[0:00] If we can all rise for the pledge of allegiance. [0:05] » I pledge algiance to the flag of the United States of America and to the [0:10] republic for which it stands, one nation under God, indivisible, with liberty and [0:17] justice for all. >> Next is the moment of silence. [0:31] Thank you. Madame clerk, please call the role. [0:34] » Trusty Mason, >> present. [0:36] » Trusty Rinders, >> present. [0:37] » Trusty Laapour, >> present. [0:39] » Trusty Muller, >> present. [0:40] » Trusty Schaller, >> present. [0:41] » Trusty Holleshouser, >> present. [0:42] » Mayor Nikki, Troy, >> present. Next is community recognition. [0:46] We have our big tree award. Taylor, >> thank you. [0:51] All right. So, the environment committee is pleased to announce the village of [0:55] Homer Glenn's big tree champion contest winners of 2026. [0:59] This year, we've added a brand new competition category for kids and teens, [1:04] and we'll be adding one new tree species to our big tree champion list. This is [1:08] an important award that recognizes the need to appreciate and protect the [1:12] natural environment within the village of Homer Glenn. Champion trees are [1:16] individual are individual trees which are exceptional examples of their [1:20] species because of their size, age or rarity. [1:25] Through the efforts of the environment committee, the village created the big [1:28] tree champion contest in 2018. This award recognizes citizens that have [1:33] helped to identify and preserve the biggest of our mature trees in the [1:37] village. Tonight, we'll be recognizing five trees among four recipients for [1:42] this year's big tree champion contest. Um during the award presentation, Mayor [1:46] Christina Nitsky Troki will present the award certificates to the recipients. [1:51] Pictures will be taken once you're up here and um we'll share these photos on [1:56] social media and emailed you guys after. Um so if we can have the mayor, Trusty [2:00] Sher, Dana, and our environment committee up for some photos, and then [2:06] I'll begin the presentation once you're up here. [2:10] » Thank you. [2:17] support. [2:28] » All right. [2:31] » Yes. So, we'll begin. Um, we'll start with our new kids and teens category for [2:36] Big Trees. And our first award is going to go to Bryce Hansen. [2:41] Three-year-old Bryce. Oh, yes. Three-year-old Bryce has found two [2:47] eastern cottonwood trees in his backyard, each with a circumference of [2:52] 156. inches. [2:56] These these trees also tie as winners to our overall big tree contest, having [3:02] surpassed the previous 138 inch big uh Eastern Cottonwood big tree. Round of [3:09] applause for Bryce. [3:24] Yes. Thank you, Bryce. [3:31] » All right. Another in our kids and teens category, we have Jesse Senoga. [3:38] Jesse, at only 2 years old, has helped identify a silver maple tree with a [3:43] circumference of 145 in. This mighty tree comes just short of our overall [3:50] silver maple big tree that measures 166 in. Thank you, Jesse. [4:16] That was so good. [4:21] » Yeah. Amazing. [4:42] It's about his bedtime, maybe. [4:51] » All right. Thank you, Jesse. [4:55] » Yes, another round of applause. All right, and we'll now move on to our [5:01] overall Big Tree champions. Next, we have Parnell O'Brien. Parnell [5:07] has identified a pagota dogwood tree. A pagota dogwood tree with their [5:13] circumference measurement of 14.5 in. While this species is native to the [5:19] Chicagoland area, this tree is the first of its kind to be submitted for our big [5:24] tree contest. So, thank you Parnell. >> Thank you. [5:32] And last but not least, we have Jason Orrigo. [5:36] I don't know if he made it tonight, but Jason has identified a swamp white oak [5:41] tree with their circumference measurement of 160 in. This tree is [5:46] technically a runner up to our 182in champion swamp white oak. Both huge [5:51] trees. Um, but our committee has found this major heritage tree to be worthy of [5:56] recognition. Jason was not able to make it, but we'll give a round of applause. [6:05] Yeah. Thank you all. Thank you all for attending this evening and showing your [6:09] support for this important event. Um, Mayor Nitsky Troy, village trustees, [6:14] thank you for your time. Special thank you to Dana and our environment [6:18] committee for organizing and coordinating this event. So, thank you [6:22] everyone. [6:28] Okay, we'll give them a second to exit. [6:34] » Okay, moving on to amendments to the agenda. Are there any amendments? [6:38] » Yes, Madame Mayor. I'd like to make some. [6:40] » Trusty Mason, >> I was hoping that we could move up L9, [6:43] 10, and 11. Um, wherever you see fit, I guess. Uh, we [6:50] can go first with it. >> We can move it before L1. All right. [6:54] » Is there any other amendments? >> No more. [6:57] » Is there a second to >> I'll second. [6:59] » Madam clerk, please call the role on the amendments to the agenda. [7:04] » Trusty Mason. >> I. [7:05] » Trusty Leapor. >> Hi. [7:06] » Trusty Rinders. >> Hi. [7:08] » Trusty Holleshouser. I >> trusty Sheller. [7:10] » Hi. >> Trusty Muller. [7:11] » Hi. >> Motion carries. Is there a motion to [7:14] approve the agenda as amended? >> I'll make that motion. [7:17] » Trusty Holless, is there a second? I'll second. [7:19] » Trusty Mueller. Madam Cler, please call the RO. [7:23] Trusty Holleshouser. Hi. >> Trusty Mueller. Hi. [7:26] » Trusty Leapor. Hi. >> Trusty Mason. Hi. Trusty Shaller. Hi. [7:29] » Trusty Rinders. Hi. >> Motion carries. Is there a motion to [7:32] approve the minutes for August 12th, 2026 village board meeting? I'll [7:36] » make the motion. >> Trusty Leapor and Trusty Rinders. Any [7:39] discussion? Hearing none. Madam clerk, please call the role. [7:43] » Trusty Leapor. >> Hi. [7:44] » Trusty Rinders. >> Hi. [7:45] » Trusty Mason. >> Hi. [7:47] » Mueller. Hi. >> Trusty Shaller. [7:48] » Hi. >> Trusty Holleshouser. [7:50] » Hi. >> Motion carries. Next, we're going to [7:52] move on to public comment. Just a reminder to keep your comments at three [7:54] minutes. If you need an additional time, you can always pause and ask for [7:57] additional uh three minutes. First up, we have Phil D. Young. [8:04] » Yes, sir. And then just make sure your microphone is on and it's nice to meet [8:08] you in person. [8:12] » Oh, there it is. There it is. Okay. >> Thank you. [8:15] » You're a tall fella, so if you need to move the mic up, you can. Oh, there you [8:20] go. My name is Phil D. Young. I'm a resident of Homer Glenn for over 40 [8:24] years. My purpose tonight is to request help from this board because I've had [8:30] nothing but issues with major traffic problems on Parker Road. My next door [8:36] neighbor Rob is here. He dealt with the police last year. Christine, I I I first [8:42] contacted you about this problem back on June 11th. You sent the police to the [8:48] wrong part of town. 42nd and Parker, you apologized for that mistake. You told me [8:54] you were going to fix this problem. Since then, we've had tons of emails. 76 [9:00] people like Brent Woods, Lieutenant Piaza, 722, Kurt Mason, Joseph Barbara, [9:07] I don't know who these people are, but they were copied on the emails going [9:11] back and forth to you and me. Then I went on vacation at 7:30 to 8:15. [9:18] I came back. I sent an email on 8:20 to you, Christine. You did not respond. I [9:23] sent a second email two days later. You did not respond. The third day or the [9:29] the third thing I did the next day is I called the village. I left a phone mail [9:34] uh message for you because I asked if you were on vacation, why you were not [9:38] responding. And I want to talk about this traffic problem that's been going [9:44] on for years. Rob last year had the police there. They [9:49] couldn't sit in the driveway for 5 minutes without veering off and giving [9:53] somebody a ticket. It's gotten worse. And I don't have to talk about the curve [9:58] on the end of the road there. Just this the first curve north of Chicago, [10:02] Bloomington where we've had fatalities. There was a car in the ditch there [10:07] Monday morning. Don't know what happened to him, but he was in the ditch all [10:11] smashed up. There is no patrols, no help. whatsoever from the police. And I [10:17] volunteered three driveways for you to sit in. Mine, Robs, and the next door [10:22] neighbor across from him have all volunteered this information. And I've [10:27] given this information to you, but you don't respond. [10:31] » Why? >> Why? [10:36] » Are you done, sir? >> Yes. Okay. [10:38] » Yeah. I'd like a response from you in front of all your peers here so you can [10:41] tell me. So, this is public comment, so I cannot answer you, but I will answer [10:45] you in my public I will answer you in my report. [10:48] » It's coming up soon. >> Fine. Well, at least everyone here is [10:51] aware of this bad performance and why we can't get help. 40 years I've been here. [10:58] I've never asked for one thing. I'm asking for one thing and this is the [11:03] kind of treatment I get. >> Not good. Not good. Ladies and [11:07] gentlemen, >> thank you. [11:09] » Thank you. >> Next is Andy Penelli. [11:12] I have the traffic study right here. >> Good evening, Andy Penelli, uh Dbor [11:20] Woods, uh and with the environment committee. Uh efforts to create an [11:25] effective tree ordinance is really about protecting uh part of what makes Homer [11:30] Glenn unique. It's a more natural wooded community setting. Uh we've seen over [11:34] the last 20 years uh a number of folks moving into the area that don't really [11:40] share our community and nature uh in harmony uh value. Uh we're living in an [11:46] era house flippers. The old tree ordinance simply was ineffective. The [11:51] damage has been significant. I can testify to it in Dborah Woods and how [11:56] it's changed the shape of our neighborhood, but also uh in Hidden Cove [12:01] where there was a bloodbath of heritage trees and the development of that uh of [12:05] those lots. Uh protecting trees adds real value to our community and improves [12:11] property values. I won't go down the list of the dozen things that trees