[4:56] For part 2, that was just [4:57] launched its really about [4:58] every program talking about [5:00] what their superpower as what [5:02] is it that they're doing in [5:02] the community that no one else [5:03] is doing and what kind of [5:04] impact are they making as a [5:07] result of it? So really, as [5:07] you can see, right here is a [5:11] little bit deeper. We did just [5:12] also launch season 2 of the [5:16] sunny side of I or c last year [5:16] we focus on programs this [5:20] year. We're focusing on county [5:21] leadership and their [5:21] acknowledgment of programs [5:22] that are making an impact in [5:23] our community. So the first [5:27] one we just piloted wet. Our [5:28] county Administrator Johnson [5:30] can act to give overview in [5:30] County. What has been working? [5:31] Well, what are some [5:33] opportunities grow? It just [5:36] got pushed out yesterday. Our [5:37] next one coming up with U.S. [5:39] Commission commissioner Chair [5:41] floor. And he's going to [5:42] actually selective program [5:46] that he feels is meeting the [5:47] the children and families in [5:48] his district. So we're really [5:49] trying to personalize that and [5:51] help every commissioner [5:53] understand the program's the [5:54] outcome measures and giving [5:56] more of an active role because [5:58] we have our GIs map. We can [6:01] really does aggregate exactly. [6:02] Where are the programs are and [6:04] what parts of the community [6:06] they're serving. We also have [6:06] our annual report that's going [6:08] to be going out on social [6:11] media. When you walked in, you [6:12] got to see some the info [6:13] graphics that are going to be [6:16] pushed out along with that. [6:17] Over the last 2 years, we've [6:18] gone from just talking about [6:22] what program outcomes. We're [6:23] being a cheetah talking about [6:23] what those layers supports [6:24] mean for the community. So no [6:27] longer is it just looking at [6:28] programs and isolation is [6:32] looking at what layers, of [6:33] course, are doing for prenatal [6:34] support for the after-school [6:36] space, for academics or for [6:37] mental health. And so to be [6:38] able to have the opportunity [6:40] to share out of the community, [6:43] the impact of these dollars. I [6:46] think it is the best thing we [6:46] can do for our taxpayers to [6:47] really understand where the [6:49] money's going and how it's [6:50] it's pretty return back for [6:53] us. Community in short term. [6:55] We do have a new season what [6:58] he car. It. [6:59] >> What I will say that this [6:59] team does really well just [7:03] said happened collaborating [7:04] with the partners that are [7:06] already within our community [7:06] and with in our organization. In every [20:47] year we have stated we review [20:47] all of this data point again [20:48] as well as calling and local [20:51] experts believe questions. We [20:52] have we have local experts [20:53] around the communities feels [20:53] that we make sure our [20:56] represented and then Dave [20:58] present the findings through [21:00] their executive update to the [21:03] main committee. We also ask 2 [21:03] different a different [21:04] dissipated, the site visits [21:06] because it gives them a better [21:07] understanding was play on for [21:09] the Grants Review program [21:11] subcommittee. This is a [21:12] committee that reviews over [21:14] usually 60 different grant [21:14] applications a year. It's [21:17] based on a scoring rubric. [21:20] That was created with rfp, an [21:21] application to help identify [21:23] the needs that were identified [21:24] in a needs assessment as well [21:25] as the needs that have been [21:28] identified in the ordinance. [21:29] So once we lifted that we did [21:32] develop the r Pa. They read [21:33] through hundreds of pages. I [21:33] think it ended up being I [21:38] don't want to what was like. [21:39] 300 hours per per cent of how [21:42] much they're reading. They [21:44] deliberate and they bring the [21:45] fighting to you after their [21:46] early reading. We did just so [21:51] everybody here knows make a [21:52] commitment from our grants [21:53] that committee members that [21:57] they all 60 applications and [21:59] score them unless there is [22:00] identified conflict with [22:01] interest for any of their [22:01] stores to be counted. And we [22:03] did that to make sure that [22:04] everybody was getting a [22:11] welfare scores in judgment. Is [22:14] up to me. They have [22:15] historically been the basket [22:16] coming on site business. So i [22:16] always like to give a shout [22:19] out. However, this year. And that's just [27:06] so so important to be able to [27:08] have someone that connects. Is [27:12] able to connect to kids and do [27:12] that. And that's what this [27:15] program does. Well, they were [29:43] always bringing in the right [29:47] kids. Now whether matching it [29:51] with is research base outcome [29:52] measures. [29:55] >> And because it spans it [29:56] does ban. I don't. [33:09] >> depending on the age was [33:10] like her. It will depend. But [33:12] they had great notes showing [33:13] where they were doing this [33:16] with these students. They [33:18] also, of course, encourage [33:19] parent participation. There [33:20] are some things that the [33:23] parents do have to do and they [33:24] get them in there so they can [33:25] get their feedback on how the [33:27] children are developing. But [33:31] great program. They had all [33:32] kinds of children activities. [33:37] They were growing and teach in [33:38] 3, 4, year-olds and Blaine 3 [33:39] year-old grandson. That is not [33:41] an easy feat. They were doing [33:43] all kinds of amazing things. [33:45] These children and they were [33:46] at that point looking like [33:47] they were getting some good [33:52] results. I like thank board. [33:54] So every year that's Or did [33:56] They're the ones that direct [33:57] where the