[1:43] So, they've actually brought it up and [1:45] they're going to go through what some of [1:46] the items are that were buried in 1976 [1:50] at Pleasantdale Park. [1:52] And at in that evening, we've also been [1:56] invited to [1:59] bury some Indian Head Park [2:01] historical items. So, I need some ideas [2:05] of what we could put in the time capsule [2:06] from Indian Head Park. [12:56] Um the specific code states in section [12:59] 8-2-7-4-A, [13:01] "The total number of video gaming [13:03] license uh [13:05] video gaming location license issued [13:07] under this article shall be provided [13:09] from time to time by the Village Board [13:11] of Trustees." [13:12] So, essentially, the Board of Trustees [13:15] will increase the amount of video gaming [13:18] locations [13:20] and then the liquor commissioner, [13:22] President Amy Jo Wittenborg Wittenberg, [13:25] I apologize, will issue the actual [13:28] license. [13:29] Um so [13:31] today um [13:32] we would like to increase the number of [13:35] locations from five, which currently [13:38] belong to [13:40] Wolf Wolf's Head, um Debbie's Slot [13:44] Lounge, Oak Pantry, 7-Eleven, and [13:46] Bonnie's Bistro. [13:48] And we would like to increase that to [13:50] six for applicant um Stars and Stripes. [13:56] And if they are granted [13:59] uh if we choose to increase the amount [14:02] of gaming location licenses to six and [14:05] we choose to grant them the [14:08] gaming license, they plan to install six [14:12] gaming terminals, [14:13] uh which is [14:15] allowed. The only uh necessary documents [14:18] which they have provided is the state of [14:20] Illinois um application, [14:23] which they were approved for, [14:26] and our own application, which is [14:28] attached as well in the memo. [18:34] These shoulders are an important part of [18:36] the roadway system. [18:39] They help support the pavement edge, [18:41] improve drainage, reduce roadway [18:43] deterioration, provide a recovery area [18:45] for vehicles, and extend the useful life [18:47] of village streets. [18:50] Over time, some of the shoulders that we [18:51] do have have been altered by adjacent [18:54] property owners or contractors through [18:56] activities such as removing gravel, [18:59] extending turf to the edge of the [19:00] pavement, regrading shoulder areas, [19:03] or incorporating portions of the [19:05] right-of-way into private landscaping. [19:07] These activities can undermine the [19:09] effectiveness of the shoulder system and [19:11] increase maintenance costs. The proposed [19:13] ordinance creates a clear enforcement [19:15] mechanism to protect village installed [19:17] shoulder improvements and allows the [19:18] village to [19:20] require restoration and reimbursement [19:22] when shoulders are damaged, removed, or [19:24] altered without authorization. [19:26] It also prohibits encroachments such as [19:28] landscaping, decorative stone, fencing, [19:30] or other private improvements [19:32] that interfere with roadway shoulder [19:34] improvements [19:35] within the public right-of-way. [19:38] Staff [19:40] if this is passed, will conduct a public [19:42] education and outreach effort as the [19:44] shoulder restoration program moves [19:46] forward so that residents understand the [19:47] purpose of the improvements and the [19:50] expectations regarding their protection. [22:16] The increase is being proposed in [22:17] response to a wholesale water rate [22:19] increase imposed on the village by the [22:22] city of Countryside. [22:24] Uh as you know, we purchase water from [22:27] Countryside who purchases it from McCook [22:29] who purchases it from the city of [22:31] Chicago and each of those uh [22:34] intermediaries add their own uh [22:38] increase uh [22:39] each year. [22:41] The increase [22:43] um consists of an 11 cents per 1,000 [22:47] gallon pass-through from McCook and an [22:49] additional 16 cents per 1,000 gallon [22:52] increase resulting from a water rate [22:53] study completed by the city of [22:55] Countryside. [22:57] Historically, the village has adjusted [22:59] the village of Indian Head Park has [23:01] adjusted its water consumption rate when [23:03] wholesale water costs increase. This [23:05] ordinance follows that practice by [23:07] increasing only the volumetric [23:09] consumption charge and leaving all water [23:11] service availability charges unchanged. [23:14] This approach allocates the increase [23:16] directly to water usage rather than [23:18] increasing fixed charges paid by all [23:21] customers. [23:23] In addition, staff is currently [23:24] soliciting proposals for a comprehensive [23:26] water rate study that will evaluate the [23:28] overall financial condition of the water [23:30] utility [23:32] including operating costs, maintenance [23:34] needs, [23:35] capital improvements, and long-term [23:37] sustainability. The proposed ordinance [23:39] addresses only the immediate wholesale [23:42] increase from Countryside while that [23:43] broader analysis is underway and we'll go through that analysis with the [23:47] finance committee and then they'll have [23:50] a recommendation and we'll bring that to [23:52] the board. [23:54] And the reason that this didn't go to [23:55] the finance committee first is that we [23:58] just um [24:00] got this [24:01] uh increase from Countryside [24:03] uh late last week. The meeting is scheduled at 5:00 [27:07] p.m. [27:08] Other updates regarding the heritage [27:10] site is we most recently staff sent out [27:14] a RFP for surveyors to [27:17] uh go out and measure the land and we [27:20] will finalize that decision on Monday. [27:24] Regarding Seke Drury Park, [27:27] uh most recently we had staff had a [27:29] survey completed and now that Planning [27:33] Resources Inc. has received that survey, [27:35] they are in the process of developing [27:38] the plan, [27:39] um specifically what materials to use [27:42] for the equipment and staff is expecting [27:45] Planning Resources Inc. to finish their [27:48] development within the next few months. Uh prior uh [28:03] recent draft of the updated zoning code [28:05] was distributed to the village board and [28:07] to the planning zoning [28:09] planning and zoning commission for [28:10] review. [28:12] Uh staff has been working through [28:13] comments and conducting a legal review [28:16] uh with our attorney of the document uh [28:18] to develop a final draft and I'm hoping [28:21] to get that finished and out to you [28:23] tomorrow. [28:24] A significant portion of that review is [28:26] focused on ensuring that approval [28:28] authority is assigned at the appropriate [28:29] level throughout the code, including [28:31] determining which matters should be [28:33] handled administratively by staff, [28:36] uh which should require planning and [28:38] zoning commission review and which [28:39] should ultimately require action by the [28:41] village board. Establishing those [28:43] approval [28:45] thresholds correctly is important to [28:47] ensure that the code is both legally [28:49] sound and administratively workable [28:53] and efficient as one of our values says. [28:57] I am currently incorporating the final [28:59] comments from legal counsel and expect [29:01] to provide that update, like I said, [29:03] tomorrow [29:04] for review in advance of the June 17th [29:06] joint meeting and public hearing [29:09] on the zoning the public hearing it will [29:11] specifically be on the zoning code [29:13] as a requirement before the board [29:16] considers approval at the July 9th [29:18] meeting. And just so everyone knows, the [29:20] zoning code does include the fence [29:22] section, the fence ordinance, so [29:26] I know everybody's excited about getting [29:28] that [29:29] uh [29:30] for formal consideration. [29:33] Um anyway, I do appreciate all of your [29:35] patience throughout the process. The [29:37] goal we have is to ensure that you adopt [29:41] a modern, clear, and legally defensible [29:43] zoning code that will serve the [29:45] community for many years to come. [29:48] So, that that's the zoning code. The [29:51] other big project is this Triangle [29:53] Business District and our work with SB [29:56] Friedman on that. [29:57] Last week the Economic Development [29:59] Committee reviewed the draft Triangle [30:02] Area Market Study and I also sent that [30:05] uh to you all and to the Planning and [30:07] Zoning Commission it's been