[2:05] And he has, if I can
[2:08] say that too.
[2:13] There we go.
[2:16] Screen is yours.
[2:20] Good evening, board of directors. Really
[2:23] nice to be here today. Um, do have a
[2:25] presentation today about the district
[2:27] marketing program. Um, in essence, uh,
[2:30] what we're talking about today is public
[2:32] outreach and building stronger
[2:34] connections with the community.
[2:42] It's
[2:42] >> was just working. I swear I tested it.
[2:44] » was just working. I swear I tested it.
[2:44] I'll tap you over.
[2:45] >> Okay. Thank you.
[2:50] » One more.
[2:51] >> Thank you. Um, so in essence, uh, what
[2:54] » Thank you. Um, so in essence, uh, what
[2:54] is public outreach? Um so I have a
[2:57] variety of bullet points here. Um pretty
[2:59] much the main one at the top which is
[3:01] community engagement is what the
[3:02] ultimate culmination of it is. Um in
[3:05] terms of the bottom line here is we are
[3:08] looking to get the community engaged. Um
[3:10] and we do that through a variety of
[3:12] methods. Um the first one is public
[3:15] information. This would be things such
[3:17] as we're announcing trails are closing
[3:19] for third July. We're announcing work's
[3:22] going to be done at AGOT for the pipe or
[3:24] for sorry for the sprinkler system and
[3:26] so it'll be shut down a corner of the
[3:28] park. Uh brand management this is in
[3:31] essence uh when you see the logo of JRPD
[3:33] or when you see the name JRPD or Koopa
[3:36] Area Recreation Park District uh this is
[3:38] in essence what is the first thing that
[3:39] comes to your mind um when you see that
[3:42] logo. Um the third one here is crisis
[3:45] communication. This would be a recent
[3:48] example was the Bane fire. Um, that one
[3:50] was a pretty big fire we had here. Um,
[3:53] as you noted, as you all noted, um, the
[3:56] Herupa Community Center was designated a
[3:58] uh, care and reception center and that
[4:01] was something that we did want to go
[4:02] ahead and let the public know. Um, that
[4:04] would be in essence a crisis
[4:06] communication. Another one would be an
[4:07] example would be when the fires occurred
[4:10] at JMDC. Um, media relations. This one
[4:14] is kind of there's going to be two
[4:15] points on it that it's uh uh pretty much
[4:18] two points that boil into one. Um the
[4:22] first media relations is what you
[4:24] typically think of uh which is things
[4:26] like press enterprise um you know Fox
[4:29] News, CNN, uh KTLA, um local stations,
[4:34] etc. like that. Um the second one which
[4:37] we're going to go to the bottom here for
[4:38] a little bit is community partnerships
[4:40] which would be social media influencers.
[4:43] These are people who may stop by our
[4:45] centers and may say hey you know check
[4:47] out our splash pads or hey did you
[4:50] happen to see um this cool place we
[4:51] discovered which has the mammoth Eddie.
[4:54] Um these are influencers that we may
[4:56] engage with. Um the next one there is
[5:00] photography and videography. Um this is
[5:02] pretty much the uh the most effective uh
[5:05] way to communicate here which is people
[5:07] like seeing what's going on. You know
[5:08] they like to see the videos, they like
[5:10] to see the photos. Um they want in
[5:12] essence uh see the whole picture and in
[5:14] this case the best way to show it is
[5:16] with an actual picture. Um website
[5:18] content. This is another one that's very
[5:20] important. Um when people search for
[5:23] items uh online um not sure if many of
[5:26] you have noticed but when you search now
[5:28] um people search and Gemini if you use
[5:31] Google it'll give you a response um a
[5:34] lot of people take that for a fact and
[5:35] it's very important that things like our
[5:37] website are up todate and up to par
[5:40] because when people research that answer
[5:43] it pulls it from the website. Um
[5:45] internal communications. This is
[5:47] communications uh between staff members.
[5:50] Um this would be uh when special events
[5:53] department needs to talk to uh our
[5:56] maintenance staff and get them going for
[5:58] a certain aspect. Um and then they can
[6:00] communicate with pretty much public
[6:02] outreach, which is to let them know,
[6:04] hey, you know, we need x amount of
[6:06] flyers printed around the park to pretty
[6:08] much let people know we're going to be
[6:09] shutting down this trail. Um, we have
[6:12] event promotion, which is another big
[6:14] one, of course. Uh, this is all of our
[6:16] events that we may promote. Third of
[6:18] July, Breakfast of Santa, Spooktacular,
[6:20] Concerts in the Park, Meet the Machines,
[6:22] etc. Um, and then community
[6:25] partnerships. The other aspect of that
[6:27] is which would be local business
[6:29] leaders. Um, it could also be with other
[6:32] government agencies as well. Uh, so it's
[6:34] a mix. This is pretty much what it is.
[6:36] Go to the next slide. Slide T. Um so why
[6:40] does this matter? Why does public
[6:41] outreach matter? So first and foremost,
[6:44] it increases public awareness. Um when
[6:46] people are aware of what's going on, it
[6:51] in essence empowers them to go to the
[6:53] second point here, which is it helps
[6:54] them build trust and pretty much
[6:56] understand that there's a transparency
[6:59] here that the park district is trying to
[7:00] convey. Um the next point here is it
[7:04] informs residents before issues become
[7:06] problems. If you let residents know
[7:08] ahead of time that we will be in essence
[7:12] shutting down a park um or at least a
[7:14] portion of it um there's less chance
[7:17] that misinformation spreads and less
[7:20] chance that people call and ask and
[7:22] wonder you know why is this section of a
[7:24] park closed why hasn't been closed for
[7:26] you know one week two weeks um and uh
[7:29] another one here is the highlighting the
[7:31] taxpayer value so when we did the
[7:34] renovation at the group community
[7:36] center. We did a whole bonanza, you
[7:38] know. Um, as some of you may have known,
[7:41] uh, uh, director Johnson and Case in
[7:43] point when we did the, uh, projects in
[7:45] focus at that time, uh, we also did the
[7:48] recap when we did the grand reopening
[7:50] and then we announced all um, all the
[7:52] flyers and all the social media
[7:54] marketing that came with the renovation
[7:56] of JCC. Um in essence it helped us to
[8:00] showcase to our residents what they're
[8:02] getting for their money for their taxes
[8:04] in essence which is very important part
[8:06] of that. Um and then another one of
[8:08] course is we want to encourage
[8:09] participation in programs and events. Um
[8:12] when people see other people
[8:15] participating they are more likely to
[8:17] participate themselves. You know a lot
[8:19] of people don't like doing it alone. So
[8:21] if they see a lot of people out there
[8:22] and we do that through public outreach
[8:24] they're a lot more likely to join. And
[8:26] of course, lastly here um is strengthen
[8:30] relationships with our community. Um
[8:32] when you build that rapport with your
[8:34] local community and they are able to
[8:38] start telling their friends and their
[8:39] family about, hey, I know a cool place
[8:42] we can go to. You know, it's hot. Let's
[8:44] go to Veterans Memorial Park. They have
[8:45] a cool splash pad. There's a big bucket
[8:47] that dumps water on you. Um that's
[8:50] pretty much uh what the goal is here. We
[8:53] want to make sure people are aware of
[8:54] it. Um and you know a little point at
[8:57] the very end there is if they if
[8:59] residents don't know what we do they
[9:02] can't appreciate the value uh we
[9:04] provide. Um thank you. So what is the
[9:08] goal? What is in essence for our
[9:10] district marketing program? What exactly
[9:12] is it that we're trying to do here? Um
[9:15] there's three different ones I've
[9:16] identified here which is we want to
[9:18] enhance public communication. Um, one of
[9:20] the ways, uh, that I feel would be
[9:22] effective here would be newsletters. And
[9:24] it's not newsletters in the sense of we
[9:26] send them out once, you know, every
[9:29] three months. It's more so in the sense
[9:31] of we would do a variety of different
[9:34] newsletters. You know, if we wanted to
[9:36] do maybe one that's focused solely on,
[9:38] you know, parks that are cool to see or
[9:41] um, fun places to cool down. Um or if we
[9:44] want to do another one on cool programs
[9:46] and events that are going on at the
[9:47] district at the time, we can always do a
[9:49] variety of those. Um another one here is
[9:52] social media campaigns. Um I was
[9:54] mentioned a little bit earlier, but our
[9:56] projects in focus, for example, um which
[9:58] is when we did one with each individual
[10:00] board director. Um that one was an
[10:04] example of a social media campaign. We
[10:05] pretty much just wanted to highlight the
[10:06] variety of different projects that were
[10:08] happening at the time at the district.
[10:10] um more of those campaigns are pretty
[10:12] effective at letting our residents know
[10:14] exactly what's going on. Um and then of
[10:17] course we want to communicate
[10:17] proactively. Um we never want to
[10:23] so we never want to be in a situation
[10:24] where we have to communicate reactively.
[10:26] Um but of course exceptions happen you
[10:29] know when we have emergencies um that
[10:31] are happening as they go on um that may
[10:34] be a scenario where we may have to
[10:35] communicate reactively but for most most
[10:38] of the time we always want to make sure
[10:40] we're communicating ahead of time and
[10:42] letting residents know before it becomes
[10:44] an issue. Um increase community
[10:46] engagement. So one of the ways um we can
[10:50] do this is through community feedback
[10:52] which would be through surveys and draw
[10:54] codes. Um, as some of you may have
[10:57] noticed, may not have noticed at JMDC,
[10:58] there's a boatload of QR codes
[11:00] everywhere, um, with a free wallet. Um,
[11:03] well, you can win a free wallet. You
[11:05] don't just automatically get one, but
[11:07] um, those surveys are very good at
[11:08] giving feedback to what in essence is
[11:10] that we're looking for. Um,
[11:14] another part here is storytelling. So
[11:16] residents really enjoy um the different
[11:20] events that we put on, the different
[11:22] parks and the different um programs that
[11:25] are available as well as the facilities.
[11:27] You know, we've heard it um countless
[11:28] times from different staff who say, "Oh,
[11:30] they loved it. You know, they really
[11:32] enjoyed this event or oh, they loved uh
[11:34] JCC the way it looks. Um it's very very
[11:38] um grandiose and we want to make sure
[11:41] we're getting those stories to the rest
[11:44] of the community. Um, and of course,
[11:47] last year is increasing attendance at
[11:49] events, programs, and volunteer
[11:50] opportunities. Um, those will come in
[11:52] handinhand with everything before that.