do. [12:15] We we've gone over that before, but the revision to the current tree ordinance [12:20] um should provide some very important tools, updated tools to help maintain [12:27] Homer Glenn's character. Um and uh this tree, it especially does so in its [12:34] emphasis to protect heritage trees and uh on an emphasis of tree replanting [12:40] rather than restitution. The tree ordinance is an opportunity to encouode [12:45] these values into the future of the village. And by focusing your attention [12:50] on this over the last two years, the mayor and our trustees have made [12:55] protecting the character of our community a priority in a way that your [13:00] predecessors have not. It takes courage as well as foresight and I speak on [13:06] behalf of the entire environment committee on that. Thank you very much [13:09] for that courage and foresight. We thank you for that and uh uh in prioritizing [13:15] this effort and uh bringing an effective tree ordinance to the village of Homer [13:21] Glenn to help maintain its character into the future. And you can make a [13:25] powerful difference tonight by uh by accepting the changes and passing this [13:30] ordinance. Thank you very much. >> Thank you. [13:35] That will be the end of public comment. We're going to move on to reports and [13:38] communications from the president and other officers. Village Manager Joe [13:41] Bert. >> Thank you, Madam Mayor. Uh, first off, [13:43] I'd like to thank all staff for their efforts uh this last weekend for the [13:47] parade and family fun day. Uh, went off really well. Was a little warm, but uh I [13:52] think all in all, it went off uh everybody had a good time. Couple of [13:56] events I'd like to mention. This Saturday, we have our 5K run and walk [14:00] event. To remember, the uh 911 event. Uh there's still room to register. Just [14:07] visit our website. The uh behavioral health and addiction [14:12] recovery committee is starting a monthly mom's group meeting here on Thursday, [14:18] the third Thursday of the month from 11 to 12. Just introductions and um place [14:24] where local moms and and some of the licensed professionals from my committee [14:28] can come together for warm supportive space to connect, share, and uh just [14:33] discuss um their lives, I guess. Um, also I'd like to remind everybody this [14:39] Saturday I'll be at the the village will be at the senior life expo over at the [14:44] junior high um put on by the township. That concludes my report. [14:49] » Thank you. Uh we move on to the trustees. Trusty Holleshouser. [14:54] » Thank you, Madam Mayor. Uh I would like to just have a small report on the uh [14:59] Homer Fest on behalf of the Homer Fest committee. Uh it's really not much [15:02] there. There's was no meeting this month. Right now we are currently uh [15:06] trying to find a new date to have uh the meeting on to adjust for schedules of [15:11] some new appointees. And that concludes my report. [15:14] » Okay. Trusty Leaport. >> Uh no report this evening. Thank you [15:17] ma'am. >> Trusty Mason. [15:19] » Yes ma'am. Thank you. On September 2nd the uh safety and public services [15:23] committee uh held their annics that came up was uh heroes trail. I [15:30] think uh this board has talked about that as well. um the mile markers. Um [15:35] the we we we batted it around with the uh fire and the police department. Um at [15:41] the entry points maybe on the south, the north, the middle access points, we [15:46] should probably try to start looking at getting uh some sort of signage. And I [15:50] think uh the original signage over the years has been uh either deteriorated or [15:55] beat up or stolen. But uh bottom line, we were thinking of painting the ground [16:00] so we could have emergency access um or have access and know where to go on [16:06] Heroes Trail in case of an incident. Um so that was one of the things we talked [16:12] about. The other thing is we've had a lot of uh breakins at uh some of the [16:16] restaurants and uh bars in the area. Anybody with gaming, we have um had uh [16:22] people uh from Alarm Illinois come to our meetings. Um they've started [16:28] initiating the fogers. Uh the fogers do work. Um they detour. You end up with a [16:34] broken window, a broken door. Um the asalants are usually uh in and out by [16:40] the time the fogger goes off. They're disoriented. Uh they take off uh [16:44] immediately. Um of course they're in a stolen car or something. But we've had a [16:50] few of those breakins, but uh the damage used to be in the hundreds of thousands [16:53] when you start smashing the machines and um cash grab and and take off. Well, [17:00] right now they get into those areas and they get detoured and um they don't tend [17:06] to come back. Tinley Park has reported a significant drop since they started [17:10] implementing them and more and more of the businesses in Homer Glenn are doing [17:14] the same. to the uh gentleman that uh came in front of uh the podium. We do [17:20] have a traffic study. We discussed that at our meeting as well. Um we have new [17:25] technology that we purchased last year that helps us gives us instant data. Um [17:31] it's satellite and um we did a study on Parker Road. My father-in-law actually [17:36] lives on that Scurve that you discussed. Um I'm over there all the time. It seems [17:43] like people are going faster than they actually are. The speed limit in that [17:47] area is 30 m an hour. The average speed and um we've also had uh Will County [17:54] Sheriff's Police out there has been plus 5 m an hour. The [17:59] 50 percentile is 5 miles an hour above. So, are they speeding? They are. They're [18:05] speeding, but it's not excessive. The 85 percentile is about 7 milesi above. So [18:14] yes, there's speeding and there's variations in the speed throughout [18:17] Parker Road. That's a long stretch of road. When I uh read through the report [18:21] and we went over this with uh Mr. Woods and myself and I'm Kurt Mason, trustee [18:25] by the way. Um we've been discussing this for some time. We had to get the [18:29] studies um all together. Um the average annual d traffic in that area remains [18:35] stable between 3,400 cars a day and 4,000 vehicles [18:40] uh indicating a consistent volume of tracker uh traffic on Parker Road. The [18:45] stability in the traffic volume combined with the observed speed variations [18:50] suggests that while the overall number of vehicles remain constant, the flow [18:54] and the speed can change significantly and can be um impacted by external [19:01] factors such as time of day, road conditions and other incidents. In [19:05] summary, the data indicates that there is a consistent pattern of speeding 5 to [19:09] 7 m an hour over. Um, and there is congestion throughout the scurve [19:16] depending on when and uh the average speeds exceed the limit that are [19:20] actually posted as stated. Um, we went over this. I talked to Lieutenant Piaza. [19:28] I talked to Director Woods about it. We have had some um uh traffic uh units out [19:34] there monitoring periodically. Um we get concerns in other areas because I [19:39] actually have another one here. Meadowrest was another one. Their speed [19:43] limit is 25 m an hour and um their average speed is 25 miles [19:50] an hour. The 50 percentile is 25 miles an hour. The 85% tile is 3 miles an hour [19:58] over in Meadowrest and the 95 percentile is 4 miles over. So I, you know, I went [20:04] out there with Mr. Woods in a couple different areas and we stood there with [20:08] some of the concerned residents and we myself, the residents stood on the curb [20:14] side and we all tried to guesstimate how fast somebody was going and we had Mr. [20:19] Woods drive down the street. I guessed he was going 30. Somebody guessed he was [20:24] going 32. So, we all took guesses at it and we figured um when he came around, [20:30] we asked the question, how fast was he actually going? What did he what was he [20:34] doing? He was doing 26 mph. So, the perception sometimes from the ground or [20:43] standing is that somebody's going much faster than they are. But we have had [20:47] people in that area and we have done the traffic studies and yes they are [20:52] speeding but it's not um I I'm sure there is somebody and maybe uh past the [20:57] 95 percentile that may be uh really taking advantage of that scenario but [21:02] for the most part they they they are not they are within 3 to four miles 5 miles [21:07] an hour over. Um to conclude my report I was going to go over the building [21:13] department revenue as far as permits. um 2026 year-to date August is [21:20] $465,1825. [21:24] When you add the contractor revenue of another $83,830, [21:30] uh it brings us to a total of $549,12.25. [21:36] And in 2025, [21:42] I think we had a total permits of,412 and running right now, we're at 809 and [21:49] our numbers look good. >> As far as revenue, sorry. [21:53] » Yeah, you're okay. >> Thank you. [22:00] » Um, can I get a motion to suspend the rules for one moment? There was a [22:04] resident who came in that did not know they had to sign in and they would like [22:06] to speak. >> I would make that motion. [22:08] » I'll I'll second. >> All in favor? [22:10] » I opposed. Um you just have to sign in on the paper if you wanted to speak. [22:14] Sorry. [22:19] » It's right here. Sir, [22:25] » what's the guy's name? We just spoke. [22:31] » Okay. Good. [22:49] Just your name is fine. You don't need to go over the whole thing. [22:53] » It's all right >> now. You know, [22:55] um I just have a question, Lisa. So, what time of the day was it that you [23:01] guys monitored the people driving down Parker Road? [23:05] » Um, I'll have to take another peek and see if the times are listed on there [23:09] because it gives uh >> let me see here. It's the Parker Road. [23:19] » Just for clarity, he gets to respond because the rules are suspended. So, [23:22] everybody knows. >> I'm not sure if it gives specific times [23:25] of day here. Let me see something. There's a schematic in the back. [23:31] Period. It does give me the days. >> I think it's a 24-hour