sent. [30:10] And the committee discussed the [30:12] redevelopment alternatives presented by [30:14] SB Friedman. The purpose of that [30:16] discussion was to identify priorities, [30:18] concerns, and areas where additional [30:20] analysis may be needed before moving [30:22] forward. And we'll get that information [30:25] uh the [30:27] things that came up in their discussion [30:29] back to SB Friedman [30:31] for the next steps. Overall, the [30:32] committee generally agreed [30:35] that waiting for incremental [30:36] redevelopment opportunities to occur on [30:38] their own is unlikely to produce the [30:42] type of transformation envisioned for [30:44] the triangle area. [30:46] There was support for a phased [30:48] redevelopment approach focused on [30:50] assembling key vacant properties and [30:51] redeveloping sub areas while preserving [30:54] flexibility for future redevelopment [30:56] opportunities. [30:58] A significant portion of the discussion [31:00] focused on multi-family residential [31:03] development. Uh the market analysis [31:06] report identified multi-family housing [31:08] as the most realistic catalyst for [31:10] redevelopment and the committee [31:11] discussed opportunities for rental [31:13] housing, senior housing, mixed-use [31:16] development, market rate housing. [31:19] There was also discussion regarding the [31:21] importance of creating momentum through [31:24] visible investment that could encourage [31:27] additional redevelopment as as we build [31:30] some uh [31:32] synergy. [31:36] We should, but [31:39] does the community agree is the [31:40] question. So, as we go forward, you [31:43] know, through this whole process, we [31:45] again speaking to our values that we've [31:48] put out there, community engagement. We [31:50] will engage the community and if the [31:52] community does [31:53] think [31:54] a high-rise and businesses [31:57] uh residents, businesses, those [31:59] everybody that makes up the community [32:02] um if if that's what [32:06] the community wants, then we'll [32:08] and it's feasible and we have a [32:11] developer and development partner, all [32:13] those factors we will look at. [32:16] Um [32:17] so but [32:18] um [32:19] as we do continue this discussion and I [32:22] do I want to um say that on the the [32:25] meeting on the 17th, uh the original [32:27] purpose of that was to have that public [32:29] hearing that's required uh that we're [32:32] required to have before you consider [32:34] uh amending the zoning code overall. [32:37] I [32:39] do want to add discussion of the [32:41] Triangle Business District to that [32:44] meeting because it's it's an opportunity [32:46] to have the Planning and Zoning [32:47] Commission and the board at the same [32:49] time talk about it. I realize some of [32:52] you on the board will not be at the [32:53] meeting, but uh [32:56] I am open to your comments before, [32:58] after, [32:59] and during the meeting. [33:01] Um [33:03] of course. [33:04] But, there are several questions, [33:06] policy questions, that we will at some [33:09] point need direction from the Village [33:11] Board as we move forward working with SB [33:14] Friedman. And I'll email these all to [33:16] you, but just so you know, the the [33:18] questions and and we came up with these [33:20] in discussion with SB Friedman about the [33:23] market analysis study. [33:25] First, what level of Village involvement [33:27] is appropriate if site assembly becomes [33:29] necessary? In other words, what role, if [33:32] any, should the Village play in [33:33] acquiring or helping to assemble [33:35] redevelopment parcels? Second, what type [33:38] of [33:39] type and scale of multi-family housing [33:41] would be appropriate for this location, [33:43] to your point? [33:44] This includes questions regarding [33:46] density, building height, parking [33:48] requirements, and overall project [33:50] character. Third, should the Village [33:52] consider senior housing, workforce [33:54] housing, or other specializing housing [33:56] types as part of a redevelopment [33:57] strategy? In a lot of cases, those types [34:00] of housing can get you funding from the [34:02] federal government, the state. So, um [34:05] but