[0:00] Welcome everyone to tonight's council. [0:02] Will you please stand for the pledge of [0:03] allegiance? [0:07] » I pledge algiance to the flag of the [0:10] United States of America and to the [0:13] republic for which it stands, one nation [0:16] under God, indivisible, with liberty and [0:19] justice for all. [0:27] Like everyone made it tonight. Welcome. [0:30] Review and approval of agenda. Um just a [0:33] note real quick, everything is in your [0:35] packet, but in mine, [0:38] um the pickle ball was after number 8B, [0:44] new business. So if you haven't looked [0:46] at your packet, good. You may have to [0:48] skip ahead when we get to that part. [0:50] It's further in the packet, but it is [0:52] there. [0:54] >> I must have run copies and had it later [0:55] in the Okay. Motion to approve the [0:57] agenda. [0:58] >> Second. [0:59] >> Motion made and seconded to approve [1:01] agenda. All in favor? I. [1:02] >> I. [1:03] >> Opposed. Motion carries. [1:05] >> Public comments. Anybody here wish to [1:07] make any comments on any topic not on [1:09] the agenda tonight? [1:13] >> Three minutes. [1:14] >> All right. Be quick then. [1:17] >> Okay. Hello city council members. I'm [1:20] here today on behalf of Thrive Ellen [1:22] County, which has partnered with [1:23] economic development and Iowa industries [1:25] through a grant to highlight some [1:26] exciting additions we're bringing to the [1:28] Iowa's farmers market. The farmers [1:30] market is already a wonderful community [1:32] event with fantastic vendors, locally [1:34] grown produce, and a loyal community [1:36] support base. These new activities are [1:38] intended to build on that strong [1:39] foundation, attract even more visitors, [1:41] and create additional opportunities for [1:43] our vendors and local businesses. As you [1:45] may have seen last Thursday, inflatables [1:48] filled the lawn of on the west side of [1:49] the square along with two delicious food [1:51] trucks. This week, Los Titos, a Mexican [1:54] food truck, and 323, a baked goods [1:57] truck, will be joining us. The grant [1:59] will cover up to $10 towards an order [2:01] for each of the first 25 customers who [2:03] attend both food trucks. We also [2:06] partnered with a new business, Mabel [2:07] Creative, to provide free arts and [2:09] crafts at each farmers market throughout [2:11] August. This week only, we'll also have [2:13] a free watermelon feed featuring locally grown watermelons. In coming [2:18] weeks, visitors can look forward to more [2:20] food trucks, a balloon artist, an [2:21] entertainer, a car show, and a pie [2:23] eating contest with a grand prize of [2:25] $500 in chamber bucks. Last week's [2:28] turnout was amazing thanks to these [2:30] efforts and the Iola Public Library [2:31] summer reading wrap-up event, which was [2:33] held next to the farmers market. We hope [2:35] to build on the momentum and continue [2:37] increasing attendance throughout the [2:38] rest of the season. Please stop by and [2:40] join us. uh for the remaining farmers [2:42] markets and thank you for continuing to [2:44] invest in economic development, our [2:46] local businesses in the Iowa farmers [2:48] market. Is there any comments or [2:49] questions? [2:51] >> Nope. It was a good turnout it looked [2:52] like this past weekend. So, [2:54] >> really exciting last week. [2:55] >> So, yeah, looking forward to this next [2:57] week. Thank you. Appreciate the update. [3:00] Thank you. [3:02] >> All right, moving on. Consent agenda. [3:04] Any questions, comments, concerns? [3:08] Motion to approve the consent agenda. [3:11] >> I'll second motion to approve consent [3:14] agenda and seconded. All in favor? I. [3:17] >> I opposed. Motion carries. [3:22] All right. Pickle ball court. [3:31] Um [3:33] I guess is anybody got any certain [3:35] questions? I know we I went and got an [3:37] uh updated formal quote from one of the [3:42] contractors that was in question [3:45] um Field Ops Company of Kansas. [3:50] Um I did notice here that he has the [3:52] incorrect date on it, but I assure you I [3:54] received this the other day. This is the [3:55] updated formal quote from Mr. Vaner. [4:01] Well, instead of 22 cheaper, he's now [4:04] >> Yeah, his he had told me when I called [4:07] him and told him uh what I needed um and [4:09] just talked to him a little bit that uh [4:12] material had went up of course in price [4:14] and um I mean he may have also upped his [4:19] uh labor cost as well. Um I'm sure you [4:22] know if he's a small business owner from [4:24] one year the next if he's providing [4:25] benefits to somebody his cost went up in [4:27] some sort sort of way. Um, but this is [4:30] his updated price. Um, and then of [4:34] course I have the other two former [4:35] quotes from the other two companies. [4:38] Um, I would like to add, [4:41] um, when I did speak with, uh, Troy [4:44] Vaner, the owner of Field Ops Company, [4:47] he did tell me cuz I just wanted to [4:49] know, you know, so I could be utmost [4:51] with you all that, uh, him being able to [4:54] get to this job this year is in question [4:56] because of how busy he is currently. Um [4:59] he said honestly it's up in the air [5:02] because a lot of his work still to this [5:04] is all obviously weather based so if it [5:07] gets cold enough