subdivision of single-family homes the Allergan [1:17] economy has reviewed us with the you know for the access to the crust street [1:21] because it's a county highway and they are okay with it so I guess that's it [1:26] and we have some representatives here carrying questions [1:33] they are the future homeowners that we'll be building on the property I [1:37] guess is the question who is going above 110 rejection appears appropriate for [1:50] this attentiveness the area to the west of that has been [1:57] Riesling our village our comprehensive plan this areas identified as future [2:10] residential and the current part of the property owners of lot to also own [2:16] property across the streets in the West all property owners within 300 feet of [2:20] and sense this for their opportunity to be thorough account and comment I have [2:26] not seen any any comments through email or otherwise on this parcel so everybody [2:33] was here so standing up I think so if there's anybody that subjects to this [2:41] CSM you just mentioned that the current corners of what tool or not to right now [2:50] is you know which watch through that time very old [2:58] yells now this is the other CSF okay we have so there is the remaining 35 acres [3:04] is still on by folks holding the books home homestead moment and and then once [3:15] it's a good week we will have two near future committee's recommended a fool civility [5:43] horn it went to the village board for caring in November and we did have some [5:48] input from the polling again so they asked me to bring it back to this [5:51] committee commission to review for any of the comments so in this current state [6:00] that you have in front of you and has not changed from when you originally [6:03] approved it or recommended approval and I just gotta find my paper here where [6:10] the comments that are that we received on it than the earth wanted this [6:15] emission committee to review and these people take action to make changes or [6:20] not you choose was when was the order of the multi-tenant commercial property on [6:31] the south side that currently houses the Trinity driving school melon company it [6:37] was magnolias and then the real estate company their comment was that the [6:42] requirement that signage and only 5% to only one on the street facing causes our [6:48] a difficulty for a multi-tenant building so they are asking that we allow make a [6:54] an allowance for multi-tenant buildings have more than one site Street facing so [7:00] that each of their tenants could have signage so that was that requests and [7:05] then you to the tenants would be alone whatever in a square yes and that's [7:14] that's what he was repent that's what that part of the order had requested my [7:18] personal [7:24] I was a very firm page high one side University punished [7:36] this only limits number of signs of structure and not number of parties and [7:41] canapes I think I about to be actually email from him on my printer but it's [7:51] actually the owner of the multi multi tenants property was asking is that we [7:57] make a an exception to multi tenant properties and that is the only one that [8:05] we have in the downtown that's multi-tenancy actually if you give me a [8:13] minute I think I might have last night on the printer because I did print on [8:17] these email directly [8:22] four plates there because every woman the other comment was from the regarding [8:32] the allowance of permitted uses yes so use our car dealerships are not [8:38] identifying the police's worse was that it's the space and [8:44] everything that at that psi is 1/4 especially one of the size of ours [8:49] however the current dealership would be grandfathered in and the way grandfather [8:56] it works is that it would be allowable in perpetuity like so at least fifty [9:01] percent of it gets wiped out then that it would not be allowed and the other [9:07] one would be if ceased being a dealership for a period of 12 months or [9:13] more and then it could not in American leadership if it was tomatoes or [9:17] something else but once then it would not be able to go back to that if that's [9:30] the current language the person that are the president that had had questioned it [9:37] said that he is concerned that people frequently assess that his his property [9:44] being removed to the district we have not established the district boundaries [9:47] yet we've proposed some possibilities which would include this but this [9:53] property because the location and features of it but it's that's still [9:58] another process we would still need to adopt the code with the language and [10:02] then we would also need to resolve the properties into the new districts [10:10] short-answer release we would have to announce right to [10:15] exclude gays we would need to not include it in the in the district we [10:21] have an established a disagreement right now this is strictly establishing the [10:25] core the regulations associated with the districts that is not geographic and [10:30] then creating a tool to review with you to do anything on this bike you get to [10:35] deduct to the board we need to adopt it establishing the new district and then [10:40] we would need to into the I'm not sure what you mean me where you study what he [11:05] building he feels that would remove the conflict so I would say you know I think [14:44] this 15% is reasonable I would say and allow one per per build-out sign for [14:53] tenant because then that could exceed the 15% I would say 15% you know and [15:00] however that be partitioned off I mean at 1:07 