[2:17] Johnston City Council: I wanted to bring up the proposed Bucees' development that was recently announced just across the city line of Urbandale, near 100th Street and North Park Drive. [2:27] Johnston City Council: From the information that has been released, this would be a very significant development of approximately 74,000 square feet, more than $16 million in investment, more than 200 jobs, and a… [2:39] Johnston City Council: Projected 5 million visitors per year. [2:42] Johnston City Council: I'm not here tonight to say that Buc-ee's is necessarily good or bad for the area. It can certainly bring economic development to the metro. My concern is that although the property is Urbandale [2:53] Johnston City Council: Many of the effects of the development of this size may not stop at the Urbandale city limits. I would like to ask for the Johnston staff or the Council has already been in communication with Urbandale regarding this proposal, and if not, I would encourage the City to become involved while the project is still early in the approval process. [3:11] Johnston City Council: In particular, I hope Johnston will ask to participate in or review a comprehensive traffic impact study that considers Honda Street and Johnston neighborhoods, as well as issues such as lighting, drainage, emergency services, infrastructure costs, and potential impacts on nearby residential properties. [3:31] Johnston City Council: I understand that the final land use decision belongs to Urbandale, but because the site is so close to Johnson, I believe that it is a situation where cooperation between the two cities, Iowa DOT, and regional transportation plans would benefit everyone. [3:46] Johnston City Council: A project expected to attract millions of visitors each year should really be studied as a regional project, rather than having the analysis and having the city updates. [14:59] Johnston City Council: 141 Business Park LLC submitted the following site plan for development of three office slash environmental buildings for more than 110,000 population square feet. The property was annexed into the city in August of 2018. It is suspectedly zoned by a cultural reserve. [15:16] Johnston City Council: district. It was then rezoned to the IC Industrial Commerce [15:20] Johnston City Council: The zoning District, which became our EQ General Employment District in June of 2022. The funding plot for 141 Business for our Plot 1 was approved in February of 2026. [15:31] Johnston City Council: The property is on E2, it has to meet the following, both regulations A30, but front setbacks, a 10 feet side yard setback, 35 foot, rear yard setback, minimum lot area of 20,000 square feet, and a minimum lock weight of 100. The overall site implies, with the both regulations, as well as each individual, proposed lot. [15:54] Johnston City Council: The development area does not include any existing trees exceeding a 6-inch caliber diameter that require preservation. The total property is [16:02] Johnston City Council: 450,290 square feet, with a requirement to dedicate 25%, or 112,572. The open space, the post section exceeds that requirement by providing 48%, or 262,862. [16:18] Johnston City Council: Sorry if you don't miss. [16:20] Johnston City Council: The property's probably about 113 trees and 113 shrubs. It is closing 122 trees and 244 shrubs. The overall site compliance, as well as the region, as well as the open space. Pursuant to Table 182.2, as a search property is zoned E2, and the property to the north is zoned C3. However, the Johnston Code of Ordinances states that buffers shall not be required of a property adjacent to a utility corridor. The search property is adjacent to a utility corridor along the northern property line of 54 caps. [30:43] Johnston City Council: And that's where I guess I'm getting hung up from the standpoint of… of… [30:49] Johnston City Council: waiting for trees to develop to obscure a portion of that, overlooking, or to some extent, I don't agree that this won't be visible from [30:59] Johnston City Council: from a public roadway, and therefore doesn't need to apply that same level of materials. And so, to some extent, I don't know if there's other provisions that should be asked for here other than staff just agreeing that that's the case. An offering, to me, is still a public roadway. [39:35] Johnston City Council: We have redone where the little dog area is, is now right here where this dirt pile is, so you're gonna come up in the sidewalk, and it'll be on your right, instead of on your left. [39:46] Johnston City Council: And… [39:51] Johnston City Council: The TK countries are supposed to be done by September 4th, weather permitting. They're working today, which is nice to see. So, once they get in and they approve the project, then, park staff will go in and see this area, hopefully we can get, some good growth. [40:17] Johnston City Council: So, as you know, we accepted that project, and came in a couple weeks after that. And so, if you're on the trail, and you would somehow fall off the trail, it's… I don't think you'd feel particularly safe. So I noticed today, you put signs on closing the trail. [50:12] Johnston City Council: The contractor should have had barricades up until the trail was usable, but I think that they got pushed off or moved, during the process, and they, they got pulled out to go do a job, and closed them down, but we were supposed to be back last week working on it, and they know the weather, they weren't able to last, he emailed me back, and they were gonna try and get that finished this week. I'll just follow up on them and ask them how they're gonna do that, because I don't want to, you know, compromise the trail now that it's… [53:54] Johnston City Council: This really is a very nice trail. I wanted to see what that number looks like compared in this, to make sure we have enough funds to do both of those with our trail overlay, but those projects will be starting here very soon, so we'll push out some communication when that starts. [56:28] Johnston City Council: If you recall, early on when we were, looking at staging this project, we were in a stage one, was really, after the water main completion was 54th to 51st. [56:39] Johnston City Council: Street here, so… [56:42] Johnston City Council: What the contractor has asked to do, they've put in a request to kind of flip the staging. They've got san… they've got water management, but they've got sanitary sewer due to the American power poles still being in place. [56:56] Johnston City Council: We're very close to where that sanitary sewer sits, and we've got a lot of sand in this area. So, as in America continues to work to the west. [57:05] Johnston City Council: The hope is that they can flip stages, work from the east back to the west, those phones will be down when they go to work in that area, likely early next year. [57:17] Johnston City Council: So, they've requested to, jump to Stage 2. [57:23] Johnston City Council: where we don't have sanitary sewer in this area for it to be constructed. The… what they were requesting to do first would be to close this intersection, which has always been in the project to do, and then they would continue to work back to the west up to about 49th Street is about where we would [57:42] Johnston City Council: equity this year. [57:44] Johnston City Council: With that, we've reminded them that we've got a holiday coming up. The closure for the intersection is a 3-week time period. Those are calendar days. So, rain or shine, they've got 3 weeks to do their work and get that intersection back over. We would not close the intersection prior to morning rush hour, so we're gonna have to probably have a 9 a.m. closure.