outside he can't do the [5:09] job the the material won't adhere to the [5:11] concrete properly. Um so he said with [5:14] his current ongoing jobs that if [5:16] everything still goes as scheduled with [5:18] what he already has scheduled for other [5:20] jobs it would be in question if he could [5:22] get to us this year. Um, I did speak [5:26] with the other one I know that was the [5:27] clo next closest bid that uh had some [5:30] interest, McConnell Associates, and they [5:33] said he had told me that he could get us [5:35] on the books this year. Um, it would be [5:38] possibly later September roughly right [5:41] now andor into early October. And he did [5:44] say if at all something had happened [5:47] with their schedule and the weather did [5:50] turn for a snap, he would not even try [5:52] to administer their product uh with [5:54] anything with concern of curing and he [5:57] would honor this price into next year [6:00] and they would have to, you know, move [6:01] the job into next year. [6:03] >> Is dangerous? [6:06] >> I wouldn't consider it dangerous than it [6:08] is right now. [6:08] >> Facts or I mean is it bad? I I haven't [6:11] looked that way. [6:12] >> It needs to be addressed. It's not [6:14] >> It [6:16] >> It's routine maintenance, honestly, is [6:18] what it needs right now. [6:20] >> If would be um they sounds to me like [6:25] they're not. [6:30] So, [6:35] » um he did not clarify that. [6:38] I would have [6:39] >> he McConnell did say they would honor it [6:42] into 27, but Troy did not uh clarify if [6:45] he would honor it into 27 or not. [6:49] >> Estimate the last couple months. [6:57] » Anybody else have any other further [6:59] questions regarding these? [7:03] I know there was some hesitation with [7:04] field ops because it was indicated they [7:07] were newer business. Um, [7:10] you know, that's the dangerous thing [7:11] with an aged [7:14] uh estimate is the price did go up for [7:17] him. You're closer now with McConnell's [7:21] cost. So, council [7:24] >> and remind me has McConnell and [7:25] Associates done for the city? [7:28] >> Not to my knowledge. They did minutes [7:30] years ago. Joel. [7:32] >> Okay. [7:32] They've done some [7:33] >> before me college. [7:34] >> Yeah. They've done some work at the [7:35] college in the parking lot and stuff [7:37] >> because I know that that's what you [7:39] you're referring and so there's got to [7:41] be reason for [7:42] >> longer company history. The couple [7:45] people that I've have spoke with said [7:47] that they never heard of anything bad as [7:49] far as their work related to them. I [7:50] know they did the job at Shen High [7:52] School um for their tennis courts. I [7:55] guess I'm sure they use them for tennis, [7:56] not pickle ball. Um that's just why I [7:59] was leaning in that direction. [8:09] like [8:11] Mac was going to do more square foot [8:13] square yardage or [8:15] >> it it should not have been. I gave every [8:17] one of them the exact dimensions and um [8:22] two of the companies did meet on site. [8:24] The only one that did not meet on site [8:26] was field ops, but I gave him oh dozen [8:29] photos, uh, video, exact square footage [8:32] up close of the cracks. I mean, I I [8:34] talked to him on the phone several [8:35] occasions. Um, he's got an aerial Google [8:38] Earth view. Um, he said he'd done a [8:41] couple of other jobs, uh, maybe four or [8:43] five similar to like our job aspect. Um, [8:47] but yeah, they should all their their [8:50] quotes should be prepared by the exact [8:51] square footage for the same job. [9:13] It's hard for me to disagree with Robbie [9:15] on his recommendation just because of [9:18] the extensive proposal that Matt [9:21] McConnell and Associates has done that [9:23] even in consideration. Fields is a [9:26] smaller company and they're trying to [9:28] build brand new [9:31] >> got to start somewhere. I mean, I feel [9:33] like But [9:34] >> do we want them to start with us? [9:37] >> I'm okay with it. [9:40] >> Well, it looked like when I reviewed it [9:41] last year that it's a franchise company [9:45] that they've got 95 sites all over the [9:47] US. So, part of the question was, you [9:50] know, what kind of reference do they [9:51] have? And is is their product the same? [9:53] We don't know that though, do we? [9:56] >> You know, refresh my memory. I'm sorry. [10:01] What kind of guarantee warranty [10:08] cannot [10:09] >> none of them none of them guaranteed [10:11] anything about the the cracks will [10:13] reappear at some point they said that [10:15] this that's nature that's construction [10:17] >> about the coating or the paint or [10:18] whatever how [10:20] >> adhesion [10:22] >> how long would it last [10:24] >> I believe McConnell in here I think he [10:27] had put in here that he was going to [10:28] give it a one year. Um, [10:31] >> typically it's usually you get a year [10:34] >> one full calendar year to see get [10:36] through all the seasons. [10:38] >> And and that's I'm sure whenever I spoke [10:41] with Preston McConnell that he's just, [10:44] you know, as many times they've done [10:45] jobs like this, hundreds and hundreds of [10:47] jobs. He doesn't foresee the the product [10:50] completely just failing. And he did say [10:53] that I mean besides his one-year [10:55] warranty um you know if such a thing was [10:58] to happen he would come and make it [11:00] right. [11:01] >> And what did [11:04] >> he I think he was about the same. I [11:06] don't know if he has it in writing there [11:08] for the warranty but he did not describe [11:10] any type of 10-year warranty or anything [11:12] like that. [11:16] » Think anybody's going to give you 10 [11:17] years? Well, no, I don't expect that at [11:19] all. And I don't expect or you know, [11:26] » are you still on the surface that long [11:28] curve put down? [11:29] >> Yeah. What's left of it on the west [11:32] half? A lot of it has been completely [11:34] worn off and or the winds blown it off [11:37] after it was loosened or the rain had [11:38] taken it off. The west half is used more [11:40] from the tree shade trees in the evening [11:42] when people are out there playing. So, [11:45] we're just about down to bare concrete [11:47] in in a good portion of it. [11:49] >> Was that about eight years ago? Nine [11:50] years ago, [11:51] >> probably you think [11:52] >> probably 10 or better. [11:54] >> Okay. [11:59] » I don't remember. [12:00] >> 2015. [12:01] >> 15. [12:02] >> Doug, do you remember? [12:04] >> Didn't the high school Didn't the school [12:06] district just resurface their tennis [12:08] courts here not long ago? [12:10] >> I'm trying to think of who did that. [12:11] >> That was Yates Center. [12:12] >> Oh, okay. Yeah. the much higher quote. [12:16] >> I couldn't remember. I thought they had [12:17] them resurfaced. I couldn't remember who [12:19] did it. [12:29] » I'll make a motion [12:34] $46,700. [12:38] » Motion builds. Do we have a second? [12:41] >> Second. [12:42] >> We have a second. All in favor I [12:46] opposed [12:48] to although yes. [12:53] >> So what do we have? [12:55] >> Let me see. Let me see the yeses. [13:00] Five yeses. And Mark, Joel, and [13:06] Jeremiah, you're no. [13:08] >> Okay. [13:11] Motion carries. [13:13] filled up. Thank you guys. [13:15] >> Thank you, Robbie. Appreciate your time. [13:17] Thanks for bringing it back. [13:21] » All right. Special use permit 220 South [13:24] Kentucky. [13:26] >> Angela, are you going to or Greg, you [13:29] going to talk first? [13:30] >> Uh, I think so. Good evening. [13:34] The planning commission met uh held a [13:36] hearing on July 21st to review an [13:39] application from Angela Johnson and the [13:42] Shepherd's Post. They're requesting a [13:44] special use permit for 220 South [13:47] Kentucky. The organization is uh wants [13:51] to use the location as a faith-based [13:53] home to support help and support men. [13:56] The address is in the R2 zone which is [14:01] two family residential according to our [14:05] um use table. Uh group residential is [14:08] allowed but they have to have a special [14:12] use permit for that. Uh group [14:14] residential [14:16] uh in a nutshell be like a sorority. [14:18] Anytime you have more than five [14:20] unrelated people living in the same [14:23] address, it's it's considered group [14:25] residential. Um uh planning commission [14:30] had a hearing [14:32] and uh letters were sent out to [14:34] everybody within 200 ft of the property. [14:37] There were no calls to my office [14:41] concerning this. There was nobody that [14:43] showed up to the hearing at the planning [14:45] commission in objection to it. Everybody [14:49] that attended the planning commission [14:51] hearing was in favor of it. Angela is [14:53] here tonight with some of those [14:56] supporters here. So if the council has [14:58] any questions for Angela or any of them [15:01] about it, she's here to answer any of [15:03] those questions. [15:04] >> I have a question first for Greg. [15:05] >> Yes. [15:06] >> And so that's the old church. That is [15:09] the church. They're planning on taking [15:12] the newer addition to the north of it. [15:15] They're taking three of the bedrooms. [15:17] They have very large, [15:20] I'll call them bedrooms. They used to be [15:22] Sunday uh school classes. Uh they're [15:26] going to put dividers in them so that [15:29] three men can stay in each bedroom. And [15:31] they're going to have a separate smaller [15:32] bedroom for a manager to stay in there. [15:35] So, it'll be nine men and then a manager [15:38] that lives there full-time. [15:39] >> So, with renovations, the site would be [15:42] appropriate for housing that many [15:44] people. [15:44] >> Yes. [15:45] >> Okay. That was my question. [15:48] >> Yes. [15:54] >> I will also add in with this uh stink [16:01] >> project. There is a also another project [16:04] that's been going on for several years [16:05] to take the the schools and make those [16:07] into apartments too. So there's it's uh [16:12] going to be an increase in uh apartment [16:15] living in that area also. So [16:18] >> thanks Greg. [16:20] >> Um Angela you want to [16:23] >> come up say anything? [16:27] I'm Angela Johnson, director of the [16:30] is just another ministry that we have [16:33] with the pregnancy and family center. We [16:35] do the jail ministry for our females and [16:38] then we have our men who do the jail [16:40] ministry for the men and that's just [16:41] part of our jail ministry that we're [16:43] adding on to. Um the building was [16:46] donated to the center. [16:48] >> Any