it's just... [30:29] How long does a retrofit gonna take? [30:31] If they go with a retrofit, it's gonna be two weeks before they can bring all the parts shipped out here. [30:38] And then it's just a matter of welding it together. [30:41] Which would maybe it doesn't void the warranty. [30:43] It doesn't void the warranty. [30:46] Mr. Eldies asked those questions. [30:48] And again, since we don't own any of the equipment, [30:51] it would be up to them as to what they do. [30:54] What is it for the fourth one? [30:56] It's for the number four, the one on the end. [31:00] So it's a little hiccup, but it's okay. [31:05] We're still doing fine with what we've got as far as that. [31:10] So that's that hiccup. [31:12] But that's SLD's problem. [31:15] So he could not be paying for any of those costs. [31:18] No, they don't plan on it. [31:20] The manufacturer should cover everything. [31:22] The manufacturer has already said that they would cover the costs of either the retrofit and the welding and if the SRLD decides no, that's not acceptable and they want to brand new compactor, that's what they'll get. [31:35] But in the meantime, SRLD is guaranteed me that they'll continue to move our 50 yarders at no additional costs to the town halls. [31:44] Okay, is there a difference in capacity with the W versus? [31:48] Yes, there is. [31:49] So what happens with the smaller one that's in there? [31:52] That's made for more and more roll-off box. [31:54] So what happens is the trash falls off to the side, [31:57] so that when it compacts, you're not going to get that full [31:59] compaction where the wider ram pushes it all in to all the sides. [32:04] So they say the retrofit would work and there would be no change, [32:09] but that's yet to be decided. [32:11] Who would we have more frequent those shipping obviously this is a permanent impact or a large term? [32:18] Yep on this so he can reach an alarm and the other thing is if they decide to go that route and and that's fine if they do [32:25] This this this trash hopper and [32:28] Compactor will be different than all the other ones and all the three towns [32:34] So the retrofit even when they do the retrofit it's so that it requires more more loads [32:40] Um, won't know until we actually run it a few times. [32:44] I don't know. And again, we're going to build the right year. [32:47] Yeah, I would say, I would say a lot of us are leaning that way. [32:51] But again, I'm one member. [32:52] I'm just thinking of the standpoint. [32:54] You see, retrofit means it's not how it was designed. [32:57] Correct. Correct. [32:59] And five years from now, somebody's going to be coming in here saying, [33:02] Oh, well, this needs fix and that needs fix. [33:04] Well, that's, again, that's the beauty of the SLLD. [33:08] I think we didn't have four before, right? [33:14] What's that? [33:14] We didn't have four contractors before. [33:16] But we don't have four contractors now. [33:18] So I'm saying I think we wait for a new one. [33:20] So we'll see what they decide that. [33:23] They know that that's what my vote is as well. [33:26] I have a phone call in tomorrow with a few people, [33:28] but that is where I'm leaning. [33:30] Again, no, I'm one member out of three other communities, [33:34] only one voting member, me and Mr. Gluffer, and then the end of the day. [33:38] What trust in your persuasion of the bill? [33:41] Yes. [33:41] Oh, yeah. [33:42] Does that affect on the town? [33:43] If we look at where we were before the renovation, it'd be the same spot where we were before, [33:50] Yeah, I mean, pretty much, other than the 50 yarders down below, and we would just be [33:55] loading it from down below. [33:57] So in the inconvenience for a couple of months, we weren't hurt us as, you know, with [34:02] he can pay and they for the light loads because you don't you only get maybe three tons and a [34:07] fifty yard or depending on how well we smash it so yeah hard to believe something like [34:13] that could be built wrong but it happens so anyway final update Susan's not here tonight but [34:22] I want to thank Susan Benz for being there when I sounded the alarm that the wall was not looking [34:26] to stable she supported me she gave me guidance and she played a critical role in the next [34:32] steps. I want to thank David Jennings for meeting with me shortly after Susan and I spoke. [34:38] David Jennings understood the problem. He listened to what I had to say about all the [34:42] new cracks. In the foundation and gave me some ideas on what to do next. I am in front [34:47] of you with a final update on the $2.4 million worn article