Um what we are looking at is [4:07] uh some zoning questions with regard to how uh the setback is. Uh that's a a [4:15] minor setback. So that's only 10 cmters. That's not going to be an issue. Uh it's [4:20] well within Peter's discretion uh our development officer's discretion for [4:25] that. The other two are a little more uh specific to the houses themselves. And [4:32] one is that they are posing some of the houses to be manufactured building [4:37] components. And similar to what just happened with GTC when they were [4:42] building theirs, we are still having to work off of the 2015 bylaw, which [4:48] doesn't uh recognize manufactured buildings uh other than trailers. So [4:56] what we are proposing is that it is a discretionary use that it be included [5:00] particularly in anticipation of further development and the fact that we've [5:04] already set precedent uh by allowing the other manufactured homes to be present [5:10] in that zone area. So that's the first one. The second one is more to do with [5:16] the size of the homes. And uh again this is a a smaller home than [clears throat] [5:21] you would would normally see in an R1. and uh recognizing that it would be a [5:26] tiny home. [11:20] » So the reason why this street naming is being proposed actually came from the [11:24] emergency services side and it required clarification on two particular streets. [11:30] We have upper bumpus and lower bumpus. And sometimes when we get a call, we [11:34] don't know which way we're going. And 30 seconds trying to decide can have an [11:38] impact on an emergency situation. And same with Carmichael East and Carmichael [11:44] West. Again, they're the same numbers and trying to figure out which side of [11:50] the street um the Carmichael subdivision that we need to go to is confusing. So [11:57] the emergency services had requested this. We brought it to council and we uh [12:04] discussed it. They agreed it would be a good idea. What they are recommending is [12:09] because upper bumpus and that hill area has been referred to as tarmaggan hill. [12:15] So they are proposing that upper bumpus now be called tarmaggan way. And in [12:20] terms of centennial it was a little more complicated. Um, we want to keep the [12:25] name and that's what the committee has recommended is to keep the name, but [12:29] it's just going to be called Carmichael rather than East and West and we're [12:34] going to have to reumber the houses. So, we're consolidating the [12:40] name and the actual physical location is going to be reumbered. Um, [14:20] so yeah, I had to I had to run out uh last week just because we were doing [14:23] Thank you for the approval on the movie guidelines and mutual aid agreement. Um, [14:27] but uh we we had a big uh wildland interface exercise last week as well. Uh [14:33] so just some updated stats. It was I don't want to say the ether I'm about to [14:37] go on vacation but lower this past month. Uh we have a few highprofile uh [14:42] incidents. uh there was an emergency out at the airport that we've worked with a [14:46] number of different partners on uh that one. Um we just put out some guidances [14:50] to businesses that they operate radio mass [14:54] as well. Um it basically still kind of hangs out there mostly alarm calls. We [15:01] seen a this distinct decrease in uh false alarms which has been great. Um [15:08] we do want to find out if it's if it's just taking their alarms offline. I [15:12] don't think that some of the bigger ones have, but it seems like it might be just [15:14] based on some of the policies that people invoicing. That's what I'm [15:17] hoping. That's what I'm trusting based on our discussions with some of the [15:20] landlords. Um, so that's looking really good. Um, and then just the the usual [15:25] kind of spread of incidents as well. So, um, any questions around fire responses? [15:34] » All municipal enforcement. Uh, same thing, just regular call volumes. [15:40] animals continue to be one of our big ones. Uh we've done lots of [15:44] interventions particularly around safety patrols um and helmets uh with kids on [15:49] their bikes. I'll go more into that in my quality report as well. Um a little [15:53] bit more granularity to the the types of responses. We try not to put too many [15:57] details some positive ticket because we're not going to see results and we [16:03] don't want uh is the important part in my opinion our quality update. Um so [16:09] we've spent a lot of time over the last month on wildfire and emergency [16:13] preparedness. Um as we see the other activity in the northwest territories [16:16] right now um has potential to uh uh get up and and really really really serious [16:21] really really quickly. Um so we spent a lot of time working on our pre-planning [16:26] uh working with partners including the ECC uh regional hospital uh health and [16:32] social services gas uh all sorts of different places just to make sure that [16:36] critical infrastructure in particular is uh well protected uh and that all of our [16:40] systems can be deployed all at once. Um so throughout the month we kind of [16:44] scaled things up through June uh trained with engine operations critical [16:48] infrastructure protection just to put the clea into place and then other [16:51] spritler system setups and then last Wednesday we ran a an exercise on that [16:56] but doing everything simultaneously uh it went really well uh as we were hoping [17:02] um we had everything set up on our critical infrastructure uh which is the [17:05] ones we've identified as the hospital the water uh reservoirs uh and the past [17:10] like the the propane air storage system