[11:55] Um, that's always a goal. We always want
[11:56] to try to make sure that we're trying to
[11:57] get as many residents out there as we
[11:59] can. Um, and pretty much to help out our
[12:03] community through volunteer
[12:04] opportunities. You know, Valerie, um,
[12:06] recreation manager, um, she has done a
[12:10] very phenomenal job with her volunteer,
[12:12] um, team, Rise Up team squad. um which
[12:16] teens can get their volunteer hours
[12:17] through. Something along those lines is
[12:20] very effective and we would like to see
[12:22] more of that happen. Um and lastly uh
[12:26] but not least is we want to strengthen
[12:29] the public image of JRP. So we want to
[12:32] make sure we're maintaining consistent
[12:34] branding and messaging across all
[12:36] communications. Uh we want to showcase
[12:39] the accomplishments and the community
[12:41] impact that we do. Um, and then we also
[12:43] want to ensure that AI assisted content
[12:45] aligns with JRPD's brand values and
[12:48] quality standards. We want to highlight
[12:50] parks and again success stories through
[12:53] photo and video. And then we also want
[12:55] to ensure that all public facing
[12:57] materials pretty much reflect JRPD's
[13:00] professionalism and values.
[13:04] Next slide.
[13:07] Questions. And then I put those photos
[13:09] up there because they're my personal
[13:10] some of my personal favorite photos that
[13:12] I really like.
[13:14] >> The one thing I just want to touch on
[13:15] » The one thing I just want to touch on
[13:15] before I know you guys have questions
[13:16] here. I kind of snickered when talked
[13:19] about the QR codes and everything at
[13:21] JMDC. That was something that we've been
[13:23] working really hard on to get C public
[13:25] input um with the QR codes there and
[13:28] that's where we came up with these
[13:29] expanded hours. That was one of the
[13:31] number one things that the people
[13:33] visiting JNBC wanted to see expanded
[13:35] hours. Last Friday night, we had our um
[13:38] ice cream social there. It was expand
[13:41] our expanded hours. Arguably the busiest
[13:44] day JMDC has ever had with the exception
[13:47] of some very large days of school field
[13:49] trips. We had a lot of people fill out
[13:51] the QR code surveys that night. The
[13:53] number one thing they asked for was
[13:54] expanded hours.
[13:55] >> Oh, how funny.
[13:57] » Oh, how funny.
[13:57] That's good. Oh,
[13:59] >> that ice cream. They wanted the ice
[14:00] » that ice cream. They wanted the ice
[14:00] cream.
[14:01] >> How many gallons was it? 30.
[14:03] » How many gallons was it? 30.
[14:03] >> 30 gallons of ice cream. Yeah.
[14:06] » 30 gallons of ice cream. Yeah.
[14:06] How many flavors? [laughter]
[14:11] » You have any questions for Miguel?
[14:13] >> No,
[14:13] » No,
[14:13] >> actually I was going to ask how the QR
[14:15] » actually I was going to ask how the QR
[14:15] responses were were being, you know,
[14:18] >> we still we're doing good and we're
[14:20] » we still we're doing good and we're
[14:20] still getting them in on a fairly
[14:22] regular basis.
[14:25] >> Very import.
[14:27] » Very import.
[14:27] >> Yeah, very good. Do we reach out to
[14:29] » Yeah, very good. Do we reach out to
[14:29] influencers?
[14:30] >> Um, so that's something that we have
[14:33] » Um, so that's something that we have
[14:33] been discussing. Um it is something that
[14:36] we are looking towards. Um when I
[14:39] attended the Capio conference which was
[14:41] for public information officials for
[14:43] California um one of the things they
[14:46] brought up was influencers
[14:48] um and the pros and cons of using them.
[14:52] This uh specific uh session it was a
[14:55] district attorney um so didn't really
[14:58] apply to us as much as the cons would.
[15:00] But in terms of reaching out to
[15:02] influencers, it's definitely something
[15:04] um I would like to see. Um but of
[15:06] course, it's something that I'd have to
[15:08] discuss with Colby and uh pretty much
[15:11] everyone else uh in terms of other
[15:13] departments and see if that's something
[15:15] they're comfortable doing.
[15:16] >> Right. Right. And then the other
[15:18] » Right. Right. And then the other
[15:18] question I had is um I know usually if
[15:21] you want to get something in the press
[15:22] enterprise there's a very specific
[15:24] person to reach out to um at the press
[15:27] enterprise to get in what they call
[15:28] community stories which is you've
[15:30] written the story you're providing a
[15:32] photograph or two they just have to
[15:35] print it
[15:36] >> and um I just want to make sure that
[15:37] » and um I just want to make sure that
[15:37] we're in contact with that person and
[15:40] >> I don't mean we need to get in something
[15:41] » I don't mean we need to get in something
[15:41] in there every week but
[15:43] >> right
[15:43] » right
[15:43] >> sure once a month at least.
[15:45] » sure once a month at least.
[15:45] >> Yeah. You never know. they love because
[15:47] » Yeah. You never know. they love because
[15:47] it's free stuff. You know, they love
[15:49] their
[15:50] >> but there's always this just this one
[15:51] » but there's always this just this one
[15:51] person and if you get in with that
[15:53] person then it's all good,
[15:55] >> right? Of course. Um that's definitely
[15:57] » right? Of course. Um that's definitely
[15:57] something we'll look into. Um I do know
[16:00] that the press enterprise has an events
[16:02] like a specific person for events in the
[16:04] Inland Empire. So that may very well be
[16:07] a good avenue of reaching out and seeing
[16:08] if we can get them down to a couple of
[16:10] our events.
[16:12] >> Yeah. Excuse me. has any of this already
[16:14] » Yeah. Excuse me. has any of this already
[16:14] started being
[16:17] like are you going to what is the first
[16:20] step that you're going to take into I
[16:22] know you already presented a lot of it
[16:24] >> what is the first one you're going to
[16:25] » what is the first one you're going to
[16:25] attack what is your
[16:27] >> so in essence the very first thing um I
[16:31] » so in essence the very first thing um I
[16:31] would like to um pretty much get I don't
[16:34] want to say get done but rather begin
[16:36] the process of going through is a
[16:38] marketing camp pretty much just allowing
[16:40] us to have a standard moving forward and
[16:42] go from
[16:44] pretty much seeing what the events that
[16:47] are happening um what the time frames
[16:49] are looking at and how to approach them
[16:52] best. Um so that would be in essence the
[16:55] first thing we would like to uh that I
[16:57] would personally like to start going
[16:58] towards. Um but in terms of other events
[17:01] that we've started going through um one
[17:03] of the big ones I would like to see and
[17:06] we kind of started doing it is
[17:08] potentially um doing a district report.
[17:12] Um I think Colobby has something a
[17:13] little bit later in in today's board
[17:15] meeting talking about how we can use
[17:17] that. Um but the district report would
[17:19] be something it's an annual report. It
[17:21] would be a calendar year report, not a
[17:23] fiscal year report. And in a sense it
[17:24] would boil down the numbers, the events
[17:27] and the v the variety of programs and
[17:30] pretty much the community that's come
[17:31] out to see it. And
[17:34] pretty much
[17:36] it's hard to describe but it's an annual
[17:38] report is is the best way I can put it
[17:39] right now. But it it would have all the
[17:42] information throughout the year. I don't
[17:44] know. I might have explained that one a
[17:45] little bit badly, but
[17:46] >> Oh, no. I understand. Thank you.
[17:48] » Oh, no. I understand. Thank you.
[17:48] >> So, as you said, Miguel's only been in
[17:49] » So, as you said, Miguel's only been in
[17:50] this role for we three at this point.
[17:52] >> Yeah.
[17:52] » Yeah.
[17:52] >> And really only probably week one and a
[17:54] » And really only probably week one and a
[17:54] half because of the transition. Um, his
[17:57] main thing right now has been finalizing
[17:59] the brochure and getting it. I think it
[18:01] went to print this afternoon.
[18:02] >> Yes.
[18:03] » Yes.
[18:03] >> So, that that'll be out in the next 10
[18:05] » So, that that'll be out in the next 10
[18:05] 12 days, I think. Um, like I said, we're
[18:08] working on the the events calendar be
[18:10] the big thing we're coming up with. I
[18:12] don't want to say that we have been
[18:13] reactive per se when it comes to our
[18:15] social media posts, but we want to be
[18:17] more proactive and getting out ahead of
[18:19] it so we know what's coming up so we can
[18:22] because our our season's coming, you
[18:24] know, we highs and lows and so he knows
[18:27] when it's he's going to have a slower
[18:28] period that he can maybe be working on.
[18:30] You know, staff right now is it's 105
[18:32] degrees last night right now. staff
[18:34] today was working on breakfast with
[18:36] Santa in December. You know, we are
[18:38] working planning that stuff out. He
[18:40] wants to get to where he has things in
[18:43] the queue ready to go. That that that's
[18:46] what our goal is to be working on.
[18:47] >> Which brochure? The fall book?
[18:49] » Which brochure? The fall book?
[18:49] >> The brochure? The fall brochure goes to
[18:51] » The brochure? The fall brochure goes to
[18:51] print and should be in the mail the
[18:52] first week of August,
[18:54] >> but it covers
[18:56] » but it covers
[18:56] >> September through December.
[18:57] » September through December.
[18:57] >> Okay.
[18:59] » Okay.
[18:59] >> That's right. We're doing three a year.
[19:00] » That's right. We're doing three a year.
[19:00] >> Yes. Any other questions? Yeah. Um, this
[19:04] » Yes. Any other questions? Yeah. Um, this
[19:04] more of a Kobe questions. Is it common
[19:06] practice for a parks district to have
[19:08] like a tab on our web page that says
[19:10] these are the partners we work with?
[19:15] That would
[19:17] >> quite understand what you mean by
[19:19] » quite understand what you mean by
[19:19] partners.
[19:20] >> Kind of just saying like, oh, these are
[19:22] » Kind of just saying like, oh, these are
[19:22] the people the groups who work with and
[19:24] the sponsors. maybe like a sponsorship
[19:26] page.
[19:29] I don't if that would give us like more
[19:30] hits on
[19:32] social media or if it would look more
[19:35] >> I think I understand what you're saying
[19:36] » I think I understand what you're saying
[19:36] there. Um
[19:38] I don't know if I've truly seen that. I
[19:39] understand what you're talking about.
[19:41] Um, you know, our goal is obviously to
[19:44] start looking at sponsorship
[19:45] opportunities
[19:47] and I think part of those packages
[19:50] depending on levels or events and stuff
[19:53] could include stuff like that to help
[19:55] drive people to our site. I I think
[19:57] that's something we can definitely
[19:58] explore.
[19:58] >> Absolutely.
[19:59] » Absolutely.
[19:59] >> And and look at if that's how it could
[20:02] » And and look at if that's how it could
[20:02] benefit us.