questions? [16:49] >> Well, I thank you all for taking on the [16:51] project. Um it is sadly needed. I mean, [16:53] it's needed in our community. It's sad, [16:55] but but these are great projects and and [16:58] I'm glad that a a community group is [17:00] taking this on and and addressing a need [17:01] that we clearly have in town. Um [17:05] council, do you have any other questions [17:06] before I make a motion? [17:08] >> I have a few. [17:09] >> Okay. [17:09] >> Um how many residents are expected to be [17:12] here consider capacity? [17:15] >> There would be nine men [17:17] >> and there would be a manager. Um and [17:19] we've already got the walls up. There's [17:21] been walls placed. Plenty of room for [17:23] three men in each. It's a big I wish I knew the size of the words to [17:28] live there. [17:28] >> Oh yeah, definitely. [17:30] >> And what are the qualifications for the [17:32] men? [17:33] >> We're working on all the policies and [17:35] procedures currently. We have don't have [17:36] them all in place. It's going to be men [17:39] from um well [17:42] oh [17:46] well just here's what I'm going to say. [17:48] It's going to be sorry about that. is [17:49] going to be men that um off the streets [17:51] from jails, drug court, Oxford housing, [17:54] um anybody that's that would be seeking [17:57] uh faith-based housing because it will [17:59] be faith-based 100%. We have six um [18:03] pastors who will be pastoring and part [18:05] of that um that we meet. We've already [18:08] got our committee set up and so we've [18:10] been meeting and talking about how will [18:12] this work for our community. Right now, [18:14] it's just policies and procedures we're [18:16] working on. Um, I can tell you [18:18] background checks will be performed and [18:19] we'll check with our local registry. We [18:21] have uh our one of our sheriffs um who [18:25] is part of on this committee that's [18:27] going to help us with the policies and [18:29] procedures, help us to better understand [18:31] what is safe and not safe. He feels and [18:34] some other people who are um qualified [18:37] to help make those decisions. [18:40] >> How do you financially support this? [18:42] >> Those men will work. None of them will [18:44] live there if they don't work. they have [18:46] to work or you can't be there. [18:48] >> Therefore, they have to pay. [18:49] >> Yes. [18:51] >> Yeah. At this time, we're thinking about [18:54] 125 a week and about $150 for there to [18:58] be a deposit to move in. Um we actually [19:02] have taken our time and gone to other [19:05] three different facilities that are [19:07] faith-based. You want to talk about [19:08] that, Teresa? [19:09] >> Yes. We went to one a few weeks ago and [19:13] there was a young man from this [19:14] community that probably at the age of 15 [19:18] was just in and out of jail, drugs, [19:21] violence, just he had a hard life. He [19:24] went to prison twice and he's been at [19:27] this house for two years. And just going [19:30] in and talking with him, it the [19:33] transformation was just it was wonderful [19:36] to see because now he's got a life [19:39] chance. Had he not joined this program, [19:42] he would probably get be ready to go do [19:45] number third, you know, his third time [19:46] in prison, but this program helped him. [19:49] And just talking to him and he said it's [19:51] unity of the house. It is uh godly men [19:55] that he can talk to. And now he's he's [19:58] got he said I'm working on my character [20:00] of Jesus and he's big with community [20:03] service. he works and it's just an [20:05] awesome awesome transformation you know [20:08] and we see we see people in this [20:10] community right now and uh some of them [20:13] are like what do I do you know I mean [20:15] it's easy for us to say you know get a [20:18] job go get a job but you know coming to [20:21] this house they're not only going to you [20:23] know get a job they're going to go to [20:26] church they're going to uh have pastors [20:30] and people there godly men to help them [20:34] >> and how long can they stay? As long as [20:36] they need to. But let's say we've got a [20:38] family man who's who wants to come get [20:41] his feet on the ground so he can be a [20:43] leader in his household and you know and [20:46] if he does it in 6 months that's great. [20:48] Uh we're just we're excited to see the [20:51] change that could that can happen. I [20:55] know that you're still working on your [20:56] policies. [20:57] So, some of these questions you may not [21:00] have answers for, but like [21:02] >> are you going to be conducting like [21:04] Celebrate Recovery or AA? I know [21:06] Celebrate Recovery is a faith-based [21:09] um program. So, there will be a program [21:12] like that on site for these men to [21:15] participate. Um what type of um [21:22] is there a curfew? is there. [21:24] >> There will be. Yes, definitely curfew. [21:26] >> Yes, [21:27] >> we were talking about the curfew. A [21:29] male. We get the male's perspective. [21:32] We're just there to get things going. [21:33] Then we have our male's perspective on [21:35] how things should be ran and what and we [21:38] talked about that there should be a [21:39] curfew for sure. Um, [21:42] >> and this is just men only, no families. [21:44] >> No, no