school's direction [33:58] is going you about view, that [33:59] this would be a model. You want to to from the [36:08] University of Florida Gators [36:12] and some other school that [36:21] event. They successfully [37:45] completed internship, is a [37:46] great way at the end is if the [37:47] figures are can have a data [37:51] and they're very successful. Yes, by a bunch [38:05] their facility is fantastic [38:05] that they really need to have [38:08] from last year site is a [38:09] worry, have age appropriate [38:10] task for the kids to do for me [38:12] on all the way to the [38:13] teenagers in this space is [38:17] really welcoming and really [38:20] allows for those interventions [38:21] and for the kids to be relaxed [38:21] in an environment that will [38:22] allow them to participate in [38:25] in 4 in the program. Of [38:26] course, this is the program [38:29] that receives referrals the [38:31] courts. So we want listen for [38:35] one of those. We did a lot of [38:38] our station one facility, 8 [38:39] ERs who chaired a number of [38:42] stories that what have you [38:43] tearing up if you're listening [38:44] to So, yeah, we're very [38:45] impressed with by a bunch [38:48] money that this program is [38:48] continuing to grow. And that [38:50] is going invest things in the [38:51] community. [38:52] >> I will share one It has [38:54] come to our attention that [38:57] there MAY be insurance [38:59] concerns. The level of [39:01] insurance that they need to [39:01] have in order to run this [39:02] program because of the funding [39:05] from the county makes it [39:07] really difficult for them. [39:08] It's triple the cost for So we [39:12] MAY see them coming to the [39:13] table to get back some of the [39:13] funding because they MAY not [39:15] be able to continue it if they [39:19] cannot find an insurance [39:19] provider. What [42:28] I really impressive was the [42:28] way that she connects. Not [42:29] only kids in a small group, [42:34] but also digitally. She needs [42:35] each session with them and [42:36] checks. Their attendance has [42:37] been full of their focus [42:38] checks or grades checks their [42:43] tests. Gore's and it has an [42:45] open conversation with them [42:47] about, you know what they [42:47] scored on their outer attest [42:48] that day. Did they do is get [42:49] is a thought they were going [42:50] to do. What can you do better? Served for more than [52:58] 8 years. If when you're [52:59] initially pointed Seder [53:00] initially appointed 2 years [53:01] into someone else's term, that [53:02] person doesn't finish. So for [1:04:24] all of our points. For all of [1:04:26] our priority areas, we make [1:04:27] sure that parent education and [1:04:29] care to engage. A part of [1:04:30] that? We are seeing a lot of [1:04:35] progress in that period [1:04:36] engagement prior month. A [1:04:37] survey, encouraging survey, [1:04:38] but we're asking to get really [1:04:39] parents involved 2 in the [1:04:42] whole process of raising your [1:04:43] kids. 92% of the outcomes that [1:04:46] were given by our agencies [1:04:48] were methods years. And that [1:04:50] is be was at 88% year [1:04:54] previous. This is. Just [1:04:54] remember that the thousands [1:04:56] our love challenging than they [1:04:58] were before are there was room [1:04:59] to grow, always or some real [1:05:03] research base outcomes here. [1:05:54] But some of the big highlights [1:05:56] were that we were able to [1:05:57] reach almost 4,000 students in [1:05:58] prevention programs that this [1:06:01] is all of those programs [1:06:02] helping hoping students not [1:06:04] get to the place where it [1:06:06] needed to spend extra money on [1:06:07] intervention we were able to [1:06:10] work with over 200 care [1:06:11] takers. These are family [1:06:12] members or people that are in [1:06:17] charge of. All right. Fielder [1:06:18] and guardianship of really [1:06:20] help them understand how to be [1:06:22] better. Parents. I know you're [1:06:23] going to moms, particularly [1:06:24] that help with their here to [1:06:26] make sure their babies for the [1:06:30] healthiest as possible with [1:06:30] board. And the new students [1:06:36] received physical education, [1:06:39] support and nutrition advice [1:06:41] out of 87 for event, a 7% of [1:06:42] participants party that's [1:06:45] killer skills. We feel like this [1:08:39] is going to create a return [1:08:42] back on the needs in the area. [1:08:43] And I think the more we hone [1:08:45] in on what outcome measures [1:08:47] are and what staff is doing is [1:08:47] just making sure its research [1:08:49] base and that we're providing [1:08:50] professional development. But [1:08:54] that this committee really [1:08:55] interesting. The grant [1:08:57] subcommittee that the redirect [1:08:58] that they have and the metrics [1:08:59] that they're looking at are [1:09:02] creating the return back and [1:09:02] asking questions if you don't [1:09:03] feel like those outcome, [1:09:05] measures are appropriate to [1:09:07] make the return on investment [1:09:10] fired U.S. Funding. Once we [1:09:11] fund we're really looking. Are [1:09:12] they doing what they said? [1:09:13] They're doing? So it's not a [1:09:15] matter of questioning the [1:09:16] agency's once they've been [1:09:18] funded based on their outcome [1:09:20] measures. It's a matter of are [1:09:23] they actually creating the [1:09:24] right dosage? Is that tenants [1:09:26] and their program after Are [1:09:26] they meeting with the kids [1:09:27] enough in order have the [1:09:29] outcome measures that they [1:09:30] said not question the outcome [1:09:31] measures that we've already [1:09:35] funded for. You know, we're [1:09:38] here to facilitate But this is [1:09:39] the fruit of your labor, [1:09:40] everything that you've done [1:09:41] leads to these outcome, [1:09:42] measures that were not [1:09:44] reporting out to you. So one, [1:09:46] take a minute and enjoy