[4:15] I wish they would. [5:11] But now. Yeah, he's doing that now. [5:14] Get around if you need. Hey, John, if you need help with that phone call. [5:30] Yes. I was complaining because I want to help him, and he doesn't call me. [5:37] I. [5:44] Order this meeting of the Zoning Board of Appeals of Huron Township at 630. Pledge of allegiance to the flag. Please stand for the pledge. [5:59] We pledge allegiance. [6:00] To the flag of the United States of. [6:03] America. [6:04] And to the Republic for which it stands one nation under God, indivisible, with liberty and justice for all. [6:14] Amen. [6:17] Roll call. Vote, please. [6:19] LeBeau. Lorraine. Marisa. Weissmann here. [6:26] Ashcroft here. [6:30] So we're on to item number four, approval of the agenda of this special meeting. [6:35] So moved support. [6:38] Moved by madrasa, support by Lebo. All in favor? Aye. Opposed. Motion passes. Approval of the minutes of the June 8th meeting, which some of us have in the packet. [7:01] Sorry. I'll trust you. [7:03] I can't, I can't do it because I was in here. Oh, yeah. Somebody else has a problem. [7:14] I support. [7:16] Okay. Moved by Lorraine. Support by Mandisa. All in favor? Aye. Opposed. Motion passes. Minutes are approved. Is there any correspondence on tonight's item? [7:31] None. [7:31] Renee. [7:38] Next item number seven. Public participation on any items other than tonight's issue. [7:47] Okay. Seeing no one. We'll see. No. Uh, show it open. [7:53] And. [7:53] Closed. [7:55] Show it open and close at 630. [7:57] Okay. Uh, 632. [8:11] And now, item number eight. Tonight's public hearing is on the issue. Zeba 2026002 at 36720 South Huron Road, New Boston, Michigan 48164. The applicant is requesting a variance to ordinance 530, section 39. The applicant would like to build an 18,000 square foot pickleball facility on their property. They're requesting a 20 foot side yard setback, rather than the required 25 foot side yard setback to the west side of the property. The property is zoned B2 General Business Tax parcel number [8:56] 990018704. [9:04] Um, well, we'll begin by asking John to give us an overview. Yes. Thank you, Mr. [13:22] Thank you. John. Um, do we have any? [13:29] Uh, we should make this. [13:31] You need a motion and then we can discuss. So I'll make the motion to support the request for discussion. [13:37] Uh, motion to open a public hearing. [13:39] Oh, sorry. [13:40] Thank you. [13:42] Somebody come in. Visitors want to speak. Thank you. [13:46] Okay. We'll open the public hearing at 638 [13:53] on this item And would someone from the development group like to give us an overview from your perspective? [14:02] Yes. [14:04] My name is Lance warden. I'm working with here in pickleball for this project. And could you speak up a little bit? I'm sorry. Yes. My name is Lance warden. I'm working with here in pickleball on this project in Davenport Brothers Construction. Um, yeah. So as John Head had gone to great detail and describing the property, we have, um, we've put together a rough site plan at this at this time that shows that five foot infringement on the side yard setback, so as not to mention we're at 20ft instead of the 25. Uh, that was done. So because of the wetlands where if you were to look at the drawing here, I have up in front the area that you see crosshatch are the existing wetlands. We had a wetland consultant that we hired for the project to come out to flag everything. And then a surveyor came in and identified all those locations. That's why it pushed us into the far northwest corner, as far as we could go, and still have a viable project. Uh, in order to get the the number of courts to make again, make it a viable facility, and to meet a lot of the other requirements for the site plan review when that. Well, when that, uh, comes up. Uh, yeah. And so as John also mentioned, there will be the the landscaping, the lighting. Uh, we I think we're very efficient with our site layout. Uh, we have the area for dumpster enclosure there upon the far north side of the facility. So the circulation is really good coming into the site for the for the services that are going to be required. And again, because of the five yard variance that we're seeking. It'll it'll make it that much more efficient. [15:56] The building itself. Again, we're getting it ready for site plan review. So we had a meeting before this today, and we spoke about some possible modifications that we're going to be making to it. But in general it's the largest part of