State [19:00] long after polls close in gave [19:02] of their time freely. [19:04] >> To make sure every vote [19:08] could be heard. They set up [19:09] equipment check to neighbors. It takes 2000 [20:39] paid election workers to [20:42] conduct one county election [20:43] without these people behind [20:46] me, we could not do it and [20:47] believe me, it is although [20:48] they're paid a small stipend. Would [34:04] you please read the [34:07] resolution? Resolution 2026? [34:11] 7.39 For more than 30 years. [34:14] Steve Casada has given his [34:15] talent time and extraordinary [34:17] dedication to the city of [34:19] Jacksonville serving across [34:19] generations of elected [34:21] leadership and through [34:21] enormous changes while [34:25] becoming a trusted colleague. [34:25] Problem solver and invaluable [34:26] part of the institutional [34:27] memory of the Jacksonville [34:31] City Hall. A native of toe of [34:32] Tennessee, a graduate of muck [34:36] men's Central High School. [34:36] Steve can cite a study music [34:37] in Tennessee and pursued [34:39] graduate study in church music [34:43] at the Southern Baptist [34:43] Theological Seminary carrying [34:44] into his professional life. [34:45] The musicians understanding [34:47] that timing matters. Listening [34:49] matters. Every voice matters [34:53] and the whole works best. The [34:54] whole works best. When someone [34:55] understands how all of the [34:59] pieces fit together. Steve [35:00] Coz, became an indispensable [35:01] member member of the [35:02] Jacksonville City Council [35:04] staff bringing remarkable [35:06] patience, technical expertise, [35:06] dependability and quiet [35:09] leadership to the information. [35:10] Technology and audio visual [35:11] systems upon which council [35:13] members staff citizens and the [35:16] legislative process depend. [35:19] During his remarkable career [35:20] government moved from paper [35:22] files and binders into a [35:23] digital world of searchable [35:26] legislation. Interconnected [35:28] systems and live streamed [35:29] public meetings. And Steve [35:30] Casada help to navigate the [35:32] council through that [35:34] transformation, including work [35:35] that was made legislative [35:36] records more electronically [35:38] accessible to the public [35:38] because technology in [35:41] government when done well is [35:42] ultimately without is [35:44] ultimately about access. [35:45] Transparency and connecting [35:48] people to their democracy. [35:50] Some people serve government [35:50] from the Dyess while others [35:52] serve it behind the walls [35:54] inside the systems, in the [35:55] control rooms and just be on [35:58] the camera frame and through [35:59] thousands of meetings calls [36:01] questions, technical [36:03] emergencies, quiet acts of [36:04] service. Steve Casada spent [36:06] more than 3 decades making [36:07] certain democracy had a [36:10] microphone. There are people [36:12] who simply pass through [36:13] institutions and then there [36:15] are people who become a part [36:16] of them. And Steve Casada [36:18] became a part of this one, [36:19] giving Jacksonville more than [36:21] 3 decades of his life and [36:22] leaving behind systems. He [36:24] strengthened colleagues. He [36:28] helped knowledge he shared and [36:28] a legislative branch that [36:29] worked better because Steve [36:32] Kass out of work here. Now, [36:33] therefore, it was all by the [36:34] council, the city of [36:37] Jacksonville. The city council [36:39] hereby honors and celebrates [36:40] Steve because sot upon his [36:41] retirement following more than [36:43] 30 years of distinguished [36:45] service to the city of [36:46] Jacksonville and expresses its [36:48] profound gratitude for his [36:49] expertise, professionalism, [36:53] patients, kindness, [36:53] steadfastness, an [36:54] extraordinary commitment to [36:54] the council and the people of [36:58] Jacksonville. The City Council [36:59] recognizes that Steve decided [37:00] to not simply support the work [37:01] of the City council. He helped [37:06] make the work possible. Steve [37:06] out stood behind the people [37:09] who stood before the people [37:10] and his efforts provided a [37:10] voice by which democracy [37:13] spoke. Steve Fix what was [37:15] broken answered when called [37:16] Todd what he knew and [37:18] consistently showed up when he [37:23] was needed. For more than 3 [37:24] decades. Steve Casada was [37:25] there and the city is better [37:33] because of his service. 30 [37:37] years of service by my math [37:38] COUNCILMAN Landon, you might [37:39] have to check me on this. That [37:41] means that Steve case out of [37:43] started with City Council in [37:43] 1996. [37:44] >> And what that also means is [37:47] that. And we talk about going [37:50] from paper to digital. You [37:51] went through a lot more of the [37:53] it transformation that even [37:54] navigated the city council [37:58] through y 2 k. Think about [37:59] that. So with that, I just [38:01] want to say, Steve, thank you [38:02] so much for your 30 years of [38:04] service. This is the smallest [38:05] bit of recognition recognition [38:06] we could. Do you deserve so [38:08] much more and the city is so [38:09] far better off for your 30 [38:13] years. Thank you, sir. [38:13] >> Thanks, Up like to say a [38:16] few words. [38:17] >> Well, I just like to say [38:19] thank you very much for this [38:20] honor. Especially those [39:15] peanuts that you bring me. I [39:17] appreciate that. So you still [39:19] can bring those back for me as [39:23] well. But I I think we all can [39:26] attest that Steve has been a [39:28] great help to a lot of us, [39:31] especially our our technology [39:33] issues and you don't take the [39:35] credit by yourself. You always [39:37] have a team effort. And so I [39:39] want to thank you for your [39:41] commitment to the city of [39:42] Jacksonville and to the city [39:52] council as well. Thank you. [39:53] All right. We've got to move [39:54] on now. And in order to allow [39:56] Justin of the [39:57] >> supervisor elections [39:59] office, too, get out of here [40:01] early. First, 5 [42:46] speakers are. By the way. We [42:48] thank you for being here this [42:50] evening. Kathleen Pereira [42:54] Carnell Oliver Joy. Be the [42:58] Reverend 80 Carney. And Adam [42:59] Gray. Would you please come [43:01] down to the front? In the [43:02] meantime, going MR. Till to [43:05] read Council ruled for 505. [43:07] >> Council ruled 4.5, 0, 5, [43:11] disruption of meeting. Any [43:12] person who disrupts the [43:14] regular meeting of the City [43:15] Council standing committee's [43:16] special or select committees, [43:17] subcommittees or any other [43:18] public meeting presided over [43:20] by a city council member maybe [43:23] forth with barred, removed or [43:24] otherwise ejected in the [43:25] discretion of the presiding [43:26] officer from further [43:29] attendance at that meeting. If [43:30] necessary, due to the nature [43:32] of the disruption, the [43:33] audience MAY be cleared from [43:35] the council chambers or [43:35] meeting location in the [43:36] discretion of the presiding [43:39] officer. Any person who [43:40] refuses to leave the City [43:40] Council chamber MAY be subject [43:45] to arrest. MR. Hill, please [43:47] not the start. Time 5.43 [43:48] >> Once again, our first [43:50] speaker is Kathy Pereira. [43:52] Please be sure all of you [43:53] provide your name and address [43:54] as you begin otherwise provide [43:56] that name a note. The address [43:58] is on the green public comment [44:00] cards per you have 2 minutes. [44:01] >> My name is Kathleen Para. [44:03] My information is on file. [44:04] Thank you for voting against [44:05] the slaughterhouse. School [44:08] depot store next door to store [44:09] next door to a school and some [44:10] of the projects that would [44:12] have been detrimental to [44:13] neighborhoods. However, what [44:15] is still prevent perplexing is [44:16] that these another bad ideas [44:18] had to be considered by 4 [44:19] other bodies. Respect to cpac, [44:20] the Planning Department, the [44:22] planning Commission and the [44:22] Values e before Council can [44:25] vote them down. Why can't any [44:27] of these other body stop any [44:29] project after they review [44:30] their case after? I'm certain [44:31] that my cpac and even the [44:35] planning certainly up next, my [44:36] writes, my rights to build a [44:37] 10 story apartment building in [44:39] the middle. My single family [44:40] neighborhood before anyone [44:41] else had up the chain could [44:44] hear right? Unfortunately, [44:46] reality is what George Moos [44:50] said best. All property owners [44:51] are equal. Some property [44:52] owners are more equal than [44:53] others. That is some [44:56] developers who have influenced [44:57] and no regard for the quality [44:58] of life of their neighbors [44:59] have rights was to patch the [45:01] neighborhoods. They also have [45:03] the power to create and then [45:04] watch the angst of unread [45:06] neighborhood reach a crescendo [45:08] didn't nails headaches and [45:09] lost sleep over having to [45:10] attend a minimum of 4 separate [45:13] meetings before the council [45:14] after twisting itself and the [45:15] citizens in knots denies the [45:16] project. Really, none of us [45:19] need this kind of drama. And [45:20] this is not the kind of drama [45:21] that the fox Chase woman [45:21] station and Windy Hill [45:24] neighborhoods want to see when [45:26] they know that a 15,000 seat [45:26] soccer state in the doubles [45:29] like has a concert venue about [45:30] one half mile from them or on [45:33] their quality of life. Give [45:34] the cpac in planning [45:34] department the power to deny [45:37] this project at that level. [45:37] And for all these reasons is [45:40] imperative that city codify [45:42] the 1995 neighborhood Bill of [45:45] Rights and bring back 2026 [45:46] 5.72 full Council and pass [45:48] Thank you. [45:49] >> Thank u next. You have Cano [45:55] all over. Yes, my name is [45:55] gone. What would America be [45:58] without American free? The [46:01] very foundation of 13 14th and [46:03] 15th amendments. Well, what [46:07] state of Florida Duval can be [46:09] without black America. America [46:14] 3. We have been subjugated in [46:18] this country press not from [46:18] just late, but from Emma [46:24] Grace. They're on the 18, 66 [46:30] Civil Rights They said I was a [46:31] 15 minute conversation with [46:34] Jim Cobb Burns off. Do with [46:40] it. The 2027, but appropriate. [46:41] We're trying focus compliance. [46:44] All know left of the 18, 66 [46:49] Civil Rights Donald Trump [46:50] talks about enforcement of the [46:54] laws of Dumas. Paul, because [46:54] American Friedman's our [46:59] America first. Without jobs [46:59] without you immigrants [47:02] wouldn't be in this country. [47:05] Let me make that clear. It [47:07] especially the black If you're [47:13] not me. And you send in a you [47:14] better know, played that role. [47:17] But you'd be in this country. [47:20] The has obligation to us. The [47:24] city has obligation to us. And [47:27] they meet 18, 66 silver. I [47:30] set, especially way the Fscj [47:32] says all was free elm. This is [47:35] day that too. So you would [47:36] have robbed addition to pay [47:41] that reparations. It's that [47:44] Yeah. But you fall. You pay [47:45] homage to the people that pay [47:49] the way Because without us. [47:51] You wouldn't be here. This [47:54] nation came off [47:55] >> MR. Oliver, could you [47:56] please not deter addresses on [48:00] file for me, sir. [48:03] >> Already know. Brady. Next [48:11] we have Joy Vo. [48:12] >> My name is joy. And my [48:13] address on file. I'm here to [48:17] speak again today and support [48:18] of ongoing efforts to [48:18] reinstate funding for the [48:20] Affordable Housing Trust Fund, [48:24] which I believe. Like the [48:26] sometimes controversial kids [48:27] Hope Alliance will be a [48:28] commitment to our values as [48:30] community. The current plan to [48:31] cut 10% of those services to [48:34] our vulnerable youth. And the [48:35] continued resistance to create [48:36] a resilient and flexible, [48:38] affordable housing resource [48:39] are both short-sighted. In my [48:42] opinion. If city leaders [48:43] sponsors support and oversee [48:44] both these key resources, we [48:48] will see results in the next [48:50] generation of Jacksonville [48:52] citizens, mentoring young [48:53] people and creating more [48:54] sustainable homes for their [48:56] families will result in less [48:58] stress for seniors, parents [49:01] and children better school [49:01] performance to resources, [49:03] directed it, keeping them in [49:05] their homes and in the long [49:05] run, less need for law [49:07] enforcement intervention. [49:09] There are so many what ifs, if [49:13] we can explore as a community. [49:14] And let creative minds and [49:15] stakeholders collaborate to [49:18] support family homes. One big [49:20] advantage of the Hope Kids [49:21] Alliance is that there are [49:22] opportunities for funding [49:25] outside government. My hope. [49:26] And so we can have a [49:27] sustainable resource for [49:28] housing initiatives that [49:30] offers the same opportunities [49:32] for donors who want to invest [49:36] in the future of our city. We [49:37] have great nonprofits in [49:38] Jacksonville working on [49:39] homelessness relief and [49:40] housing. If they work [49:44] together, great things happen. [49:46] I came here as a Navy wife in [49:48] 1993. 1 Jax was less than a [49:49] million people. I raised my [49:50] children here, grew business [49:51] here and retired here. This is [49:54] no longer town. And we have to [49:55] pull together for future [49:58] success right now, we're way [50:00] behind. Thank you. [50:01] >> Thank And next we have the [50:11] rover Navy caring. [50:14] >> Hi, my name's 80 Carney and [50:15] my addresses on file. And I'm [50:15] here is a pastor campus Pastor [50:16] Riverside Church apart and [50:20] King. I'm here and had to [50:21] speak in favor of adding, [50:22] though I I'm back for [50:23] affordable Housing Trust fund [50:26] and to our city's budget. In [50:28] the past 5 years, average rent [50:28] in Jacksonville has gone up. [50:32] 34%. And half of our zip [50:36] codes. Epa's much as 50% and [50:36] wages have not come close to [50:38] keeping up with that pace. [50:40] Families who are making it 5 [50:41] years ago are now one missed [50:44] paycheck away from losing [50:45] their homes. Some council [50:46] members have indicated that we [50:48] MAY strip funding for [50:49] affordable housing and the [50:51] budget to prioritize public [50:53] safety. But young [50:54] professionals leaving our city [50:55] because they can't afford to [50:56] live here doesn't make any our [51:00] city any safer. Single moms [51:01] like myself struggling to [51:02] provide for their children [51:03] because the rent is too high. [51:04] Does it make our city any [51:07] safer? And our senior adults [51:08] working low-wage jobs well [51:12] into their 70's. Like many of [51:13] congregants because they can't [51:14] afford to retire, doesn't make [51:18] our community safer either. If [51:19] people can't afford a [51:20] dignified place to live than [51:21] our whole community becomes [51:21] more desperate and more [51:24] unstable and more cruel. And [51:26] so to those who might say that [51:27] we can't afford this [51:28] investment. I believe that we [51:33] cannot afford not to. Thank [51:33] you, ma'am. [51:34] >> Thanks. We have Adam Gray. [51:35] In the meantime, I'm gonna [51:35] fight down to the front, [51:38] please. James Wilson. Jerry, [51:41] Reverend Kenneth Manuel senior [51:44] Madison Hilt and Denise Gott. [51:48] MR. Gray. [51:50] >> Good evening. My name is [51:51] Adam Graham, the pastor of [51:52] Riverside Church at Park and [51:55] came 26 50 part Street. Want [51:58] to tell you 3 stories tonight. [52:01] There's a woman in our church [52:02] recent college graduate who [52:04] told me just 2 weeks ago she [52:05] never expects to be able to [52:08] afford a home because the [52:09] wages are too low. And the [52:12] rents are too high. There's a [52:15] woman in our church in her [52:16] 50's holds a master's degree [52:19] in education. Has served as [52:20] the principal of a private [52:25] school. And even she is [52:27] spending 50% of her income on [52:28] rent to provide a place for [52:29] her and her children and the [52:35] Riverside neighborhood. There [52:39] are people in my church in [52:40] their 70's who continue to [52:42] work low rate wage, retail [52:45] jobs. Not because they enjoy [52:46] being greeters at Walmart are [52:48] serving concessions at the [52:49] Jaguars games, but because the [52:50] rent is too high for them to [52:57] retire. It's not a question of [52:59] old or young. It's not a [53:00] question of educated or [53:01] uneducated. It's not even a [53:03] question of black or right. [53:05] It's a question of right or [53:07] wrong. Are we going to make [53:08] our city affordable for people [53:14] to live? I want to be in a [53:17] city. Where we can afford to [53:19] live and thrive together. [53:23] Thank you. Thank you, sir. [53:36] >> Next we had James Wilson. [53:39] My name is James Wilson. My [53:44] address is on record. I moved [53:47] to Jacksonville in 1955. Been [53:48] a very lucky person. I've been [53:51] here for 70 years. I went to f [53:57] c c j in 1969. To unf. And [53:58] I've been a photographer in [54:01] this city for 47 years. I've [54:04] been a very lucky man. We [54:06] moved in with my grandmother [54:08] and then from there, I. Bought [54:13] a House cash to mortgage. My [54:14] second house was took over a [54:15] va loan from a Navy guy who [54:16] was moving to Washington [54:20] today. My wife and I bought a [54:23] house and built a house. And [54:26] we've been there for 23 years. [54:27] I am in favor of the [54:29] Affordable Housing Act so that [54:33] my grandchildren. My great [54:35] grandchildren who I have We'll [54:37] be able to afford housing. [54:38] Jacksonville's, an awesome [54:42] place. Let's keep the people [54:43] here and let them afford to [54:45] live here. Thank you for your [54:49] time. Thank you, sir. Next [54:58] Jerry, Jerry, address on file. [55:00] >> I want to thank you for [55:05] passing the money f c, c j for [55:06] the opportunity for their [55:10] shipbuilding. And learning [55:11] about space industry. Thank [55:12] you, council PRESIDENT, thank [55:16] you council for seeing Ford [55:17] that our youth will work with [55:18] the new opportunities that are [55:21] going to be coming that not [55:22] everybody has to go to [55:23] college. So thank you for [55:26] seeing that. Thank you for [55:30] cutting the budget. 