[3:35] Start with the pledge. I pledge allegiance to the flag of the United [3:40] States of America and to the republic for which it stands. One nation under [3:46] God, indivisible, with liberty and justice for all. [3:51] » Morning all. [3:55] » Call the meeting to order. Uh approve the agenda is printed unless you [4:01] have something to change. Yes, we have resolution [4:09] for authorizing an interfund advance from the Humble from Humble County to [4:14] the Humble County Conservation for the Trail Connection Project. [4:19] » So, are you doing that when Todd's here or is that when you want to put that in, [4:25] » please? >> So, we have a resolution. [4:31] I'll make a motion to approve that agenda with a change. [4:35] » That all changes. >> Yeah. [4:37] » All right. So, we have a motion and a second. [4:40] » All in favor? >> I [4:43] » opposed. Same sign. Agenda is approved. Minutes from the 22nd. [4:51] [clears throat] >> I'll make a motion to approve the [4:54] minutes from the 22nd. >> I'll second. [4:57] » Did we get in? This is uh Did we get in there [5:04] or Kevin Cord's request? >> It's in there. I didn't get it all read. [5:17] » Yes. Uh all that we would like to have a statement at if 4.6 ordinance feeding. [5:25] » Okay. As long as it's in there. Yeah. All right, we have a motion. [5:31] » A second >> and a second. Any discussion? All in [5:34] favor? I I >> oppose. Same sign. Motion carries. [5:38] General public concern. You got any public concerns? [5:45] » I just have to pick on you a little bit here. [5:47] » All right. We have a presentation from Ashley Emik. Um, [5:53] I'm not even going to begin to say all of the names on your [5:57] building down here. I just put humble attorneys when I write a check for mine. [6:02] » But she has a commemorative flag of 250ear flag from the bars bar [6:09] association. >> Thank you. Yes. Um, so my name is Ashley [6:14] Emick. I am the president of the Humble County Bar Association and I'm here [6:19] today on behalf of the Iowa Bar Association and they are presenting um [6:25] to each of the 99 counties um a commemorative 250th anniversary flag [6:31] along with the certificate to the board of supervisors. Um, and what this says [6:36] simply is that as the United States prepares to commemorate its 250th [6:41] anniversary in 2026, the Iowa State Bar Association and the Iowa State Bar [6:45] Association Foundation proudly recognize the endur enduring role of lawyers in [6:50] shaping, preserving, and defending our constitutional democracy. From the [6:54] earliest days of our nation, um, they have played a central role in the [6:57] creation of the Constitution and Bill of Rights. Many of the framers including [7:00] James Madison, Alexander Hamilton, and John Adams were trained and committed to [7:04] the principles of due process, liberty, and separation of powers. Their insight [7:09] established a system of government grounded not in the authority of the [7:13] monarch, but in the enduring strength of the law. They continue to safeguard [7:17] these founding ideals and courthouse houses across Iowa and throughout the [7:21] nation. We work to uphold the constitutional rights, pursue justice, [7:25] and ensure that the laws of free society are applied fairly and faithfully. [7:29] Service helps strengthen public trust in our legal system, and affirms that the [7:33] Constitution belongs to all people. In recognition of this anniversary, the [7:37] Iowa State Bar Association and the foundation are honored to present the [7:40] commemorative 250th anniversary flag to the courouses of each of Iowa's 99 [7:46] counties. Displayed alongside this message, the flag stands as a symbol of [7:50] our shared history and an enduring reminder of the constitutional [7:53] principles that unite and sustain our nation. [7:57] Thank you for allowing me to come and present this to you. It is my pleasure. [8:02] » Oh, we appreciate you coming and doing it. [8:04] » Yes. Thank you. >> Thank you very much. [8:06] » Thank you. Thank you very much for your service. [8:09] » It will be up on Thursday when the high school kids come up and help put our [8:13] flags up for with the Veterans Day. our football kids come up and [8:18] [clears throat] help do that. So, we thank you. [8:20] » Yeah. Thank you guys. Thank you. >> Okay. [8:31] » All right. We have the Veterans Associ [8:37] commissioner, uh, David. [clears throat] Welcome. [8:41] » Thank you. We had five applications for the position of veterans affairs [8:46] director and it was not an easy process. Um we did have a little bit of [8:52] conversation about who we were going to choose but we chose Julie Klener uh who [8:58] we feel is very well qualified for the position and we would like your approval [9:02] for the uh pay and for the position we are offering her. [9:10] Okay. Um, I'll make a motion to hire Julie Kler, veterans fair director, $25 [9:16] an hour for 25 hours a week. >> I'll second. [9:20] » All right, we have a motion [clears throat] and a second and a frog [9:23] in my throat here that um we make this higher. Um, any more discussion? [9:33] All in favor? >> I oppose. Same sign. Motion carries. [9:40] Hey, may I ask permission to paint my >> May you ask permission color [9:47] » army green? >> Mr. Gray something so they don't feel [9:52] like they're going into the this desert. >> I don't see a problem with it. [9:56] » Okay. I have the paint. I have everything I need. Just want to go. [10:02] » Well, >> let them know it's a whole new [10:05] » Absolutely. >> Okay. [10:08] You want to give any background? I some of your [10:12] » you were telling us easy earlier that you might drop some of the names because [10:17] people are listening to give away some of your relation in town so that they [10:22] all know >> I know Jold. The first thing they say [10:25] are you Jold sister? >> Okay sister [10:29] spent 13 years active duty air force. Loved it. Got out of them because I had [10:34] twins. I didn't want to wait. something. >> Well, welcome. [10:38] » Thank you. >> Yes, we welcome you. [10:40] » I like it very much. I wish that it would your temperature would even out, [10:44] but >> it does. [10:46] » But February evens out >> then. Then you long for days like this [10:52] when it's 40 below. But >> it's here two weeks and so all four [10:56] seasons. >> It is a It kind of bites you someplace. [11:03] But we do appreciate you coming and helping us out. [11:08] » I do my best. >> All right. Thank you again. [11:11] » Thank you. >> I have a doctor's appointment I have to [11:13] get to. >> All right. [11:14] » She has work to do. >> Well, thank you. [11:22] [clears throat] >> All right. [11:25] Looks like Todd. >> Okay. Um, I think you're all aware it's [11:30] been a little bit of a bump bumpy ride with the seasonal part-time so far. So, [11:35] uh, I would like to bring Ray Matson on board. Um, Ray worked for Qua for 24 [11:43] years. I recently he retired, was on the fire [11:48] department for a long time. And I guess in talking to the guys that were on with [11:52] him, uh, they said if they had five Ray Madsons, they wouldn't need anybody [11:56] else. So if he comes highly recommended >> would really like to bring him on board. [12:08] » Well, [12:11] » looking for a motion. >> I make a motion to go ahead Ray Manson [12:15] for part-time seasonal position with 2150 an hour. [12:19] » Second it. >> We have a motion and a second for the [12:22] hire of Ray Madson. Any other discussion? [12:26] All in favor? I >> oppose. Same sign. [12:36] » Then we have a [12:40] a addition on to the agenda this morning [12:46] resolution, [clears throat] excuse me, [12:50] for the trail. So, I guess I'm trying to get caught up here. Um, this resolution [12:58] [clears throat] will take the place of the other resolution that we had [13:02] » for the trail. >> Can we explain that? So, everyone else [13:07] is on the >> lean into this, but I'm going to rely on [13:12] Janet and Trish to kind of coach me through it if that's okay with both of [13:17] you. before we had it set up where you were going to get 50% of the camping [13:23] funds from [clears throat] the >> for the next three. [13:28] » Um, in talking to Janet and Trish, uh, there was some [13:35] she had to jump through some extra paperwork with that type of arrangement [13:39] that both of them were a little leerary of, which understandable. Um, I talked [13:45] to them last week and Trish Trish suggested [13:50] maybe kind of pivoting to more of a letting us