that passed the town meeting [34:54] to build a new wall. The project is complete except for the camera installation that will happen [34:58] this week and that's really just putting the cameras up. I want to thank David Jennings [35:04] and his amazing staff. They kept us open, worked with us to keep the transfer station [35:09] safe, and it was the most neat and tightest construction site I've ever seen, especially [35:14] with all those tires. They had the right machinery to do the job and always stop to listen [35:19] when I ask questions and I ask them a lot of questions. Jennings' estimation truly cared [35:24] about the project as much as I did in the project came out amazing. [35:29] We gained 16 parking spaces, one handicap parking [35:32] safe, a safe zone pathway that's the yellow [35:35] walkway for everyone to walk, new lighting that [35:39] lights the entire yard, cameras a spot for future [35:42] growth ready to go, roofs that keep staff out of the [35:46] elements and our trash is dry, a lot more space to move [35:49] around the yard, more green space and it really is a [35:52] a beautiful wall. Our next step, so over the coming weeks, the still good table will come back. [35:59] A few changes will occur as we move forward. A shed will be placed down below, man by staff [36:05] at the lower gate to sell stickers, take TVs, and tires and monitors. And check what is being [36:11] left at the still good table. So there is no chance of a battery fire. Staff will also check [36:19] to make sure transfer station rules are followed as per RS, A41, colon 11, the 130-minute visit per day rule. [36:29] I want to thank the Hollis Residence for their patients and support. [36:32] And I also want to thank the entire select board for this support with the wall project. [36:37] And all the support I continue to receive from all of you. [36:40] I am truly grateful. Thank you. [36:43] Thank you. [36:44] So I have one question. [36:46] You know I'm going to ask this question that we come in under budget we came in right at 2.4 million [36:52] Okay, not a dime to spare. That's good, but we did it though. I was getting a little worried there [36:57] But with the price of metal and and the price of fuel and and asphalt, but they they kept it [37:04] Okay, so I was was really happy about that adder under is good [37:09] Right at perfect. Thank you. Thank you very much. Okay [37:12] All right, next item under roll business, I think this is just our weekly check on this but are there any changes to the CIP? [37:27] So there are a few new requests. [37:30] The municipal buildings and facility council. [37:36] Police had given me a list of projects. And a few items have been had years from next to them, so I didn't have them, but they should have been added. So there's three additional items. [37:50] The first is a garage heater, $4,800, that's put a set of meat for a $20,000, and a $20,000 [38:02] and a $2,000, $3,000, and then a septic field intake replacement, I guess, $2,000, $2,000, $1,000. [38:26] the right document. [38:36] Oh, this isn't for the CIP. This is for the trust fund. Yeah. [38:39] Okay. All right. Um, I guess I'll entertain a motion for approval. So these won't go on the CIP. [38:50] They'll go on the municipal buildings. I know that's fine list. [38:54] Okay. Yep. [38:56] I'm just chair move that we accept the proposed three new projects from the police department. [39:01] As Luke's in, the requested 9.4-K, which is c kom. [39:07] Sir. [39:08] Any discussion or questions? [39:12] All right. [39:12] All right. [39:13] Everything is. [39:13] We will post motion carries. [39:19] It looks like we have an update on the way to know summary of expenses. [39:25] That's where when we talked about this last time. [39:27] So this is what's before you is costs incurred just in 25 or I mean just in 26 or is it in 25 as well. [39:38] The first two pages are about 15 requests that total on the last page includes the request from the 2025. [39:56] So it's... [39:58] Okay. [39:59] Roll them to 26. [40:00] All right. [40:01] Is that the total cost in 25? [40:03] And 26 are just the cost in 26. [40:06] So it's the total cost for 2026 plus the one request from 2025. [40:12] It started. [40:13] Okay. [40:13] I'm just to thank you. [40:16] Does anyone have any additional questions? [40:18] We don't have to approve it. [40:19] It's just... [40:20] Just for information. [40:21] Public information. [40:22] and so we know what it's costing us. [40:25] So roughly $5,000 for the year. [40:31] Yeah, I think based on this, that my recommendation [40:34] is going to be that we have a budget line for