[0:04] Good morning everybody. It's Tuesday, [0:06] September 1st. My name is Don Smiker. [0:08] I'm gonna call the Jackson County Board [0:09] of Supervisors meeting to order. To my [0:11] left I have Mike Steinus. Good morning. [0:13] >> To my right I have Fuego Bejorns from [0:15] IT. Lisa from the auditors. Mike. [0:18] >> Uh online we have Michael Miller again [0:20] and we got Brittany from the virtual [0:22] press box. So first up is uh visitors [0:26] and citizens. Is there anybody online or [0:27] in the gallery today who'd like to [0:29] address the board? [0:33] » Hearing none, we'll move on. First up is [0:35] Becky Chapen with human resources. [0:37] >> Good morning. [0:38] >> Come on in. [0:40] >> So, last time I was in front of the [0:42] board, I asked you to um accept a [0:44] resignation from one of our corrections [0:45] officers. I had a little typo in my [0:46] date. So I am here today to ask for a [0:48] motion to correct the resignation from [0:50] corrections officer Brandt Beaston from [0:52] August 17, 2026 to August 7th, 2026. [0:56] >> So do do we need to resend the former [0:59] auction or motion or can we just do this [1:01] all in one? [1:02] >> Just make this motion. [1:03] >> I would make a motion to do that. [1:05] >> I would second that. We got a motion by [1:07] Mike, second by N for a motion to [1:10] correct the resignation date from [1:12] corrections officer Brandt Beaston from [1:14] August 17, 2026 to August 7th, 2026. Any [1:18] other discussion? [1:20] All those in favor say I. I. [1:22] >> I. Opposed. Motion carries. [1:24] >> And we did have a full-time um park [1:26] ranger with our conservation department [1:28] um resign as well. I would ask for a [1:30] motion to accept the notice of [1:31] resignation from park ranger Caitlyn [1:33] Kicks effective August 21st, 2026. [1:36] >> I would make that motion. [1:38] >> I would second. [1:39] >> Got a motion by n second by Mike to [1:41] approve or accept the res notice of [1:43] resignation from park ranger Caitlyn [1:46] Hicks effective 21 August 2026. Any [1:49] other discussion? [1:51] All those in favor say I. [1:53] >> I. Opposed. Motion carries [1:56] >> and the conservation board is accepting [1:58] applications for a certified officer [2:00] through September 13th. So if that's of [2:01] any interest to anybody, [2:03] >> that information [clears throat] is out [2:04] there. Um next, um back in 2018, we [2:07] implemented a master policy manual um as [2:10] required under HIPPO regulations. There [2:12] have been several individual policy [2:14] revisions as we've went through updating [2:16] language, confidentiality, um those kind [2:17] of things throughout the years. For the [2:19] advice of our consultant, Croach, we [2:21] felt it was appropriate time to adopt a [2:22] new manual just in its entirety. [2:25] So today I would ask for a motion to [2:26] approve the 2018 Jackson County Master [2:29] Manual of HIPPA policies and procedures [2:30] effective September 1st, 2026 as [2:33] amended. So moved. [2:35] >> I would second that. [2:36] >> Got a motion by Mike, second by N to [2:38] approve the 2018 Jackson County Master [2:42] Manual of HIPPA policies and procedures [2:44] effective September 1st, 2026 as [2:47] amended. Any other discussion? [2:49] All those in favor say I. I. [2:52] >> Opposed? Motion carries. [2:55] >> Anything else going on? [2:56] >> No. [2:57] >> All right. [clears throat] We appreciate [2:58] your time. [3:02] » Next up, we have Jaden Shekele from the [3:04] county engineers office. Good morning, [3:06] sir. [3:06] >> Good morning. [3:09] >> First thing on our agenda is an entrance [3:12] permit for Phil Deninger. It's a [3:14] residential entrance on 19th 4th Avenue, [3:17] uh, section one of Otter Creek Township. [3:20] Uh, check site distance. That's all [3:22] there on the call where it is required [3:24] and is noted on the permits. So, uh, our [3:27] department recommends approval. [3:29] >> I would make that motion. [3:31] >> I have a second. [3:32] >> We got a motion by N, second by Mike to [3:34] approve a residential permit for Phil [3:37] Dener on Outer Creek in Outer Creek [3:40] Township section one on 194th Avenue. [3:43] Any other discussion? [3:45] All those in favor say I. I. [3:47] >> I. Oppos. Motion carries. [3:51] Um and next is discussion on potential [3:55] joint county purchase on a soil [3:57] stabilizer. Um so machine if you recall [4:02] it's probably been a couple years ago up [4:04] on 243rd [4:06] Avenue up by the debut county line um [4:09] where our department rented a soil [4:12] stabilizing machine that injected base [4:14] one. It milled up the existing pavement, [4:15] mixed milled to a sufficient depth that [4:18] got through the pavement and existing [4:20] rock, mixed it, made it one homogeneous [4:22] material, injected base one to stabilize [4:24] it, and then reput an asphalt surface on [4:26] top. Um, it's that same machine. Um, [4:31] there's sounds like there's a potential [4:32] for eight counties should step back. [4:35] That machine at that time was just [4:36] rented. Um, other counties were renting [4:39] it. It was a machine from Oklahoma. um [4:42] and just rented it at a I think it used [4:44] it for a week and a half. Um [4:48] other counties that rented it at that [4:50] time, they continually rent it year [4:51] after year after year. So there was [4:53] enough discussion that they look are [4:55] looking at joint purchasing one where [4:58] the counties collectively would own it. [5:01] Um so right now it's about eight [5:05] counties that would including we would [5:07] be included in that eight pending [5:08] today's discussion I should say um to [5:10] jointly purchase a 2019 Wiler soil [5:14] stabilizer so we can have reliable [5:17] access for its use because I would have [5:20] I do have other roads in mind that could [5:21] do this same application. Um, [5:25] and rather than there it's not just one [5:28] road, there's multiple. And with that, [5:30] like [5:32] uh to have a contractor mill one mile of [5:35] road is approximately around $90,000. [5:39] If this machine with eight counties [5:41] would cost us as Jackson County about [5:43] $24,000. Well, obviously that's [5:45] significantly less than 90,000. Um, our [5:48] crews would be doing that work. And then [5:50] also we would have it for future use. So [5:53] instead instead of spending 90,000 for a [5:55] one to have a contractor perform a [5:56] one-time service on one road 24 would be [6:00] for our use yearly. Um [6:05] >> couple of questions. [6:08] >> Where's it going to be stored if eight [6:09] counties are owning it? [6:11] >> So right now it's planned that Debuke [6:13] County would actually be the one truly [6:15] owning it or be the it'd be insured [6:18] under Clinton County. So it' be stored [6:20] in Clinton County for majority of time [6:22] unless did first. [6:23] >> Yeah. [6:23] >> Did I? [6:24] >> Yeah. [6:24] >> Sorry, Clinton. [6:26] >> Okay. [6:26] >> So, I