keep a 100% of the camping [13:58] revenue in lie of the interdep departmental [14:03] transfer. It's still kind of departmental, but [14:09] this way it's >> kind of I guess I still call it a loan, [14:12] but it's >> it's still a transfer within funds is [14:16] what it is. >> It just simplifies it from one location [14:21] primarily then it was like two. It was still, it [14:25] still affects the general basic fund because the camp fees and rentals were [14:33] going into general basic before. But this way it [14:39] it's a it simplifies it for my side and for the banking side for Janna. And then [14:45] the funds will go into the land acquisition [14:50] fund where you can retain that money and you don't lose it yearly. [14:57] And currently there's a $31,000 balance in land acquisition. Rep's [15:03] 20,000 I think it was. So then that gives you [15:08] access to about 200,000 for the easements and acquiring them for the [15:16] trail. And I know we talked um you'd be looking at a similar three-year [15:24] thing, but it would be kind of a I'd come and report to you annually, [15:29] let you know what the money had been used for, let you know where we're [15:32] sitting financially, see if our budget's okay to continue to [15:37] do it so that you're you're not sticking your neck out three years. You could [15:42] look at it every year instead. So, there's a little more flexibility, maybe [15:46] a little more accountability. Um, [15:50] » and seems >> I guess I did change that. I'm sorry. [15:54] » Okay, I misspoke. Never mind. >> Okay. [15:58] » Um, [clears throat] I have it for 150 up to 150,000 and then it goes back [16:05] [clears throat] to the general and then the board can decide how to allocate. [16:09] That way they have there's a clear path through resolutions [16:14] on how it's done. >> I'm just [16:18] trying to cover all bases. >> So where I'm assuming then the hard pack [16:25] money will >> that'll go into his land acquisition [16:29] » goes into the land acquisition fund as well. [16:32] » Talk to them and they're willing to cut a check after they have a meeting on the [16:36] 7th. I have roughly 20 grand that grow into it. At this point proceeds from [16:45] their ride going forward will go towards that project. So their goal is to [16:51] eventually contribute 40,000 to the project total. [16:57] And that way I think that this way clarifies it a little better hopefully [17:04] and everything has um [17:10] » written track [17:14] it >> just a little better than it was before. [17:17] » Yeah. So we can give you guys miss receipts to show yes [17:20] » the money coming in as most the claims going out. So we will keep a file on [17:25] that so you guys know exactly what everything's being spent for and what's [17:28] coming in as donations and grants and all that. [17:32] » It's a better structure for an audit to be performed without correct. [17:37] » Yeah. And then you guys can always revisit it. [17:41] » So my only question is is when we're enacting a new resolution, do we resend [17:48] the old resolution? >> I would. Or does this one just supersede [17:53] it and we just go with this one? I'm asking. I don't know. [17:56] » I don't either. >> Correct. When I need all days, John [17:59] doesn't come. [clears throat] [18:05] » That's when they start. >> Every year you guys pass these [18:09] » resolutions for me to be able to construction. You never [18:14] » can Can you guys hear me? >> There you Oh, okay. Hi there. [18:21] You [clears throat] know, I I don't know for sure, [18:24] Mike, how that works. If it's if the new one supersedes the old one or if you [18:29] have to resend the old resolution, I really don't know. [18:33] » Well, I don't think we'd be out of line to just say if we had the number [18:39] » this this resolution is replacing the >> Yeah. [18:43] » current one >> any previous ones. [18:47] Can we can we in in the process of this say this supersedes in in the the [18:52] comments so it's recorded this resolution will supersede the previous [18:55] resolutions and and uh we'll abide by this one from this day forward. Would [19:00] that something like that work or hunt the other one down and and resend? [19:05] » I I do believe it would work, Mike. >> Okay, [19:08] » perfect. >> I'll second Mike's motion. [laughter] [19:13] There we are. >> I wanted to remember. [19:18] » We have a motion and a second >> to uh what is the number? I didn't hear [19:24] the >> 2026-29. [19:27] So 29 uh 2026-09 and it will supersede the first [19:35] resolution for the trails in the 50% and that argument that we had for quite some [19:45] time but any other discussion all in favor. [19:53] All right, we have Bob. >> Hi, [19:56] » Mike. >> Hi, [19:57] » uh, Dennis. >> Hi. [19:59] » And I think that's Rick on the phone. >> Yeah. Hi. [20:03] » And Bruce's eye as well. All eyes. So, [20:10] we're good, Todd. >> Yes. [20:12] » All right. >> And as this moves along, if you have [20:15] questions, don't hesitate to reach out to me. [20:17] » Well, I'm guessing that probably won't have a issue with that. [20:22] Okay. >> I mean, there [20:25] » Corey Benz did some workout on DB62 cross the bike trail by gym days. [20:31] » By gym days. Yes. I just drove it [20:35] last week. I don't remember what day. And there's a where he he crossed it. [20:40] It's It's kind of rough right there. I'm just giving you a [20:44] gonna get a load of rock over there. Perfect. [20:47] » Today or tomorrow. It's on the list. Yes. I know that two last week and I [20:51] thought boy we got smooth. So yes, thank you though. [20:56] » All right. Anything else? [21:08] » Keep an eye on those two new hires. Just [21:13] » Yeah. >> Well, if Ray does what he does in his [21:16] yard, it'll scare most people on him. But in the parks because the guy never [21:20] slows down. >> No, I don't. [21:24] » In the fall, he's like the chasing guy. I think he's three houses down getting [21:28] leaves. But >> I play softball, but I [21:33] » All right, man. >> You're up. [21:40] » Rick, we got a I didn't know if you were on. [21:43] » Yeah, I am. 250 year flag from the bar association that we can hang out in the [21:49] when kids put the flags up on Thursday. >> Oh, really? [21:53] » Yeah, it's pretty neat. >> Oh, cool. [21:58] » Morning. Morning. >> Oh, jeez. [22:00] » Oh, garage door opener. >> It goes to the [22:04] » get you into the get the pickup for the parade. So, [22:07] » Oh, cool. We'll get it >> washed and [22:10] » Oh, you're detailed up. >> I'll be in my I'll be in my pickup. [22:14] Okay. Well, I'll drive it. I don't I'll get it. [22:17] [clears throat] >> Just so you all know we're trying to No, [22:20] we're trying to figure out all of the >> It'll be It'll be the new one. [22:24] » It'll be the >> We're gray one down here at the [22:29] elevator. >> You're thinking [22:31] that way. They don't have to be down. [22:36] No parking. >> We'll get to that hopefully. [22:41] » Okay. >> Yeah. So, we'll get that washed and [22:44] washed and detailed. >> If I brought mine up, would you wash it, [22:47] too? >> I can I can have our summer intern do it [22:52] to the people. >> Uh, first item that I've got on the [22:58] agenda is to approve an application to work in the county's rightway for [23:03] Mid-Americ Energy to Bore Underground and Overhead Line uh Southtown on Gosh [23:10] Park Road. Uh the address >> 2428. [23:14] » There you go. 2428 Gosh Park Road. >> I would think they have everything in [23:18] order and all everything taken care of. >> Would the moratorum or the ordinance [23:23] that we haven't passed apply to this in any way, shape or form or no? [23:27] » No. Because the one for electrical you guys [23:32] » rescended back >> rescended back. There's no moratorum for [23:37] » for electrical. I'll make a motion to approve the work the kind right away [23:41] from Mid America at 2428 Gotch Park Road. [23:47] » We have a motion and a second. >> Yes. [23:50] » Any other discussion? >> All in favor? [23:53] » I oppose. Same sign. Motion carries. [24:00] Uh but back to that I think even if they were following through with that that [24:07] doesn't that doesn't address existing lines that are already in place. It's [24:12] mainly for future development. >> These are the people that I was in touch [24:16] with me and asked me about this prior to that. That's why we we approached that. [24:20] % that's only the reason I'm asking because um this is why they got up [24:27] » was to be able to maintain that >> worried about existence