[0:03] You are what. Are. [0:12] Your. Orders. Would you please join me in the [0:19] play I play to leave you. With. [0:29] Individual liberty and. [0:46] There's. No action. [1:01] Richard off. The field here. [1:13] For you were you. Know. [1:31] I'm here to kind of review why something that Scott Frazier has mentioned [1:35] a couple of times about having you include the powerpoint you [1:42] present your in these meetings in the minutes because you've obviously done [1:46] a lot of work to put from Together heard [1:50] a lot of good information in the can we here is the public have [1:54] a hard time being at all while we're trying to listen to you at the same time and. [2:00] They don't appear in the minutes and it would just be useful information I realize [2:05] you're not required by law to do it but we'd really appreciate it. [2:15] With me and hello well. I don't know if this is in phenomena genda item for an [2:20] agenda item because it's partly about dredging simply about the budget so where [2:25] would you like to. [2:32] Be with someone to go. For it if you do so if the actions today and the [2:39] Institute for fisheries resources coast wide marshal fish and rivers. Many of your [2:46] fine if you really. Are waiting. [2:55] For. The day. Because someone at the bar who are. Present is on the science of [3:03] team to the ocean Protection Council. Said they have [3:08] a desperate need for his words for salty dredge foils to be stewards whole marshes [3:16] because they expected they are going to lose 100 percent of the salt marshes where [3:21] the Pickaway grows. To the sea level rise the pickle we need it is [3:27] a major ecological. Market. [3:34] For people. And. Their ability to lose all of it anywhere you want if [3:41] there is [3:41] a cost involved in the. Project and permitting but perhaps [3:48] the ocean Protection Council for the customer Conservancy would be interested in [3:54] that. And I hope you will keep your meetings I hope. And it was [4:01] important it is. Really required to. Special meetings so that the public can [4:08] come share their ideas with you. We need all the help we can get to accomplish the [4:14] things that we need to do in the harbor and. People. Get tired sometimes [4:21] being criticized but if you have held. [4:36] Your. First I want to marry and marry for you yesterday just got. [4:45] Acquisition issues. Very interesting and very and I had [4:49] a very helpful for me to understand some of these things. So I've got. [4:57] To hand out here for you guys. Are you [5:05] sure if you got there was some kind of [5:06] a last minute deal. So basically. You know this is [5:12] a deal that you got it or you go. [5:20] Home. And I think. You know we're just really isn't designed. [5:27] To take. [5:36] You know all that really have. The next [5:43] 6 or 8. Days if that. [5:56] Is if a stand there's an inventory I don't think there's [5:59] a name. From what I gathered yesterday there's not really an inventory to extend [6:04] that and supposedly part of the deal is that for X. [6:07] Amount of time before [6:09] a closing of escrow or that these people would be displaced the whole issue of [6:15] where they go is an issue I don't know if you guys who really understand there are [6:20] willing to take because they will be back I mean. For decades you know so. There [6:27] could be some significant issues even if you're only on title for [6:31] a day or an hour still going to have liabilities that. May not be clear. [6:40] I know friends of the dunes and MC has been brought up as far as partnering with [6:46] the whole thing manage. But I got [6:50] a good story in just discussions yesterday indicated they're not interested in that [6:55] So I think those guys are off the table so basically it's going to be on the harbor [7:00] district. To manage. The. You know the kinetic sculpture [7:06] race. Big popular event. Pours over right through some of the most primal flower [7:13] habitat on the planet and. Did so far but I think that could [7:20] change him [7:21] a need for that and that's also going to be on you guys this place. So instead what [7:28] I think would be [7:29] a better approach for you guys is to just take the. Base side. [7:37] That would be much more closely in with your. Operations are now. [7:45] Really you could do some Thailand projects names such as Vivian was talking about. [7:51] And I just think that it would be [7:53] a better fit for less controversy and we just have this whole idea of firing stunt [7:59] . For an hour a day [8:01] a year 10 years whatever that number ends up being now I can get [8:05] a little bit dicey but if you just talk to Conservancy and say look it would be [8:10] interested in these parcels but we're not in position to handle the controversies [8:15] and the issues around. The properties so [8:22] I think that's kind of. All I got to say these I'll be. Leaving the [8:29] other person is in private hands he wouldn't keep it on the to actual you know we [8:34] as [8:34] a county keep losing more and more and more property off the tax rolls which compromises [8:40] our ability to collect taxes and I think that's kind of important and then [8:47] the guy campground could conceivably go in where that house is right there. Is [8:52] already water and there are an appropriate size could be put in there. But the [8:59] other important thing is that I don't really see having been considered is the. [9:05] Area is prime within mitigation areas and if this transfer were to go through that [9:09] . We're going to need some mitigation areas you know whether it's sea level rise or [9:16] other building projects throughout the county that's probably far more valuable for [9:21] that. And just transferring at our tax rolls and as medication. [9:29] Thank you very much [9:31] a. Little bit on what you're [9:37] arguing. Counselor here I'm sure you're familiar with what your mandate is [9:45] and I have seen nothing that basically can make acquisitions. [9:53] Throughout the county nor anything that's not within your jurisdiction of your [9:57] title and. The Paul know site. And. You know one hand that was probably [10:03] a little in the gray area where you know it was definitely complete us. And had it [10:08] had [10:08] a little bit of something that's related to you folks but I strongly caution you to [10:13] to find out what your liability would be for that particular project Hypothetically [10:18] let's say. That rumor that you own it and let's just say they cleared the homeless [10:24] out of the homeless all come back and you get Peter Martin or someone to litigating [10:28] and shoot to relocate each of those people and I pointed that out before unless you [10:32] have [10:32] a security force out there 365247 they can't afford to have that those people are [10:38] going to come back that's where they want to be or I wouldn't get involved in that [10:42] I did if I don't think it's on here specifically is the renegotiation. [10:49] Zone with Frank Gore which. During the time that that was negotiated I did [10:55] a public records request and at that time Jack Kreiter had made how many different [11:01] attempts to get money from some other thing like you have a you have [11:05] a credit union it's related to the you know C.C.C. [11:08] Going things and all the other banks guess how many other people he looked into for [11:12] that money. If you are renegotiating this loan you have [11:17] a fiduciary duty to look at your other options