25 million [55:33] dollars. We're all hurting [55:34] right now. Housing insurance [55:37] property taxes. You go to the [55:40] grocery store. Every time you [55:41] go, it's the prices are going [55:42] up and up and up. The packages [55:43] are getting smaller and [55:48] smaller. We need to try to see [55:48] if we can trim or that because [55:52] that is our taxpayer dollars. [55:54] And thank you for stopping the [55:55] slaughter house. We know that [55:56] you worked h# [55:56] # [55:56] # [55:56] o# [55:56] that and [55:59] you listen to the community. I [56:01] do want to ask you also to [56:03] codified the original [56:04] neighborhood Bill of Rights in [56:05] 1995. That was passed by this [56:09] body. And it was never [56:10] codified. I think it would [56:14] have helped and all the [56:16] difficulties with the more and [56:19] the liquor store and even a [56:20] soccer stadium coming into [56:24] neighborhood areas. And please [56:28] let people do their gardens. [56:30] Why? Why cannot people have a [56:31] community garden and a [56:32] community? It brings people [56:34] together. It gives them food. [56:38] It's a fellowship. People [56:39] coming together doing [56:42] something fun. This world is [56:45] so full of mistakes and [56:46] disasters that we hear of [56:48] every day. Let them have the [56:50] pleasure of a garden. And [56:52] while we're talking about [56:54] closures, help the people get [56:55] their Grady Bridge back so [56:59] they can fish. Thank you. [56:59] >> Thank you, ma'am. Next we [57:00] had the Reverend Kenneth [57:10] Kenneth Mandl Sr. Good Evening [57:10] Council and thank you [57:14] individually and collectively [57:14] or allowing us to have the [57:18] opportunity to speak. I'm here [57:19] to support. I'm sorry, Name [57:22] and address. Please. My name [57:26] is Reverend Kenneth, the [57:27] manual my address is 107, 3, [57:31] 1, Towne View Drive [57:35] Jacksonville. Thank you, sir. [57:39] But I must say that. Most of [57:39] the information I've gathered [57:44] over the years. Came from my [57:46] service as a deacon as second [57:49] Missionary Baptist Church and [57:52] now assistant minister there. [57:53] And Second Missionary Baptist [57:55] Church addresses 9, 5, 4, [57:56] King's road here in [58:00] Jacksonville. And support of [58:07] the. Continuation of a [58:10] affordable housing trust fund. [58:13] Fun here in Jacksonville. Want [58:15] to make 2 points in leave. You [58:20] with a spiritual know. And [58:21] Alex Pearce at Second [58:22] Missionary Baptist Church, a [58:25] congregation. I would have to [58:26] say is probably mostly on the [58:28] North side. But we have those [58:29] in the West side, even Orange [58:34] Park as I formally the [58:36] Southside throughout [58:37] Jacksonville. We have what is [58:39] called elephant fine. And [58:43] we're went out Congress. Have [58:45] difficult times because the [58:49] housing costs. Is so much [58:50] higher. Then what it should be [58:52] for their income. So we [58:57] noticed people spending. 35 [58:58] 40% 50 and even 60% of their [59:02] income. And so if anything [59:06] happens, they're in trouble. [59:08] So I'll say to you that what [59:10] that does is make people very [59:12] uncomfortable and unable to [59:14] live in a peace knowing that [59:17] they'll be able to meet their [59:19] housing thank you. Thank you, [59:22] sir. We unfortunately a 2 [59:23] minute. That deadline for [59:25] everybody. 2 and a timer. [59:28] Next. We had Madison hilt. [59:33] Madison helped. All right. [59:37] Move on Denise Scott. In the [59:38] invite the following to come [59:39] down to the front, please. [59:39] George. [59:42] >> I'm sorry. Joseph George [59:45] Samantha Series, Karen [59:46] Rosenberry Allen Masten and [59:47] Addison Liberty. Patrick, [59:51] please come down to the front. [59:51] >> Hi, good evening. My name [59:54] is Denise. Got my address on [59:55] file. I welcome this. Hold it [59:58] to the debt good to see you. [1:00:00] Yesterday we celebrated Labor [1:00:01] Day to honor the achievements [1:00:02] of American workers and their [1:00:04] contributions to this country. [1:00:05] History tells us that in the [1:00:06] height of the industrial [1:00:07] revolution in the late 18, [1:00:09] 100's, harsh working [1:00:11] conditions. They had a 12 hour [1:00:13] days, 7 days a week, unsafe [1:00:18] conditions and little pain. [1:00:20] Thankfully, labor unions know [1:00:20] thankfully labor unions have [1:00:21] been around for a long time in [1:00:25] the 1800's labor unions were [1:00:26] organized and strikes and [1:00:27] rallies rallies to address the [1:00:29] poor and unsafe working [1:00:30] conditions today. I'm so [1:00:31] thankful for the 2 day work [1:00:33] week, the 40 day and today we [1:00:37] for the day work week ending [1:00:37] child labor make sure kids [1:00:40] stay in school, minimum wage [1:00:43] and of the basic benefits. So [1:00:44] glad that unions gave a force [1:00:48] to the everyday worker. And [1:00:50] help build a strong middle [1:00:52] class. Maybe that's why our [1:00:53] state legislature are trying [1:00:54] so hard to dismantle the lady [1:00:58] COUNCILMAN 1000. The people [1:00:58] depend on you to have your [1:01:01] best. The best interest when [1:01:01] it comes to making decisions [1:01:05] for this city. It's become [1:01:06] increasingly clear and that [1:01:08] you and most of the folks on [1:01:10] this council, can't focus on [1:01:10] the people when you're too [1:01:11] busy looking out for your own [1:01:12] selves. India billion out [1:01:17] France. I'm told that what you [1:01:19] did this to was legal, [1:01:20] according to the law because [1:01:22] you claim use a political [1:01:24] committee to raise funds. But [1:01:25] the question is, how does it [1:01:26] make? How does it look to the [1:01:30] people? Not too many of your [1:01:30] constituents can get in [1:01:32] someone's private jet to see a [1:01:35] baseball game with Donna. [1:01:36] Instead of looking out for the [1:01:39] great people of this city, you [1:01:40] into the developers, know what [1:01:41] you can understand. What about [1:01:42] the working class and what [1:01:42] they're going to win this [1:01:45] great. The economy. It's no [1:01:46] wonder why so this council [1:01:47] don't understand why the [1:01:48] people would benefit from that [1:01:51] affordable housing Too many [1:01:53] million at the new public [1:01:54] servant. [1:01:54] >> Thank Next we have just of [1:02:02] the sale, George. All right. [1:02:04] Good evening. My name Joe [1:02:05] them. It's on the PRESIDENT An [1:02:06] off Florida Central Labor [1:02:06] Council. [1:02:10] >> My address is on file. All [1:02:12] SEPTEMBER. At label Week in [1:02:19] recognition of the vital role [1:02:20] that working men and women [1:02:23] play in strengthening our [1:02:23] city, our state and our [1:02:26] nation. Yes, today we proudly [1:02:30] celebrated Labor Day. The [1:02:31] North Florida Central Labor [1:02:33] Council extend our sincere [1:02:36] appreciation to our label mail [1:02:37] Donna Deegan COUNCILWOMAN [1:02:43] Monet Holder. And members of [1:02:43] the community who joined in [1:02:44] commemorating this important [1:02:48] occasion. Your present help [1:02:49] does honor the dignity of work [1:02:51] and record. And I have the [1:02:52] county's contribution of [1:02:56] working men and women [1:02:57] dedication, sacrifices and [1:02:59] commitment have helped build [1:03:01] this trip, prosperity and [1:03:04] progress about a nation. Labor [1:03:08] Day is more than a holiday. [1:03:09] Three-day weekend. It is an [1:03:11] opportunity to recognize men [1:03:13] and women. It was hard worry, [1:03:15] keep our community moving [1:03:16] forward and to reaffirm our [1:03:19] commitment to good job, [1:03:22] they'll wages, safe work in [1:03:23] place and kiahnna me [1:03:23] opportunity for working [1:03:27] families. You know, Florida [1:03:28] Central Labor Council is also [1:03:30] pleased to express its support [1:03:33] for Mayor de guns. Proposed [1:03:35] city budget and respectfully [1:03:36] urge the Jacksonville City [1:03:37] Council to approve the budget [1:03:39] in its entirety. We believed [1:03:44] it. Proposed budget represent [1:03:44] an important investment in the [1:03:48] future about community and in [1:03:49] the service and opportunity [1:03:49] that working families depend [1:03:52] upon. Once again, we extend [1:03:56] our heartfelt appreciation to [1:03:57] COUNCILWOMAN Modi but standing [1:03:59] with labor in being there all [1:04:01] Labor Day. Thank you. Thank u [1:04:06] next have Samantha Series. [1:04:07] >> Samantha Series address on [1:04:10] file. I just want to point out [1:04:10] 7 of our council members are [1:04:11] missing from the diocese at [1:04:14] this point and you've heard of [1:04:14] the saying actions speak [1:04:18] louder than words. I would say [1:04:20] people missing during public [1:04:20] comment, especially one that [1:04:21] leaves right before public [1:04:22] comment. Start says and action [1:04:26] that is noticed and his word. [1:04:29] So one point that out there I [1:04:30] would like to say that [1:04:31] affordable housing is [1:04:35] something that's great to be [1:04:36] investing in. But I think that [1:04:38] we need to actually invest [1:04:39] affordable communities instead [1:04:40] of just having these random [1:04:43] apartments that are for rent [1:04:44] or, you know, just put off [1:04:46] into a random like [1:04:49] neighborhood. They actually [1:04:49] need to have a [1:04:50] community-based. So having [1:04:51] like a mixed use building in [1:04:53] the middle worse, there's a [1:04:54] storefront people have to [1:04:57] drive into work. And sometimes [1:04:58] people who can't afford homes [1:04:59] have to take public transit. [1:05:00] It takes a long time to use [1:05:01] public transit in [1:05:03] Jacksonville. It's not the [1:05:04] easiest city to get around. If [1:05:07] you don't have a vehicle and [1:05:09] then pivoting, I would like [1:05:11] talk about data centers. I [1:05:12] know that it's a little bit of [1:05:13] a controversial subject, but [1:05:17] it doesn't have to be. We [1:05:19] allow these tech all guards [1:05:21] too decide on how these data [1:05:23] centers are set up and how [1:05:25] they're cool. They let them [1:05:27] use water while we pricing the [1:05:29] water. So much that they can't [1:05:30] make it a cheaper option to [1:05:32] cool U.S. Centers. That data [1:05:33] centers actually don't need [1:05:36] water to cool. They have the [1:05:38] technology where they could [1:05:40] use actual renewable energy [1:05:42] like I know we're in a race [1:05:44] with China. Just so, you know, [1:05:47] America has 4,767 data [1:05:50] centers. China only has 376 [1:05:51] and China uses renewable [1:05:54] energy for them. They don't [1:05:56] use water. I think it's [1:05:58] important that we make sure we [1:05:58] elect a governor that would [1:06:01] protect our state instead of [1:06:02] selling it off and using [1:06:03] pristine lands for data [1:06:04] centers that are going to ruin [1:06:06] our make [1:06:07] >> Thank u next. We have [1:06:13] Caroline Rosenberry. My name [1:06:16] is Carolyn Rosenberry and my [1:06:19] address on file. Many of us [1:06:23] here feel the need is great [1:06:23] for affordable housing in [1:06:27] Jacksonville. And I commend [1:06:28] City Council for already [1:06:30] supporting some programs such [1:06:32] as incentives for builders and [1:06:36] assistance for home repairs [1:06:37] that make it easier for [1:06:37] residents to afford the rising [1:06:41] costs of living. Instead of [1:06:43] saying that we're doing [1:06:44] enough, though, I believe we [1:06:46] need an all of the above [1:06:48] approach looking for as many [1:06:48] sources of funding as [1:06:51] possible. And affordable [1:06:54] housing trust Fund would have [1:06:56] the advantage being a private [1:06:59] public collaboration. Once [1:07:00] established and affordable [1:07:03] housing trust fund could seek [1:07:05] funding. Not only from the [1:07:06] city, but also from the [1:07:09] private sector from [1:07:11] corporations. Banks, [1:07:13] foundations Monday, which [1:07:13] would then be available for [1:07:19] city directed programs. I [1:07:19] believe City Council wants to [1:07:20] do what their constituents [1:07:24] want. I'm here just stand up [1:07:27] for the values that encourage [1:07:28] me to treat others. As I want [1:07:30] to be treated and provide for [1:07:35] those in need. Every resident [1:07:35] deserves housing they can [1:07:40] afford. I want my taxes to [1:07:40] assist others who need a leg [1:07:43] up. And I believe and [1:07:44] affordable housing trust fund [1:07:48] is a smart way to leverage our [1:07:49] tax dollars to provide more [1:07:52] services. I urge you to [1:07:55] support the establishment. [1:07:56] Have an affordable housing [1:07:58] trust fund. Thank you. [1:07:59] >> Thank u next. We have Allan [1:08:06] Masson. I'm al I'm asked by [1:08:10] addresses on file. So I'm here [1:08:11] talk about the Affordable [1:08:14] Housing Trust Fund. I'm just [1:08:15] going give you a couple [1:08:15] examples about why it's [1:08:18] important. My grandson is a [1:08:23] sophomore at Unf. And over the [1:08:24] summer, he had a couple of his [1:08:24] buddies decided they wanted to [1:08:27] get an apartment together. And [1:08:29] so after an extensive search, [1:08:31] they realized, but even with 3 [1:08:33] guys contributing to the rent, [1:08:35] apartment they couldn't [1:08:36] afford. One. So he's living at [1:08:39] home. Prior to coming to this [1:08:41] meeting. We decide go buy [1:08:42] Sweet. Pete's. You'll know [1:08:45] where that is. And so we're [1:08:48] talking to the server there [1:08:52] guys probably about 25 or so. [1:08:53] And we discussed the, you [1:08:53] know, the affordability of [1:08:57] housing. And he's another [1:08:58] person who, you know, is a [1:09:01] server in Jacksonville. And he [1:09:02] can't afford his own housing. [1:09:07] So he's living at home. So [1:09:07] affordable Housing Trust fund [1:09:13] is very important. Thank you. [1:09:15] Thank you, sir. Next has. [1:09:15] Liberty Patrick, the meantime, [1:09:17] I want to buy up to the front [1:09:20] area. Please. Ryan Widmer. [1:09:27] Bevin, Tucker. Harold Feld are [1:09:27] Lonny Mills and the River. And [1:09:28] Cynthia Joseph, would you [1:09:29] please come down to the front? [1:09:35] Read Patrick? [1:09:36] >> Good evening. City Ms [1:09:37] Addison Liberty, Patrick and [1:09:40] my addresses on file. First, I [1:09:41] want to publicly welcome this [1:09:43] holder to the dais. And I also [1:09:45] want to thank COUNCILMAN Jimmy [1:09:48] Palou. So for holding a public [1:09:49] meeting recently to [1:09:51] investigate how our city [1:09:51] handles flock cameras and [1:09:55] surveillance. I also want to [1:09:55] thank the community activist [1:09:56] who pushed this initiative [1:10:00] forward. I've provided each of [1:10:01] you with an executive briefed [1:10:02] detailing exactly how our data [1:10:04] is being sold and tracked. We [1:10:07] need to finish what was [1:10:09] started. Mass surveillance [1:10:10] cameras and acoustic listening [1:10:12] devices should be turned off, [1:10:13] taken down and removed from [1:10:16] our city completely. They