to be able to do [24:31] what they want to do out there need to do out there. So thank you. [24:35] Uh the second item that I've got on the agenda is to approve an application to [24:40] work in the county's rightway with uh Gary Jensen for doing a tile repair [24:45] there by uh Randy Davis's place on Colorado. Um [24:52] Gary reached out to me. I think it was two Fridays ago. Uh needed to do some [25:01] repair work and and the tile worked its way out into the rideway. Um, I told him [25:08] it was too late for the agenda to approve on Monday, but [25:13] he's a contractor in good standing with the county for doing tower repair. So, I [25:18] just gave him the permission to go ahead and do it with the understanding that [25:22] I'd get the board's permission and then I forgot to do it last week with all of [25:27] the >> uh [25:30] second reading Yeah. >> items. So, I'm bringing it to you this [25:35] week, but he was able to get the repair done. [25:41] » I'll make a motion to approve application work for the county right [25:44] away for Journey to add Randy Gibson's residence. [25:49] » You have a motion. >> I'll second and a second. Any more [25:53] discussion? All in favor? I post the same sign. Motion carried. [26:03] This is one that I just need a signature on. This was the fuel quotes that we [26:08] approved uh [26:12] last week. >> Last week, [26:14] » the date. >> Yes. So, it's just the contract that's [26:19] tied with that. [26:25] » Thank you. Uh, [26:30] next item, Murray Bridge. [26:33] » Murray Bridge Dave is an oversized copy of the bridge [26:40] inspection reports with [26:45] pictures, notes, uh, etc. Um, I sent you guys an email [26:52] with the a bridged version, but uh to summarize, Chuck Britson came [27:00] on June 10th of this year to inspect Murray Bridge after the May 5th [27:09] accident. Uh, their observations were similar to [27:13] what we had all seen when we were out there visiting it. Uh the west rails [27:18] were hit on uh both sides of the road. The south beam [27:24] uh was twisted and failed. Uh multiple vertical members [27:32] experienced uh hitting damage without tearing as well as hitting damage with [27:39] tearing. Um [27:42] there was seven vertical members that were hit and twisted. Uh an additional [27:50] seven vertical members that were hit and showed bowing out away from the bridge. [27:57] Um a total of eight vertical members that had [28:03] uh significant damage to them. Um, I'm sorry, eight vertical members that [28:09] showed damage with two showing significant damage. Uh, Chuck Britson's [28:14] recommendation is that the bridge remains closed to all traffic. And their [28:20] verbiage or their reasoning for that is according to Iowa when it comes to [28:26] bridges, you can't load rate a bridge for less than three tons. and this [28:31] bridge was already at three tons prior to the the hitting and damage that was [28:38] done. Um they did say that uh repairs could possibly be done though [28:49] looking at the amount of damage it would be significant repairs and some of the [28:54] repairs that would need to be done. you would almost have to pick up the bridge, [28:58] move it to dry land, do the repairs, and then move the bridge back out on [29:03] to the peers, making it fiscally irresponsible for us to [29:10] » Yeah. >> try and attempt [29:12] » costwise would not be good. >> Yeah. [29:16] » So, you said the eight that had either bent moved or are those the [29:23] crisscross or those board on top? Those are the straight up and down vertical [29:27] members. >> So there's eight of them and there's [29:30] only one, two, three, four, five, six on each side. So eight of the 12 [29:36] » got hit. So um six of those had minor hits. Uh two of them were pretty [29:45] substantial where they bowed out and twisted. [29:51] So, >> do we have any information on that? [29:56] » Sheriff's department has been looking into [30:00] every reported name that's come out. Um, >> somebody will spill it someday. It'll [30:07] come out someday. >> Yeah. [30:09] » Yeah. I mean, it's >> delayed by them. But [30:15] » every time we hear a name, we pass it on to the sheriff's department and they [30:21] look into it. I mean, I I I haven't turned in a [30:26] certain guy that I know that runs a sign installation company that [30:32] has a boom lift >> was reported in the area. [30:36] » Yeah. Yeah. I think it was Harry and Bob signs was [30:40] » Bob and Are we gonna make sure that it's closed [30:45] off well so people cannot go? >> Yeah. So it is it is closed off nice. I [30:50] thought I mean I see that >> the day that we the day that we went uh [30:56] out on site on the 5th. We had loads of rock delivered on both sides of the [31:01] road, dumped on the road, and then we placed fence and and barricades [31:06] uh just on the outside of those. The the public has been very respectful. [31:14] » Fields anymore? >> Nope. [31:16] » Yeah. >> Nope. I mean, they've been they've been [31:18] very respectful at uh leaving those piles of rock and and the signs in [31:23] place. Um, I do know quite a few people have gone out there and basically fished [31:30] off of the bridge since its closure. >> Is that safe? [31:36] » It It's safe for for walking pedestrian traffic. Um my questions for the bridge [31:44] inspectors last week when he turned in the report [31:49] uh stem from uh more of a moving forward. You know, [31:57] if if the recommendation is to leave closed, uh is this still considered a [32:02] historic bridge with all the damage that's been done to it? um you know, [32:10] conversations that we'd had in the past was possibly getting votes to pick the [32:16] thing up and move it up trail. Is that still even feasible with the damage [32:21] that's been done to it? >> Probably not. [32:24] » He didn't know. >> Um my concern is on the rails part of [32:29] it, [32:32] if someone were to fall if they're liable for that. bridge is closed. They [32:37] shouldn't be on it. >> Okay. [32:40] » So, >> I'm just just making sure [32:43] » it's it's the same as uh when when somebody drives around barricades [32:49] uh during a construction project and and ends up damaging their vehicle. They're [32:54] not supposed to be on it. So, [33:00] » well, I know we're going to have people that are saying that, "Oh, God, just [33:04] weld a couple of places and >> you're back and [33:09] » I think these pictures are fairly easy to understand how [33:17] was before and it's still now it's a lot more." [33:22] So >> I would imagine that EMS and fire [33:25] department all knows about this and they have different routes need to take and [33:30] » yeah and with the three ton load limit most of their equipment wasn't able to [33:35] actually go across it anyways. [33:39] » Well I guess hopefully we got our fingers crossed that we'll be diverting [33:44] traffic through a new bridge >> someday. Yeah. I mean, uh, uh, results [33:51] are due the end of this month, which is tomorrow. Um, [33:56] » so that will let us know if we're in still in the game or if we've been [34:01] » if we've been accepted. So, [34:04] » end of June. >> End of June. So, usually the the [34:10] announcement happens within two weeks after that. So, [34:15] » and we're waiting back it out. >> Uh, I did reach out to them after this [34:22] damage happened to let him know that the bridge was [34:26] closed and for our application that was turned in [34:30] in February, it was it was too late to >> add to it, [34:34] » add to it. But if for some reason we don't get approved this time around, [34:42] uh, we'd be able to add that factor to the next application. [34:49] So, >> all right. [34:57] Um, the other thing I guess I can talk to you about uh is Senate File 378, [35:05] which it is, uh, the speed limit change on hard surface roads. So, effective [35:12] July 1, uh, all county paved roads [35:20] will transition from 55 miles an hour to 60 miles an hour. Uh, [35:28] we currently do not own any 55 mph signs. The only locations that you see [35:35] 55 mph signs are city signs where they have passed resolutions to [35:42] reduce the speed in town to anywhere from 25 to 45 m an hour. So the white [35:49] and black speed limit 55 mph signs that you see as you're leaving town actually [35:55] belong to the cities. Um, as of right now, I haven't heard from any of the [36:00] cities making requests for [36:06] uh the stickers that they're allowing uh counties and and states to install on [36:14] the 55 mph signs. Um, [36:18] » do we get them