that [1:09:51] because this is why. You know, [1:09:52] the county commissioners put [1:09:53] aside this this funding and I [1:09:53] think in the next 5 years, [1:09:55] what we're gonna be able to [1:09:57] see is what does 5 years of [1:09:59] support around nurturing [1:10:00] families in communities do to [1:10:02] impact earnings assessment? [1:10:05] What is 5 years of funding due [1:10:06] to impact success school and [1:10:07] life. We should be able to see [1:10:10] a 5 year really clear [1:10:12] indicator of funding leading [1:10:14] to action and hopefully [1:10:15] filling gaps. So where we can [1:10:16] move on to the next needs that [1:10:18] MAY be Warren has pressing 5 [1:10:24] years prior. Governor [1:10:29] convincing communities we [1:10:32] >> 2,601 touch points. What is [1:10:33] the unique programs and [1:10:34] supports we see here and that [1:10:37] people is the fatherhood [1:10:38] program. I did. The father [1:10:39] abandoned son, a father, say [1:10:40] that they felt like they could [1:10:41] be better fathers because of [1:10:44] the reserves based curriculum [1:10:48] we've reached, you know it and [1:10:49] 46 families through ensuring [1:10:51] healthy pregnancies 34 others [1:10:54] took part in. Supportive [1:10:55] parenting. So once they have [1:10:58] their child, they had some [1:10:59] around it that this is really [1:10:59] when you're looking at the [1:11:03] aces you look at your tree [1:11:05] damage are like how we says [1:11:07] that's really looking at [1:11:08] parents. If they had, we're [1:11:09] how do we help educate dance [1:11:10] if they can provide the best [1:11:12] possible space for without [1:11:17] risk factors? 99% children [1:11:18] that went to supervised visit [1:11:22] in the in programs that we had [1:11:24] showed that parents show full [1:11:26] compliance and 96% had [1:11:27] positive interactions and were [1:11:31] monitored the entire program. Are there programs [1:11:58] that are helping with that [1:11:59] rescue that you think maybe [1:12:01] should be applying for [1:12:03] funding, get them in Arlene's [1:12:04] sooner than later so that they [1:12:06] can start doing some of the [1:12:07] professional development [1:12:08] because we want to make sure [1:12:09] we're providing as much [1:12:15] support as possible. [1:12:16] >> And then finally, we have [1:12:22] successes school and my we had [1:12:24] almost 9,000 students that [1:12:25] attended a program have [1:12:30] remember a man. Looking at [1:12:34] some of the funding areas of [1:12:35] area, 100% of students who are [1:12:36] in a program that focused on [1:12:38] student attendance at. [1:12:42] >> The tainted tenets of up to [1:12:43] 90% rate. [1:12:45] >> 79 students had reading and [1:12:46] math 93 1% of its students [1:12:51] were having reading prevention [1:12:52] it's small group showed it. [1:12:53] You've been roadside world [1:12:57] fluency 85% Nadler, gains deal [1:13:00] at the la. The progress [1:13:02] monitoring tool and 93% of [1:13:04] students who participated in [1:13:05] small groups. Math instruction [1:13:10] should learning gains. And you [1:13:11] can read on student that were [1:13:14] participating in the research [1:13:14] phase to ring return reading [1:13:17] and math really well. We also [1:13:21] looked at the several programs [1:13:22] work with internships 98% as [1:13:26] does programs that did work [1:13:28] experience or internships had [1:13:30] successful completion of their [1:13:32] sine. And really this to show [1:13:32] that do your ready to be a [1:13:35] that helped follow-up. Those [1:13:36] kids are going to be really [1:13:37] successful in his work [1:13:38] experiences, which will lead [1:13:39] to inflate ability or further [1:13:41] education. Later down the [1:13:43] road, there's 100% you're [1:13:44] participating in the program. [1:13:45] City college planning [1:13:46] workshops, they gained [1:13:49] admission death. At least one [1:13:52] university and 89% of [1:13:53] persistent presence that him [1:13:56] in straight increase work [1:13:58] repaired. Ms meeting where he [1:13:59] side to help kids get ready [1:14:00] for real well, we're really [1:14:03] seeing this van for of To [1:14:04] graduation, getting kids ready [1:14:07] for the suspect program. And [1:14:08] while we don't fund this [1:14:11] program, there is a workforce [1:14:15] programs being offered career [1:14:17] Human Services team is going [1:14:17] to be piloting. So we're also [1:14:19] going to be bringing in and [1:14:20] turns through. [1:14:22] >> The county and hopefully [1:14:24] helping them learn about [1:14:27] county government and getting [1:14:28] position to where they can [1:14:28] transition into a role at some [1:14:32] part of the county. So it's [1:14:33] not just a matter of where [1:14:36] we're funding has a as a [1:14:37] philosophy of our team. We [1:14:39] want to bring in turns within [1:14:42] our program offerings and show [1:14:42] them with the county hopefully [1:14:44] get them into full-time [1:14:46] employment. I think you think [1:14:46] have no idea what's available [1:14:49] even in their county. I so I [1:14:51] was 40, never thought I'd be [1:14:53] working. And of the count [1:14:53] Indian River County. And then [1:14:54] I was like, well, there's a [1:14:55] whole department for that Jan, [1:14:58] like with the possibilities, [1:14:58] are. We're going to be [1:15:52] a tree fall and we're not [1:15:54] asking them to lower [1:15:56] expectations. We want if they [1:15:56] want to say 100% are going to [1:15:58] an outcome measure. We wanted [1:16:01] them to shoot for it. So well, [1:16:01] while we celebrate golden, [1:16:04] find impasse. I don't want [1:16:07] look like any program that is [1:16:07] making a lofty goal should be [1:16:08] shot and therefore, we should [1:16:11] consider not funding them. I [1:16:11] really want you to look at [1:16:14] what their outcome measures [1:16:17] for