[0:05] All right, 5:30 on the dot. I will call the regular city of White Lakes council [0:08] meeting for Tuesday, uh, September 8th to order. Roll call, please. [0:13] [clears throat] >> Councelor Gramps, [0:14] » here. >> Jarbala, [0:15] » here. >> Hecman, [0:16] » here. >> Mat, [0:17] » here. >> Mayor Scott, [0:18] » here. >> Quorum. [0:20] » All right. Please stand for the pledge of [0:26] » I allegiance to the flag of the United States of America and to the republic [0:32] for which it stands. One nation under God, [clears throat] indivisible with [0:38] all. [0:43] All righty. Um so we have a public hearing. So the um kind of flow of our [0:49] usual meetings um is a little different. So we will put a pause to the regular [0:54] city council meeting and we will um open up the public hearing. So could we [0:59] please have a roll call for that please? >> Here [1:12] » all right. Um, so yeah, before us is ordinance 249, [1:20] uh, amending the official zoning map of the city of Lakes to reclassify certain [1:23] part parcels to the R5 and R six residential districts. Um, so the [1:30] council has provided with a packet just kind of going over that ordinance. We [1:35] have um it in the back there too if you haven't read through the ordinance or [1:39] are wondering about that uh resoning or ordinance change. Um so with the R5 and [1:47] R six piece of it, so R5 will be um looking at reszoning the B uh Bose [1:53] school lot. Um so for those wondering R5 um would include um with a conditional [2:00] use permit a single family dwelling and then permitted by right would be uh two [2:05] family dwelling uh town home dwelling and then uh [2:09] cluster development um dwelling. Uh this wouldn't include um multiple family [2:15] dwelling. So those are like your apartment buildings and things like [2:18] that. So I know that's um what a lot of folks had questions about. Um so with [2:22] the Bose school with this resoning it would not include u multiple family [2:27] dwellings. So your things like um apartments so not like this big um [2:32] building like um Irongate or those different sorts of things. Um so that's [2:37] what that would include. Um and then the other um area that would be reszoned um [2:43] would be R six and that's over by the Methodist Church um cemetery water tower [2:50] area. Um and R six would include um with a conditional use permit single family [2:56] dwelling and then um with permitted by right would include uh town home [3:01] dwelling cluster development and then multiple family dwelling. Um [3:07] so we've the council um the planning and zoning commission has been working with [3:11] a housing um group for the past year or so um free of charge um I think the [3:18] funds came from the state or the county or state [3:22] » um so they're they're experts they've worked for the the county in different [3:26] areas so they went through um our different zoning um [3:34] areas and gave recommendations. Um so that's [clears throat] in working with [3:40] them. Um this is kind of one of the ideas that um was brought about. Um [3:47] yeah. So is there anybody that has anything to say regarding that ordinance [3:54] change? So this isn't our our public forum like we do with our regular [3:57] council meeting. This is to speak to um that reszoning or that ordinance. [4:03] Um, I don't know. So, I guess for me [4:07] personally, and I think a lot of people on the council too, in talking with [4:11] residents or residents that have emailed us or whatever, um, a lot of older [4:15] residents are looking to, um, downsize or look for, um, [4:21] housing that's like single single floor. Um, a lot of people are looking for like [4:26] firsttime homeo homeowners. Um, so ideally that's what I mean we can't say [4:32] which um developer would come in and build. Um, but that's what I would hope [4:37] for um or what I would wish if it was up to us um to have this sort of building [4:44] there cuz a lot of people are older folks are leaving their their homes and [4:49] moving over to to like apartment buildings in Virginia um because there [4:55] isn't that sort of housing here. Um, and then the Kenwood apartments, um, from my [5:00] understanding, there's a fairly long wait list, so people can't move into [5:04] there. So, this is a way of, um, addressing those needs or wants from [5:10] people that are wanting to live here or stay here or move here. [5:14] Um, [5:18] that covers about everything. >> Anything else that [5:22] » No, I think you