period. [23:37] » It's okay. It's okay. >> It's usually a 24-hour period. Just [23:43] » give me it gives me a time and I can give you the schematic here if you'd [23:46] like to see it. >> Yeah. No, I'm just wondering because I [23:50] » Well, you'd have to really look at it cuz they show you right here on this [23:54] that uh >> they give you overnight from 12 to 4:00 [23:57] a.m. Then they give you from 4:00 to 7 uh a.m. Then they give you from 7:00 [24:01] a.m. to 9:00 a.m. 10:00 a.m. to 12. So they do it that way. So if you look here [24:05] on the side Yeah. So the one two So they're all between 34:35 [24:10] as you see all the way across. I see. >> Thank you. [24:13] » You're welcome. >> Okay. So, the reason why I raised my [24:16] hand when Phil was up here talking, he got frustrated. It was obvious and I [24:21] apologize for that, but >> that's okay. [24:24] » He'd been living there longer than me and I've been there 21 years. I got my [24:28] mail one day and I got hit by a van and flew right over my mailbox in a winter [24:33] and that van was flying and he had fold away mirrors. Thank God. I just had it. [24:38] No big deal. But I've been sitting there watching these people. [24:43] They drag race down Parker Road. They do. They drive 60, 70 miles an hour [24:50] sometimes. >> I do see them. And I think that's the [24:52] anomaly because I'm telling you this is uh [24:55] » I know I'm hearing you, but I'm going to I'm going to share with you real quick [24:58] why it's not. Last year, we had the police department [25:03] sitting in my driveway every day. And the one guy pulled 12 [25:09] people over in one day. It's because of that safety meeting I discussed and [25:13] asked him. >> Kurt, trust me, please let him speak. [25:16] » Okay. >> Well, anyways, I didn't know that. He [25:19] told me that. He shared it with me. It was when you guys had the the guy who [25:23] just retired recently. He wasn't sitting in my driveway. He was down the street [25:28] the other way. This young kid just came inside my driveway. And and then he told [25:33] me, "We got 12 people today." And I just looked right at him. I go, "You got 12 [25:38] people?" We go. Well, some people we let them go, but they were going 42. There's [25:42] a 30. It's a 30. And all that needs to happen, you guys really, is there needs [25:49] to be a 25 mph sign in between the 15 at the curve and the 30 at Chicago [25:58] Bloomington. And just put a 20. You could put it in my yard because I'm dead [26:02] center to the end. So, you know, I think that these people who are doing this, [26:08] they don't even live here. They're cutting through. They're coming to [26:13] Parker. They're cutting through and they're flying. And the other night, a [26:17] kid was on a motorcycle. He was going 60 miles an hour. I watched them and then [26:21] you watch him slow down, pull in his driveway, and then punch it and take [26:25] off. And I'm going, I don't get it. But it's frustrating to all the neighbors [26:31] because we all see it happen. And I understand this gentleman's plea and I [26:35] know that that's how it is too. It can't be people speeding all the time. They're [26:40] not >> 30 seconds. [26:41] » But there's a lot of people speeding and and you guys are more than welcome to [26:46] sit in my driveway if you just want to put a squad out there every so often. [26:49] That would do wonders. That's all. >> Thank you. Did Did uh the Did Mr. D. [26:54] Young leave? I don't see him anywhere in here. [26:57] Okay. >> And and you are right cuz I'm looking at [27:00] the report and it says the average is 35. We posted them for 30. And we I did [27:04] state that there are multiple different speed limits throughout Parker through [27:09] that area. And the highest ones that they recorded were 42. And we had that [27:13] meeting and I asked Lieutenant Piaza when he put a patrol officer out there [27:17] for that exact reason because speeding is still speeding regardless if it's 35 [27:22] or 42. >> Yeah. But you know what? When you're [27:25] going two miles over the limit, it's different than when you're going 12, 15, [27:30] 20 miles over. Just >> You're absolutely right. And I think [27:33] that's why the officer mentioned that he had stopped 12 people and let a couple [27:37] go. That's probably why >> there's a family down at the end of [27:40] Parker towards the curse who's their cousins or something. They come over. [27:46] Two little boys are both deaf and they drive their bikes. They ride their bikes [27:50] right out on Parker. >> That's so dangerous. One day those kids [27:54] can get hurt because people fly and they do. So just do whatever you guys can do [27:59] for us. That's all. I think that's all. >> If you could just stay for a few minutes [28:02] so we can talk so I can get to my report just as I'm coming up. I promise. [28:06] » Thank you. Motion reset. >> Yeah. Is there a motion to reset the [28:09] rules? >> Yes. [28:11] » I'll second. >> All in favor? [28:13] » I. >> All right. Trusty Sheller. [28:16] » Yes. >> Do you have a report? Yes. [28:19] » Thank you, Madam Mayor. I do. Uh the environmental and parks and recreation [28:25] committee is co-hosting another Culver Park cleanup day to celebrate Homer [28:30] Glenn Land Day on Saturday, September 26th. [28:36] Learn more about this event and register on the village website or scan the QR [28:40] code on the flyer located at the table uh near the sign-in table. And once uh [28:45] just one more thing, I would like to thank my committee members on the [28:49] environmental committee for their due diligence and hard work uh on this tree [28:54] ordinance that will be coming up later uh uh in this agenda. Uh they are a [28:59] phenomenal group. Uh we're glad to have them. [29:03] » Great. Are you done? >> That's I'm done. [29:05] » All right. Trusty Miller. >> Uh stemming off of Trusty Mason's uh [29:11] report from the public safety and services [29:14] um with the fogers. The crime tren crime trends today are changing and that's [29:19] where technology is really plays a big part to keep up with the the changing [29:24] crime trends. And I know there's been so much anti- uh ALPR or the big bad flock [29:30] coming up. Uh just in the last 48 hours, a uh abducted child by his mentally uh [29:39] um uh his uncle who was suffering some type [29:43] of mental breakdown. Child was returned to his parents in 45 minutes. Um, [29:49] three individuals uh that killed a 64 year old were apprehended by flock in a [29:55] matter of hours and uh a road rage shooter that also um murdered someone in [30:01] South Carolina was apprehended in a matter of hours. So, it's uh just [30:05] stemming off of the the the trends in crime that are changing and they're not [30:09] just, you know, somebody got stuck up and uh stole some money and they chased [30:14] them. the way law enforcement's hands are tied these days due to [30:22] different political views and whatnot. Um, any technology that is available is [30:29] is an asset. Um, and the parameters are put in place to to weed out those that [30:36] use it um not in the manner intended um are doing [30:43] their job right now. So that's all. >> Thank you, Trusty Riners. [30:47] » Thank you, Mayor. Couple things. Um, I would just like to uh shout out give a [30:52] shout out to our events department and to our EMS uh director Ron Cus uh for [30:57] all the hard work and uh what they put into the parade on Saturday. Uh it takes [31:02] a it takes a village. When they say it takes a village, it takes a village. It [31:05] takes all of us. It's it's a lot of meetings, a lot of hard work, a lot of [31:09] organizing to put the parade on. So, we were very happy with the turnout. There [31:14] were a lot of so many kids. I saw kids walking with bags of candy that were [31:18] like this big. And I was like, "Oh my god, their dentists are not going to be [31:21] real happy at the end of this." But, um, everybody came out. They had a great [31:25] time. Everybody had fun. They had family fun days. Uh, we learned a few things [31:29] from this parade. Uh, so maybe we'll make a few changes next year, but um, I [31:34] just want to thank everybody. Everybody worked really hard to make that happen [31:37] for the community, and that's what it's all about. It's all about our community. [31:41] So, um, thank you to them. I would also like to mention that Gorm Park is, uh, [31:46] nearing finish. Uh, we will probably be doing a ribbon cutting, uh, in the early [31:50] part of October. So, look forward to, uh, that and, uh, keep, you know, keep [31:55] yours posted. So, we'll probably be posting that on our social media site. [31:59] Um, also, I would like to just, uh, talk a little bit about these ebikes. I just [32:04] want to remind everybody that come January 1, the law changes. And I myself [32:10] I I'm really looking forward to getting a little bit more uh order when it comes [32:16] to these bikes. Um I was out at the parks this past week and the damage that [32:21] was done uh to our poor and play. Our poor and play is the surface that we put [32:27] down so that our handicap kids could have more accessibility to the amenities [32:33] in our parks. Those surfaces cost $150,000. [32:40] And these ebikes and dirt bikes, they tear them up. And it costs us probably [32:47] on the average of anywhere between 6 and 10,000 just to patch it. So, I'm asking [32:53] parents, please, if you're going to buy your kids these bikes, please teach them [32:58] how to use them. Keep them off of our surfaces in the park. Nobody wants [33:02] nobody wants to see them not having fun or riding their bikes. But those [33:07] surfaces are really really important and a lot of people can't take their kids to [33:12] the park if those surfaces are tore up. So I'm just asking please if you could [33:17] just have a talk with your kids regarding that. Um also [33:21] uh one last thing I wanted to talk about was um [33:25] the the the senior expo on this Saturday. Um this is an event that we [33:31] put on uh that the township and actually it's a collaboration between the [33:34] township and the village and we put this on