had the opportunity to [6:28] >> Were we we used it up by the debut [6:29] county line or did I say [6:33] » Clinton? [6:34] >> Yeah. And [6:34] >> apologize. [6:35] >> I just with eight counties going for it. [6:38] Is there going to be like a sign up on [6:40] when we have access to it or is there [6:42] going to be certain timelines or how [6:43] does it work? [6:44] >> Yep. It'd be we'd have to coordinate [6:46] with them just like um out of those [6:48] eight counties. I think six of those [6:50] counties also collectively own a [6:52] shouldering machine. So it' be set up to [6:54] the same use that that is where they [6:56] coordinate with all the counties as far [6:57] as uh who's getting it for how long and [7:01] basically schedule the work accordingly. [7:03] >> So the biggest question to me would be [7:05] the maintenance schedule on it. So, I [7:08] mean, obviously, if we're going to do a [7:09] mile, you either set this up by the hour [7:13] agreement to say, I use it for an hour [7:16] or I use it for 50 yards or 100 yards or [7:20] whatever it may be. I mean, I'm sure [7:22] there's different applications to where [7:23] it sounds a little tougher. So, this [7:25] kind of machine to me takes a fair [7:27] amount of maintenance. [7:28] >> Yeah. And as far as like repairs, I [7:29] don't have the details on that yet [7:31] because the counties are still working [7:32] on a 28 agreement for it. But as far as [7:36] the purchase, they would split [7:39] >> the total cost evenly amongst each [7:41] county for the purchase of it. And yes, [7:43] to answer the question for maintenance, [7:44] I'm not 100% sure how that um would go [7:47] yet. [7:47] >> Yeah, if we're only doing a mile of road [7:50] and wherever, say you I don't know what [7:53] other counties are going in it. St. [7:54] Jones County is doing 20 miles a year. [7:58] You know, it's not quite fair that [8:00] >> See, I think the SC or most counties [8:03] typically do about a mile or two at most [8:05] a year. Um, just because it takes I mean [8:09] their crews got just like all the [8:10] departments or every county road [8:11] department, they have other tasks and [8:13] stuff. Okay. [8:14] >> So, when eight counties you I think they [8:16] did the math assuming [8:19] basically it amounts each county would [8:20] be able to use about two weeks out of [8:21] the year which would be about the right [8:23] amounts cuz they don't want to have any [8:25] other count. The talk was it was [8:28] originally seven. There was one more [8:29] that made it eight but then there was [8:31] discussion we should probably end it [8:32] there because then how to facilitate any [8:34] more use for it wouldn't all lot enough [8:36] time for the summer time of the year for [8:38] its use. [8:41] So when we use it [8:44] >> you our guys can do this they have the [8:46] knowledge or there's is there going to [8:47] need to be training involved or [8:49] >> um they'd be able to do it probably be a [8:52] learning curve just like because it was [8:53] our crews that did it up on 243rd Avenue [8:55] um a couple years ago but yeah that's [8:57] been a couple years ago so it' be a [8:59] rejogging [9:00] >> so we go through and do it then we have [9:01] somebody come back through and and put [9:03] overlay on top [9:04] >> correct yeah so my plan for this is to [9:06] be used in applications where we have [9:08] some local veiling pavements [9:11] Like [9:12] >> pavements or black top? [9:14] >> Uh well, black top asphalt pavements. [9:17] >> Yeah. [9:17] >> Like for example, like green [9:19] >> won't chew up to concrete. Correct. [9:22] >> No, I probably would not want to. No, [9:24] that would take a toll on the teeth. [9:26] >> Yeah. No, that's what [9:27] >> So it' be limited to asphalt pavements, [9:29] which that's what was up at 240 32 years [9:31] ago. [9:32] >> I was up there and watched that process [9:33] for one day or part of a day. [9:36] Um cuz like for example like Green like [9:38] Green Allen Road especially as you go [9:40] through the actual unincorporated town [9:42] of Green like that is just falling apart [9:44] and that would be one stretch that I [9:46] would have in my mind would be a perfect [9:48] application for this all the way from 52 [9:50] going to the end of pavement uh by the [9:53] railroad tracks which is about a mile. [9:55] >> Okay. [9:55] >> Well, we can save 70,000 on one [9:57] application. This makes sense. Listen, [10:00] this is one of those things like you [10:01] look at our our grinder and stuff, you [10:03] know, the the trackco with the the the [10:05] mulching head and things like that. You [10:07] can rent we we were contracting all that [10:10] stuff. Then you buy one and all of a [10:12] sudden we're using it. We're saving a [10:13] lot of money because we're doing what we [10:15] want. Is there a larger application? [10:17] What I don't want to do is we go in for [10:19] 25,000 which is cheap and then it works [10:22] really good. We get good at it. All of a [10:23] sudden, we're wishing we had our own [10:25] because we can use it here and here and here and all that kind [10:28] of stuff to the point where what happens [10:30] when okay, Todd's Todd's going to own [10:33] this over in Clinton County when he's [10:34] gone. How do we we going to be able to [10:36] get our money out of it someday or is it [10:38] just going to disappear and we just let [10:40] it off as rent or so? [10:42] >> Are you going to want your own someday? [10:44] >> I don't know about that because it's [10:45] probably I mean the machine itself is [10:46] like 193,000. This is a used machine [10:49] too, you know, it's not brand new. So, [10:51] um I don't think there'd be enough use [10:53] of that each year to cuz not only do you [10:56] have the cost of that, but then I mean [10:58] it costs money to resurface or to put [10:59] the actual asphalt surface over top, [11:01] too. So, I I don't think it ever makes [11:04] sense for a machine like this to for a [11:06] county to sold. [11:07] >> Okay. [11:08] >> I I would see it's minimal use in [11:10] certain areas. Like you say, there's a [11:12] couple roads that are completely falling [11:13] apart. Most of our major ones are longer [11:16] than that. I would say get attention [11:18] before that. [11:19] >> Yeah. Yeah, because you know even like [11:20] 395th, you know, that's a mile again [11:23] there, too. If you weren't changing the [11:24] whole road, I would think that would be [11:26] a possibility. [11:27] >> Yeah. And and that one, you know, for [11:29] the extent of that roadway project, [11:31] since that's an FM road, that uses FM [11:33] funds. I think Green Island is Green [11:35] Island Road is as well. But where to fit [11:37] that in if we can do some minimal work [11:39] like this to where we don't have to have [11:42] full contract contractor come in and [11:46] fully reconstruct the thing. Well, and [11:47] not only that, you're taking your