families are allowed to live [21:45] there. Saturday gettogethers for [21:47] families like from 8:00 to 5:00, that [21:50] sort of thing. But no woman is allowed [21:52] to spend the night in the home. There's [21:53] a lot We've got a lot of that started [21:56] but not completed. [21:57] >> Sure. [21:58] >> So, yeah. Um, one thing I do want to say [22:00] that you were asking, well, there'll be [22:01] different programs. There'll be [22:03] mentoring other mentoring other men to [22:04] make disciples. Mental health is really [22:06] excited. They want to be a part of it. [22:08] Crisis management will be a part of it. [22:10] Um, we will have other men who have [22:12] volunteered to take these men to jobs [22:14] and that sort of thing to get them [22:16] started. [22:18] >> Right. [22:20] Um so um and some will ride bicycles, [22:24] some will walk. It depends. [22:26] >> Angela, will this be an extension of the [22:28] pregnancy resource or it's not going to [22:31] be a separate 501? And [22:33] >> um on that note, I'll just say um [22:37] been around what 20 plus years, [22:39] pregnancy resource, and a lot of success [22:42] stories. A lot a lot a lot of success [22:45] stories. And if you're not aware of [22:47] everything they do for the community and [22:50] not just our community, Southeast [22:52] Kansas, um they've saved a lot of [22:55] families, brought a lot of families [22:57] together, mentored mothers and fathers [23:00] to be involved with children, uh used to [23:03] teach classes for court order uh [23:06] parenting classes. Um, so if if this new [23:10] endeavor is uh a smidge as successful as [23:15] Pregnancy Resource has been, it it will [23:18] certainly help the other entities such [23:21] as Southeast Kansas Mental Health that's [23:23] got a job to do with clients in town. [23:25] They can all benefit and help each [23:27] other. And I just I just feel it'll be a [23:29] great asset for the community. [23:31] >> I'll also throw out um Allen Regional [23:34] Transportation may be able to help too [23:35] with some of the transportation needs. [23:37] Um we're we're running pretty pretty [23:39] great great right now. So nice. Um and [23:42] there's abilities to buy well in advance [23:44] and schedule things. So so get in touch [23:46] with them as well. [23:47] >> Definitely. Thank you. We will. Thank [23:48] you. Right in our mission. [23:50] >> You have more questions? [23:52] >> No, I you know I think I'm good at [23:55] >> Okay. Anybody else any questions? [23:57] >> What's the target date for you guys to [23:58] get started? [23:59] >> We are so hoping at the very end of [24:00] October for the first week in November. [24:04] >> No promises. We got construction going [24:06] on. Things are going on now. Just we've [24:09] got a engineer coming in because we want [24:11] the church to be a part of it also. So [24:13] we have to wait for the engineer to come [24:14] in to go through everything and check [24:16] things out to see if we can keep the [24:17] church because we'd like to have church [24:19] for the anybody on that side of town or [24:21] anywhere but a church that in use on [24:24] that side of town. So we have a lot [24:26] going on right now. You have a long list [24:29] of people that want to use it. [24:36] We actually have a committee, but we [24:38] will actually have an application that [24:39] you'll have to follow through. If you [24:41] follow through with that application, um [24:44] most likely you will get in. [24:47] And there could be a waiting list in all [24:49] the different we've gone to three [24:50] different ones. Two, we're going to the [24:52] third one. Sorry about that. Um their [24:55] waiting list is extreme for the men. So [24:59] >> something I became aware of uh through [25:01] working with the jail industry is the [25:05] guys that are getting out of jail often. [25:10] Sorry, [25:11] >> the guys coming out of jail often don't [25:13] have a safe place to go to. So they will [25:17] be among the clientele uh potentially. [25:22] And uh we're saying that it's not a [25:23] sober house, it's not a homeless [25:25] shelter, but both of those may be [25:27] included if if that's what the needs [25:30] are. So [25:31] >> um [25:32] >> I'll make a motion to approve the [25:34] special use permit for the property at [25:36] 22 2020 or 220 South Kentucky to allow [25:41] group residential living. [25:43] >> Second. Have a motion and a second. All [25:45] in favor? I [25:47] >> opposed. Motion to approve the special [25:50] permit at 220 South Kentucky is passed. [25:53] >> Very much. [25:55] >> Thank you all for what you're doing. [25:58] >> Thank you very much. [25:58] >> You bet. [26:02] » Thank you for everything. [26:10] » Win our whole crowd. [26:15] » All right. Moving on. setting 2027 [26:18] budget public hearing. [26:21] >> This is just the procedure to set the [26:24] hearing. I assume I know it was in my [26:27] mailbox today are my RNR and got mine [26:30] from the [26:35] will be published in the paper as is. [26:37] Once it's published, we cannot increase [26:40] the taxes. We can only lower them unless [26:42] we republish and reprint the budget. So, [26:46] any questions? [26:48] >> I will make a motion to set a public [26:50] hearing for the revenue neutral rate for [26:53] 2027 