[1:13] I believe we'll pass this over to director [1:16] Malanchuk. [1:20] Thank you. Good morning council. Uh today administration is presenting that [1:25] committee recommend council approve the arnica avenue servicing cost recovery [1:30] policy as presented. The arnica avenue servicing project was originally [1:35] initiated to support development of the parcels in the area with plans that [1:40] changed um post 2024 wildfire um and the need for um interm housing. [1:48] The project was completed at a total cost of 1.165 [1:52] million. The RFCMP has agreed to contribute 33.33% [1:58] or approximately uh 388,000 just over that leaving approximately [2:04] 77,000 as the municipality share to be financed [2:10] through borrowing. In June of 2026, committee directed [2:15] administration to develop a policy to provide a framework for potentially [2:19] recovering these municipal costs from future developments that benefit from [2:24] the servicing infrastructure. The proposed policy establishes a [2:29] consistent and transparent approach for determining when cost recovery should be [2:33] considered and how an appropriate contribution may be negotiated with [2:37] future proponents. This approach is generally consistent [2:42] with how other Alberta municipal municipalities use development [2:47] agreements to recover infrastructure costs associated with developments. [2:52] While the municipality does not currently have planning and development [2:55] authority under the municipal government act, the Parks Canada development [2:59] approval process provides opportunities for the municipality to identify its [3:03] interests and negotiate servicing contributions [3:07] financially. If the 777,000 u municipal shares bored over 25 years [3:13] at a 5% um interest rate, the total estimated principle and interest would [3:18] be approximately 1.32 million. Any amount success success of sorry any [3:26] amounts successfully recovered would help offset the municipality's [3:30] investment and where possible associated financing costs. [3:35] Overall, the policy provides council approved direction for fair, consistent, [3:40] and transparent approach to cost recovery while helping reduce the extent [3:44] to which existing taxpayers fund infrastructure that benefit future [3:48] development. Um just to highlight some aspects of the [3:54] policy. The purpose of the policy is to ensure that when the municipality [3:58] borrows to um install infrastructure in advance of future developments, the [4:02] costs are ultimately recovered from the property properties that benefit. The [4:07] intent is to recover the full municipal investment including construction, [4:11] engineering, project management, administration, and borrowing costs such [4:15] as interests. The policy applies to debtf funed infrastructure such as [4:20] roads, water, wastewater, storm water, and utility relocations [4:25] that support future developments or development of the lots. [4:30] Cost recovery uh would be established through the development agreements with [4:35] future proponents. Each agreement would identify the [4:39] project and financing costs, the benefiting area, the amount to be [4:43] recovered, and the recovery method. Administration would determine the [4:47] fairest method for of allocating costs among benefiting properties. Um, this [4:53] could be based on frontage, land area, development, density, servicing [4:57] capacity, and equivalent residential units or overall benefiting area. [5:03] And you'll see within the schedule, it's based off of the um uh frontage. [5:10] Importantly, also important, um the municipality [5:14] would um sorry, uh would not recover more than [5:19] its actual eligible costs unless otherwise permitted by legislation. [5:24] And development agreements would be required before building permits are [5:27] issued, providing an opportunity to establish the contribution before [5:31] development proceeds. Funds recovered would generally be [5:35] applied first towards repayment of the association associated municipal debt [5:40] unless council directed otherwise. Um overall this policy establishes this a [5:46] fair transparent financially responsible framework so that the existing te [5:50] taxpayers are not left carrying the infrastructure and financing costs [5:54] associated with the future developments. And um that is my summary of the uh [6:01] documents presented and I'm available should there be any questions. Thank [6:05] you. >> Thank you very much Director Malanchuk. I was just curious um how many um equivalent 50 by [6:22] 100 lots would you say there are in this land? I mean, I'm just trying to [6:29] determine uh if we were going to u sell the lots one day or recover the the [6:33] cost, are we looking at, you know, 50 or 100 or what are we looking at? [6:40] » CO given. >> Um I'll jump in to say first we would [6:43] have to take that calculation away um to identify the total land area and what [6:48] the equivalent is to 50 by 100 foot lots. Um the most important factor is [6:53] though that the municipality doesn't own these areas. uh they continue to be [6:56] Parks Canada held uh and so uh they're not the municipalities to sell at any [7:01] point. Uh they are controlled fully by Parks Canada. Um so it would be up to [7:05] them to decide who may uh end up getting a lease, you know, a lease transfer at [7:10] some point in the future. That could be the municipality, could be Jasper [7:13] Municipal Leaseold Society, could be Parks Canada development, it could be [7:17] some other private development. Um, so just in terms of the municipality's [7:21] ability to rec recoup costs, sale of the lots or at least transfer of the lots [7:25] wouldn't be one of the avenues that'd be available to us. [7:28] » Okay. Thank you. I misunderstood that. So, we're just strictly looking at [7:31] getting the uh recovering our costs through our um infrastructure [7:38] assessments and things. Okay. Would we would be able to find out sometime what [7:43] the how many lots would be at uh approximately? [7:47] » Sure. Sure, we can absolutely uh do a land area calculation and and send that [7:51] out to council maybe by email. Again, it's uh the lots are, as council knows, [7:56] this is the uh triangle lot at the very