[5:47] » Um, so with the HVAC program, uh, June 1st we took over the HVAC permits for [5:55] the city of Rick. Um, I was waiting to do the other cities, the city [6:05] of Manan and the city of Lewis built, um, until we had a plumbing and [6:11] electrical inspector. So, I only had to go to him once. Um [6:16] that's proving to be a little bit more difficult. So uh in the next couple [6:22] months I'll probably go to Man and Lewisville and see if we can start doing [6:27] just their HVAC. [6:32] That's all I have with the Hback. So you're trying to just do the county [6:39] cities that do very good guys. Yeah. So, we do the we do the building [6:47] permits already for the city of Ricky, Mananda, and Norless. [6:52] Um, and then we have Brian as our HVAC inspector. So, we started those in the [6:59] county in January. And then we started the city of Riby HVAC inspections June [7:05] 1st. Um, and then I was waiting until we found an electrical and plumbing [7:11] inspector to go to Man Lewisville. Um, but since we've had some trouble finding [7:18] those inspectors, then I'll probably just go to those cities and and see if [7:22] we can at least start HVAC. [7:28] » How's it going with that? You just had that many years. [7:32] » Yeah. Yeah, we Yeah. being June 1st, we've had quite a few applications [7:39] um for city or HVAC permits and they've been just like alone in the county. So, the electrical and plumbing [8:02] program, um, originally with that idea to have those inspectors, [8:11] we wanted to do it on a contract basis. Um, [8:16] so we had PQFS posted for two months. Um, and we have two coming applications, [8:25] but it would be we learned that it would be really expensive um for us and [8:32] homeowners and contractors to do it on a contract basis. Um, the permit fees [8:40] would have to be a lot higher than what the state is um to be able to afford [8:45] those inspectors um and pay them what they want. And so we posted [8:51] um as part-time employees um to we posted those in June uh to be a [9:00] part-time employee to do electrical and plumbing inspections um for residential [9:06] and commercial and then their plan reviews. Um we haven't had any [9:10] applications with those yet. Um, so if you guys know anybody, [9:17] » so so if I could jump in kind what kind of what's unique about this situation [9:25] experience in other states and maybe [9:36] is is the permits are all individual, right? We have the building permit. We [9:41] have the HVAC electrical plumbing. I mean, if we were going to do all those [9:46] inspections and we grouped all of those into one permit process and one permit [9:50] application, I mean, what does that require? Is that anybody else do that? [9:56] Probably not because of the state, right? I think it would be a lot nicer. [10:01] » Yeah, it' be a lot cleaner for sure. >> Jerich get a building permit. [10:09] So we might be able to pull off an electrical and plumbing inspection [10:13] program if we were to group those together. I mean, which makes sense when they're [10:36] paying for their own vehicles and their own insurance and shorter things. Yeah. [10:41] » Yeah. >> I mean, yeah. [11:03] we haven't got the committees. >> What's what's also unique is that um I I [11:10] don't remember the name who was proposing the bill at the state level, [11:14] but um somebody was working on a bill to eliminate state inspections completely [11:22] um by the year 2029 or 2030. um which would put a lot of strain on the local [11:33] and smaller departments like ours and the smaller cities to be able to go and [11:39] find those inspectors to be able to do that if they eliminate the state doing [11:45] those inspections. Um, [11:48] so I'd really like to get ahead of that so we're not scrambling at the last [11:53] moment if they're if they do end up eliminating them. Um, we have some time [11:59] to start those programs and find those inspectors. [12:03] » So if they eliminate them, I mean, it probably would not say that, oh, we're [12:08] going to kick more money for the county because we've eliminated a service that [12:12] we provide, >> right? [12:13] » But now you're going to pick it up and go. And in addition, we're going to [12:17] limit how much you can charge for, you know, property tax. So, [12:21] » yeah. Okay. [12:25] » What what's really interesting about that is the um the plumbing and [12:30] electrical will have to be dirty in the state to do those inspections. Um would [12:36] they would they remove state requirements if they remove the ability [12:40] to provide the inspection? I have tried to I mean that makes sense to me if they [12:45] say we're not going to do it anymore and don't tell us how to do it. [12:49] » Yeah. I've tried to reach out um to different people that [12:54] know who's presenting that bill and even the person that's working on the bill [12:58] and haven't heard anything back. Um because what I what I would like to see [13:04] as part of that bill or even after that bill is to eliminate them being a [13:10] journey there. Um, which would make it a lot easier. [13:13] » I mean, yeah, with those inspectors, [13:21] is that a two-year? >> Um, four and five years. Five. [13:28] » It's essentially a bachelor's degree. >> I mean, yeah. [13:33] » Well, no, but in terms of in terms of