must [1:10:17] not be quietly replaced by [1:10:20] another vendors. Technology. [1:10:21] If any city department wants [1:10:23] deploy spotlight, cautious by [1:10:24] tech in our neighborhoods and [1:10:27] must be voted on by the people [1:10:28] and a public referendum. [1:10:32] First, let's be more cautious [1:10:33] about tech contracts and [1:10:34] software subscriptions that [1:10:36] trap us in endless recurring [1:10:37] fees across various [1:10:39] departments. We have fleets of [1:10:41] take-home vehicles as city [1:10:43] vehicle is a work tool, not a [1:10:45] taxpayer funded commuter perk [1:10:48] if we extend depreciation [1:10:49] schedules and audit take-home [1:10:51] policy citywide, we could save [1:10:54] millions. Every dollar wasted [1:10:56] unnecessary vendor spy camera [1:11:00] or underutilized take-home car [1:11:00] is a dollar that we aren't [1:11:02] spending on real crisis like [1:11:04] housing. We cannot build [1:11:05] affordable housing when [1:11:06] developers or strangled by [1:11:08] months of bureaucratic red [1:11:09] tape, impact fees and [1:11:10] specialized hearings just to [1:11:14] get a shovel in the ground. [1:11:15] Slash the red tape that makes [1:11:16] it so expensive to live and do [1:11:19] business in the city. Protect [1:11:21] our privacy audit, the fluff. [1:11:21] And let's make Jacksonville [1:11:24] affordable. Thank you. [1:11:25] >> Thank u next. We have Ryan [1:11:30] Ryan Widmer. I'm sorry. [1:11:31] >> Ryan Widmer my addresses on [1:11:36] file. So hello. Good [1:11:37] afternoon. Council members. [1:11:38] i'm a longtime citizen and [1:11:40] resident of Jacksonville and [1:11:41] entrepreneur who employees [1:11:42] many amazing citizens in this [1:11:44] great city. But today I'm here [1:11:47] talking about bonds. So as I'm [1:11:49] sure you're all aware, the [1:11:50] purpose of a city bond is to [1:11:50] serve as one of the 3 [1:11:52] functions of money, [1:11:53] essentially a preservation of [1:11:56] value. But it's no secret that [1:11:57] our great city is doing [1:11:57] something not so great with [1:12:00] our money. Our leaders have [1:12:01] decided to invest our [1:12:03] hard-earned money into a [1:12:04] country that is at the center [1:12:06] of the world conflict and a [1:12:07] country that is unknown, [1:12:09] provoked it or country [1:12:12] currently being bombed a [1:12:13] country that has experienced [1:12:14] for the past 4 years, negative [1:12:15] immigration and stagnant [1:12:18] population growth. So not only [1:12:19] the skilled and affluent are [1:12:21] leaving the country according [1:12:23] to their own investment. [1:12:25] Authorities. 49% of planned [1:12:28] investments indefinitely [1:12:29] postponed nbc funding the [1:12:30] future of an economy has [1:12:35] declined by 60%. Corporate [1:12:36] acquisitions into the country [1:12:40] have dropped from 44 to 4 [1:12:40] investment from the uk is down [1:12:43] more than 80%. The largest [1:12:44] sovereign wealth fund in the [1:12:50] world. Has divested entirely. [1:12:51] So all of this, along with [1:12:52] other variables are leading [1:12:54] the major credit rating [1:12:55] companies to downgrade the [1:12:56] rating and posted negative [1:13:03] future outlooks. So if there's [1:13:07] an 80% decline in Jacksonville [1:13:09] or of Jacksonville was being [1:13:10] downgraded, would we expect [1:13:11] investments in Jacksonville? [1:13:15] Certainly not. So include in [1:13:16] conclusion. I want to say [1:13:22] this. Why risk the income of [1:13:23] your citizens to fund a [1:13:24] country that doesn't have a [1:13:27] solid rating. Is not projected [1:13:28] to have one and is quite [1:13:29] publicly and blatantly [1:13:32] violating human rights, [1:13:32] killing innocent women and [1:13:33] children and whose leaders [1:13:34] have an arrest warrant. Thank [1:13:36] you, sir. [1:13:37] >> Next we have Bob Evans [1:13:46] Kerr. Good evening. Thank you. [1:13:46] My name's Bob Evans Kerr my [1:13:50] addresses on file. For the [1:13:52] past 18 years I've owned [1:13:55] operated a small business. And [1:14:00] run where I have 5 employees. [1:14:01] And I manage non scientific [1:14:03] nonprofit, scientific [1:14:05] societies that focus on food [1:14:07] safety and environmental [1:14:09] safety. And I'm here tonight [1:14:12] to ask you to an established [1:14:13] and affordable housing trust [1:14:17] Fund for Jacksonville. This [1:14:17] year. I lost a very good [1:14:21] employee. She wanted to buy a [1:14:23] first home and start a family [1:14:25] and she found something and [1:14:26] for double. But it wasn't. And [1:14:30] run. Not anywhere near our [1:14:31] business. She had to buy on [1:14:34] the North side. That meant she [1:14:35] could no longer keep working, [1:14:38] forming. The home she could [1:14:39] afford whatever that hour [1:14:44] commute. I didn't lose them [1:14:44] point to another company I [1:14:47] lost or to geography. And [1:14:49] she's not alone. My other [1:14:54] employees who earn 50 to [1:14:55] 60,000 a year. Several of them [1:14:57] are living with their parents. [1:14:58] And some are splitting rent 3 [1:15:04] ways. That's an honest wage [1:15:06] and it still doesn't buy a [1:15:07] foot hold anywhere near where [1:15:12] jobs actually are. I asked [1:15:13] that an affordable housing [1:15:15] trust fund. It gives you [1:15:18] dedicated tool. There that [1:15:20] other cities have done. We [1:15:21] don't have to invent We need [1:15:25] the will to find it and a and [1:15:28] just support local businesses. [1:15:29] There are paying salaries were [1:15:31] folks cannot afford a home. [1:15:32] Thank you for your [1:15:33] consideration. Thank u next. [1:15:39] We have Harold Felder. Carol [1:15:41] field in 1926. North Davis [1:15:41] Street. And I hope that the [1:15:42] city of Jacksonville Place, [1:15:44] these affordable housing. [1:15:46] >> All throughout the city of [1:15:46] Jacksonville and not just in [1:15:47] the inner city where it is [1:15:50] already gotten started. I need [1:15:51] floor on this council that [1:15:52] grass couldn't contractors of [1:15:55] the city of Jacksonville, not [1:15:56] picking up paper cutting the [1:15:58] paper into the grass. Neither [1:15:59] are they removing could grant [1:16:02] some sidewalk in a knot [1:16:03] cutting the easements. I'm [1:16:05] speaking in particular of the [1:16:08] along Davis Street. That [1:16:09] starts with a street and down [1:16:12] to the U.S. U.S. One [1:16:14] interstate. Also, I would like [1:16:17] to see severely overgrown bush [1:16:18] growing up along the sides of [1:16:21] the I-95 highway from Edgewood [1:16:22] Avenue traveling south up to [1:16:24] the bifurcation of it and [1:16:27] Wesson. 95 south the [1:16:30] interstate shopped and removed [1:16:31] and mow San shot because the [1:16:32] oh, wow, trees that are [1:16:33] growing up. There 15 feet [1:16:36] high. As well. The government [1:16:37] are not thoroughly removing [1:16:41] the trash debris. Automobile [1:16:43] accident. Parts from the [1:16:45] interstate in these areas. It [1:16:46] is not the residents living in [1:16:47] the area that are trashing [1:16:49] general area in Jacksonville. [1:16:51] But those traveling through. [1:16:54] Airs in relation to vacant. [1:16:55] Lots. Can you please write an [1:16:56] ordinance that would require [1:16:59] owners of vacant lot to e# [1:16:59] # [1:16:59] # [1:16:59] # [1:17:00] a barrier that would prevent [1:17:04] vehicles from entering to dump [1:17:06] trashed cars, furniture and [1:17:07] other materials on these make [1:17:11] has vacant. Lots. My major [1:17:12] concerns on the residential [1:17:13] areas in between Merrill [1:17:17] Avenue in Davis Reap. All [1:17:18] right. And new Kings road and [1:17:20] us one here in the state. [1:17:21] Lastly, I would like to [1:17:26] commend the city for planning [1:17:27] trio. Arrangements of [1:17:28] Magnolias Palms and crape [1:17:30] myrtle Zahn of a complimentary [1:17:34] shrubbery at street interstate [1:17:35] exit and offer and I-95 [1:17:38] countries. Ram. Thank you. [1:17:38] >> Thank you, sir. Next we [1:17:43] have lining Mills. MR. Zone. I [1:17:44] would like to with you and the [1:17:45] Bob Dunne terms or if you want [1:17:52] to come down. [1:17:53] >> Good evening. Council [1:17:55] PRESIDENT And council members. [1:17:57] My name is Lonny Mills. My [1:18:02] address is on I'm asking the [1:18:04] council to take an important [1:18:04] next step in addressing [1:18:05] Jacksonville's, affordable [1:18:08] housing needs established the [1:18:09] fund a local affordable [1:18:12] housing Trust fund. I [1:18:15] recognize that Jacksonville [1:18:15] already invest in housing [1:18:16] through a number of programs [1:18:19] and initiatives. Those efforts [1:18:22] are important. And this [1:18:24] requests is not intended. To [1:18:31] replace. Or diminish them. The [1:18:37] question is. We are doing [1:18:38] today is enough to meet [1:18:42] tomorrow's need. Housing trust [1:18:45] fund would give Jacksonville [1:18:47] something different, a [1:18:47] dedicated, accountable, [1:18:48] long-term funding mechanism, [1:18:48] focus specifically on [1:18:51] creating. Preserving and [1:18:56] protecting affordable housing. [1:18:57] It could support new [1:18:58] construction rehabilitation of [1:18:59] aging homes, emergency [1:19:00] repairs, rental assistance and [1:19:02] other locally determine [1:19:03] priorities. Most importantly, [1:19:06] it would allow Jacksonville to [1:19:07] plan strategically instead of [1:19:09] addressing affordable housing, [1:19:12] primarily one program, one [1:19:17] budget. You're at a time. [1:19:18] Affordable housing to be [1:19:20] viewed as essential community [1:19:22] infrastructure. When working [1:19:24] families, seniors, veterans, [1:19:25] young adults and people with [1:19:25] disabilities afford to live in [1:19:30] the community. They call home. [1:19:30] Jacksonville benefits. I'm not [1:19:32] asking the council to choose [1:19:34] between our existing housing [1:19:37] programs and the Housing Trust [1:19:38] I'm asking you to strengthen [1:19:40] with Jacksonville is already [1:19:41] doing by adding another proven [1:19:45] tool to tool box. Please begin [1:19:46] the process of the steps of [1:19:47] Jacksonville, Affordable [1:19:48] Housing Trust fund. With a [1:19:51] dedicated funding source. Site [1:19:51] annual public reporting [1:19:55] results. [1:19:56] >> Thank you, sir. Next we had [1:19:59] the Reverend Cynthia just in [1:20:00] the invite down to the front, [1:20:02] please. Don Auger James match [1:20:05] it. Carol Hawkins. Michael [1:20:10] Smith. And Kim fun to But [1:20:11] thank you. I believe that's [1:20:17] that. Good evening. [1:20:19] >> I am Reverend Cynthia [1:20:22] Joseph and associate minister [1:20:24] Saint Paul and the Church and [1:20:28] my address is on. Recently. I [1:20:29] just moved from San Francisco [1:20:36] to come back And be interest. [1:20:37] It and the affordable housing [1:20:39] in my community attended the [1:20:42] finance budget meeting. And [1:20:45] was very disappointed with [1:20:48] that decision pertaining to [1:20:49] the Affordable Housing Trust [1:20:52] Fund. The city of Jacksonville [1:20:57] is a beautiful growing city. [1:20:59] Please don't let our homeless [1:21:00] population and those who [1:21:05] cannot afford. The have rent. [1:21:09] Please don't leave them out. [1:21:10] Of the growth and development [1:21:13] of this city. And please do [1:21:18] not Sean away. From your [1:21:19] responsibilities and [1:21:20] commitment to the people of [1:21:25] this great city. It would be [1:21:26] greatly appreciated if the [1:21:28] affordable housing. Trust [1:21:32] Fund. Be put back into the [1:21:37] budget because people. And [1:21:41] every community. In this state [1:21:43] in the city of is that of [1:21:44] Florida. Their lives do [1:21:48] matter. Thank you for your [1:21:48] time. [1:21:49] >> Thank Next, we have done [1:22:00] auger. [1:22:01] >> Thank Thank you for having [1:22:02] us. Speak about the Affordable [1:22:07] Housing Trust Fund. I am with [1:22:09] the Saint Vincent de Paul [1:22:14] Society conference Arlington. [1:22:18] We assist people in the 3, 2, [1:22:19] 2, 1, 1, 3, 2, 2, 7, 7, zip [1:22:23] codes. Only. However. This [1:22:24] AUGUST, I was the screener for [1:22:26] all the calls that come in. [1:22:28] And I took approximately 70 [1:22:31] calls. This month for people [1:22:33] who needed help with rent Food [1:22:37] and j a. We were able to [1:22:44] assist. 32. Most of those 32 [1:22:45] were within the 3, 2, 2, 1, 1, [1:22:49] in 3, 2, 2, 7, 7 zip codes. So [1:22:50] there we were doing what we [1:22:52] needed to be doing. But we get [1:22:53] calls from all over the city. [1:22:58] And can't help them. We don't [1:23:00] have the the funds or the [1:23:01] ability to travel as far as 30 [1:23:06] miles from where we are. So [1:23:07] hopefully I knew I was able to [1:23:09] get some help for them by [1:23:11] giving them resources. But a [1:23:14] lot of the city resources have [1:23:18] been diminished lately. And [1:23:19] people call to 1, 1, and [1:23:25] nobody answers. Any of the [1:23:26] people they're assigned to [1:23:26] call the they they can't deal [1:23:29] with. There's no time or [1:23:30] funding to do what needs to be [1:23:38] done. So. I just hope you can [1:23:40] really re-evaluate the trust [1:23:41] fund. It's very important to [1:23:44] the people of Jacksonville who [1:23:45] can afford their own homes. [1:23:47] But there's also many people [1:23:50] who, as we've heard, can't [1:23:53] work because they whatever [1:23:54] they're there are they can't [1:23:54] pay for their own homes [1:23:58] because they need to live with [1:23:58] 3 or 4 other people to help [1:24:02] pay the rent. Thank you for [1:24:02] listening. [1:24:03] >> Thank you, ma'am. Next [1:24:06] James match it. Thank you, [1:24:11] sir. Next we have Carol [1:24:19] Hawkins. [1:24:20] >> Hello, my name is Carol [1:24:22] Hawkins and my addresses on [1:24:24] file. I'm here also in support [1:24:26] of the 90,000 people in our [1:24:27] community who struggle to [1:24:30] afford a home. I urge you to [1:24:31] designate and finance and [1:24:33] affordable housing trust fund. [1:24:35] Just like 850 other [1:24:36] communities in America have [1:24:40] done. I want to thank by [1:24:40] Councilmember and District 7, [1:24:43] Jimmy Palou. So and also our [1:24:45] at-large council member Matt [1:24:46] Carlucci. Both of these people [1:24:48] have shown courageous [1:24:49] leadership on what has been up [1:24:52] until this point. A minority [1:24:53] opinion on this council. And I [1:24:55] hope it doesn't stay that way. [1:24:56] Many of us know someone who [1:24:58] should be able to, but who [1:24:59] can't afford a home in [1:25:02] Jacksonville. My story is my [1:25:04] friend Alexa, a single [1:25:04] middle-aged full-time office [1:25:07] worker. She spent 2 years [1:25:09] looking for and couldn't find [1:25:12] safe, affordable housing here. [1:25:13] So she left the state to live [1:25:14] with her parents. Now that [1:25:17] hurts me personally. And I [1:25:17] think all of us who help us [1:25:20] personal story feel that way. [1:25:21] But I think what's more [1:25:23] upsetting to me is that we [1:25:26] have a unf poll from last year [1:25:27] that show that the top problem [1:25:28] people face in Jacksonville is [1:25:31] affordable housing. People [1:25:31] mentioned housing twice as [1:25:35] much as anything else, not [1:25:36] government spending, not [1:25:38] immigration housing. So I [1:25:40] wonder how can it be that this [1:25:42] is not the top issue that our [1:25:46] council is working on. One of [1:25:48] the people most fest, the [1:25:49] people who are most affected [1:25:52] by this are essential workers, [1:25:53] bus drivers, health care [1:25:55] support, staff, entry level [1:25:58] school teachers, firefighters. [1:25:59] These are people who went back [1:26:00] to work during covid while the [1:26:01] rest of us stayed home. We [1:26:06] need them. Jesus said whatever [1:26:08] you did for the least among [1:26:10] us, you did for me. So as you [1:26:12] deliberate. I hope each one of [1:26:16] you will ask. What my legacy [1:26:19] be here. Who am I helping? [1:26:19] Thank you. [1:26:20] >> Thank you, Next we have [1:26:30] Michael Smith. Good evening. [1:26:31] My name is DR. Michael Smith [1:26:35] in my head dresses and file. [1:26:36] Florida State graduate. I [1:26:37] returned to Jacksonville 3 [1:26:39] years ago from Chicago after a [1:26:42] long social work career. The [1:26:43] last 20 with the Salvation [1:26:46] Army. You probably know that [1:26:49] the Salvation Army operates [1:26:50] shelters throughout the world, [1:26:50] actually. And one here in [1:26:53] Jacksonville. In my long [1:26:56] career working with people [1:26:57] experiencing homelessness. I [1:26:58] learned there are many reasons [1:27:00] they end up on the street. [1:27:04] Very few want to live unhoused [1:27:05] some manifest persistent and [1:27:07] untreated mental illness. [1:27:08] Other steps to the substance [1:27:12] abuse challenges. Others have. [1:27:14] He's the co and intellectual [1:27:16] limitations. Still, others [1:27:17] were fleeing domestic violence [1:27:19] where they lost their housing [1:27:20] through divorce. Other family [1:27:22] just connection. Homelessness [1:27:27] is complicated. I see the [1:27:28] growing number people living [1:27:30] on the streets in Jacksonville [1:27:32] and often wonder what their [1:27:34] stories are that resulted in [1:27:39] their homelessness. Don't you? [1:27:40] Increasingly increasingly [1:27:41] those in the streets are there [1:27:42] because there's simply no [1:27:44] affordable housing. They can't [1:27:47] afford to pay a security [1:27:48] deposit first and last month's [1:27:49] rent to get into an apartment [1:27:54] even if they could find one. [1:27:54] And once on the streets, it's [1:27:57] very difficult to get off the [1:28:00] street rents continue to [1:28:01] increase men and women trying [1:28:03] to survive in the streets here [1:28:04] deserve a decent and safe [1:28:05] place to live. As we all [1:28:08] deserve. There's a desperate [1:28:09] need for more affordable [1:28:11] housing in this beautiful [1:28:14] city. I love the city and I'm [1:28:15] deeply concerned that many [1:28:17] can't enjoy basic and fair [1:28:19] quality of life because of the [1:28:22] lack of affordable housing. [1:28:23] Other cities have successfully [1:28:26] set up the funds, thereby [1:28:26] providing a first and vital [1:28:29] step to assisting persons. [1:28:30] Thank you. Thank u next. We [1:28:34] have can protect you. [1:28:34] >> By Roxy McLeod. Please [1:28:35] going down to the front, [1:28:38] Brian, the Penske well, its [1:28:40] tied. Latasha, Hobbs and Blake [1:28:41] Harper. Please come on down to [1:28:48] the front. [1:28:49] >> Good evening. My name is [1:28:49] Kim fun, Walton and my [1:28:51] addresses on file. I'm here [1:28:52] because I followed every rule [1:28:56] the city gave me. I applied [1:28:57] for and received the [1:28:59] certificate of use for my [1:29:00] permitted garden Spacey. Ou [1:29:03] number 2, 6, 1, 0, 3, 905. I [1:29:05] complied fully. I met every [1:29:07] requirement. I did exactly [1:29:09] what the city instructed me to [1:29:11] do. And yet, despite that, I [1:29:11] have been subjected to [1:29:14] repeated citations contradict [1:29:15] reinforcement and treatment [1:29:17] that no resident should have [1:29:18] to experience. I attempted to [1:29:20] resolve this privately and [1:29:21] professionally. I reached out [1:29:24] to many of you. And I have not [1:29:27] received a single response. [1:29:28] Because of the silence. I'm [1:29:31] standing here publicly tonight [1:29:32] to report a very something [1:29:34] very serious. During a meeting [1:29:36] on JUNE. Second, inside the [1:29:37] city's code compliance office [1:29:40] on Hogan Street, the code [1:29:40] Enforcement supervisor told me [1:29:42] in front of another staff [1:29:44] member that the complaints [1:29:46] against my permanent garden [1:29:47] were happening because I am [1:29:48] allowing black people to come [1:29:53] into my white neighborhoods. [1:29:54] He then told me that because [1:29:55] my neighbor had what can my [1:29:57] neighbors would continue to [1:29:59] complain. The citations would [1:30:00] continue and then I would be [1:30:01] forced to repeatedly defend my [1:30:06] permanent garden space. This [1:30:07] exact pattern has already [1:30:09] repeated 3 times since JUNE. I [1:30:11] have received 3 separate [1:30:12] citations for my permit garden [1:30:13] space from the city of [1:30:16] Jacksonville. This is not a [1:30:18] zoning issue. This is not a [1:30:18] compliance issue. This is [1:30:20] racial discrimination. And it [1:30:23] is completely unacceptable. [1:30:25] Tonight I'm asking for 3 [1:30:27] things. Number one, identify [1:30:29] the ordinance that I'm [1:30:30] allegedly violating and how my [1:30:30] garden is violating that [1:30:33] ordinance. Number 2, confirm [1:30:35] whether the city can impose [1:30:35] new conditions on my home [1:30:36] based business under Florida [1:30:40] law. And number 3, address the [1:30:41] discriminatory statement made [1:30:43] by a city official. Any [1:30:43] enforcement actions that [1:30:44] appear to be driven by bias [1:30:47] rather than law. I urge the [1:30:50] City Council to pass the home [1:30:51] occupation bill and support [1:30:51] the right to Garden Act to [1:30:52] prevent this from happening [1:30:55] over Jacksonville. Thank you. [1:30:55] Thank u. Next. We have [1:31:02] Roxanne, the clout. [1:31:05] >> Good evening. My name's [1:31:07] Roxy McLeod. My address is on [1:31:10] file and I'm so honored to be [1:31:11] able to be here in front of [1:31:11] each of you. Thank you for [1:31:16] your. Insurance throughout the [1:31:16] each time. You guys have to [1:31:18] sit here and listen to all of [1:31:19] us. I appreciate your [1:31:23] patience. Thank you. I want to [1:31:25] congratulate 3 of you have [1:31:26] come out to the community [1:31:28] garden named Common ground on [1:31:31] the North side. Thank you. [1:31:32] Thank you. And I just want to [1:31:36] see more of you there. So [1:31:37] you're more than welcome to [1:31:37] come. Even this Saturday [1:31:39] morning. If you don't want a [1:31:40] proper tour and line it up [1:31:41] with me just come Saturday [1:31:43] morning, we have a work day [1:31:44] and guess what? We picked this [1:31:47] morning. Watermelon. We're [1:31:49] going to have a party. So [1:31:51] please come 2 common ground on [1:31:52] the north side in the [1:31:54] neighborhood named Panama Park [1:31:56] just south of You can't MISS [1:31:59] It. Obviously, I'm also here [1:32:02] to ask you to definitely. A [1:32:04] vote for the Hom home [1:32:05] occupation. Bill and also to [1:32:08] support the freedom to guard [1:32:11] act. Appreciate you all. Thank [1:32:12] you. Have a good evening. It [1:32:16] to Matt loved purple, Chris. [1:32:16] Thank you. [1:32:17] >> Next we have Brian, the [1:32:26] Penske. Thank you so much. My [1:32:28] name is Brian Lepenski at my [1:32:33] address is on file. I'm a [1:32:33] lifelong resident of [1:32:35] Jacksonville and I'm here [1:32:38] tonight or is the full council [1:32:39] to prioritize our city's most [1:32:40] pressing crisis. Housing [1:32:45] affordability. Last month, the [1:32:46] Finance Committee completely [1:32:48] stripped the proposed 4.9 [1:32:48] million dollars from the [1:32:52] Affordable Housing Trust Fund. [1:32:53] Leaving us entirely dependent [1:32:54] on federal and state dollars [1:32:57] that are simply not enough. I [1:32:58] strongly support COUNCILMAN [1:33:00] Matt Carlucci, Ys efforts to [1:33:01] bring forward an amendment [1:33:02] restoring the 4.9 million [1:33:05] dollars. I've heard some [1:33:06] critics tell you this fund is [1:33:08] too small to single-handedly [1:33:09] solve the crisis of this [1:33:11] scale. And that, of course, is [1:33:13] true. But dismissing this [1:33:14] funding because it won't fix [1:33:16] everything overnight is [1:33:18] dangerous. We do not apply [1:33:20] that logic to any other city [1:33:21] service. We don't stop paving [1:33:22] roads just because we can't [1:33:25] fix every pothole at once. [1:33:27] Even the 4.9 million is [1:33:28] relatively small. The grand [1:33:30] scheme of our city budget. [1:33:31] Every dollar is absolutely [1:33:35] worth it. It means real down [1:33:38] payment assistance for working [1:33:39] families. It leverages private [1:33:39] investment to spur the [1:33:40] creation of stable below [1:33:43] market rate housing. Doing [1:33:46] something meaningful right now [1:33:46] is infinitely better than [1:33:50] doing nothing at all. This is [1:33:52] a crisis when hardworking [1:33:52] Jacksonville families are [1:33:53] priced out of their [1:33:55] neighborhoods. Our entire [1:33:57] local economy suffers. We [1:34:00] cannot build a prosperous city [1:34:00] if the people who keep it [1:34:01] running can no longer live [1:34:07] here. Please, please restore [1:34:08] the funding and we will see [1:34:09] you on SEPTEMBER 22nd for this [1:34:12] big vote. Thank you. [1:34:13] >> Thank u next few have was [1:34:21] Todd. Name as well as [1:34:22] tightened with taking down [1:34:24] addresses on file. Often when [1:34:26] I hear the word budget, one [1:34:27] thing comes to mind the word [1:34:31] austerity. I first heard the [1:34:32] word and PRESIDENT Jimmy [1:34:34] Carter's 1979 speech, [1:34:36] basically austerity means [1:34:37] taking from the working class [1:34:39] and giving more wealth to [1:34:42] those that already wealthy. In [1:34:43] fact, austerity means cutting [1:34:45] the funding for public [1:34:47] services, lowering government [1:34:48] spending and adding more [1:34:53] stress to low income families. [1:34:54] The Department of Government [1:34:54] Efficiency Doge is not helping [1:34:57] the people of Jacksonville [1:34:58] infect if there was waste, it [1:35:01] was created by. The Republican [1:35:06] Party. Know. Part-time city [1:35:07] Council, which is really a [1:35:10] conflict of interests. Is [1:35:16] being with. Place to protect [1:35:16] the interests of the rich land [1:35:17] owners, developers and [1:35:20] investors. Just like many [1:35:22] other city councils across the [1:35:24] country. The rich come first [1:35:25] and the rest of us have to [1:35:27] fight over what's left. When [1:35:28] you don't provide for the [1:35:31] needs of society when jobs pay [1:35:32] low wages, needs of the [1:35:34] neighborhoods and not met when [1:35:37] affordable housing is out of [1:35:38] reach, when there are no when [1:35:39] there are more liquor stores [1:35:41] in grocery stores when the [1:35:43] community's infrastructure is [1:35:47] crumbling or even nonexistent. [1:35:48] Then what you have left is [1:35:51] degradation. When you don't [1:35:53] provide for the people, then [1:35:54] you must provide for the [1:35:58] police. Because we all know [1:35:59] when you don't provide for the [1:36:00] people and there are no jobs [1:36:02] and no housing crime goes up. [1:36:05] So you must provide for the [1:36:07] apparatus of control, which is [1:36:11] the police. Which gets about [1:36:15] half the city's budget. The [1:36:16] people well take it much [1:36:17] longer. They won't take the [1:36:21] corruption and the greed. [1:36:28] Thank u next. We have a Hobbs. [1:36:33] Hi, good evening. My name is [1:36:34] Latasha Hobbs addresses on [1:36:37] file. Today [1:36:49] is day 3,512 of me fighting [1:36:51] for his justice and fighting [1:36:55] to protect it. I know it's me [1:36:57] against the world. When I [1:36:58] stand here supporting use of [1:36:59] flock cameras and I'm okay [1:37:02] with that. One. Army mom, this [1:37:05] fight is not for the weak. As [1:37:07] I have shared previously, [1:37:08] according to jso since 2024 [1:37:10] license plate readers have a [1:37:13] system with 15 murders. Murder [1:37:16] case is 17 kidnappings, 6 [1:37:19] forcible sex offenses, [1:37:21] including children nearly 100 [1:37:24] shootings and 172 missing [1:37:26] person cases. I don't stand [1:37:27] here with simply an emotional [1:37:30] plea. And no substance. I [1:37:32] stand before you with facts. [1:37:35] Facts that demonstrate [1:37:37] results. In fact, certainly [1:37:39] matter. Those numbers aren't [1:37:41] just statistics. Those our [1:37:43] lives. I acknowledge Sheriff [1:37:45] tk Waters decision to Diskin [1:37:46] discontinue jso issues. A [1:37:49] flock cameras. And the [1:37:51] difficult position he was [1:37:53] placed in my message tonight [1:37:55] isn't about blame. It's about [1:37:57] solutions. Every day this [1:37:59] technology remains [1:38:00] unavailables another day. [1:38:00] Investigators are without a [1:38:01] tool that has helped solve [1:38:03] murders and bringing missing [1:38:05] people home. Privacy matters. [1:38:06] Constitutional rights matter. [1:38:08] Public safety matters. We [1:38:09] should have. We should not [1:38:11] have to replace one to protect [1:38:13] the other. I urge our local [1:38:14] officials to work with state [1:38:16] legislators to establish [1:38:19] strong safeguards for privacy, [1:38:21] data access and retention [1:38:23] auditing transparency and [1:38:25] consequences for misuse while [1:38:27] preserving responsible law [1:38:29] enforcement access and include [1:38:29] violent crime survivors, [1:38:30] victims of violent crimes in [1:38:31] that conversation. Last time I was [1:39:17] here, we talked Gary Wiggins [1:39:19] and then change the street. [1:39:20] Name. It was not Gary Wiggins. [1:39:23] It was his father, Cecil [1:39:25] Wiggins. And you have in front [1:39:26] of you, the obituary for Cecil [1:39:28] Wiggins, you see his his [1:39:30] likeness and you see the [1:39:31] church that he built that you [1:39:32] drive by every time you come [1:39:35] eastbound on. I-10, this is an [1:39:38] institution. This is a church [1:39:39] that that reach it reached out [1:39:42] to get through seesaw that [1:39:43] through Gary to solve solve [1:39:44] problems and help people and [1:39:46] bring the community together [1:39:49] yet 3 months after Cecil's [1:39:50] passing, it was requested that [1:39:52] they change in name. I was [1:39:55] street to see. So, but that [1:39:56] was turned down because he was [1:39:59] not dead for 5 years. You're [1:40:01] being asked to make a change [1:40:02] on the street for a person who [1:40:06] still lives. The reality is [1:40:06] that you have a two-thirds [1:40:07] vote that's required. This is [1:40:09] a serious issue, not a simple [1:40:14] majority to two-thirds vote. [1:40:15] Consistency, folks. Let's we [1:40:17] also have to think about the [1:40:19] fact that we have a [1:40:21] Constitution and we have a [1:40:22] serious series of laws that's [1:40:22] been with us since 17. 76 8, [1:40:28] 17 83. You don't have to have [1:40:29] been there to make a decision [1:40:30] that is consistent with a [1:40:33] long-held precedent. [1:40:34] Two-thirds of a vote is [1:40:35] necessary to change the name [1:40:38] of the street. I'm not making [1:40:39] any disparaging remarks about [1:40:43] Preston, Haskell. Not about [1:40:44] his politics or business [1:40:46] practices. What I'm speaking [1:40:49] about is the fact that week [1:40:49] have a precedent. We have a [1:40:52] standard in place today [1:40:53] requires two-thirds of vote [1:40:54] changing the name of the [1:40:58] street is serious. You didn't [1:41:01] do it because for was 60 so [1:41:02] Wiggins. If there's I don't [1:41:05] know why. But we need to keep [1:41:07] things going consistently. [1:41:08] Thank you. [1:41:08] >> Thank u. Next. We have what [1:41:13] it knows that. [1:41:16] >> What it that address is all [1:41:21] fine. Thank you. My name is [1:41:22] what it knows it. And I live [1:41:22] in the Des Moines [1:41:26] neighborhood. I asking you to [1:41:29] support the Affordable Housing [1:41:31] Trust Fund. The issue is [1:41:33] important to me because as a [1:41:34] current homeowner, I know the [1:41:35] joy of owning a home as well [1:41:38] as the holiday. Not been able [1:41:40] to afford a down payment for [1:41:43] my first home. This is because [1:41:46] as a working adult that worked [1:41:49] 2 jobs to support my son. I [1:41:50] wanted experience the joy of [1:41:52] been able to put the key into [1:41:55] a keyhole of my own home. [1:41:58] Where I will be able to raise [1:41:59] my son in a house and not an [1:42:04] apartment. I was raised in a [1:42:05] home with a yard in a room and [1:42:07] willing to play it. I want [1:42:09] this for my son as well. And [1:42:13] at the time I saw him was in [1:42:14] elementary when I went to go [1:42:15] up and tried to buy my first [1:42:18] home, I spent today because [1:42:18] that could afford a down [1:42:21] payment. Even working 2 jobs [1:42:23] and saving money. At the home [1:42:25] that I fau the yard for my [1:42:31] centre. It's one that I want [1:42:32] to walk through the front [1:42:32] door. I was not able to afford [1:42:35] a down payment on my [1:42:39] assignment, became heartbreak [1:42:39] and it will take more time and [1:42:40] more money to find to be able [1:42:43] to afford a home. By the time [1:42:44] I did. My son was in his last [1:42:47] of high school, affordable [1:42:48] Housing Trust fund can give [1:42:50] working dots fallen to Lauren [1:42:52] Composite a chance to purchase [1:42:55] their own home when we work [1:42:59] together. Great things happen. [1:43:00] I'll see SEPTEMBER. The 22nd [1:43:03] at the next council. Thank [1:43:04] you. [1:43:04] >> Thank And next we have [1:43:18] Lydia Bell. [1:43:19] Good evening. We have [1:45:24] Nicholas Petros. Nicholas [1:45:28] Petrus addresses on file. I [1:45:31] want to talk to council today [1:45:32] about a serious issue with the [1:45:33] budget. We are here talking [1:45:34] about affordable housing, a [1:45:38] lot of issues safety the [1:45:40] pension for the firing. Police [1:45:41] has been a