[20:03] >> Yeah.
[20:03] » Yeah.
[20:03] >> Yeah.
[20:04] » Yeah.
[20:04] >> Yeah. That's more along the lines of
[20:06] » Yeah. That's more along the lines of
[20:06] where I was.
[20:11] And one quick thing that doesn't pertain
[20:12] to this.
[20:13] >> I need my certificate for tomorrow.
[20:15] » I need my certificate for tomorrow.
[20:15] >> Yes, I have I have in my talk.
[20:17] » Yes, I have I have in my talk.
[20:17] >> Forget that or I'll bring it in right
[20:19] » Forget that or I'll bring it in right
[20:20] now. All right.
[20:22] >> Thank you.
[20:22] » Thank you.
[20:22] >> Thank you very much. I appreciate your
[20:23] » Thank you very much. I appreciate your
[20:23] time.
[20:24] >> Thank you for your work.
[20:27] » Thank you for your work.
[20:27] >> Thank you very much.
[20:43] Next presentation
[20:46] item one.
[20:48] >> The consent calendar first, Mr.
[20:49] » The consent calendar first, Mr.
[20:49] President.
[20:50] >> The consent calendar first.
[20:51] » The consent calendar first.
[20:51] >> Okay. Does anybody have any Well, first
[20:54] » Okay. Does anybody have any Well, first
[20:54] of all, there are no public comments.
[20:56] >> No, I've not received it.
[20:57] » No, I've not received it.
[20:57] >> Okay. Consent calendar. Does anybody
[20:59] » Okay. Consent calendar. Does anybody
[20:59] have an item want to pull the consent
[21:01] calendar?
[21:03] Hearing none. Be advised that item 4.6
[21:06] Six uh involves a resolution. So we have
[21:09] to do a roll call consent calendar. Can
[21:12] I get a motion to approve?
[21:14] >> I move the approval of the consent
[21:16] » I move the approval of the consent
[21:16] calendar.
[21:18] >> Okay. Roll call, please.
[21:21] » Okay. Roll call, please.
[21:21] >> Lisin,
[21:22] » Lisin,
[21:22] >> yes.
[21:23] » yes.
[21:23] >> Remia,
[21:25] » Remia,
[21:25] >> yes.
[21:26] » yes.
[21:26] >> Joe, I motion have the flooring.
[21:33] » Great. Let's move on to item uh 5.1
[21:39] that is a request for letter of support
[21:41] possible partnership with the tree
[21:42] keeper at the delay I know I didn't say
[21:45] that right at Glenn Avon Heritage Park
[21:47] >> you can close
[21:48] » you can close
[21:48] >> can you close
[21:50] » can you close
[21:50] >> I'd like to bring up Jose Gutierz from
[21:53] » I'd like to bring up Jose Gutierz from
[21:53] the tree people he has a presentation
[21:54] for us I closed it I'm g reopen it
[21:56] because it was
[22:03] Is that gonna we're gonna see if that
[22:05] works or not? If not, I'll click over
[22:06] for you.
[22:11] » All right.
[22:13] Just just nod or click click at me.
[22:16] How's that?
[22:19] >> Um good afternoon everybody. Uh thanks
[22:23] » Um good afternoon everybody. Uh thanks
[22:23] so much for the opportunity
[22:25] you've given uh me and you know my
[22:28] organization Tree People. I'm here with
[22:29] my colleague Marcos as well um to
[22:32] present to you all um the goal of the
[22:36] presentation today was to talk with you
[22:37] all about opportunities to potentially
[22:40] collaborate on upcoming grant
[22:43] opportunities and also one grant
[22:45] opportunity in particular that we're
[22:47] working on uh related to biodiversity
[22:51] um initially uh so we're going to talk
[22:53] about the biodiversity planning grant
[22:55] and the statewide parks program or prop
[22:58] four. Uh, next slide.
[23:02] >> Oops, that's not
[23:05] » Oops, that's not
[23:05] great. Great picture.
[23:06] >> Spoiler. Really
[23:08] » Spoiler. Really
[23:08] >> spoiler. Exactly.
[23:09] » spoiler. Exactly.
[23:09] >> You blew that one by.
[23:11] » You blew that one by.
[23:11] >> Uh, so to provide a bit of background
[23:14] » Uh, so to provide a bit of background
[23:14] on, you know, why we're here today. Uh
[23:17] we initially uh talked to Cole Reed and
[23:20] Jose through uh Mariel Lono from Puerto
[23:23] Elvay who has their uh who you know
[23:26] manages the community garden right at
[23:28] heritage park. Um initially uh Maria
[23:33] Lono was uh we were collaborating on
[23:36] submitting a potential project idea uh
[23:39] in partnership potentially with you all.
[23:42] Uh Maria unfortunately had to step back
[23:45] uh from the partnership. Uh she's just a
[23:47] little preoccupied right now with her
[23:49] work. Um however, we did want to present
[23:52] these opportunities to you all in case
[23:53] there might be other potential partners
[23:55] or project ideas that you all might have
[23:58] that could really benefit from this
[23:59] grand opportunity.
[24:01] Uh so starting with the biodiversity
[24:03] planning grant. Um this is a planning
[24:06] guide that we're currently working on in
[24:08] partnership with the wildlife
[24:09] conservation board who is the funer um
[24:12] and the resources legacy fund who's
[24:14] administering the funds for the wildlife
[24:16] conservation board. We were brought on
[24:18] as uh community engagement experts uh to
[24:22] be able to uh reach out to community
[24:25] organizations in co San Bernardino and
[24:27] Riverside County. Uh to get a sense of
[24:31] whether there's interest uh in
[24:33] submitting a project idea for this
[24:35] grant. Uh the goal of the biodiversity
[24:38] grant is to fund a project that helps
[24:41] support uh biodiversity.
[24:44] Um you know conserving wildlife
[24:47] um conserving open space as it relates
[24:49] right to wildlife habitat. Um we're
[24:53] specifically targeting urban communities
[24:54] as well. Uh we're trying to find sort of
[24:57] that space where we can support both uh
[25:00] biodiversity and also access as well for
[25:03] for for residents.
[25:07] Um the goal is to find one project for
[25:09] county one in Riverside Sanino.
[25:12] Um for this grant uh leadership coming
[25:15] from the community- based organization
[25:17] or the tribal group is going to be key
[25:20] as they would be the ones who would be
[25:21] awarded the grant and would be asked to
[25:23] manage the grant as well in the planning
[25:25] process for it. Uh tree people in this
[25:28] aspect would work as a technical
[25:30] assistance provider for that grant and
[25:32] support where needed.
[25:35] Um the main method that we're using
[25:37] right now to collect project ideas is
[25:39] through a questionnaire
[25:41] um that is in this uh presentation that
[25:44] we'll make sure to share with you all.
[25:46] Um next slide
[25:52] blowing it
[25:53] >> down cold stand
[25:55] » down cold stand
[25:55] >> now it's
[25:57] » now it's
[25:57] >> here we go.
[26:01] » here we go.
[26:01] Uh so providing a to provide a bit of
[26:04] project uh or description of of the
[26:07] grant uh and the projects that are
[26:10] eligible. Projects can really vary in
[26:12] scale. Um we've heard community
[26:15] organizations uh submit talk about
[26:17] project ideas that are as small as like
[26:19] 10 acres in size and some that have
[26:21] talked about, you know, 400 acres in
[26:23] size. uh here in Bolts counties. Um
[26:28] funds can also be used to support
[26:29] existing planning efforts if you all are
[26:31] already working on an existing planning
[26:34] project. Um this this grant can support
[26:38] that so long as there's still sort of
[26:39] space where the resources legacy fund
[26:42] entry people can still support with the
[26:44] visioning process right for this uh for
[26:46] this grant. Uh multiple projects can be
[26:51] submitted through the questionnaire.
[26:54] um organization that do submit a project
[26:57] idea, they must have a nonprofit status
[26:59] or have a fiscal sponsor. Uh that's why
[27:01] I brought up earlier, right? If you know
[27:03] of any partners uh or groups that could
[27:06] benefit from this work that might be a
[27:08] potential collaboration, right, between
[27:10] Jerupa area district and that nonprofit
[27:13] or organization. Thanks.
[27:16] >> Got it.
[27:17] » Got it.
[27:17] >> Uh the work we're doing now is a direct
[27:20] » Uh the work we're doing now is a direct
[27:20] followup to some uh research that we did
[27:23] on open space access and climate
[27:25] resilience a few years ago. Uh we did
[27:28] this research in partnership with the
[27:29] resources legacy fund uh and John
[27:32] Christensen, a researcher from the from
[27:34] UCLA.
[27:36] Um, at the time what we found was we
[27:39] were able to identify different areas
[27:41] across San Frernardino and Riverside
[27:43] County that had the greatest need for
[27:45] climate resilience, nature-based
[27:47] infrastructure.
[27:49] Um, and through this research is how we
[27:50] got research is how we got to here now.
[27:53] Uh, we were able to provide a planning
[27:55] grant to be able to fund some of these
[27:57] projects uh in these areas. Next slide.
[28:04] So uh as I mentioned earlier, the
[28:07] organization that is awarded this grant
[28:10] uh would really play the key role in
[28:12] carrying out the planning work. Uh some
[28:14] of the uh responsibilities that they'll
[28:16] have would be of course to identify a a
[28:19] proposed candidate site to the uh
[28:20] resources legacy fund. Um project ideas
[28:24] can come from a myriad of places. Uh
[28:27] some folks have existing research that
[28:29] they're relying on biodiversity.
[28:31] Uh some are relying on community
[28:33] feedback uh because they're membership
[28:35] based organizations.
[28:37] Uh and like I mentioned, the
[28:38] organization would lead the planning
[28:40] process which could include activities
[28:42] such as outreach
[28:44] uh uh filling out the grant application
[28:48] process for future implementation
[28:49] funding. Um and uh different
[28:52] environmental testing is related to the
[28:54] to the to the project. Next.
[28:59] Now, treat people's uh technical
[29:02] support. Uh we can provide a variety as
[29:04] well of uh of of
[29:07] support uh in different tasks. These are
[29:10] just some of the highlights. Uh those
[29:12] tasks could include support the
[29:14] community engagement efforts for this
[29:15] project. Uh concept design development.
[29:19] we can support uh uh we can support with
[29:23] land lease negotiations, land
[29:24] acquisition
[29:26] um and then we can and then the support
[29:28] we really can provide as well as to
[29:30] develop that relationship between the
[29:31] resources legacy fund and selected
[29:33] organizations.
