[0:05] So, did anybody speak? >> No. [0:12] » Yeah, last night. >> Well, this isn't So, this is an odd [0:17] start. Usually meetings start at 6:30, start [0:23] this one back. >> They're all six now. [0:26] » They're all at six for the village. >> Okay. All [0:41] right. Could be daylight savings time. [0:54] » Well, we'll uh we'll start. We'll bring this meeting to order [1:01] at 60. [1:05] All right. Pledge of allegiance. [1:10] Pledge allegiance to the flag of the United States of America and to the [1:16] stands nation [1:22] for all. All [1:31] right, roll call please. >> Interpreting [1:36] » here. >> McCanny [1:38] » here. >> Wendell [1:40] and Zelfie >> here. [1:42] » Kikos Hutton [1:44] » here. Cullis. [1:48] » Okay. We have a message from [1:54] motion to excuse. >> Second motion. [2:01] » Motion second. All those in favor say I. [2:14] Did we already asked this but inside the [2:19] meeting? So any information from Mr. Wendle? [2:22] » No. Any information from Mr. >> No. Okay. [2:32] Changes in approval of agenda. [2:39] Motion to approve the agenda. >> I make motion to approve the agenda. [2:45] » Second by second. [3:02] All right. All those in favor [3:08] passes. [3:12] » Approval of minutes from December 11th, 2025. [3:19] » Sounds strange already. It's 2025. Seems like a year ago. [3:23] » Yes. [3:28] » Still writing 2025. [3:40] I'll make a motion to accept the minutes. [3:43] » I'll second it. >> Thank you. So, we have a motion. We have [3:49] seconded. All those in favor say I. >> I. [3:52] » I. >> All those opposed? [3:57] » Good. Motion passes. Statement of Bureau. The purpose The [4:02] mission of the Holly Historic District Commission is to safeguard the heritage [4:05] of the village of Holl by preserving the historic district in the village that [4:10] reflects the elements of the village's history, architecture, archaeology, [4:15] engineering, or culture. The goal of the commission's work is to stabilize and [4:20] improve the property values in the historic districts and the surrounding [4:24] areas, foster civic beauty, strengthen the local economy, and promote the use [4:30] of historic districts for the education, pleasure, and welfare of the citizens of [4:36] Holly. [4:41] All right, moving on to public comment. [4:47] Seeing none, guess we're just moving on. [4:53] Okay. Up to old business. Um I have no other information in the [5:00] package. So I imagine we have no information on these two properties. [5:03] Application 254 and 252. [5:09] » Yes. And [5:17] I I just know like for 208 South Broad you guys had said that they didn't need [5:22] to come in front of HDC for that. for the wheelchair ramp [5:27] » and I'm hearing from our side other you guys are supposed to [5:33] » but [5:38] issue came up as a clarification question [5:54] structure came in front of the HDC [5:59] and now it's a wood structure [6:06] for an administrative approval even though it's wheelchair. We were just [6:10] kind of curious question, you know, are we being [6:15] consistent? Is there a difference between how we're [6:20] looking and approving things? Those types of questions. [6:26] » Oh, okay. I'm sorry. No, go ahead. I know it's an [6:30] ADA issue as well. >> Yeah, it's ADA [6:35] and we'll So, additions and changes to historic buildings [6:40] can be done. Additions can be added on to them. Um the only rules are it has to [6:47] fit within the district's theme and feel, but it can't be made to look like [6:53] it was old. It needs to be obviously of new [6:58] materials so that when somebody is walking around the building, uh they can [7:03] obviously see that this was added sometime after the original construction [7:08] of building. That's the only rule. Now, it's a wheelchair ramp. So, it's [7:13] obviously [7:20] when wheelchairs No, that's 1910. >> Yeah, wheelchair ramps. [7:27] » So, it's obviously a new a new piece to the structure. [7:30] The only hope would be that uh they choose one that um is aesthetically [7:36] pleasing to the community, but there's really not much we can [7:42] say yay or nay on because it's ADA compliance. [7:45] It's got a pitch and length and all kinds of different [7:51] construction. So consistency in the future [7:58] is a wheelchair something [8:02] that should be administrative >> that should be administrative. [8:06] » So wheelchair ramps can be administrative. [8:09] Yes. [8:12] And that was approved >> until we approve. [8:15] » Right. Well, but that was approved not because of match but based on [8:23] reach that not that it meets that criter [8:35] any other thing. accepted whatever [8:42] you >> I don't have it. [8:45] » So it was originally concrete or [9:03] » Yes. [9:06] Oh, wow. We have that. It's nice. [9:19] » I believe that was in November. Um, and the wheelchair ramp wasn't [9:24] originally a part of the rebuild. Um, so the concrete um like a [9:33] concrete landing off the building with some stairs and then they brought the um [9:39] wheelchair ramp back before us because they were changing their plans. Um but [9:44] then we said that because it's a compiance issue with ADA that it [9:48] shouldn't be the historic district that approves it and I had only mentioned [9:52] that um the swing of the door seemed off to me because it was swinging [9:58] um out but it would block the ramp. So somebody in a wheelchair wheel out, [10:04] close the door, and then go down the wooden rail and the if I remember the [10:09] pictures