serious problem for [1:45:42] the city for a long time has [1:45:46] been a failing fund and part [1:45:48] of the reason is because it's [1:45:48] investing right now, 2 million [1:45:51] dollars into the and millions [1:45:52] and millions of dollars in 2 [1:45:54] other Israeli companies. [1:45:55] Steve, in particular, it says [1:45:57] Israeli pharmaceutical [1:46:00] company. It's involved in like [1:46:01] all the genocidal actions in [1:46:01] Israel, but its also involved [1:46:05] in shipping opioids and [1:46:05] inventing al in the United [1:46:07] States has been sued in many [1:46:10] different cities. And so. [1:46:11] Really this is a win-win-win [1:46:14] for the city, right? We can [1:46:14] get rid of our association [1:46:18] with the company that's [1:46:19] importing products. And this [1:46:20] could city this country that [1:46:21] have caused so many deaths [1:46:23] cousin died from an overdose [1:46:24] on fentanyl. And so some that [1:46:27] really care about. We also can [1:46:29] cut ties with the Israeli [1:46:30] company of doing so much [1:46:30] damage in the Middle East and [1:46:34] also get better investments [1:46:36] for our police and fire. I [1:46:38] mean, take a firefighter. They [1:46:40] run into buildings to save [1:46:41] people and their money right [1:46:41] now is being invested in [1:46:44] companies that are killing [1:46:45] people and financing death and [1:46:47] destruction. Both here and in [1:46:49] Palestine and Lebanon. So I [1:46:50] think we really need to take a [1:46:51] look at this and get this [1:46:52] resolved. Thank you. [1:46:53] >> Thank Next, we have a [1:47:07] meaning, Sharif. Good evening. [1:47:12] Amina Sharif address profile. [1:47:13] >> I love that. Town hall [1:47:13] mayor. [1:47:18] >> The gun. [1:47:19] >> And I was very surprised [1:47:22] when we tried to that heard [1:47:25] know about the forensic lab. [1:47:28] That we still say we don't [1:47:31] need in our neighborhood. [1:47:34] >> She said she wouldn't mind. [1:47:35] >> The forensic lab being in [1:47:38] her neighborhood. Now, [1:47:40] realistically. [1:47:43] >> Mayor de going live in and [1:47:46] then it for a compensation MAY [1:47:50] even come up. Gusting a [1:47:53] forensic ally out in Atlantic [1:47:55] Beach. It hurt neighborhood. [1:47:59] Would never happen. Talking [1:48:03] about putting something toxic. [1:48:07] Forensic Miami in a white [1:48:08] neighborhood would will come [1:48:11] up for the city Council. So I [1:48:12] was very surprised for her to [1:48:15] even say that she wouldn't [1:48:17] mind the forensic lab being in [1:48:22] her neighborhood. All right. [1:48:23] Police accountability. Too [1:48:27] many times where the police. [1:48:30] Abusing their authority. They [1:48:33] also pose to our rift. People. [1:48:36] Not beat up people. Not 0.2 [1:48:41] people. In the face, not to [1:48:43] them by the hidden. What [1:48:44] happened? We have to make the [1:48:48] police be accountable for [1:48:51] actions, not excuse them, [1:48:52] overlook actions we need [1:48:54] better training called the [1:49:02] police. All right. Now. Trump [1:49:04] has this thing about. [1:49:06] Something about being people [1:49:08] with the protection now. [1:49:10] >> Your time is up. I'm sorry. [1:49:13] All right. Thank you. Thank [1:49:18] you. Next we have is a kaaria. [1:49:19] And please come out of the [1:49:19] front I call your name. Ashley [1:49:23] Marie, MacKenzie. Sarah scene. [1:49:27] Pastor John Turner. Shane [1:49:31] Tremblay. And Jamie Travis [1:49:31] Leonard is coming down to the [1:49:33] front. It's a car. You go [1:49:35] ahead. [1:49:36] >> that Correa address on [1:49:40] file? I'm here to direct [1:49:41] attention to an urgent city [1:49:42] budget issue in the midst of [1:49:44] an affordability crisis. We [1:49:45] need to support affordable [1:49:47] housing initiatives as well as [1:49:48] address the root of the [1:49:49] problem of where we are [1:49:50] putting our money in the first [1:49:52] place. The Jacksonville Police [1:49:53] and fire pension fund is the [1:49:54] largest budget crisis in the [1:49:57] city with 3.3 billion dollars [1:49:59] in debt. The bad investments [1:50:01] are part of the issue, [1:50:02] including bond investments and [1:50:04] Israeli pharmaceutical company [1:50:05] Teva tva is the largest [1:50:06] generic drug manufacturer in [1:50:08] the U.S. And has a track [1:50:09] record of price-fixing and [1:50:12] making medicine affordable. [1:50:13] People in the city can't [1:50:14] afford rent. They can't afford [1:50:16] to buy a home. And on top [1:50:18] that, all can't even afford [1:50:20] basic medicine. All while the [1:50:21] pension fund is invested in a [1:50:21] company that makes it an [1:50:25] affordable in the first place. [1:50:26] It's in just the past decade. [1:50:28] Tebow has been found guilty in [1:50:29] multiple lawsuits settling for [1:50:29] billions of dollars for [1:50:32] jacking up drug prices and [1:50:33] pumping fentanyl into our [1:50:34] communities. The decision to [1:50:38] reinvest into is up on AUGUST [1:50:39] on OCTOBER first and we need [1:50:41] the community come together to [1:50:41] stop the pension fund from [1:50:42] investing in a predatory [1:50:45] company. If anyone in this [1:50:46] room thinks are talk to a [1:50:48] should benefit people in [1:50:49] Jacksonville and not corporate [1:50:52] interests, you can sign a [1:50:53] petition Jack space works last [1:50:54] Eva and stay up to date on [1:50:55] upcoming pension fund meetings [1:50:56] because we need to put our [1:50:57] people first above [1:51:01] corporations. Thank you. [1:51:02] >> Thank u next. Ashleigh [1:51:06] Murray, MacKenzie. [1:51:07] >> My name is Ashley McKenzie [1:51:08] with the Jacksonville, [1:51:08] possibly Solidarity Network [1:51:11] address on file. I'm here to [1:51:12] put forth to ask to the fire [1:51:14] and police pension fund of [1:51:16] Jacksonville, but also to [1:51:17] every citizen and Jack. So [1:51:17] right now, sitting in this [1:51:21] room who have made [1:51:21] >> of city council to reinvest [1:51:24] in the community. We've heard [1:51:26] about issues of lack of [1:51:27] affordable housing. We heard [1:51:28] about how the cost of [1:51:29] groceries are too high house [1:51:30] just like way too high to live [1:51:32] right now. We have a direct [1:51:33] solution for that and a step [1:51:35] in the right direction. So the [1:51:36] first ask is for the police [1:51:39] and fire pension fund to not [1:51:40] reinvest into different from a [1:51:43] cynical bonds that is up for [1:51:45] maturation on OCTOBER. 1st. [1:51:49] And the second ask is that we [1:51:50] would like the fire and police [1:51:51] pension fund to divest from [1:51:52] all Israeli companies and [1:51:55] bonds that we have currently. [1:51:56] Reason being is because the [1:51:58] police and fire pension fund [1:51:59] invest and to form a cynical a [1:52:02] lose, lose lose situation. [1:52:03] That benefits no one, [1:52:04] especially the taxpaying [1:52:05] citizens of Jacksonville. [1:52:07] These are commonly issued as [1:52:09] junk investments in a [1:52:11] predatory company that has [1:52:12] helped fuel the opioid crisis. [1:52:13] And that proudly and [1:52:14] unapologetically supports the [1:52:16] genocidal warmongering state [1:52:17] of Israel where it is [1:52:19] headquarters and just to give [1:52:21] a little background [1:52:22] information on to [1:52:22] pharmaceuticals, it is the [1:52:23] largest generic medication [1:52:26] company in the world. It is a [1:52:28] predatory corporation that is [1:52:30] known and found guilty for [1:52:33] feeling the opioid crisis for [1:52:33] price-fixing medication and [1:52:34] for foreign bribery and paying [1:52:38] kickbacks. It has also agreed [1:52:39] to pay billions and billions [1:52:40] of dollars in settlements. It [1:52:44] has been criminally penalize [1:52:46] and has been forced to pay [1:52:46] millions of dollars to [1:52:47] overall. It's a poor [1:52:48] investment, especially when [1:52:49] the pension fund itself is in [1:52:52] a state of under funded this. [1:52:53] It is 45% under-funded. It is [1:52:54] projected to stay that way for [1:52:58] the next 30 years. It is also [1:52:59] the largest some of [1:53:01] Jacksonville's debt sitting at [1:53:02] 3.3 billion dollars. And I [1:53:02] think with everything we've [1:53:05] heard today from the citizens [1:53:07] we owe it to them to invest [1:53:07] our money in the community [1:53:11] opposed to a foreign country. [1:53:12] >> Thank you. [1:53:13] >> Thanks. We have Sarah. But [1:53:17] if it's a saint. A time 2. [1:53:18] >> Sot I have seen since on. [1:53:23] Thank you. Hi, I'm here on [1:53:24] behalf of the Jacksonville, [1:53:25] Palestine Solidarity Network [1:53:26] and is concerned citizen of [1:53:29] the city to call for our [1:53:31] city's police and fire pension [1:53:32] fund to divest from Tebow [1:53:32] Pharmaceuticals as one of [1:53:34] their bonds meters on OCTOBER. [1:53:36] 1st, the police and fire [1:53:37] pension fund is the city of [1:53:38] Jacksonville's largest budget [1:53:40] crisis. The pinch it pension [1:53:43] fund is 3.3 billion in debt [1:53:44] and junk investments. Like [1:53:45] those in tv only worsen the [1:53:47] situation and waste our tax [1:53:49] dollars. He wasn't an Israeli [1:53:50] pharmaceutical company that [1:53:52] has paid out billions and [1:53:53] settlements for pushing [1:53:55] fentanyl products on on cancer [1:53:57] patients fueling the opioid [1:53:59] crisis and price gouging, [1:54:00] life-saving medications as [1:54:01] someone who lost their brother [1:54:02] to the opioid crisis, it pains [1:54:04] me our city would invest in a [1:54:05] company directly complicit in [1:54:09] addiction and death. They're [1:54:10] also complicit in genocide, [1:54:11] admitting up to 20% of their [1:54:12] workforce and geisha military [1:54:15] escalations in Gaza following [1:54:16] OCTOBER 2023 and are based in [1:54:16] the Sinai settler colony [1:54:20] itself. We deserve for tax [1:54:21] dollars to go to initiatives [1:54:21] like the Affordable Housing [1:54:23] Trust Fund that benefit our [1:54:24] city. Not predatory. Big [1:54:25] pharma companies pumping [1:54:27] fentanyl into our communities [1:54:28] at home and supporting [1:54:30] genocide, an occupation abroad [1:54:31] divest from tva, justice for [1:54:32] Asia, Bennett and Repurpose [1:54:35] them work. What we believe is a [1:57:27] pretty popular win-win-win [1:57:29] issue to have the police and [1:57:31] fire pension fund drop their [1:57:34] investments with Tina [1:57:36] Pharmaceuticals. Previous [1:57:38] speakers have spoken on tv [1:57:42] does involvement in the opioid [1:57:43] crisis. We're talking billions [1:57:46] of dollars in settlement [1:57:47] payouts for their [1:57:47] contributions to pushing [1:57:50] opioids on folks in just [1:57:51] generally profiting from drug [1:57:55] addiction. We found that the [1:57:57] police fire pension fund had [1:57:58] these investments just by [1:57:59] looking at the individual [1:58:02] investment report of the fund. [1:58:03] And one thing you'll notice is [1:58:05] that the majority of the is of [1:58:08] these investments are in us [1:58:10] based companies t been a few [1:58:10] other Israeli companies really [1:58:13] stand out for that reason. And [1:58:16] I believe that this money [1:58:17] should be staying within the [1:58:19] U.S. Should be helping with [1:58:20] our economy. Lord knows it [1:58:21] needs all the help that it can [1:58:25] get for the city council [1:58:26] members here believe this is a [1:58:30] pretty easy popular issue that [1:58:30] any of y'all could jump on [1:58:31] board with again, you can find [1:58:34] more information on the Web [1:58:37] site. Good evening [1:59:17] City Council. My name is Jimmy [1:59:19] Travis Leonard, my addresses [1:59:21] on file. First, I'd like to [1:59:21] invite anybody who is not [1:59:24] aware of our historic [1:59:24] durkeeville tour. They'll be [1:59:25] happening this Saturday at [1:59:27] Emmett Reed Park starts at [1:59:28] 09:00am. We'll go to about [1:59:29] noon. Hope to see some of you [1:59:33] out there. Second, you guys [1:59:34] are really put yourself in [1:59:34] some pickles up here. I've [1:59:38] noticed cutting affordable [1:59:39] housing is an interesting [1:59:42] choice, especially. Since in [1:59:45] JUNE. You all past 26 3.11, [1:59:46] which was your target growth [1:59:50] area map. Now. I'm a pack rat. [1:59:51] So all the times I come up [1:59:52] here speak. I keep all that so [1:59:53] I can come back your mind. You [1:59:53] of the things you've done [1:59:55] since you seem to forget. And [1:59:59] that map. To have right here. [1:59:59] >> You know, a lot of those [2:00:02] areas, low income deserts, [2:00:04] places where affordable [2:00:05] housing is. [2:00:08] >> Very much needed. So I [2:00:09] think it's interesting [2:00:10] considering it was a 15 to one [2:00:14] vote course are no vote. Was [2:00:14] Diamond Island. But besides [2:00:20] that, again, I just taking [2:00:23] that out of the budget. Seems [2:00:24] like such an interesting [2:00:25] choice. I came up for several [2:00:27] city council using meetings to [2:00:28] talk about affordable housing [2:00:30] in this city. I stopped [2:00:31] because you all seem to be [2:00:34] moving in a direction that was [2:00:35] addressing some of the [2:00:36] shortages. We have especially [2:00:41] considering. Our rent or 2 [2:00:43] home ownership rate being [2:00:45] less. Then the state rate, [2:00:48] especially considering that. [2:00:52] Median income. Is putting [2:00:53] people and a place where they [2:00:57] can afford to buy houses [2:00:57] because they're buying a house [2:00:59] for them would be 30% income, [2:01:00] which is the Max amended by [2:01:02] any financial adviser. And now [2:01:04] your pulling funds to [2:01:05] alleviate some of those [2:01:08] people. That's a choice. I [2:01:08] don't think it's the right [2:01:11] one. [2:01:19] >> Thank u next Brian Delaney. [2:01:20] Brian Delaney address on file. [2:01:21] I'm here today with the [2:01:22] Jacksonville, Palestine [2:01:24] Solidarity Network. [2:01:25] >> I want to continue to talk [2:01:26] to you all about the police [2:01:28] and fire pension. But I just [2:01:29] want to comment and say, you [2:01:33] know, I think your job as [2:01:34] politicians very difficult. [2:01:34] One thing that you all want to [2:01:35] do is make change one of the [2:01:37] most difficult things about [2:01:40] that is the question of taxes [2:01:42] and the question of expenses. [2:01:43] But what we're hearing here [2:01:44] today is that a lot of the [2:01:47] people of Jacksonville, they [2:01:48] actually approve of [2:01:49] expenditures being made when [2:01:49] it's something that makes [2:01:51] sense for them when it's [2:01:53] something like public housing [2:01:54] when it's something like [2:01:56] science programs for kids, [2:01:59] what we don't approve of is [2:02:01] spending that does not make [2:02:03] any sense. And I I'm here to [2:02:06] say that the investments that [2:02:07] the police and fire pension [2:02:08] fund makes into tv [2:02:09] pharmaceuticals, they do not [2:02:10] make sense. They are not good [2:02:14] bonds. There are rated as junk [2:02:16] investments and we already [2:02:17] know what a sorry, state our [2:02:19] police and fire pensions are [2:02:21] in. They have massive amounts [2:02:23] of debt that we need to fix, [2:02:25] right, because we cannot have [2:02:26] our first responders going [2:02:27] homeless when they retire. We [2:02:27] need to solve the problem with [2:02:30] our our pensions and these [2:02:32] these bad investments do not [2:02:33] help what makes even less [2:02:36] sense about them is that the [2:02:37] the first responders that this [2:02:40] pension fund is for? They are [2:02:43] the ones who have to be at the [2:02:45] front of this opioid crisis. [2:02:45] That Teva Pharmaceuticals is [2:02:49] directly implicated in our [2:02:49] firefighters. Some of the most [2:02:50] stressful moments of their [2:02:51] careers have to do with the [2:02:53] opioid crisis, all first [2:02:53] responders, some of the most [2:02:55] stressful periods of there [2:02:57] careers have to do with this [2:02:59] opioid crisis and all of the [2:03:00] people in this room have been [2:03:02] horribly affected by the [2:03:03] opioid crisis. So many people [2:03:03] have already spoken about [2:03:04] personal family members and [2:03:07] friends that have been killed. [2:03:07] One of my best friends from [2:03:08] high school died of an [2:03:10] overdose on fentanyl. And I [2:03:11] have no doubt that the people [2:03:13] in front of me and the people [2:03:15] behind me can all say the same [2:03:16] thing that someone in their [2:03:17] life has been horribly [2:03:18] impacted by fentanyl. And so [2:03:21] we ask you to work with us to [2:03:23] end this crisis. Thank you. [2:03:32] Thank u next. Casey Jones. [2:03:33] >> I do in the Casey addresses [2:03:37] all I think everybody