[29:39] So right now what we're doing is we're
[29:41] essentially just doing a preliminary
[29:43] assessment of interest trying to hear
[29:45] from organizations about their project
[29:47] ideas about their potential partners,
[29:49] right? Uh and so we're capturing that
[29:52] information through a questionnaire that
[29:54] we've prepared that we'll make sure to
[29:55] share with you all. Um it helps us
[29:58] understand where organizations are at
[30:00] the moment in terms of their capacity.
[30:02] Um and it's also a space to provide
[30:04] project ideas. uh regardless of whether
[30:07] a project gets selected or not, each
[30:09] project that's submitted and recorded uh
[30:12] is going to be uh you know placed on a
[30:14] map and a list that that organization
[30:17] and resources legacy fun can then follow
[30:19] up on to see if there's an opportunity
[30:21] to partner in the future for other uh
[30:23] planning projects.
[30:29] Uh so after the questionnaire closes um
[30:34] tree people and resources legacy fund
[30:36] are going to work on assessing these
[30:38] project ideas that are submitted. Um and
[30:41] we're using primarily um we're using a
[30:44] tool called the per square mile tool
[30:46] that was developed by uh John
[30:47] Christensen the researcher from UCLA and
[30:49] his team uh that helps us assess
[30:52] different factors as it relates to uh
[30:55] you know enhancing biodiversity and
[30:57] creating access uh for communities that
[31:00] may not have access to open space. And
[31:02] so this tool uh does a really good job
[31:05] of capturing uh you know where are the
[31:07] spaces that are environmentally
[31:09] burdened, where is their biodiversity
[31:11] potential, what are the social
[31:13] conditions of these sites uh and where
[31:16] is there a need to support you know
[31:18] healthy human health.
[31:23] So the next steps in the work that we're
[31:25] doing um we're uh having uh once we talk
[31:30] to organizations we share the
[31:31] questionnaire which they're able to
[31:32] fill. The deadline for the questionnaire
[31:35] we have right now is July 31st. That's
[31:37] more of an internal deadline for us uh
[31:39] to be able to just sort of you know see
[31:41] what has come in right now and start an
[31:43] initial assessment. Um I understand that
[31:46] if you know uh if the if the district is
[31:49] interested in the in the grant and is
[31:51] interested in finding a partner that uh
[31:53] you all can of course have a little more
[31:55] time to uh you know do that research and
[31:58] come up with some uh great projects.
[32:01] Uh once we uh sort of close the
[32:03] assessment phase, uh tree people will
[32:06] work with RLF to identify candidate
[32:08] sites and candidate organizations that
[32:11] will then be invited by the RLF to
[32:13] submit a proposal for the plan grant.
[32:20] The other opportunity we wanted to share
[32:22] for a potential collaboration uh is
[32:25] around uh Prop 4 uh through the
[32:28] statewide parks program. Uh this parks
[32:31] program is really uh it's it's really a
[32:34] co it's a coveted uh grant that can
[32:37] support uh the creation of new parks,
[32:40] the renovation of existing parks um and
[32:42] the expansion as well of existing parks.
[32:45] Uh in terms of the grant funds uh
[32:48] statewide the allocation is 188.5
[32:51] million. Uh the award uh range uh is
[32:55] between 200 and 8.5 million. Uh, as I
[32:59] understand, there's also no matching
[33:00] funds required for this. The guidelines
[33:03] are still sort of being uh developed.
[33:05] They're going to be finalized soon. So,
[33:06] we'll learn a little bit more about all
[33:08] of these details uh soon.
[33:11] Um, community engagement. Uh, but you
[33:15] know, uh, once the gu guidelines are
[33:18] open, um, in the fall is when a lot of
[33:21] the, you know, heavy lifting for those
[33:23] that do apply needs to happen. Uh that
[33:26] would include doing robust community
[33:28] engagement, filling out the grant
[33:29] application and then submitting of
[33:31] course a high level concept design uh as
[33:35] part of the grant application.
[33:37] Partners, let me just finish with the
[33:40] little part right here. Uh so
[33:41] partnerships uh godamn partnerships
[33:45] really help a grant application stand
[33:47] out. Uh that's something very key to
[33:50] keep in mind for this uh Prop 4 grant.
[33:52] Um and we initially proposed this as
[33:55] well because of those conversations we
[33:56] were having with Maria Lono at Werta and
[33:59] Co about you know what what could what
[34:02] could happen how can we collaborate
[34:04] around Glen Heritage Park and supporting
[34:06] as well Maria Lon's projects
[34:10] uh so the criteria that's used to select
[34:14] projects uh it's uh it's pretty
[34:18] extensive uh and it includes uh you know
[34:22] what the state looks for includes you
[34:25] know is this project located in an area
[34:27] that has a critical lack of park space
[34:30] uh is it an area where there's climate
[34:32] vulnerable populations as I understand
[34:35] that's one of the main focuses right now
[34:36] of this uh grant application to be able
[34:39] to support projects in that that are in
[34:41] need of climate resilience uh or or
[34:44] communities in need of climate resilient
[34:46] projects. Um, will it provide employment
[34:50] volunteer opportunities?
[34:52] Uh, is the project environmentally
[34:54] sound? Um, and what are the community
[34:57] challenges, project benefits? Um, and is
[34:59] the project ready right for for for a
[35:02] grant size?
[35:09] Eligible cost under this uh the prop for
[35:12] straight wave funding. Uh it includes
[35:15] site prep, grading, demolition,
[35:18] uh foundation work, purchase and install
[35:21] of permanent equipment, construction
[35:23] supplies and materials. Um and just to
[35:26] sort of uh summarize this uh this grant
[35:29] can be used both for planning purposes
[35:31] and also for implementation.
[35:34] Um and so and it includes you know sort
[35:37] of these eligible costs as well. Uh next
[35:41] uh one thing to keep in mind some of the
[35:43] ineligible costs uh which we've
[35:45] highlighted here uh include food and
[35:48] beverages
[35:50] uh for the meetings for the work uh
[35:52] operations and maintenance is not funded
[35:54] under this uh grant uh along with
[35:58] movable recreation features and support
[36:00] amenities. uh the main tool and this
[36:03] this little uh snippet right here on
[36:05] disadvantaged communities uh tool. It's
[36:08] a tool that the state uses to identify
[36:11] you know what is the what is the
[36:13] situation right around the area where uh
[36:16] project is being uh proposed. Uh the key
[36:20] uh the key items that this tool uh looks
[36:23] at uh is uh seeing whether the project
[36:27] is in a site that has less than 3 acres
[36:28] of parkland per 10,000 residents in the
[36:30] area. Uh what is the median household
[36:34] income of the area? And then also is the
[36:37] project in an area where there might be
[36:39] climate vulnerabilities as well.
[36:42] And that's that's our presentation for
[36:45] today.
[36:47] you questions.
[36:50] >> Yeah. I wanted to understand u when you
[36:52] » Yeah. I wanted to understand u when you
[36:52] were talking about biodiversity and that
[36:54] what was the thought of the Glennavon
[36:56] heritage that that brought biodiversity
[36:59] to Glennon heritage?
[37:01] >> Um when we had conversations with we
[37:06] » Um when we had conversations with we
[37:06] were talking about
[37:08] um how the site itself just just beyond
[37:12] even uh it's really sitting sort of on a
[37:15] foothill right.
[37:16] Um and uh she's mention she mentioned
[37:20] her colleagues mentioned that they're
[37:21] always seeing wildlife there.
[37:23] >> Oh yeah, I'm sure.
[37:24] » Oh yeah, I'm sure.
[37:24] >> Um whether it be birds, mammals,
[37:27] » Um whether it be birds, mammals,
[37:27] everything. Um and so that's why we
[37:30] invited Maria Lono and her team to
[37:33] consider right the planning grant
[37:34] whether they might be uh might have an
[37:37] idea for a potential project that
[37:40] supports biodiversity within Werta or
[37:42] eventually within sort of Glenn One
[37:44] Heritage Park as well. Once we engage
[37:46] Colby and Piluis in the conversation.
[37:49] >> Okay. I was just trying to understand
[37:50] » Okay. I was just trying to understand
[37:50] what it meant by supporting
[37:52] biodiversity. I mean what
[37:55] [clears throat]
[37:55] >> uh that could be uh that could be sort
[37:58] » uh that could be uh that could be sort
[37:58] of maybe creating like restor a
[38:00] restoration project.
[38:02] >> Uh right if you do if if we conduct
[38:05] » Uh right if you do if if we conduct
[38:05] research with finding you know what are
[38:06] the native plants that have existed in
[38:08] this space right now that's at the
[38:10] moment you know full of weeds. Yeah. So,
[38:12] what I took from our conversation was
[38:13] taking the undeveloped portion of the
[38:15] park basically that Wera is currently
[38:18] utilizing,
[38:19] >> they're only using a small portion of
[38:21] » they're only using a small portion of
[38:21] the entire property and putting in um
[38:25] plant material and
[38:27] >> um improving that area to make it more
[38:30] » um improving that area to make it more
[38:30] accessible
[38:31] >> for the public as well,
[38:33] » for the public as well,
[38:33] >> as well as turf reduction um being
[38:37] » as well as turf reduction um being
[38:37] replaced with native plants to attract
[38:38] native pollinators.
[38:40] Okay.
[38:43] >> Okay. And then um are we doing I'm sorry
[38:46] » Okay. And then um are we doing I'm sorry
[38:46] this question is uh that prop 4 are we
[38:50] do we already have something?
[38:52] >> We are looking we are looking at
[38:53] » We are looking we are looking at
[38:53] submitting um we're waiting for the
[38:55] final guidelines to be uh all comments
[38:57] on prop 4 were due June like 27th I want
[39:00] to say.
[39:00] >> We're waiting for the final draft guide
[39:03] » We're waiting for the final draft guide
[39:03] to come out. Um the state website still
[39:06] says uh applications will be due in the
[39:08] fall. I find that very highly unlikely.
[39:12] It'll most likely, my guess is, is going
[39:13] to be early 27. I think everybody's kind
[39:16] of agreeing on that aspect there. Um
[39:20] the the last three bullet points there,
[39:24] um the disadvantaged community tools is
[39:26] really what you're going to need to
[39:27] qualify and you need to either be a
[39:30] ratio of less than three acres per
[39:31] thousand or under the 80% mark of the
[39:35] median household income, which is
[39:36] $77,000.
[39:39] um is what the proposed number was at in
[39:42] the draft guideline which will most
[39:44] likely stay and then for the most part
[39:47] everybody in California is going to fall
[39:49] under the proximity to climate
[39:51] vulnerability either high-risisk fire or
[39:53] drought.