we've been doing it every year and we [33:38] get a huge turnup and for anybody that's either new to the area that doesn't know [33:43] about it. There's a lot of good information that comes from that expo. [33:48] There's there's many vendors there that can help with uh different uh uh like [33:54] agencies and and things like that. And so, um, I would encourage if you have [33:58] any friends that are looking for, you know, different, uh, uh, ways to be able [34:04] to, um, get help in their senior, you know, in their senior ages, that would [34:08] be a great start. So, that's on Saturday. That's all my report. [34:12] » Thank you. Uh, village clerk, no report. Village attorney. [34:18] » Thank you, Madame Mayor. Um, just briefly, um, quick update. [34:23] pleased to report that the village filed its brief uh yesterday evening in the [34:30] inter uh the Illinois Commerce Commission case number 260127. [34:35] The brief opposed the rate increase proposed rate increase uh that were [34:40] submitted by Illinois American Water for both sewer and water increases. Um, [34:45] we're anticipating an order on or before October 23rd by the administrative law [34:49] judge and the deadline for commission action on that order is December 18th. [34:54] Now, between now and then, there uh is other issues that um our legal team will [35:00] be uh handling. Uh there's reply briefs and there's also briefs on exceptions [35:04] regarding the actual proposed order once we see it. But until that time, there's [35:08] also a public forum. A public forum has been ordered uh by the administrative [35:14] law judge and the commission. It's scheduled for September 16th, which is a [35:20] little bit more than a week from today um at 7 p.m. and that's at uh located at [35:25] 201 Canterbury Lane, Bowling Brook, Illinois. And my apologies, that is one [35:30] week from today. Um you know, there's a tremendous opportunity for you, the [35:33] public, to voice uh your position on the propo on the proposed sewer water uh [35:38] increases. We as a village do hear uh your concerns. Uh this is an actual [35:45] opportunity for you to take your concerns and your voice stand there. [35:50] Members of the commission, we believe there will be at least one member of the [35:53] commission. However, we're not 100% sure, but certainly uh the [35:57] administrative law judge who ordered this uh hearing uh very likely is going [36:00] to be there. and um you know it's your opportunity to just um voice your uh [36:06] your concern regarding or whether or not you're you're for for it or against it, [36:11] but certainly have your voice heard in regards to the proposed rate increase. [36:15] Secondly, in docket number 251057, uh this was a matter involving Aqua [36:20] Illinois uh Inc. uh Essential Utilities and American Waterworks Company, Inc. um [36:25] that case uh the proposed order is set to issue on September 11th and we anti [36:30] anticipate um ICC action on before November 5th of this year. Um I want to [36:36] thank especially um the uh staff at the village for their assistance um and my [36:41] team and assisting me and the folks that I work with and having our briefs of [36:46] record in both those cases especially the deputy clerk um Gina Marott and her [36:51] team Amanda List. Thank you. Thank you. Uh public safety officials. [36:59] None. Nothing. >> All right. And now it's my turn. Okay. [37:02] So, today um I had a meeting with the seniors at Victorian Village. The [37:06] environment committee will be really happy to know that they really want to [37:09] meet you guys because they want to talk about doing shredding events. Um Trusty [37:13] Shaller was there as well. Um and so was Trusty Holeshouser and Clerk Bilski. Um, [37:19] and they were talking about different environmentfriendly events that they [37:23] want to partner up with you on. So, that's really good news to hear. I did [37:26] not know that they didn't have any uh recycle garbage cans and whatnot. So, [37:31] Trusty Shallard offered to partner you guys up and you guys are going to have a [37:34] busy few months. Um, I just recently became a grandma on September 3rd. So, [37:40] I'm super excited about that. Um, but with that being said, the gentleman that [37:45] came up here and spoke, I know someone apologized for his him for him being [37:49] upset. I don't blame him for being upset. I would be upset, too. Uh, [37:53] unfortunately, there were some a little bit of misinformation that was given, [37:56] and I'm not going to sit up here and try to defend myself, but he rattled off [38:01] some dates that he had emailed me, and I had emailed every single time in [38:06] response. I have the dates here. I can go through the dates. Um, I also [38:10] included Trusty Mason and Brent Woods and uh, Lieutenant Lieutenant Piaza in [38:16] those emails as well. Um, during that time from June June 11th to July 30th, [38:24] uh, if anybody remembers, we had four storms, four very severe storms. I'm [38:29] only one person. So, I do have an amazing team here to help us run this [38:33] village. And that's why Trusty M Mason was so passionate about this uh this [38:38] report that was conducted. We do this we do this throughout the village. So [38:42] there's a lot of areas within this village that everybody speeds on their [38:46] streets. It's not just on Parker. It's not just in Meadowrest. I live on [38:50] Hayawa. I can tell you that the cars speed up and down consistently. We only [38:55] have so many traffic lights, those flashing lights that tell everybody how [38:59] fast they're going. Because of this gentleman who came up who was very [39:03] passionate, which I appreciate, um we are looking at purchasing two more of [39:08] those lights. And they're not cheap. They're roughly $8 to $10,000 each. [39:13] » 8500 to10,000 >> $8,500 to$10,000. So they're not cheap [39:17] to buy. Um, but we when we put them somewhere, we have to leave them there [39:21] for at least six months to get real studies, real numbers. And we can't just [39:26] pick it up and take it from one area and move it to the next because we get [39:29] another complaint. We have to do our full studies first. So, everybody in the [39:33] village has speeders. I do understand that. Um, but we have to do this in a [39:37] process. And when Trusty Mason was reading this off, this wasn't just a [39:41] one-day report. Uh, this was actually the first contact was July or I'm sorry, [39:46] June 11th. This was done immediately after. So as soon as I got the [39:50] notification that there was some speeding, we had a study done [39:52] immediately. The um the numbers, it shows you when it's the numbers on [39:57] Sunday, Monday, Tuesday, Wednesday, Thursday, Friday, Saturday. So it goes [39:59] through the whole week and it tells you and it was done multiple times on [40:02] different weeks as well. um through this process. He did state that I did not [40:07] return his call on August or his email on August 20th, but that's because he [40:12] just got home from vacation and I didn't have a moment to respond to him because [40:16] he was gone as well. So, we played phone tag. I don't want anyone to think that I [40:20] ever skip out on a resident. That's absolutely not me. If anybody tells you [40:24] I'm too forward, I'm too I talk to too many residents. Mr. neighbor gets upset [40:29] with me on the daily basis because I always say Joe, we got to help this [40:32] resident next. Warm and fuzzy. I always say we got to [40:36] give the warm and fuzzies to everyone. Um, but I will reach out to Mr. Young, [40:41] Mr. D. Young. And I do know that our sheriff's office did sit in the [40:44] driveways uh on two occasions, I believe, while this study or after this [40:50] multiple times. I just know of two personally. Um, and a lot of people [40:54] think I could just tell an officer where to go in in our form of government. You [40:59] know, we we don't have our own police department. If we did, I'd be able to [41:02] tell the sheriff, "This is what I not the sheriff, the lieutenants, this is [41:05] where I want you to go or whatnot." I just don't have that sort of authority. [41:10] Um, they do, they are stationed on different areas, especially with the [41:14] kids going back to school. They have to be near the school and so forth. So, we [41:18] are doing the best we can with the speeding. Um, you had you had mentioned [41:23] that there's two deaf children. There are signs we can put out that say deaf [41:27] child at play if that's not there already. [41:30] » I think it is. >> This is a scary thought. You know what I [41:33] mean? >> 100%. [41:35] » Is it? >> I think that sign's out there though, [41:37] isn't it? >> Isn't there a sign like that out there? [41:46] » Someone's going to get one of those kids and that's not going to be [41:49] » Yeah. and we we we don't want that at all. So So I will reach out to Mr. Dion [41:54] Young um and have a conversation, but he's not the only one. There's probably [42:00] during that whole storm process, uh I've received over 300 phone calls, messages, [42:06] emails. So in that process, you have to work rely on your team to help. And I [42:11] and I do believe that Trusty Mason, Mr. Brentwoods, and Lieutenant Piaza did a [42:16] great job trying to assist Mr. D. Young. I just think with the study that came [42:21] out, it didn't show the numbers he was expecting to see. So, it doesn't warrant [42:27] an emergency sign right away. But, I can let you know once we do have those signs [42:32] in, once we approve them, it will go on that street. So, that's the we have that [42:37] sign stationed for that street. >> Oh, well then there. Perfect. We You [42:43] wrote your address on that signin sheet, right? [42:46] » Okay, good. So now we at least have somebody and I know that the the the [42:50] officer is sitting in the back right there and maybe maybe he'll make a visit [42:54] to your home and sit in your driveway, right? [42:58] » Oh yeah. >> Yeah. There we go. See see how easy that [43:01] is. So then maybe you two can have a [43:04] conversation and we can make this all happen. Okay. So with that being