guys [11:49] to do this. So, that's going to take [11:51] them away from our other projects we're [11:54] trying to get done and they don't, you [11:58] know, they're doing a lot of stuff right [11:59] now that maybe some things are [12:03] getting shifted and not and we would not [12:06] use it this year anymore. I mean, we [12:07] wouldn't I don't foresee us using it at [12:10] best next year because we'd have to plan [12:12] this stuff out. And I guess I would like [12:14] to believe by time that this would fully [12:17] come to fruition and use for everybody [12:20] that we would at least have our first [12:21] cycle of reclaim done because for the [12:24] most part the crews have been really [12:25] good about maintaining that crown. So I [12:28] it's my hope that when we get to the [12:30] second cycle that it's not as labor [12:33] intensive for our heart like it maybe [12:35] some of them don't even need the [12:36] retriever. Maybe it's just taking their [12:37] mold board in the early parts of the [12:38] year just bringing that material in [12:40] because they've been really good. We've [12:41] been stressing them that there's reasons [12:43] for maintaining the crown, but um [12:45] ultimately if it's not if the reclaim [12:48] isn't as labor intensive, that should [12:50] free up some guys to do stuff like this. [12:52] Um I'll probably sign the guys up for a [12:55] lot of stuff. But [12:57] >> I had the opportunity to talk to some of [12:58] your counterpart engineers out at last [13:00] week and uh they were kind of filling me [13:03] in about this machine and stuff and I [13:04] thought, well, you know, sounds like a [13:06] good deal. when when the information you [13:08] sent us, it showed the machine and maybe [13:11] a tow machine. Does that tow machine [13:12] come with it or is this something we [13:14] have to pull with one of [13:15] >> that picture was a water truck and um we [13:18] rented that with that machine that time [13:19] from Washington County and Clinton [13:21] County own water trucks because they [13:24] apply brine on their Yeah. So they have [13:26] the water tanks on the back of their [13:27] dump trucks. We rented that and that's [13:29] what the other counties do. They rent [13:30] those two trucks, one from Clinton [13:32] County, one from Washington for their [13:34] week use rather than having a whole dump [13:36] truck set up for each each county does [13:39] not have their own dump truck set up [13:40] with the water. [13:40] >> So I assume this is a self propel [13:42] machine. Yep. [13:43] >> And is it hauled on our low boy or do we [13:46] are able to haul it on our [13:48] >> because that's how we um brought it up [13:49] here. The time we used it two years ago [13:52] we went to I think it was Marian County [13:54] got it and brought it up here. Um, so I [13:57] guess the counties that are interested [13:58] in using it, I should have mentioned are [14:00] Washington obviously Clinton County, [14:03] Washington County, uh, Mahaska and [14:05] Kikak, Marian, Henry, and Lee counties [14:10] and us. [14:12] >> That's a pretty good spread of counties. [14:13] >> Yeah, it's all kind of this eastern [14:15] southeast part of the county. And that's [14:18] where most of these counties have that [14:19] shouldering machine set up or a lot of [14:22] these counties except for I don't know [14:24] which one us and one other do not have [14:27] or share that shouldering machine. So [14:29] >> we can get in on that too yet. [14:33] » No, I don't see any issues there other [14:35] than like I said obviously this is a [14:39] machine does some rough work if you [14:41] will. So 10 years I mean so it's [14:43] obviously there's going to be [14:44] maintenance to it and I think that [14:46] should be allocated either hourly or [14:48] number of feet or whatever it may be you [14:51] know we don't use it for one year for [14:52] something and somebody [clears throat] [14:53] else uses it seven counties use it well [14:57] >> our maintenance cost should be minimal. [14:59] >> Yeah. [14:59] And I guess I [clears throat] [15:00] should mention that this today is not to [15:02] like [15:03] >> this is not 2080 agreement. says [15:05] basically uh just yeah permission to [15:08] pursue this and [15:10] >> till a 28 agreement can be worked out. [15:14] >> I think it's a good deal. I would make [15:15] that motion to go ahead and pursue them. [15:20] >> Um is it to pursue the purchase or to [15:23] pursue moving forward? [15:26] >> Pursue moving forward and because [15:27] >> joint joint purchase. [15:29] >> Yes. Yep. [15:30] You're going to be entering into an [15:32] intergovernmental agreement for the [15:34] joint p purchase. [15:36] >> Yes. [15:37] >> I'm what I'm thinking I guess what I'm [15:39] thinking is um is to approve entering [15:42] into an intergovernmental agreement for [15:44] a joint purchase and ownership with [15:45] eight counties including Jackson County [15:47] for 2019 soil stabilizer with the [15:50] approximate cost to each county of [15:52] 24,000. [15:53] >> Yes. Because the 2080 will be pending [15:56] our full signing of a 280 will be later [15:59] and then pending final recommendations [16:01] to enter into this agreement. Y to [16:03] proceed. [16:04] >> Is that your motion? [16:05] >> Yes, that's what I said. [16:07] >> I would second that motion. [16:09] >> You want to repeat that? Uh, I think the [16:11] motion is to approve entering into an [16:13] intergovernmental agreement for a joint [16:15] purchase and ownership with eight [16:17] counties including Jackson County for a [16:19] 2019 Wiler soil stabilizer with the [16:22] approximate cost to each county of [16:25] $24,000. [16:27] >> Any other discussion? [16:28] >> I have a question. So, this is coming [16:31] out of current year budget, correct? [16:33] >> Potentially or next year's. I don't know [16:35] cuz I don't have everything sorted out [16:37] but it' be either this year's or next [16:38] year's which either case it would be [16:41] covered. [16:42] >> Okay. [16:44] >> Any other discussion? [16:48] All those in favor say I. [16:50] >> I opposed. Motion carried. [16:53] [clears throat] [16:54] >> Uh quick update on construction [16:56] projects. Bernard Road. We're nearing [16:57] the end. Bernard Road over. We're [16:59] nearing the end of that. Um, just [17:01] working on some final things to the [17:03] contractor as far as sealing the center [17:05] line cracks. Uh, they got to have their [17:07] smoothness test done on it to know if [17:09] there's any grind areas or panels of [17:11] replacement. There's maybe one spot that [17:13] does, but we're work through the final [17:15] steps of that. So, we're nearing the [17:16] end. Um, [17:19] Chennorth Bridge, they are planning to [17:22] tentatively right now to pour the deck [17:23] either Thursday or Friday of next week. [17:26] So [17:29] it'll be for as long as that bridge is, [17:31] they're going to plan to do it as one [17:32] floor. So it'll probably be two hump [17:34] trucks on each end of the bridge. And um [17:38] >> so one more did you say? Mhm. [17:40] [clears throat] Is that 300 ft? Yeah. [17:43] The weird part is it's not or shouldn't [17:45] say weird but uh [17:48] so our Z-15 bridge um has just a little [17:52] more concrete on its deck than what the [17:54] channel earth does simply do that [17:57] because the channel bridge is a beam [17:59] bridge. So the beams are act as you know [18:03] a super structure itself. So it's just [18:04] an 8 inch deck on it. Our Z-15 bridge [18:07] has no beams because it's considered a [18:08] slat bridge. So, it's a lot thicker deck [18:10] cuz the deck is also acting as the super [18:12] structure. So, I think the deck on the [18:14] Z15 rig is close to 2 ft thick. So, and [18:17] that was 110 ft long. So, um it is [18:20] table, but they're going to have to have [18:22] it would be allowed if they wanted to do [18:23] it two different pores, but I mean they [18:26] have the crews there and equipment. It [18:27] seems they're going to try to do it as [18:28] one pour, but I most likely would mean [18:31] pump trucks on each side of the bridge [18:33] unless they get a pump truck to where [18:34] they hold the beams and where they had a [18:36] crane set towards the river. um set the [18:38] pump truck down there where where it can [18:39] reach essentially both from end end of [18:41] the bridge. But yes, we're planning a [18:43] one pour uh either Thursday or Friday of [18:45] next week. [18:46] >> Wow. [18:46] >> So, um it'll be exciting to see that get [18:50] open back up. [18:51] >> Yes. Um [18:54] our last bridge of the year to be built [18:56] will be the one on 17th Street over uh [18:58] east of Miles. Um our contractor is [19:01] currently slated to come in around the [19:03] end of September to start that one. So [19:05] well actually by the week of the 21st [19:07] tentatively right now. So only a few [19:09] weeks away from beginning that one and [19:12] that'll be our last bridge for this [19:13] construction season. [19:15] >> Any idea [clears throat] when you might [19:16] hear back from the federal government on [19:17] those two bridges that joint application [19:20] >> hopefully sometime the plan or in the [19:22] notice of funding agreement it was [19:23] stated that uh in by the end of [19:26] September is when they were expected to [19:28] have an announcement on our [19:29] determination. So I'm very hopeful [19:31] sometime this month unless they delay [19:34] things but in their no foss by the end [19:36] of this month we would have a [19:38] determination whether or not on the [19:40] awards or who was award and who wasn't. [19:41] So uh fingers crossed [19:44] >> because that'll really get things uh [19:45] clicking. [19:46] >> I just don't want everybody get all [19:47] wound up here even if the deck is poured [19:49] on China to understand we got guard rail [19:51] and approaches and all that kind of [19:52] stuff. It's got to be open in [19:56] >> it's not open in two weeks. [19:57] >> Yeah. There's the all the barrier rail [19:59] on each side of the bridge with it being [20:01] 300 foot long. It's 300 some feet on one [20:03] side. So, they got to pour all the [20:04] barrier rail on each side of the bridge. [20:06] Um there is guard rail on that bridge [20:08] also. As you come off on the approach, [20:10] gravel approaches, there's guardrail. Um [20:12] there's final earth work and rip wrap to [20:14] be placed yet. Um and then all the [20:17] restoration work. So, and then rocking [20:19] of the gravel road of 82nd on both [20:20] sides. So yes, there is fair amount of [20:23] work, but I'd like to believe the bulk [20:25] of it will be taken care of after this [20:27] deck pour. But yes, there are some [20:29] remaining steps yet before that project [20:31] will be open. [20:31] >> What's the estimated completion date? [20:34] >> Uh I would as it sits right now, the way [20:37] things are moving, I would like to [20:38] believe by the end of October things [20:40] should be open for that because they're [20:43] out of the river now. So with river [20:44] rises and whatnot shouldn't play that [20:46] much of a factor anymore. But if it [20:48] rains, obviously it delays things with [20:49] earth moving yet. But shaping, but kind [20:52] of where I would estimate is end of [20:54] October. [20:55] >> Cool. [20:56] >> Question was street bridge going to be [20:58] closed and I know that the heavily [21:01] travel road [21:03] for kids and stuff like that. [21:05] >> Do are we putting up any signs like say [21:08] now that [21:09] >> this road will be closed? [21:12] >> We haven't. Um, what I can do is I can [21:16] put our on our road notification tool [21:18] that we send out that includes all the [21:20] schools. Um, and I can include uh city [21:22] of miles on that. That includes all you [21:25] three as well when we do that. But I can [21:27] send that out now to at least give them [21:30] advanced warning assuming that the word [21:33] would spread thereafter [21:36] or I can put it on our county's uh our [21:39] department's uh Facebook page as well. [21:42] for any of those that are subscribed or [21:44] [clears throat] maybe it'll get shared. [21:45] I don't know how the Facebook world [21:46] works, but I can put it on there [21:48] nonetheless, too. [21:52] » Okay. Any other questions for Jane? [21:54] >> Appreciate it. [21:55] >> Thank you very much, sir. [21:56] >> Yep. Have a good day. You as well. [22:00] >> All right. Next up, we have Elizabeth [22:02] Townsen, Environmental Health and [22:03] Rebecca Fuat from zoning to come up and [22:06] talk to us about Govwell Technologies. [22:09] >> Good morning. [22:13] Jaden's going to stay for that. [22:22] » Back down. [22:23] >> Yeah, [22:25] >> next time everyone. [22:27] >> Good morning. [22:32] » Who's up? I'm all talking at once. [22:35] >> Okay, so [22:38] start. Okay. So, it's um been several [22:41] months. We've been looking um at moving [22:43] away from our geo permitting system. Um [22:46] we met with them earlier this spring to [22:49] kind of talk about the issues that we [22:51] were having. Um [22:53] and nothing was really done since then. [22:55] Um I mean, they did go in and kind of [22:57] try to rework some of our applications, [23:00] but we're still just not seeing some of [23:02] the things that they had promised us [23:04] previously, like some upgrades and [23:06] things like that. [23:08] um even with the rework on the [23:09] applications that they've done, we don't [23:11] we still don't see an improvement. Um [23:15] and they were supposed to follow up with [23:16] us at one point but shortly after our [23:19] meeting within like a week or two and [23:21] that never happened. [23:23] So anyway, um we're just kind of getting [23:25] to that point where it's just not [23:27] working for us. It's not working for us. [23:29] It's not working for the residents. [23:31] We're