it's there needs to be a decision. [34:08] Is that the kind of housing the the [34:10] community and the board wants? And then [34:11] finally, what trade-offs, if any, would [34:13] the Village be willing to consider to [34:15] facilitate redevelopment? Examples could [34:18] include infrastructure investments, [34:19] parking flexibility, density allowances, [34:22] or other redevelopment incentives. [34:25] Now, I'm not asking the board to answer [34:27] those questions tonight, [34:29] um but I do encourage you to review the [34:31] study and begin considering those issues in advance of the joint meeting [34:36] with the PZ C. [34:41] Following the June 17th discussion, [34:43] staff will provide boards feedback to [34:45] the EDC for any further review and then [34:48] SB and SB Friedman at the same time so [34:51] that they can begin refining [34:53] redevelopment concepts and conducting [34:55] financial feasibility analysis. [34:58] That work will include development of [35:01] performers to help pro forma us to help [35:04] us better understand what types of [35:05] projects are realistically achievable [35:08] and the level of private investment that [35:09] may be required. [35:11] And whether any public participation or [35:14] redevelopment incentives [35:16] would be necessary to make a project [35:18] feasible. [35:21] » When is the next EDC meeting then? [35:24] >> They had talked about it last week [35:27] having another meeting later this month, [35:29] but we haven't scheduled that yet. Uh I recently met with [37:30] the county [37:31] um on an unrelated uh item and asked [37:35] them cuz it looks like they just kind of [37:37] came through and they were done. They [37:38] are not complete with their patching [37:40] program. They said they will be [37:42] continuing with that in the next couple [37:43] of weeks. [37:44] Um while I did meet them for an [37:47] unfortunate uh accident that happened, [37:49] they were cutting [37:50] the grass up on Plainfield Road between [37:52] Plainfield and Kiakuck, and their mower [37:55] slipped and knocked down a bunch of uh [37:57] the newly planted trees down there. Um [37:59] so, we met, discussed it. They're very [38:02] apologetic, and they're going to um [38:04] plant new trees for us. They're asking [38:06] me to uh use my resources to try and get some [38:10] quotes for them for uh replacing the [38:12] trees. [38:14] Uh turns out they hit uh 37 of the uh [38:17] smaller trees. [38:18] So, um So, in the process of getting [38:21] quotes for them and uh [38:24] they're it's going to be taken care of [38:26] which is somebody knows. [39:05] Uh on the consent consent agenda, you [39:08] notice we had the louvers [39:10] for the public works garage. [39:13] Um [39:13] Uh the low bid was $69,173 [39:17] which came in under engineer estimates [39:20] that were I think over 73,000 [39:23] for the project. So, um thank you for [39:25] approving that so we can move forward [39:27] with that project. [39:29] Um I mentioned in a previous meeting [39:31] about the IEPA funding for various [39:34] projects, water main projects in town [39:37] and um [39:38] we submitted to get a loan through the IEPA and I got [39:43] the results back. They do it on a like a [39:46] scoring matrix [39:48] um [39:48] to to see if you qualify for funding and [39:52] the cutoff for [39:54] scoring was 385 points. We scored 225 [40:00] and [40:01] 25 points on three separate projects [40:04] which would be [40:06] Pontiac water main, the Blackhawk Trail [40:08] and Cascade water main. [40:11] Um so, we did not make the first round [40:13] of funding and that pushes us to the uh [40:16] funding which will be determined at the [40:19] end of the year in December. [40:21] Um [40:22] there's no real rhyme or reason how they [40:24] decide. The IPA just kind of picks who [40:26] they want to fund. So, it's [40:29] the scoring doesn't matter at the end of [40:31] this one because we already did score. [40:32] It's not like we could score higher. [40:34] The good thing is we didn't score high [40:37] because our system is in good shape. We [40:40] uh we don't have any violations or uh [40:43] massive water loss. That's good news, [40:45] but on the bad side news