said, [43:10] we are going to now move on to the consent agenda and it's a long one so [43:13] bear with me. Uh number one, consider for approval the [43:17] accounts payable for period of August 28th, 2026 through September 10th, 2026 [43:21] in the amounts of 258,9412. Is there a motion? [45:23] » Trusty Rinders. Is there a second? >> I'll second. [45:26] » Trusty Laapour. Madam clerk, please call the RO. [45:29] » Trusty Rinders. Hi, >> Rusty Laor. [45:31] » Hi, >> Trusty Holleshouser. [45:33] » Hi, >> Trusty Muller. [45:34] » Hi, >> Trusty Mason. [45:35] » Hi, >> Sheller. [45:36] » I >> motion carries. Now we are going to move [45:39] on to L9. Consider for approval spending $10,992 [45:44] for the additional mosquito abatement treatment outside of the current [45:48] contractual treatment limits of the village of Homer Glenn. Is there a [45:50] motion? >> I'll make a motion. [45:51] » Trusty Mason, is there a second? >> I'll second. Mayor [45:54] » Trusty Riner. Trusty Mason. No, we had uh significant rainfall as you had [45:59] mentioned a little while ago uh especially during the first part of [46:03] August and uh we're going to continue to get mosquito larva until the next few [46:08] weeks from now. So, >> okay, Trusty Renders. [46:11] » Um this we actually had a lot of complaints from residents about the uh [46:16] enormous amount of mosquitoes around town with all the water. So, um we [46:20] figured that this would be the best way to um actually try to abate that. So, [46:26] » any other trustees have any other comments? Um, Gia, you had stated or [46:32] you're in charge of this. Um, this is the environment safe uh spray, right? [46:37] So, environment committee, it's it's the environmentally safe spray. So, [46:40] everybody knows. All right. Madam clerk, please call. [46:43] » I ask a question. >> Oh, sure. [46:44] » Um, Gia, we discussed like how do we determine the usage and of gallons, [46:50] miles? Did we get an answer on that? Yeah, we did provide um in the package [46:57] there's a map of all [47:05] right away as well a few of the parks. Um they also [47:11] picked up since we negotiated the contract with them several years ago. [47:16] So they picked up on those. [47:23] » Okay. Thank you. >> All right. Madam clerk, please call the [47:25] role. >> Trusty Mason. [47:27] » Hi. >> Trusty Rinders. [47:29] » Hi. >> Trusty Shaller. [47:30] » Hi. >> Trusty Holleshouser. [47:31] » I. Trusty Muller. >> Hi. [47:33] » Trusty Leapor. >> Hi. [47:34] » Motion carries. Number 10. I consider for approval spending $48,894 [47:39] for the three-year agreement with Twinkle Lights installation for the [47:44] installation and maintenance of the Halloween and Christmas lights and [47:47] decorations in Heritage Park subject to the review and approval of the village [47:52] attorney. Is there a motion? >> I'll make that motion. [47:54] » Trusty Rinders, is there a second? >> I'll second. [47:57] » Trusty Holleser R. Trusty Rinders, do you have anything? [48:00] » Um, yes. actually like to refer to Dan because Dan was actually the one who [48:04] actually put this contract together and uh it's actually going to be saving the [48:07] village a lot of money but I'll let Dan explain. [48:10] » Yeah. So I went out for multiple bids on this. I had two companies that came back [48:14] and um the other one was uh Landscape Illuminations and they both offered [48:19] lease agreements uh either one year that we could do or a multi-year contract and [48:24] the multi-year uh is comparable with um the other company that we went with or [48:29] that went out to bid was $16,500. This one was a little bit cheaper. Uh [48:35] it's also a local gentleman uh that I would prefer to work with locally if [48:39] there's problems. Uh he's right here in Homer Glenn uh as opposed to the other [48:43] company that's out of Indiana. Uh also he offers more than just lights. He's [48:47] doing garland and wreath and uh that kind of stuff to uh help set up for the [48:52] park for Halloween and Christmas. >> Trusty Holeser, you made the second. Do [48:57] you >> I did. I would just like to thank Dan [48:59] Wadik for all his hard work and effort going through all this. Does a great job [49:02] with these things. Thank you. >> Any other comments? Trusty Mason. Um [49:06] during ENF, we asked about the performance clause. Yes, sir. Um what [49:10] did we end up with? >> So the U Twinkle Light, he's not opposed [49:14] to the performance clause. He's worked it into his contract. The contract uh I [49:18] sent over to the village attorney. Uh we just got it Tuesday morning. So I'm not [49:23] sure if uh Mr. Pascinelli's had an opportunity to look at it yet, but [49:26] » not yet, Dan, but I will. >> Yeah. Thank you. So yeah, I would I [49:30] would like to move forward, you know, based on the time frame that we have uh [49:34] that if we could approve this uh pending the attorney's review, uh we also have [49:39] the certificate of insurance uh which is the next item on the agenda. But if we [49:44] could get this approved and then we can take the steps to move forward to have [49:48] this up and ready to go by October 1st. >> Thank you, Dan, and thank you for your [49:51] hard work. >> Thank you. [49:52] » This is the contract. It's okay. >> Uh anybody else have any more questions? [49:56] Madam clerk, please call the role. Trusty Rinders. Hi, [49:59] » Rusty Holleshouser. Hi, >> Mueller. [50:01] » Hi. >> Shaller. [50:02] » Hi, Trusty Leapor. >> Hi, [50:04] » Rusty Mason. >> Hi. [50:05] » Motion carries. Number 11. Consider for approval the possible waiver of access [50:10] liability coverage for twinkle lights installation for the coverage I'm sorry [50:13] for the village of Homer Glenn events during 2026. Is there a motion? [50:17] » I'll make the motion. >> Trusty Riners. Second. [50:19] » Trusty Mason. Trusty Riners. >> May this is just uh basically uh we've [50:25] we've we've waved so many of these before. So, [50:29] » okay, Trusty Mason. >> Yeah, they're not doing anything that's [50:33] um with machinery or endangering, so I don't see why we wouldn't. [50:39] » Any more discussion? >> Madam Clerk, please call the RO. [50:42] » Trusty Rinders, >> I. [50:44] » Trusty Mason, >> hi. [50:45] » Trusty Sheller, >> I. [50:46] » Trusty Leapor, >> hi. [50:48] » Trusty Mueller, >> hi. [50:49] » Rusty Holleshauser, >> I. [50:50] » Motion carries. >> Thank you. [50:52] » You're welcome. >> Thank you. [50:53] » Okay, going back up to L1. Consider for approval an ordinance granting a minor [50:57] change to the plan unit development for certain real property located in the C3 [51:00] General Business District at 14169 South Bell Road and 14125 South Bell Road, [51:05] Homer Glalena, Illinois, commonly known as Meyer Store and Gas and Wash pin [51:09] number 16501301009-0000. [51:15] Case HG2624 Ap. Is there a motion? [51:19] » I'll make that motion. >> Trusty Holleshauser. [51:21] » Second. >> Trusty Sheller. Trusty Holleshauser. No, [51:24] I went through the whole packet and uh there's not really any major sign [51:28] differential changes, just kind of more of a font change. I I like what they're [51:32] doing over there. The work's been looking real good. Cleaned it up nice. [51:35] » Trusty Sheller. >> I can't add anything more from Trusty [51:39] Hullhouser. I agree. >> Any other discussion? Madam Clerk, [51:42] please call the role. Trusty Holeshouser. Hi. [51:45] » Trusty Sheller. Hi. >> Trusty Mason. Hi. [51:47] » Trusty Mueller. Hi. >> Trusty Rinders. Hi. [51:50] » Trusty Leaport. Hi. >> Motion carries. This door looks great. [51:54] Appreciate it. Thank you. I want to thank you for your time, especially uh [51:58] Dana Khan. I don't know if she's here. Dana Dana, she's Thank you. Oh, wanted [52:02] to appreciate all the work that she did for this project. She was extremely [52:06] instrumental, so I really appreciate her time. [52:08] » That's good to hear. Thank you. >> Thank you. [52:10] » Okay, moving on to L2. Consider for approval ordinance number 26-043 [52:15] granting text amendments to chapter 138 land use and site development of the [52:18] code of the village of Homer Glenn and repealing ordinance 6-014 [52:23] and ordinance 10-007 for new regulations regarding tree [52:27] preservation on private property. Is there a motion? [52:30] » I'll make that motion. >> Trusty Sher, is there a second? [52:34] » I will second that. >> Trusty Holleshouser. I feel like doing a [52:37] drum roll. All right. Trusty Sheller got anything? [52:42] » Thank you, Madame Mayor. Um, the last board meeting, uh, myself, uh, [52:49] Director Gruba, and our environmental committee took the [52:55] took copious notes of what the, uh, board brought forth in reference to [53:00] changes. Um, we went back to the environmental [53:04] committee and uh sharpened the pencil and believe that we [53:11] have come forward with a a tree ordinance that [53:18] systematically answers all the questions that this broad brought forth. Um, [53:23] I won't go over my entire PowerPoint presentation like I did last time and [53:28] take up half hour. Um, uh, if there anybody has any questions, I'd be glad [53:33] to answer them. >> Okay. Uh, Trusty Holleser. [53:37] » Oh, no. I agree with Trusty Shaller. Uh, this item was discussed at length at the [53:41] 812 board meeting. I believe the concerns were ironed out and these [53:45] amendments for the tree preservation provide an overdue update to the code. [53:50] » Trusty Laapour, >> pleased to see that the uh restrictions [53:55] on business have been removed. I think you've done a lot of good work in [53:58] regarding the um extreme amount of fines that would be assessed uh to residents [54:03] for removal. Uh they've fallen uh into uh trouble with this ordinance. However, [54:09] I would like to still see uh the buffer uh zone increased. Uh I know we bumped [54:14] it from 20 to 30, but I think that's still a little bit tight. And I would [54:18] also still like to see the minimum property uh affected lot from 1/2 acre [54:23] up to an acre. But um and I I I still have concerns over enforcement of this [54:29] ordinance. I still feel that we