northeast end of town. Um so very [8:00] irregularly shaped, but we can sort of do a area calculation and give you sort [8:04] of equivalency. Um just as a reminder uh for council, this was uh the costs that [8:11] are associated with putting in the road, Arnick Avenue, the water and wastewater [8:14] systems, and the curb and gutter. um in some other municipality in Alberta that [8:20] has land use and planning authority under the municipal government act. [8:23] There's a very simple and straightforward way of doing this of of [8:26] entering into development agreements or requiring developers to enter into [8:29] development agreements. We don't have that ability in Jasper because we don't [8:33] have planning and development authority. And so we have a bit of a workaround [8:37] where essentially Parks Canada's development process says [8:42] when you get a development permit, you must go to the municipality for signoff [8:46] before you get your building permit. Um, so parks allows us to have a a space in [8:51] there. Um and so we're essentially using that space that parks gives us to say [8:55] okay before we give municipal sign off we will require if council this council [9:00] policy would require developers on these lots to enter into development [9:04] agreements. So, it's a bit of a workaround, but the administration [9:08] believes that it'll it'll stand up. Again, in some other municipality in [9:11] Alberta, uh this would be a lot clearer your legislative authority because [9:14] they'd have access to 17 part 17 of the municipal government act. [9:22] » Mayor Ireland. >> Thank you, Deputy Mayor Hall. through [9:27] you to administration whether director Melanchuk or CEO given the draft policy [9:36] is focused on the recovery of debt funded servicing [9:41] costs is does that leave a gap with respect to [9:48] servicing costs that might not be debt funded like have we have we covered the [9:53] entire field here would it be possible to to pay for the installation with real [10:00] money, not debt serviced. And and should we look at ensuring that we cover the [10:08] entire field, not just debt servicing recovery, [10:15] » director Melanchuk, thank you, Deputy Mayor um Hall to your worship. Um, we [10:22] definitely considered a few of those things as we were writing the policy. [10:27] Um, and then we basically brought it back to the Arnica Avenue servicing area [10:33] just because that is what we're looking at right now. We don't have many [10:36] instances that we might be looking at this policy for future um areas. This is [10:42] also um already uh set as a bylaw to do debt servicing for this area. So it is [10:51] set for um debentured already through the bylaws that we brought through um in [10:57] during the summer. Um so if we were to look at servicing other lots in the [11:05] future, then I believe we could be looking at other areas, but we did [11:09] decide to just make it specific to this area and not um a generalized policy. So [11:16] if we do um have other instances come up then we can develop policies for those [11:22] areas. [11:26] » Thank you for that. And that that leads right to the the second question that I [11:32] had and council [11:36] did direct the development of a policy for Arnica Avenue. the requests for [11:43] decision and to a lesser extent the draft policy [11:47] um are forward thinking. They're they are intended to capture and well to [11:53] establish consistency and capture the potential for future development. [12:00] And if that is the intent, if we are developing a policy [12:05] to aid in the consistent application of how we recover costs, then should it be [12:13] the Arnica Avenue servicing cost recovery policy or just [12:18] a servicing cost recovery policy for the municipality of Jasper so that it is not [12:24] seen as so specific to this one uh redevelopment because we do we do focus [12:32] on how this would be applied in future um development scenarios. [12:41] So I although we specifically asked for a policy about Artica Avenue, if if [12:47] we're intending to build a more wholesome policy, [12:52] should it be identified as Artica Avenue servicing policy alone? [12:58] » CO given Mayor Hall. uh for Maryland. Uh as director Malanchuk stated, that was a [13:05] discussion that we had within administration. Uh and we landed on no [13:10] because one, there's very limited uh undeveloped land within the urban [13:16] boundary of the municipality. Um in other and the reason that we've landed [13:20] here uh as a reminder to council is because the local improvement levy [13:24] process was not available to us. Um we undertook the development uh rapidly as [13:31] a recovery mechanism to be able to support interimm housing. Uh and in [13:36] doing so we didn't have the ability to run the provinially mandated process [13:41] required to institute a local improvement levy in other undeveloped [13:46] lands uh along canot drive uh where the municipal housing corporation is [13:52] building its building and where there's a private development going on. we did [13:55] run a local improvement levy. So there have been other examples of where the [13:58] municipality put in similar types of services but we used a different process [14:03] to recover the costs. Um so because this is a bit of a a stop gap measure to be [14:10] very frank we missed the boat in terms of being able to cost recover using [14:14] local improvement levy. We need to find another mechanism. Um and this was the [14:19] appropriate mechanism for these parcels. Um and as I referenced before, [14:25] if and when the municipality gains access to section 17 of the municipal [14:30] government act and planning and development authority, uh this policy [14:33] would be moot anyway. So we wouldn't it wouldn't be required. So we have other [14:36] tools to recover costs if necessary like local improvement levy when we can uh [14:40] undertake that process and uh if and when we access parts 17 um then uh this [14:48] policy itself would be moot. So it really is about these specific parcels [14:52] for these specific costs, although the policy is written fairly broadly. [15:00] All right, thank you for that. If I I may just wrap up. I [15:05] I still wonder then about the policy statement, those two sentences