the building will be present in your structure. And then with the administrative area facing Mercer Road, Mercer. And then you'd also be able to see it from here on road. Um, and then with the parking in front as the parking is shown there on the drawing. Uh, and we currently have 60 spaces and we're looking at possibly increasing that a little bit. This design will allow for us to put additional parking as you see it there without infringing as wetlands. But unfortunately, again, because of the wetlands, we're very limited as to what we can do on the site. [16:52] Any questions? [16:53] Yeah. Any questions from members? [16:55] I just have one. Sure. How big is how many, uh, pickleball courts are going to be in there that you need? 50 parking lots. [17:04] Yeah. So. Oh, yeah. So I'll show you the very rough plan right now again. It's going to be modified a bit in order to get into the site plan review. [17:20] So we. Excuse me. So we currently have five pickleball courts planned for the facility. How many with five. Five courts. Five indoor courts. And then with the men's and women's restrooms. With showers and, you know, the and lockers. So it'd be a very, very nice facility. There will be a weight training room, uh, as well as on the one far end. That's the north end. Right now is where there'd be some collapsible bleachers. So they could even have tournaments there in the future. Pull those out as needed. So it'd be a good, versatile facility for the for the, uh, for the use of the area. [18:03] What are the size of those courts? [18:05] The courts themselves? Yeah. [18:08] Yeah. The what? [18:09] 2020 by 44. That's regulation size. [18:17] All of the all the courts are that size. [18:21] Well, I have one question on the drawings there. You note at the north side and on the east side bias. [18:30] Well yes. [18:31] Yeah. What is. That's for drainage of the site. [18:35] That's correct. That's for stormwater. Uh, drainage. So the we're going with sheet drainage to those bile swales and have curb cuts for the water to then go on through into those swales. And then we're planning on those swales. Any any water that doesn't retain on site, then that doesn't absorb down into the ground. There's a perforated pipe that runs, that runs the length of each one of those two swales, and that in turn goes to a to a structure, um, and then gets channeled over into the Regan drain. [19:11] Okay. [19:13] So you'll have some, uh, almost like a mini wetland to deal with the runoff before it goes into the county drain. [19:23] Bio swales have their own requirements with Wayne County. As far as the vegetation that gets planted in those, Wayne County dictates what you can and and can't put in a bio swale. Um, also, the media that goes in there, it's a mixture of of different stone, um, wash stones as well as, uh, compost and other materials to create the bio swales. So it's all it's all regulated by Wayne County. [19:52] But it's a living environment. [19:54] Yes it is. Yes. And it's actually fairly shallow. Um, so I believe we have a drawing here that may even show a cut through that pause. Just a. [20:08] Moment. [20:21] So this sheet was just three of three of four of the engineer drawings. Shows a section through a typical bio swale, and it would be the typical section through ours. And it has a six inch pipe that's perforated down to the bottom to collect a lot of the excess water that doesn't get absorbed into the ground or by the vegetation. I'll pass it on to you if you like to answer. [20:44] Yes, please. [20:50] This is for the overflow. [20:52] Structure that's at the ends of the swale here and down here. And then everything ties in to a 12 inch adze pipe, which is a type of plastic pipe which goes down here to here and street and then goes up. It goes out over the region, drain crosses here by the police department and goes on across the trailer company, and then it goes on through Cross Under First Street down here a little ways, and it goes out around the parking lot by Burton here. [21:25] Wow. [21:26] Follows along Bell Road and then goes on to 75. [21:30] Very nice. [21:37] A lot of work already. I think. [21:41] The idea is. [21:43] That the last. [21:46] Mile off. [22:06] These lands. [22:08] Good evening. This is Mike. Katie, along with all the investors behind me here. All of us are current residents, former residents, or have family members that are residents of Huron Township. We really appreciate you taking the time to to hear this discussion. There are very few