budget at the next city council [26:55] meeting on August 24th, 2026 at 6 p.m. [26:57] at the Riverside Community Park [26:59] building. [27:01] >> Have a motion and second to set the [27:02] hearing for the RNR. All in favor? I [27:05] >> opposed. Motion carries. Um, I will make [27:08] a motion to set a public hearing [27:10] proposed for the 2027 budget at the [27:11] regular city council meeting on Monday, [27:13] August 24th at 6 p.m. following the [27:15] hearing for the revenue neutral rate at [27:17] the Riverside Community Park building. [27:20] >> Motion made and seconded to uh have the [27:23] hearing for the proposed 2027 budget. [27:26] All in favor? I [27:28] >> opposed. Motion carries. I might just [27:31] add also once we have the public hearing [27:35] the council is expected to approve the [27:38] budget at that meeting. So just be [27:40] prepared for that if you have any [27:42] questions [27:44] about things in the mail. [27:49] » Yeah. [27:52] » Brett's not here is he'll [27:54] >> see him. [28:02] I guess [28:03] >> you saw you saw his request. [28:05] >> It was his request. [28:06] >> I will make a motion to table this [28:08] indefinitely. [28:13] » Do we need to table it or do we just [28:14] take no action here? [28:16] >> It's not an action item anyhow. [28:17] >> Okay. Withdrawn. [28:20] >> Um, [28:24] you say 20. [28:25] >> I move the city council recessive [28:28] session for 20 minutes. to KSA75-436 [28:34] property for the purpose of the [28:35] executive session is to discuss purchase [28:38] of private property and shorter city [28:44] attorney regular meeting shall be [28:46] convene [28:56] session all in favor I [28:58] >> opposed motion carries. [29:01] >> Yeah. [29:02] >> All right. We're officially back in [29:03] session. No action will be taken [29:05] following the executive session. So, [29:08] we'll move on to council and [29:11] administrative reports. Jeremiah, start [29:14] with you. [29:14] >> Only thing I got, can we get an update [29:15] on the data center status? [29:19] What's going on out there? I know they [29:21] were supposed to be drawn from us by [29:22] now, right? [29:23] >> Yes. And it doesn't look like anything's [29:26] changed in the past four months. [29:29] >> No, they've uh they paid the remaining [29:33] balance due [29:35] and for the utility [29:39] and that's as much as we know. [29:41] >> Yeah. Uh came in last last week, paid [29:45] the balance. [29:47] uh [29:48] he told me he thought he'd see some [29:50] activity out there as far as finishing [29:52] the building up in the next week or so. [29:53] Now, [29:54] >> we've we've also heard that before. So, [29:56] >> yeah. So, who knows? But, uh [29:59] >> yeah, they aren't there. No, no, no, [30:01] nothing's going on there. No utility [30:03] consumption. [30:05] >> Our side of the utilities are there and [30:07] in place. As soon as he wants to draw, [30:09] we're ready to to sell. So, it just [30:11] >> all right there. [30:12] >> It's there and ready to go. [30:14] >> Okay. Anything else? Nope. I have [30:18] nothing. [30:19] >> Cool. [30:20] >> Um I don't even know how to run these [30:22] new mics. Still on talk. [30:25] >> All right. Uh last uh Thursday the the [30:30] library and the firefighters and EMS and [30:33] everybody was out at the square. And I [30:36] just want to shout out to all those [30:38] folks, especially the firefighters [30:40] because the kids really loved it and it [30:42] was a lot of fun. [30:44] That's all I got. [30:48] >> Uh, college kids are back. Uh, remember [30:50] some of the internationals looked the [30:52] wrong way or might be walking on the [30:53] wrong side of the street or biking on [30:54] the wrong side of the street. Um, keep [30:56] an eye out for them there in town. Um, [30:59] want to thank everyone from the city [31:00] that showed up to the night out. Uh, get [31:02] got to meet some of the college kids. I [31:04] think we had some we had some fire EMS [31:06] there. We had some PD there. Um, just a [31:09] good community activity. And thank you [31:10] all for showing up. Uh, again, keep your [31:12] eyes out for college kids on bikes. [31:16] >> Is that it? [31:16] >> Yep. [31:17] >> Thank you. [31:19] >> Uh, congrats to Jason Franklin on 21 [31:21] years. And I kind of want to know what's [31:23] going on with the Rick building [31:26] and the couch out front and his potted [31:28] plants. [31:30] >> Case is open. [31:34] >> Letter has been sent. He's good. 10 days [31:37] and just like any other incident [31:40] >> asking me and I I'm like [31:42] >> we we we can't show up and just yank it. [31:44] >> Yeah. [31:45] >> The the case is open and [31:47] >> and Marlin is fully aware of of what he [31:49] needs to do. [31:50] >> 10 days from receipt of the letter or [31:52] something like that. [31:53] >> We're treating him just like we do [31:55] anyone else. He gets 10 days on the [31:56] first letter, 10 days on the second [31:58] letter, and after that then it's a [32:00] citation. for 20 days. [32:03] >> Basically, it's 20 days and then it's a [32:05] citation and then [32:06] >> and the MMO with with with him is is he's [32:13] going to use all 20 and he's going to go [32:15] to court and he's going to complain. So, [32:16] it can't show up there and just yank the [32:19] stuff