[39:55] >> So there's like one square mile probably
[39:57] » So there's like one square mile probably
[39:57] in the state that doesn't qualify for
[39:58] that is my guess. Um so really comes
[40:01] down to those first two prior priorities
[40:03] and how how you're going to qualify. is
[40:05] our park in Parkland in Marila.
[40:08] >> 58th Street qualifies under the park
[40:11] » 58th Street qualifies under the park
[40:11] ratio
[40:13] um because it's zero.
[40:15] >> Oh, okay.
[40:16] » Oh, okay.
[40:16] >> Yeah. The house the median household
[40:17] » Yeah. The house the median household
[40:17] income there is about 88,000. Doesn't
[40:19] qualify under that. Glenn, I I ran Glenn
[40:22] A1 Heritage today. It's 25 acres per
[40:24] thousand because it's within a half mile
[40:26] radius. Uh it touches Shayor, Abigail,
[40:30] and Discovery Center.
[40:33] How can Avalon?
[40:35] >> Avalon.
[40:38] Avalon be an interesting one. I haven't
[40:41] run those numbers. Avalon may not have
[40:42] the population density. They're going to
[40:44] have the acreage shortage, but they may
[40:46] not have the population density because
[40:48] of the industrial that's around it is
[40:50] going to be the challenge there. A uh
[40:52] Memorial Park doesn't doesn't
[40:54] necessarily qualify. Um the only two
[40:57] areas in the within the district that
[41:00] tend to qualify on the median household
[41:02] income is going to be Rubido
[41:05] >> and Miraloma north of Ruper Road
[41:09] » and Miraloma north of Ruper Road
[41:09] >> with Avalon with all the new homes
[41:11] » with Avalon with all the new homes
[41:11] they're building. Will that change that?
[41:14] >> I still don't think that half mile
[41:15] » I still don't think that half mile
[41:15] radius falls into the play because
[41:18] they're not close enough.
[41:20] >> Um they're they're almost a mile away.
[41:21] » Um they're they're almost a mile away.
[41:22] It's a lot further than than I think
[41:23] you'd realize. We we have that nice big
[41:26] buffer around the park of all that
[41:27] industrial area. There is there are some
[41:29] houses, but I think because of it are
[41:31] >> they're building a lot of homes up
[41:33] » they're building a lot of homes up
[41:33] around that area.
[41:34] >> Yeah. Yeah. But I don't think they're
[41:35] » Yeah. Yeah. But I don't think they're
[41:35] far enough away. Um it's going to be
[41:37] very unique how this grant comes out.
[41:40] They're really trying to fine-tune it
[41:43] because it is so competitive. All that
[41:45] stuff that they run off of Pop 68. Um
[41:48] you know, there's $188 million available
[41:50] in the first round. Um and my my guess
[41:54] is they receive over a billion dollars
[41:56] in requests.
[41:58] >> So sure.
[41:58] » So sure.
[41:58] >> So um the other one you were talking
[42:00] » So um the other one you were talking
[42:00] about the resiliency one that you would
[42:03] originally wanted to partner with um
[42:05] divine is that just this year this one
[42:07] time thing or is that a
[42:09] >> going to be an ongoing?
[42:11] » going to be an ongoing?
[42:11] >> Yeah. So
[42:14] » Yeah. So
[42:14] um this pro this uh grant opportunity is
[42:17] pretty unique in the sense that uh if if
[42:21] you all are familiar with the wildlife
[42:23] conservation board they tend to fund
[42:25] projects that are very large in size out
[42:28] in the deserts out in the mountains.
[42:31] It's it's uncommon and rare for them to
[42:34] be able to to say, "Okay, we want to
[42:36] fund projects
[42:38] >> in a more urbanized."
[42:39] » in a more urbanized."
[42:39] >> This this is a shot that we're and my
[42:41] » This this is a shot that we're and my
[42:41] name is Marcos Trinidad. I'm saying a
[42:43] colleague um this is a shot at this pot
[42:47] of funding that we want to be able to
[42:49] make sure we get we get right. We have
[42:52] an opportunity uh within the Inland
[42:55] Empire to to elevate some projects that
[42:57] would would be really competitive. this
[43:00] is happening in Los Angeles and San
[43:02] Diego as well. Those projects are
[43:05] already up and running and they're
[43:06] they're working on um RLF did not have
[43:10] the com uh just the the connection uh to
[43:14] be able to to elevate project as quickly
[43:16] as they do in those areas. So, with our
[43:20] relationship with with the various
[43:22] cities that we've been partnering with
[43:24] in in the Inland Empire, they reached
[43:26] out to us because we're we're familiar
[43:28] uh one with them, but also with the
[43:31] layout and we've been doing this this
[43:32] research in in the area. So, if you're
[43:35] not too familiar with what Tree People
[43:38] does just as a whole, like we we do
[43:40] urban forestry, conservation work,
[43:43] environmental education, all of these
[43:45] things. And what I'm, you know, full
[43:47] transparency trying to do. I live in the
[43:49] Inland Empire. I'm trying to get as much
[43:52] of the the opportunities available to
[43:55] our neighborhoods as possible. And this
[43:58] was an area we we were able to really
[44:00] identify and say, hey, there's there's
[44:02] opportunity here. We have that community
[44:05] engagement element because that is what
[44:08] got treat people to where we are in
[44:10] terms of that volunteer engagement. So
[44:13] this opportunity to actually access
[44:15] these funds, we don't know if it's going
[44:18] to happen again. We don't know if it
[44:20] will be like, "Wow, you really showed us
[44:23] that the conservation and urban overlap
[44:26] is really important." Or on the flip
[44:28] side, they say, "Hey, see, we told you
[44:32] it doesn't work. We need to go out and
[44:33] do these hundreds of thousands of
[44:35] acres." So that's where where we don't
[44:38] we just don't know if if it's going to
[44:40] be open in the same way. Because to me
[44:42] the this opportunity with this
[44:45] particular grant to me fits better with
[44:48] um Herupa Mountains Discovery Center
[44:50] than it does at um Glenn Heritage
[44:53] because we're kind of already in a
[44:56] >> Yeah. I mean,
[44:57] » Yeah. I mean,
[44:57] >> you know what I mean?
[44:58] » you know what I mean?
[44:58] >> The initial thought was because we were
[45:00] » The initial thought was because we were
[45:00] going to partner with VA,
[45:02] >> but I mean pivoting isn't a bad idea
[45:05] » but I mean pivoting isn't a bad idea
[45:05] either.
[45:06] >> Yeah. So one one of the caveats too on
[45:08] » Yeah. So one one of the caveats too on
[45:08] the grant was the greenhouse gas
[45:10] reduction. So obviously if we're near
[45:14] industrial areas that's a way we can
[45:17] justify it, you know adjacent to that
[45:20] idea as well.
[45:21] >> Definitely. And and we do partner with
[45:22] » Definitely. And and we do partner with
[45:22] the center. We have ed education uh
[45:25] educational groups that go out to the
[45:26] center uh that we're pulling from San
[45:29] Bernardino and all over the area. So we
[45:31] are open to looking at what the most
[45:34] competitive uh process will be and and
[45:37] in the case that we cannot find uh a CBO
[45:42] like Harupa, we are willing to to step
[45:47] into that role of of
[45:51] uh you know being the one that will put
[45:53] the the proposal together to to elevate
[45:55] this through. Our first goal was was to
[45:59] try to elevate local community uh that
[46:02] that are doing this work. And Guvetai
[46:04] has been a friend to us ever since we we
[46:09] you know started in the Inland Empire
[46:11] years ago when we were doing tree
[46:13] planting out in in Riverside.
[46:16] >> Yeah. And I don't have an issue doing
[46:18] » Yeah. And I don't have an issue doing
[46:18] something there if um they had remained
[46:20] a partner. But since they haven't to me
[46:22] um Herupa Mountains Discovery Center, I
[46:24] mean the same animals you're seeing at
[46:25] Horton at Dan Heritage you're going to
[46:27] be seeing at Herupa Mountains Discovery
[46:29] Center. The difference is there's more
[46:30] land at Huba Mountains Discovery Center
[46:33] and um also more
[46:36] opportunity to put whatever project we
[46:38] did in front of people because we have
[46:40] all the school children that come there.
[46:41] We have the public that comes talking.
[46:44] >> There would be a different narrative
[46:45] » There would be a different narrative
[46:45] that we would tie to that. The land is
[46:48] also adjacent to uh Inland Empire
[46:50] Conservation District's land,
[46:52] >> right?
[46:53] » right?
[46:53] >> So,
[46:53] » So,
[46:53] >> which is a partner.
[46:55] » which is a partner.
[46:55] >> Yeah. So, we if it's the more the
[46:57] » Yeah. So, we if it's the more the
[46:57] marrier that gives us a better chance,
[47:00] then maybe there's potential that
[47:02] >> and we do own another 150 acres on top
[47:04] » and we do own another 150 acres on top
[47:04] of the mountain
[47:07] landlocked.
[47:07] >> Yeah.
[47:08] » Yeah.
[47:08] >> But there is a
[47:11] » But there is a
[47:11] potential path to it.
[47:12] >> No. Right. Remember we talked about
[47:14] » No. Right. Remember we talked about
[47:14] connectivity as well. add something
[47:16] springboard to the
[47:17] >> I could be really competitive in sense
[47:19] » I could be really competitive in sense
[47:19] of of access of you know there's trails
[47:22] and
[47:22] >> yeah if we could make a connection
[47:24] » yeah if we could make a connection
[47:24] between the her mounts Discovery Center
[47:25] and the landly on the top of the hill
[47:27] wow wouldn't that be great but right now
[47:29] it's let's go trespassing
[47:34] >> yeah so uh on Monday evening when I I
[47:36] » yeah so uh on Monday evening when I I
[47:36] when I uh we had our conversation and
[47:38] you let me know that we're going to be
[47:39] backing out at this point and reached
[47:41] out to Mr. Odinz and um started a little
[47:44] brainstorming myself and and the only
[47:46] two opportunities I thought of was
[47:48] through my discovery center obviously
[47:49] and the other one that came to mind was
[47:51] horseshoe lake
[47:52] >> kind of the only two properties we had
[47:54] » kind of the only two properties we had
[47:54] that would lend to something along these
[47:56] these lines.
[47:57] >> Wouldn't Horseshoe Lake align more with
[47:59] » Wouldn't Horseshoe Lake align more with
[47:59] Prop 68?
[48:01] >> Prop 68 is done
[48:03] » Prop 68 is done
[48:03] >> at this point. Um, prop 4 has a lot of
[48:06] » at this point. Um, prop 4 has a lot of
[48:06] the same
[48:08] >> just because it it
[48:09] » just because it it
[48:09] >> I was looking I look at the biodiversity
[48:10] » I was looking I look at the biodiversity
[48:10] opport
[48:14] being justifi just as a um
[48:18] >> water yeah
[48:20] » water yeah
[48:20] >> water.