covered it all. been working on this for almost a year [5:27] now. So, it's nice to get to this point. >> Um, and another big thing for for cities [5:33] too, building housing and having more [5:36] residents move into town as a way to kind of widen your your tax base, there [5:40] isn't a ton of ways cities can can make money. Um, so if there's more residents [5:45] in town, there's more um taxpayers in town, which means there's hopefully less [5:49] that each household um would be paying for um taxes and um water, waste water, [5:56] trash, those different sorts of things. So that would be the hope also just [6:00] widening that tax base. [6:06] Um >> I haven't gotten any word from the city [6:08] of Potter County on >> Oh, yeah. Thanks for the question. Um, [6:13] so we have been talking to um the county about the city purchasing it straight [6:19] from um from the county. Um Dean and I have a meeting with them on Thursday, I [6:25] believe, Thursday morning. >> Um and hopefully, yeah, we can figure [6:29] something out where we just purchased the land cuz I guess that was my fear. [6:33] Um when it was [clears throat] getting demolished, it got demolished. We kind [6:37] of talked with the the county and we had um commissioners and legislators helping [6:42] out with that and making that um making that making sure that was completed. But [6:47] my big concern was once it was gone, who's going to buy that land and do what [6:51] with it? Um, so that's with us reaching out to the county and working with them [6:56] is if it's in the the city's control, we can kind of decide what goes there, us [7:01] and residents rather than um it going up for public auction and then just some [7:05] private individual buying it and either not doing anything with it. So then [7:08] there's those big mounds of dirt and big divots there that are never taken care [7:12] of or they build some sort of housing that um people aren't wanting in the [7:16] area. Um because I know that was a big concern when we were first kind of [7:20] undertaking this was a lot of folks were worried about some sort of big apartment [7:24] complex going up there. Um and with the resoning that that wouldn't allow that. [7:29] Um which is good. >> Giving you a timeline. [7:34] » No. So yeah, we're meeting again with the county on Thursday. I guess the [7:38] intention would be for the city to buy it. So then again, we can control what [7:42] goes there. Um, and we've kind of used that as a bargaining chip too with the [7:46] housing piece of it. Um, because if there's more taxpayers within the city, [7:50] there's also more taxpayers within the county. Um, so it would be in kind of [7:54] their best interest to sell the land to the city. Um, so we've been using that [8:00] as kind of a bargaining chip with the county also. Um, but again, yeah, not a [8:05] for sure thing. they for folks that live around the B school, it sounded like [8:09] they had gotten some sort of notice that it was going up for a public auction. Um [8:13] sounded like a mistake that was a mistake reaching out to them and we got [8:16] that all figured out. So, it's not going up for public auction. So, we're going [8:20] to continue talking with them and hopefully um figure out some sort of um [8:24] way for the city just to purchase it straight from the county rather than it [8:27] going up for public auction and risk um whoever buying it. [8:33] I think they had has it been appraised? >> I think they had it [8:38] » at one point, but it's they're using the estimated market value off the tax [8:42] statement right now. >> I think that's around 50 grand. [8:46] » Um, and there's different reserves and [8:49] [snorts] things you can pull from to purchase the land with that. [8:55] » Yeah. >> Question. [8:56] » Yeah. Could you repeat the types of housing in the area with a Methodist [9:00] church? >> Yes. Um so that would be R six. A [9:04] Methodist church again R six. Um that would be with a conditional use permit [9:09] single family dwelling and then with permitted by right that would include um [9:13] town home dwelling uh a cluster development and then multiple family [9:17] dwelling. So that would be more of like your apartment like um Kenwood [9:22] Apartments or something like that. And that would be more back in like kind of [9:25] the woods kind of like with how um the Kenwood apartments are kind of set up [9:29] now where it's not like in the middle of town. It would be more like in a wooded [9:32] area. And in