are putting neighbor against neighbor to [54:34] uh in order to uh find out what's going on in your neighbor's backyard. It's [54:38] going to be your neighbor who's going to be kind of telling on you. I'm not a big [54:41] fan of pulling permits to cut down trees. Um I think we are overburdensome [54:46] with permits as it is uh in in our daily life and I don't think we have to add [54:51] that in. Um I understand there is a need for this ordinance. I understand there's [54:54] a lot of support from the environmental committee, but um it's it's it's better. [54:59] It's definitely a you guys have done a lot of good work. I think there's a lot [55:02] of things that um have been trimmed out of the original ordinance that I didn't [55:07] not support, but um I still have a few um issues with the way it's written as [55:12] of today. >> Did you are you looking to make an [55:14] amendment to the motion or >> to? Yeah. And if you're going to, my [55:17] suggestion would be to do them individually because you may get one but [55:23] not all. >> Sure. [55:24] » So do it how you please, but that would be [55:26] » I'd like to make the motion to increase the buffer zone from 30 ft to 40 ft. [55:31] » So you'd like to amend the motion to go from 30 to 40. Is there a second? [55:35] » I'll second. >> Trusty Mhler. [55:37] » Okay. Now we are in the amendment part. Is there any discussion on the amendment [55:42] to move from 30? >> I actually feel I I feel the same way. [55:46] Um, I think that they, you know, I appreciate that they've done so much [55:49] work on this and a lot of hours and a lot of a lot of time has gone into this. [55:54] Um, but I myself feel the same way. I feel that a 30foot buffer is just too [55:59] small. Um, you know, people have these big backyards and if they want to put a [56:03] swimming pool in there, you know, you're you're talking a swimming pool and if if [56:06] they have, you know, if there's well and septic, there's going to be no room for [56:10] a pool or a playset or whatever. So I think I I I think 30 foot is just too [56:16] small. I I would agree with Trustee uh Leapor. 40T. [56:21] » Is there any more discussion on that amendment? [56:24] » I have a question. We're saying 40 ft around the proposed building structure [56:28] would be the buffer area. >> Yes. [56:31] » That would be around the building structure, the driveway, the septic [56:36] field. >> The what's what's proposed on on the on [56:40] the on the plans. Correct. >> Yeah. So you get a net 40 ft all the way [56:43] around. You know, it doesn't mean you have to use it though, but you can go up [56:46] to 40 ft. That's correct. >> Any more discussion on that first [56:49] amendment? >> I agree with Trusty Randers and Trusty [56:52] Leapor. The 30 ft is just from a construction standpoint, it's still not [56:56] really practical. So I think 40 ft would give us give a little bit little bit [57:00] more room to work in there and not put a burden of a additional cost on the [57:05] homeowner. >> Okay. I like the I like that they [57:09] changed it from 20 to 30. I appreciate all the hard work that the uh committee [57:13] and trustee shall put into it, all the hard work, but uh I too agree that 40 [57:19] feet would be much better. Although I do appreciate the 30. I was getting ready [57:23] to concede with the 30, but I'll take the 40. [57:26] » All right, Madam Clerk, please. Oh, Trusty Holeshouser. [57:30] » Just for clarity. So unless if you have a pool in your [57:36] original site plan, you could go 30 around the pool. [57:41] » No. >> No. [57:42] » So you're saying no. >> Not for the pool. I think it's the [57:45] house. >> Well, driveway. [57:46] » The driveway and sidewalks. >> I'm going to I'm going to call on Taylor [57:52] or Mr. Gruba. One of >> Yeah. So it's around Yep. Around the [57:55] footprint. Thank you, Mayor. Around the footprint of the house, the driveway, [57:58] and the septic field, and that's it. So, uh, sheds and pools would not be covered [58:02] unless they're within that 40 foot. I appreciate the clarity. [58:06] » Okay. >> On the first amendment, madam clerk, [58:10] please call the role before someone else speaks. I'm just kidding. Um, Trusty [58:14] Shaller, >> I. [58:16] » Trusty Mason, >> I. [58:18] » Trusty Holleshouser, >> I. [58:20] » Trusty Leapor >> I. [58:22] » Trusty Mueller. >> Hi. [58:23] » Trusty Rinders. >> I. [58:25] » Okay, that first amendment passes. Trusty Mason, do you have a second [58:29] amendment? you would like to make? I [58:32] » can only do one. >> No, you can't you can do more than one. [58:35] » He's he's on deck. >> Yeah, you I mean you're Thank you. [58:38] » Is there something else? >> Yes. Thank you, Madam May. I would also [58:40] like to propose an amendment to this uh ordinance to increase the minimum watt [58:44] size from uh that would it's as it reads now half acre every year until the year [58:48] 203 or a halfacre every year until the year 2032 where it stops at a half acre. [58:53] You see that number at one acre? >> So would you stop it at 2031 then? Wait, [58:58] he's he's in the middle of a we got to do a second before discussion. I'm so [59:02] sorry. Is there a second? >> Still 203. [59:04] » I'll second the motion. >> All right. Trusty Holleshouser, did you [59:07] have a question? >> Well, are we shortening the term from [59:11] 2026 to 202031? So, it ends at the 1 acre, right? You know what I mean? [59:16] » I would say yes. So, right. >> You good? [59:20] » I'm good with clarity. Trusty Mason, did you have anything you want to say? [59:23] » Um, no. I agree with uh Trusty Leaport and uh Trusty Holouser. I believe that [59:28] you're going to have to stop that in uh 203 uh1. Yeah. [59:32] » At this point, >> anybody [59:34] » because of the way the breakdown that's hearing. [59:37] » Any more discussion? Madam clerk, please call the role on the second amendment. [59:43] » Trusty Holeshouser. >> I. [59:46] » Trusty Mueller. >> I. [59:49] » Trusty Leapor. >> I. [59:51] » Trusty Rinders. >> Hi. [59:52] » Trusty Mason. >> Hi. [59:54] » Trusty Sheller. >> No. [59:56] Motion carries. >> So, [59:59] I'm sorry. >> Did you have a clarity or clarification? [1:00:02] » Uh, just from a point of clarification, I believe [1:00:07] the motion that was made was to amend chapter 138-5 to strike number six, [1:00:14] which read that Janu as of January 1st, 2032, for all lots of par part parcels [1:00:18] of land of a half acre but less than 1 acre. [1:00:23] It was part of the tree ordinance. I believe what the trustees did, what [1:00:27] you're voting on is to strike that provision which would still allow [1:00:31] effective one through uh one through five uh which would cover which would [1:00:38] bring in um all lots and parcels of land 1 acre and above up to and including um [1:00:44] 3 acres three or more acres, right? [1:00:48] » I would say so. >> I believe that's correct. Yeah. [1:00:50] » Yeah. >> Yeah. Cuz you're just striking the last [1:00:53] one. But I mean I guess from a point of clarification, we have to make sure that [1:00:56] we're amending the the actual ordinance text the ordinance the correct way. And [1:01:00] I believe where what trustee um uh with what uh Leapor was addressing was that [1:01:06] he did not want to have the threshold go down to halfacre lots. Is that correct? [1:01:11] » Right. >> So the proper motion we can do a motion [1:01:14] first. Can we do a motion? The proper motion that we should make is a motion [1:01:18] to strike that specific provision bracket six which would bring the tree [1:01:24] ordinance um into uh acres of a half half acre in size. I think that's what [1:01:30] you wanted to remove. Is that correct? >> Yes. So, what we need to do, ma'am, is [1:01:34] just for purposes of clarification do a motion to reconsider what they [1:01:38] previously just passed and let's let's make the formal amendment and have it [1:01:42] answer >> the right way so that everybody knows [1:01:44] what it is that we're talking about. >> I like [1:01:47] I'd like to make a motion to uh amend bracket six, [1:01:51] » reconsider. Just do a motion to reconsider [1:01:53] » the prior board's action. >> The prior board's actions. [1:01:55] » Is there a second? Okay. All in favor? >> Opposed? Okay. And then so what you're [1:02:02] going to do as you move to amend the ordinance to strike chapter 138-5. [1:02:14] Can you pull it up on the screen? What where we're at with this? Like cuz I [1:02:18] remember it was the one year two like changing it from year to year. [1:02:25] » It's so 138. >> That's right. source chapter. [1:02:30] » We don't have the ordinance um loaded on here. Um where [1:02:36] » um >> yeah, if you would. Thanks, Taylor. [1:02:43] » A bracket six. [1:02:48] So, we're going to amend chapter 138-5 B2A [1:02:54] » to strike bracket six. >> Got it. That's that's the only thing [1:02:57] that you're doing which will move this very difficult worded. So it's it's it's [1:03:03] worked typically. So that's all you do. You want to strike at six six and it's [1:03:07] entirely >> and then it'll die should be one two [1:03:11] three four it dies at five. So, so what you're what with how the ordinance to [1:03:17] agreed is um lots or parcels of land one acre [1:03:23] one >> because that's where you want to stop [1:03:26] there. >> Well, I know we're not on my [1:03:30] » from here. Go ahead. [1:03:33] » I'd like to make a motion to amend chapter 138-5B [1:03:37] 2A to strike bracket six. >> That's it. [1:03:40] » I'll second the motion. Any further discussion? Does everybody know what [1:03:45] that is? >> Okay, madam clerk, please. Oh, madam, [1:03:49] can you go over one more time? What do we exactly strike? [1:03:52] » Uh, trusty sh, let me show you. >> Well, can you just read it to the class [1:03:56] so everybody knows? [1:04:07] » Oh, there you go, Taylor. Squeeze it in there. All right. [1:04:13] Okay. [1:04:17] » So, number six, January 1st, 2030 for all. So, it ends at 2031 [1:04:22] and it ends at 1 acre and it does not go to down to a half acre. [1:04:27] » Correct. >> So, no lot under one acre will be [1:04:31] affected by this