and [15:11] whether we ought to be more focused on Arnica [15:17] Avenue because it it really does leave a suggestion that whenever this happens, [15:23] this is the policy that will apply. I agree we can withdraw the policy, [15:27] rescend it if we want, but we are certainly suggesting that this is [15:34] a policy for cost recovery for any servicing costs, [15:42] but it seems to me that we're actually saying it's not. It might be a bit of a [15:46] template, but this is specific to Artica Avenue and might not be the case [15:54] in another situation. [16:01] » Are there any other questions from council? I don't know if this is the place to ask this, but uh it seems to me [16:20] like it came in lower than the winning bid on the [16:26] contract was I think 1,227,229.75 [16:32] if I remember correctly and it's less than that. But how does I'm just curious [16:39] how we saved whatever 100 or 200,000 like don't you have to pay what what the [16:45] tender goes out for? [16:50] » Director Melanch. >> Thank you Deputy Mayor Halt through to [16:55] uh councelor Kong. Um no actually in the other parcel servicing as well that came [17:02] under budget as well. Um so we're in a winwin situation where um we've had two [17:10] areas service where they actually came in under budget. So uh they yes there [17:16] was a um budget provided and but what we paid was a less than what we were [17:22] initially budgeting. Yeah. Thank you. [17:33] Uh, Councelor Melnick. >> Thank you, Deputy Mayor Hall, and [17:37] through you to uh, Director Melanchuk. Um, we will be recovering these costs in [17:44] future development. Um, we're proposing here a 25- year [17:51] amortization. When we recover the costs, will those [17:55] costs go directly to the principal of that amount borrowed or where will those [18:03] funds end up in the u in the municipality? [18:12] » Director Melanchuk, >> thank you. Deputy mayor through to [18:16] councelor. Um so it will depend on the timing as well. [18:23] It depends on um when that those lots would be services. Are they being uh [18:28] sorry um built on um so are they being built on in 25 years after the debt has [18:35] you know or or and then it would be revenue that would offset addition um [18:40] the um budget going forward. um or it does [18:46] it start in 5 years and it would just it would depend on the situation negotiated [18:52] with proponents. So if they would like to pay things off quicker then we could [18:56] look at those aspects. It would def definitely just depend on the situation [19:00] with what we agree upon going into those situations. [19:11] » Go ahead council me. Thank you, Deputy Mayor Hall. Just uh further, we've [19:17] chosen a 25-y year amortization period um and assumed interest rate of 5%. [19:24] Would it be beneficial for a shorter amortization period to reduce the [19:30] interest costs? [19:33] » Director Melanchuk. Uh, thank you, Deputy Mayor um, Hall [19:40] through to Councelor Melnick. Um, yes. However, because we've passed the bylaw [19:47] already, that has been a situation that we've already dealt with on the [19:52] amortization period. [19:56] » Thank you. [21:12] Moving along to agenda item 7.2, which is the candidate [21:20] candidate 2026. I would look to Miss Redell, I believe, is presenting this. [21:28] Yeah, good morning, Deputy Mayor Hall and all of council. Um, in March 2026, [21:34] administration learned that Jasper Culture and Events would no longer be [21:38] taking part in Canada Day planning and that no other community group was [21:42] willing to take this on. On April 28th, committee directed administration to [21:47] take the lead in the planning and the delivery of 2026 Canada Day to the [21:52] extent possible using existing resources and to bring forward a report to discuss [21:56] future municipal involvement in organizing Canada Day events to the 2027 [22:01] budget discussions. Uh so in short, Canada Day 2026 was [22:07] successful. Uh it was a collaborative event and this report outlines the [22:11] elements of the day and asks council to consider what role it would like the [22:15] municipality to play in delivering Canada Day going forward. [22:21] Following council's motion on April 28th, administration established an [22:25] internal planning team and worked closely with community and indigenous [22:29] partners to deliver the day. The schedule consisted of the pancake [22:34] breakfast, the flag raising, the parade, and an afternoon and evening of [22:39] programming and entertainment. Overall, the event went really well. [22:44] Feedback was overwhelming me overwhelmingly positive, particularly [22:48] around the organization of the day, the community atmosphere, uh the [22:52] volunteerism, the pancake breakfast, and the indigenous programming. We also were [22:57] able to gather helpful insights from staff and the public on some areas for [23:01] further development particularly around communications [23:05] uh the entertainment and the parade route. [23:09] So the report breaks down what it took to deliver the event the day itself uh [23:14] planning and coordination required approximately 172 hours of staff time in [23:19] addition to the significant staff involvement involvement on the day [23:22] itself. So some of that work fits within our [23:27] existing municipal role. However, leading the overall planning and [23:31] coordination of the day represents an additional level of service that isn't [23:35] currently reflected in our existing scope or resources. [23:39] Looking ahead to 2027, administration is asking council to consider through the [23:44] budget process whether it would like the municipality to continue in that lead [23:48] role. The report recommends 12,000 for additional staff capacity and 30,000 for [23:55] entertainment programming. If council wishes to continue with the 2026 [24:00] uh model of the day, thanks for your time. I'll do my best to answer any [24:04] questions. >> Thank you very much, Miss Redell. Um, I [24:09] just want to say before we talk about this, what this looks like going [24:12] forward, I just want to acknowledge what an incredible job um, the staff and [24:15] community did finding out in March that the municipality would be taking this on [24:19] and then pulling together such