before you go ahead and roll that [11:22] loan into something else and there may be cheaper money out there or there may be [11:27] better terms there may not be any strings in the current or the future attached [11:31] that many try strongly suggest you look at your options and assure that you do have [11:35] a fiduciary duty to get the best rates with the least strings attached and of [11:40] course I had [11:41] a lot of anger with the strings that were attached to that one that was unbelievable [11:44] to me and just to reiterate I'm on that lease that you have it on the budget here [11:49] for a short amount that's [11:50] a meeting on that lease was approved 5 personally offered to pay you twice as much [11:54] for that lease is what was being given and again from my opinion you're pretty sure [11:57] your duty if that time was NEGLI. It was stated that they thought he was [12:01] a better candidate or whatnot but I could have proved my ability to Tennessee and [12:05] several East that even the current lease and the other people around so I strongly [12:11] suggest on any of those leases you don't go through that process again I think was [12:15] negligent in the future you do your duty and. Allow the public and to make [12:22] peace for these kind of leases and these kind of options think. [12:37] I. Want to give you [12:40] a little bit of. Feedback on. D.C. [12:47] For the 4th of July parade. Some of you know you may not I'm your. [12:53] Region one representative. For California Water Agencies and. Once [13:00] a year sometimes twice a year I go to D.C. [13:02] To lobby for water issues over the years I have developed [13:05] a great relationship with. Paul Ryan chief of staff he's now [13:13] number 2 [13:13] a water and environment of the Interior Department and that relationship proved [13:18] very fruitful in [13:20] a lot of ways. Lera tell you when I was out. Last February. [13:27] I speak to these people about our dredging issue about and I have an on going. [13:35] Getting legislation and [13:37] a one time legislation Carvel. That our environmental process was streamlined so [13:43] the max what I spoke to him this time about was David Byrne artisanal the secretary [13:50] of interior and we know David Treuer for years he was the attorney for West and an [13:55] hour and [13:55] a good friend of ours. Specifically And I. Bring it on her because we spoke [14:02] . On the night of the 4th. And [14:09] replenishing of. Losses especially after the North. And [14:17] it's been used all over the country successfully and so combining those. And [14:22] getting those that Lang we talked about and keep talking to people about it you [14:28] plant a seed Sometimes it takes [14:29] a long time for it to mature and so that's what I do every time I'm around these [14:34] guys and. Show me. [14:44] How honored I was to be able to be and the 4th of July parade with 20 horsemen [14:49] representing. Cowboys for America of course where there is supporter of President [14:54] as [14:55] a particular. Close to my heart to represents lots of things. That [15:07] I say we work with the Obama administration we work with the Bush administration we [15:12] work with this administration on things like real equity issues in housing dredging [15:19] the harbor getting our roads you know these are issues that I feel all party lines [15:25] are we should support and we have to you all have to we work with whatever [15:29] administrations there we may like one better than the other but I try to I try to [15:34] do the job that I do for my community and for you as being [15:38] a member of. The best benefits of all of us. Go online go to my [15:45] Web page and you can see as. It was 99 degrees and 98 percent [15:51] humidity and my wife sure looked like I was in [15:56] a way. To anyway. Thank you God for. [16:12] I had [16:13] a couple of things that have been kind of negative at me and I haven't followed [16:17] this is closely as I should but I don't know I remember hearing about the problem [16:23] with the king salmon. The last time that I heard was that like you were unable to [16:29] or you couldn't get the permits to do it or whatever and so the people that have [16:33] a problem with the flooding as. Well as in the paper. Non-title [16:41] storm related flooding is going to be happening. You know I don't know what the [16:46] status of that is I just want to make sure that it's still on your radar if you [16:48] happen. Because again we're coming up to another maybe reading winner. In something [16:55] and also like to express [16:56] a little bit of concern that Richard Marx did not know that it was raining today [17:01] expressed in the same standards that he had no idea of the meeting he. Had to that [17:06] effect so maybe somebody is not listening reading their agendas or something just [17:12] a little surprising also I also heard from. Larry. That [17:20] that you guys have got all the permits to build containment. Since [17:26] dredging isn't on the agenda for say I can talk about that anyway and that included [17:32] creating kind of [17:33] a. On the property that you had to have all the. Permits to do all this and you [17:39] also have permits to use the clarifying ponds to dump the dredging from wooden [17:44] Island or to pump the dredging from Woody Allen on to. Property where the [17:50] clarifying pond is and you're also doing some sort of [17:52] a secondary hole to hold this is all from Larry to me and you have the permits for [17:59] all of this. So just yesterday I heard from somebody who taught this knowledge that [18:04] you are not allowed to put boils even in the Super Bowl because there was issues of [18:11] creating. Salt water contamination in ground water or something and I just want to [18:17] make sure that that isn't slipping by people. If it's not illegal if you're permits [18:23] really don't cover that again and we didn't have time after the meeting to go into [18:27] in-depth that because you were kind of brushing off some of these but I think it's [18:31] kind of important that if you're not allowed to do this and you say you got the [18:35] permits and does everybody like I call Fish and Wildlife you've got all the permits [18:40] or the food to go and you can start digging holes out in the. Water. [18:50] And you know again with all the flooding in. A storm related flooding I think we [18:56] need to deal with some of the. Plans around king salmon and down in the. [19:04] Area. Listening. [19:20] To. [19:57] The drudgery. Sure is going to exceed the income. And [20:04] I have. To account for. That and save money for [20:11] a story of interest or trophy so we record. For the last 4 years including those of [20:16] the reserve in the house with interest. So for this particular here it will be [20:23] a. Deficit in the verses which most of. [20:40] You could characterize. To characterize if Harvard is 3. Dollars. [20:47] And is the same as if. The [20:54] fish were treated to the lot of them on [20:58] a wall does it means there were especially for my case in this period that we're [21:04] taking credit we don't get to print money for [21:07] a little bit of. It is not good ever and you can see. [21:14] That we're spending money on this in the back in our case. [21:22] So I just want to. See my. Headline was [21:27] a little. Could be case interpreted the. 2 the [21:34] way he looked to try to figure out what it is they were talking from our village of [21:40] the exhibit B. There is [21:42] a