and see that some of them [1:16:18] have created really strong [1:16:20] expectations. Program they [1:16:22] have chipped away and they're [1:16:23] they're improving, but they [1:16:25] might not be there yet. And [1:16:28] just on end some of the never [1:16:29] served. Cleveland numbers are, [1:16:30] but it depends on many kids [1:16:31] were actually born in Indian [1:16:34] River County or. [1:16:37] >> You know what dcf is giving [1:16:37] as the caseload. What is [1:18:15] happening right now with the [1:18:19] faculty but the freshman [1:18:20] Learning Center is a unique [1:18:24] space where 9th grade has not [1:18:24] proven to be successful. You [1:18:27] have emerging many middle [1:18:28] schools happening there and [1:18:32] because it's only 9th grade, [1:18:35] they're fighting to be top [1:18:36] dog. So I 9th grade center is [1:18:36] no longer a practice that's [1:18:39] proving to be sustainable. [1:18:40] When you look at the cost to [1:18:42] operate the freshman Learning [1:18:43] Center, it's about 1.2 million [1:18:46] dollars. The 9th graders will [1:18:48] go to main campus and have a [1:18:49] very traditional high school [1:18:50] experience this upcoming year [1:18:53] pending board approval. They [1:18:54] will be kind of like Sebastian [1:18:56] River High school in it in [1:18:57] their own part of the campus [1:18:59] to protect them a little bit. [1:19:03] But we feel like that is a [1:19:03] good decision. There is a [1:19:05] great principle. They're [1:19:06] that's building culture. And [1:19:09] she's trying to manage into [1:19:10] spaces and she has asked for [1:19:12] to be on the main campus. So [1:19:13] that leaves the freshman [1:19:16] Learning Center open. We have [1:19:19] asked him move, pass a middle [1:19:20] school. It's not a healthy [1:19:22] brand us right now. When you [1:19:24] look at that school, we have [1:19:26] choice and 23% of families [1:19:27] leave that school drive past [1:19:28] and make another choice. So we [1:19:31] need to rebrand and moving [1:19:32] awesome. Middle school to [1:19:34] freshman learning Center. [1:19:36] Incident between 2 very [1:19:37] healthy brands be Beach [1:19:41] Elementary and high school. So [1:19:43] that new this happening, [1:19:43] Osceola Magnet is moving to [1:19:47] also middle school. We survey [1:19:48] families and they wanted a 6 [1:19:52] great experience there. When [1:19:53] you ask them now they want to [1:19:56] do school experience and that [1:19:58] facility can accommodate it. [1:19:59] So they'll be moving the [1:20:00] middle school where questions [1:20:02] are already set up 2, the [1:20:05] middle school stays and they [1:20:07] can expand and grow. It also [1:20:10] allows to have our legacy [1:20:11] magnet schools right now, [1:20:12] which are all seal. And I'll [1:20:13] tell you the roads change if [1:20:14] you don't already know it. But [1:20:16] we can both have kindergarten [1:20:18] seats and we need to turn [1:20:19] families away from those [1:20:22] kindergarten seeds. So being [1:20:23] at a facility like that allows [1:20:26] us to open season access [1:20:27] families that don't get into [1:20:28] our legacy. Magnet schools [1:20:32] leave our district altogether. [1:20:32] So that is the immediate shift [1:20:37] for that pocket. We also due [1:20:42] declining. It's student age [1:20:43] enrollment. We have 4 [1:20:45] elementary schools, your beach [1:20:46] elementary, Glendale centers [1:20:48] and rosebud not been a 2 mile [1:20:50] radius. So that enrollment in [1:20:52] that community is not growing [1:20:52] for the populations. So when [1:20:56] you look at a school like a [1:20:58] Rosewood magnet who is at 130% [1:21:01] capacity versus a Dale, who is [1:21:05] barely at 60% capacity and [1:21:06] projected to decline. We had [1:21:07] to proactively address it. [1:21:08] We're not in any sort of [1:21:10] crisis at the moment. But if [1:21:13] we don't stabilize funds now [1:21:13] to 3 years out, we'll find [1:21:16] ourselves in a What we are [1:21:22] proposing is to moves that 257 [1:21:23] students at Glendale to Citrus [1:21:27] Elementary build that brand of [1:21:30] programming Glendale has a [1:21:31] really thriving ag or science [1:21:32] program. And I didn't mean to [1:21:33] centrist. They'll be able to [1:21:34] grow that with space more than [1:21:36] enough space for greenhouses [1:21:40] all of those things. We are [1:21:41] also proposing. Rosewood is [1:21:43] one of our oldest facilities. [1:21:46] The cost to operate it is [1:21:47] monumental. If we really did [1:21:48] use it, lightning mortar [1:21:49] strike, a circuit were there. [1:21:52] That circuit court doesn't [1:21:54] existence on a two-year back [1:21:58] So we need to proactively. [1:21:59] Plan for that in [1:22:00] cost-effective way. So our [1:22:02] plan is to new PRESIDENT [1:22:05] Magnet to the start facility [1:22:06] that is those are the major [1:22:09] major moves happening. We've [1:22:12] had a pretty good response. [1:22:14] Like I said, we had 23 faculty [1:22:17] and town hall meetings. We've [1:22:17] taken community input along [1:22:20] the way. Really after [1:22:22] Christmas parade of pending [1:22:23] board approval girl hit the [1:22:23] ground running on merging [1:22:27] cultures, merging logistics. [1:22:29] Planning for staff moves [1:22:30] fighting for programming. And [1:22:31] all of those things said [1:22:32] that's the major initiative. [1:22:33] Of course, very proud of your [1:22:36] feet high school. They have [1:22:40] made the state championships. [1:22:41] There's a community have rally [1:22:43] on Thursday. Gates Open at [1:22:45] 5.30. The pep rally starts at [1:22:47] 6 is an interactive experience [1:22:48] where? [1:22:49] >> After all, the performances [1:22:50] will come down on the field [1:22:51] and meet the players and the [1:22:53] coaches and the cheerleaders [1:22:55] and the band. But they've asked [1:24:19] for channel