from the from the state at no I mean, I'm asking [36:22] » it won't be no cost, but Okay. It would be um more than likely something that [36:28] you would order from like Iowa Prison Industries. [36:31] » Sure. >> What would the stick factor on I mean on [36:36] an old sign that Do you have to would you have to clean that to [36:40] » probably have to climb up there and job? You're going to have to have two [36:47] guys here. One to hold the ladder. Well, we we'd probably I would send out Rob in [36:53] the sign truck where he's got a we have a platform that he could walk out on and [37:00] » basically take it off. >> But we don't but we don't have any signs [37:03] is what you're telling me. >> We don't [37:05] » Okay. >> We we'd be looking at trying to get some [37:10] stickers on behalf of the cities. So >> then there, [37:15] » but as of right now, we we don't have anything. But like I said, no cities [37:19] have reached out to us either. So there's really nothing for us to do at [37:24] this point. >> That's the state man does. The state's [37:27] mandating this. So is it something that we need to do? I'm ask them. [37:31] » We don't own anything. >> Okay. [37:35] » Uh the the mandate actually falls onto the cities [37:40] at this point. it'd be whether or not you guys as the board of supervisors [37:45] want to extend an olive branch to the smaller communities and look at [37:50] purchasing stickers to go on their signs. [37:54] So, >> but either way, whether it's whether [37:57] it's marked as a as a sign of of 55 or or not, the speed limit will be 60 once [38:04] you >> sure [38:06] » get beyond that point. Um the recommendation from [38:12] the state is that no stickers go up before July 1. Um they've [38:18] stated that uh the signs can be taken down and replaced with a uh end speed [38:26] zone sign. I believe it's a white and black [38:33] » Yeah. >> sign to the other. It just says end [38:36] speed zone. So, um, >> or you can get a ticket for driving too [38:41] slow. Just a joke. >> I [38:46] Is that a [laughter] thing? >> Um, [38:51] steel coats are to be treated similar to a gravel road. So, if it's seal coat [38:57] road, it's still 55. [39:02] » I don't know. >> H. [39:04] » It's a seal coat. Um, >> tar and chips. [39:08] » Chip. Yeah, tar and chips. So, drag strip would be a seal coat road. Um, [39:15] east of Thor, that mile is a seal coat road. [39:20] The north end of Sheldon is Seal Coat. >> It's a hard thing to distinguish for the [39:26] general public. >> Yeah. [39:32] Well, but I think by Sheldon is already speed controlled. [39:37] » I think so. >> At least the north end. [39:39] » Yeah. >> Where the curves are at, I think is [39:41] already speed controlled. >> Yeah. [39:45] » So, cities are interested. We can get a gallon of white paint and some [39:49] » go get some Sharpies. >> Yeah. [39:54] Uh transitioning into Sheldon >> is [39:59] the uh acceptance of the final plat for [40:07] Riverbend Estates. [40:15] The numbering has been completed uh by Kyle [40:21] for uh plat one and eventual plat 2. Um flat [40:29] one is the smaller section down here on the south side of the woodland area. [40:38] That would be uh a grass lot basically 10 through 20. [40:46] Um 1 through nine is phase two [40:52] and depending on uh the success of phase one and phase [40:58] two would be whether or not phase three when phase three gets developed. [41:05] And mainly that reasoning is because there's a couple of drainage district [41:08] tile that run through phase three area that would need to be relocated which [41:14] would be costly. So [41:18] » yeah, that's what I was hoping that the the maps would show the drainage tile. [41:23] » Uh I believe they do. >> Okay. [41:27] » There's a private looming. There's a a a relief there's a a regular county main [41:33] and a relief main that run through there. [41:40] [clears throat] [41:43] Okay. There was one that comes off across about halfway [41:48] section two. I remember when they were talking about [41:53] that pond. So you can see one comes through here [41:59] and the other one comes through here. [42:09] But what the what they as developers are looking for is uh the board to accept [42:14] and place on file the final flats so that they can uh start selling lots. [42:27] Is is there any pond proposal on that map, Ben? [42:33] » No. >> Okay. [42:35] » It would be my recommendation to not do one. [42:39] » Yes. >> But [42:44] » I would I would agree with that. The issue with having a pond in that [42:49] area would be how it would affect your drainage district tile that are running [42:54] through there because they're going to want something to feed that pond like a [42:59] drainage district tile >> which now becomes [43:03] » an issue down the road. >> Yep. [43:08] Or we don't want to use our road as part of the [43:12] holding bench for the pond. Yeah, I [43:19] you'd have to have the engineering firm look at it and figure out how they would [43:24] be able to do a pond and not impede drainage to those people that are hooked [43:29] to that main. [43:33] » Okay. >> But there's nothing on this uh [43:36] referencing a pond. >> Good. [43:41] So then they're all in compliance with everything. As far as we're concerned, [43:45] » as far as we're concerned, uh the the board of adjustment approved the [43:52] uh the subdivision with the understanding that they would [43:58] submit the final platce completed. Um they've submitted them. Like I said, [44:06] the developer has reached out asking the board of supervisors to accept and place [44:12] on file the final plats. Um, and then their plan is to [44:20] start selling lots. [44:24] » I'm sorry, >> I was going to say the board of [44:26] adjustment has seen these final plats. Yes, they've been submitted to the board [44:31] of adjustment, but like I said, it everything's been approved at this [44:36] point. It's just accepting them and placing them on file. [44:40] » Okay. >> Like even the board of supervisors have [44:42] approved the subdivision. [44:49] » Okay. >> We need a motion for an approval. and [44:53] need to accept and place on file the Riverbend estate flat one final cornet [45:00] township section three. >> I'll make a motion accept and place on [45:03] file the riverbed states plat one final corn township section three. [45:10] » I'll second. >> We have a motion and a second for that [45:14] accepting this. Any other discussions? >> How's the septic systems going to work? [45:19] Are they all going to have septic tanks or is this going to be a collection [45:22] point of some kind? I'm asking. Don't know. [45:25] » Don't know. Uh it's out in the country, so [45:29] everybody's going to either have their own septic or they'll share between uh [45:35] two lots. >> Okay. I was just reading through it and [45:39] I haven't come across it. That's why I was asking. I know that on the other [45:43] side of the river, I'm pretty sure that the country club had stuffed down there, [45:47] but the river um whatever that is on the north side, [45:52] believe they or septic as well. So, [45:58] » yeah, I'm sure they are. >> It'll be there won't be there won't be [46:02] force main sewer over here because they're not looking at incorporating [46:06] this portion. So, it is going to be septic. It is going to be [46:09] » wells, >> private wells. Whether that's a [46:12] community well between lot owners or not is yet to be determined. [46:19] » Okay, >> we have a motion and a second. [46:24] Any more discussion? All in favor? [46:27] » I post same sign. Motion carried. Okay, [46:35] » that was because with the with the requirements for the septic system, you [46:40] know as well as I do, you got to have somebody you got to have 100 foot for [46:43] every bedroom in the place. You got a four bedroomedroom house that that be [46:46] quite a big quite a good size chunk. I was looking at the the denominations of [46:50] the size of the lots and >> those got fit in Well, it was a minimum [46:54] of two acres per lot >> for requirement, which is what the [46:58] county's >> sure [47:00] » requirement is out in the country is minimum two acre uh which is what was [47:05] deemed as the minimal amount of sides needed to be able to install septic [47:11] leech field necessary offsets for a well propane. [47:17] » That's why I was asking that question. >> Yeah. [47:23] All right. Anything else, Ben? >> I have nothing else. You have anything [47:28] else for me? >> Was there a some information on a bridge [47:33] that was