talking with those housing folks um they kind of identified that as [9:37] kind of being the best area for that because there's different trails and [9:40] things that would probably attract developers from their experience. Um [9:46] so yeah, that was in talking with them their [9:49] thoughts. Yeah. Any other questions or comments regarding the resoning of [9:56] either of those areas? >> Has there been any plans for the area? [10:00] » Um the city? >> No. Um yeah, we've been talking with the [10:07] county about purchasing it from them. I haven't heard of any ideas of um any [10:13] sort of development or anything at this point. Um, and again, it's in the [10:17] county's um, control and the hope would be us getting it from them. Um, sounded [10:23] like there was some concerns with like a underground fuel tank from the school [10:28] um, and it was some sort of environmental MPCA type concern, but it [10:32] sounded like it's not much of a concern anymore because it was gelatinous or [10:36] something or other. >> Yeah, we don't know that 100% yet. [10:39] That's Thursday's meeting. So, we're hoping to to wait on that, too, because [10:43] we don't want to get the land and then it becomes this big environmental [10:47] whatever because of this underground fuel tank that um [10:52] so yeah, I think us being in close contact with the county is a good thing [10:56] right now. So, um but no, thank you for the question. [11:01] Any other questions or comments for resoning of either of those areas? [11:06] » Yeah. Heat [11:21] up [11:27] here. [11:33] Heat. [11:49] Heat. [11:57] Heat. [12:07] Heat. [12:17] Heat. [12:36] Heat. [12:51] Heat. [12:55] Heat. [13:18] I guess that's the [13:26] for something to for them to move into. So that would be my hope. But yeah, I [13:31] thank you for yeah, bringing that up. [13:36] Um, and then um I'll ask one last time. Is there any other comments or questions [13:41] for that ordinance? [13:45] Hearing none. Um, we'll move on to adjournment. So, is there a motion for [13:49] adjournment? >> Some move. [13:50] » Motion from councelor Jarla. Is there a second? [13:53] » A second. >> Second from councelor Grahams. All those [13:55] in favor? I. >> Any opposed? [13:58] » Hearing none. Motion carried. >> [clears throat] [14:06] » All right. So, we will go back to our regular city council meeting. Um, and [14:11] thank you for everybody that had comments and questions. So, uh, moving [14:15] along, uh, the consent agenda. Has everybody had a chance to read through [14:19] that? Any comments or questions for anything in there? [14:24] » Hearing none, I'll ask for a motion to approve the consent agenda as presented. [14:28] » So, move. Motion from councelor Jarpa. Is there a second? [14:31] » A second. >> Second from councelor Ecman. All those [14:33] in favor? >> I. [14:35] » Any opposed? >> Hearing none. Motion carried. Um, so [14:39] moving on to the guests and citizens forum. Is there anybody that wishes to [14:43] say anything? Yep. Good. [15:06] The device pictured in your image is actually not a bicotta camera, but [15:12] rather a black security automated license reader camera. While both [15:18] companies make security and surveillance equipment used by organizations and law [15:24] enforcement, this specificated black enclosure with the distinct [15:31] rounded protective top visor is the signature hardware design for block [15:37] safety cameras. They are commonly mounted on roadside utility poles to [15:44] track license plates and vehicle characteristics. [15:48] This was the response I got from Google when I sent them a close-up picture of [15:55] the camera on that pole. Mind you, that camera is public property in public. So, [16:03] as long as I'm not doing anything illegal, like trying to scale the pole [16:10] or interfere with the camera, I was completely within my rights to inspect [16:15] that camera as closely as I could from the ground. [16:20] » Mhm. Okay. See here. [16:26] Okay. Moving on. I asked the follow-up question. [16:31] What model of flock camera is this? This device is the Flock Safety Falcon [16:39] automated license plate reader. The Falcon is Flex [16:44] Flux Safety's flagship infrastructural camera model. It features a distinct [16:51] aerodynamic matte black protective enclosure with an [16:56] integrated upper sunshield overhang. It is widely deployed across public [17:04] infrastructure and light poles to log vehicle characteristics, [17:09] color and license plate information for law