correctly, it like sort of zigzagged so that it would fit in that [10:13] spot near that back alley. But um so financially, I don't think um a concrete [10:22] ramp would even or I don't know, even like for looks, I don't think a concrete [10:27] ramp the way they have to like zigzag it would [10:30] » even be very appropriate the [10:35] » be so I think the the wooden ramp is [10:39] appropriate and like we said in November that I don't think it's an issue that [10:44] » well the original plan has for a wood frame for the ramp with TX or timberline [10:51] composite deck railing or decking surface the handrail will be aluminum so [10:56] it never rusts that's what's on there [11:03] I have the photos, [11:12] » but their plans in September. [11:25] Nice. [11:29] Okay. Any other discussions? [11:44] » We can do it again. >> Send it again. [11:47] » I'll make a motion to send it back. >> All right. So, we have a we have a [11:50] motion from Mr. >> I'll second it. [11:53] » And we have a second. Let's get back up. [11:59] » Yes. >> Wonderful. [12:02] » Um, all those in favor >> and all those opposed. [12:10] » I didn't think I give you a chance to the [12:18] » No. Okay. >> All right. So, we move on to general [12:23] business. collection of officers. [12:28] All right. Um, since we're missing three, [12:34] I guess there's nobody here to defend themselves. So, uh, [12:42] should we actually do that? But there's what is so in the villages [12:48] uh bylaws and or ordinances when do elections of the officers [12:56] have to be done? Do they call it out in January like they [13:02] do at the township? [13:09] » Yes. [13:13] » Yeah, that was cancelled. [13:25] January. Yes. [13:48] I am I have the historic district commission [13:53] right now or trying to see if it is actually [13:58] called [14:18] I do not see [14:26] nice old fashion used to do this back in the 1900s. Print out all the [14:43] I'm tempted not to vote on those, but I just want to make sure that we're not [14:47] going to get into [14:51] historic commission jail. [15:03] All right. So while we're doing that, [15:27] » we have a quorum so we can >> Yeah. Can we delay it one month for a [15:31] better attendance? [15:44] Looking to see if I have any training materials. [16:00] » Robert's rules. >> Mr. I text [16:05] and I will go back to my ordinances. [16:34] It's already 5 years old. [16:41] The only presentations I have on standby is the Michigan Historic [16:47] Preservation Tax Credit from 2021. you guys find that interesting. [16:54] » So point of order, we either have to get a motion on the table or motion [17:01] to proceed with the officers. [17:09] I'll let me do this. I'll make a motion to [17:13] uh maintain the all the officers in their current positions. [17:20] I'll second it. >> Okay. [17:21] » Okay. >> Now, we can't discuss it properly. [17:25] » All right. >> So, is there [17:29] » Well, I checked your record. You did a very good job as secretary last year. [17:34] Outstanding. Outstanding. Five stars. >> Okay. [17:39] » No dearits. >> No demarits. [17:42] » No demerits for you either. >> Oh, vice chair. [17:45] » That's right. I am vice chair. >> Yeah. [17:49] All right, we'll we'll upgrade your parking spot any anywhere out there. [17:56] » And then uh did we have a secretary on deck? Secretary, [18:02] » survey says, >> "Oh, okay." [18:08] » All right. Be safe. [18:15] » Just for review, who were um Who were the [18:20] » officers last year? >> I was secretary, vice chair. George is [18:24] chair. >> I don't think we have secretary. [18:27] » Yeah, I was. >> Well, you're secretary. [18:29] » I'm secretary. That's all. That's all the officers [18:35] » because we we do not have a treasure. So, [18:38] » yeah, we have no budget. [18:42] » If we had a budget, [18:48] All right. Any further discussion? >> Um, was Mr. [18:58] » Well, he can. >> Well, let's ask [19:01] » he's not here to defend himself. I think we can just [19:04] » we can just vote >> anyone if if we make the vote and [19:09] » well he protests >> he can always step down for that office [19:14] if he's too busy or something else >> you know what I mean anyone can say I'm [19:20] sorry but you know then we reelect that officer [19:26] » that position >> I do not wish to hold an officer [19:28] position so [19:33] You get a parking spot anywhere else. >> I might have parked in somebody's [19:38] parking spot because I I have front roll. So, [19:40] » well, you and I both walk somewhere. So, we give ourselves [19:45] » You're across the street and I'm two blocks away. So, [19:51] » what are those? >> Okay. So we have a motion on deck for to [19:58] maintain the original set of officers for this coming year 2026. [20:04] » I'll make the motion to um maintain the officers of Mr. Cullis [20:10] being chair Mr. McCann being vice chair and Mr. Tony being secretary [20:19] second. All right. All those in favor [20:24] » I >> I All those opposed [20:29] hearing motion passes. >> Commission and staff comment. [20:43] » I do not have a comment. >> No comments. Okay. [20:45] » No comment. I'll be >> I have a question but I don't know if [20:51] It's really historic question. Um [20:57] because I my house is in the historic district I guess. Um you know we had a [21:05] lot of repairs from tornado damage and this summer we have to finish our last [21:12] portion of it which is touching up all paint [21:17] on the whole house. Now am I going to have to [21:21] like