off. That's that's illegal. [32:21] >> Those plans don't make it more [32:22] aesthetically beautiful. [32:24] >> There's nothing in that building that's [32:25] aesthetically beautiful. Uh yeah, the [32:28] case was open. We're we are following by [32:30] the book. Okay, thank you. [32:33] >> Anything else? [32:34] >> Nope. Doug, [32:36] >> um kind of piggyback off of of John, the [32:39] high school starts Wednesday. Um [32:43] Thursday, all students will be there [32:44] ready to go. And uh excited about [32:47] another year at the high school, so the [32:49] park will be filling back up for [32:51] practices after school and cross country [32:53] will be running all over town like they [32:55] usually do. And uh also excited about [32:59] the park opening on uh Wednesday. Um [33:04] really hoping that the people of Iola [33:07] appreciate it and the hard work that [33:09] they've done out there and that we can [33:12] do our best to keep it nice and take [33:15] care of it. Uh we've been out several [33:18] times and done some [33:21] trash cleanup just around the area. I'm [33:23] hoping really hoping cuz it's it's [33:25] beautiful when it'll be all said and [33:27] done. So that'll be Wednesday. [33:51] other than that. [33:53] I guess they're waiting on our [33:55] >> Yeah, it hadn't been delivered yet. So, [33:58] >> I haven't seen it up yet. [33:59] >> No, [34:00] >> Dana was going to check on that last [34:02] week. be on the second and third [34:04] Saturday. [34:08] This is in the two papers and [34:16] I think summer's here. [34:20] >> Check on your pets and your single [34:22] living your single friends or family [34:24] members, elderly. Um and [34:28] kids are starting school, so they're [34:30] going to be roaming again. [34:33] across Madison and that. And I'm excited [34:36] for Friday night lights. I think it'll [34:38] be beautiful out there. [34:41] >> And that's all I have. [34:42] >> Agree. And on the Lehi State Park, [34:45] you're all council invited to the open [34:48] house, which is at 1 to 2 on Wednesday. [34:51] The general public, it'll open 2 to 3. [34:55] So one to two council, if you want. [34:57] inside. [35:00] » That's a critical question. [35:01] >> The park is inside. [35:03] >> No, I need that. [35:07] » Go on the water and bring your seat. [35:09] >> I'll bring it. [35:12] >> Do we Do we know when citywide cleanup's [35:15] going to be yet? [35:18] >> We can ask tomorrow, Stephen, and get it [35:19] set. Usually, it's that what second week [35:21] in October. [35:22] >> It's on my list to talk about tomorrow. [35:23] Yeah, [35:24] >> last year we had it the last week of [35:25] September and two years ago uh we had it [35:29] the second week of October. So [35:32] >> we leave it up I leave it up to Jason. [35:33] It's his department does all the work. [35:35] So [35:35] >> just want to make sure everyone has [35:37] enough notice to start getting stuff [35:39] together. Um, don't know if you've all [35:42] heard or not, but uh, Camille has [35:46] purchased some radio spot ads um, [35:50] through the Eco DVO program for downtown [35:54] businesses. I actually heard some of the [35:56] spot ads and it's pretty positive and [36:00] hopefully it's uh, helping to make a [36:02] difference. Um, want to shout out to [36:05] Salina and the loss they suffered with a [36:10] mowing accident that flipped upside down [36:12] in the river. Um, the operator succumbed [36:17] to his injuries. And I think it's a good [36:20] reminder on um John, you probably [36:22] remember when the city first talked [36:25] about the uh mowers that could go on the [36:28] inclines down here and the whole idea of [36:30] spending the extra money on that type of [36:32] mower was for safety. So keep in mind [36:36] that when we look at budgets and what we [36:39] spend if they bring up safety issues, [36:42] uh look at what happened in Salina and [36:44] it's unfortunate. So prayers and [36:47] condolences to uh all in Salina. Uh the [36:51] only other thing I have is um [36:56] council has asked uh [37:00] information from past uh meetings that [37:03] gets tabled or put on the back burner. [37:06] And if you take one and hand it around, [37:09] some things have kind of fallen to the [37:11] wayside. So, if we can keep an ongoing [37:16] revolving [37:18] um pending future agenda items on the um [37:23] agenda. [37:25] That's uh some of the information that [37:27] was brought to my attention. Some of its [37:30] old business to bring back. Um some of [37:33] it possibly new information. Um council [37:37] looked that over real quick. if there's [37:39] anything that anyone missed that we've [37:42] talked about and it didn't come back. [37:45] Um, it's a way to kind of keep track of [37:49] everything that we've brought up in the [37:51] past and haven't dealt with completely. [37:56] » I feel like we deal [38:00] » there's been a request to bring it back. [38:03] >> Um, great. [38:04] >> I'll move on with anything for us, [38:06] Chase. No, not tonight. [38:08] >> Not tonight. Cory, [38:11] >> uh, chip seal is getting closer to being [38:13] done. I think Jason's got about three or [38:14] four days left. We had some issues with [38:16] street sweeper, so they kind of backed [38:18] off on doing any more sealing until we [38:21] got it up. They're catching up