enforcement and private and private [17:16] security systems. Key features: vehicle fingerprint [17:22] technology captures details like the vehicle make, model, type, color, [17:28] license plate, full, partial or missing, and unique identifiers such as bumper [17:33] stickers or aftermarket modifications. Infrastructure free. operate them. [17:40] Builtin batteries charged by an attached solar panel utilizing a cellular LTE [17:48] connection to transmit data without needing [17:53] hardwired power or bulky live video stream. [17:58] This explains the solar panel and the antennas [18:03] that were moved up higher on that pole. And in the case of [18:09] the solar panel around the back in feeble attempts to hide them. [18:15] And now councelor Jarbulla since last month you were the one who specifically [18:22] told me the camera on that pole is a cotta camera. Now I specifically ask you [18:30] what series of bracotta camera is that that you just boxed that design on that [18:37] pole. >> I'll refer you to the chief of police. [18:41] He's got that information. >> That's a remote series CR63. [18:46] » And I took a picture off their website. It looks exactly like that one out [18:50] there. So I printed a few things off cuz I figured us saying things last time [18:54] wasn't enough for you. Um, so I printed off our our invoices and they're [18:59] entitled to the Vicotta system. >> Now I ask the the followup question. [19:06] Does bracata meet any cameras that use black signature housing design? No. [19:14] Ricarda does not make any camera that use this black safety signature [19:21] rectangular roadside housing design. there's anybody that wants to look at [19:26] the picture of it. Printed it off straight from there. [19:30] » Standard commercial security form factors primarily cylindrical bullet [19:36] cameras >> such as the CB53 and CB62 [19:40] [clears throat] series and dome housing [19:46] which mount to walls, ceilings, poles using traditional mounting brackets. [19:51] Lock signature housing is a distinct purpose [19:57] built wedge shaped square box often paired with an angled solar panel [20:05] designed specifically for standalone remote side roadside pole mounting. [20:14] Now also today I went down and I looked at the known [20:20] flaw camera on the intersection of 4 and 16. [20:26] What did I find? A camera that looks exactly like that [20:32] camera with the only difference being that it's on a smaller pole. [20:38] So if you continue to maintain that that is a picata camera [20:44] » Mhm. >> I offer you both the challenge and an [20:48] opportunity [clears throat] prove it allow a public inspection of the camera [20:55] and that does not require anything to be disconnected. All it requires is someone [21:02] to be down there with the ladder. And you can even require that people sign a [21:08] liability waiver before climbing up that ladder. And that [21:13] would be smart because that actually would be in the best interest of that of [21:20] the city. Now, if you did that and I went up there and I inspect that camera [21:27] closely and I don't find what I'm looking for, I will be the first one to [21:33] come back here and publicly admit to you that I was wrong. Thank you. [21:41] » Um, yeah, we'll see what we can do. And then I also printed off our our minutes [21:45] from the meeting when we talked about that camera. And [21:50] » in the minutes, I'm I'm just going to finish quick and then you can go. [21:53] » Um, and within those minutes, it was a motion and a support to approve Ricotta [21:59] security camera proposal, not a um flock. I mean, I printed off a few [22:04] things like the invoice, the minutes, a picture of the camera from the Vicotta [22:08] website. Um, we can see what we can do about that. I don't know if [22:12] [clears throat] that's something that the city can facilitate. Um, but I mean [22:17] it's not a flat camera, but go ahead with what you were saying. [22:20] » Do you mind if I approach briefly to look at the [22:24] » Yeah, you can. >> Thank you. [22:27] » Yeah. [22:34] And it printed kind of odd. I don't know why, but [22:40] and that's all I could find just being a a lay person. I'm not a cop or anything, [22:46] but >> Okay, I must yield that that looks very [22:51] similar. I cannot say it looks exact because as [22:55] you just said that is not the greatest print out which [23:00] happens sometimes. I know and understand that sometimes printers don't cooperate. [23:07] Did you write down the