permits for that or does anybody know? [21:25] » No. >> Okay. [21:27] » The historic district in Holly does not have a color palette. [21:31] » Okay. Well, we're keeping the same color because we had just painted it not too [21:36] long ago, but it just has to have touchups from repairs, [21:42] so we don't need it. >> Thank you. [21:47] » Happy painting. I had a company paint house and they're [21:52] gonna come back. >> Oh, they are. Oh, okay. I was going to [21:54] say if you need advice, you can call and do a little bit of paint. [22:00] » Awesome. Well, that's good. It's just wrapping up because usually paint is the [22:03] last touches. That's awesome. [22:06] » Yeah. [22:19] We're still in a battle with ours. [22:30] » All right, Mr. Chip. >> Well, yeah, comments. Are [22:34] » you done? >> I was do I think that [22:39] moving the Union Depot was very positive thing for our community [22:46] and there was a special for that. But we also as historic district was involved [22:55] with that. So we helped with the grants. [23:01] Actually I was on the tri county as a conductor. [23:06] So >> yeah during one of the main thing the [23:12] federal because we won the federal uh grant was going on at the same time [23:19] across the nation and we actually won this part where [23:24] six figures came to help towards that move. So I think that's good and I also [23:30] comment on Holly Hotel is that it seems to posted that they are starting to [23:38] renovate the place. So I think that's positive for the community too. I think [23:44] that what we see downtown is very important [23:50] to the history of this community. People don't realize I don't think that [23:56] the village of Holly when the trains first hit the ground. Uh the richest [24:04] city in Michigan was Detroit and the second richest city in Michigan was [24:10] Holl. don't realize that right out at the uh [24:17] Capo Park is where all the bombers came and sold their goods [24:22] to people who put him on the train and shipped them across the country [24:27] from here. So, keeping this intact, that's why I'm on [24:32] this committee to keep this going community going positive as it can be. [24:40] So, [24:43] So I'm I'm really happy with both those outcomes working [24:48] and I want to open too. >> So it's good too. [24:55] » Thank you. [24:59] » I don't have any comments. The depot is is good. The uh it's funny [25:05] when you go down to where it used to be and you look left you go, "Oh, there's [25:10] no building there." >> And as you're coming down Broad Street, [25:13] you go, "Wow, there's a building there." [25:17] » It does. >> It does. [25:18] » It doesn't look that big. >> No. Back then, it looks like a little [25:22] st, >> right? [25:23] » Um, so it's I think it's a great addition to that spot. There used to be [25:28] a building there when I first moved here. There was a little antique store [25:31] on that site. Had no had no water. Two strikes [25:37] but it did have power but had no water but it was a little antique store and [25:44] they raised that and now it looks like it's nice. I like the bias of the It's [25:50] not straight. [25:54] So hopefully we'll get some more renovation on that. It'll come to life [25:57] by Dickens Festival next year. I know that they're working on it in [26:01] stages, but I was just thinking um when you mentioned Tri County Times, um [26:06] here's an idea. Uh just to get some like promotion of the depot now that it's [26:11] been moved is to maybe beautify the outside a little bit just with some [26:15] landscaping by prom because I know that all the kids go to the alley to get [26:19] pictures and so you know the can be a part of that as far as senior [26:27] pictures and pictures. if we just like put a little money into I know it's not [26:31] the historic district but just as a village put a little bit of money into [26:36] um just making the immediate surrounding of the depot um pretty [26:45] » uh >> Thursday [26:47] no we have time um I'll maybe mention this idea to manager [26:53] I know that he'll like get the right people involved but uh I don't know [26:58] » usually I think it's >> the end of May, beginning of June [27:03] because I know that like when the depot was set back, [27:14] » yeah, when they get it inside is just fantastic. It's really in excellent [27:20] shape. So when the village gets that going and [27:24] gets it open to the public, it's going to be a great place for events. [27:30] » Yeah. >> That we have not had [27:34] » you know it's going to be fantastic. So >> I took a tour of it one time in the past [27:44] at least during special events or something. [27:48] I don't know. I remember it was really neat. [27:51] » Yeah. Before they had to have the trains blocked [27:55] » all directions. >> Okay. [27:57] » For at least eight hours. >> Okay. To go [28:01] » to be able to go in. That's why it was moved. So now you walk right across [28:05] Broad Street. >> Okay. [28:07] » And not cross the track to >> to go in. So [28:13] » it was also one of the first or the only dual [28:18] train [28:22] on each side. [28:29] » I heard they're going to try to [28:34] » reape. [28:51] All right. [28:57] » There's nothing else. >> I make a motion to [29:02] dismiss. >> Motion to dismiss the meeting. Any [29:07] seconds? >> I'll second it. [29:09] » We got a second. All those in favor? [29:14] » I motion Meeting adjourned. [29:21] 632 [29:25] 632 and 42 seconds.