at on Navy Road. We had everything set [17:14] up and running in about an hour and a half from [17:18] go. So all the equipment collated in storage and then put out with our [17:22] pre-plans in place. Um we acquired some new equipment. Uh you kind of see in the [17:26] bottom right hand corner. Um that's through our buoy program for this year. [17:30] One of the things we concentrated on is modulization and transportation so that [17:33] we can get things out single location. We want to be able to [17:38] divide and conquer and then put out a few skilled firefighters with different [17:42] crews of varying levels of of skills and ability including uh businesses, [17:47] governments, and other partners uh to be able to set up a lot of the systems. Um [17:51] in the bottom right, that's kind of some of the equipment for palletization [17:54] modularization. But we've been able to put together a package that's a type [17:58] three sprinkler structural protection unit as it's called. uh it's palletized [18:02] it onto uh small plane individual trucks all sorts of different permutations for [18:07] invic and then elsewhere as well but mainly NIC um we've been expanding our [18:12] capabilities on our sprinkler systems as well um just to ensure that we have [18:15] enough sprinkler heads and we're relatively independent on that too um [18:19] ECC has gotten a type two sprinkler trailer up here which is a bit bigger [18:23] but uh we want to make sure that we are self-sufficient as well I think that's [18:27] an important thing as a municipality especially a larger municipality where [18:30] we're quite disconnected and from the other other regions. Um so that went [18:34] really well. Our pre-plans are now entered into a number of different [18:37] databases. Um right now all of our respondents can access it through our [18:42] main uh catis. We'll go back to 911. It brings up specific locations and then [18:47] they can click on each one. gives a detailed inventory list, all the [18:50] specific items they need to set up uh a system at that location and then uh a [18:55] further dialed down map in Google Earth um that just tells them where to put out [19:00] everything as well. So, lots of good information there. We made sure that we [19:04] had to run all the pumps simultaneously, everything is working [19:08] so we can put something. So, we're happy about that. Uh it's a lot of work, a lot [19:12] of preparation for that. Um but we're pretty confident in our plan. Um, we [19:16] haven't finalized our wild interface plan. We're going to be revisiting the [19:19] whole BCC in the fall. We have a draft one right now. It's basically just a [19:23] living document, so it's always getting updated. Um, this our current plan [19:27] effectively takes into consideration all our new plans. Um, it goes into Google [19:31] Earth and then within our CAD system as well. So, basically everything is is [19:35] included there including storage. You may notice in the back that we dropped [19:38] some gravel in the back, made a pad there. We've brought in some CC cans [19:41] from our training yard and that's going to have a lot of our storage for [19:44] equipment too because it's getting we're getting more than we can put put into a [19:47] single trailer. So just having more storage capacity is pretty big for us as [19:50] well. We're going to kind of turn that to uh the fire department corner down [19:53] there. Uh just store a trailer there. Other items so neat everything up and [19:58] back basically. Um so that was pretty good. We're really happy with that. You [20:03] can see in the the middle picture there that's just the preparation. Basically [20:06] we pull the trailer up the cands and then everything gets offloaded [20:09] palletized and sent into individual trusty board. Um on we we participate in [20:15] emergency management tabletop exercise as well during AD. Um it was mainly [20:19] discussions and review of our emergency plan itself. Uh going over some details [20:23] with that working with other partners in a number of different scenarios that we [20:26] could experience including mainly concentrating on weather events uh in [20:30] the winter. Um we rolled out our emergency management app. It's been [20:33] active and available uh but then now it's part directedly linked through the [20:37] town of Anubic app which was just publicly rolled out in the past week. Um [20:41] we we're going to use as an independent app where we can push out local [20:44] messaging to uh residents uh in case of an emergency. We're not relying on GWT [20:50] or other government partners to put out messaging and we can speak to citizens [20:54] directly with that too. Um we've been spending a lot of time on seasonal [20:58] maintenance. uh our annual hose test when we finished all our 4 in supply [21:01] line. We've detected about we did about 3200 ft of that one length at a time. Uh [21:06] moving on to our our attack lines. Um we've been starting hydrant flow [21:11] testing. We're working with infrastructure like time infrastructure [21:14] with that as well. Uh just getting some key data on some critical hydrants [21:18] throughout uh town. Uh mainly kind of concentrating on industrial areas and [21:22] kind of junction points right now just to know exactly what we're flowing at [21:26] those different ones. Uh and then we have our EP, our emergency vehicle [21:29] technician is going to be coming up from White Horse. Uh his ironically enough, [21:33] his truck is in trouble. Uh so we're that to be repaired and then he'll be up [21:37] and working with our staff to do our pump testing and our regular apparatus [21:41] testing