indoor pickleball facilities in Southeast Michigan, and as players, we we recognize the value of a of a great environment. This variance gives us the extra room, even though it seems like it's not a lot. That five foot gives us the extra room to put all the courts in with the spacing between the courts and against the walls to ensure safety, competitiveness and an outstanding look. The Davenport Group and lands have done a great job with the drawings. Um, I just wanted to add that a little bit to you to let you know that five feet is important. Uh, doesn't sound like it, but it gives us those, those components which are really important to us and all the people who will be playing. So thank you. [23:16] Is this open year round? [23:18] This will be open year round. Absolutely. Yeah. Any other questions? [23:24] Yeah. [23:24] Any other questions from members? [23:27] I have one. [23:28] On the wetlands. John. Is the wetlands going to stay like they are now or will they change and get. [23:37] Well, the they have been very similar to that for as long as I can remember. And they've they've mapped them out a couple times. Um, if they were going to change, they, they would have changed. And right now trying to mitigate wetlands or purchased wetland permits is extremely expensive. And I think if you remember on the left, you've got wetlands even out in the back there behind the to the north of police department. So, uh, those wetlands will be preserved. There'll be a nice, uh, buffer. They can't be touched. They'll they'll continue to grow with the two parking lots around them. [24:19] Okay. Very good. Thank you. If there's any other questions. [24:22] Thank you. Thank you. [24:27] Um, well, I guess we're ready to entertain a motion. [24:30] And I would like to close public hearing, and then. [24:42] And then we will entertain a motion on this question if anyone wants to make one. [24:51] I'll make the motion to allow the five foot variance. [24:56] And I'll support. [24:58] Motion by Mandisa. Support by Lebo. [25:05] A roll call vote, please. [25:08] Lebo. Yes. [25:11] Mendoza. Yes. Wiseman. Yes. [25:23] Thank you. Thank you. [25:24] Thank you. And I'm sure we all look forward to seeing the facility. It sounds great. [25:28] Appreciate that. [25:29] Lance is going to ask when you when you do submit the site plan. Um, formerly in community development, put it at least a note on the plan that the variance was granted for the site setback. [25:39] Yes. [25:43] Okay. Thank you very much, folks. [25:45] Thank you. Appreciate everybody. [25:50] Thank you. Thank you. [26:05] Not that I know of. Any new business? Ten. [26:12] Not that I'm aware of. Do we have anything in the hopper right now? [26:15] Um, not that I can think of. [26:17] So. Probably won't meet again until October. [26:32] Else on. [26:34] The property. [26:35] On. [26:36] The. [26:37] West side? Is that also been changed to commercial. [26:41] Or is. [26:41] That still residential? [26:43] That's still residential, but it's master plan for industrial. So if anybody was interested I know I know that's a single family home. So the site plan will have some significant screening on that west side. [26:54] How big is that? [26:55] That person to the west. [27:00] Is it zoned industrial? Um, I don't know. I don't know what it says. [27:04] That's right. I was just curious to know if that was going to be an issue, moving ahead for whoever developed that or not. [27:12] Much room out there. And besides the Mercer drive. [27:16] Yeah, I was out there today and I couldn't figure out. [27:19] Plus, it sort of seems like this wetland on the property we just considered comes across from the west. Right. Mhm. So there's probably the same issue there. Yeah. Well we will. And to the north of now the north is a different idea that probably maybe mitigated if we find a, the Eagle prefers to have a development proposed before they mitigate. So um that property to the north could end up being um, Mitigated that wetland to the north of the police department? Yes. [27:55] Thank you. [27:58] All right. Any other member comments? [28:00] I'd just like to say that it's been a long time coming with that piece of property. Yeah. Long time. Oh, yeah. [28:10] Well, we look forward to seeing it. And it seems like this is a good plan. So then we'll move on to item 12. Everybody's favorite motion to adjourn. [28:22] So moved. [28:24] Okay. Motion by Lorraine. Second by Lebo. All in favor? [28:31] Aye. [28:32] Opposed? Meeting is adjourned. And.