a beautiful event is really remarkable. [24:23] Um, I now look to council colleagues for any questions. [24:35] » Councelor Roger. Uh, thank you, Deputy Mayor Hall, and through you too, Mr. [24:39] Redell. The difference between the 12,000 and [24:43] the 30,000. Um, what what are we getting for that extra 18,000? [24:51] » Thank you for the question through Deputy Mayor Hall to Councelor Roger. [24:56] Uh, the difference there's two separate motions. So the first motion is [25:00] referring 12,000 to the budget uh which would allow in terms of the the covering [25:06] of the staff time. So the staff time is 12,000. The cost of the entertainment in [25:12] the afternoon and evening was around 30,000. So they're separate numbers. Um [25:19] the first recommendation would allow municipal staff to be able to do a lead [25:24] planning role, work with partners, organize all the things. The second [25:29] recommendation is referring to non-staff costs that we used in 2026 to pay like [25:35] entertainers, speakers, um the technological requirements for the [25:40] afternoon security, things like that. >> Okay, I I understand. [25:46] Is there a reason that it has to be as high as 30,000? It seems like an [25:50] excessive amount for um entertainment. >> Yeah, thanks for the question. Um, [25:58] Councelor Roger, the the costs outlined in the report today reflect what was [26:04] experienced on Canada Day 2026. You know, the size and scale of [26:09] entertainment is certainly something that council might wish to consider. uh [26:14] in 2026 we were successful in obtaining some external sponsorship as well from [26:20] businesses and partners and we were successful in receiving one grant from [26:24] Canadian Heritage and so that does absolutely offset the cost of the [26:29] entertainment. The report today presents the total costs of the day of 2026 for [26:36] council's consideration. So there's a number of alternatives in the report as [26:40] well that you can see there. Um, you know, council may wish to ask [26:46] administration to lay out what we would have to change in our in our work plans [26:51] to be able to take this on with less of a budget. The the recommendations really [26:56] just break down the total costs. And so, if we were to reduce any of those [27:00] numbers, it would just be reducing the scale and scope of the day. [27:06] Just so I understand, today you're asking us to refer $30,000 to budget [27:12] discussions. Doesn't commit $30,000. >> That's how I understand it. This would [27:18] be referring to the budget deliberations. But [27:20] » so if we don't get a grant, we could we could say 30,000 is too much. Uh [27:26] come up with another figure. [27:30] » CO given defin I'll handle that one just in terms of process. So, where we are in [27:37] uh the budget cycle, uh we're talking about 2027 expenses. Uh as a matter of [27:41] practice, administration doesn't ask council to precommmit to 2027 until you [27:46] get to see the whole budget in context. Uh and so, especially at this time of [27:50] year, if there's something that comes up um that's forward-looking like this, we [27:53] recommend that council put those items to the budget discussion so that you can [27:58] discuss all of these different things and decide what your priorities are. So, [28:02] no, we're not asking council to approve either of these things today. We're just [28:06] recommending that they should go forward to the budget for additional [28:09] consideration there at that time. Um, administration um will always seek [28:14] grants for community programming. Our community development department's [28:18] particularly good at that. Um, we would, I think, look at a similar Canadian [28:23] heritage grant in the future, but there are zero guarantees that we might [28:26] receive it. Um and uh if we were to receive it uh likely I think we wouldn't [28:32] know that until into the new year is >> we would know in April. [28:35] » There you go. Uh and so uh so that's why administration is uh you know saying if [28:40] council wanted to see the exact same level of entertainment [28:45] in 2027 that you saw this year and you wanted to have it guaranteed then the [28:50] municipality better have some money ready to do that. And at the same time [28:53] we would go and seek grants. Uh but again to be 100% clear, we're not asking [28:57] you to make that decision today. Uh we're just recommending that you should [29:01] put this item forward to the budget uh and discuss it in context with all the [29:04] other budget requests that you're going to be facing. [29:07] » But when it comes to the budget, which will be this year, you're going to be [29:12] asking us at that point if we refer this to the budget to approve $30,000, not [29:17] knowing whether we get any grants or not. And if we don't get any grants, [29:20] we're going to be paying the $30,000 out of our tax base. [29:26] » CO given. >> Deputy Mayor Hall. Um, Councelor Roger, [29:29] that's a decision for council to make. You know, you could choose to refer a [29:33] smaller amount to the budget. You could choose to refer nothing to the budget. [29:37] You could choose to refer it to the budget and direct administration that it [29:41] only be included subject to grant funding. So, you have a lot of options [29:45] that are available to you. Uh and again we weren't intending today to make a to [29:50] have a discussion about that about all the different funding strategies. It's [29:53] just about a dollar value. Council said in terms of what happened this year, [29:58] council said run Canada Day administration ran Canada Day with the [30:03] assistance of a significant grant that helped us up the level of entertainment. [30:08] We're coming back today to say, okay, here's what the experience of running [30:12] Canada Day was like. if council liked what they saw and um then here's what it [30:17] would cost to do the same next year. Um and you can choose whether you know the [30:24] the alternatives that are available here would be well no we don't need to do [30:27] that the community should come together and do it. Um or the level of [30:30] entertainment was nice but it's not a mustave. Um and council could choose to [30:36] make that determination now and not refer anything to