knows [2:03:43] why here. And the battle is [2:03:44] not over with we. We actually [2:03:47] want to a few battles. The [2:03:51] state and the city. Still [2:03:53] calling on you all. To make a [2:03:58] city rule. And Paul's. For the [2:04:01] whole county. The beaches [2:04:04] still have. The flock cameras [2:04:07] wide open. I don't know if I [2:04:15] can. Talk to city attorney. [2:04:15] See if you all pass a rule a [2:04:19] 90 day ban until. The state of [2:04:21] Florida rules on on this and [2:04:23] with legislation. But I still [2:04:27] call you all to do something. [2:04:28] I want to see here not do [2:04:30] nothing. I've been coming for [2:04:34] almost 2 months trying to ask. [2:04:39] For something some kind of Our [2:04:40] our great governor finally [2:04:41] stepped up to the plate, did [2:04:47] something. But it's only state [2:04:47] state roads. Everybody knows [2:04:53] what I'm talking about. To get [2:04:53] here had passed by for [2:04:56] campers. So I got digitally [2:05:00] tracked on the way here. It's [2:05:00] this totally against the 4th [2:05:07] Amendment. How how's the [2:05:11] government? Dancing all over [2:05:13] the Constitution? Ask. That's [2:05:14] because they're using a 3rd [2:05:16] party. The 3rd parties doing [2:05:20] the dirty work. To violate our [2:05:22] rights in our Constitution. So [2:05:24] I'm asking you all. To do [2:05:28] something. Way for the state [2:05:33] to rule. Thank Thank you. Are [2:05:34] doing a great job and thank [2:05:36] you [2:05:36] >> COUNCILMAN Jimmy. Thank [2:05:37] you, Nic, for showing up to [2:05:40] the meeting. And next we have, [2:05:48] Brooke today. [2:05:49] >> Good evening. My name is [2:05:51] Brooke Dube. My addresses on [2:05:52] file. I am here again to [2:05:55] advocate for something that [2:05:56] MAY seem like a small issue, [2:05:57] but it is a growing problem [2:06:01] and that is tnr funding for [2:06:02] community cat their cats [2:06:03] within our neighborhoods that [2:06:06] do not belong to anyone that [2:06:08] people are going out of their [2:06:10] way to trap and get them fixed [2:06:12] and vaccinate against diseases [2:06:13] to prevent them from [2:06:15] reproducing and in our [2:06:17] neighborhoods. I personally [2:06:17] have been doing this for over [2:06:20] 2 years now helping who I can. [2:06:21] And I've gone over 100 [2:06:22] community cats fixed in [2:06:25] vacinated within that time. I [2:06:27] believe that the ceo of every [2:06:28] pet has requested 150,000 has [2:06:32] a significant increase. I do [2:06:34] agree that that is a very [2:06:35] reasonable increase consider. [2:06:36] And if you look at the [2:06:36] previous year's fund and it [2:06:40] has run out very quickly and [2:06:44] we are looking at potentially [2:06:45] more increases in the future. [2:06:45] When you look at the numbers [2:06:48] of how many in takes are [2:06:50] increasing over the years more [2:06:51] people are learning about 10 [2:06:54] or more people are being [2:06:55] proactive at being part of [2:06:56] solution. So I think that the [2:06:57] council really needs to [2:06:59] consider raising the fund and [2:07:02] significantly. But right now, [2:07:04] 150,000 is the reasonable [2:07:04] request. So that's what I'm [2:07:07] here to support. Thank you. [2:07:08] Thank you. [2:07:10] >> I want to invite Tom [2:07:14] Maguire, Knee. And that is [2:07:15] until to come on down to the [2:07:16] front. The meantime, [2:07:17] Christian. [2:07:18] >> Mcclanahan, I hope I was [2:07:23] close. [2:07:27] >> Yes, very close. Good [2:07:28] evening. My name is Christa [2:07:32] Mcclanathan located my address [2:07:35] might be on file my first time [2:07:36] doing that. So I really heard. [2:07:38] I'm speaking on behalf of the [2:07:38] community cats that I care for [2:07:40] and the community cat [2:07:43] caregivers around Jax this [2:07:44] year was my first year feeding [2:07:46] community cats and working [2:07:47] with the tnr program at every [2:07:49] putt, as well as facilities [2:07:50] like Jacksonville, Humane [2:07:52] Society and a cps. And [2:07:53] throughout this first year, it [2:07:55] was one of the most mentally [2:07:55] disheartening and draining [2:07:57] years I've had in a long time [2:07:58] and I have a teenager and a 3 [2:08:04] year-old. At the beginning of [2:08:05] the kitten season. I took in [2:08:06] 12 kittens, somewhat scabies, [2:08:08] some with eye infections and [2:08:08] some who needed to be bottle [2:08:13] fed every 2 to 5 hours. I paid [2:08:15] for the the vet visits and all [2:08:16] the while continuing to help [2:08:17] feed and 10 are my 2 colonies. [2:08:22] My house hole, my household [2:08:24] also called scabies, smelled [2:08:25] like a shelter and my own pets [2:08:25] were suffering having to be [2:08:27] quarantined away from the [2:08:28] kittens. And then one can died [2:08:31] and it broke my heart. I [2:08:33] thought at him, I took him to [2:08:34] the vet. I bought bottle fed [2:08:36] him for weeks. I took him to [2:08:38] the vet. I did the necessary [2:08:39] things that need to be done on [2:08:42] my own. But he still past [2:08:43] another kitten in the Colony [2:08:45] was run over. And I know of at [2:08:46] least 4 other kittens who are [2:08:46] unaccounted for, probably with [2:08:48] the same fate. And then the [2:08:52] $25 fee came. At every pet [2:08:56] with about a week's notice to [2:08:56] say I was disappointed is an [2:08:57] understatement to say I was [2:08:59] discouraged is an [2:09:01] understatement. Caregivers [2:09:01] like me need this program to [2:09:02] keep down the population of [2:09:03] these cats and kittens. It [2:09:07] prevents their deaths disease. [2:09:07] It helps that community and [2:09:09] business and the animals. Did [2:09:12] you know cats pregnancy starts [2:09:15] and ends within around 65 days [2:09:16] and they can get pregnant [2:09:18] while their nursing and taking [2:09:19] your pregnant at only 4 months [2:09:23] old. We need to protect these [2:09:24] pets because once it gets [2:09:24] overwhelming, who's going to [2:09:26] be a wants to do it? [2:09:27] >> Thank u next. We have time [2:09:35] of war. [2:09:37] >> Good evening. I am Tom [2:09:37] addresses 4, 7, 1, 1, heard or [2:09:42] road Jacksonville, Florida. I [2:09:43] start with a recap of what I [2:09:45] said last time I was here [2:09:47] talking about how a new jail [2:09:51] is economically unsustainable [2:09:53] let me just add to what I [2:09:55] said. Then that increased uses [2:09:58] civil citation and reduced [2:09:58] cash bail would lead to [2:10:01] smaller jail population and [2:10:02] obviate the need for a new [2:10:06] jail. So really, you've got to [2:10:08] consider there are so many [2:10:10] other options. Then building a [2:10:12] new jail. All of that adds up [2:10:15] to it. Not making economic [2:10:16] sense for the city in its [2:10:19] financial condition. Currently [2:10:21] what we really need from you [2:10:24] all is more blue collar jobs. [2:10:25] And I'm very happy about the [2:10:27] Johnson and Johnson Ni [2:10:29] building their new facility. [2:10:32] But we need a lot more of that [2:10:34] because if you are looking [2:10:37] around, you are seeing adults [2:10:39] using children's toys is [2:10:41] transportation now there is a [2:10:44] real problem with making ends [2:10:45] meet and having enough money [2:10:48] to pay the bills in this city [2:10:49] and the working class people [2:10:50] in this city are suffering [2:10:53] because of it. Also, we need [2:10:55] road improvement for the exact [2:11:00] same reason. Road quality is a [2:11:02] big problem. Roads to damage [2:11:03] people's vehicles endanger [2:11:07] their livelihood. And let me [2:11:09] also add that the concrete [2:11:11] batch plant is something [2:11:12] that's toxic. Lee dangerous [2:11:15] leading to fatal conditions. [2:11:18] 2, such as cancer and lungs. [2:11:20] And finally, let me wrap up by [2:11:23] saying I'm going to the jumbo [2:11:23] shrimp game on Friday. Any of [2:11:26] y'all like join me. [2:11:28] >> Thank you, John. Mooney. [2:11:36] You might want to join Hello. [2:11:38] I am John Resiliency. [2:11:38] Philanthropic Julie ruled good [2:11:42] boy. A new knee. [2:12:01] Cindy Pearson, awesome [2:12:02] Representative 2025, 0, 8, 6, [2:12:07] 7, That was the legislation [2:12:10] that was a result of joint [2:12:11] meetings between Duval County, [2:12:12] Public Schools in the city of [2:12:17] Jacksonville. When working on [2:12:18] a cip classrooms and pottsburg [2:12:19] now going to cia had on. You [2:12:22] know, that's an acronym. For [2:12:25] classrooms in America. There's [2:12:39] 27 million dollars and that [2:12:41] refund. Asked the orders. The [2:12:44] point is you can use this fund [2:12:46] immediately. Now I shared an [2:12:48] option at the 9 through 26 [2:12:49] northeast Florida Regional [2:12:52] Council board meeting. You [2:12:53] know, ask both pain Ju'coby [2:12:58] Pittman arrow. They're here. [2:13:00] I'll be speaking on other [2:13:01] examples, which for those in [2:13:02] council chambers, they are [2:13:04] agenda items. 40 48 just and [2:13:06] the 30 some seconds. Do a site [2:13:30] inspection. The point is a [2:13:30] public access on our waterways [2:13:35] is getting crushed, The [2:13:35] Jacksonville Riverfront [2:13:37] Alliance. Thank you, sir. All [2:13:37] right. Next, we had that [2:13:44] incident. [2:13:44] >> Revenue Madison help [2:13:49] address on file. I am coming [2:13:51] here today to speak in support [2:13:51] of Mayor Diggins proposed [2:13:55] affordable housing trust fund. [2:13:57] Housing is an essential right [2:13:58] of people and housing is [2:13:59] something that so many people [2:14:00] in the city of Jacksonville [2:14:05] lack. If you look across the [2:14:07] country, housing funds just [2:14:08] like this have been approved [2:14:11] on a bipartisan basis. So this [2:14:11] is not about politics on [2:14:13] party. This is about doing the [2:14:18] right thing. I want to address [2:14:19] the comments that was made in [2:14:20] regards to the funding for [2:14:22] this affordable housing Trust [2:14:24] Fund. One of the council [2:14:25] members said that it was just [2:14:27] a drop in the bucket and that [2:14:29] we shouldn't do it because of [2:14:30] that because we would have a [2:14:30] hard time choosing who to give [2:14:32] the money to well, then why do [2:14:36] we fund jso? Why do we fund [2:14:37] jfrd? Why do we fund any city [2:14:38] department? [2:14:42] >> At all that kind of logic [2:14:42] is not only disingenuous, it's [2:14:46] ignorant. Just want to take a [2:14:54] second. Let that sink in. [2:14:55] >> We need. [2:14:58] >> Funding for affordable [2:14:59] housing more than anything in [2:15:03] this city. Because when we can [2:15:05] afford to take people that [2:15:07] lose their houses and give [2:15:09] them a bus ticket to send them [2:15:11] back to another city. But we [2:15:13] cannot afford to send people [2:15:15] into a house where they [2:15:15] contribute to our community [2:15:17] and they make our society in [2:15:19] our city better than who are [2:15:22] we? The Bible says that we [2:15:22] should take care of the least [2:15:26] of these. What are we doing if [2:15:27] we're only taking care of the [2:15:30] rich? In another spot in the [2:15:32] Bible, the magnifico, says [2:15:32] that the rich will be sent [2:15:36] away empty handed. This is [2:15:37] something that people need. [2:15:38] This is something they're [2:15:40] going to keep advocating for. [2:15:40] Are you going to be with them? [2:15:41] Are you going to stand in the [2:15:44] way? Thank you. [2:15:45] >> Thank you, MR. PRESIDENT. [2:15:46] We've got 7 individuals who [2:15:48] did not wish to speak, but I [2:15:53] want to note their names and [2:15:55] their comments. I mean, this [2:18:54] is sweeping legislation. You [2:19:00] know, it's a county wide, but [2:19:01] home occupation, affordable [2:19:02] Housing Park on Pottsburg [2:19:04] Creek. You know, this has been [2:19:05] unreal. [2:19:06] >> easy, but it was never in [2:19:10] waterways. Are neighborhoods. [2:19:10] >> And, you know, it fills up [2:19:13] the whole entire page. But I [2:19:14] just I just want to be on the [2:19:17] record. You know, and just to [2:19:23] speak to it. This is its huge [2:19:25] sweeping citywide legislation. [2:19:27] So thank you for listening. [2:19:29] And no more speaker cards. All [2:19:30] right. This public case [2:19:33] closed. I moved to substitute. [2:20:30] >> Harper information on file. [2:20:31] I have a longstanding record [2:20:32] of standing for the Second [2:20:35] Amendment. The Constitutional, [2:20:36] the Constitution, the bill of [2:20:39] rights. Here is City Council. [2:20:39] And I am just I'm just [2:20:44] recalling. Threat there was [2:20:45] when there's something that [2:20:46] people are pushing called the [2:20:48] gun show loophole. It was [2:20:51] documented that that it was [2:20:52] actually criminals who are [2:20:53] engaging in criminal [2:20:54] transactions in terms of [2:20:56] purchasing guns. And the fact [2:20:58] is big. Good, good people. [2:21:01] Stop bad people with guns. And [2:21:02] I was reading something [2:21:03] four-sided bring with me to [2:21:04] pass it out to you. But in [2:21:07] this last 2 years, what we [2:21:08] have seen over and over again [2:21:12] is we have seen good people [2:21:14] stopping bad people with guns, [2:21:14] no words, law abiding [2:21:19] citizens, stopping people [2:21:20] gauged and violence. Whether a [2:21:23] mass shooting or one-on-one. [2:21:25] But the reality is that good [2:21:25] people with firearms who [2:21:27] trained and know how to use [2:21:30] them. Are exactly what the [2:21:34] Second Amendment's about. And [2:21:35] as I'm sitting here, looking [2:21:38] at this, I'm thankful that [2:21:39] this has been brought forward [2:21:41] to you by City Council. [2:21:42] PRESIDENT. It's it's a great [2:21:44] thing that he's doing here. [2:21:45] I'm also thankful for Eric [2:21:46] Friday for the work that he's [2:21:51] done. I conversing about this [2:21:52] legislation. You're being [2:21:54] required to vote on this [2:21:56] because if you don't pass [2:21:57] this, you're going to have [2:21:58] some lawsuits that are going [2:22:00] to be very expensive and maybe [2:22:02] that's the best way to handle [2:22:02] some of the sayings to to [2:22:05] bring things to a head that at [2:22:06] the point of at the point of a [2:22:09] gavel. But you're out is this [2:22:10] for those of you who vote [2:22:12] against this legislation? [2:22:13] You're voting against the [2:22:15] Constitution. And the Second [2:22:19] Amendment and the and the Bill [2:22:20] of rights, the Second [2:22:21] Amendment. You're voting [2:22:21] against the individual rights [2:22:22] that we have as citizens here [2:22:25] in the United States as an [2:22:26] important thing that people [2:22:28] don't need to remember because [2:22:30] you have video, you have [2:22:31] pictures, all manner of [2:22:32] records to show how you vote [2:22:36] on this. Thank you. [2:22:37] >> And no more speaker cards [2:22:38] and 5.90, this public closed [2:22:41] and move the amendment. We [2:22:42] have a motion and second on [2:22:43] the amendment, no speakers [2:22:45] will vote for Le all in MR. [2:22:46] Million. The amendment of the [2:22:50] bill. [2:22:50] >> All in favor of the [2:22:52] amendment indicate by saying [2:22:55] Aye, I again say no. The [2:22:56] amendment passes the bill as [2:22:56] amended. We have a motion and [2:22:57] second on the bill as amended, [2:23:01] MR. Miller, you're recognized [2:23:01] >> thank you, MR. PRESIDENT to [2:23:02] be at his co-sponsor. Thank [2:23:06] you. Thank you, MR. Miller, [2:23:06] MR. Police say you're [2:23:10] recognized. Thank you, MR. [2:23:10] PRESIDENT stand in opposition [2:23:11] to this bill and any bill that [2:23:13] could be passed. It involves [2:23:15] anything involving firearms. [2:23:19] Again, 2 weeks ago we had the [2:23:20] 3rd anniversary of a shooting [2:23:25] in my district. Piece of [2:23:26] legislation. While I believe [2:23:29] it was good probably intended. [2:23:29] It's something that we could [2:23:30] do internally. You need to [2:23:32] pass a bill. This isn't [2:23:34] necessary. This could be done [2:23:35] administratively. We do need [2:23:37] to go through this process. [2:23:37] There's a million different [2:23:38] things that that are done at [2:23:40] the state level that does not [2:23:41] require the city change its [2:23:44] ordinance code. But this bill [2:23:46] down, it's completely [2:23:47] unnecessary. Blood has been [2:23:48] spilt on our streets far too [2:23:49] often because of gun violence. [2:23:50] And we should not have our [2:23:51] names associated with us vote [2:23:55] now. MR. Gay, you are [2:23:56] recognized, followed by MR. [2:24:00] Diamond. Thank you, MR. [2:24:00] PRESIDENT that means a [2:24:04] co-sponsor. Thank you, Sir. [2:24:04] MR. Diamond, you're [2:24:05] recognized, followed by MISTER [2:24:06] Matt Carlucci. [2:24:08] >> Thank