list of. Harvard we have. The control. [21:51] Of the mortgage tax credit on this $1000.00 and so the theory [21:58] finally told. For the future of her already house for me is. [22:08] Preservative debt payments are stripped. Down to the truth of. [22:17] What is right and we're not going to. Write in the budget or spend. The. [22:27] Mortgage for you right or not or if you are. [22:36] Substantial because of course. [22:44] And. That there is radio dory free will there arise you. [22:55] Created in the British. Strategy of. [23:02] Realization we did. Produce stand still our ability to achieve in the [23:09] early enough for our other infrastructure of water around you that is sure sure. [23:17] Instead of buried in the together of the other 2 into our business managers who [23:24] will they. Continue to. Run into. Their is [23:31] evil. And what. I am so. So do I think the. [23:39] People based community. For would want to arrive at [23:44] a rational. Policy. To the agencies to oversee your [23:51] activities because they are causing part of the. Stress for this tree. And [23:58] also in. In our ability to maintain proper terms for the English and [24:05] when it's to do with the increase for for [24:08] a few those few. Fish there for we have [24:12] a phone for. Sure. And so it will. Be an issue. [24:19] These issues are. These issues are going to want. To read all of them out of the [24:25] friends we will. And the damage. We are [24:32] forced to use like. FACE. [24:43] But for you. As [24:46] a fish and Sunday and education. Questions [24:54] just for patient hold. These. [25:01] Truths to. Which we have [25:04] a lot of comedians who are this. One of it one of the [25:11] issues that came up in one of the yesterday was [25:15] a. It's under construction so. There's [25:21] a good. With the will knock of the history has [25:25] a. Day. [25:33] Will endure and probably as long as the. Heart of the dread [25:40] is in the house the place the basket this around to left higher so that in no [25:47] small critters get into the fight for good. And. [25:55] Useful is not stuff we were really just be to just. These would be trying [26:02] to get this on [26:02] a budget so. That. If this bill. [26:10] Is that were the. Operation. [26:18] Of the I believe the line item that we have under. 600. And that's. [26:25] True. And that is for the car that he is out right now it's on the district website [26:32] . So there's an additional $50000.00. For those who are out of that. [26:40] $50000.00 is to basically buy the. Preparers of those other things. [26:48] That we need to do in order to be compared to. Infinity I just want to I just want [26:54] to we have had [26:55] a permit for this expression and we have created plays and now it is change [27:01] regulation. So we have to change the screen before we will fully We don't know that [27:08] she's really we think someone's relations has changed in the last where we go [27:15] through approval my. Guess from her explanation [27:22] to myself is. The holders pretty much on [27:28] a daily basis. Days or so. [27:36] If this firm will not in this there's got to be 6 figures and. [27:45] By the time we go to the. Heart of the dollars that were [27:52] just $617.00 or so with that. Crew so. [27:59] I just I just really. Sure you always leave out the even though there's [28:03] a dollar amount is the. Small surcharge. Dollars. [28:10] History is still is known to. Hundreds of dollars. In 2 or [28:17] 3. Which will come in the budget ask $500.00 is he. [28:25] Just to clarify as our district has 2 programs from the fields away for the fields [28:29] I've heard from water all the control work. Permits we do not have. [28:37] To be scheduled to be on the ECOs for their meeting we. [28:44] Have. A mission permit everybody's working to give those ones. [28:53] Who will decide. Will they issue [28:56] a permit to dredge. And fields when people are. North. [29:03] Or they will show us where we will we hope. To schedule that we've. [29:15] How we as [29:16] a community can help with the cost is to commission even the. Very [29:25] wise as the way to do the. Weather is on the agenda or not [29:32] just in the womb. And there's probably there's probably [29:39] a couple 100 talking points that can come out very easy to lose of just for [29:45] a home away. With being [29:48] a lot of tourist budget whining because of how it will raise treated differently. [29:55] Because it's just filler [29:58] a spectacular day. Other side of this for. These [30:05] future. Is Monday August. Just saw this is. [30:12] The United States Environmental Protection Agency is going to have [30:15] a workshop here. That. Will be 2 of [30:21] 33 different time frames that can be there 10 am 230 and 7 pm [30:27] and there it is. There are still huge issues that can be very forward to help with [30:35] the cost of bridge one of the issues for beneficial reuse the product earlier [30:42] that is an item is the. Order to save dollars and. [30:49] The E.P.A. [30:50] Definition. And finds preclude all day from [30:58] using the bridge for. Directly to the beach so that is [31:05] a great place for the public to speak directly to the E.P.A. [31:09] And expand on the fact that home movies for those schools are part of nourishment [31:16] for the beach and that also has a beneficial use on this for as [31:21] a smaller carbon footprint a smaller budget item for her. And also [31:27] a pro she. Could be provided to the community if we have [31:34] a definition change. And save millions of dollars to so that is something. [31:42] To try to either all 3 of you need some talking point ideas call me. That's huge [31:50] commission be on this is another huge one. And this is [31:56] a great opportunity for us to shape to the is. In the next budget [32:03] this forest. Lost. [32:13] Over in the. Water $41.00 of the one about. [32:23] To be. Treated cool to fish and is not. [32:30] Sure of. The. [32:37] Fish will bit the words you used. To be good. [32:45] For the way it is. And you know. Marriage. [32:54] Creations are. Going to unify the physician for favors for you very much. [33:02] In the form of female evolution that. You want to work with all the environmental [33:08] groups and seize the fishermen in their will and across the spectrum so to speak [33:14] with one board the ones who will never get out of our budget. For true sustainable [33:21] . At [33:23] a low low energy basis and by the way we leverage target about. Teachers now right [33:29] Santa Cruz star. If you don't see it but it actually literally the story is [33:37] so. Unfair to. Those fish and we're going do that. [33:45] But it. Was [33:49] a fall Richard. For. [33:59] Him. [34:09] You know very hard. For this [34:16] very. Cautiously optimistic. [34:29] That we need to keep her. [34:36] Calm cool and I don't see any problems with the future ratio of being able to [34:41] generate additional service capacity because of budget surplus 5 year for him. To [34:48] write down we're right direction regulatory mechanisms. [34:56] We would have made by on the C.V. [34:58] . They would have paid for half the way to the. End to settlement [35:05] that they could use for the machine is dump and they. Got to have [35:11] a change and fundamentally for us to be fiscally sound we will give. To them [35:19] so I. Hear you go I. [35:28] Want to thank all the people you see here day. I guess a little later I get [35:33] a comment on your canceling your regular meeting. I reached out to