budget saying you know [30:39] what the municipality should return to its previous role or committee could say [30:43] okay well we want to think about this a little bit and we want to see it in [30:46] context with everything else you know that that might come forward in budget [30:50] um and that's what administration is recommending put it forward to where you [30:54] can have a discussion about all of the details of budget and all of the [30:59] budgeting strategies a council might wish to employ. um you can choose to [31:04] sort of um limit the referral, right? Rem li limit what goes forward to budget [31:10] um or to put some constraints on it. That's absolutely up to council, but [31:13] administration wasn't recommending any of that today, but it's certainly within [31:17] your authority to do so. Just to follow that up. So there there's if we want to [31:22] put some constraints on it, you're saying we should put the constraints on [31:25] it now rather than at budget, but we're not going to know at budget whether [31:30] we've got any grants or not. So I don't understand the logic of that. [31:36] » Co given deputy mayor hall for councelor Roger. Councelor Roger, I didn't say [31:40] that you should put the constraints on it now. I said that you may. It's within [31:44] your authority to choose whatever you wish to do with this item. [31:47] administration's merely giving our recommendation and I think we've [31:49] provided some alternatives that lay out you know at least the uh the broad [31:53] section of things that are possible. Council can choose whatever else you [31:56] might like to do and uh the difficulty with grants and [32:01] relying on somebody else's money is that you don't know whether you're going to [32:05] get them or not. There's very few situations where the municipality knows [32:10] well in advance that they have a grant. sometimes for capital items as council [32:13] has seen sometimes they come up a little bit late when we're already you know [32:16] getting close to implementing a project. Um this reminds me of a discussion that [32:22] we've we've had previously in a different setting where uh an external [32:27] speaker or party facilitator said if something's important enough to do then [32:32] you should you know shouldn't be dependent on whether somebody else pays [32:35] for it or not. And I think that's really the the question for council is what are [32:38] your priorities? How does this fit with your priorities? Um, and that might be [32:43] something that you're in a position to decide on today, or it might be [32:46] something that you think, well, I need to see how this amount of money fits [32:50] with all the other priorities that we're going to see at budget. And that's [32:52] completely up to council's determination. [32:56] » Thank you, CA. I'm going to go to councelor Waxer. I think councelor Kong [33:00] you and then councelor [33:05] Deputy Mayor Hall through you to Miss Redell. you spoke about uh coll being [33:15] being a very collaborative event and uh I just wondered if you could elaborate [33:20] about that and uh often collaboration with uh other partners in the community [33:30] um only strengthens uh the relationship and uh paves the way to future [33:39] collaborations on a variety of things and I just wondered if you could speak [33:44] to if that was the case in the in in in the candidate uh experience. [33:53] » Absolutely. Thanks for the question. So through Deputy Mayor Hall to councelor [33:57] Waxer um things really came out of the woodwork and I I can't say thank you [34:02] enough especially to uh a major indigenous partner the Asenichi Winwok [34:07] Nation that we worked very closely with uh Mountain Matei also was a significant [34:12] sponsor. Um we had several sponsors across the community. Um we worked very [34:17] closely with Parks Canada. Tremendous collaboration there. um just wonderful [34:23] partnership and collaboration across the community. Museum took a really nice um [34:28] sort of helpful lead role with the parade in conjunction with urban design [34:33] and standards. Um and again a huge thanks to our sponsors. We still have [34:38] everyone listed on our website. Um and this was a tight timeline. So I I really [34:44] extend sincere thanks and was impressed with how many people came out very last [34:48] minute. Um internally I also feel like um our organization really stepped up [34:54] and Sean there was lots of collaboration across departments [34:59] um like I said urban design taking on the parade um operations and and bylaw [35:04] protective and legislative services significant support from communications [35:09] like um it was a really positive exercise both internally and in the [35:14] community um and a very interesting exercise to go through to to try and [35:19] really lay out what this entails. So, I appreciated the cross- sector [35:23] collaboration. I thought it was a great opportunity to build community. Um, and [35:29] yeah, I think it's reflected in the day itself. Um, I think Canada Day is very important to me [35:57] and uh especially now uh last year when we [36:05] got left in charge and we had 5,000 whatever $183 or whatever it was [36:13] allotted to us. I was the first one to say like if we're going to do it, we got [36:16] to do it well. and my congratulations to administration. I thought it went [36:21] without a hitch. Uh, looking through the numbers here, you [36:26] know, I could I could knock a few of the numbers, but the bottom line is [36:32] we want to do Canada Day like we've always done it and like not halfass it [36:37] and uh it's just a matter of getting community involvement and that starts [36:44] with us I think and uh really promote it and have a great parade and and the [36:50] events at Canada today. I thought were second [36:54] to none, Lisa. Like the performers are great. Thank you. [36:58] » Thank you, Councelor Fchett. [37:03] » Thank you, Deputy Mayor Hall, to uh Miss Redell. I I would just echo the uh the [37:08] um the statements and and comments from other counselors. I think last year we [37:14] we sort of lateral the ball over to you your department when we had nowhere else [37:19] to go I guess and sense uh it was timing was short and uh congratulations on all [37:25] the