it's essentially bachelor's degree. [13:42] Well, good luck finding somebody. >> Yeah. So, I mean, if you guys know [13:47] anybody that's retired and wants to work part time to do those inspections, let [13:51] me know. >> But they wouldn't still have to be the [13:56] the journey level discipline, right? Um, but this this idea would be an administrative process. Um, [14:56] it wouldn't be adopted into an ordinance. And this came up because [15:03] we our administrative process before with um a re- roofing permit was that if [15:10] anything structural is changed um so sheathing has to be replaced or trusses [15:16] then then you would need the re- roofing permit. Um, [15:22] I've had a lot of discussions with our attorney about the roof permits and he [15:28] would like to see either all re-roofing permits, all re-roofing jobs have a [15:36] permit regardless, structural, non-structural, [15:40] um, or none of them. We just delete that part out of our code. [15:46] what's his what's his uh uh logic behind that? [15:52] » Uh he's had a lot of lawsuits around roofs um roof leaks and you know it's [16:00] it's an important inspection. Um but we don't get on ladders, so we don't get on [16:07] roofs. Um it's hard to see everything from the ground. So, this process would [16:13] allow us to be able to see more of the roofs on new construction and on [16:21] re-roofing permits um by taking pictures, videos of different stages of [16:29] the roofing process so we can inspect it that way. At what point do they need to [16:40] provide you? >> Um, so I would like to see when the drip [16:44] edge, flashing, ice, and water and underllayment is down. Um, so we can [16:49] ensure that was installed and installed correctly. And then um a couple [16:55] different spots as they're nailing the shingles [17:00] um for an asphalt roof. And then the final products we can typically see [17:06] front ground. Um but [17:12] I'm not wor they would have to come in provide that information to you. I guess the biggest thing that I see is when they don't replace it and I [18:25] don't know how you catch that though, right? because you're catching the guys [18:27] that are doing it right, not the guys that are just saying, "No, we're fine. [18:30] It'll be okay." >> I do believe that obviously, you know, [18:33] when there's structural damage to the trusses, especially a broken one is for [18:36] a valley that doesn't have the proper amount, you know, that's going to allow [18:39] it to be reached. But because in a valley, I mean, just between the spreads [18:43] on that, you know, when they don't put anything underneath it, that's like 34 [18:46] inches that just flexes and changes out there. Yeah, [18:50] » that's a tough one because you guys used to go, you know, like the sheathing [18:53] inspection portion of it. You have to find a road way for you guys to get up [18:56] there. >> Yeah. [18:57] » And you know, obviously that's really important, but also the hazards. [19:03] » So that's something that's been a way obviously fell off, so we have some [19:07] issues, right? So, >> um, [19:10] » yeah, I guess I it just because I know a lot of I I don't do a lot of [19:14] rebirththing, but I do contract it out and I I know that we run into situations [19:19] where I just can't see them stopping to permit something just because they [19:23] reached a point where they need to replace a like two section of a [19:26] sheeting. So, I'm just trying to figure out how that's going to work as far as [19:30] giving them the incentive. It's almost like you have to do all of the reooks, [19:34] all of those who fall in those categories, but because it is something [19:39] that a lot of people will, you know, not do correctly. It's because of time and [19:43] money. >> That's a good one. [19:47] » And that's and that's kind of the conversations that I've had with our [19:51] attorney is that, you know, we probably miss those. And if we just do a [19:56] re-roofing permit for everything, then it's more simple than everything for [20:02] every roof as a permit. Um, and there's no line drawn in the sand when you need [20:09] it. When you don't need it, you just need it. Um, but I think part of the [20:14] re-roofing would be um pictures or ground inspection of the existing roof [20:19] deck >> y condition before they cover it. [20:24] » Yeah. >> Yeah. How much of how much of a cost or [20:27] would it add a cost or is there a current cost for the [20:31] » um what what would that look like maybe? >> Yeah, it would be its own fee. I haven't [20:36] looked at fees um what we should charge fees for it. Usually I I just look at [20:42] other jurisdictions around us. Um and then we we do what makes sense for [20:48] compared to that what makes sense for us without losing money [20:53] because I mean I'm thinking you're really putting pretty much the owners [20:56] and everything on a person. So really just pass [21:02] I mean all you need to have physically check right like yeah looks good. [21:07] » Yeah. And a lot of it would be done by pictures. Um there's other ways they [21:13] could do it in here. Um like they could have a certified third party uh do the [21:18] roof inspection provide us with the reports. Um they could [21:26] use like a polemounted camera um or live video. That one's kind of