number of the one that well chief mentioned the number and [23:13] be on the invoice of what we paid for it? So you can personally go online and [23:17] look at the bicotta camera pictures and compare it to the flock camera. [23:25] It it I mean if you can take that number and look online and compare the photo [23:30] online for that specific camera to the flock camera, [23:35] » it might help you. Can you look up that again? [23:38] » Yeah. And if you want to visit me during office hours and go on my laptop, we can [23:43] look at it to together. So we're not >> CR 63E. [23:50] Okay, I will [23:56] » quick Google search if you want to see them on here too. [23:58] » I will I will look that up for myself. >> Mhm. And also [24:05] I I do ask for a public inspection of that camera. [24:10] And if it turns out that I am wrong, I am man enough to admit it. [24:16] » And I will be the first one to come back here and publicly admit that I was [24:22] wrong. And that would also mean if I'm wrong, I [24:27] will remove the signs in my front yard that I'm sure you've all noticed. Thank [24:32] you. Yep. Um well, and know I'll I'll talk with the um city attorney and law [24:38] enforcement about it's facilitating that. I don't want to say yes or no [24:41] because I just don't know the answer. >> I understand. Okay. [24:44] » The liability, right? >> Liability. [24:46] » All right. Thank you. >> Thank you. Question for Dean. [24:50] » Is this something we could possibly have public works have somebody go up with a [24:55] bucket truck, take a picture of the camera, and provide it to? [24:59] I mean, it it's the liability of having giving him a ladder and saying that we [25:05] can't we can't take that on. But if we could have public works go with a bucket [25:09] and go up there and take a picture of that camera and then show it to him, [25:14] that would probably solve the situation. I would hope. Councelor Jarba, [25:19] that is why I mentioned requiring people to sign a liability waiver climbing the [25:28] » the liability. It wouldn't work. They could still send the city. There's the [25:33] liability would be too great on the city's part to have a citizen climb a [25:36] ladder and go up on a pole. >> Well, I am not an attorney and I have [25:43] admittedly no legal knowledge, so I cannot challenge that. But I'll I'll [25:47] make sure to follow up with them and if they say, "Yeah, we can do it," then [25:50] we'd look at some facilitating something. And if we [clears throat] [25:53] can't, then I would just let you know. Um, but again, we're not trying to hide [25:56] anything, I can understand. Not kind of wanting you want to see it for your your [26:00] own eyes. I can understand that. >> Um, so we'll try to facilitate something [26:04] and if we can't, I'm sorry, but we'll we'll follow up. [26:08] » Okay. Thank you for listening. >> Yeah. Thank you. [26:13] Um, all right. Any other uh guests or citizens citizens that wish to say [26:18] anything? Hearing nothing, we will move on. Uh [26:23] reports from staff. Uh city administrator Wyberg, anything from you [26:26] tonight? >> Uh nothing from me tonight. [26:29] » All right. Uh just about everyone's here for budgeting. So, uh library director [26:35] Lambie, anything from you tonight? [26:41] » All right. Uh September is library card signup month and we encourage everyone [26:46] in White Lakes to get a card. It's free. There's no age limit and you gain access [26:51] to thousands of items you can take home, use, return, and not spend a dime on. [26:57] Theater Thursday starts again this week at 1:00. We'll be showing solo meal. [27:04] This Saturday we are open from 10 to 12 uh 10 to 2 and we'll be open Saturdays [27:10] now until the end of May. Thursday on September 17th we are [27:15] hosting a Medicare Education Conversation sponsored by Northridge [27:20] Community Credit Union at 11:30. And on September 19th from 10:30 to 1:30 we are [27:27] celebrating Minnesota Libraries Read Together. Come on down in pajamas or [27:32] loungewear. Bring a stuffed animal or blanket if you like and read with us. [27:37] Thank you. >> All right. Thank you. Uh moving on to [27:40] public works director Snetzinger. [27:46] » Yeah, just a couple things. Uh letting everybody know the campground will be [27:50] closing Sunday the 20th for normal season camping. Uh offseason camping [27:55] will be available uh after that. Um, I haven't spoke to the campground managers [28:01] yet to see how long they'll be staying on