hit north of Hardy? >> Which time it gets hit about? [47:38] » Yeah, >> I just read it in a police report. [47:42] » Excuse me. >> Was it Utah? [47:44] » It's It's uh It's the bridge up by Borland's hog [47:49] site. Oh, >> just off of the black top. Nobody can [47:53] make the corner. >> I see. [47:56] » And they they've found even worse drivers lately because instead of [48:01] getting hit every six months, now it's getting hit every six days. [48:05] » Um, [48:08] yeah. >> Was there any Rhymer's trucks up there? [48:11] » No. [laughter] I don't think so. with that if he's [48:15] hauling hogs. Boy, that guy's really >> in this type of weather. [48:21] » Well, that'd be a fun job. >> Yeah, it uh it got hit again over this [48:28] weekend. So, um >> I mean that's just a constant. I don't [48:34] know how many times that it's been hit. >> Well, we just fixed it last week and [48:39] then it got hit again this weekend, so it didn't even make it a week without [48:42] getting hit. >> Well, Most of them are in the night [48:46] hours that they're doing. >> Yes. [48:48] » Loading and unloading. >> And that's not on the 5-year plan to [48:51] replace. Has it been? >> I might have put that one on [48:58] just because of the amount of repairs that we've done. Like structurally it's [49:02] fine, but having, you know, having to repair repair the the bridge rails [49:11] » four times a year. >> We put a pipe in there, you would you'd [49:15] be able to spread that out and make the corner a little radius, a little wider, [49:18] which probably would facilitate four drivers, [49:21] » which is, you know, I mean, like you said, it's a $200,000 fix for drivers [49:26] that can't drive. >> Yep. Mhm. [49:29] » But >> and as of right now, we're just fixing [49:32] it on our at our cost. >> Yes. Yeah. I mean, [49:38] was it last year the truck driver missed the corner so bad he had to get a tow [49:42] truck there. Uh that one we were able to actually build a guy's insurance. Um [49:51] otherwise, if it happens during the night, it just goes [49:55] unreported. What should be done? >> Close the bridge. [50:01] Just I mean, if they can't make the corner, punish them. Make them drive [50:05] five miles around on gravel. Um, which might be what happens next time we close [50:12] and it gets hit is it just gets closed for a couple of weeks. Um, [50:19] yeah, I' I've scheduled it in a five-year plan. The the long-term fix is [50:24] like Mike said to tear it out, put in a box cover in and have it wide enough [50:31] that >> even [50:34] make the corner. >> Why is my name? [50:41] » Well, >> so that even I can make the corner. [50:45] » I'll throw myself under a bus. with a pick. [50:48] » I wouldn't say it's only the livestock followers that I'm pretty sure there's [50:53] the feed guys that are >> feed guys. Yeah. Have some new marks on [50:57] them once in a while that they don't know how that happened. So, yeah. [51:02] » All right. Well, thank you, Ben. >> Thank you. [51:08] » Yeah, they get they get filled every cell, you know. Uh, I put a note on the [51:16] desk Thursday after you and I talked, but they didn't work Friday. So, I think [51:21] the goal is to try and get it sprayed today. [51:23] » Um, one that I drove by yesterday, I don't know it was on your radar, Georgia [51:28] Avenue, just north of 270th Street. Used to be a grove of trees there. Um, [51:38] » oh, that's Julius. [51:41] » Is that Ron's now? Okay. Yeah. I drove by it last night. It's pretty thick. [51:48] » That's the iron leis. >> Yeah. [51:50] » Yeah. >> Then I' I'd like to ask you a couple of [51:54] weeks ago, we passed or we we passed your uh your bill. You had an [52:01] $18,000 bill at John Deere. And I was always going to ask you what was that [52:07] repair bill from John Deere for that that kind of money. Do you you happen to [52:11] remember? I'm sorry for bringing it up late, [52:13] » but wondering what you had for >> That was like 18 or 20. [52:17] » Was that that wasn't that wasn't John Deere. That was Murphy down in Fort [52:21] Dodge. >> That was uh repair to [52:26] 65. I believe >> it was uh [52:32] uh dog legging on the back side >> as well as I think we had to replace [52:40] um was it the differential [52:43] » on 65? >> Yeah, I always [52:46] » Yeah, it was one of our maintainers and >> they get it all peeled up. [52:49] » Yeah. >> Good. [52:50] » So, we've got 65 back now. It's a It's a winner machine. Um, [52:57] it's I feel like this is the second time we've had 65 repaired for the same [53:02] problem where all of a sudden you're driving down the road to be in road gear [53:06] and then it starts to offset and the back end starts all died shifting and [53:11] walking on you. Um, this was to repair that. [53:16] » Is this one that's going to be heading down the road then? Is that what you're [53:20] planning on? >> Yeah. So, we've replaced [53:24] 62 and 63. I think uh 64 and 65 will be the next ones, but we're looking [53:35] » two. Yeah, it's going to be two seasons out because right now our our obligation [53:41] is for the two dump trucks with snow equipment that we've got contracts on as [53:45] well as a a new end loader. >> Um so, maintainers would be the [53:54] following fiscal year. >> Thank you very much. I appreciate that. [53:58] » Has that uh has that backhoe been inspected yet? [54:01] » No, I called and left a message for the guy last Thursday. He has not been here [54:06] to evaluate it. >> Okay. [54:09] » Um but like I said, the the front and back windsh glass has been broken out of [54:14] it and the Rob's cab has been uh damaged. So, [54:22] » okay. >> He'll probably [clears throat] fine. [54:25] » But you drove it to town. >> We did drive it to town. We stood it up [54:28] that Thursday. Um, let all the fluids drain back down [54:34] and it fired up and drove back to town. >> Right. [54:37] » So, someone asked me, um, would we consider [54:44] » putting a reward out on something like that? I said, I didn't know. [54:52] Uh I mean I don't reward leading to the arrest. I'm assuming that's what they [55:00] meant. >> I suppose you could put they could look [55:03] at a reward comparable to what our deductible is if it lead if it turns [55:09] into and leads to an arrest. >> Right. I said I would ask so I've [55:15] fulfilled my request. I said I just soon I didn't do [55:19] it, but anyway. [55:24] All right. Thank you. >> All right. Thank you. [55:27] » Thanks. [55:30] » All right, Jana. Sorry. [55:38] » Looks like you have some >> Yeah, I put copies in each of your [55:43] drawer. These are just we're trying to clean up some of our bat taxes that [55:49] aren't going to be paid and they won't be. Um so Ashley and I have been working [55:53] on things and these are just the two I'm going to start with but there'll be some [55:57] more in the future. So the first one is um Mellin ammonia pipeline. [56:04] That one was just a BA fence that was around some tanks. They removed it. I've [56:10] tried to contact them and tell them that, hey, you we're a year behind in [56:13] taxes. You still need to pay this. They're not going to pay it. So, I have [56:19] no nobody's gotten back to me. And so, I just want to get it off the the [56:26] records, too. So, um taxes are $18 plus penalties and cost. Now, it's 24, but [56:34] it's just going to keep going up and up. Oh, yeah. [56:37] » So, I'd like to get that one done right [56:41] away. [56:46] And then the next one, this one. [56:49] » You want to do these separate or you >> still in business? I I guess that's it. [56:53] First, are they still in business? >> They are. [56:57] » Well, my question is what happens if this is an abandoned one? [57:01] » No, the be the first one, Mellan. >> Yeah. What it was is they had some kind [57:05] of fencing up around and it was assessed taxes as a BA. [57:13] It's gone. They took it down. It's not there anymore. So now it's off the rolls [57:17] » which is >> the BA [57:21] » the which is building on land. Oh, okay. Building on lease land. Sorry guys. [57:27] So it's gone. That wasn't the one out there where they [57:32] put that giant pipeline in. Not up by Gary names. Is it? Is that where that [57:35] Oh, >> no. This is over where Swans used to be [57:38] up in that area. >> Something. It's some It's somewhere up [57:42] in there. >> And [57:46] um the assessors have taken it off the RO so there's not going to be any more [57:50] taxes on it. This would just sit and just accumulate penalties and cost every [57:54] year. >> So, what do we