this, right? [40:37] Because right now it comes out of general and legal. [40:43] So it should be separate. [40:47] OK. [40:48] All right, thank you for putting that together. [40:51] We're up to department committee liaison updates. [40:54] Do we have that? [40:58] Don't miss old hunters. [41:00] Friday Saturday. [41:02] Show up. [41:02] Make it smart. [41:03] It's going to be great. [41:06] One question I do have since I'm actually, [41:08] I don't recommend it, too. [41:11] Do we have someone walking in the parade? [41:14] I think, yep. [41:17] I've got a thing. [41:18] I do have to give the flag raising, [41:21] third morning of the speech. [41:22] If we're having a parade, I can walk in a parade. [41:25] Okay, I'm out of time. [41:28] So, may banners this year, but one walker, or write it. [41:32] I don't know how you want to do it. [41:34] Well, I'm not going to carry the banner by myself. [41:36] It wasn't expecting you to. [41:38] It's a two person thing, at least. [41:41] All right. [41:42] Any other committee or liaison updates? [41:45] Just an update from the book. [41:46] I don't know about the 9th and they expect to have the recommended increase amount for [41:56] the budget on November 10th at the base for the next meeting on the budget. [42:01] So, November, October, October is the next meeting, right? [42:06] I wrote that 11, it's 10, 10, all right. [42:09] But I think they did think of November for December? [42:11] Did you think of November? [42:12] I thought he said November. [42:13] That's okay. [42:14] I mean, that's kind of late. [42:15] I mean, we're trying to get everything [42:17] walked down between now and the middle of October. [42:20] So they need to discuss it. [42:22] So they need to get that on their agenda. [42:24] That's a little late in the game, in my opinion. [42:28] Because that's going to force us to go back and go back [42:32] through everything. [42:39] Moving on, administrative business. [42:42] We have assessing. [42:43] We have approval of the MS1, which suits us. [42:49] It's the summary of inventory of evaluation or evaluation. [42:53] So this is [43:01] the assessment of the total time. [43:11] Looks like it's a 0.73% change. [43:18] I think it was 0.6%. [43:20] What is the memo? [43:23] Okay. [43:25] Last year was 0.7. [43:26] Yes. [43:27] You're right. [43:27] in six. [43:30] All right. [43:30] Somebody want to make a motion for approval. [43:34] It's a chair. [43:35] I smoothly approve the current MS1 form for submission. [43:40] All right, sir. [43:40] Second. [43:41] Any discussion? [43:43] Questions? [43:46] All right. [43:46] All right. [43:46] All those in favor. [43:47] Say aye. [43:48] All those opposed? [43:49] Motion carries? [43:51] I don't know. [43:51] I don't know. [43:52] I don't know. [43:55] I don't [44:01] know. [44:08] Yes, there are. I'm sorry. So there's a, there's a notice of intent to cut wood or timber. I'll just read on me as we'll make the motion. [44:16] Somebody can second it. This is operation 26-223-05. [44:22] MBLU-36-24. This is the owner's society for protection of New Hampshire force. [44:28] This is on a fairly road. Somebody want to make a second for this. [44:33] All right, any discussion or any questions on this? [44:38] All right, hearing none, all those in favor say aye. [44:40] Aye. [44:41] All those opposed? [44:42] Motion carries. [44:45] We also have report of Water Timbercut. [44:49] We have two, actually. [44:50] We have Operation 2226-223-01 and BLU-37-12. [44:58] James and Jonathan Rock. [44:59] Thank you. [45:00] That's for 1,137 dollars and 38 cents. Second one is 26-223-04, NBLU, 041-001 in 022. This is Robert and Helena Hayden, 1,812 dollars and 2 cents. [45:19] So the total we're approving is $2,949 and $0.40. Something we want to second about. [45:26] All right, any discussion or questions on this one? [45:30] All right, hearing none, all those in favor say aye. [45:32] All right. [45:33] We'll post motion carries. [45:37] Some of these are round for signature. [45:44] This one? [45:45] This one? [45:46] This one? [45:46] This one? [45:46] This one? [45:46] This one? [45:46] This one? [45:49] This one? [45:51] This one? [45:51] This one? [45:57] This one? [45:57] I'm all set, and I'm sorry for that. [46:02] Yeah, yeah, no, I'd rather one thing. [46:05] All right, I think we're up to a fool of Warren's now. [46:09] Some of them I make a motion for those. [46:12] Chair, I'll move you through Warren's as follows. [46:16] We're just in the amount of 253, 233 and 283 since 2013. [46:21] It's $242,166.41. [46:26] It's $227 wages in the amount of $236,503,247 cents, state $910. [46:35] It