Greg and I don't [35:38] know what time it was 10 o'clock or something and probably Greg that close enough [35:42] and at that time he wasn't aware that there was going to be [35:45] a meeting really appreciate him calling me I don't know 530 or 6 to let me know [35:50] that there was going to be [35:51] a meeting. But it's for this amount of people to show up for this meeting and it [35:57] does give the perception that if you really don't. Want to hear intentional or not [36:02] . I am going to recommend that you go back to schedule meetings during the month [36:07] you can always catch if you do your business during scheduled meetings that we know [36:12] we can schedule our time for rather than all these people shutting down what they [36:15] were doing today myself included I should be in world cricket right now I mean my [36:19] trees. Are budgeted but you're here we go. On [36:24] a budget here. You. Used to have when Paddy [36:31] Christ was here budget method it was very clean and clear and I highly recommend [36:35] that there we go back and look at what Paddy Tyson used to do because she had 2 or [36:39] 3 sheets attached to this to explain to each of the deviations and here the public [36:44] and you could understand I mean that she had [36:46] a skill set that may not be able to be duplicated but it was phenomenal if you I [36:51] think you mentioned a Schedule D. [36:53] Maybe I misunderstood but we don't have that here in the future if you're going to [36:57] mention [36:58] a schedule that we could look at it and see what you're talking about and then I've [37:02] also requested multiple times regarding the budget that we have the balance sheet [37:06] here that has your assets and liabilities all for people to see because then we can [37:11] go back and forth and understand your budget and I'm sure Mark will tell you that's [37:15] kind of [37:15] a necessary part of the pie as far as accounting and I understand your budget is to [37:19] have that with us. I do appreciate the fact that sometimes Jack rider was off by [37:26] 60 percent or more initially prophesies can come and sometimes off by 20 percent as [37:32] far as his expenses and these were both in the wrong direction this is much more [37:37] realistic budget appreciate. Who are afraid to go over to the Senate hopefully get [37:43] a sled will be in the balance sheet before it goes before the supervisors but I [37:48] highly recommend you have those in for the meeting if you don't have those things [37:53] so you can understand it being caring to what I do and budgets I'm not going to [37:58] share. Patrick's optimism. Because regulations are going to go away I think you [38:04] need to continually budget more I don't see anything in here as far as as far as [38:10] potential litigation expenses should the fishermen's lawsuit or another one or 2 [38:16] that may be coming out there which you can't assess now but that one should have [38:20] some kind of an insurer set aside based upon potential because if you're going to [38:26] buy during this you're in. Or you have more cost or if you had to refund [38:31] a significant portion of the people out here for their return or they started [38:36] illegally withholding their red dread to show that you fulfilled your contract I [38:40] think you're going to find [38:41] a cure for your way over estimated as far as your income is so I don't know exactly [38:45] how to compute those things but I think there are ways to do that potential [38:50] litigation costs and [38:52] a set aside for those things either other counties have funds for those kind of [38:55] things I don't think you have the insurance to cover that so without the insurance [38:59] I think you should be setting aside money for [39:01] a. Resolution of litigation and thank you. [39:11] For. [39:19] A couple of questions. About the. Salaries and the payroll burden. [39:26] And the fear that pressure with that means and maybe get [39:29] a little bit of explanation and. I don't see here I'm sure it's somewhere but how [39:36] many employees you know covered under that salary. And wages just kind of [39:42] interesting because you know they've got 893 in salaries and wages the payroll [39:48] burden is 673. I mean now we're talking and 900000 [39:55] that's just a 1000000 and [39:56] a half dollars is that that's just for guys to have an extra. And various point [40:01] about dredging costs. I think putting together an alley with. [40:09] Over. $5070.00 something and but if there's [40:15] another 6 figure somewhere that's also involved to be helpful. [40:23] Sure thanks. To all for. [40:31] Social Security were it's come out of. Partial. [40:38] For the. Years of. It's 34 years it will. [40:48] Probably be very. Little to be in how well P.C.'s have faith and I am [40:54] far. I want to encourage you to not vote on the budget today but to have [41:01] reschedule [41:02] a regular meeting before August because the turnout today with 24 hour days during [41:09] this meeting. Indicates to me and people I've talked with that [41:15] a lot more of the public is interested in involving themselves in understanding and [41:20] recommending things on the budget. Dredging [41:27] budget last June 27 meeting when I was here I asked Mr ocurred [41:34] where to look for [41:36] a. Surcharge as surcharge figures and I went back and I found the staff report [41:43] on July 28th. And I see that. [41:50] The last judging cycle costed $1700000.00 and none of that was from [41:56] a surcharge does when the surcharge began. On the client on the tenants for [42:03] a dredging fee. And then in the in this budget Thank you Mr [42:10] DOS for clarifying that other chunks of money have been contributed for the [42:15] permeating because that doesn't show up in the assertion that only the 620 cells [42:21] and from the dread surcharge is going to be used for the dredging there's [42:25] a community to community benefit to dredging the harbor people come from far away [42:32] money here it's icon a it's [42:35] a tourist attraction and people come here and buy fish off the dock or. Something [42:40] that the harbor should promote. To maintain [42:44] a commercial fishing harbor here. So it doesn't look like the slips are going to [42:50] get dredged this year. And maybe some of the fairways are going to get through but [42:57] probably not all of them. And so we're still going to in crab season we're going to [43:02] encounter running around at low tide in their slips sometimes getting damaged. [43:10] So it's curious to me I don't know where that $1700000.00 came from that was fin on [43:16] dredging before and by the harbor no longer has money like that spin on dredging [43:22] and so there's been [43:22] a whole lot of different transactions that have gone on land acquisitions and so on [43:28] and I am not up to date on all of those. I think it would be really helpful [43:35] to have another scheduled meeting this month so that more of the public can see the [43:41] figures and. Understand better what you're doing and give helpful [43:48] tips and advice. And that's all I am right now thank you. [43:58] Very hard. [44:08] 1st of all I want to question and this is probably for. Larry Larry [44:15] if you. Have [44:19] a question regarding the basket or screen for the. [44:29] Do we have what's the connection with that and dredging. Because you said we've [44:35] been using the pump for [44:37] a long time. And I realized you know and yes things do change and they [44:44] suddenly require you to do things I now have to have my propane tanks 5 every 5 [44:50] years because somebody got on top of it. Whereas before people ignored it so I [44:56] don't know if this is just something that somebody suddenly noticed more proof. [45:05] Right. There. In the overall for the way to [45:12] save money. On the. Contest. [45:20] In the process. For the. [45:27] Right it. Was the. Threat for the purpose to. Extract [45:34] the. Water right. Or are enough of the water or. [45:47] So it's [45:47] a pump that even though it's There is not currently in you still is. It's just. [45:57] For. Water to get. [46:06] As for. Trying to see ride this was necessarily [46:11] a drenching expands well as we're going to feel whole. Budget [46:18] this year we're not it's too expensive for us to pay top dollar for the offer oh [46:25] yeah still the creative idea to save money is why it's so fun to get [46:32] right. To the. Water you want it. [46:42] Is. Mostly for. [46:49] The for all and with the drudgery and the entire problem budgeting. [46:58] Basically. The 3 sixty's and the loss of the water and. [47:09] Basically. They died because. 330 so it's the exact [47:16] same story earlier in [47:17] a very. Very few of whom are. Right. [47:27] 3 to 4. Will be have. To do. [47:35] If we're to see those huge fees the right frankly and that's why I was wondering if [47:41] the issue. With. The whole. Idea. [47:50] Of the new standard. [47:57] There are very fine. OK good. [48:05] OK So budget. About this before and I [48:11] did not keep the old. Preliminary budget so I am just wondering [48:19] on the exhibit A utility surcharge for Woodley Island [48:26] is that. Just the surcharge for you now including the actually pay. [48:37] Because if you're not I still want to see that on here because it's easy. And I [48:42] don't see it anywhere fast not it. [48:49] Will be. Because we had the surcharge for the meter. Which are now paid [48:56] off. We're going to get paid [48:59] a surcharge which is OK by me my 5 other people objecting to that but [49:07] we are also paying for. It. And I do not see anywhere. [49:17] That big here. Which is why I'm asking. You know. There is [49:24] slip France there's a. Pair and then we get [49:29] a separate utility bill. Trust me on that one. [49:42] Specifically with. The. [49:52] Charge of the need to be. Sure. [50:03] I believe that. [50:28] Thank you for the opportunity to address this. A resident. Here [50:35] representing my own interest as [50:37] a resident taxpayer. I'd also like to start by agreeing with thank you for saying [50:42] we need [50:43] a meeting on some of these topics and I come back to that. And I think new approaches [50:49] are needed. On the $771000.00. [51:01] Being really. Using what I often describe as my friendly voice but I will [51:08] speak up and please understand. That these are intended as friendly comments and [51:14] suggestions so I think what addressed one of the things we heard earlier is there [51:18] are times. That I know you're executive director has told me he feels are mistaken [51:24] perceptions something's. [51:35] Not. For you today. It was [51:42] posted at this special meeting 25 hours in advance. Because I've been trying to [51:48] encourage people who aren't normally watching your budget. And let's try to bring [51:53] some new ideas. Asked me to meeting with proposals and solutions and I thought that [51:59] . Good idea I have 3 of my own but I can't give it to you in 3 minutes I want to [52:04] try but I think there is a need for [52:07] a meeting on this budget topic in the month of July before you submit your adopted [52:14] budget to the Board of Supervisors. The public is interested in this fiscal year [52:19] budget and in your budget process. There are members of the public that can't be [52:24] here today because of work commitments and I'm sure. The June 13th special meeting [52:31] you may recall had one member of the public present. The [52:38] Parliamentary Budget was adopted although I felt that process was Rush and I [52:42] expressed that concern to the executive director or at the time. Later at your [52:49] regular June 27th. You were informed that there was [52:53] a significant error I believe the comment you made was that it was $800.00 or [52:57] approximately 800000 dollars. It looks like you had more money in your home and [53:03] a budget that in fact you actually. I would like to clarify the question about [53:08] deficit Mr White So mentioned that it's not necessarily as missionary said you're [53:14] already in dead more than [53:16] a $1000000.00 probably 2 or $3000000.00 By my reading. But there's [53:20] a pattern going back 10 years in the effort I've made to look at your records [53:25] deficit spending therefore you have to borrow money to cover the deficit. So even [53:30] if you account for the 771000 this year's deficit being projected in your budget [53:36] package you have and. Subtract 620. $50000.00 [53:42] additionally for dredging. Deficit spending over $100000.00 that's [53:48] a concern to many of us we would like to see you succeed honestly again I'm not [53:53] trying to be critical I'm trying to bring the US some suggestions of all your [53:57] resources that you have to bring to bear on this. In this budget. And I have 3 [54:03] specific tangible examples for you later. As [54:09] a user. Who's been in the water twice this last week intends to go once again next [54:14] week we're having discussions with charter boat operators about the dredging or [54:19] lack there of the influences their ability to get out of the marina. So I support [54:24] your need to operate and maintain [54:26] a high quality facility. I believe that some new approaches are needed. And I'd [54:33] like to end with Again this request that you not adopt the budget today but [54:38] schedule either your regular meeting in July on the 25th I believe it was you have [54:43] difficulty getting a form for that into [54:46] a workshop if need be so more than 3 directors can show up for more than 2 [54:49] directors comply with it but I really believe the public perception and the [54:55] interest of your constituents you'd be well served if you would not adopt this [54:59] budget today and would have one additional meeting this month thank you very much. [55:05] There was more. At the G. [55:08] 27th meeting I asked [55:09] a question about comments your executive director had made. To go shooting the [55:14] terms of the. Because it is one of the 3 big items in your current indebtedness [55:21] and Larry has informed me that that loan expires I believe it expired approximately [55:27] April 29th of 28 I'm not sure how the loan can expire when it has but the important [55:33] thing that I find in the document that was agreed to in 24. Is that the interest [55:38] rate based on that agreement in 25 years ago can go up 5 percent over the [55:45] rate that it was agreed to initially So if you take the 3. Percent rate that it was [55:49] initially at for 4 years and add the 5 percent that you've already agreed to that's [55:54] 8 in the quarter percent interest rate that you may be I have not been able to [55:58] determine that because those. So the public would appreciate learning how you deal [56:05] with this. Debt servicing your. New fiscal year budget that you may [56:11] adopt in the future thank you. [56:29] And then they'll understand in the mission understanding. When you do especial [56:35] meeting. People. Different [56:42] you know maybe they understand it maybe they don't. Give out [56:46] a lot of phone calls here about coming in what you know it's [56:48] a budget and quite frankly I wish I'd been on another wavelength and I don't know [56:52] what I told people I. Don't know what the answer is whether there's [56:56] a problem here and. I would I would just think it would be prudent if you could [57:00] find it in your time schedule for what you have to do short of. [57:08] Maybe have [57:08] a. If you could or another meeting to give the public the 1st. QUESTION [57:16] You're being answered and I'm not I don't know whether you think that you need to [57:22] correct or not correct or whether. Your constituents in your [57:29] constituency having the feeling that. They're getting the information in [57:35] a timely manner and that. [58:02] Hi My name is Joan Romo and I'm [58:03] a humble County resident. I was looking through some of the past reports and the [58:10] staff report meeting from June 20th there was last month comedians we had to do [58:15] with some explanation of. The budget and it was after reading the staff report the [58:21] arbor district meeting of June 20th 21000 I found it was information that seemed [58:26] big and needed to be clarified in a discussion paragraph it says a discussion [58:32] a preliminary budget is essentially the 1st draft and staff and the board will [58:36] continue to meet and make adjustments until the final budget is adopted the biggest [58:41] issues that must be addressed by the repayment of the Kosi food loan associated [58:46] with removing contamination payment of property taxes that are empty too and [58:51] payment of expenses associated with. Another big expenses the 3 retirements that [58:56] occurred as [58:57] a result of collective bargaining agreements the district is responsible for the [59:00] health insurance retirees will increase from approximately $36000.00 at the [59:05] beginning of fiscal year 27 $1996000.00 in fiscal year 21000 to $20.00 as [59:12] discussed in previous meetings the focus of this year's budget. Will be on cost [59:17] containment transferred expenses wherever possible increasing revenue deferring [59:23] expenses and not taking on liabilities and that came from well to [59:30] actually from the staff meeting so I had questions when I read that I said why [59:36] isn't the dredging of the merino the 1st of the business biggest issues that must [59:40] be addressed financially instead of the 3rd on the list. What does the transfer in [59:44] expenses mean as part of the focus for this year's budget transfer expenses where [59:49] and what. What does the following expenses mean how serious is the district to not [59:55] taking on additional liabilities what credits. Do you think the district has [1:00:01] financially right now based on your debt to income ratio and your credibility to [1:00:06] pay off your loans why was the original July 11th special meeting called [1:00:10] a budget review if necessary when July 11th should be and the latest date the time [1:00:16] of budget approval could be made in order to get to the Board of Supervisors at [1:00:19] a comfortable time for them to approve the budget before August 1st why was it July [1:00:24] 25th regular meeting schedule for the final budget review adoption and transmission [1:00:29] to the board when the agenda has to be posted by July 26th for the July 30th board [1:00:35] of supervisors meeting. How much principal has been paid for the Kosi Foodland so [1:00:39] far is the public going to have any idea how the 4 grants are going to be used for [1:00:44] example the projected use in their report on actual use of the finest is in any of [1:00:49] the $187113.00 grant money that's in the budget designated for the harbor are going [1:00:55] to help with the dredging crisis. I would like to have [1:00:59] a written copy of the answers to questions please think you. [1:01:07] Can do. [1:01:22] Whatever mission for. [1:01:39] Her. Decision. [1:01:48] Another one. This parish border to. Keep my comments for that enters. [1:01:58] The whole album. Permitting in all those restrictions or something to blame for [1:02:06] overruns I do have [1:02:07] a tat restoration. Anticipate whatever you're doing. Is [1:02:15] . Reasonable as I have [1:02:17] a reasonable permeating process to get you to what your actual. And [1:02:24] a lot of things there. Is obviously multiple layers of but I don't know. [1:02:32] What your process is assessing what the cost of that or. The [1:02:38] changes you know go talk to the timber industry go talk to the gravel miners for. [1:02:44] Marijuana cultivation there are really warning about having found themselves in [1:02:48] a regulatory process that they've been avoiding for [1:02:51] a long time. To the [1:02:57] beneficiaries whatever the pipe in the screen and whoever is the beneficiary of [1:03:03] that shouldn't be. Doing that. You know when. [1:03:11] The farm and all that was. A lease braised X. [1:03:17] Number of dollars to really cover your costs. And all of that. [1:03:25] Spending to go through that process for your requirements the people out there with [1:03:31] slips are paid. Every month or they got out you know to leave and they have [1:03:38] a reasonable expectation I think that. For that that they're paying for that space [1:03:45] it's going to be serviceable. I don't think it's realistic to expect those revenue [1:03:51] sources to cover this agencies on all these other speculative if you will. [1:04:00] Never should. Have [1:04:04] a movie Man of. The environmental restrictions promoting it all that's more [1:04:09] restrictive I deal with that every day is just something this. Part of the world [1:04:15] these days and you just have to budget to deal with it and make sure that the [1:04:22] beneficiaries whoever the entity is painful for that project is bearing the cost [1:04:27] for that I don't think it's fair at all to put it on the backs before already every [1:04:32] month for things that are. Consuming [1:04:35] a lot. Of. Legal Counsel and executive director and all that. [1:04:43] Have put that on the backs of people who are paid for the reasonable expectations [1:04:47] for having [1:04:48] a serviceable facility for operating their business so thank you. For [1:05:03] . [1:05:28] It was discussed before this is. The series. [1:05:37] Were scheduled. For. This. [1:05:45] Will. Go. [1:05:54] Through I. Wish he was. The. Give. [1:06:03] To the supervisors it does not go on the board of supervisors and transfer it is to [1:06:09] the. C.E.O.'s office and now for you and so. [1:06:17] To the proof. Of. [1:06:31] The changes to numbers coming out of the structure. [1:06:39] Of if you are. Going to as the. [1:06:46] I think the focus of. This trip. [1:06:54] Is. To see common ground among your new numbers show that of the forward [1:07:01] in a way that is fresh and the current policy is not a science based there's not [1:07:06] a shred of science fair the bullet hitting data on the smell that operate in honor [1:07:11] of a cautionary for people to tear milk at home with [1:07:15] a. Legal system from what other people systems in California are last seen as [1:07:22] a result of industrial I would. Have the heart of. Anything at all to feed their [1:07:29] democracy and they regulate us here when why we have wild and healthy population [1:07:35] this for civil with the already sure where even to school is arbitrary and is not. [1:07:41] Remediable