[48:20] » water.
[48:20] >> Yeah, exactly. So it's it's
[48:23] » Yeah, exactly. So it's it's
[48:23] you know we don't have to decide
[48:24] something tonight but if this is
[48:26] something the board would like us to to
[48:28] expand we can have some discussions but
[48:30] you know said we are we are coming up on
[48:33] deadlines for applications you know we
[48:35] can't keep the the can down the road too
[48:36] far. Yeah, we have all that kind of open
[48:39] area that we have around the mountains
[48:41] of I mean not horseshoes lake now. We
[48:43] left it kind of natural dirt.
[48:47] Well, we can call that natural,
[48:49] >> but it would certainly be an opportunity
[48:50] » but it would certainly be an opportunity
[48:50] for [laughter]
[48:52] >> it certainly would be an opportunity for
[48:54] » it certainly would be an opportunity for
[48:54] adding
[48:57] » what what we want to offer as as an
[48:59] organization and and and as folks that
[49:02] that you know invest in the community is
[49:05] >> you asked is this going to be open again
[49:08] » you asked is this going to be open again
[49:08] we don't know if that opportunity is
[49:09] going to be open but what we are
[49:11] offering as an organization is that we
[49:13] would love to continue to build
[49:16] opportunities that that we can partner
[49:18] with. So, for whatever reason this
[49:20] doesn't doesn't work, we're unable to do
[49:23] it,
[49:24] >> we are happy to continue to look for
[49:26] » we are happy to continue to look for
[49:26] additional opportunities and and and
[49:28] find something that that fits. We have a
[49:30] great grants team that, you know, we're
[49:33] kind of like a one-stop shop in in the
[49:35] sense that we're we're we have the
[49:37] capacity to to to do the footwork, to
[49:39] explore opportunities, and what we want
[49:42] to do is build partnerships so we can
[49:44] connect those. So yeah, if if the
[49:47] interest is there, we're we're more than
[49:48] willing to look look at all all sorts of
[49:50] ways we can we can help out.
[49:53] >> Yeah. I don't know if you're aware, but
[49:54] » Yeah. I don't know if you're aware, but
[49:54] we've created our own nonprofit
[49:55] foundation as well.
[49:56] >> Okay, great. We Yeah, we'd love to
[49:58] » Okay, great. We Yeah, we'd love to
[49:58] partner.
[50:00] >> Yeah. So,
[50:03] » Yeah. So,
[50:03] I mean, I don't it doesn't matter to me.
[50:04] I mean, if something worked out uh J&DC,
[50:07] great. If something worked out for you,
[50:09] great. If something worked out anywhere,
[50:11] that would be fine. I think we can maybe
[50:13] as we get into the application for 58th
[50:17] Street uh potentially treat tree treat
[50:19] people would like to be a partnership on
[50:20] that which is a property we acquired
[50:22] about what year and a half ago in the
[50:25] mir area uh basically 58th in
[50:28] serendipity I don't know where you know
[50:29] the okay
[50:30] >> uh the area here it's a 5acre parcel in
[50:32] » uh the area here it's a 5acre parcel in
[50:32] area with zero parkland um fairly
[50:37] heavily populated
[50:40] um you know we're be going after sub
[50:43] urban greening points within the grant
[50:46] application and trees are definitely a
[50:48] part of that. Um it's going to score
[50:51] better than Glenn Avon Heritage. You
[50:53] know, just looking at the the factf
[50:54] finder,
[50:55] >> you know, basically portion lakes or
[50:57] » you know, basically portion lakes or
[50:57] Glenn Avon Heritage isn't going to
[50:59] qualify
[51:00] >> unfortunately. Um, there was another
[51:03] » unfortunately. Um, there was another
[51:03] grant we were looking at that we were
[51:05] going to go after this past year, this
[51:07] this upcoming year for uh basically
[51:09] backup generators for our community
[51:12] centers,
[51:13] >> which was through the extreme heat um
[51:15] » which was through the extreme heat um
[51:16] grant.
[51:17] >> And when that procedure
[51:20] » And when that procedure
[51:20] got all it public comments and came
[51:22] back, those were no longer the focus of
[51:25] that. and now it's for developing
[51:27] basically community urban green uh
[51:30] master plans. Um so there may be
[51:34] something along those lines that we can
[51:36] start developing too that will help set
[51:39] us up for future grant applications. So
[51:43] >> and also just as as you had mentioned
[51:45] » and also just as as you had mentioned
[51:45] the nonprofit I wasn't aware what what's
[51:47] the name of the non nonprofit?
[51:49] >> The group area parks foundation.
[51:51] » The group area parks foundation.
[51:51] because that could possibly even be the
[51:54] nonprofit partner.
[51:55] >> Correct. And that's one of the reasons
[51:56] » Correct. And that's one of the reasons
[51:56] we for that exact reason.
[51:58] >> There's plenty of grants that we can't
[51:59] » There's plenty of grants that we can't
[51:59] get as a governmental entity, but our
[52:01] nonprofit
[52:02] >> that you're friends of can
[52:03] » that you're friends of can
[52:03] >> are friends of. Exactly. And one one of
[52:05] » are friends of. Exactly. And one one of
[52:05] the things that you guys have seen the
[52:07] big push through Prop 68, Prop 4 is they
[52:09] want that nonprofit.
[52:10] >> Sure.
[52:11] » Sure.
[52:11] >> Yeah.
[52:15] I think the guidance I'm hearing is see
[52:17] what we can
[52:19] discussions of
[52:20] >> since time is of the essence. Um should
[52:23] » since time is of the essence. Um should
[52:23] I just keep taking points and that way
[52:25] we don't have to create a committee or
[52:28] we just bring information back to
[52:30] >> Yeah, that's
[52:32] » Yeah, that's
[52:32] two of us and we get something.
[52:34] >> Yeah, I mean I
[52:35] » Yeah, I mean I
[52:35] >> So I'll reach out and see if we can set
[52:36] » So I'll reach out and see if we can set
[52:36] up a meeting in the next week or so.
[52:38] >> Yeah,
[52:39] » Yeah,
[52:39] >> we're in agreement.
[52:40] » we're in agreement.
[52:40] >> Yeah. go forward do
[52:42] » Yeah. go forward do
[52:42] >> see we come up with
[52:43] » see we come up with
[52:43] >> see where we qualify from
[52:45] » see where we qualify from
[52:45] >> yeah there's no motion just
[52:47] » yeah there's no motion just
[52:47] >> I was going to say there was a motion
[52:49] » I was going to say there was a motion
[52:49] here on
[52:50] >> but that was basically withdrawn
[52:52] » but that was basically withdrawn
[52:52] >> that had to do with where today via
[52:57] » thank you guys
[52:58] >> thank you very much
[53:01] » thank you very much
[53:01] >> appreciate it guys thank you
[53:03] » appreciate it guys thank you
[53:03] >> good night
[53:04] » good night
[53:04] >> you too
[53:06] » you too
[53:06] >> okay on to item item 52
[53:09] » okay on to item item 52
[53:09] which is the acceptance of Rockrose
[53:11] Green Belt, Mr.
[53:13] >> Yes. Uh this is um Rock Rose Green Belt
[53:17] » Yes. Uh this is um Rock Rose Green Belt
[53:17] is as we've effectively called it's not
[53:19] not really a park. It's not a park. Um
[53:23] it is part of the Rock Rose and Bay
[53:26] Place
[53:27] development there along Clay Street. Uh
[53:30] north of I guess it's north of Van
[53:32] Beern. Um was the old cement pipe
[53:36] factory. um
[53:37] >> between Clay and Van here.
[53:38] » between Clay and Van here.
[53:38] >> Between Clay and Yeah. Yeah. behind the
[53:40] » Between Clay and Yeah. Yeah. behind the
[53:40] old Albertson's. It's It's an odd big
[53:44] property there. Um part of that was a
[53:47] green belt with a trail a walking trail
[53:49] on it.
[53:50] >> Yeah, there are some photos.
[53:52] » Yeah, there are some photos.
[53:52] >> I' I've got some pictures of it and I
[53:54] » I' I've got some pictures of it and I
[53:54] can mapped in the
[53:56] >> Is that the part that burned?
[53:58] » Is that the part that burned?
[53:58] >> Yes. So, it's this green belt right
[54:00] » Yes. So, it's this green belt right
[54:00] here.
[54:02] >> It is It is a good size. That's about
[54:04] » It is It is a good size. That's about
[54:04] eight acres. And really what this the
[54:06] the purpose of this is just for the
[54:08] board to accept it um as part of our
[54:11] government accounting standards board's
[54:12] recommendations. Um and this will go
[54:15] into our uh overall audit and our you
[54:19] know impacts our net position
[54:21] ultimately. Um
[54:23] >> show us the map above it.
[54:26] » show us the map above it.
[54:26] Okay. I just want to be sure I
[54:28] understand.
[54:28] >> So I'm not it's not this.
[54:31] » So I'm not it's not this.
[54:31] >> Okay.
[54:31] » Okay.
[54:31] >> Let me see if I meant to work earlier
[54:33] » Let me see if I meant to work earlier
[54:34] and I I did not. Is that the landing
[54:35] strip though?
[54:36] >> That's the landing strip. Yes.
[54:37] » That's the landing strip. Yes.
[54:37] >> And the natural gas pipeline.
[54:39] » And the natural gas pipeline.
[54:39] >> Natural gas pipeline. So, let's It's not
[54:42] » Natural gas pipeline. So, let's It's not
[54:42] updated. Shoot. But this is I can show
[54:45] you from here. It's this northern
[54:48] western edge down to about right here.
[54:51] This is a water retention basin owned by
[54:52] the city, but it's all this area up in
[54:55] here north of this this road. The other,
[54:58] this is the other area you see from that
[55:00] picture here, the landing strip and the
[55:02] high-pressure gas line uh that we've
[55:04] talked about runs down Lmonite. It
[55:06] crosses the ravine right here. It's
[55:08] exposed in this area and crosses the
[55:10] green space right in this one of the
[55:12] narrowest points of it. Um when this
[55:15] development was going through a number
[55:16] of years ago, um the developer
[55:19] approached us about acquiring
[55:22] this portion of land too. Let me see if
[55:25] I can zoom in here for you.