interesting [21:34] because we don't have a great way to capture and save a live video. Um, so I [21:41] would prefer not to have the live video and just have, you know, somebody take a [21:46] video and send it to us because then we can save that. Um, or you know, [21:51] pictures. >> I mean, you me you mentioned drone. I [21:55] mean, >> could you allow them to just shoot drone [21:58] footage and good? >> Yeah. Yeah, send me a photo or anything, [22:03] right? >> Reason to start a new company [22:11] buy, >> you know, have to go out and fly the [22:15] thing out, you know, take pictures, fly it back. [22:18] » Yeah, we we've looked at that. Um, and there's a lot of regulations with drone [22:23] shell and being licensed and um, I don't think that would be the best thing for [22:27] us. I don't [laughter] think fun. [22:34] » So true. So true. I think some of this has come up because of the older houses, [22:39] right? they pull those roots off and the homeowner thinks that maybe it [22:45] should be done differently because re- roofing should be done differently and [22:49] they're not happy with it. So, they've come to us and asked us to be involved [22:53] with it. That's how that's kind of how this is coming up. [22:58] » It also seems that most of the re-roofs are insurance found, right? I mean, it's [23:03] any house that's sold in this valley that's 10 years old, any inspector will [23:07] just call that roof out. It's the easiest thing for him to do. [23:09] » Correct. >> So then there is a form of inspection [23:12] that the insurance company has to have which could also fall in line with what [23:16] you're doing. But I would say probably 90% of every RA is insurance bound to [23:22] certain extent. So that helps. But >> would you say no bringing this up? [23:29] property owners, you know, they had somebody come and re they pull that they [23:34] pull it off and do it because the slats instead of the sheets. [23:41] » I think I think for me I can see a reason to require a permit [23:45] if there's going to be I guess I find structural I can say the sheeting is [23:49] called structural between more trustless >> I can see that for sure. One of the [23:53] things for me that inspections can do a project is slow way down. You [23:58] know, if someone if someone wants to hit the roof on the weekend, they can't do [24:01] it if they have inspection. >> Exactly. [24:03] » Um if they they pull it off, they find it there's a rock spot. Oh my goodness, [24:06] now we got to call the county up and then we got to fix that spot waif come [24:10] out. Like I said, there may be some way [24:12] around it with the pictures and things like that. But I I don't think the [24:15] county would want the possible liability of, you know, having the house get [24:19] rained on because they opened it up and found out, oh no. [24:23] » All right. >> Now I got to get sheeting on there. And [24:25] maybe the old sheeting was maybe they used half inch sheeting with no clips. [24:30] » Yeah. >> And so now we can do, you know, they [24:32] patch the humble in place. Now they got clip the whole thing. Or [24:35] » I don't know. I I don't think the county wants to stay away from that. I can see [24:38] the county wanting to be there for trusses. Yeah, but I [24:41] » and we had one in the city of Riby where a tree fell on it a couple months ago [24:46] and so they took the tree off and there's a couple trusses damaged. So [24:49] they got a permit for that and um what was easy about that one was they opened [24:54] up inside the house too. So they just did a remodel while they were at it so [24:58] we could see everything from underneath like we normally would be able to do. Um [25:02] so that one was a lot more simple. Well, every time a trust gets broke, it has to [25:07] be engineered, too. You can't just slide one next to it to say you did it. Okay. [25:10] Right. You have to get an engineer. I mean, to get officially [25:15] » Yeah. >> Yeah. That's a tough one because I what [25:19] I like about it though for greater edit is to try to catch some of these guys [25:22] that aren't doing it right. Once they get a couple violations, once they get [25:25] some things against them, then maybe that'll stop because there's plenty of [25:27] guys that just, you know, not doing it the right way and do it as fast as they [25:31] can and they're doing it. So, making them have inspection better. I just [25:35] don't think it's going to definitely help whether you do all of them or just [25:41] the ones that fall into that parameter. That's a tough one. So, I mean, I guess my my inclination would be it's [26:34] probably not a bad idea that can you make it so that it's not ownorous. We had to do three wells on the property and [39:42] then we did a 16,000gallon storage tank. So the we had to have 100 [39:48] gallons a minute. I can't have any. You know, seller need to steal those things that they [46:23] that they know about, but the buyers will have to do their due diligence. You [46:26] think about someone buying a house in Hammer that's too tall. You know, they [46:30] they be aware of it. So, I think they need to have the right to make a city. [46:34] They need to know that the house is not going to be protected. Richard's company [46:38] will definitely want to find that out.