fantastic efforts that your crew put together and it's uh something that uh [37:31] you know candidate is is a big part of our of our community. Uh I think just [37:35] for today's discussion I think um I don't think we're looking for any hard [37:40] and fast motions here but I think I would think that I would hope at least [37:44] that next year uh we won't be doing things at the last moment. So is it is [37:49] it I guess a question would be it given a reasonable time frame uh the $30,000 [37:55] ask that we're talking about today may in fact be 15,000 could be less. uh we [38:01] had a lot of wonderful donations and and partners uh but clearly there's there's [38:06] um potential for more maybe considerably more so um I guess my my question would [38:12] be is is um indeed there are other there are other as other avenues that we can [38:18] pursue in terms of funding and donations and uh what your thoughts on on that. [38:24] » Yeah, thanks for the question Deputy Mayor Hall through to councelor Fchette. [38:29] Um you rais a a great point and CEO Given touched on it as well. So with [38:34] more advanced planning um you know awareness from council of what's [38:38] included in the budget or not looking at 2027 there is additional opportunity to [38:44] seek grant funding to secure those external partners a little bit earlier [38:49] in the game. That that definitely is a window of opportunity. Um with the [38:54] Canadian Heritage Grant we of course will apply every year. Um, but a good [38:58] example is we got the money for Canada Day, which was exciting. We didn't get [39:03] the money for National Day for Truth and Reconciliation. And so, as you'll see it [39:06] in September, the event will be more condensed because we just didn't get [39:11] that grant for that day. So, that's the the kind of unknowns that CEO Given was [39:15] talking about a little bit earlier, too. um with more advanced planning and [39:19] awareness, of course, there's definitely opportunity to um just secure those [39:24] partnerships and and secure the the funding a little sooner. Um so, yeah, [39:30] the the recommendation in the report today represents um what is needed to [39:36] guarantee a program like 2026. Certainly, there will be opportunity to [39:42] augment the costs with grants. >> Uh thank you very much. Yes, I think a [39:48] little key up time is always beneficial and we don't want to lose track of of [39:52] this wonderful day and and uh um certainly going forward I I would hope [39:57] that we can be we can be a little more prepared for [40:00] » for uh Canada Day and again thank you so much for all of the work that you and [40:04] your team have put together. I do have a couple of questions. I'm happy to refer this to [40:47] budget. I think that's the the right approach. [40:51] When it gets there though, I will have some additional questions so I can [40:54] prepare you. Now, >> the request for decision mentions [41:00] funding for the pancake breakfast from the Red Cross, but it doesn't show up in [41:04] any of the detail. Um, and I I am interested in what that might [41:12] have been and I my expectation was is that that may not be available in future [41:19] years. It kind of a special case with with the Red Cross right now, but it it [41:24] doesn't show up as I read the the revenue and expense detail. There is [41:29] nothing there from Red Cross and yet it was mentioned [41:33] when the municipality used to operate the pancake breakfast [41:39] as its own um function within Canada Day. We received detailed reports and [41:46] again I don't see any revenue from the pancake breakfast. I know it's never [41:51] significant but I think people pay some amount to to come in there and that it [41:56] is a revenue source. I wonder about um the sound services and [42:03] if the municipality is to continue both with the organization and [42:10] programming whether we might be better off investing [42:14] in our own sound system than spending 9 or $10,000 every year to rent it. I mean [42:21] might be something worth looking at. And finally, I wonder about um the security [42:29] of inind donations. Um as if we proceed with programming, it's not just the fees [42:37] for performers which have been mentioned, but they need to be [42:40] accommodated. And if those inind donations don't [42:46] materialize, that seems to me to be an enormous [42:50] expense that we would be undertaking. So again with more lead time maybe we can [42:56] secure in kind donations early and we have always relied on the large s of [43:03] businesses in the community but if that disappears it seems to me that there is [43:08] a significant add-on expense to bring in performers. So, I just I just raise [43:14] those. As I say, I'm happy to wait to discuss those in detail if [43:19] council does decide to refer this to budget discussions, but those questions [43:27] are important, at least to me. >> Thank you for the question um to you, [43:33] Deputy Mayor Hall, to Mayor Ireland. Um I appreciate that you raised the piece [43:38] about the pancake breakfast. So this year, um, the staff coordinating the [43:43] pancake breakfast was a Red Crossf funded programmer. So by no means was it [43:48] the only thing they were working on, but we did have that Red Cross funded staff [43:52] able to help with the day. You are correct in identifying that that is [43:56] finite, that the Red Cross funded staff is going to be decreasing over time as [44:01] we get further from fire. Uh in my breakdown, uh the 12,000 that's [44:08] recommended for budget deliberations does include the planning time uh for [44:14] the pancake breakfast, recognizing that the Red Cross funding will be will be [44:18] ending. On the other point you raised about the [44:22] revenue from people coming through the gates, uh I think that's that's a valid [44:27] point and I'll I'll make sure to add that line in there in terms of future [44:31] kind of considerations. Um, in terms of sound, uh, you're right [44:36] in identifying that's quite a large line item. Um, I did do some looking into [44:41] things this year and the plan certainly would be to investigate what could be [44:47] possible. Uh, the sound services for Canada Day were quite extensive and [44:52] complex and the cost to purchase