this next [38:23] couple days and then they'll get back [38:25] on. Hopefully by the end of the week, [38:26] we'll be done with chip seal, at least [38:28] with the seal part. Uh, highway projects [38:31] moving along pretty well as you guys can [38:33] see. Um, I mean, we're still probably [38:35] I'm guessing with the rain, we we're [38:37] probably a couple weeks behind where we [38:39] our target date. Um, contractor still [38:42] seems comfortable that we'll be done [38:44] with that first phase in October. [38:47] I'm holding out. Uh, we'll see. I think [38:50] we'll be substantially I don't know that [38:51] it'll be completely completely that [38:53] phase done, but we'll we'll be [38:54] substantially complete. [38:56] >> Have a plan B for Have we started to get [38:58] a plan B for [38:59] >> uh I've actually I had a phone call [39:02] today with them. Uh they've got some things in the works. Uh I I really [39:07] don't think the parade will be affected [39:08] at all. We'll have the main line unless [39:10] something drastically drastically [39:12] happens with rain. We'll have the main [39:14] line done. Maybe some sidewalks, some [39:16] handicap ramps on the south side of the [39:18] road might not be done, but I don't [39:20] think that will hamper farm city days at [39:22] all as far as the parade and the that [39:26] goes. So, um yeah. and the contractor [39:30] every meeting I have every week. Hey, I still think we're going to be there. [39:33] So, we'll see [39:35] how that plays out. But, um they're [39:37] making some headway now. It It's hard to [39:39] see progress until you really see that [39:41] thing coming together. Uh to this week, [39:44] they're pouring uh a lot of the [39:47] finishing the radius or the curb or not [39:49] the curbs, the uh approaches on the side [39:51] streets. Uh tomorrow I think they're [39:54] going to pour the off streetet or the [39:56] parallel parking like by Audacious and [39:59] Community National down by Bob's office. [40:01] They'll be pouring those pieces. Uh and [40:04] I think by the end of the week, if [40:05] they're not doing it, then first of next [40:08] week, there'll be you'll see some cu [40:10] curb being formed up ready to be poured. [40:13] Uh middle of the week, we should see uh [40:16] grading back in here for sidewalks. So [40:19] things are coming around. Uh [40:20] >> people have asked me why they don't work [40:22] seven days a week. What [40:24] >> they don't have to [40:26] >> they it's a calendar completion project. [40:28] Uh and until they get down to the end, [40:32] they won't. I can tell you that. Uh and a lot of times when you see them not [40:36] there on Fridays, they've worked [40:38] themselves into that corner. I guess [40:40] they poured up as much as they can. They [40:42] can't pull the forms. They got cure [40:43] time. Um, so a lot of that's just how [40:47] they've worked them worked in three days [40:49] and they've got to back off for a day or [40:51] two before they can pour another [40:52] section. Uh, but yeah, I don't and Kat's kind of unique in the [40:58] fact that they've got to request to work [41:00] weekends or holidays. So, uh, Monday [41:03] through Friday is normal. You know, a [41:06] Saturday here or there. I could see [41:09] >> Well, if you want another answer, it's [41:10] money. Yeah, [41:12] >> if they want to do something like that, [41:13] then we would have to fork over a whole [41:15] lot more than we already. [41:16] >> Yeah, I think by by like midday Friday [41:19] to on Saturdays is usually overtime. So, [41:21] you're getting the people paying a lot [41:23] more for their overtime. They [41:24] >> I mean, for example, the concrete crews [41:26] are in here uh I'd say around 6:00 to [41:29] 6:30 every morning. When they're here [41:31] pouring and and forming, they're here [41:33] around 6:00 to 6:30 and they don't leave [41:35] until about 4:30 in the afternoon. So [41:38] they're they're getting it they're [41:39] getting that 10-hour day in. [41:40] >> And it appears that they're using the [41:42] weekends for the engineer and surveyors. [41:45] And it looks like there there's been [41:47] guys down there on the weekend. [41:49] >> A lot of [41:50] >> pinninging and flagging and [41:51] >> a lot of that is borderline guys down on [41:53] the other end. I know they got Kentucky [41:55] Street intersection. [41:56] >> I'm talking about on the concrete [41:57] downtown. If you drive through during [41:58] the weekend, [42:00] >> they're they're parked on the concrete [42:01] and they're marking and they're [42:03] surveying. I've seen them with their [42:05] transom out there. [42:07] >> It's great. [42:07] >> So, they are doing some things on the [42:09] weekend. [42:10] >> Yeah, they're I I think they're moving [42:11] along. Uh I think it's still we're [42:14] probably a couple weeks from switching. [42:16] If weather goes well over the next two [42:18] weeks, I think we'll be switching to the [42:19] other side. Some of the lighting may not [42:21] be done on the north side. That can be [42:23] done. I think they'll pour the bases. [42:24] They just probably won't set poles u and [42:27] flip over to the other side. So, [42:38] Motion to adjurnn. Second to adjurnn in [42:41] a second. All in favor? I. Opposed. [42:45] Motion carries.