counts payable in the amount of $295,000. [46:39] $342.65. [46:41] It's $0.817. [46:43] It counts payable in the amount of $218,331. [46:47] $1.28, on the 831, it has payable in the amount of $3,700, $891, and the payable in the amount [46:57] of 924,107,96, state of 915, HSA in the amount of $1,870 and 65 cents, data date 13, HSA in the amount [47:11] $1,815 and 65 cents, day to day, $2,87, each has saved amount of $1,597, day to $9,1026. [47:24] Okay, is there a second? [47:27] Any discussion? [47:29] All in favor say aye. [47:30] Opposed. [47:31] Motion carries. [47:32] The approval of minutes, both public and non-public, [47:35] for both 810 and 831. [47:37] It's a chair move that we approve minutes of public minutes of eight ten twenty six and eight thirty one twenty six and then we also approve the non public minutes of eight ten twenty six and eight thirty one twenty six and keep them sealed. [47:56] Okay. [47:57] All right. [47:58] Motion's been made in second and I will have to abstain on the eight ten ones because that was absent. [48:04] So just note that on 831, I was here, so all those in favor of the 831, I, all those in favor of the 810, and I have stayed. [48:19] So we are all set. [48:22] I think we're up to meeting in announcements. [48:29] Yeah, because I have a lot of people. [48:34] Okay, Tuesday, September 15th, [48:37] Board weeks in this room at 7 p.m. [48:40] Wednesday, September 16th, [48:42] Conservation Commission in Social Security. [48:45] Thursday, September 20th, [48:46] Recumission at 630. [48:49] Into the following week, [48:52] Tuesday, September 22nd, Heritage Commission at 630. [48:56] Thursday, September 24th. [48:58] So an important adjustment at 7 p.m. [49:01] followed by our next meeting, which is Monday, September 28th at 6 p.m. all of those meetings will be held in the town hall community room. [49:11] We do have old home days this weekend on September 18th and 19. [49:16] There is a list of different events, so I encourage you to check those out online. [49:22] Household hazardous waste collection in Saturday, September 26th from 8 am till noon, this will be in Nashua at 25 am straight. [49:34] Okay, thank you. Anything else for public? Before we go into non-public? [49:42] I don't think so. [49:43] Okay, I do have one other thing. [49:46] Just a question. [49:48] So, speak it earlier. [49:49] Tonight mentioned something about Halloween. [49:53] So, did they submit any paperwork to you yet? [49:57] I have not gone yet. [49:59] I know it is in circulation between the departments. [50:02] There is a special event license that's being circulated. [50:07] There's also, I believe, not sure, [50:10] Peter can speak to this whether a permit has been requested from the state to close any portion of the road around monuments since they're all state roads. [50:23] So that's part of that. [50:24] Okay, so my only comment is was this sponsored by the Rec Commission in the past? [50:30] I don't believe, so this is it. [50:33] This was a relatively big issue. [50:36] There was a discussion last year about the recognition. [50:40] When we go to down the full-time position, [50:45] there was a moment of schedule for it. [50:47] They didn't mention there is... [50:49] They didn't win event. [50:50] There is a record with a sponsor in event over at the library [50:54] from the smaller kids that is earlier in the day. [50:59] to believe it's 5 to 6 or 6 perhaps and then what's being requested is the 6 to 8 timeline [51:08] that I believe a lot of the other communities do. It's not really tell run. It's just... [51:17] No, I know it's not a town event so and I guess part of the common was that when we're looking [51:24] at our budget and we're looking for things to do that we can't be adding stuff so it's a [51:29] great idea but they want to sponsor it that's fine but they also need to submit the proper [51:35] paperwork and a correct amount of time too so I don't know how long that state approval [51:40] takes but all the week is going to be here quick so okay that's all I have so I think we [51:53] will are we coming out of non-publicary votes? [51:59] Yes, there may be one or two motions. [52:04] All right. [52:05] All right. [52:06] I want to take the motion to go on the non-public. [52:10] Chair, I propose we want to do non-public session for RSA and anyone that's a colon 3-2 [52:16] for personnel, land acquisition, and legal purposes. [52:20] That's right, is there a second? [52:22] Second. All right, I'll do well. Call this one. Well. Yes. Yes, Sharon. Yes. And David. [52:30] All right, thank you for watching tonight. We appreciate the attendance as well.