to continue the [1:24:21] brand and the color scheme and [1:24:25] logos and of But we are [1:24:26] allowing the schools and [1:24:27] people doing the work to [1:24:32] design work. And [1:27:13] I just went back into the [1:27:16] governors governs this I think [1:27:20] its ordinance 2022 7. And [1:27:21] within that there's a section [1:27:27] one, 30 dot. 21, which roles [1:27:28] and responsibilities. It Rico. [1:27:29] Police often won't belabor any [1:27:32] of this. But the first is to [1:27:33] provide a unified system of [1:27:34] planning and delivery within [1:27:38] the children's needs. But [1:27:40] within which the children's [1:27:41] needs can be identified, [1:27:41] targeted, evaluated and [1:27:46] addressed by see sec. But the [1:27:48] next collect information and [1:27:49] statistical data and conduct [1:27:53] research useful to see sack [1:27:54] and the deciding the needs of [1:27:58] children in the county. [1:27:59] Another consult collaborating [1:28:02] Forton a with other agencies [1:28:04] to the end that unnecessary [1:28:07] duplication of services will [1:28:10] be prevented. Following what [1:28:11] was recommended allocation of [1:28:13] funds to agencies to provide [1:28:13] services for benefit a new [1:28:16] river, telling children. And [1:28:17] so when I was I was thinking [1:28:22] about that. You know, I went [1:28:23] back to the focus, you know, [1:28:26] how do we how do strengthen? [1:28:26] Our winds just some of these [1:28:33] organizations. And so to that [1:28:34] we have a new needs assessment [1:28:37] update coming 2027. So that [1:28:39] start shortly. Effort going [1:28:44] into that. And as part of that [1:28:45] thinking that perhaps our main [1:28:48] could help those drafting that [1:28:51] report by providing input from [1:28:53] organizations with which we [1:28:54] must coordinate programming, [1:28:55] wind implementation and [1:28:57] provide complimentary funding [1:28:59] to enhance their efforts. So [1:29:03] they're saying is. Would be [1:29:08] nice if we could ask sheriff's [1:29:10] Department the school the [1:29:12] health department to provide [1:29:12] us with presentation this [1:29:22] year. On. We're the cc sack. [1:29:22] Complementing the efforts that [1:29:23] they're making with the [1:29:28] children most telling. What [1:29:30] sorts of things, what sorts of [1:29:31] programs could we create? What [1:29:34] sorts of programs can we? [1:29:40] Engage in with you? 2? Make an [1:29:41] improvement in the efforts. [1:29:45] You're already trying to make. [1:29:46] And so I you know, governor [1:29:51] encourage. That. Hopefully [1:29:52] committee would agree with [1:29:52] with something along those [1:29:58] lines. I think that would [1:30:00] extremely helpful in trying to [1:30:01] figure out where we really [1:30:03] need to be how we can help, [1:30:10] how we provide for firm [1:30:10] Sicknick argument, a better [1:30:11] child coming into the [1:30:15] kindergarten door. How can [1:30:19] work with the sheriff's office [1:30:20] too? Reduce truancy and [1:30:24] whatever else they think they [1:30:24] would need from organization [1:30:26] like that would enhance. There [1:30:30] are efforts within children [1:30:31] within the community. Same [1:30:32] thing with the hospital [1:30:33] district. You know, what are [1:30:37] they focusing on? Where are [1:30:39] they going with their program? [1:30:41] And again, what is it we can [1:30:42] do to supplement and [1:30:43] complement whatever they're [1:30:44] trying to do. I think that [1:30:45] would be really helpful. And [1:30:51] in terms of focusing our and [1:30:52] and looking at some of the [1:30:55] programs that we currently [1:30:55] funded, perhaps even reaching [1:30:56] out to those organizations and [1:30:57] talking to them about, hey, [1:31:01] can you? You're talking about [1:31:04] a program like this? Could you [1:31:06] modify it to do x, y and z so [1:31:08] that helps us with kinder. [1:31:09] But, you know, putting [1:31:13] kindergarten ready, in place. [1:31:16] Order, addresses, truancy or [1:31:22] has a better has a a way of [1:31:24] focusing on mental health and [1:31:28] those sorts of things hospital [1:31:29] district. That is one of the [1:31:29] things that look, this to next [1:31:32] year. We all agree to go [1:31:36] forward with that. The other [1:31:37] thing too, is taking place in [1:31:39] the background is are a number [1:31:41] of other agencies that are [1:31:45] putting together. Also more of [1:31:47] a coordinated effort within [1:31:52] their scope work. One of them [1:31:54] Iran early learning and the [1:31:57] child care group that has been [1:32:00] meeting for the last couple [1:32:02] months and they are in the [1:32:04] process of trying to figure [1:32:07] out how network the 45 [1:32:08] different child care [1:32:09] organizations that we have in [1:32:10] the county into something [1:32:13] that's little bit more [1:32:14] unified. Through l reached [1:32:16] through, trying to provide [1:32:18] support to these [1:32:19] organizations, not eliminate [1:32:22] them, but help them with [1:32:26] curriculum, help them with. [1:32:27] Support. If they are having a [1:32:28] they're having children that [1:32:31] just aren't making it. You [1:32:33] know, somebody to call of, for [1:32:34] example, childhood care [1:32:35] resources. Does some of that [1:32:38] already, you know, perhaps [1:32:42] expanding that expanding [1:32:43] upgrading a voluntary pre [1:32:44] cooked kindergarten and some [1:32:46] of these organizations. You [1:32:48] know what they do for Vpk is [1:32:50] does it doesn't necessarily [1:32:52] match what best-in-class would [1:32:54] be. And so reaching out to [1:32:57] these organizations having him [1:32:58] in for programming having him [1:32:59] in to see what real you know, [1:33:03] a a will run vpk program [1:33:08] really looks like. Would be [1:33:10] helpful is something through [1:33:11] early learning coalition, [1:33:12] perhaps we could we could [1:33:15] start to fund. So there's [1:33:18] number of ways I think we can [1:33:19] focus on this every poll that [1:33:19] I think I said this. But if [1:33:25] that holds true. Early [1:33:25] learning in shelter are [1:33:26] probably the number one issue [1:33:27] within every American [1:33:30] community. Pops up in all all [1:33:34] the statistics. And I'd say [1:33:35] it's the same with ours. And, [1:33:36] you know, I've gone through a [1:33:40] lot of detail looking at [1:33:42] numbers root causes for [1:33:45] poverty in our county and and [1:33:46] issues associated with getting [1:33:51] kids to me. You know, the [1:33:53] standards, especially for [1:33:56] education that we need to [1:33:56] complement. You know, the [1:33:57] great work that Doctor Moore [1:34:01] and his staff are doing. You [1:34:03] know what we I think it would [1:34:04] be great. I mean, a corporate [1:34:05] America. We always look pretty [1:34:06] city, which is that seems like [1:34:09] a really productive thing for [1:34:13] us to create better to coming [1:34:14] through to the kindergarten a [1:34:15] door so that they can improve [1:34:20] upon as opposed to remediate. [1:34:21] >> And so that that is I see a [1:34:24] lot going on That group has [1:34:30] also through private funding [1:34:31] schedule with the Florida [1:34:34] Chamber of Commerce to study [1:34:35] on early learning and [1:34:37] childcare within Indian River [1:34:42] County. And so when they've [1:34:42] completed that as well, and [1:34:44] glorious with their assessment [1:34:45] recommendations on how they [1:34:48] think we could improve. So, [1:34:48] you know, with all that [1:34:51] information be great. To pass [1:34:54] that along to subcommittees [1:34:57] and trying to get them to. [1:34:59] Having that are implement that [1:35:01] sort of thing into their [1:35:03] assessments so that we can [1:35:05] maybe start to pull some of [1:35:06] the so the broad swath of that [1:35:09] we. We currently contribute to [1:35:10] into something a little bit [1:35:13] more focused and something [1:35:16] that we can we can see the [1:35:17] benefits of Morton were [1:35:19] clearly if the committee wants [1:35:20] or whatever's best believe [1:35:21] that together, schedule of [1:35:22] people could bring it to hear [1:35:23] from, if that's something that [1:35:23] the committee would like to do [1:35:27] and we could. [1:35:36] >> so I in public health issue [1:35:37] when we do our coffee helped [1:35:38] set up a process community [1:35:39] health improvement planning [1:35:40] process. We do something [1:35:40] similar to what you talked [1:35:44] about is that [1:35:46] >> Do what I Similar redo key [1:35:47] stakeholder interview process [1:35:51] and we have that has set set [1:35:53] set of questions for that [1:35:54] interview gather. That's [1:35:54] objective information. And [1:35:58] also complements data process [1:36:01] itself. And so we're putting [1:36:02] together a can a community [1:36:04] health assessment. We're using [1:36:06] both sides of to to really [1:36:07] inform the needs assessment [1:36:11] process. That's how I [1:36:11] >> see those things bullied. [1:36:15] But I do think that. Bringing [1:36:16] in like you would sending you [1:36:19] suggested it is. Those leaders [1:36:23] in our community in this area. [1:36:25] I think that makes sense [1:36:25] essentially good pilot, that [1:36:29] process to see how we couldn't [1:36:30] agree that in the next needs [1:36:31] assessment. I mean, certainly [1:36:34] this is update and so were [1:36:36] sent. I think in terms of [1:36:38] well, we have to update, but I [1:36:43] think that. We can learn in [1:36:45] these tanks 2 years, how we [1:36:46] can integrate that when we [1:36:49] have next rotation of the [1:36:49] needs. Rest. [1:36:51] >> And that's what we're [1:36:53] talking 2.27. So this [1:36:54] absolutely a spring to get [1:36:57] what to 27. And we've already [1:37:00] finished. 26. So it goes in [1:37:02] 27. Is there any [1:37:34] way to maybe get an update on [1:37:37] what's happening with Pre-k? [1:37:38] And if there's any plans to [1:37:39] expand maybe there's financial [1:37:40] limitations, what are what it [1:37:46] preventing it from expanding? [1:37:46] Sure that really if you don't [1:37:49] have add. [1:37:49] >> Stickler the challenge was [1:37:53] is finding that we are not [1:37:55] funded for a full day Pre-k. [1:37:56] So those dollars have come [1:37:58] from somewhere else. If we do [1:38:01] find all day full day Pre-k [1:38:02] vpk and that that is [1:38:03] absolutely the challenge that [1:38:06] our family's faces. They would [1:38:08] still have to provide child [1:38:10] care, which is almost at the [1:38:11] same weekly rate, right that [1:38:12] they would if they send their [1:38:15] child every day for today. So [1:38:16] that would absolutely be a [1:38:20] welcomed. How is like a [1:38:23] private public partnership? Is [1:38:24] how do we create a high [1:38:25] quality experience, whether [1:38:28] it's in our spaces or other [1:38:30] spaces? Because I can [1:38:31] understand why families making [1:38:32] that decision because it's the [1:38:33] same costs for them so they [1:38:35] can leave to go to war, drop [1:38:36] their child off at Pre-k right [1:38:39] around their house work all [1:38:41] day beyond the limitations [1:38:42] that we can have them to teach [1:38:44] them and care for them and [1:38:48] pick them up on way home. So I [1:38:50] think there is so much [1:38:50] opportunity. I think it will [1:38:53] be important for us to monitor [1:38:57] this session because there is [1:38:58] interest from some of our [1:39:00] legislators to shift the [1:39:01] oversight of Pre-k from early [1:39:03] learning coalitions to school [1:39:05] districts and in particular, [1:39:07] our board approved that is a [1:39:11] priority. They feel like