[55:27] this helps any. So, you can see the it's
[55:30] the this whole area up in here is the
[55:33] green belt. This portion of land
[55:35] basically about where the trail is is a
[55:37] 16inch highpressure gas line. It's also
[55:40] I don't quite understand how, but it's
[55:43] an emergency landing strip for the
[55:44] Riverside Municipal Airport. Um
[55:47] >> yeah, I don't
[55:48] » yeah, I don't
[55:48] >> should a plane taking Yeah, it seems
[55:50] » should a plane taking Yeah, it seems
[55:50] kind of odd to me, but that's FAA and
[55:53] I'm not going to argue with them. Um, if
[55:55] you look at that green belt and you ever
[55:57] walked out there, there's nothing above
[55:59] 32 in high. That's so the plane had to
[56:02] land. It wouldn't clip, you know, tree
[56:03] wouldn't clip the wings and stuff like
[56:04] that. Uh, when they first proposed it to
[56:07] us, I take it I took it to Capri, talked
[56:10] to them about it. Um, their response
[56:12] was, and we got gas lines running
[56:14] through golf courses and stuff. Doesn't
[56:17] necessarily worry us. We do have parks
[56:19] and golf courses that tend to be
[56:22] emergency landing strips for an airport
[56:23] that may be by that that doesn't bother
[56:25] us, but both of them in the same spot
[56:28] bothers us. So, we we respectfully
[56:32] declined that. Um, but they asked if
[56:34] we'd be interested in the northern
[56:36] portion and and and at the time that was
[56:38] something the board was in. This was
[56:39] about 10 years ago when I had first
[56:41] started and uh the board wanted to
[56:43] maintain that that trail connectivity.
[56:45] Originally, we were hoping for a walking
[56:47] path across the ravine back to Old
[56:50] Pedley Road here behind Albertson's. Uh
[56:53] that did not pan out. Um there is
[56:56] funding the developer paid to the city
[56:58] towards one in the future. We'll see if
[57:00] that ever happens. Um so, but tonight's
[57:03] just the acceptance of that. I just
[57:05] wanted to share with the board. I went
[57:07] out there this morning and
[57:12] took some pictures.
[57:15] >> And who reached out to it? Who is
[57:18] » And who reached out to it? Who is
[57:18] in charge of that section right now?
[57:21] >> Which section?
[57:22] » Which section?
[57:22] >> The one that they're offering us.
[57:24] » The one that they're offering us.
[57:24] >> Well, we've already actually accepted
[57:27] » Well, we've already actually accepted
[57:27] it. This is just the formal This is the
[57:30] formal acceptance of it by the district.
[57:32] So, here we go. the the landscaping has
[57:36] to look a certain
[57:37] >> Yeah. for us to accept it.
[57:38] » Yeah. for us to accept it.
[57:38] >> And the reality is we were supposed to
[57:40] » And the reality is we were supposed to
[57:40] have accepted this nine months ago
[57:44] >> and we were getting ready to accept it.
[57:47] » and we were getting ready to accept it.
[57:47] Um
[57:49] and uh part of the final cleanup,
[57:52] sheriffs went into the ravine behind it
[57:54] and cleared out an encampment. They had
[57:56] 72 hours to leave and about the 71st
[57:58] hour a fire started and that fire burned
[58:01] a lot of the fence back here. So, and
[58:04] plant material. So, that delayed it. And
[58:06] the developer was very slow, frankly, in
[58:08] in repairing everything. So, there's
[58:10] just some pictures. You can see my
[58:11] shadow there, unfortunately.
[58:14] Um, a lot of natural
[58:17] um plant material, a lot of walking
[58:20] space. When I was out there, there was
[58:21] five or six people walking, jogging in
[58:23] the track. Uh, the the GG path there is
[58:26] going to be very heavily used. The
[58:28] landscaping along the street is not the
[58:30] districts. That's the city's maintained.
[58:32] It's the city of HOA. I don't forget. I
[58:33] forget whose it is, but that is not
[58:35] ours. It's from the sidewalk over
[58:39] just various pictures. There are
[58:41] ballards at all the access points to
[58:43] keep golf carts out, but not
[58:46] >> ebikes.
[58:51] It's a very nice facility. It's going to
[58:53] be uh there's there's some open space
[58:55] that allow them to kick around balls and
[58:56] play catch and stuff, but there's really
[58:58] no park amenities other than um some
[59:01] exercise equipment spread throughout
[59:02] here.
[59:05] >> The total 6
[59:07] » The total 6
[59:08] >> and obviously no shade.
[59:09] » and obviously no shade.
[59:09] >> There will be once the trees are matured
[59:11] » There will be once the trees are matured
[59:11] in 15 years.
[59:15] So, a lot of bioells.
[59:18] Do they have um HOA maintained? Um uh
[59:24] >> yes. So they have an HOA.
[59:26] » yes. So they have an HOA.
[59:26] >> Um
[59:27] » Um
[59:27] >> is that the landing strip?
[59:29] » is that the landing strip?
[59:29] >> The landing the landing strip. Um there
[59:32] » The landing the landing strip. Um there
[59:32] is a
[59:33] >> they have a couple of park areas
[59:34] » they have a couple of park areas
[59:34] >> there. There's there's a community
[59:36] » there. There's there's a community
[59:36] center right in here with a pool.
[59:38] There's a playground. Uh right up in
[59:40] this area there is a community garden.
[59:45] Um,
[59:46] >> okay.
[59:46] » okay.
[59:46] >> Yeah,
[59:47] » Yeah,
[59:47] >> if you just drive up there and drive
[59:48] » if you just drive up there and drive
[59:48] through it, you can drive right past all
[59:50] that stuff and see it. We've done that.
[59:53] >> Driven in through there to see it.
[59:55] » Driven in through there to see it.
[59:55] >> So,
[59:57] » So,
[59:57] but that's where we're at for this
[59:58] evening.
[59:59] >> Okay. Questions or entertain a motion?
[1:00:05] » I move the board of directors accept
[1:00:06] Rockville Road Greenville. Second.
[1:00:10] All
[1:00:10] >> in favor? I motion passes 40.
[1:00:15] » in favor? I motion passes 40.
[1:00:15] Okay. On to item 5.3, which is the
[1:00:18] discussion and possible authorization
[1:00:20] for the purchase of a new Ford Maverick
[1:00:22] maintenance vehicle.
[1:00:23] >> Yes, this vehicle will be for the um in
[1:00:26] » Yes, this vehicle will be for the um in
[1:00:26] our current budget um the addition of
[1:00:29] another landscape maintenance inspector
[1:00:31] and this will be the vehicle for that
[1:00:33] employee. We're currently going through
[1:00:34] the recruitment interview process for
[1:00:36] for that position and we should have
[1:00:38] somebody selected within the next couple
[1:00:40] of weeks. Um, and this would be for
[1:00:42] again for the purchase of that vehicle
[1:00:44] form. Uh, the fiscal impact on this was
[1:00:46] a little unclear the way it was written,
[1:00:48] but funding for this vehicle is in the
[1:00:50] current operating budget. Um, the staff
[1:00:52] got three quotes and the lowest bid
[1:00:54] being Fritz Ford right here in Riverside
[1:00:55] of 31,000 and change. That's been right
[1:00:58] along the lines of what we've been
[1:00:59] paying for these vehicles over the past
[1:01:00] couple years.
[1:01:02] Any questions?
[1:01:05] And I move the board of directors accept
[1:01:07] the bid from Fritzport in the amount not
[1:01:09] to exceed $31,36967.
[1:01:15] » Second motion second. All in favor?
[1:01:18] >> I. Motion passes 40.
[1:01:20] » I. Motion passes 40.
[1:01:20] >> What color is it?
[1:01:22] » What color is it?
[1:01:22] >> White
[1:01:24] » White
[1:01:24] truck white.
[1:01:25] >> [laughter]
[1:01:28] » been called a ranch, not a
[1:01:32] >> you must think should have been the
[1:01:34] » you must think should have been the
[1:01:34] >> Mavic was a car that used kind of like a
[1:01:36] » Mavic was a car that used kind of like a
[1:01:36] Mustang back in the day.
[1:01:38] >> Yes, they should have
[1:01:38] » Yes, they should have
[1:01:38] >> like a little hatchback.
[1:01:39] » like a little hatchback.
[1:01:40] >> Yeah.
[1:01:40] » Yeah.
[1:01:40] >> Yeah.
[1:01:41] » Yeah.
[1:01:41] >> Yeah.
[1:01:43] » Yeah.
[1:01:43] >> 289
[1:01:45] » 289
[1:01:45] many years ago.
[1:01:47] >> It's a nice car if somebody ran the back
[1:01:49] » It's a nice car if somebody ran the back
[1:01:49] of it.
[1:01:52] Okay, we can move.
[1:01:55] See, this is item 5.4.
[1:01:58] Approve resolution 26-34
[1:02:01] authorizing the grant application for
[1:02:04] the California Strategic Growth Council
[1:02:06] Community Resilience Center grant
[1:02:08] program for phase 2 of Sky View Event
[1:02:11] Center. May we have the staff?
[1:02:13] >> Yes. What this is, this is a um
[1:02:15] » Yes. What this is, this is a um
[1:02:15] resolution that is author, I'm sorry,
[1:02:17] this is a item to approve a resolution
[1:02:19] that will authorize the district to
[1:02:21] apply for this grant. What this is is a
[1:02:23] planning grant fa the um through the uh
[1:02:27] strategic growth council and what we're
[1:02:29] applying for is under their community
[1:02:31] res basically to create create a
[1:02:33] community resilience center. Um as
[1:02:36] you're all aware unfortunately we seem
[1:02:38] to experience a lot of um emergencies
[1:02:42] within our community. uh fires in the
[1:02:44] riverbed, fires up in the hills. Um
[1:02:48] public safety power outages related to
[1:02:50] Sana winds, flooding. Um one thing that
[1:02:54] is uh not present here in the district
[1:02:56] is a dedicated shelter system. Um this
[1:03:01] would be the district apply for a grant
[1:03:03] which would be $500,000 to design phase
[1:03:07] two of um Sky View Event Center. And in
[1:03:11] that would make it a essentially a a
[1:03:15] shelter, a community resilience center.
[1:03:17] Should something like this happen, um
[1:03:21] that would be the designated spot within
[1:03:23] the city. Um we have talked with the
[1:03:25] city of group of valley and they are
[1:03:27] going to submit uh as a um supporting
[1:03:30] agency on this which is one of the
[1:03:32] requirements and we also again have to
[1:03:34] have the nonprofit that we were just
[1:03:35] talking about partnership and we've
[1:03:37] reached out to the Red Cross uh for that
[1:03:39] partnership for for this grant. Um while
[1:03:43] it's not a guarantee,
[1:03:45] uh essentially the hope is we would be
[1:03:47] awarded this grant and then the second
[1:03:50] year we'd be applying for the
[1:03:51] construction funding. And like I said,
[1:03:54] it's not a guarantee we'd get the
[1:03:55] construction funding, but it's highly
[1:03:58] likely having been given that we've been
[1:04:01] awarded the planning grant already. Um,
[1:04:04] there is a match requirement for the
[1:04:06] construction aspect that we believe we
[1:04:09] would have in it's a 50% match that we
[1:04:12] believe we would have in another year or
[1:04:14] so. So, that's where we're at with this.