do? Just abate it or do [57:58] we >> Yeah, just debate it. Get it off. [58:01] » Make a motion to abate the taxes on Mellan property for [58:05] » Yeah. It'd be for 24 >> for 2020. Yeah. $24. [58:10] » How long do you take before you say, "Hey, let's let's just [58:16] » Oh, there's there's >> there's We're trying to pay more [58:19] attention to it." So, this is a BA building on lease land. They're the [58:25] hardest ones because there's nothing we can do about it. They can't go on tax [58:28] sale. So, we can't collect anything on them. So, [58:33] we have >> there's no way to recover it. [58:36] » Yeah. We just nothing. We can't do anything with it. The state is trying to [58:41] do um legislation on if it's over I think it's 20,000 [58:48] » that we could put it on tax sale. In all honesty, I don't think it'll ever do [58:52] anything because nobody in the tax investors wants a building on lease [58:56] lane. So, that one I disagree with them on that. I don't think they should do [59:02] anything. But, yeah, it's it'll just sit there and we won't get our money back on [59:08] it. >> Did you make a motion on that? [59:12] We have a motion and a second for the that parcel the B8 [59:18] owned by Mellan. >> Any other discussion? [59:23] All in favor? >> I post same sign. Motion carried. [59:30] » Okay. So, the next one is another one that has been on since 2008 [59:36] and I just want to get it cleared up because all it's doing is accumulating [59:41] and accumulating and it's we're not going to get paid for it. So, it was for [59:45] Twin Rivers Valley Telephone Company. They disbanded back in 2008. [59:52] Technically, they were supposed to pay those taxes, but there's no way of us [59:57] holding them to it. to make them pay it. And so just every [1:00:04] year it just keeps accumulating penalties. And um if you see in my [1:00:10] attachment there, I mean we're we're up to [1:00:15] and this one actually is kind of old 16,000 almost $17,000. [1:00:21] So it was more of like a utility because it was for the telephone and internet [1:00:25] system for them. So there's really not nothing we can do [1:00:31] to be able to collect it. And so I'd like to just get it off the books so [1:00:36] it's not coming up every year that I have to make sure it doesn't go on the [1:00:40] tax sale and all that. So [1:00:46] » there is no subsidant thing to to put on tax. [1:00:49] » No, >> there's no building. There's no nothing. [1:00:51] » No, there's not. And if you see, I got that order cancelling the certificate [1:00:56] and um cancelling certificate and cancelling tariff [1:01:00] that the state did. So it it would just be nice to not have it [1:01:09] on anyone. So, [1:01:14] but and I think I I didn't make copies of everything from clear back in 2008, [1:01:21] but yeah, it was just one of those that [1:01:29] it would be nice just to have it off. >> Well, nice to have it off. [1:01:34] » Oh, so there's no actual physical land or anything? No, no. This is this would [1:01:39] be for the telephone service and internet service [1:01:42] » that Twin River Valley Telephone gave to the people. And then they disbanded [1:01:48] » um was it 2008? Disbanded back in 2008. So, and [1:01:56] um they sent us all the information. So, we just we just [clears throat] [1:02:02] didn't do anything with it at that time. It' just be nice to get it off. [1:02:10] » Anyone on the line? >> I don't think [1:02:16] » I'll second. >> We have a motion in a second. [1:02:20] More discussion. >> All in favor? I [1:02:23] » I >> I post same sign. [1:02:27] That one is off the floor. And like I said, Ashley and I are working on we [1:02:33] have a lot of county held a lot. We have county held tax certificates that we're [1:02:40] trying to get either the cities or land owners beside [1:02:46] them to maybe possibly take them, get possession of them so that we can get [1:02:50] them back on the tax role. But at that time, I'll have to come and talk to you [1:02:54] because we may have to forgive the back taxes. [1:02:59] Yeah. >> I've tried the reduction part [1:03:05] » and they're just not like I we don't want it. [1:03:09] » If we want it, we want to unfortunately, you know, let us have it [1:03:14] » and then at least then we can maybe get it back on the tax roles where we are [1:03:19] bringing in the taxes. >> So, [1:03:21] » I agree. >> But we are working on that pulling them [1:03:23] out and I'm hoping >> all right [1:03:28] » to get them cleared up. So, I'll probably be visiting you again. [1:03:32] » Well, we're usually in this area unless it's a reading of an ordinance, then we [1:03:36] might have to move to another room. But, >> thank you so much. [1:03:40] » Yep. Thanks, guys. Have a good day. >> Appreciate it. [1:03:45] » All right, we are speeding right along here towards our drainage party at 10. [1:03:53] Um, looks like we have a resolution. Is that [1:03:58] where we're going to? >> Yes. [1:04:01] » For 2026-29 [1:04:05] confirming the wages of elected officials for the 2627 [1:04:11] calendar. >> We have that in our packet. [1:04:15] » Yep. [1:04:21] This is what we do yearly. [1:04:27] » One moment. Okay. [1:04:33] » Like everything was the 5% >> supervisor may survive. [1:04:40] Uh, county attorney, auditor, recorder, sheriff, supervisors, treasurer. [1:04:56] » I'll make a motion to approve resolution 20269, [1:05:02] a resolution confirming the wages for elected officials for FY2627. [1:05:10] You have a motion and a second. Any more discussion? [1:05:16] Roll call to all vote. Bob >> I. [1:05:18] » Mike. >> I. [1:05:19] » Dennis. >> Hi. [1:05:20] » Rick. >> I. [1:05:23] » Bruce is all eyes. [1:05:41] Didn't do that. All right. Approve resolution 2026 [1:05:48] 29.1 of [1:05:53] money for FY2627. [1:06:01] » Okay. It's the big one. >> The big one. [1:06:04] And that just shows the different funds that it's coming out of for the budget [1:06:10] for different departments. [1:06:17] » Just going on the sheath like the sheriff is comes out part of it out of [1:06:22] general basic general supplemental rural services. Um gives the different areas [1:06:29] that each one is taken from. along with our [1:06:37] like mental health, our safety directors, our data processing, [1:06:42] medical examiner. [1:06:46] Any questions? >> What would go under non department? [1:06:54] Oh, >> oh, non departmental is your loans, um, [1:07:00] the debt service, [1:07:04] the contributions to [1:07:07] like the pool, the libraries, [1:07:15] the beekeeping bee. There's one in there. Um, [1:07:22] can't think of all the other ones. Yes, just kind of that odd anything other [1:07:26] than [1:07:31] » any other questions. [1:07:38] Anybody interested in >> I'll make a motion set resolution [1:07:44] 202606-29.1 [1:07:49] resolution appropriate money for physical year 2627. [1:07:53] » We have a motion >> second [1:07:55] » and a second. >> That's a roll call as well. Bob. [1:08:01] » Hi, >> Mike. [1:08:02] » Hi, >> Dennis. [1:08:03] » Hi, >> Rick. [1:08:04] » Hi, >> Bruce. I as well. [1:08:17] » Okay. Resolution 28266-29.1 [1:08:25] resolution approving community betterment fund contribution for 2627 [1:08:32] two [1:08:35] that [1:08:39] » this one is the contributions that were allocating towards [1:08:45] with the lost money and again There are your libraries, um, mafet shelter, [1:08:53] economic development, admo, community, family resources, [1:09:00] elderbridge, that type of thing. [1:09:03] » What's Western ter? >> Oh, [1:09:08] that's a group that don't they handle like uh Westbend [1:09:14] the grotto? >> Yeah, they in this area they kind of [1:09:18] promote. Yes, >> advertising cost for local attractions [1:09:23] » trying to attract people and um we figure that the people that going [1:09:30] through and see this signs that the grotto is that close to us um they might [1:09:37] get some hotel or restaurant business out of it. So [1:09:42] we help contribute to them as well. So, >> I'll make a motion to approve resolution [1:09:48] 2026-29.2 [1:09:53] approving community betterment binding contributions to or FY2627. [1:10:02] » I'll second. >> We have a motion and a second. Any other [1:10:06] discussion? >> What's DSA? [1:10:09] » DOC. >> DOC. [1:10:12] Um, it's sexual sexual assault. >> Okay. [1:10:17] » Yep. >> I wasn't sure what the acronym was. [1:10:20] » Now I know. Thank you for the roll. Call. Bob. [1:10:25] » Hi. >> Mike. [1:10:26] » Hi. >> Dennis. [1:10:27] » Hi. >> Rick. [1:10:28] » Hi. >> First is I. All eyes. [1:10:42] All right. Last