as well. Uh so it's been pretty busy. We've been involved with Canada [21:45] Day as well. We ran a barbecue with that. You see the crew up at the top [21:47] right there. Um and we put up the the giant Canada flag on Kenzie. Um and uh [21:54] yeah, really good time doing that. Uh weather was maybe not the best, but it [21:58] was it was great. We had a good time. Any questions about [22:06] » um great. So we ran through the municipal enforcement. We ran our bike [22:09] ready at the start of the month. Uh and then that segued into our helmet drive [22:12] as well. Uh so we covered every single class within East 3 Elementary. Um they [22:17] learned about bike safeties, hand signals, wearing their helmets, all [22:20] sorts of things just around bicycles. We had the RCMP participate with us as well [22:23] on that. Uh and it's another successful year of that. Um every single kid that [22:28] participated in that got a bike helmet. Uh we ordered more because we ran out. [22:31] Um so we got more and then we started a donation campaign as well. So we put it [22:35] out on public Facebook groups for tourists coming up from driving the [22:39] damster. But if they come by the fire hall, we can we'll trade them for a [22:42] patch, a photo op, and if they give us a helmet. So our first people came in [22:46] immediately after they see in the top right. Uh came by with a couple of [22:49] helmets. Um and they got their photo op and they got some patches. So they were [22:53] super friendly. We've had a few more roll in through that and we're just [22:55] going to keep on doing that because it seems to be somewhat successful. Uh [22:58] we've also started again our positive ticketing campaign. So you can see our [23:01] first advertisement for that. We went and got ourselves some uh some slushies [23:04] ourselves. Um we uh have been handing out whenever we can. We're making a [23:09] point of pulling over every single kid we can see on the roads. We're doing our [23:12] fire trucks. We're doing the municipal enforcement. Basically everybody has a [23:15] stack of coupons to get. Um we started to get kids just coming into the the [23:19] days. Uh but that's kind of not the direction we want to go with that. um [23:22] you don't go to the RCMP asking for a medication. So um it's been pretty good. [23:27] Kids are know knowing know about it. We're spreading the word as much as we [23:31] can and really really push it. We're carrying around helmets in the trucks as [23:34] well so we can give them out if we see kids on their own. Uh one of the obvious [23:38] ones we we we try to target kids if there's one kid wearing a helmet. Um [23:41] pull them over, give them a ticket in front of everybody else and then if they [23:45] go to the fire hall to get more or they fit in one of the helmets we have. [23:49] So, um, we've been having a lot of fun with that. Kids are really enjoying it. [23:53] We just want to keep kids safe and wearing helmets everywhere. Um, we've [23:57] also been doing a lot of enforcement around ATDs. Uh, so we've created a new [24:00] like ATV intervention law specifically for ATDs, especially around helmets, [24:04] safety, uh, and speeding. Um, different types of helmets that obviously we're [24:08] not giving those ones up because they're a lot more expensive, but we're trying [24:10] to get kids especially into them. Uh, provided they're following the law. We [24:14] don't do licensing for ATVs. That's not the Department of Motor Vehicles. Um but [24:19] uh so we're limited in terms of the access we can get in terms of licensing [24:22] and things like that. Um but uh this has been one of our pushes. Um and again the [24:27] candy bar all our staff participate in that municipal enforcement and they were [24:30] there mainly running the route on this one as well. Fire trucks get all the [24:34] glory going in the parade itself but enforcement makes it happen roadblocking [24:40] around it. um along with all my stuff. Um any questions around? [24:47] » Oh, one big thing, a huge thing, 20 plus dogs rehomed from last month. Um there's [24:52] one place in particular we really concentrate enforcement on that. Um we [24:56] didn't need to go under the dog act to do any seizures or anything else with [25:01] that. Uh we were able to rehome 12 puppies all at once through artic which [25:06] was really good. Um and they all left with the the red clinical as well. Um [25:12] but it's been a quite a few uh animals done as well. Um but yeah, lots lots of [25:19] really good work from our staff around that just because that's [25:24] » just Brian on that. >> Yeah. Um, we [25:38] obviously make sure that they're within the confines. Three dogs, that's the [25:40] maximum. So, um, that's what we're holding them to. Um, from my [25:44] understanding, it's just males there right now. Um, I might be wrong, but [25:49] it's just one. That's the idea. We offered to cover uh, neutering or I [25:54] think it's feas. We offered to cover things. Uh, they [25:59] elected not to take us up on that. we're still going to offer on the planet and [26:03] we try to make that happen and we're going to stay on top of this particular [26:06] location for enforcement action as well. Um it came down to a bit of negotiation, [26:10] bit of leverage through fines and some of the directions we could go with this. [26:15] It's a kind of a tricky territory to navigate as well. Um because if [26:19] somebody's lying just number of dogs, we can't get into a building. We're limited [26:22] in our powers to uh we can't go and get a search. It's very difficult for us to [26:27] do that. We have to work within the Com Dog Act. Um, so there's