still getting complaints from the [23:32] residents of the county um on the [23:34] application processes. So, nothing [23:37] against GIO, it's just not working for [23:39] us. Um, Govwell is a company that we've [23:42] been talking to for over a year now. Um, [23:46] they are a company that was actually [23:50] created by um, a county employee and [23:52] their um, and son who's a contractor. [23:56] Um, it's a very userfriendly program um, [24:00] unlike our geo permitting system. So, it [24:03] allows for paper applications, [24:05] electronic application. It can all kind [24:07] of go into one. It's got some really [24:10] good AI tools that are useful not only [24:13] for the residents doing applications, [24:15] but also for our offices being one [24:18] person departments. Um, so people can go [24:20] on and do like a presubmitt of their [24:23] application and use their tool to see if [24:25] what they're submitting is actually [24:27] going to be approved. Um, so it's just [24:30] got a lot of really great things. And [24:32] Becca, I don't know if you want to say [24:34] anything more than that. [24:36] >> Um, one of the features that I really [24:38] like about it is you can go in and see [24:41] what has what permits have been taken [24:43] out on your property. Even after you've [24:46] bought the property, you can see what [24:48] has been done. So, it's the tracking [24:51] features are really nice. [24:52] >> Yeah. So, there's a lot of flagging and [24:54] tracking features. Um like currently we [24:58] have an issue where people are going in [24:59] and for one application they might have [25:01] like seven or eight applications going [25:04] because they go they can't find their [25:05] application that they started. Um it's [25:08] just difficult for them to submit [25:10] documents. Um it's difficult for us to [25:13] help somebody that maybe doesn't have [25:15] you know email or internet. It's [25:17] difficult for us to put that all in [25:19] there. So this is just going to be [25:20] better for everybody I think all around. [25:22] Um, so the gov well it would cover my it [25:26] could cover any department potentially. [25:28] Um, but currently it would just be my [25:31] office, environmental health, Becca's [25:33] office zoning and then our county [25:34] engineers department. [25:37] Um, they are talking about three months [25:40] per application to build out. So we [25:42] would be looking at sometime in March or [25:44] April to be able to roll the [25:46] applications out. Um, they said we could [25:48] roll them out individually, but we [25:50] decided that it's best to do them all at [25:52] once instead of having two different [25:54] types of companies out there with [25:56] applications on the web. Be too [25:58] confusing for people. Um, our contract [26:01] with GEO goes until July of next year. [26:04] We have not talked to them yet about [26:06] what we're planning on doing, but [26:10] um, we did talk to the county, excuse [26:12] me, county attorney's office to see, you [26:14] know, about ending contracts and things [26:16] like that. Um, so we do have some [26:18] options, but I would say personally that [26:20] I think we should just leave our [26:22] contract with GIO because we don't know [26:24] for sure when these applications will be [26:26] completed. So I don't feel comfortable [26:28] at this point setting a date saying that [26:30] yes, we'll end go on, you know, April [26:34] 1st because we don't know for sure that [26:36] our applications with Gov Well will be [26:38] completed yet. [26:41] Um, price-wise, it's very similar in [26:44] price. um we get locked in for two years [26:46] if we sign this contract, so there will [26:48] be no increase. Um I do know that GIO [26:51] has been doing an annual increase. Um [26:53] and we're just not seeing any changes in [26:56] the product. So I'm not sure why they're giving that increase to us, but [27:01] um so we'd be locked in and then see [27:05] >> Can you say similar? How how similar are [27:08] we? Can you give me a number? Um, so I [27:11] believe the geo was 24,000 [27:15] >> a year. [27:16] >> Yes. [27:18] >> And I think I seen your email that said [27:21] this was 47. [27:23] >> So that's just year. Yeah. [27:25] >> So yeah. So that's just the first year. [27:27] Ends up being around 29 [27:29] >> 29 per year. 46 includes the build. [27:33] >> Yeah. [27:34] >> 17,000 in build out per. [27:36] >> So ends up being about $6,000 more. Five [27:38] or six thousand more. um per year. And [27:41] that's a two-year contract. [27:45] » So, I do know that like some of the [27:47] other um county offices did build [27:50] applications within GIO, but they're not [27:52] using them because they're not user [27:54] friendly. So, like I know our assessor's [27:56] office built applications, spent that [27:59] time not using it. [28:01] >> So, is there any Iowa counties or local [28:05] counties or anybody that's using this [28:06] that we could refer to? [28:08] >> There are not. Um, and to me that [28:11] doesn't matter because I [28:12] >> there are counties. They're not Iowa [28:14] counties. [28:15] >> We would be the first one. We would be [28:16] the first ones. Um, which is fine by me [28:19] because I just think that we we're a [28:21] little more progressive in Jackson [28:23] County and we're doing things that [28:24] nobody else in the state of Iowa and [28:27] even across the country are doing right [28:29] now, which is to me like amazing. Um, so [28:33] that makes me feel okay doing this. But [28:36] yeah, there's um some another company in [28:38] or sorry, another county in Indiana that [28:40] did switch from geopermitting to Govwell [28:43] and they're very happy with that and I'm [28:44] happy to send you guys the contact [28:46] information for that. [28:47] >> That would be great. [28:48] >> Okay. [28:49] >> Um I I guess you know a couple things. I [28:51] know you mentioned AI applications [28:53] within their program. [28:54] >> Yes. We were warned to be very careful [28:56] with AI applications like there's only [28:59] two sites that are recommended by [29:03] government authority to [29:04] >> so this is AI that will just assist with [29:07] so if they have a question on what [29:09] applications they're going to need how [29:11] to fill out those applications that AI [29:13] tool is going to assist them. [29:15] >> Yeah. [29:15] >> Um so it's a 247 tool that they can use. [29:19] Um, but the other thing it's going to do [29:20] is it's going to pull all of our [29:22] ordinances and it's going to have a tool [29:25] that's going to help them figure out if [29:28] the information they're submitting to [29:30] the county prior to paying for the [29:32] application is something that would be [29:33] approved. So, it's going to say, "Oh, [29:35] wait. You submit you're planning on [29:37] submitting this, but it's not going to [29:39] meet the setback." So, it's going to [29:41] just be a tool