ordinance. [1:04:36] as it stands up if the motion passes that's how the ordinance will be in [1:04:43] effect right now. Now there's nothing to say that in the future the ordinance [1:04:48] cannot be amended in the future. So you know obviously it's up to the board to [1:04:52] deliberate. There's a motion there's an amendment a motion to an amend has been [1:04:56] made. It's in the proper format in my opinion. It's now up to the board to [1:04:59] consider by way of debate. >> I mean it can be changed all the way to [1:05:03] a quarter acre down the road if people wanted to. We're just at 2031. [1:05:07] It will be revisited or could be the average could be changed to a 10 by 10. [1:05:12] » Okay. >> But it's on him. It's it's on the floor [1:05:15] for deliberation. So maybe have a whole lot of [1:05:18] » trusty sheller. Do you have any more questions on that? [1:05:21] » Just a debate >> or debate [1:05:25] friendly conversation. >> I don't have anything friendly to say. [1:05:28] No. >> Oh boy. [1:05:31] Okay. Trusty Mohler. Uh, nothing at this time. [1:05:37] » Trusty Rinders. >> Nothing. [1:05:39] » Anybody on the right side? >> I think you did a great job, Trusty [1:05:42] Sher. Thank you. >> All right, madame clerk, please call the [1:05:46] role on the second amendment. >> Trusty Trusty Shaller. [1:05:53] » No. >> Trusty Mason. [1:05:57] » Hi. >> Trusty Holleshouser. [1:06:00] » Hi. >> Trusty Muller. Hi. [1:06:04] Trusty Leapor >> I. [1:06:06] » Trusty Rinders >> I. [1:06:08] » Motion carries. >> Okay. And [1:06:11] » just one final comment >> comment or amendment. [1:06:15] » You're not making any environment friends tonight. [1:06:17] » No, I I I'm not going to pretend to be a tree guy, but I will say this. Um there [1:06:22] is also a provision here that residents could be brought to adjudication in [1:06:27] certain instances. And I would say it would be a sad day um if we're bringing [1:06:31] residents to adjudication for chopping down trees. Um but but besides that, I [1:06:36] would commend Trusty Sher and the environmental committee for uh [1:06:40] attempting to put together the best tree ordinance possible. Thank you. [1:06:45] » Is there a second for the third amendment? [1:06:49] » Oh, you're not making an amendment. Oh, you're not making amendment. Oh, okay. I [1:06:52] was just making a statement. Not >> my favorite thing in in the text, but it [1:06:56] was more of a comment a statement. [1:07:00] Okay. Is there a motion now to approve the original motion as amended [1:07:06] for both of them? >> I'll make a motion to approve as amended [1:07:11] both. >> I'll second. [1:07:12] » Okay. Any more discussion on this? Okay. Madame clerk, please call the role. [1:07:20] » Trusty Mason. >> I. [1:07:22] » Trusty Rinders. >> I. [1:07:25] » Trusty Leaport. >> I. Trusty Shaller [1:07:30] » pass. >> Trusty Mueller [1:07:32] » I. >> Trusty Hollesshouser [1:07:34] » I. >> Trusty Shaller [1:07:37] » I. >> Motion carries. [1:07:42] » Okay. I see some smiles out there. So, okay. All right. All right. So, next [1:07:48] we're on item three. L3. >> Yes, ma'am. Consider for approval the [1:07:52] purchase of Civic Plus agenda and meeting solution for the initial [1:07:55] 12-month investment of $14,98 and annual reoccurring renewal fee in [1:08:00] the amount of $9,233. Is there a motion? [1:08:02] » I'll make that motion. >> Trusty Shaller, Trusty Rinders. Trusty [1:08:06] Sheller. >> Thank you, Madam Mayor. Um, this was [1:08:09] brought forth by uh our clerk and our deputy clerk regarding the time that our [1:08:16] village staff puts into these agendas. As you could see here, probably 400 [1:08:22] pages and definitely not earth friendly by printing this all out constantly. Um, [1:08:29] in order to make our village work [1:08:35] smoother, this is a uh software that we already have through [1:08:41] Civic Plus, which is the company that does our website. [1:08:46] Um, this software and management solution module will make life for our [1:08:53] clerk and our village staff much easier as they're putting their time and effort [1:08:58] in to board packets that change up to the minute of before going [1:09:05] to a uh to the board. So, I'm I'm all for this. Um, I hope it makes life much [1:09:11] easier and it gives our staff added time to do other tasks other than printing [1:09:19] agendas. >> Trusty Rangers. [1:09:22] » Um, I agree 100% with uh Trusty Sheller. Uh, this is definitely going to free up [1:09:27] a lot of time for our staff. They spent literally three days putting this packet [1:09:32] together and it's a collaboration of and it's time away from other things that [1:09:36] they could be doing. Any more discussion? Madame clerk, please call [1:09:40] the role. >> Trusty Sheller. I [1:09:42] » trusty Rinders. Hi. >> Trusty Mason. Hi. [1:09:45] » Laor. Hi. >> Trusty Muller. Hi. [1:09:47] » Trusty Holless Houser. >> I. [1:09:48] » Motion carries. Number four, consider for approval of professional service [1:09:51] agreement with Robertson Engineering for additional engineering services for the [1:09:55] village's Cedar Road extension in the amount of $98,600. Is there a motion? [1:10:02] » I'll make that motion. >> Trusty Leapour. Is there a second? [1:10:04] Second. Trusty Mason. Trusty Laapour. [1:10:09] No issues with this. Thank you, >> Trusty Mason. [1:10:11] » We're actually going to be saving some money because um [1:10:15] the uh grant funding that we had prior um covers approximately 78% of this. So, [1:10:21] I'm all for this. >> Any more discussion? Uh, mayor, just to [1:10:26] make a note here, uh, we had to actually with this project, we had to reroute the [1:10:31] project because, uh, we could not get the the land rights from Giggrren Henry. [1:10:36] So, we had to reroute it and that's the reason for this additional charge. [1:10:40] » Understood. Madam clerk, please call the role. [1:10:43] » Trusty Leapor, >> I. [1:10:44] » Trusty Mason, >> hi. [1:10:45] » Trusty Sheller, >> I. [1:10:47] » Trusty Holleshouser, >> I. [1:10:49] » Trusty Mueller, >> hi. [1:10:50] » Trusty Rinders, >> I. [1:10:52] » Motion carries. Number five, consider for approval resolution number 26-020 [1:10:56] authorizing an intergovernmental agreement for the participation in the [1:10:59] Illinois Public Works Mutual Aid Network IPWM. Is there a motion? Trusty Mason, [1:11:04] is there a second? >> I'll second. [1:11:05] » Trusty Muller, any discussion? >> Um, Director Woods brought this to our [1:11:11] attention. Um, it's a mutual aid network. Uh, counties and, uh, [1:11:16] municipalities come together to help each other in time of disaster. I know [1:11:20] that uh our EMA had helped uh some other suburbs just recently doing same sort of [1:11:26] thing and um I would hope that somebody would come to RA if we need it. So [1:11:30] absolutely I'm for this. >> Um would anybody be willing to entertain [1:11:35] an amendment to say upon attorney review? [1:11:38] » I will. >> I'll make that motion. [1:11:41] » Second by Trusty Riners. >> Uh all in favor on the amendment. Can I [1:11:47] do that? Yeah. >> I have. [1:11:48] » Okay. All in favor on the amendment to say upon attorney review. [1:11:52] » I >> oppose. Okay. Trusty Rangers, did you [1:11:55] have anything? >> Uh yes. Actually, uh Director Woods [1:11:57] asked me to uh read a little bit about uh this organization and um IPW [1:12:05] is a statewide mutual aid organization specifically designed for public works [1:12:09] agencies. Its purpose is to provide an organized system through which member [1:12:14] agencies can request personnel equipment, technical assistance, and [1:12:19] other resources when an emergency or unusual event exceeds the capabilities [1:12:24] of the local agency. IPWM currently consists of a hundreds of [1:12:29] public agencies throughout the state of Illinois. While the village maintains [1:12:33] the personal and equipment necessary for a normal public work public workers [1:12:38] operation I can't talk either for public works operations. No municipality can [1:12:44] reasonably maintain enough specialized equipment personnel and backup resources [1:12:49] to independently handle every potential large-scale emergency. membership [1:12:54] provides Homer Glenn with another layer of emergency preparedness without [1:12:59] recruiting the village to purchase and requiring the village to purchase and [1:13:03] maintain equipment that may only be needed during the time of emergency. And [1:13:08] basically um when we had these four storms, if we were a member of this, [1:13:13] there would have been people coming from other agencies to help us with this. So [1:13:18] um they actually they the this agency actually stepped up in Manhattan and [1:13:23] their trees 4 days the whole town was cleared in 4 days. So I think this is [1:13:31] going to be a benefit to the village. Um I think the the uh membership is [1:13:35] $250,000 I'm sorry $250 a year and um actually right now we would only pay [1:13:42] like 130 because it's mid year so or towards the end of the year. So, it's [1:13:47] all there. >> Okay. Any more discussion? [1:13:50] » This type of thing is very common in law enforcement and the fire service. It's [1:13:53] just it makes sense that public works does the same thing. [1:13:58] » Anybody else? Madam clerk, please call the role. [1:14:00] » Bob, who's >> Oh, Bob. [1:14:02] » No, I'm good, Madam Mayor. >> So, we're going to we need a Yeah. [1:14:05] motion of Please call the role on the motion as amended. [1:14:11] » Trusty Mason. >> Hi, [1:14:14] » Trusty Muller. I >> trusty Hollesshouser. [1:14:16] » Hi, >> Trusty Rinders. [1:14:17] » Hi, >> Rusty Sheller. Hi, [1:14:19] » Trusty Leaport. >> Hi. [1:14:20] » Motion carries. Number six, consider for approval of professional services [1:14:23] contract for video production and digital media support of an inaugural [1:14:28] Homer Glenn restaurant week January 22nd to February 7th, 2027 in the amount of [1:14:33] $6,600 from EyeSight Studios. Is there a motion? [1:14:36] » I'll make that motion. >> Trusty Leapor. Is there a second? [1:14:39] » I'll second. >> Trusty Riners. Any discussion? I