week we had uh [sighs and gasps] Scott Curran was in [1:10:47] here for a renewal rate. [1:10:53] » Is that a We don't have the that in your packet, but [1:10:59] » we just didn't have to approve it last week. [1:11:02] » Yeah. So looking for a motion to [1:11:06] make that a renewal. >> I'll make a motion to accept their rate. [1:11:13] » Yeah, second it. >> We have a motion and a second for the [1:11:16] renewal rates for 2627 with Marty. What is it? [1:11:24] » Humble Mutual. >> Aans. [1:11:28] » All in favor? >> I [1:11:31] » opposed. Same sign. Motion carried. We have approved the agreement with [1:11:39] community and family resources for substance use treatment. [1:11:45] » This is our only second year we've done this one. [1:11:51] » Is this money that we are taking out of is this the opioid [1:11:55] » opioid money? >> Yes, it is. So people that the way this [1:12:01] the way I remember um people that go down to CFR and Fort [1:12:08] Dodge and try to have a go in and be um [1:12:15] » detox >> detox or whatever and they it's not [1:12:18] covered by the insurance. um we can use some of our opioid money [1:12:24] if that person is in county and we can track it. [1:12:30] So they have all of the different counties that most of them have agreed [1:12:36] to >> to do that. So we followed suit. [1:12:40] So [1:12:45] » I'll make a motion to approve the agreement of community and family [1:12:48] rehources and substance use treatment. >> Okay, we have a motion. [1:12:54] » Second >> in a second. Any more discussion? [1:12:57] » How much is it? >> It is per DM rate of $450. [1:13:03] Okay. >> The estimated cost is 5,000. [1:13:07] » I was going to say I think it was around up to that amount. We'll [1:13:12] » up to Okay, that's that's >> it was one of them deals that if we had [1:13:15] a big influx and [1:13:21] then we but it was 54 5500 that Boulevard it's cappa [1:13:29] that was what it had last couple of years. [1:13:37] » All in favor? I >> I [1:13:40] » oppos same sign. Motion carries. [1:13:51] We have accept and place on file the MMP short form annual update for [1:13:59] uh Mson site number 26541 [1:14:04] and PI-283 [1:14:10] finisher and rose site number 71989. These are done by [1:14:18] the state and we get to rubber stamp them [1:14:23] that they're in compliance, right? [1:14:30] We need two separate motions or just one [1:14:37] » the updates for monthsly su2 6541283 [1:14:43] and 71989 on the road site. No second. Have [1:14:48] » a motion and a second for those sites. Any more discussion? All in [1:14:55] favor? I >> I [1:14:57] » oppos same sign. Motion carried. [1:15:03] » All right, we still have about 17 minutes before we [1:15:08] get to our drainage. So, we can probably get our [1:15:11] » committee >> our committee reports done. [1:15:15] » I was at the courthouse. Was it Tuesday or Wednesday? We came Wednesday the 24th [1:15:22] as the reporter's office. And then Thursday I had a E 911 board [1:15:30] meeting with the executive committee discussing [1:15:35] » which we not talking about dispatch fun stuff. That's all I have for you [1:15:43] week. >> Uh Monday was building families um [1:15:48] working that's going quite well. I'm kind of surprised about that one but it [1:15:52] is it is going quite well. Uh Tuesday I had a weed complaint. Went out and [1:15:56] looked at it. Uh had a complaint about junk and debris north of Liverour. Got a [1:16:00] hold of Dean. He went up and took pictures. I got it back to him to see [1:16:04] what he's There's people piling garbage or junk out north of town. They're going [1:16:08] to There was an issue about that. So we'll see what we can get done about [1:16:11] that. Uh Wednesday called the DOT East and West to Humble for the Thistle [1:16:16] issues. um they got rid of their contractor so they're trying to do it on [1:16:21] their own and and it's just a it's a rough start for them and there is a few [1:16:24] out there that they need to address. Um decaterization was the last meeting was [1:16:30] Wednesday. They don't uh no funding. Basically, it was the last meeting we're [1:16:35] going to have for that. Thursday, I went out to DD62 on the bike trail where Cory [1:16:41] had did that did that repair, looked at the the repair and the condition of the [1:16:46] bike trail. And I just addressed it with with Todd. [1:16:50] » What was that? I'm sorry. >> Pardon me. [1:16:52] » Where was it? >> DD62 uh east of Jim Day's place. He [1:16:57] crossed the bike trail completely took it out but they fixed the fixed the main [1:17:00] and put it back together and they just wanted to look at it. [1:17:03] » Uh stopped by do Ron Collinses altered by Livermore. I think that's DD11. I'm [1:17:08] not positive. Um Ron Collins's um uh what's his name from Manson is taken [1:17:15] care of. It's over half done. It's probably a gun now. Calmer Calmer [1:17:20] finished his working on that when I went by it. um stopped at the courthouse, [1:17:24] visited with um about issues, stopped at Kyle Bissell's [1:17:31] visited about the 911 meeting, the executive meeting, seeing what's what we [1:17:36] need to do, what was going on. Um another we complain by the museum. [1:17:43] um uh [1:17:47] BN to touch base with him on what needs to be taken care of that's not being [1:17:51] taken care of. Uh Friday visited with Ben was [1:17:59] » what was the >> I called BNN or BMW spraying to try and [1:18:03] get in touch with him to spray things that haven't been sprayed yet. It's [1:18:07] that's getting >> to the point I'd like to get them [1:18:09] sprayed before they turn to white because once they once they seed, you're [1:18:13] going to have 25,000 more of them >> versus killing them now. That's why I'm [1:18:17] kind of in a hurry to get them sprayed. But, uh, Friday I talked to Ben about [1:18:22] Avery's Hill, the dirt pile up there. It's got iron weeds and marijuana [1:18:25] growing. And I addressed that again today. [1:18:30] Another thistle complaint. 19 maybe seven Quebec [1:18:36] Avenue both sides I got to go look at after this meeting. So other than that [1:18:40] nothing [1:18:44] took care of it. >> Well, I did have there was a thistle [1:18:51] issue issue that I I actually stepped over the line until the farmer get [1:18:57] helped the weed commissioner out on 260th Street. Uh and he did right the [1:19:05] next day it was over taken care of. So uh uh other than that I had a [1:19:11] cancellation on my little [1:19:17] » Yeah. Thank you. [1:19:24] Kitty cats. I had a brain kitty cats. They cancelled her, but I didn't have [1:19:31] anything else other than my student. [1:19:35] » I had no official meetings. [1:19:39] » FYI, I was just looking on this agreement with community family [1:19:43] resources. The PDM rate is $450. That includes their physical exam evaluation [1:19:50] and whatever 3.7 services. So that's they charge $450 [1:19:57] and there's $5,400 allocated. So you divide that by the $450, that's 12. So [1:20:05] that's basically one a month. >> Yep. that um they would covered for [1:20:10] Humble County people that wouldn't have the funds to to uh or [1:20:17] insurance to be picked up and hopefully that start them on their road to [1:20:23] recovery for the CFR. So, >> all right. Um, Tuesday I had Unmill [1:20:33] um Zoom for [1:20:37] the monthly meeting. [clears throat] Um, I didn't get back in time to go to [1:20:43] Fort Dodge. My uh [1:20:47] friend that the meal, [1:20:52] the minute I mention the meal, you'll know who I'm talking about. They didn't [1:20:55] have chicken. They didn't have chicken. He was upset that the pizza wasn't as [1:21:01] good as the chicken. So, I was glad I did didn't go. [1:21:07] Anybody know who I'm talking about? Nope. [1:21:09] » I I got an idea. >> All right. Uh then on Wednesday, Bob and [1:21:13] I met up here for a brief meeting. Um Thursday, I did uh CFR um Thursday [1:21:21] night. Everything seems to be going well there. [sighs] that new building u that [1:21:28] they're putting up down there is I mean I guess as far as uh weatherwise the [1:21:36] they it's just going gang busters for you know they haven't had a whole lot of [1:21:41] rain um to mess things up and they're enclosing and so they've been doing [1:21:47] pictures with the drone and and it's just mindboggling to see how fast it's [1:21:54] coming together. So, and then uh Friday morning, my [1:22:00] trip to Eldora was uh interesting. Um for the most [1:22:07] part, we got through we had a um paperwork that will be coming for [1:22:16] the 2080 agreements. Um, I reiterated or they're probably tired of me hearing or [1:22:23] hearing from me saying that, you know, when the the counties that opted out, we [1:22:28] got to make sure that when we get put this stuff puts back in our board to say [1:22:35] that, I'm just using Humble County or Webster County, if they opted out of [1:22:40] there and we have to vote to get them back in, we just need to have a template [1:22:44] so that we all all do it the same every time so that we don't have somebody cuz [1:22:51] this has 30-day window once um we approve them down there then it comes [1:22:57] back to us we each will okay them coming back then it goes back to to Eldora then [1:23:05] we have to get that to the state of Iowa so that it can be um recorded unlike it [1:23:12] it wasn't before so uh other than that um The numbers are [1:23:18] mind-boggling for the amount of kids that are down there. I don't they're [1:23:23] running in the 30s. Um, usually when the weather warms up a little, things slow [1:23:30] down, but we've been doing some out of state holding for uh some people [1:23:36] [clears throat] or some state of South Dakota and I think [1:23:40] they've even had a couple of Nebraska kids over there that they've u taken [1:23:46] care of. So, um, other than that, we're, uh, [1:23:54] trying to get a grip on our finances to make and Cassie and and, uh, those guys [1:24:00] are doing an awesome job down there. So, everything looks good. [1:24:08] We're leaving out there by noon. So anyway, that was it for the and then [1:24:14] yesterday or last night I talked with Dave um [1:24:19] Lee a minute trying to get a number for the um [1:24:25] parade and the way it sounds we're going to I get a call um new co-op because we [1:24:33] were going to use we're hoping to use new co-op's loading area to for the [1:24:39] veterans so they don't have get up around First Avenue where all the [1:24:43] congestion is and make make them have to walk. So, we thought if we [1:24:48] park them down here, new co-op and then just go straight up First Avenue North, [1:24:53] they'd be right to the parade route and then they could bring them back around. [1:24:58] The way it looks, there's like Dave said it's in the [1:25:03] 48 to 50 range, so we're hoping we can get them. They talked about putting a [1:25:09] couple some picnic tables on the these trailers so that they can just set [1:25:16] uh with picnic tables. Um I got to get a hold of Jimmy Kirkoff said he would get [1:25:23] a couple of trucks. So um that was the [1:25:28] the just of that. They're putting the flags up Thursday night at 5:00. They [1:25:33] changed that because the kids I don't remember if it was baseball game or [1:25:38] something that they >> baseball game [1:25:40] » they wanted to uh do it an hour earlier. So um [1:25:47] see what else was I >> Thursday at 5:00 [1:25:50] » Thursday at 5 and then Friday uh Monday following Monday they'll take them down [1:25:56] at five. So, and we thank those kids a lot cuz in [1:26:03] the weather like this, it's a godsend for uh [1:26:10] all of us. Um [1:26:13] » you have any tie any idea what time we're going to meet Saturday for to get [1:26:19] » Well, um >> the parade starts at 7. So, usually, [1:26:25] however, wherever we get told that the pickup [1:26:29] will be, and it's usually on that uh what is it there in front of First [1:26:34] Avenue to the congregational church towards uh they just put numbers there. [1:26:40] I don't know what uh number will be. It depends when [1:26:44] » I haven't got any either >> when uh Bob got notified, but I'm I'm [1:26:48] going to be between there and hopefully down at um getting the veterans and then [1:26:54] I'll run up the jump in the pickup and um so I'm assuming [1:27:01] we're going to have to have those guys getting loaded up before 6:30. So I [1:27:07] might be cutting it close. Um, maybe I'll see if I can steal my golf cart [1:27:12] from my grandkids. And >> are you running off? [1:27:16] » Yeah, just run down there. But that's kind of what I was thinking if we could [1:27:20] do that. Um, get them loaded and then I'll run up and ride with whoever's in [1:27:25] be in our pickup. Um, >> yeah, [1:27:30] » we usually they won't [clears throat] I mean it's 7 o'clock before they take [1:27:34] off. So, uh, wherever the number is. So, >> around 6:30. [1:27:40] » Yeah. >> 6:30ish. [1:27:42] » 6:30ish. >> Do the 630ish. And are we doing candy? [1:27:46] Are we going to be tight? >> 10 bucks a bag at Fairway. [1:27:51] » I saw that. >> Go look at uh what is it? BNS. [1:27:56] » Well, I'm sh [1:28:01] I'm just Whatever you want to do. I'm good. [1:28:06] » Rick, do you have any reports on that new grandson? Do you have any? [1:28:10] » Yes, he's doing well. >> Him by the So, we can see him. Does he [1:28:15] is [laughter] he out walking yet? >> Well, the little guy up a lot through [1:28:19] the night and he seems to want to sleep through the daytime. [1:28:24] » How's the uh mother doing? [1:28:28] » Good. Good. She's enjoying motherhood. So, it's a big change to life after [1:28:35] you've been married eight years without kids. And so, [1:28:40] » it's a big change, but it's it's all fun. [1:28:43] » Not to not to report this, but he said she he was over nine pounds. [1:28:49] » 97. Yes. >> He's a big boy. He's going to be a [1:28:54] linebacker. >> He's got he's got huge hands. [laughter] [1:28:58] » Maybe a tight end. >> Yeah. Could be. [1:29:01] » All right. Well, tell them congratulations. And congratulations, [1:29:05] grandpa and grandma. >> Yeah, you bet. It was It's been fun. [1:29:09] » And just so you know, we got the Arizona heat this morning. That humidity felt [1:29:14] like it was damn close to 85 to 90% already. So, [1:29:20] » yeah, I hear it's nasty back there. It was It was like 110 here. [1:29:25] » And the humidity was high the first couple days and then it's tapered off [1:29:29] and it's like 102 now. comfortable, which sounds crazy, [1:29:35] but >> well, I don't know where it came from, [1:29:37] but out of the blue yesterday morning, we got about a half inch rain. [1:29:41] » Yeah, thank goodness. >> Yeah, we sure needed it. But I guess [1:29:46] that's Didn't they say up north? They got [1:29:49] » two and a half >> between two and I heard one place had [1:29:52] almost four. So, >> oh gosh, when you say up north, how far [1:29:56] north? >> Elena, St. Joe. [1:29:58] » Okay. I'll make a sweet corn up there. Ready to [1:30:02] » But that's what I'm like. I don't know. >> Rick, don't they say that Arizona the [1:30:06] dry heat anyway? So 110 really isn't hot. [1:30:09] » Oh yeah. I know. >> Yeah, I know. 110's hot. [1:30:12] » Dry is dry. >> I have to tell you guys something funny. [1:30:16] We were sitting in courtroom Thursday morning [1:30:20] and the judge went to sign something and he picks up the pen. He writes goes, [1:30:25] "That's not black." Picks up another pen. That's not black. John had sat back [1:30:31] during Monday behind there and changed switched all the ink and judge his head [1:30:36] [laughter] around all the black ones were blue. All [1:30:40] the blue were black. >> Nice. [1:30:43] » And sat there Thursday morning like I didn't do anything. [1:30:48] So anyway, John's not allowed behind the judges. [1:30:52] [laughter] It was [1:30:54] » Well, it's hard to believe that our guy would do that. [1:31:00] Well, Rick, we have drainage. I'm haven't checked to see if [1:31:05] » Yeah. >> in there if they're ready. [1:31:08] [clears throat] >> Mike, did you happen to get in touch [1:31:10] with Bruce Shapool? >> No, I did not. [1:31:14] » Okay, I appreciate it if you would. >> Bruce Shapool, [1:31:19] » I sent you a text message about it on weeds. [1:31:26] » Sure. I think we can join. [clears throat] [1:31:31] » Oh, and I will be gone November 16th and 23rd. [1:31:36] » Monday at this. >> Do you have his number? [1:31:41] » Yeah, I do. I'll I'll I'll resend it to you. [1:31:44] » Okay. Thank you. >> Yeah. [1:31:48] » So, it sounds Rick like we're going to have to get out. We're going to join [1:31:52] them on Zoom. >> Oh, we are. Okay. So, I'll I'll probably [1:31:56] have to just skip out then, huh? >> Yeah. [1:31:59] » Or I'll listen on phone. Maybe I'll call you, Bruce, and I can just lose listen [1:32:02] on phone. [1:32:07] » But do you want to go into drainage? >> Do we just want to adjourn this? [1:32:12] » We can adjourn or we can adjourn at the end. But [1:32:15] » no, you can't adjourn. >> We can't.