15% then you don't want for more [15:05] weather all in rating language to limit the total to 15 percent right it's up to [15:09] them how they doing does that come in on time [15:19] at the size eh I just have like one sign per pendant right right then I hope a g8 [15:27] this is that if comments made at [16:56] the public hearing was a little baffling because it was about not being notified [17:01] and remember that conversation and just to give us this group because as far as literally over moon yeah we're actually complimented by East Central [17:42] for the amount of outreach we tried to do but they didn't have any comments for [17:55] every during the center the saltiness to it because of it was just so what I [18:04] guess what I would ask for as a motion to recommend approval to the village [18:11] board with that change regarding the signage and we do not have to have a [18:17] public hearing again correct so recommend to live with those changes [18:22] okay this with those changes page five the one sign pretended for a [18:32] multi-tenant up to 15% well wall area and it was 15% for month [18:43] a 10 number five institutional zoning district hey this one is sound it's been [19:02] a while since we've met and if you recall if there was some case law events [19:08] basically done in our sign orbits because those signs can be based are [19:14] regulated based on community so if we regulate them in a manner that requires [19:19] you to read them than this that allowed so what this did is among other things [19:25] for customs issues is that our schools and churches are in the single-family [19:32] residential zoning district in the past we regulated like signs and we made [19:37] special exceptions for churches and schools in that district but now we [19:41] can't do that because how you know it's church our school unless you read the [19:45] sign so the way to remedy that issue because otherwise we have to have the [19:51] same zoning or same regulations for all uses in that this [19:55] as far as the science so our waiter anyone many that is [20:00] a separate district which is called institutional here sometimes on campus [20:05] that sound different regulations campuses in churches residential and and [20:15] this is really good regardless of the site issues and [20:20] because schools have changed a lot from back when the zoning code was created [20:24] and actually if you look at our school on campus the whole areas of violation [20:30] right now because they're single-family residential school districts only allows [20:33] one accessory detached building well we have a parcel with your students on it [20:38] so each of the remaining two schools are in violation technically so what a lot [20:45] of communities are doing is creating this separate zoning district so that's [20:49] what I proposed that portable does I don't know what I'm going to have time [20:54] to do it right now the things that we have coin on and I know Bob is the same [20:58] way but I just wanted to first introduce that idea it might be something that we [21:04] would need to look into getting essentials help again or maybe [21:07] contracting out because we don't have the staff resources right now to do it [21:12] and I do think it's it's a high priority because like I said right now everything [21:17] was really kind of in limbo of SBI I did as part of the actually are [21:24] actually the various requests by the school for its scoreboard Steve Gomez [21:29] from blue Design Group was at that meeting and I had mentioned that this is [21:34] what I think we should do moving forward and he said he would like to be a part [21:38] of that process too so I think he would be able to provide some of the insight [21:42] so I suggest what we're probably going to need to do is again create a task [21:45] force to work with these central to work on a new zoning district I don't need [21:52] any motion or anything I just wanted to bring that up to since we are ready in [21:57] having the meeting for the other end items so this is something that will [22:01] we'll be moving forward on I don't know what [22:08] maybe questions on mobile or the drawing boys [22:13] this is just update you around I know those of you on the other on the [22:18] Commission last year know that we went through a long period trying to clean up [22:22] the press Street property that has been cleaned up although we do need to [22:26] redress that with some some defense issues at some point so we that one's [22:33] been cleaned up Bob and I are currently working on the property behind the wire [22:39] factory on Douglas streets that one's been kind of challenging because it's [22:44] bank owned and that always puts a new spin on it [22:48] I currently had a letter out to get some cleanup done on the apartments on [22:54] Lakeview because there's some abandoned vehicles the parking lot and garbage [22:59] illegal dumping some who do have a letter out to that property or requiring [23:04] clean up by March 16th and that date then I'll follow up and do another [23:10] drive-by to see if it's been cleaned up and then otherwise we had some [23:15] complaints during to six months since they're more since this group has met [23:19] one of them was across the street from the toy factories on spruce and that [23:25] since been cleaned up so on and in periodic ones here and there abandoned [23:30] furniture and so forth so I I kind of think because we've been trying to stay [23:35] on top of them and we are being more more active on it I think it seems to be [23:41] like it's kind of messing up that's gonna see it yeah