for people to use because [29:42] like right now one of the biggest things [29:44] that we're running across is we have a [29:46] huge amount of people coming into our [29:48] offices multiple times like one [29:50] individual multiple times saying will [29:53] you approve this will you approve that [29:56] and the reason they're doing that [29:57] because they don't want to pay for the [29:59] application without knowing if it's [30:01] something we're going to approve but [30:02] it's extremely time consuming for us. I [30:05] think maybe the zoning office gets the [30:07] brunt of it, but um this is a great tool [30:10] because they can use that instead of [30:12] coming into Becca's office, you know, [30:15] eight, nine, 10 times within a year [30:17] before submitting an application. So, [30:19] it's just going to save us a lot of time [30:22] and money in the long run. [30:23] >> Well, I would agree. And, you know, [30:25] somehow I'm going to go back to Beorn [30:26] maybe, you know, with some of this AI [30:28] stuff that uh it's just you have to be [30:30] really careful about information that [30:33] you're putting in there. [30:34] >> Yeah. So, like I said, it just it's [30:35] pulling from our ordinances. So, it's [30:37] just taking that information and then [30:39] giving it back to them. [30:41] >> Um, and then, you know, again, just [30:44] assisting with, you know, what [30:45] applications they're going to need. So, [30:46] if somebody wants to build, you know, [30:48] they're I want to they put into the AI, [30:51] I'm building a new house, what [30:52] applications do I need? It's going to [30:54] tell them right away like these are the [30:56] things you're going to want to apply [30:57] for. So, it's more just like a help AI [30:59] tool more than anything. [31:03] >> Yeah. I I can see that. I think it would [31:05] have to be somewhat regulated [31:06] [clears throat] [31:07] to be safe and we can look [31:09] >> as far as [31:11] budget. I mean, when you plan on [31:13] implementing such a thing if some if we [31:16] do decide to [31:17] >> So, it would come out of this year's [31:19] budget. So, we would pay now [31:21] >> 2727. [31:23] >> Yeah. that we would do an amendment um [31:25] later on, but we did talk with um the [31:27] auditor's office and they talked about, [31:30] you know, pulling out a two years [31:31] budget, but we decided it was cleaner [31:34] just to do it out of the one. [31:37] >> Okay. [31:40] » Um [31:41] >> I mean, the only thing that makes me [31:42] nervous, and I said this when we had our [31:44] meeting before, you know, there's how [31:47] many other counties using the geo [31:50] permitting and it's working? one, why [31:53] isn't it working for our county? [31:56] And yeah, why are we having [31:59] >> Because you got two really smart uh [32:02] administrators here that are probably [32:05] [clears throat] more techsavvy than a [32:06] lot of other administrators across the [32:08] state of Iowa. And so we have a higher [32:10] equity title in there, Elizabeth, [32:12] because I don't know all the other [32:15] administrators. So I'm not dissing [32:17] anybody that way. All I got to say, [32:19] >> it makes me very nervous this being [32:22] >> the only one in Iowa. [32:25] >> I mean, I and I realize somebody's [32:27] always got to be the first person, [32:29] >> but [32:31] you know, and [32:33] >> and if I'm not mistaken, [32:35] >> you were part of the big push for the [32:37] geo permitting that that was better than [32:39] sliced bread. Now we're coming in that [32:41] this is going to be better than [32:43] >> So just to clarify, I knew that we [32:45] needed something, but it was actually [32:46] our previous zoning administrator that [32:48] was the one that pushed for go. So want [32:51] to be clear on that. Um we did not sit [32:53] down at that point and look at any other [32:55] options. She felt confident in the [32:57] product and I did stand behind her on [33:00] that cuz I do know that we needed [33:02] something. [33:04] Um, but yeah, I mean to answer your [33:06] question, I don't know why it has not [33:08] been working for us, but we did sit back [33:11] and try to be very hard working with Gio [33:14] to make it work. I mean, otherwise when [33:16] we had had that meeting with them back [33:17] in the spring, you know, we would have [33:19] just said, "No, we're not going to do [33:20] it." But I I don't know if Bujorn can [33:23] testify to the fact that like I have [33:25] worked really hard with them on our [33:27] applications trying to just, you know, [33:29] boost them up and make them better. He's [33:31] been copied on every single email. So, I [33:34] mean, there has been that we're not we [33:36] haven't just sat back and just done [33:38] nothing and said, "Oh, it's not [33:39] working." Like, we've really tried to [33:41] do. [33:42] >> The only thing I have left is the fact [33:44] that um all things are changing. Let's [33:46] not get that. [33:48] >> Couple years ago, we went geo [33:50] permitting, trying to get things on the [33:51] line, being user friendly, people that [33:53] didn't always have to come in. Seemed [33:56] like it's not working. [33:58] County engineers not using it. Zoning's [34:01] have a problem. You guys have problem. [34:02] We tried working. That's fine. This [34:06] I don't want to go through this every [34:08] two years. [34:08] >> Mhm. [34:09] >> You know, as much as change is [34:12] inevitable, change is frustrating, [34:14] especially for our demographic of people [34:16] in the county. And so, we can't [34:19] continually keep changing over. So, we [34:22] need to make sure this is the right [34:23] answer. [34:24] And if you guys are saying it's the [34:26] right answer, we need to go with it and [34:28] stick with it for a while because two [34:30] years is very hard to kind of grasp [34:33] software especially when most of your [34:34] users look at it once every decade. [34:37] >> Yeah. [34:38] >> So [34:39] >> would you see it's it's affect us too. [34:42] >> That's my big concern is okay if we if [34:45] we I I personally don't care what [34:46] software you use. I'm not an expert on [34:49] knowing what it does or what's wrong [34:50] with geo geo permitting and what's so [34:52] great about this or vice versa. I leave [34:55] it to you guys because you're that that [34:57] this your full-time job. But I know we [35:00] don't want to [35:02] keep changing all the time and I don't [35:04] want to pay any more we have to. So [35:07] correct. [35:09] >> Couple things I will say this in being [35:12] out in De Moines and listening to all [35:13] the conferences and other uh question [35:16] and answer and hot topic stuff. Jackson [35:19] County is ahead of the ball game in a [35:21] lot of areas and that's just not you [35:23] guys by the way. [35:24] >> I know [35:24] >> but that in a lot of areas and a lot of [35:26] complaints and a lot of question and [35:28] answer hot topics out