we [1:39:12] have strong quarter tied for k [1:39:14] 12 education and they have [1:39:16] asked as their advocacy for [1:39:18] their legislative priority to [1:39:19] consider giving us the [1:39:19] oversight of the Pre-k spaces, [1:39:23] all of them. That feed into [1:39:25] our schools. Do you think [1:39:27] maybe there's opportunity? [1:39:30] Know you're not planning that [1:39:32] baby in JANUARY. You can [1:39:33] update if there's potential [1:39:35] brick and mortar space to [1:39:35] expand Pre-k to know that [1:39:37] there is consolidation or if [1:39:37] that's in the works or if [1:39:41] there's any talk of it. [1:39:42] >> Just as Doug is saying, [1:39:42] this it. This might a priority [1:39:46] focus area but before you [1:39:46] build an entire need [1:39:49] synonymous those in need. But [1:39:50] as a matter thing that can [1:39:54] actually. With that analogy be [1:39:57] supported financially. If [1:39:57] there's space, Italy's opens [1:40:00] opportunity that. [1:40:01] >> You and top of that, tend [1:40:05] to look at how that impacts [1:40:09] the 40 some odd care [1:40:09] facilities because a lot of [1:40:13] them rely on that extra vpk [1:40:17] funding, too. Subsidize [1:40:21] offensively. You know kids. [1:40:23] >> If you have ever Mary Beth, [1:40:25] our ignorance of the pk as [1:40:26] saying Helens, she used to do [1:40:28] it 3 c's and increases [1:40:30] heritage. And she is like Mary [1:40:33] Poppins in the apartment, but [1:40:35] not only issue that fun and [1:40:37] exciting loves everything like [1:40:39] our kids through that program [1:40:41] to and the kids like him out [1:40:43] of there, they can read think [1:40:43] and all their numbers, [1:40:45] everything is purposeful. [1:40:47] Minute they come and to take [1:40:49] their lunch box out. But there [1:40:49] was violent Everybody gets a [1:40:50] different job each day when [1:40:52] she's just she onto my says [1:40:53] every second with those kids [1:40:55] and she would be a great [1:40:56] person to to talk to about [1:41:00] creating a prototype. And [1:41:02] she's second when of a lot of [1:41:04] our innovations. We understand [1:41:05] it's creating empty facilities [1:41:07] and one of the [1:41:10] >> silly assessments. We are [1:41:12] going to ask what's called the [1:41:13] coast. All the report [1:41:15] Glendale, which will be a [1:41:18] vacant facility. And we feel [1:41:19] like Glenn Deal is a [1:41:21] centralized facility to house [1:41:23] a centralized Pre-k. So those [1:41:24] are things already in motion [1:41:29] to figure out how we optimize [1:41:31] the space is whether it's [1:41:33] adult education or Pre-k or [1:41:36] special But I think part of [1:41:38] the conversation is also [1:41:39] leading to is the fact that [1:41:43] the existing system. [1:41:43] >> It ships great, but heart [1:41:47] of the problem is. The way [1:41:50] that the existing Pre-k are [1:41:53] evaluated is not consistent in [1:41:55] their programming and they're [1:41:57] really not being held. To a [1:42:01] standard. Of curriculum and [1:42:05] outcomes. I mean, it's. If [1:42:06] everybody survives the day and [1:42:09] they're like that and they [1:42:13] might not I my life at this [1:42:14] for kids. You expect to drop [1:42:16] them off and [1:42:18] >> and they're learning [1:42:19] something in there. You can [1:42:21] you know what they're supposed [1:42:22] to learn at the end of the [1:42:23] day. But each of our Pre-k is [1:42:26] within the community. [1:42:28] >> Are such different types of [1:42:29] groups with different types of [1:42:30] funding sources and different [1:42:33] types of resources available. [1:42:37] >> To that I think kind of the [1:42:39] model that we have done with [1:42:39] our friends partners of [1:42:42] professional development and [1:42:43] financial responsibility and [1:42:44] board management and all that [1:42:48] kind of stuff. [1:42:50] >> But transferred to a vpk [1:42:51] scenario would be very good. [1:42:54] So, you know, if it does trans [1:42:55] for to the school district, I [1:42:57] think you're in a better space [1:42:58] to kind of evaluate and [1:42:59] overseas and oversee their [1:43:00] standards of the existing and [1:43:04] then at war because there is a [1:43:05] very big lack of vpk [1:43:05] opportunities, especially in [1:43:07] the North County. And I know [1:43:08] is that this informant, but I [1:43:11] must say it again. I know [1:43:14] you're doing magical things [1:43:15] that elementary bat. That [1:43:17] community is very concerned [1:43:18] about losing the vpk 1000 [1:43:21] Elementary because all that [1:43:22] leaves is our and they're [1:43:24] pretty much maxed out on dvd [1:43:26] case basis. And that's years [1:43:27] ago in this community in [1:43:31] Indian River County. We have [1:43:32] the highest density of kids in [1:43:33] the smallest space with the [1:43:34] lowest one of the lowest [1:43:36] incomes and the counties and [1:43:37] lack of transportation. We're [1:43:42] just kind of off. So having [1:43:43] that leave the spaces is very [1:43:46] concerning to the community, [1:43:46] but I will get a of ice on [1:43:50] backside. I said before but I [1:43:52] think that's one of the things [1:43:53] that start that I understand [1:43:55] from the conversations and the [1:43:57] passes, the lack of became, [1:43:58] but also the lack of quality [1:43:59] became because they're just [1:44:01] not being held accountable. [1:44:02] Consistently. Well, that [1:44:03] vetting [1:44:05] >> There needs to be a hand in [1:44:10] glove. Match between the [1:44:13] school district wants and what [1:44:16] they're getting And so I think [1:44:19] that is that action that we [1:44:23] need from is it is. What is [1:44:28] your vision in the future for? [1:44:29] Well, if you're pre [1:44:29] kindergarten and that's the [1:44:30] space you guys want to play [1:44:31] and what's your vision for [1:44:33] this thing? How