site. You know, they normally stick [28:05] around for a couple weeks after the wrap up their work for the season, so there [28:10] may still be some people down there. Um, at public works, we'll be doing some [28:15] valve repairs in the streets. Uh, uh, public utilities hired a company called [28:20] JR Wastewater to go through and, uh, clean and operate all the valves in [28:26] town. They came across five uh valves that are inoperable right now. [28:31] So, we want them operating going into winter season. So, there's one that we [28:36] think we can repair from above ground and four that we're going to have to do. [28:41] So, just uh in the next week or so, you can see road closer overhead [28:46] [clears throat] for that. [28:49] We'll have some intersections done, but uh we'd like to get it done and in time [28:54] to Blackhawk this season. Uh and that being said, we wrapped up a bunch of [29:00] Blackhawk repairs around town. If you noticed, uh some of the streets that had [29:04] previous main brakes that have sunk over, you know, many years. Uh we milled [29:10] them up and re black off them, trying to get those areas uh smoothed back out. [29:16] » That's it for tonight. >> All right. Thank you. [29:20] Uh EMS director Mstead [29:25] » the computer's going off and we're trying to answer. [29:28] » Okay. Uh ERPD chief close. Anything you need [29:33] tonight? >> Here to address any of the camera [29:37] questions which again they are through town. They are not licensed play [29:42] tracking. They don't know who's driving the vehicle. Um, [29:47] like you said, we're happy to answer any questions about that. [29:52] Um, >> all right. Sounds good. Thank you for [29:56] Yeah. providing that clarification. Um, assistant fire chief ecman, anything [30:01] from you tonight? >> Fire calls for August. Um, three and two [30:08] calls, one fire, an iPhone crash, and another one out. Um [30:16] and to the smoke alarm and gas. [30:23] » Sounds good. Thank you. Moving along to city attorney Lewiki. Anything for you [30:28] tonight? >> Uh thanks, Mayor. Nothing tonight. [30:30] » Sounds good. Thank you. All right, moving on to reports from elected [30:34] officials. Starting with councelor Grahams. [30:37] » Uh just an update for the chamber. We're looking at hosting our annual uh haunted [30:42] trail at the last weekend of October and also doing a um Christmas lighting event [30:48] where we can kids can make decorations and we can walk over and light up the [30:53] Christmas tree. We're collaborating with Michelle at the library. Hoping we can [30:57] combine some ideas and events and work together on both of those to kind of [31:02] draw more attendees and and promote it more. That's all I got. [31:07] » All right. Very cool. Thank you. Uh, councelor Jarvala, anything from you [31:10] tonight? >> The planning and zoning meeting for next [31:13] week is cancelled. They have nothing to discuss. And Jill and I were at the uh, [31:18] East Range public safety board meeting tonight. The two big issues were the [31:22] memor memorandum of understanding on the school resource officer. It's going to [31:28] be down to like an hour and a half a day. So, they will be still paying the [31:32] department for that. And they are also promoting for a uh in-house position for [31:38] another sergeant to replace Cody. It's all I've got. [31:42] » All right. Thanks for the update. Uh councelor Matthysse, Councelor Ecman, [31:47] don't want to forget her. I'll be in trouble. [31:50] » Thanks. Um the community garden is looking pretty sad right [clears throat] [31:54] now. Um I think there's a couple spots open, so if anybody wants a spot, reach [31:59] out to Dale White House. Um, we're looking at doing a couple craft fairs [32:03] this fall at the probably the arena. So, if anybody wants to be a vendor, reach [32:09] out. And that's about it. >> All right. Sounds good. Thank you. Uh, [32:13] councelor Matson, anything from you? >> Nothing for me tonight. [32:16] » Sounds good. Uh, on my end, I had attended the Msabi East Youth Hockey [32:20] Board meeting a couple weekends ago or so. Um, they have a projected kind of [32:24] lower number of volunteers this year, so they won't be running the hockey hut or [32:27] the concession stand this year. Um, so it's kind of looking like the city will [32:31] have to operate it this year. Um, but just kind of moving forward kind of with [32:35] budgeting. Um, the council will just have to kind of discuss that more and [32:38] talk