there are the fact [35:30] that this and this and this and we've [35:32] already got that done. [35:33] >> So I feel really good about that. not [35:35] batting myself or anybody else on the [35:36] shoulder, but that is true. We are ahead [35:39] of the ball game in a lot of that areas. [35:41] The other concern I have is I I I looked [35:44] over what was on your agenda and I had [35:47] some questions and I did have a brief [35:49] conversation with the county attorney's [35:50] assistant county attorney this morning [35:52] and I think there's some conversation to [35:54] be had. [35:54] >> Yes. So, we know that the contract um we [35:58] had sent it off to um their office and [36:00] they kind of looked over. There were [36:02] some concerns. So, we're not asking a [36:03] signature on a contract today. Um, so we [36:07] are planning on meeting with um the [36:10] assistant county attorney and going [36:11] over, you know, what those changes would [36:13] need to look like and then sit down with [36:15] Govwell and see if we can work something [36:18] out. So, [36:19] >> I have the opportunity to review his [36:21] email to you this morning and there's a [36:22] couple um things in there that are [36:25] concerning. [36:25] >> Yeah. So, are we just talking about it [36:29] today or do you need something to say to [36:31] move forward with conversation? Just [36:34] talking about it [36:34] >> if we could maybe if we could move [36:36] forward as long as the county attorney [36:39] approves the contract. So, whatever [36:41] changes we make or we would be happy to [36:43] come back next week or something like [36:46] that. [36:46] >> How about how about we approve trying to [36:49] we look at something like uh trying to [36:50] come up a final verbiage or pursue a [36:53] final contract and see what they say. Or [36:55] is it just as easy to say, "Hey, come [36:56] back with come back with something and [36:58] then we'll approve it." You know, I [36:59] mean, we had good conversation here [37:01] today. Um, and we had a conversation [37:03] with the Brian. [37:05] >> Yeah. [37:05] >> And he's wanted to have them. [37:07] >> And I think that's fine. Um, because [37:08] like I said before, we're not in like a [37:10] huge hurry because we will still have [37:12] geo until July one. So we this gets [37:14] pushed out a few weeks. It's not going [37:16] to impact, [37:16] >> right? Can we have them look at what the [37:18] terms of cancellation with geo [37:20] permitting is? So we did um there was a [37:23] few different options. I mean we could [37:25] just continue with the contract and let [37:28] it kind of ex you know [clears throat] [37:30] um yeah the other option would be to [37:31] just approach them and say hey you know [37:34] we sat down with you we had these [37:36] expectations it's not happening we're [37:38] going with another company as of you [37:40] know this date can we ask for a refund [37:42] for you know from like March one until [37:46] July one of next year just ask them. Um [37:49] the other option would be to pursue it [37:51] at a guess higher level. Um which would [37:54] take some time and effort on our end [37:56] because it seems like there would be a [37:58] lot of documentation we would have to [37:59] pull. So I personally don't feel that we [38:01] need to go that route just with not [38:04] knowing an exact date when go well would [38:06] >> I'm more notice of termination. Usually [38:09] if you're going to terminate a [38:10] contractor's room job we need to know 90 [38:12] days out you know 6 months out all that [38:14] kind of stuff. What are the terms if we [38:17] decide to go with goat? Well, um ordeal [38:20] permitting, [38:21] >> we would just let them know. I do know [38:23] it was kind of discussed that, you know, [38:25] we we did have some concerns about [38:27] letting them know right away, but um I [38:29] think, you know, again, that's something [38:30] that we can talk to our county [38:32] attorney's office with to [38:34] >> you have to look at your current [38:35] contract with them and see if there is a date that has to be, you know, like a [38:39] twoe notice. But anyway, it's it's [38:41] something that if we're going to [38:44] obviously we're not getting what we need [38:45] right now anyway. So, it's not like [38:47] we're losing anything, [38:48] >> right? [38:49] >> I just don't want to pay an extra year [38:50] just because [38:52] I think I think the fear was paying for [38:54] GEO and then giving or sorry, give [38:57] giving them notice and then because the [39:00] what we're paying for is for them to [39:02] come in and assist us. So, we didn't [39:04] want an issue to occur where like all of [39:06] a sudden they weren't helping us because [39:08] they knew that we were going to be [39:09] ending the contract at the end of the [39:11] next year. So, um I don't foresee that [39:14] because they still have to follow [39:15] through on their contract. [39:17] >> But when I'm here, they're not helping [39:18] us anyway. So, [39:20] >> so I mean the other side of it is it's [39:22] to me it's as simple as not renewing. [39:24] >> Yeah. [39:26] >> I don't know. I just I would like to [39:28] make sure those questions are asked and [39:30] answered too. So we do [39:31] >> is it agreeable that we can just you [39:33] come back with more information and uh [39:35] maybe a agreement that we can read over [39:37] and in a couple days ahead before take a [39:40] >> vote can do that. [39:43] >> Appreciate your time. I think it's a [39:45] good again another good improvement if [39:47] it's we need something that works and [39:50] >> I don't mind being ahead of the ball [39:52] game as long as you know we get what we [39:54] ask for. [39:55] >> Mhm. [39:56] >> Okay. [39:57] >> Anything else? [39:58] >> All right. having day. [40:06] » Next up is Alisa Smith, the auditor with [40:08] her Good morning, tidbits. [40:10] >> Good morning. This morning, I need a [40:11] motion to approve the minutes of the [40:12] August 25th, 2026 meeting as written by [40:15] Auditor Smith and authorized publication [40:16] of the official newspapers. I'd make [40:18] that motion. [40:19] >> I have a second. [40:20] >> Got a motion by N, second by Mike to [40:22] approve the minutes of the August 25th, [40:23] 2026 meeting as written by Auditor Smith [40:26] and authorized publication of official [40:28] newspapers. Any other discussion? [40:30] All those in favor say I. [40:32] >> I. [40:32] Opposed. Motion carries. [40:36] >> I need a motion to approve the renewal [40:37] of a class B retail alcohol license to [40:40] the Corny Beer Store LLC at 2600300 [40:44] Street Sweet B Lamont effective April [40:46] 19th, 2026 through April 18th, 2027. [40:50] The reason for the odd date of April is [40:54] that it was not sent to Jackson County. [40:56] it was sent to a municipality and it sat [40:59] on someone's desk. [clears throat] [41:01] >> So, I did call out I did clarify with