the. Preserve we have to deal with decision holes in that the issue in [1:07:47] the bush is. Natural we go next. To. [1:08:03] Here are the. 3. Came out here [1:08:10] it is. A. Lot more than. [1:08:17] The. Reviews. Are [1:08:24] if you Director. [1:08:34] Or if. [1:08:42] It is. Who want to have it for. Your life if you do have. [1:08:50] Very little or maybe not [1:08:52] a full evolution. Stream [1:09:02] . Of some of these issues. [1:09:09] You know are canceling the other me. If I don't. [1:09:18] Like to see is. That I often hear of. [1:09:29] You know if there is intentional or not. [1:09:37] Or. Anything. So I. [1:09:48] Found another. [1:10:04] If it was if people. [1:10:17] Really are. [1:10:24] Pushing. For you to do. [1:10:35] Some of the similar. But. [1:10:42] Not. If. You see. [1:10:50] The. [1:11:14] Budget amendments. Of Iran in the. Near. Future. [1:11:23] You. [1:11:34] May. Be. Or be. [1:11:42] Ready in the. Interest. Of the lives to anybody for [1:11:49] me. To. Be. The [1:11:56] prettiest here. Last year of. Last 2 games are. [1:12:03] Just for the do [1:12:04] a series of these socially to own over on the fly why we're [1:12:11] OK We don't want to do is up to the because we. Feel slightly. [1:12:21] For the whole series of the live and so forth. [1:12:28] Each individual of the table over the last 2 or even. More is. [1:12:35] Close to this in lieu of 2 members of the community as social into it closed doors [1:12:42] to the public and have the opportunity to see and hear of even the interest of so [1:12:47] that what Mark are saying is that if there are [1:12:50] a major part of the forgers of the budget and we have to adjust and so then that [1:12:55] would. Be. Kind of where that came [1:13:02] from. Reserve after. [1:13:12] Our own motion for. Free or Die. When. [1:13:19] It is true of [1:13:21] a few years never. Sees the resolution. Or [1:13:28] do the. Put in the order. [1:13:36] To. Forward it to you. [1:13:44] For [1:13:44] a vision. You. Very honestly. Hope [1:13:53] to. Offer for your. [1:14:02] Commission. [1:14:11] Worthy. Right. Here on the. [1:14:24] Radio for. The 1st few years for you if. You're interested [1:14:31] in where we are and what we're. For the record for and. [1:14:40] We. [1:14:50] Will. Give [1:14:52] a yes. I'm. Sure that you have. [1:15:02] Proof. Of the. [1:15:11] Cancellation of the live one for me and. For. [1:15:18] More on. [1:15:25] What. The volatile situation the regime and we're going to have. [1:15:34] The interest of the word the day if more of the. [1:15:43] Town through. The end of. [1:15:51] A. Suitcase. [1:16:12] If. My feeling [1:16:19] is. If you want [1:16:22] a. Life. And if. [1:16:30] You. Were to. Give. For. [1:16:37] The old you so here's the. Question [1:16:44] for. The. Also leave the [1:16:51] room if. It is 1st see some more information. [1:16:58] That is in the. Bill. For. The [1:17:05] mission. Is. [1:17:19] Consistency. And if you want to do [1:17:25] the. [1:17:33] Work. In. [1:17:42] This regard is. We advise. [1:17:49] Favorite is staff and so. Very fair are we doing [1:17:56] widespread brainstorming or come [1:17:59] a little concerned. Sure. I would like. [1:18:07] I would like to add that in the near future. I do hear the. Media. [1:18:19] If we're going to do [1:18:19] a meeting between the $9.00 to $14.00 to the special meeting I think. [1:18:27] TO is very well known and you also may feel caught into that meeting. [1:18:36] And I like to see as. The forward with an open discussion of. [1:18:45] The obvious for. Those whom I felt so close to meeting on July 25. [1:19:04] Will. Use this time today from the [1:19:11] previous. [1:19:22] Evening to. [1:19:36] Give. [1:19:47] This will. [1:19:59] Give. I. [1:20:22] Wanna. Go home. [1:20:33] Or I fear if. [1:20:40] It isn't is if. The. President. Would. [1:20:47] Give us a call for [1:20:49] a few more. Gave [1:20:57] the. Order to hear. That higher [1:21:03] level. [1:21:10] What if. [1:21:21] There's going to be every meeting everyone in this is very. [1:21:30] Very. Hard is. Going to be here in. [1:21:41] The. First shot. Or. [1:21:56] Are we just. You know we do seem to find shows is [1:22:03] increasingly the. More than one of the. 2 structures fatal. [1:22:11] To the. I don't know more of it in terms 3 of us where if i'm [1:22:18] sure what the way it works. [1:22:28] It will. Benefit. Things that is chronicled in conversations with structure. [1:22:36] And. I'm a little concerned with news of [1:22:42] a far reaching to play with. Visions for [1:22:46] a. Bridge kind of world [1:22:54] order where we need to so I think that we really the whole field of readers will [1:23:02] misunderstand that. And there needs to be more clarity and Wolf of. [1:23:10] Mine. Who was. Just lawyers for both of. [1:23:19] Us or. Even Or. Heard of it is that he [1:23:25] is really not supposed to. Work. In. [1:23:36] Misinformation. And. I [1:23:43] think. If you do it RINGBACK. For [1:23:50] the. Good old one pay for it in. Your IT. [1:23:58] Or. I think it's [1:24:02] a good idea that. To eat that shit or something. Is very easy in our earth. [1:24:16] Is still [1:24:16] a. Fair game rooms if. The [1:24:24] . Patients that. [1:24:32] Are related. And leave just just as it will happen to. [1:24:39] Will. Still. [1:24:48] Be placed. [1:24:55] It's just it's just. [1:25:06] Here here. To. Fish. [1:25:30] For the fish. [1:25:42] Are not. Very. Big here in. [1:25:50] The history of. This is. [1:26:03] I think he's It is. Very clear. [1:26:13] That he. Is. [1:26:23] The. One. [1:26:34] For. [1:26:42] A. Very. Very. [1:26:50] Easy. [1:27:04] And. [1:27:18] I feel. Sorry for. The genders I don't. [1:27:30] Really. Not hear is. There [1:27:35] a. Shortage of whether [1:27:40] a given their meeting will be the question is are we going to have the. Forest for [1:27:46] the. Wife or are you scared or Monday or. [1:27:53] So. For. [1:28:08] Ask [1:28:08] a friend appreciate the clarity of the time and the place and location. That's great [1:28:13] . I just I do have to have to go and it regarding the staff scheduling and [1:28:19] scheduling in the future is totally called for on the assertion that this meeting [1:28:25] was scheduled. For today and if in the primary circumstantial evidence of people [1:28:31] who weren't aware of it is your chairperson Greg Taylor and Richard Marx So if your [1:28:35] staff isn't aware of it how can the public interpret the schedule that are out [1:28:41] there out of the air so you know I just did say it's something that I will totally [1:28:45] dispute there and. We all can maybe agree or disagree with where you are but I do [1:28:52] appreciate the transcriber particularly concur that you know if I want to talk to [1:28:56] really really DOS You know we could have [1:28:58] a meeting maybe we'll have it so I'm going to restore him find some way to do with [1:29:02] everybody and Guy didn't you never know I might even put it out there I can ask you [1:29:06] why the writer of the labor or even the. Virtue of [1:29:10] a lot of the shoulder quote I mean you know these are humans that he regarded I [1:29:15] just didn't have time to do I didn't have time to go over it hard to see figure [1:29:19] things out your budget that is really being handled and I don't think you gave it [1:29:25] to your staff and stated it will require to see if we have flaws and especially [1:29:30] with Patty Tyson was doing before so that's part of the reason why I support you [1:29:34] know your motion but I