you, MR. Council [2:24:09] PRESIDENT, you're absolutely [2:24:11] right. But has been spilled [2:24:11] our streets. You know, you [2:24:12] stop blood being spilled in [2:24:12] our streets, arming our [2:24:14] citizens so they can defend [2:24:15] themselves. Anyone who wants [2:24:16] to stand up and stripped the [2:24:18] right. The Second Amendment, a [2:24:18] constitutional right for [2:24:19] someone stand up and defend [2:24:21] themselves. Shame on you. I [2:24:22] hope everyone Jackson knows [2:24:23] what you're standing for [2:24:25] today. And over to you, MR. [2:24:32] Mukherjee. MISTER PRESIDENT. I [2:24:36] would like to the adage this [2:24:37] bill, this bill was about. My [2:24:41] father and Tallahassee back [2:24:43] and I-10 86 he never sought [2:24:44] past with the past. It was [2:24:45] named after my father. And it [2:24:49] is to make all Gov laws [2:24:52] uniform throughout the state. [2:24:53] So that one county could have [2:24:55] their own laws and that would [2:24:55] make it easy for another [2:25:00] county to have different laws [2:25:01] and people would just skip [2:25:02] Brandon, buy guns and get guns [2:25:02] where they wanted to. The law [2:25:06] would be uniform. I believe [2:25:06] that's the intent and purposes [2:25:10] of bill. And I don't really [2:25:12] think the bills needed like [2:25:14] MR. Said because it is a state [2:25:21] statute law. Because of the of [2:25:22] the history that I know with [2:25:26] it he introduced over 40 years [2:25:28] ago before we had so many [2:25:32] shootings like we do today. [2:25:33] This will have a difference to [2:25:35] do with that one way or the [2:25:36] other. It's just keeping laws [2:25:38] uniform throughout the state. [2:25:39] So you can't go from one [2:25:42] county to the next in pick and [2:25:45] choose who has the best guns [2:25:45] to buy and with the less [2:25:49] restrictions. Thank you. [2:25:50] >> All right. Thank you. There [2:25:51] are no other speakers in the [2:25:53] queue. We have a motion and [2:25:54] second on the bill as amended. [2:27:11] >> Good evening. My name is [2:27:14] the 7, 8, addresses on file. [2:27:15] I'm here today on behalf of [2:27:16] the property on their [2:27:17] regarding the ordinance, 0, 6, [2:27:22] 1, 9, Respectfully asking for [2:27:23] your approval to rezone this [2:27:24] property from acc. Do want to [2:27:28] see cg, too. This is not a [2:27:28] request to introduce a brand [2:27:30] new commercial use to this [2:27:31] area. This property has a long [2:27:33] history operating as a use [2:27:34] dealership under the city of [2:27:35] Jackson will approve the [2:27:39] exception dating back to 2004. [2:27:40] The properties or the [2:27:41] commercially zoned Infront [2:27:43] Cassatt Avenue. It's a major [2:27:48] commercial corridor. I'm not [2:27:51] asking to rezone residential [2:27:51] property to a car lot to him [2:27:54] asking for an established [2:27:55] commercial site to continue [2:27:57] operating as an independent [2:27:57] mobile dealership under the [2:27:58] Ccg to zoning classification [2:28:01] required in this application. [2:28:03] I understand there are [2:28:04] concerns about the nearby [2:28:05] residential neighborhood and I [2:28:08] respect those concerns. I also [2:28:09] brought public records from [2:28:10] the city of Jacksonville show [2:28:12] and other properties along [2:28:13] Cassat Avenue that already [2:28:18] zone to ccg too. These are [2:28:18] established commercial [2:28:21] properties in the same [2:28:21] corridor, including properties [2:28:26] located near residential. The [2:28:27] fact that the ccg to already [2:28:28] exist in the compatible [2:28:29] locations shows that the [2:28:32] zoning classifications itself [2:28:33] does not automatically mean [2:28:34] that neighboring residential [2:28:37] area cannot be protected. [2:28:38] We're also willing to work [2:28:40] with the city on reasonable [2:28:41] conditions, Ricard that [2:28:42] regarding buffering [2:28:46] landscaping, lightning and [2:28:48] signage to help protect the [2:28:49] neighborhood homes while [2:28:50] allowing this longstanding [2:28:53] commercial use to continue. I [2:28:54] respectfully ask that the [2:28:55] supplication be evaluated [2:28:56] based on the specific history [2:29:00] and facts of this property [2:29:00] includes previous city [2:29:02] approved dealership use its [2:29:04] existing commercial zoning and [2:29:05] its location on a commercial [2:29:10] corridor. And compatible ccg 2 [2:29:12] already Cassatt Avenue. I [2:29:13] believe the city's decision [2:29:15] should be based on that actual [2:29:16] conditions and history of this [2:29:20] property. I do support 6, 7, 2, [2:37:10] as you've heard tonight, [2:37:11] affordable housing is a hot [2:37:11] topic in this city, especially [2:37:12] with some of the stuff coming [2:37:16] down from the budget. My main [2:37:17] request is that as we're [2:37:18] looking at these initiatives [2:37:21] where we are surplus [2:37:24] properties donate them for [2:37:25] affordable housing or [2:37:25] incorporate them into our [2:37:26] affordable housing initiatives [2:37:29] that we don't just look at [2:37:30] rentals. I fear that something [2:37:31] that has been happening where [2:37:33] we're looking at what I would [2:37:36] call temporary housing. I [2:37:37] would like to see more [2:37:41] initiatives that are helping [2:37:44] lower income or even are. [2:37:47] Returning. You know, people. [2:37:48] Who have experience [2:37:49] homelessness, who are [2:37:52] transitioning into full-time [2:37:53] housing to then eventually be [2:37:55] able to purchase and own their [2:37:57] own home. That's really what i [2:37:57] wanted to say on this. Again. [2:37:59] I do support and I hope you'll [2:38:01] continue to bring forth [2:38:01] initiatives to further our [2:38:04] housing in the city has you've [2:38:04] seen? It's very important. And [2:40:20] those that are homeless and [2:40:21] only to see funds could to [2:40:24] make the help useless to those [2:40:28] needing it the most. The [2:40:30] cutting from 10 million to [2:40:31] 3 million for homeless [2:40:31] shelters and now removing [2:40:35] 23 million from the mayor's. [2:40:36] Budget proposal. Well, as a [2:40:38] reason for cutting the funds, [2:40:39] every time you find a solution [2:40:41] and help our people. City [2:40:42] Council finds a way to block [2:40:46] it. Citizens always need [2:40:46] support to buy a house and [2:40:49] maintain it. But it's a [2:40:51] different day now. We all need [2:40:52] support, mortgage food and [2:40:55] even gas. We have a successful [2:40:58] program that helps the [2:41:01] homeless return home run by [2:41:02] the police. However, [2:41:03] Jacksonville has many [2:41:04] resources for the homeless. [2:41:07] The other counties send a lot [2:41:09] of their homeless to us [2:41:09] instead of helping their own [2:41:12] people. Don't turn your back [2:41:16] on our residents that can help [2:41:17] this city and please replace [2:41:21] the funds. I am a homeless. I [2:41:21] am a member of the [2:41:24] homelessness commission. And [2:41:26] we have to constantly fight to [2:41:27] get funds to our agencies to [2:41:29] do an effective job. Please [2:41:33] help those in need. Thank you. [2:41:34] >> Thank u next. We have [2:41:39] Chavez. Leonard. And MISTER [2:41:40] Kelly does not. Do you want [2:41:43] questions on correct? Peterson to share the [2:48:40] same information as well as [2:48:42] with the new voting thresholds [2:48:43] are going to be for us, not [2:48:44] just this year, but going [2:48:47] forward. Saul turn over to him [2:48:49] too. Explain that new law to [2:48:49] MISTER Peterson, you're [2:48:53] recognized. [2:48:53] >> Through the present to the [2:48:54] council. So the new law that [2:48:57] passed this year requires that [2:48:58] if the millage rate any [2:48:59] mileage rate above the [2:49:03] rollback rate requires a [2:49:04] two-thirds vote of the [2:49:05] governing body. Will. There [2:49:05] are is a higher limit that [2:49:06] would require 3 fourths. But [2:49:10] for your purposes, the [2:49:10] military's that are presented [2:49:14] to you tonight as from the [2:49:14] mayor do require a two-thirds [2:49:18] vote of the governing body. [2:49:18] Tonight only requires a [2:49:19] majority vote because you're [2:49:22] just doing tentative approval. [2:49:24] But for the vote on the [2:49:27] SEPTEMBER 22nd, it will [2:49:27] require a two-thirds vote and [2:49:28] that is the law going forward. [2:49:29] Anything above the rollback [2:49:32] rate. [2:49:33] >> All right. Thank you, MR. [2:49:34] Petersen. I will recognize MR. [2:49:38] Diamond. Thank you. Council [2:49:39] PRESIDENT, I just want to say [2:49:40] again, this my last time ever [2:49:41] doing this. We're raising [2:49:41] taxes on the people of [2:49:43] Jacksonville with this vote. [2:49:45] Let's be clear. The mayor has [2:49:46] proposed a tax increase on the [2:49:49] people of Jacksonville making [2:49:49] it harder for the hardworking [2:49:51] people of Jacksonville to keep [2:49:52] their homes. If you're renting [2:49:53] in Jacksonville right now and [2:49:55] you're dying to buy a house, [2:49:56] the mayor just raise your [2:49:56] taxes again, made it harder [2:49:58] for you to not be a renter, [2:50:02] but to buy your first time. So [2:50:03] this is ridiculous. The fact [2:50:03] that we're not even looking at [2:50:04] a rollback rate which counties [2:50:06] in cities across Florida are [2:50:08] doing is wild to me. So know [2:50:08] I'll be known all these and [2:50:10] also got a budget amendment. [2:50:11] Thank you, sir. MISS Clark. [2:50:17] Mary. Thank you. Chair. [2:50:18] >> Through the chair to MISS [2:50:19] The populace. Just curious [2:50:24] about process we're can about. [2:50:25] The beaches? Do they ever have [2:50:26] an opportunity to speak in [2:50:27] regards to the rollback [2:50:29] decision that we make? [2:50:35] >> Outside of this body. Know? [2:50:36] >> MR. Publisher recognize [2:50:36] through the chair [2:50:37] councilmember Clerk rare you [2:50:38] talking with respect to what [2:50:40] they assess as their mileage [2:50:41] or just as far as the city of [2:50:44] Jacksonville's assessment. [2:50:45] Thank you for that question. [2:50:48] So on. My concern is that they [2:50:50] like right now we're holding a [2:50:51] public hearing. There's no one [2:50:53] here from them. [2:50:54] >> From from them to speak in [2:50:57] regards to it. So we did have [2:51:00] a public hearing and we in the [2:51:01] beaches, everybody does [2:51:01] receive the trim notice just [2:51:03] like they do in the city of [2:51:04] Jacksonville and the trim [2:51:05] notice would reflect the [2:51:07] assessment of each entity that [2:51:08] is authorized to assess taxes [2:51:09] against the household. So that [2:51:10] would include the school [2:51:11] board. [2:51:12] >> It's cetera. So those are [2:51:15] all listed on the trim notice. [2:51:16] Again, we do have a public [2:51:17] hearing tonight and again on [2:51:18] the final adoption night. And [2:51:20] they just as anyone would have [2:51:21] an opportunity to come and [2:51:23] speak to the items when they [2:51:24] come up. [2:51:25] >> Okay. Thank you. So what [2:51:25] you're saying that they [2:51:26] receive notices individually [2:51:29] in the mail and then the other [2:51:30] opportunity they have is to [2:51:31] come before this body. But [2:51:32] they don't come before any [2:51:34] other body in regards to. [2:51:35] >> They could also come to [2:51:39] their respective municipal, [2:51:40] council to address the [2:51:41] assessment. So, for instance, [2:51:42] for Jacksonville Beach, the [2:51:43] City Council also will hold [2:51:45] budget hearings and they will [2:51:46] address the millage there that [2:51:47] they assess. And they also are [2:51:49] able to attend because that is [2:51:50] also reflected on their trim [2:51:51] notice. And they can also [2:51:52] attend that public hearing to [2:51:54] speak as well as they can on [2:51:55] here as the county assessor. [2:51:56] We have that mileage that [2:51:58] we're assessing essentially as [2:51:58] the county. Thank you for [2:52:01] that. Thank you. [2:52:01] >> All right, Doctor Salem, [2:52:06] you're recognized. Thank you, [2:52:09] MR. PRESIDENT PRESIDENT Missed [2:52:10] the populace. Is that [2:52:11] two-thirds two-thirds of the [2:52:12] council 13 or is that [2:52:13] two-thirds of those present? [2:52:15] It's two-thirds of the [2:52:18] council. So that's 13 votes [2:52:21] your respective of who's here. [2:52:22] >> Through the PRESIDENT, [2:52:22] correct. And that's going to [2:52:23] be on each of the mileage [2:52:24] Bills. 5, 0, 1, 5, 0, 2, in [2:52:25] 503. [2:52:29] >> Bar. Thank [2:52:30] >> All right. With that, we [2:52:31] have no more McHugh. We do [2:52:33] have a motion to recommend [2:52:34] approval of tentative millage. [2:52:35] And we have a second. Let's [2:52:35] open the ballot in the [2:52:50] quarter. [2:53:01] >> 15 yeas, 2 nays. [2:53:04] >> And by your vote, 2026, 0, [2:53:05] 5, 0, 1, passes. All right. [2:53:06] Moving on to item number 6, [2:53:07] 2026. To MISTER Clerk. Would [2:53:11] you please read the statement? [2:53:14] >> Ordinance 2026. 502, the [2:53:15] consolidated City of [2:53:15] Jacksonville proposes to Levy [2:53:19] the following millage rate [2:53:20] within the General Fund. [2:53:21] General Services district, [2:53:22] including only urban Services [2:53:25] district 2 through 4, a total [2:53:27] mileage of 7.9, 0, 1, 2, mills [2:53:31] for operations. This reflects [2:53:32] a 6.0, 2, 4%, increase in the [2:53:35] operating millage rate from [2:53:38] the rollback rate of 7.4, 3, [2:53:38] 7, 3, Mills. Thank you, MR. [2:53:42] PRESIDENT. Thank you with [2:53:42] that. As PRESIDENT, I ask you, [2:53:44] please open the public [2:53:46] hearing. This public hearings [2:53:46] open one Speaker card, I [2:53:49] believe done left. [2:53:52] >> MR. PRESIDENT close it. If [2:53:53] you like. [2:53:53] >> scene, not seen Germany [2:53:56] this public. Closed and [2:53:58] additional public here in [2:53:58] additional public hearing be [2:54:00] held on SEPTEMBER. 22nd 2026 [2:54:00] thing that as PRESIDENT, I [2:54:01] recommend approval of the time [2:54:05] mileage. We have a second, All [2:54:06] right. We have a motion a [2:54:07] second to recommend approval [2:54:08] of tentative millage. We have [2:54:12] MR. Care going accuser. Thank [2:54:13] you, MR. PRESIDENT, I rise. [2:54:14] Just explain my vote on the [2:54:15] last one in the next couple [2:54:16] when we reduce the millage [2:54:18] rate last year. [2:54:19] >> lot of people were critics [2:54:20] of us that it wasn't enough. [2:54:22] It was a sandwich. Was this [2:54:24] map and I stated then that [2:54:25] there was still going to be [2:54:26] money that we could say. But [2:54:26] we can find savings that I [2:54:30] would. That would push and [2:54:31] then I would vote for a [2:54:32] continued military ducks. So I [2:54:33] know there's not an appetite [2:54:34] for the men trying to train [2:54:35] wreck anything. That's my [2:54:36] principle. That's what I said. [2:54:37] Last year's on the stick to [2:54:38] that. And that's why can't [2:54:39] support the sun. That's the [2:54:44] reason. Thank you. [2:54:45] >> Ok, and seen new other [2:54:46] speakers in the queue. We do [2:54:47] have a motion a second to [2:54:48] recommend approval, tentative [2:54:49] millage soap and about a [2:55:03] quarter of [2:55:06] >> 16 one MAY. [2:55:14] >> Why don't We entertain. [2:55:14] Let's do this for MISTER [2:55:19] Diamond. Who can move to [2:55:21] reconsider only MISTER Kerik, [2:55:24] a know reconsider anyone. [2:55:25] Okay. We have a motion to have [2:55:28] a second to reconsider. All [2:55:29] right. We have a motion a [2:55:30] second to reconsider. We'll [2:55:31] take this vote to reconsider [2:55:32] verbally. All those in favor [2:55:34] reconsidering say aye. I all [2:55:38] again say no. The way, ok, [2:55:39] we're going we're going to [2:55:43] take this vote by hand all in [2:55:43] favor of reconsideration. [2:55:47] Razor him with. I'll give MR. [2:55:48] Submitted in legislative its [2:55:56] account. Okay. The motion to [2:55:57] reconsider masses. All right. [2:55:58] So will entertain a motion to [2:55:59] recommend approval, tentative [2:56:00] millage unless I have to go [2:56:01] through the whole thing open [2:56:06] the public hearing, [2:56:08] >> I think what we've [2:56:09] reconsidered last year and I [2:56:09] recommended then that, yes, [2:56:11] you would go through the [2:56:13] process again. So I would [2:56:14] recommend you have the clerk [2:56:15] read the statement you open [2:56:15] and close. Public hearing [2:56:18] announced the additional and [2:56:19] then vote. [2:56:22] >> Thank De La please are to [2:56:23] give his statement if you'd [2:56:25] like go ahead, MR. Ordinance [2:56:30] 2026. 