um [41:05] the um alcohol beverage division and [41:09] that's what they told me. So, I mean [41:11] they're considered legal everything, but [41:13] we just need to approve the light. [41:14] >> So, this seems to be something that was [41:18] >> ongoing issue. Is there a disconnect [41:20] with the state to the [41:21] >> part of the problem is what I was told [41:23] is that they switched over to a new [41:25] computer system and they're looking at [41:28] algorithms and we had the same issue [41:30] happen with the out of creek uh gas [41:33] station that that um license actually [41:37] went to Zingle instead of to the county [41:40] and it sat there and they've had some [41:43] change over of personnel and they didn't [41:45] know what to do with it. So that was [41:47] another one that was affected and this [41:49] is another one. So [41:50] >> in that area. [41:50] >> Yeah. [41:51] >> So I was I I've been around here a long [41:55] time but I wasn't familiar with corn [41:57] beer store. So I did some phone calls [42:00] yesterday and figured out where we're at [42:01] and what what was happening and I talked [42:03] to looked at law enforcement and um they [42:06] didn't have an issue with [42:08] >> you know I mean there's always a few [42:10] issues here and there but they didn't [42:11] have issue with it. So right [42:12] >> I would make the motion to approve. [42:15] >> I would second that. Got a motion by [42:16] Mike, second by N to approve of the [42:18] renewal of a class B retail alcohol [42:20] license to Corny Beer Store LLC at [42:24] 2600300 [42:26] Street Sweet B Lamont effective April [42:29] 19, 2026 through April 18, 2027. Any [42:34] other discussion? [42:36] All those in favor say I. [42:37] >> I. I. [42:38] >> Opposed? Motion carries. I need a motion [42:41] to approve a five-day special class C [42:44] native retail wine license to Barrelhead [42:47] Barrel Head Winery, Inc. doing business [42:49] as Inspiration Stables at 21177317th [42:54] Street, Lamont, effective September [42:56] 29th, 2026 through October 3rd, 2026. [43:02] >> Make that motion. [43:03] >> I would second. Motion by n second by [43:05] Mike to approve a 5-day special class C [43:08] re native retail wine license to [43:11] Barrelhead Winery Incorporated doing [43:14] business as Inspiration Stables at 21177 [43:18] 117th Street Lamont effective 29th [43:20] September 2026 through October 3rd 2026. [43:25] Any other discussion? [43:27] >> 317 Street. [43:29] >> Huh? [43:30] 3733. [43:32] Correct. [43:33] >> 317. Yeah. Any other discussion? [43:38] All those in favor say I. [43:39] >> I. Opposed. Motion carries. [43:42] >> We did receive from Growth Services LLC [43:46] a contract and a invoice for this coming [43:50] year. Um, just for clarity, last year [43:53] the invoice was for $1,581. [43:57] I did visit with Jeff concerning this. [44:00] Um, I wanted to know if there was [44:02] anybody else in the area that was [44:04] certified that could do the work because [44:06] this is the Orenco system and he had [44:09] checked into it and growth is the [44:12] closest one around um that is certified [44:15] to um to be to take care of the [44:18] wastewater treatment facility at Andrew [44:20] Jackson Care. So, I do need a motion to [44:23] approve an authorized chair signature on [44:25] the contract with Growth Services LLC [44:28] effective September 4th, 2026 through [44:30] September 3rd, 2027 for the wastewater [44:33] treatment facility at the Andrew Jackson [44:35] Care Facility for $1,628. [44:39] >> I'll make a motion to approve. [44:41] >> I would second. Got a motion by Nin, [44:44] second by Mike to approve [44:47] an authorized chair signature on a [44:49] contract with Gross Services LLC [44:51] effective September 4th, 2026 through [44:54] September 3rd, 2027 for wastewater [44:56] treatment facility at the Ender Jackson [44:58] care facility for $1,628. [45:01] Any other discussion? [45:05] And your what you thought your minutes [45:07] will say 20 because your agenda says [45:09] through September 3rd, 2026. So, I just [45:12] want to make sure that [45:14] >> Yeah, my minutes do say September 2027. [45:17] >> Okay. [45:17] >> Yep. [45:18] >> Any other discussion? All those in favor [45:20] say I. [45:21] >> I. [45:22] Post. [45:24] >> Motion carries. [45:25] >> All that I have for the board today. [45:27] >> All right. Anything boards or commission [45:30] reports? [45:33] » Um, no, not necessarily. [45:36] >> We did [clears throat] have an RPA [45:37] meeting last Thursday. Um, and the only [45:40] thing really discussed is there was a [45:42] study that the RPA approved for Dwit and [45:45] Manchester to look at some [45:46] intersections. One of those was looking [45:48] at a round out roundabout in Dwit on the [45:51] west side on the east side of town over [45:53] by the school. Um, it was recommended to [45:56] do so. So, it was brought to the RPA to [45:59] proceed with actually acting on the [46:01] recommendation of the study and [46:03] proceeding with it. So, that was that [46:05] was brought to the table and they went [46:07] ahead with that. So, um, we had our [46:10] first [46:11] >> was that [46:11] >> was a busy intersection. [46:12] >> Yeah, [laughter] they're hoping with [46:14] expanded growth on the east side that that'll help out. So, they're doing [46:18] that. Um, we did have our first WMA [46:21] meeting with the new our new [46:23] coordinator, Judy Joyce, and uh, she's [46:26] really kind of hit the ground running. [46:28] She has a lot of background knowledge [46:30] and she's able to pick up the grant [46:31] programs that we're currently running [46:33] with our former uh uh coordinator and [46:37] she got them kind of running. It appears [46:39] to be seamless and she has a lot of [46:41] other ideas that she's going to run [46:43] with. So, uh it'll be interesting to see [46:45] where we go, but uh it seems like we're [46:47] off to a good start with our new [46:49] coordinator. So, that's a that's a good [46:51] thing. [46:53] Other than that, that's all I got. Oh, [46:55] we do have a hopefully wrapping up our [46:58] final CEO meeting for the Mississippi [47:01] Valley Workforce Development Board. We [47:04] have to clear up an invoice thing and [47:06] then we will be completely transitioning [47:08] to the Eastern Iowa Workforce [47:10] Development Board, which is now the 21 [47:14] extra counties involved. So that [47:16] >> So I guess yeah, too, one of the boards [47:18] that is been eliminated on my on my list [47:22] is DECAT. It's no longer in effect [47:25] through the through the state. So, [47:28] >> contracts are all eliminated and [47:32] >> great. Anything else for the good? [47:35] >> No further business. I make a motion we [47:37] adjourn. [47:38] >> That's second. [47:39] >> Got a motion by Mike, second by N to [47:41] adjurnn. Any other discussion? [47:43] All those in favor say I. I. [47:47] >> Motion carries. Have a great day [47:48] everybody.