gear that all the gear that was there for [44:57] Canada Day is substantially higher than 9,000. So, just something for [45:01] consideration. But you're right in identifying it's quite a large item [45:04] within the whole budget [45:08] and in terms of your other question about uh in kind donations [45:13] um definitely a valid piece and I think you know the recommendation is a [45:18] reflection of a lot of thought around what's secure and what's not secure and [45:23] what can we like reasonably execute with right so certainly the inkind donations [45:30] are not guaranteed as you um identified, but when we look at the source of the [45:35] donations, uh they're quite committed partners. So, [45:40] Pursuit was quite a committed partner in our work in hosting indigenous partners [45:44] in Jasper and they continue to be and uh Parks Canada was quite a committed [45:50] partner in terms of the Whistlers Campground, the cultural use area. So [45:55] the security of some of these inkind donations I would put as pretty high but [46:00] it's an excellent point. So thank you [46:06] » councelor concert. [46:10] » Thank you deputy mayor hall and I apologize I drank eight shots of [46:15] espresso so I'm pretty chatty this morning. [46:19] Uh it just the sound system uh brought up a point that [46:24] kind of a generic point, but uh we went out of town, I believe, shopping for a [46:28] sound system. And if we can do anything local at a comparative price, [46:35] I'd like to see council doing that right across the board. Um [46:41] and I'll leave it at that. Thank you, >> CO Gibbon. Deputy Mayor Hall, [46:47] administration can take this all under advisement and and bring forward [46:50] additional information at budget. I think we've received a number of ideas [46:53] about things that council would be interested in hearing more about. [46:56] Certainly appreciate in terms of the sound system. I'll I'll caution council [46:59] that I have a feeling if something rents out for $9,000. We're probably talking [47:02] in the multiple tens of thousands of dollars to purchase. Um but we can [47:07] always have a little bit of a look. Um, but again at this stage, uh, I think [47:11] we've received lots of ideas about additional detail council like to see if [47:15] and when this comes forward to budget. Uh, I think administration's been [47:18] capturing those. I know Lisa's been paying close attention and so we'll make [47:22] sure to bring those forward. >> And if I can just add a little bit of [47:26] context, um, I think it's worth an a show of appreciation that we were not [47:31] charged at all to rent the gear. They discounted that to us significantly and [47:36] um only charged us for staff time. [47:41] » Uh councelor Milik. >> Thank you, Deputy Mayor Hall. And um [47:46] we've had a robust discussion and uh I think um I'll add my thanks to [47:52] administration and staff and volunteers across um the the community that also [48:01] participated in the parade and among other activities on Canada Day. Um, of [48:07] course, Canada Day started as a committee, if I recollect, a number of [48:11] years ago, um, to do a parade and, you know, we had our municipal breakfast, [48:19] which, uh, for many years was organized and donations from a variety of [48:24] businesses to make that happen. Uh, so this has been a longtime community event [48:29] that I believe our residents look forward to. And um [48:35] the fact that we stepped in to take it over is an indication I believe that [48:41] there's volunteer fatigue in the community. Um I believe this is a very [48:46] important event for our community. I think there are other businesses that [48:50] would step up perhaps with funding. I know years ago we used to raise $10,000 [48:56] for fireworks which won't occur anymore. So, I think [49:00] there's lots of opportunities in the broader business community to be able to [49:05] help fund this and with adequate lead time, we could um continue to produce a [49:11] a quality Canada Day event. Um, saying all that, I would be happy to [49:17] make the recommendations that are presented to us to at least get this [49:22] onto the budget table. Um I certainly do not want us to go backwards and not have [49:28] a Canada Day event and in the near future I don't see a Canada Day [49:32] committee being formed. Uh that might be something in the future where there's [49:36] support from the municipality but I definitely believe that this is [49:40] something that we need to ensure continues um into the future years. So [49:45] if there is no other debate um when appropriate I I would be willing to make [49:50] the recommendations. [49:56] » Thank you for that. Councelor Melnick. Um I would like to speak to the motion um and touch on [50:39] things that councelor Waxer had said earlier about collaboration and [50:42] relationship building. Um we're doing really important work through our uh [50:46] indigenous relations framework and our commitment to the truth and [50:49] reconciliation calls to action and Canada Day gives us a very visible [50:52] opportunity to put some of that commitment into practice. Um, I also [50:57] wanted to comment just I found the comments in the report around developing [51:00] new systems and processes really interesting because I did see some [51:03] social media um, buzz about the municipality being a bit of buzzkill [51:07] this year with needing liability insurance that kind of thing. But the [51:10] reality is that nobody else was willing to take this event on. And when the [51:14] municipality assumes responsibility for something like this, there are standards [51:18] that we have to meet and a lot of that heavy lifting, filling the forms and the [51:21] systems, the processes has now been done. Um, and I think rather than [51:25] looking at this as something that we like reluctantly inherited, I I see this [51:28] as an opportunity to make Canada Day something really meaningful and really [51:31] uniquely Jasper. Um, that's what I want to say. So, I support the motion. [51:39] Councelor Laxer. Yes. Thank you, Deputy Mayor Hall. Um, I just wanted to also [51:45] speak to the motion that I think this is a very important event in our community [51:52] life and I think uh increasingly important in in the current