also support Larry being willing to meet and you know other [1:29:40] form enough if you don't want to be part of those things when you want to but [1:29:43] you're asking us to come to meetings to help have your back and I don't think [1:29:48] that's going to happen my guess Thing is I think you're asking us to come and have [1:29:51] your back but if you're really not willing to have harsh in these issues and that's [1:29:55] an ASP with both ways so I think [1:29:57] a little bit selfish. Really hard to come up with more [1:30:04] ideas here from people in this room who are way smarter than the average thought [1:30:09] out some things that I think you could benefit from but you really don't seem to [1:30:12] want to hear us so maybe we're going to take our money and our playbook and our [1:30:16] support including [1:30:17] a connection with the Coastal Commission here. This which we feel appropriate Thank [1:30:22] you. [1:30:30] Larry I think it's [1:30:31] a brilliant idea and I. See any meeting is canceled. And [1:30:38] perhaps some other meetings as well or other workshops developed as well now are [1:30:44] very saying is this is just an old friend here was where he got they were not [1:30:49] making decisions is not on anything it's a very Without [1:30:53] a doubt it really will bring some brilliant idea I mean what I mean I'm here in the [1:30:58] hall you guys are here and. Then you don't want to hear us fly around something if [1:31:04] it's brilliant as that is there is won't stick his neck out and I think he's the [1:31:09] right guy to do it because he's not that controversial I mean maybe we can make him [1:31:15] that way I don't know. You know I don't know what you're afraid of That's why do [1:31:21] you really like [1:31:22] a bigger discussion what are you afraid of with. 2 I would [1:31:29] say maybe even just 3 subjects. And then just have [1:31:34] a facilitator identify with our as you know some sort of structure but this is [1:31:39] a part of [1:31:39] a learning curve because there are some brilliant people in this community and the [1:31:44] more you guys shut off of that yet expect us to show up at the close commission [1:31:49] N.E.V. [1:31:49] A meeting. We care about is crazy and I think you guys got to hold [1:31:57] and be receptive to some of the good ideas because. We want this to succeed and I [1:32:02] think that. Dredging it seems like you don't want to have any other subject to [1:32:08] discuss and I think that's fair it is an important discussion for sure but there [1:32:13] are some other issues that I think you've got to be here certainly hold of for [1:32:18] a reason. It's workshops and maybe you might want to thank you. [1:32:29] For your of our. [1:32:37] Document that I was referring to before the staff report. Had on here why [1:32:44] $11.00 to 12 pm special meeting the budget review if necessary. If necessary to me [1:32:51] that it was an option and the decision right 25th [1:32:55] a regular meeting final budget review adoption and transmissions of more [1:32:58] supervisors so. I get very frustrated and knowing it's never been and is now and [1:33:05] how many times are you going to change I look on the Internet to find out well is [1:33:11] this meeting going to be on the things on the Internet well what time is it to be [1:33:14] high I don't know but I have been have 24 hours to put on our case was just before [1:33:19] 12 o'clock yesterday so it's going to be at 1230 today there's no consistency when [1:33:24] the meetings are going to be what kind of going to be and what's going to be on the [1:33:28] agenda so when this one says If necessary for this meeting today and now it's [1:33:33] suddenly the head of the decisions being made today and the 25th being cancelled. [1:33:38] How can we trust the validity of what you say and what you put in the paper and [1:33:42] what happened is that's my frustration that I'm getting right now it changes so [1:33:47] quickly and so much we have to be on the Internet every day to find out what time [1:33:51] it is going to be when the special meeting going to be now it's going to be on [1:33:53] Monday the 12th I mean it's like come on people it's going to be the 4th. And maybe [1:34:00] you have one or 2 special meetings but this is getting ridiculous as far as [1:34:05] communication and keeping an honest open transparent time to have meetings and [1:34:10] what's happening and so if you want I mean these decisions should have been made [1:34:13] before I called up with mission today to find out about the process of how to get. [1:34:21] To the Board of Supervisors and what I was told today was that they have to be [1:34:26] reviewed. By Wednesday so they can be on the board of supervisors by the following [1:34:31] Tuesday and no matter when you put a budget and it has [1:34:35] a process to go through that has to be approved before it gets on the board [1:34:38] supervisors and so I don't like this Budget was started in Q one if you did maybe [1:34:45] Next you need to put it up to April and so you don't put yourself against [1:34:49] a brick wall here of August 1st to me this is stupid this is like not play any I'm [1:34:53] not betting and if you can't take your I shared [1:34:56] a schedule how do you take your the monetary budget schedules Thank you. [1:35:09] For. That with great [1:35:16] commission or to. Much time to be put up with that. [1:35:28] I really want to use my friendly suggestive approach. And I want to thank [1:35:35] Commissioner Das for his proposal of the workshop. And I want to clarify that what [1:35:40] was your question few minutes ago which by myself was not just [1:35:44] a one topic workshop on dredging we really do have an idea of what you need. But I [1:35:51] am sad to say that adopting the budget will draw additional critique so you have [1:35:56] succeeded in confirming [1:35:59] a bad. Oppression that some members of the public have how you function and the [1:36:03] actions that you choose to take. Because on May 8th the document that your [1:36:09] executive director. Circulated showed today's meeting Joan said he if needed but [1:36:16] also said that there would be [1:36:17] a meeting on July 25th that means that it has been out in the public for review for [1:36:22] 2 months the public had 25 hours to adjust to today's meeting so I think you made [1:36:29] a mistake but. It is. [1:36:37] Example of you discouraging public participation rather than. [1:36:44] What people sometimes say there's an appearance you don't like. It's unfortunate [1:36:50] and how much time. [1:36:57] Trying to be friendly and supportive it's hard for me to find things to say for [1:37:01] that last night and again I'm sorry to say that because you need the help thank you [1:37:04] very much. [1:37:20] I called the. Day before yesterday and. [1:37:27] Did not know what time the meeting would be she told me that I had read 24 hours [1:37:33] notice. I checked the internet it. And then [1:37:41] again after and found that it was going to be noon. Today or [1:37:48] 1230. And. I. It's [1:37:53] a problem for people who are working they can't come in the middle of the day. [1:38:00] You're missing out on [1:38:01] a lot of public input that would could feel very helpful if you. [1:38:21] Care for. The. [1:38:29] Harder. [1:38:41] It would be my right to forget to join to to you. Or [1:38:48] to form [1:38:49] a new version. Of. Fear [1:38:59] . [1:39:07] For our. Title. [1:39:15] For. More than. A. [1:39:22] Few.