a bit of a [26:32] balance. We've had some neighbors that we have been working with all along that [26:36] street, not just anyone in particular. Um, and they've been really good [26:42] just expressing their concerns. So, what happened on [27:51] that one? Um, we have a number of different boundaries. So, we call them [27:54] it's boundary A B CDE E F. Um, on Centennial, they had started to clear [27:59] cut. We were we thought they had stopped uh while we were doing the inspection. [28:04] Um, and then I noticed it grabbed a few more meters. So, we put a stopped to it [28:08] right away. Um, it's not supposed to be clearcut in that spot. It's supposed to [28:11] be crown spacing within there. So, we had a meeting with the contractor uh [28:14] just to discuss it in detail about what the requirements are on that. So, the [28:18] whole area uh in between founded by Bonus and the bypass and then uh uh [28:24] Wolverine and the bypass or no sort of the other way. Um Bus and White pretty [28:27] much um that whole area is just supposed to be ground spacing. They are well [28:32] aware of that right now. But 100% they are just [29:28] doing trans spacing. That's all they're doing in behind there. And I we made [29:31] sure that they're going to leave a buffer zone as well because I know that [29:34] was one of the uh concerns from citizens around the the salt dust like the the [29:39] solar farm there. Um but there's no trees in front of me to see everything. [29:42] So we've asked them to create a good 10 meters at least and just leave all the [29:47] the vegetation there. Um and with the crown space and they're not removing any [29:50] deciduous trees with that as well get some of the undergrowth. But it's the [29:54] commit versus what our concern is. Uh those are the ones that really fuel. [29:58] So, um that's the the idea. But yeah, um they will be doing a bit of along the [30:05] rightway like the uh the access like the utility rightway going into a reservoir [30:10] because the one side has the road on it. And so we're going to get them to do [30:12] similar clear cutting for 10 m space on the other side of that east side. They did it, but it [38:23] failed. So, and they're going to go back out there to dig it out and attempt the [38:27] better repair. Uh so we had that I had that conversation with the [38:47] engineers um because it was part of that project. So they were working on the [38:52] efficiencies to try to finish that off. We bought four truck loads last year. So if you failed with the small [39:09] patch we just did. We need to figure out and see that we can actually use the [39:13] material we have um before we then do a bigger a bigger repair. But in my my [39:19] thoughts, I will probably go with the concrete sidewalk first um on that one [39:24] for the bridge and then after afterwards we'll take a look at the the actual [39:31] » contractor. [39:36] The one in front of the church was really nice and it went 27 above and [39:40] they laid the cold mix on and it was a little hot and then it rained torrential [39:48] rains and it went a little soft. It was 30 and above and it uh just brought the oils right to [40:16] the top. Never seen that. So, I don't know if it's [40:20] contaminated material or the new oil that they changed because of the vio [40:24] stuff that's going on. I don't know. And the one at the church down there, I [40:29] don't we'll go look at that. It is a dip is failing there too. So that could be a [40:33] culprit issue again. And uh the one at the IRC I was waiting to hear if they're [40:39] going to do the concrete and then we'll fix we graded up at the loaders a bit. [40:44] But the one at the church is a big anomaly because it was 110% [40:49] compactor. It's still failing right now. It's [40:52] failing again. >> It stops going down. So they currently they worked three days out there right [42:32] now to get that done and then if they so I I actually mentioned it to the [42:37] contractor when I spoke to him on the weekend. I said we're going to have to [42:40] account for the material that we've used and I mentioned it to the SEO as well. So I had a detailed conversation with PS [43:31] about this earlier today. Um the inventory was completed and [43:36] everything was with all that was with all that was supplied. They wanted to [43:40] start assembling and there was an issue with dimension. So um the [43:49] so the dimension of the drawings that was sent to the contractor that supplied [43:53] all the material asked for 6,000 mm right and that's what they supplied. [43:59] Okay. >> So um when the contractor went to site [44:04] it's about 5,000 it's about 600 mm short or off. So the drawings and the reality [44:13] there's a basically this about 600 mm difference right? So uh and then we're [44:18] just trying to work out okay so how do they build this structure it's going to [44:21] be a little bit bigger than the existing foundation and what's the solution out [44:24] there do we have to cut this material to fit or do we uh build something extra to [44:32] make it fit at the size it's already been produced at. So, it's not uh [44:36] there's no it's a breakout like every other [44:41] construction. You get there, there's always something, [44:44] you have an RFI, you deal with it, you move on. There's no issues. I wouldn't [44:48] call it an issue. It's just like every other construction project we have out [44:52] there. >> Yeah. Okay. No, that's clear on that. The drawings are already so I don't even know if the [47:43] engineers may decide to visit or not. But the drawings were made. There was [47:47] that dimension on the drawing and that was what was sent.