502. Jamie Travis [2:58:54] Leonard followed by play. [2:59:01] Carper. [2:59:02] >> Good Evening City Council. [2:59:03] My name is Jimmy Travis [2:59:04] addresses on file. The should [2:59:04] be the last time you see me [2:59:07] tonight. So I'm here because I [2:59:11] do not, sir, toward the [2:59:12] finance committees changes to [2:59:13] the mayor's proposed budget. [2:59:20] They? Did a reduction of 2. [2:59:21] 23.4 million dollars. [2:59:23] >> I was really upset it came [2:59:25] from all all the pieces except [2:59:26] our largest piece, which is a [2:59:30] 33%. That's going jso as a [2:59:33] reminder. They have 673,613 [2:59:37] $389 in their budget. And [2:59:38] instead were nickel and dime. [2:59:40] Ing all of these other areas, [2:59:41] you heard people come out [2:59:42] tonight. They want their [2:59:43] affordable housing [2:59:43] initiatives. They want their [2:59:47] affordable housing trust. And [2:59:47] do you know the money if you [2:59:49] had taken that just from jso, [2:59:50] if you take in the savings [2:59:52] that you the finance committee [2:59:52] apparently very want know how [2:59:53] much it would have been from [2:59:59] just jso. 3.5% Not a lot in [3:00:00] comparison to wiping out an [3:00:03] entire trust lost. If you take [3:00:04] just from the public safety [3:00:07] piece, which is again over 50% [3:00:08] of our budget, it would have [3:00:13] been 2.2% overall budget. Some [3:00:13] here today to remind you that [3:00:15] stop nickel and dime our [3:00:16] public services use a public [3:00:17] safety is important. The mayor [3:00:19] says public safety is [3:00:20] important. You're not giving [3:00:25] us public safety just by [3:00:25] committing over 50% budget to [3:00:28] jso and Jfrd. We need actual [3:00:29] public safety. That includes [3:00:30] rose that includes affordable [3:00:31] housing. That includes access [3:00:34] to nutritious food and instead [3:00:35] of addressing the shortages, [3:00:37] your bickering about it and [3:00:43] finance. Over 50% of our [3:00:45] budget. But you could look at. [3:00:47] Also talk about the mayor. [3:00:49] You'll want to cut from the [3:00:51] mayor's office. I'm actually [3:00:52] not necessarily opposed to [3:00:53] that as long as the cuts are [3:00:54] cost of the areas are. Sheriff [3:00:56] makes more than our mayor. Our [3:00:58] sheriff has a higher salary. [3:01:01] And you're going to tell me to [3:01:03] my face that the mayor's [3:01:03] office is where we need to be [3:01:06] cutting money. Seems [3:01:09] ridiculous. Seems seems out of [3:01:11] touch. With what's happening [3:01:16] in the city. I come up here to [3:01:18] oppose the changes for the way [3:01:18] to finance. I do support the [3:01:22] mayor's initial budget. [3:01:23] Obviously have some issues [3:01:24] with where the majority of my [3:01:26] tax dollars are going. But the [3:01:28] very least she allocated some [3:01:32] funds to actual public safety. [3:01:44] >> Thank u next like Harper. [3:01:46] >> Lake Harper information on [3:01:48] file on Surface. Amy MAY seem [3:01:49] somewhat comical. What I'm [3:01:50] going to suggest, but I'm very [3:01:51] serious about it came to me [3:01:52] while I'm sitting here listing [3:01:53] of things going on about the [3:01:57] Affordable Housing Trust Fund. [3:01:58] You all know that I brought to [3:02:00] light the fact that a million [3:02:04] dollar grant was wasted by [3:02:05] Donna Deegan with regards to [3:02:06] James Weldon, Johnson [3:02:11] renovation project. My My my [3:02:13] conjecture is that that was so [3:02:14] mismanaged and it was never [3:02:15] intended to be managed. The [3:02:17] way run the way it was [3:02:19] presented that they were faced [3:02:19] with question of whether or [3:02:20] not they would submit funding [3:02:25] under the grant or and get [3:02:26] caught Fort or let it go and [3:02:27] present you all with a million [3:02:29] dollar Bill. That's where I [3:02:29] think that's what I think [3:02:34] happened. So not sure if it's [3:02:36] 5, 6 or 7 million dollars. [3:02:38] It's in the cip item for that. [3:02:39] But the reality is there's [3:02:40] only one number and that total [3:02:42] amount that you need to deal [3:02:42] with. And that's a million [3:02:45] dollars that was spent. Now, [3:02:47] if you just all you do is keep [3:02:47] that million dollars in there [3:02:51] and leave. That that plaza out [3:02:55] there the way it is. So nobody [3:02:57] gets any kind of political or [3:02:58] so societal benefit from it [3:03:02] that it's benign. Then reduce [3:03:02] the damage. But you know what [3:03:03] you can do and this is a [3:03:06] serious part. Whatever the [3:03:07] differences between that [3:03:09] million dollars in the cip [3:03:12] item, you can use it to fund [3:03:12] the for affordable Housing [3:03:17] Trust fund. You've already got [3:03:18] that and of millions of $1.05, [3:03:19] 4, 5, 6 million dollars set [3:03:22] aside for that through that [3:03:23] cip transfer that to housing [3:03:25] affordability trust fund and [3:03:26] you're going to get you deal [3:03:29] with a lot of problems. And I [3:03:30] mean that that's that's a [3:03:30] serious suggestion. If [3:03:31] somebody will actually want to [3:03:34] do something right. [3:03:35] >> As PRESIDENT Your cars in [3:03:38] the final 4. [3:03:39] >> This public hearings close, [3:03:39] an additional public hearing [3:03:42] will be held on 9.20, to 26 [3:03:42] with that. And with the [3:03:44] substitute check [3:03:45] >> We have a motion and a [3:03:48] second on the substitute. [3:03:49] Seeing no speakers will take a [3:03:50] vote verbally on the [3:03:50] substitute all in favor [3:03:53] indicate by saying Aye, I [3:03:55] again say no substitute [3:03:56] passes. I recommend approval [3:03:58] of the tentative budget has [3:03:59] substituted second. We have a [3:04:00] motion a second to recommend [3:04:01] approval, tentative budget as [3:04:03] substituted. We have one [3:04:09] speaker on the q dr Johnson. [3:04:12] Thank you for recognizing [3:04:13] MISTER PRESIDENT. Let me say I [3:04:14] am certainly going to I was [3:04:16] having some eye. [3:04:17] >> My reason for voting, yes. [3:04:18] Tonight it will be voting yes [3:04:20] on the tentative budget, but I [3:04:20] will be making some amendments [3:04:22] to the budget. When we bring [3:04:24] the final budget up for a [3:04:27] vote. But my reason for voting [3:04:27] yes tonight is because I [3:04:29] appreciate the work that [3:04:30] CHAIRMAN Land and put in on [3:04:31] the finance committee having [3:04:32] served on this committee and [3:04:35] worked with him. He put [3:04:36] everything into it. And I know [3:04:37] all of the committee members [3:04:41] who are here put in an [3:04:42] extraordinary amount of work. [3:04:43] And while we MAY not all agree [3:04:45] on what we need to do how we [3:04:47] need to do it, we all agree [3:04:48] that what we need to do is to [3:04:50] move our city forward in the [3:04:51] great work that we're doing. [3:04:52] So I will be voting yes on [3:04:53] this tonight, but I certainly [3:04:57] reserve the right to. Put the [3:04:59] things in that will bring it [3:05:00] closer aligned to what I [3:05:00] believe the people sent us [3:05:02] here to Thank you for letting [3:05:03] me say that again. I have to [3:05:04] say what I'm speaking. Good [3:05:05] work on the chair about [3:05:07] Finance Committee. Thanks. [3:05:08] >> Thank you. DR. Johnson over [3:05:11] to council incluso. Think [3:05:12] PRESIDENT Just to verify the [3:05:13] reason for the substitute is [3:05:16] some of the items that were [3:05:17] put. [3:05:17] >> Below the line preparation [3:05:19] and 3 or what is the [3:05:19] substitute? [3:05:25] >> Primarily second. To the [3:05:28] PRESIDENT Fired recognize [3:05:29] Councilmember Linda, thank [3:05:29] you, MR. PRESIDENT to [3:05:31] COUNCILMAN Police. So it's the [3:05:32] entire work that was done by [3:05:33] the Finance Committee through [3:05:34] 40 hours of televised budget [3:05:38] hearings, essentially. So I [3:05:39] take a while to go through [3:05:39] everything. But yes, if you [3:05:40] watch the finance hearing, the [3:05:42] substitute Bill is the [3:05:44] culmination. Again, the high [3:05:45] points we're well positioned. [3:05:46] We did put some things in the [3:05:47] amendment. 3 referendum about [3:05:50] 6 million or so. Our budget is [3:05:51] pretty much flat year over [3:05:52] year, which is the perfect [3:05:53] place to be with the revenue [3:05:54] uncertainty. And that's a [3:05:57] council member Johnson, 99% of [3:05:58] the budget. The mayor [3:06:00] supported was approved without [3:06:01] much discussion. So we [3:06:04] modified about 20 million this [3:06:04] similar to last year. We [3:06:05] modified the legislative [3:06:06] branch modified about one [3:06:09] percent of the budget that was [3:06:10] proposed to us. Do you have [3:06:12] any other questions for right [3:06:12] now account police? As a [3:06:16] matter of fact, I do [3:06:17] >> To the PRESIDENT, I do [3:06:18] appreciate that councilmember [3:06:19] just to verify and possibly [3:06:21] the PRESIDENT, but to fill up [3:06:22] just a verified by voting on [3:06:25] this right now is 10 a budget. [3:06:27] We could still make changes on [3:06:28] on council night, right? We we [3:06:31] know that's certainly [3:06:32] plausible and doable. We've [3:06:32] seen it before. Just to [3:06:33] piggyback on. COUNCILMAN [3:06:34] Johnson was saying MR. [3:06:38] Pearson, you're recognized. [3:06:39] Through the PRESIDENT To [3:06:40] counter police said that's [3:06:42] correct. Up until SEPTEMBER [3:06:43] 22nd you have opportunity to [3:06:44] make changes or on SEPTEMBER. [3:06:46] 22nd brother. [3:06:47] >> No different threshold [3:06:48] somewhere. We would vote on [3:06:50] tonight. Correct. Through the [3:06:52] PRESIDENT's account surplus. [3:06:54] That's correct. Next people on [3:06:54] this as well with the same [3:06:55] attention as Councilmember [3:06:59] Johnson words. [3:07:00] >> All right. Thank you very [3:07:01] much. See no other speakers in [3:07:02] the queue. We do have a motion [3:07:03] and second to recommend [3:07:05] approval, tentative budget as [3:07:05] substituted. It's open about, [3:07:20] of course. But [3:07:21] >> 16 yeas, one, nay and by [3:07:25] your vote 2026, 0, 5, 0, 4, [3:07:26] >> Is approved. And I just [3:07:27] want to say I appreciate the [3:07:27] decorum of the collaboration [3:07:29] that we've seen all through [3:07:31] tonight, not just on that [3:07:31] bill, but on the millage bills [3:07:33] and everything else. Tonight. [3:07:34] Hope to see it on SEPTEMBER [3:07:36] 22nd as well. We can disagree [3:07:39] without being disagreeable. PRESIDENT, I [3:13:53] just want to stand up and I'm [3:13:54] just getting a little [3:13:54] concerned about some of the [3:13:56] naming that we're doing. [3:13:59] >> I mean, the rule. [3:14:00] >> Is you're supposed to be [3:14:04] passed for 5 years and how [3:14:05] voted for all the ones we've [3:14:06] done. So I'm just as guilty as [3:14:10] anybody. And then we in recent [3:14:11] years, if they had passed for [3:14:13] a year or 2, we waive the rule [3:14:16] to do that. Now we are [3:14:17] honoring people that are still [3:14:21] alive. And my concern is we're [3:14:22] going to start honoring people [3:14:28] at this dice before So. [3:14:30] >> We need to take a look at [3:14:31] the rule or we should abide by [3:14:35] it. One way the other. And I [3:14:36] just think this is getting I [3:14:39] see a lot of heads nodding. [3:14:39] >> This is getting a little [3:14:43] out of control. Both the ones [3:14:44] we did I voted for I both. [3:14:47] Well, I I I so I I didn't want [3:14:49] to bring it up at the time, [3:14:51] but this is getting a little [3:14:53] out of control and I think [3:14:54] would somehow MISTER [3:14:55] PRESIDENT, we should take a [3:14:58] look at that rule. It MAY be [3:14:59] adjusted in some way come up [3:15:00] with something. Thank you for [3:15:03] let me say that. Thank you, [3:15:06] sir. Over to some diamond. [3:15:10] Thank you, MR. PRESIDENT says [3:15:10] this is a little awkward now. [3:15:15] I want rename or street Ron [3:15:15] Salem or it will of [3:15:16] >> don't really know what to [3:15:21] do now. Doctor Ron Salem, now [3:15:23] on on a more serious, also [3:15:24] camaraderie note on Friday, [3:15:26] which is 9.11, out Jax Beach [3:15:31] at 06:00pm. Land and I will be [3:15:32] running the Travis Manion [3:15:37] Foundation, 5 k Councilor Lan [3:15:37] is speaking and transmitting [3:15:40] was his classmate. And so, you [3:15:41] know, it's not gonna be a long [3:15:44] speech. That's good. It'll be [3:15:46] quick, but it but want to join [3:15:49] us. We have a go on the Web [3:15:51] site and we are the 16, which [3:15:51] is 13 plus 3, which is our 2 [3:15:52] districts. We didn't want to [3:15:55] do. But was it? Faster be? I [3:15:58] think that's what it was. Just [3:15:59] what I really wanted to do. I [3:16:02] said, let's do it. But any [3:16:03] event, if you'd like to join [3:16:05] us, pay either one of us, [3:16:05] Texas, not public record. [3:16:07] That's ok and join us for the [3:16:09] run. Will be 5 k were both out [3:16:09] of shape. So it'll be easy [3:16:10] unless wrong comes with us. In [3:16:11] which case have to keep up. [3:16:15] Alright, thank you. Thank you, [3:16:16] MR. Diamond, we have 2 you [3:16:17] MISS Pittman, MR. Miller What [3:16:19] would you like to go last? [3:16:19] >> Okay. We're gonna MISS [3:16:26] Terminal. Thank you, MR. [3:16:29] PRESIDENT. To the PRESIDENT. [3:16:34] It's a I'm not sure where I'm [3:16:35] going to go with this, but I [3:16:38] try to make it I'm going talk [3:16:39] about this for a long time. [3:16:40] But it just seemed right. So [3:16:42] wanted to thank Councilmember [3:16:45] Mile and also are too [3:16:47] chaplains from Jfrd and jso [3:16:50] who aren't here right now. For [3:16:53] us to remember. And for us to [3:16:57] pass that on to the next [3:16:58] couple generations who many of [3:17:00] them have no idea what [3:17:04] happened that day hits close [3:17:06] to home with me in that many [3:17:07] years, I couldn't talk about [3:17:07] this, but I I was signing the [3:17:11] Pentagon. And should have been [3:17:17] there. With my normal period [3:17:19] of assignment at the Pentagon. [3:17:20] However, my sign manager [3:17:21] called means and sent me to a [3:17:24] class a nato course over in [3:17:26] Europe. And so I wasn't there [3:17:30] when the plane, the nose of [3:17:31] the plane went in. My senior [3:17:32] bosses office at the Pentagon. [3:17:35] And so 30, my colleagues that [3:17:39] I just laughed course were [3:17:41] killed that day, including my. [3:17:43] My office mate, certain major. [3:17:50] Strickland. And I seen her [3:17:52] boss, a senior person killed [3:17:52] that day in the Pentagon. Also [3:17:53] one of my best friends, his [3:17:59] aide. Major Kip Taylor and [3:18:02] many others and some which I [3:18:03] hired and I brought into the [3:18:06] Pentagon to work whose family [3:18:07] members we're very upset with [3:18:11] me for years and maybe even [3:18:12] still a couple of them to this [3:18:14] day. And I get that cause. [3:18:14] They were hurting and they're [3:18:22] still hurting. So. That's just [3:18:24] one of those things that I [3:18:28] don't want lose that. And [3:18:29] those who don't know what [3:18:31] happened that day. I hope our [3:18:33] schools and others are [3:18:35] teaching them. What happened [3:18:37] that day. And we do everything [3:18:40] we can to keep that from [3:18:42] happening There are signs [3:18:43] there and we should picked up [3:18:45] on them as a country. And we [3:18:49] did. Things that could have [3:18:50] short-circuited those things [3:18:56] from happening that day. So. I [3:18:57] don't know what the point is. [3:18:58] And this really MAY be. My [3:19:00] last statement is my real [3:19:03] point. But it's it's. Tough. [3:19:06] One this time rolls around [3:19:07] when this comes up and [3:19:08] especially when someone brings [3:19:10] it up, I just used to just try [3:19:17] to ignore it. And we past. But [3:19:19] but now I've been able to [3:19:20] speak up speak to some groups [3:19:21] I think it's better that way [3:19:22] for everybody, including [3:19:28] myself. So my hope is that we. [3:19:29] Don't forget that we remember [3:19:31] not only 9.11 but also other [3:19:34] things that are important to [3:19:35] pass on that we learn from for [3:19:36] the future. So thank you for [3:19:42] Lent allowing me to. Kind of [3:19:43] go on a little bit more than I [3:19:46] should have. But I think in [3:19:47] some ways is probably good for [3:19:48] me to get it out as well. So [3:19:51] thank you, MR. PRESIDENT. [3:19:52] >> Well said, Colonel Miller, [3:19:54] a statement to keep you last [3:19:54] till we have MISS Clark, [3:19:57] Maria, MR. On the q as first, [3:19:57] please. And I know [3:24:29] we've had pass colleagues [3:24:33] members of the City council [3:24:35] that have been members of the [3:24:36] association Rowe. Would you [3:24:37] like to say anything or Kevin [3:24:44] regarding? [3:24:46] >> All right.