about ideas. Um, if Bucky was here, he would speak more to it and I've had [32:43] conversations with him already and so has Dean. So, um, there's that. Um, and [32:47] then I was also informed that the 30-day public comment period uh, opened up for [32:52] one of uh, New Range Copper Nickels permits. So, I'm working on a comment of [32:56] support for that. Um and I'll be submitting that to the Army Corps of [33:00] Engineers um before Saturday which is um when the all the public comments are [33:04] due. So that's it for me on my end. Um so moving ahead uh nothing for old [33:12] business. We'll move right into new business. Uh 10.1 resolution 202619 [33:18] authorizing the city of White Lakes to make application to and accept funds [33:22] from R26067168 [33:26] special projects uh TEFP. Um do you mind speaking to this Dean? [33:31] » Yeah, sorry about that. I didn't [clears throat] put much detail in [33:33] there, but that's for the Ranger Snow Build Club. Um we're the fiscal agent or [33:37] I'm the fiscal agent on it and we're that is to put more funding to the CCC [33:43] camp. beach house or whatever. Um, so that's [33:48] what that one's for. >> Um, so yeah, we usually do resolutions [33:55] uh to um yeah, accept funds or uh complete applications for the triple R. [34:01] Um, so this looks similar to kind of ones we've [clears throat] done in the [34:04] past. Um, yeah, it'll be nice when they have all the um trail head and all the [34:10] proposed um trail work that they're talking about doing and work out there. [34:15] So, that'll be cool. Um, any other comments or questions for that [34:19] resolution? >> Hearing none, I'll ask for a motion to [34:24] um approve that resolution. >> So, move. [34:26] » Motion from councelor Jarva. Is there a second? [34:28] » I'll second. >> Second from councelor Ecman. [laughter] [34:30] All those in favor? >> I. [34:32] » Any opposed? Hearing none. Motion carried. Moving on to 10.2, resolution [34:37] 202618, appointing election judges for the 2026 [34:42] general election. Um again, uh we do this every election cycle. Um kind of [34:50] approving these resolutions to uh appoint folks to be um election judges. [34:56] Um and looking through the names, a lot of the the same people who have done it [35:00] in previous years. So, thank you to all of them for [35:04] sticking with it. Um, anything to add, Dean? [35:07] » Uh, no. You already approved this once, but we had to add some more people on [35:11] here for election judges because we have to staff it with two people all during [35:16] all hours. Two election judges, I should say. [35:18] » Um, yeah, we had to add some >> so more the primary, [35:23] » Sherry, me, Michelle. >> Oh, okay. [35:26] » Um, I think that's the three additions. So same list as the primary but now just [35:33] adding those three is >> yeah just just to cover the office. [35:37] » So we have to have election two election judges on in the office at all times [35:41] during the election season which we didn't before. [35:46] » Sounds good. Um any other comments or questions from anybody [35:52] hearing none I will ask for a motion to approve that resolution. [35:56] » I'll make that motion. Motion from councelor Grahams. Is there a second? [35:59] » I'll second. >> Second from councelor Ecman. All those [36:01] in favor? >> I. Any opposed? Hearing none. Motion [36:05] carried. Uh and then moving into 10.3. Um so this is has to do um with the [36:12] public hearing. Um so this is 10.3 ordinance 249 amending the official [36:17] zoning map of the city to reclassify certain parcels to R5 and R six uh [36:23] residential districts. Um, I kind of spoke at length during the public [36:28] hearing piece of it. Um, so I I don't have much to add or anything to add. [36:34] » No. No. >> Anybody on the council have anything to [36:38] add or any questions for for that ordinance change or reszoning? [36:46] Um yeah, we've had extensive discussions either here or at um planning and zoning [36:52] meetings kind of about this whole process. Um so we'll have um we won't [36:58] have another public [37:18] for a second. [37:36] second. [37:44] We We'll have to do it after the meeting. [37:48] Yes. And citizens kind of end. Yeah. We I don't want to [37:59] meeting if you want. [38:08] And then is there a second? Second [38:15] » or did you already [38:20] I didn't want you get on the books. I did not want Sherry [38:24] to steal Brent's thunder. We'll give it to Brent. Second Madison. [38:32] Thanks.