of it is that [40:47] we don't get the funding first and [40:50] foremost, but we could qualify for that [40:52] bypass funding. If they aren't [41:33] ready to start with the project or [41:36] they've decided they don't have the [41:37] capacity or for whatever reason they're [41:38] not going to do it, that money goes back [41:40] into the pot and it becomes the bypass [41:42] funding. [41:42] >> So, just because these top tiers got it, [41:45] if they're not ready to go, uh the money [41:47] goes back in the pot and that's how we [41:48] get the bypass funding. [41:50] >> And it is the bypass funding is also low [41:52] interest. It's just not forgivable. [41:54] >> Right. A lot of these top tier ones [41:57] percentages of it are forgiveness loans, [42:00] not the whole thing. So, like like for [42:02] instance, this project was [42:04] you know, 7.1 million. Uh it's not all [42:07] forgivable loans. It's partial and then [42:10] the rest is low interest loans. [42:12] But for us it would be just a low [42:14] interest loan or anybody that gets the [42:16] bypass funding is low interest loans. [42:19] >> So are you going to talk about this [42:20] year's project then or [42:22] >> Um [42:23] that's the Pontiac project and we're [42:26] ready, shovel ready, plans are done, [42:28] we're ready to go with that project. [51:34] Uh [51:35] trees are ordered. They're going to [51:37] deliver and install them. I would guess [51:40] we'd probably get them done in a day cuz [51:41] we did 25 last year in a day, maybe a [51:43] day and a half tops. Uh once that's all [51:46] done, I hand in the grant paperwork and [51:49] we'll be reimbursed 25,000 of the 50 [51:52] that we spent. [51:54] Um, we also put out an RFP for a [51:57] custodial contract for our building at [52:00] the Village the public works and the [52:02] Village Hall Police Department. The bid [52:05] opening for that is June 26th. We've had [52:07] several companies come through and [52:10] visit the sites to get an idea. So we're [52:13] anticipating getting some some bids on [52:15] that project. Um, our consumer [52:18] confidence report for water has to be [52:21] posted by July 1st. We're going to post [52:23] it on the website. We should have it in [52:25] before then. [52:27] Lucy and I have been working together to [52:29] get the postcards to send out so [52:30] everybody can uh [52:32] visit the URL on there and get the [52:35] report. So we [53:10] will be moving forward with them to to [53:13] develop a plan which will lay out [53:17] how we how we plan [53:20] projects like the Pontiac [53:23] water main improvements, like Ashbrook [53:26] roads, [53:27] and how we finance those, how we [53:29] schedule our our projects so that we can [53:31] pay for them [53:33] in in the most efficient way possible [53:37] financially. And this is really going to [53:40] be a big step again in I used the word [53:43] earlier in professionalizing our our [53:45] operations. So, it's something that the [53:48] finance committee has wanted for a [53:49] while. [53:50] It's something we've been talking about. I think the last [54:28] amount was 8 hours. So, he's not here. [54:32] He may be in the air or he may be [54:34] sitting in in the D.C. airport. [54:37] But, he did send me some highlights. We [54:39] have completed the process of scanning [54:42] evidence into our record report [54:43] management system to meet best practices [54:46] and provide better tracking and [54:48] accountability [54:49] of evidence. [54:51] We've been meeting with accreditation [54:53] management software company for [54:55] onboarding the use of their software. [55:44] Surrounding towns have had recent car [55:47] burglaries burglaries to unlocked [55:50] vehicles. As a reminder to our [55:52] residents, please lock your cars and [55:54] don't leave valuables like key fobs, [55:57] wallets, and money in your vehicles. [56:01] We will be assisting Burr Ridge and [56:03] Pleasant Dale Park District with traffic [56:05] control on Wolf Road for the 4th uh, uh, [56:08] the fireworks on Friday, July 3rd. After [56:11] the fireworks, traffic between the Burr [56:13] Ridge Park North entrance and Joliet [56:16] will only be allowed to travel [56:18] Northbound.