would [1:14:42] like to say uh the um this motion will I'm sorry this this this ordinance will [1:14:47] allow the first uh restaurant week that we are going to be hosting to be a [1:14:51] success. We need the u advertising the personnel on the ground to uh really get [1:14:56] the this uh this this in front of our residents and and let everyone know what [1:15:00] we're actually doing. Um we haven't done this anything like this before in our [1:15:02] village's history. And as head of the economic development committee, I I'm [1:15:05] looking forward to our inaugural restaurant week. And with the assistance [1:15:10] and from Highlight Studios, I feel like we will be able to get uh the word out [1:15:13] there and and put some good production together and hopefully make this a [1:15:16] tremendous success. We can repeat year after year. Thank you. [1:15:20] » Um just real quick, I don't see the attorney's writer in here. Um do you [1:15:25] guys were you guys aware of the writer beforehand? Cuz I I don't I don't see it [1:15:30] in the packet, but >> Yeah, I don't see it. Mhm. Uh there may [1:15:34] I Yeah. >> Uh there was a rider that was prepared [1:15:36] uh by me. Um I did provide it to director patch before she left for her [1:15:42] vacation. So it just might have been um lost in the shuffle of putting the [1:15:46] packet together. But there is a rider uh that includes all the villages terms and [1:15:50] conditions which would supersede any conditions or terms that um the proposal [1:15:55] indicates. >> So we don't need to amend the motion [1:15:57] because it's all included anyways. It's included in the it's included in the [1:16:01] actual agreement because the person that will decide if it's an agreement [1:16:04] obviously is me. I'm I'm your legal counsel. So that the agreement in its [1:16:08] entirety included our writer which is not there. [1:16:10] » So everybody's aware. Okay. >> So just for clarification [1:16:16] I studios has approved the rider from the village [1:16:19] » that I don't know. All right. So, okay. I I don't know how you could go [1:16:26] forward with it with this without that. If if we're going to approve that and [1:16:30] they don't approve of the rider, we can't we can't execute this agreement. [1:16:34] » No, you're not. You're and and you're not you're the agreement the agreement [1:16:37] will constitute the rider. My my ride the writer that we put together, which [1:16:41] is pretty standard that we use for vendors and for folks that are providing [1:16:46] any services for us, that becomes attached to it. Um it's it's missing in [1:16:52] this particular instance and I don't know why [1:16:55] » I mean we have time if you want to put it on the next agenda you can always [1:16:58] table it but I mean >> it's up to you guys. Uh trusty Riners [1:17:02] you made the second. >> Um well the only thing that mayor is [1:17:05] that u I I know that we've been talking in in one of our next items is uh about [1:17:10] uh public relations. Um, but I I thought it was necessary to move forward with [1:17:15] this with before we chose only because of the time frame because it's going to [1:17:19] take them a lot of time to interview all of the restaurants within Homer Glenn. [1:17:24] So, that was the only reason why I said I we approved this in ANF knowing that [1:17:29] we were going to be moving forward with a public relations firm [1:17:32] » in ANF. Did you have the writer? >> Uh, we did. It was it was it was [1:17:37] approved by the attorney. >> I thought it was attached. May I make a [1:17:40] recommendation? Why don't we just include the language subject to the [1:17:42] review and approval of the village attorney? [1:17:44] » Um I know that you I think everybody here knows that I will not [1:17:49] » it will not be approved by me unless there's a writer that's appropriate that [1:17:51] that's attached to it. >> We all know [1:17:53] » we know >> trustee Leapour, you made the motion. Do [1:17:56] you want to amend your motion to say upon returning review? [1:17:59] » Yeah, I'd like to amend >> subject to the review and approval of [1:18:02] the village attorney. >> I'd like to uh make an amendment a [1:18:04] motion for an amendment subject to review of the village attorney. [1:18:07] » I'll second. >> Okay. Any discussion on the amendment? [1:18:10] Hearing none. Madam clerk, please call the role on the amendment. [1:18:13] Trustee. >> All in favor? [1:18:15] » I I. >> All right. Any more discussion? Sorry. [1:18:19] » No. All right. Now, madam clerk, please call the motion. Please call the role on [1:18:23] the motion as amended. >> Trusty Leaport. [1:18:26] » I. >> Trusty Rinders. [1:18:27] » I. >> Trusty Muller. [1:18:29] » Hi. >> Trusty Holleshouser. [1:18:30] » I. >> Trusty Sheller. [1:18:32] » I. >> Trusty Mason. [1:18:33] » I. >> Motion carries. All right. Now that [1:18:35] that's done, number seven, consider for approval the selection and retention of [1:18:39] one or more of the following public relation firms. Markee Marketing, RUD [1:18:44] Resources, and Public Communications, Inc. as recommended by ACS to assist in [1:18:50] the public outreach information and messaging. Is there a motion? [1:18:54] » I'll make the motion. >> Trusty Mason, is there a second? [1:18:57] » Trusty Mohler. Trusty Mason. >> Um, [1:19:01] I think this is something that's needed. I think uh we we want to be open and [1:19:05] transparent and uh have communications with our um residents and uh I had [1:19:12] mentioned uh prior that I thought this was necessary and uh I think it's just a [1:19:17] matter of selecting the right company. >> Are you selecting one today or are you [1:19:21] selecting one of the three? >> I would say number three if it was up to [1:19:23] me. I think I said that in the past. >> You have to if you want to include that [1:19:27] in your motion to say I would like to accept this person. a motion to include [1:19:31] public communications incorporated in my motion. [1:19:34] » So that's an amendment. Trusty Muller, you made the second. [1:19:37] » Oh, no. I had a >> You got to Someone's got to make a [1:19:43] motion. >> I'll make I'll make [1:19:45] » You're going to second Trusty Mason's. >> Okay. Now discussion on the amendments. [1:19:52] comparative with the number of social media platforms and all the information, [1:19:58] a lot of it being false that we're constantly on the defensive about. Um, I [1:20:04] really think a firm that would get out in front, put our clear, concise message [1:20:08] out to the residents is is imperative in today's day and age. [1:20:13] » Trusty Mason, did you have anything you wanted to add to that? [1:20:16] » No. Um, there's multiple a multitude of reasons why we need to get a PR firm in [1:20:22] here. Um, I think, uh, I think it'll assist our own staff. I think it's going [1:20:28] to, um, put the information out there quicker, faster, uh, more efficiently. [1:20:35] Um, I I just think there's so many reasons for this. [1:20:38] » Trusty Rinders. >> Um, I tend to agree. [1:20:42] » Trusty Sheller, >> I agree. I believe it's also imperative [1:20:48] for our econ economic development. Um [1:20:54] we as the village aren't just looking to um [1:20:59] move forward with just any development. We're very selective and and and [1:21:04] surgical with what we want to bring in the town. And I think through uh PCI and [1:21:11] and selling the village, not just locally but nationally to bring specific [1:21:19] development companies forward and and and showcase what we have here at Homer [1:21:26] Glenn. Uh I think it's important to move uh forward. [1:21:29] » Trusty Holleshouser, >> I tend to agree with Trusty Sheller. Um, [1:21:34] you know, clear resident education, spokesperson support, and coordinated [1:21:38] public outreach is, you know, touches them all for me. [1:21:41] » Jesse Laapour, >> agree with my fellow trustees. I think [1:21:45] this is something we've been working toward and something that's long [1:21:47] overdue. Thank you. >> Just a reminder, Trusty Mason's [1:21:49] amendment was to select number three, which is Public Communications, Inc. [1:21:54] That's what the amendment is that we're voting on. So, Madame Clerk, please call [1:21:58] the role on the amendment to the motion. You guys are really making me work [1:22:05] today. >> Trusty Mason. [1:22:06] » Hi. >> Trusty Mueller. [1:22:08] » Hi. >> Trusty Laapour. [1:22:10] » Hi. >> Trusty Rinders. [1:22:12] » Hi. >> Trusty Sheller. [1:22:13] » Hi. >> Trusty Holleshauser. [1:22:14] » Hi. >> Okay. Amendment passes. Now, um, can you [1:22:18] please call the role on the motion as amended? [1:22:22] » Trusty Sheller. >> I. [1:22:24] » Trusty Mason. >> Hi. [1:22:25] » Trusty Rinders. >> Hi. [1:22:27] » Trusty Leapor. >> Hi. [1:22:28] » Trusty Muller. >> Hi. [1:22:29] » Psalm. >> Hi. [1:22:30] » Motion carries. Okay. Number eight, consider for approval resolution number [1:22:35] 26-021 approving the following executive session minutes. Is [1:22:50] there a motion? >> I'll make the motion. [1:22:53] » Trusty Mason, then Trusty Rinders. Any discussion? [1:22:56] » No, ma'am. >> No, ma'am. [1:22:58] » Hearing none, madam clerk, please call the role. [1:23:00] » Trusty Mason. Hi. >> Trusty Sheller. [1:23:03] » Hi, >> Ryers. Hi, [1:23:04] » Rusty Mueller. Hi, >> Rusty Lefor. Hi, [1:23:07] » Holouser. >> Hi. [1:23:08] » Motion carries. Moving on to workshop. Seeming there is none, we have old [1:23:11] business. Um, I hope that this since uh Mr. Wescott is no longer an employee at [1:23:19] the village, I'm hoping that the update regarding Long Run Creek does not go to [1:23:22] the wayside. So, if we can appoint a staff member to keep us updated on Long [1:23:26] Run Creek, that would be greatly appreciated. [1:23:30] Is there any new business hearing? None. Is there a motion to go [1:23:34] into executive session for the purpose of discussion regarding personnel, [1:23:37] discussion regarding pending and ongoing litigation, discussion regarding public [1:23:41] utilities, discussion regarding real estate acquisition and real estate [1:23:45] sales, and five executive session minutes.