do we network? [1:44:36] Are you going to eliminate? I [1:44:38] mean, that's really direct. If [1:44:39] you're good, are you going [1:44:40] eliminate some of these sort [1:44:43] of these organizations that [1:44:47] the bk Is there a way to [1:44:47] weaken network that into you [1:44:50] guys somehow so that they can? [1:44:52] They're not threatened to [1:44:54] still exist, especially in [1:44:57] some of lesser developed [1:44:59] areas. How do you know how [1:45:00] this whole thing come [1:45:02] together? So love to hear what [1:45:02] you guys Patients have already [1:45:03] reached out to Doctor Moore [1:45:05] and said let us be a part [1:45:07] >> this journey. So Many of [1:45:11] those conversations have [1:45:14] already and are happening on a [1:45:15] day-to-day. [1:45:16] >> So so it's going to flow [1:45:17] into the funding And put if [1:45:21] we're going to focus on [1:45:22] childcare in the uk because we [1:45:25] believe it's. We believe that [1:45:28] education is the way out [1:45:29] poverty and education is the [1:45:31] way and to better outcomes for [1:45:33] children next thing also left, [1:45:35] I mean, one of the things I [1:45:38] came across was researching so [1:45:41] stuff was when Lyndon Johnson [1:45:43] put together the disgraced [1:45:46] same program and 64 and as [1:45:50] we're on hid his. He was [1:45:51] quoted as saying he wanted to [1:45:51] make taxpayers out of them. [1:45:57] Tax evaders. That's what we [1:45:58] definitely. That's what we [1:45:59] want to do, too. I mean you [1:46:01] know, that's pretty course. [1:46:03] But that's what we want to do. [1:46:04] We want to see these kids [1:46:07] finally get into professions [1:46:08] pay enough to have a family to [1:46:12] pay enough to support [1:46:13] themselves that you know, we [1:46:15] can eliminate as much poverty [1:46:16] ins and certain that are in [1:46:19] this county as we can. So [1:46:21] education is certainly a path [1:46:23] to that. Probably the most [1:46:25] important. So what do we do [1:46:26] this Why don't we see it? [1:46:28] Because you also mentioned [1:46:31] hospital distract the [1:46:32] sheriff's department. [1:46:35] >> and the the early morning, [1:46:36] group early learning group. So [1:46:38] why don't we start maybe with [1:46:42] school district in JANUARY? [1:46:44] >> We renovation will be to [1:46:47] close. Will be good timing. [1:46:50] >> I was stopped or more in [1:46:51] because I know he'll want to [1:46:51] give an update. So I want to [1:46:56] be sure that the timing. [1:46:57] >> Allows for fruitful update [1:46:58] versus flu. It could be what [1:47:00] we can do in the next year is [1:47:01] at each one of our meetings, [1:47:02] have some kind of update from [1:47:06] one of these groups. That's [1:47:07] basically a community partner. [1:47:09] See what their focus areas [1:47:09] going to be and what they're [1:47:11] kind of working on. [1:47:12] >> What our programming and [1:47:15] funding can help drive better [1:47:16] outcomes for them or support [1:47:19] what they're trying to do. And [1:47:22] then in our baby our NOVEMBER [1:47:23] meeting, we can kind of bring [1:47:24] it all together to provide [1:47:27] some focus moving into 27 [1:47:30] designed work. That's a very [1:47:31] early plant. [1:47:32] >> think this really speaks to [1:47:34] the value of the community [1:47:37] forum because I think a lot of [1:47:37] the conversation started we [1:47:39] are addressing where are the [1:47:40] needs in early learning [1:47:42] learning seas and then the [1:47:47] follow? With that we we did [1:47:50] not do a follow-up. But early [1:47:51] learning in DECEMBER we [1:47:53] planned for it. But because [1:47:54] there's so much work being [1:47:54] done right now, we're going to [1:47:56] back off a little of the [1:47:58] groups. Do what they need to [1:48:00] the scenes, but we will have a [1:48:01] community forum on towards the [1:48:03] end of the year. Focus on [1:48:07] career Pathways we love to [1:48:09] really expand that and be able [1:48:10] to showcase there's so much [1:48:12] happening with career Tech [1:48:13] education within the school [1:48:13] district and Treasure Coast [1:48:17] Technical College and then [1:48:18] ever say college, there's [1:48:19] opportunity. Don't think most [1:48:20] of the community is aware of [1:48:21] unless they have a a child [1:48:25] that is in high school. I know [1:48:27] that and I sometimes you do [1:48:29] You down. So I still do wonder [1:48:33] if [1:48:34] >> we are really starting to [1:48:35] grow towards a more of a [1:48:36] children's improvement plan. [1:48:38] And now growing. [1:48:39] >> Strategic plan. Already [1:48:45] have. Specifically for see [1:48:47] sacked or have an opportunity [1:48:48] to Camino over our group [1:48:49] movement that specifically for [1:48:52] kids. [1:48:54] >> And maybe this is something [1:48:55] that, you know, and different [1:48:59] task force are. Some committee [1:49:01] kind of grows out that that [1:49:04] take some of these ideas and [1:49:06] tries to create policy. [1:49:07] Because I think what I'm [1:49:09] hearing this group wants to [1:49:13] talk a little bit more about [1:49:14] policy and creating policy is [1:49:14] going support our future [1:49:17] versus just. You know, forever [1:49:22] stamp said Henry. So we'll [1:49:23] work towards that. And the [1:49:25] next years. And that's okay [1:49:27] with everybody. And i [1:49:29] appreciate you time for [1:49:31] bringing this or think it's [1:49:33] it's great to kind refocus our [1:49:37] efforts and think we've the [1:49:38] kind of created the structure [1:49:39] and it's good. And that's [1:49:41] running wells and talents. [1:49:42] I've been to the policy center [1:49:45] see what kind of changes we [1:49:47] can drive. So is clear is [1:49:48] having to reach out to some of [1:49:51] the places we've got it. Is [1:49:51] scheduled. [1:49:53] >> And share it.