political [51:59] context and also wanted to make the comment that there is probably also in [52:07] uh inherent value in the all the different departments of the [52:12] municipality working together and having the opportunity to uh collaborate [52:17] because that isn't always something that h in in our in day-to-day activities. [53:58] Good morning. Thank you, Deputy Mayor Hall. Um, we are here today for the [54:02] Jasper Municipal Lease Hold Asset Society item. There is not a report. Um [54:06] you will note it says verbal on the agenda list. Um so at the last committee [54:11] of the whole uh council passed a motion that was three-fold. One to come back [54:16] today uh so to the first committee of the whole in September. Uh the second [54:21] part of the motion being that Indian term committee direct administration to [54:24] consult with our auditors regarding the potential to have an assignment of some [54:28] of the lease hold assets directly to the JMHC. [54:32] And then the third part of the motion was uh that committee direct direct the [54:36] mayor to write to the minister responsible for land titles to request a [54:40] waiver of transfer fees or registration fees for all properties. So um we have [54:46] done some work on this in the last two weeks. Uh we don't have uh complete [54:50] information. So that's why we're here with a verbal report and not a request [54:54] for decision as you would usually see. Um so we did contact the auditors and uh [55:00] asked about the transfers directly from the JMLAS to the municipal housing [55:04] corporation. So skipping the middle part of transferring to the municipality of [55:08] Jasper and um they've indicated that uh if there were any governing documents [55:14] either for the JMLS or the JMHC or the municipality which would warrant that [55:19] type of step uh we would be bound to follow that. We don't believe that there [55:24] is the part that is outstanding however and we're still trying to get [55:27] information on that is how are those tangible capital assets considered um so [55:33] assets of the municipal leasehold assets society show on the books as municipal [55:38] assets so if we take them and we transfer them to the JMHC what does that [55:43] do to our uh financial documentation so we're still not 100% clear on that one [55:49] so that's clarity that we're seeking um and we expect to have sooner than later, [55:53] but we don't have that at the moment. Um, and the other piece that the mayor [55:58] write to the minister responsible for land titles to request a waiver of fees. [56:02] Um, we supported mayor Ireland. We drafted a letter which he has now [56:06] reviewed and uh we will be in a position to send that out uh early this week. So [56:11] that has not yet been sent but it has been drafted and will be sent out. Um, [56:17] so that's the update I have to provide from administration's perspective and [56:20] we're welcoming any questions or comments or additional information from [56:23] council. >> Thank you very much, Director Nadon. If we can in the same document [56:58] goes from the municipal asset society through to the final owner, [57:05] the document itself could incorporate that and you wouldn't end up having two [57:08] documents that land titles would then charge two fees on. So I'm just [57:11] wondering if you can maybe address that with u the auditor or whoever else the [57:16] legal department that you're dealing with. So, I I bring it forward um with the intent to make a [1:00:25] motion that committee recommend council proclaim September 24th, 2026 as [1:00:32] National Resilience Day in Jasper. Um if committee accepts that recommendation, [1:00:39] this could come back um for our regular council meeting on September 15th so [1:00:44] that we could uh make the proclamation in advance of September [1:00:49] 24th. Um the email is self-explanatory. I I think that the the first bolded or [1:00:58] second bolded um bit is [1:01:04] absolutely consistent with our um strategic priorities and that is it's [1:01:10] an opportunity to leverage the profile that um we have gained like it or not um [1:01:17] through the fire and particularly um through community response. And so it's [1:01:22] an opportunity, as we have all recognized, to share the the hard [1:01:27] lessons that we have learned, um, but the really compelling lessons about [1:01:31] building community resilience. And this is an opportunity to get the word out to [1:01:36] other Canadians who are going to be facing um, in future years and have, of [1:01:42] course, this year faced disasters in other communities. I I think it's a it's [1:01:48] an important step that we can take to help others learn from our experience [1:01:53] and to profile the need to build resilient communities. So um I certainly [1:02:00] endorse um the request and um I will leave it um open for [1:02:07] any questions that counselors may have before I make my motion. I think um any member of council is well equipped to to share parts of [1:03:30] our story. any resident is able to share parts of their story and if necessary um [1:03:38] administration can share the municipal experience um to whoever asks. And just another reminder of the um [1:07:47] community and bloom judges will be in town on the they'll be arriving tomorrow [1:07:52] and on the 10th they will be doing the the community judging um uh event uh [1:07:59] with a a um get together at Earls uh for a meet and greet with the with the [1:08:06] judges and all of the council and significant others are indeed encouraged [1:08:12] and invited to attend. I can go over the upcoming [1:08:56] events. Agenda item 10. Uh as council just said, the communities and bloom [1:09:00] judges in Jasper September 10th. The Jasper music uh folk festival is this [1:09:05] coming weekend, Friday and Saturday, the 11th and 12th at commemoration park. uh [1:09:09] the first NEMA back after the the um summer break on the 16th at the Silver [1:09:14] Water restaurant in the Chateau from 4:30 till 6:30. Uh we will all be [1:09:19] attending the Alberta Municipal Municipalities Convention September 23rd [1:09:22] to 25th and the Library and Cultural Center anniversary 10:00 a.m. till 8:00 [1:09:27] p.m. uh October 2nd at the Jasper Library and Cultural Center.