[1:04:16] Um, I'm available any questions you may
[1:04:18] have.
[1:04:19] >> The city's contributing what now?
[1:04:21] » The city's contributing what now?
[1:04:21] >> I'm sorry.
[1:04:22] » I'm sorry.
[1:04:22] >> Was the city contributing to this?
[1:04:24] » Was the city contributing to this?
[1:04:24] >> A letter of support basically.
[1:04:26] » A letter of support basically.
[1:04:26] >> That's it.
[1:04:26] » That's it.
[1:04:26] >> That's all that we need and that's all
[1:04:28] » That's all that we need and that's all
[1:04:28] that we're asking for. Um, when you say
[1:04:31] we would have it, you mean it's because
[1:04:32] of the projects that are going on along.
[1:04:34] Okay.
[1:04:35] >> Yeah.
[1:04:35] » Yeah.
[1:04:35] >> Oh, the Vernola
[1:04:37] » Oh, the Vernola
[1:04:37] >> Vernola the Verilla projects. The Yeah,
[1:04:40] » Vernola the Verilla projects. The Yeah,
[1:04:40] >> we're close right now.
[1:04:42] » we're close right now.
[1:04:42] >> So, it would only fund the
[1:04:47] » So, it would only fund the
[1:04:47] construction of the building, not any of
[1:04:49] the other park amenities that would
[1:04:51] potentially come into play.
[1:04:54] >> So, essentially, we're
[1:04:55] » So, essentially, we're
[1:04:55] >> But that's a start for us.
[1:04:57] » But that's a start for us.
[1:04:57] >> Yeah, exactly. It's it's a huge amount.
[1:04:59] » Yeah, exactly. It's it's a huge amount.
[1:04:59] It can be potentially a huge dollar
[1:05:01] amount for us.
[1:05:02] >> Yeah. Essentially, what we're looking at
[1:05:03] » Yeah. Essentially, what we're looking at
[1:05:03] is taking kind of the same basic design
[1:05:05] we already have, which is the gymnasium,
[1:05:07] which lends itself to a shelter, you
[1:05:10] know, for beds, for
[1:05:12] >> open space.
[1:05:12] » open space.
[1:05:12] >> Open space. We would just basically take
[1:05:15] » Open space. We would just basically take
[1:05:15] the basic design we have right now and
[1:05:16] add some additional storage for the CS
[1:05:18] and equipment we'd have to have
[1:05:19] available to it. So, it's not a major
[1:05:24] all we have conceptual designs right now
[1:05:26] anyway. So it's not a hard thing for us
[1:05:27] to to come up with. So
[1:05:30] >> you designed the backup generator
[1:05:31] » you designed the backup generator
[1:05:31] system.
[1:05:32] >> That would be part of it as well. So
[1:05:34] » That would be part of it as well. So
[1:05:34] we're already quote unquote plumbed for
[1:05:35] it. So
[1:05:36] >> Oh, good.
[1:05:40] » Okay. Any other questions?
[1:05:43] >> You have a motion to approve.
[1:05:44] » You have a motion to approve.
[1:05:44] >> Yeah. [snorts] I move uh that we approve
[1:05:47] » Yeah. [snorts] I move uh that we approve
[1:05:47] resolution 2026-34
[1:05:50] authorizing the grant application for
[1:05:51] the California Strategic Growth Council
[1:05:54] Community Resilience Center Grant

[1:05:59] Center.

[1:06:02] » Okay, we have roll call, please.
[1:06:02] >> Yes.
[1:06:03] » Yes.
[1:06:04] >> Say Luis Guinez.
[1:06:05] » Say Luis Guinez.
[1:06:05] >> Yes.
[1:06:06] » Yes.
[1:06:06] >> Reus.
[1:06:06] » Reus.
[1:06:06] >> Yes.
[1:06:07] » Yes.
[1:06:07] >> Boss Leia.
[1:06:08] » Boss Leia.
[1:06:08] >> Yes.
[1:06:08] » Yes.
[1:06:08] >> Kim Gerald Johnson.
[1:06:09] » Kim Gerald Johnson.
[1:06:09] >> Yes.
[1:06:10] » Yes.
[1:06:10] >> And I fixed that title.
[1:06:12] » And I fixed that title.
[1:06:12] >> Okay. It's in another place, too.
[1:06:14] » Okay. It's in another place, too.
[1:06:14] >> Yeah. That must be a real word because
[1:06:16] » Yeah. That must be a real word because
[1:06:16] it wasn't being covered. But I don't
[1:06:18] know what real word it is.
[1:06:20] >> It's all c it's all caps.
[1:06:21] » It's all c it's all caps.
[1:06:22] >> Council instead of council. Oh yeah,
[1:06:25] » Council instead of council. Oh yeah,
[1:06:25] that never
[1:06:27] questions.
[1:06:28] >> Okay. On to item 5.5.
[1:06:31] » Okay. On to item 5.5.
[1:06:31] Discussion and possible approvement of
[1:06:33] an agreement with Pacer AI. Placer AI,
[1:06:37] excuse me.
[1:06:38] >> Thank you, Mr. President. Um,
[1:06:42] » Thank you, Mr. President. Um,
[1:06:42] [clears throat]
[1:06:43] Placer AI is a very unique
[1:06:47] um,
[1:06:49] data analytics company. And one thing I
[1:06:53] want to start with and Mr. Leia already
[1:06:55] asked me this earlier today and so did
[1:06:57] Miss Miss Johnson. When I first started
[1:06:59] having discussions with this company,
[1:07:00] the the reputine
[1:07:03] made it a point to point out we started
[1:07:05] this company in 2018 and we have the Aai
[1:07:10] web domain. We're not an artificial
[1:07:12] intelligence
[1:07:14] company and he he almost kind of said we
[1:07:16] need to change our name. It's it's kind
[1:07:18] of a negative connotation to it. Uh what
[1:07:20] place your AI is they're a data data
[1:07:23] analytics company that essentially takes
[1:07:25] your cell phone data. So when you um
[1:07:28] open an app on your phone and it asks
[1:07:30] you kind of that default question uh
[1:07:33] when you first uh you know Facebook or
[1:07:34] something like that you know do you are
[1:07:36] do you permit us to share your data
[1:07:39] that's the data that that we're dealing
[1:07:40] with here um what what Placeria does is
[1:07:43] they work with uh all the major cell
[1:07:47] phone uh companies out there and they
[1:07:49] they buy that data um and with that they
[1:07:53] provide us with analytics on how it's
[1:07:55] impacting
[1:07:56] our park facilities in in this this
[1:07:58] situation. They started out in the um
[1:08:02] commercial retail market. Um when you go
[1:08:04] to the Ontario Mills Mall, they want you
[1:08:06] to log on and use their free Wi-Fi
[1:08:08] because they're tracking you. They they
[1:08:11] they track how you go from store to
[1:08:13] store and that's how they say Victoria
[1:08:16] Secrets, this is where you want to be or
[1:08:18] Starbucks, this is where you need to be
[1:08:20] within the mall. From that they quickly
[1:08:22] realized there was other uh industries
[1:08:26] that that could utilize it and they went
[1:08:28] very heavily into the real estate market
[1:08:30] and then they ultimately realized on the
[1:08:33] municipality market that there was a a
[1:08:36] big need for it as well and they really
[1:08:37] started on the economic um development
[1:08:40] aspect of it. But park and recreation is
[1:08:43] something that they've um opened up the
[1:08:44] market to the past couple years. Um I
[1:08:47] first started talking with these this
[1:08:48] company about two years ago. Miguel
[1:08:51] actually um attended the first present a
[1:08:53] virtual presentation for me and he came
[1:08:55] in and told me I think his exact quotes
[1:08:58] were that's amazingly scary was his his
[1:09:02] his his quote there and it was amazingly
[1:09:04] expensive at the time. Um since then
[1:09:08] they have refined their platform and
[1:09:09] they're able to share with us only
[1:09:11] specific data related to park uh and
[1:09:13] recreation and therefore it's brought
[1:09:15] the the price point down significantly.
[1:09:18] Um there's a couple examples here that I
[1:09:21] think are
[1:09:23] um helpful for us. It's it's a PDF so
[1:09:27] you don't get all the interaction with
[1:09:29] it, but this is one that they ran for me
[1:09:31] back in January for the Discovery
[1:09:33] Center. Uh I'm sorry. This is the soccer
[1:09:36] park. I I apologize. Um
[1:09:40] let's just get down to the
[1:09:43] I went too far.
[1:09:45] This is their kind of fact sheet. If you
[1:09:48] read through it, it says in there they
[1:09:50] are not a data they're not a I forget
[1:09:52] what the exact term is, but they're
[1:09:53] they're not a learning
[1:09:56] >> language learning module.
[1:09:57] » language learning module.
[1:09:57] >> Language learning module. Thank you.
[1:09:59] » Language learning module. Thank you.
[1:09:59] >> Yeah.
[1:10:01] » Yeah.
[1:10:01] Um, so here is
[1:10:05] Delaware
[1:10:07] kind of not a good one to use.
[1:10:18] Okay. So, here's the soccer card. See,
[1:10:21] not giving me everything.
[1:10:24] >> And did you?
[1:10:27] » And did you?
[1:10:27] >> Yeah, but it's from the website. I I
[1:10:29] » Yeah, but it's from the website. I I
[1:10:29] apologize. It doesn't give me anything
[1:10:31] here. I don't know why it didn't
[1:10:37] also
[1:10:37] >> for the JMDC. It just gives you that
[1:10:39] » for the JMDC. It just gives you that
[1:10:39] small section.
[1:10:42] >> But if you give me a second, I can pull
[1:10:43] » But if you give me a second, I can pull
[1:10:43] it up.
[1:10:45] Um it's quite interesting data. What it
[1:10:49] does is it uses algorithms.
[1:10:56] and from that it knows
[1:11:01] most likely where you
[1:11:06] live.
[1:11:09] >> Yeah. There's also a little excuse me
[1:11:11] » Yeah. There's also a little excuse me
[1:11:11] [clears throat] article from the
[1:11:12] University of Minnesota about them sort
[1:11:15] of going deeper into like they're
[1:11:20] they intentionally
[1:11:22] like skew the location of people's
[1:11:26] phones so that it can't be traced
[1:11:28] exactly so they're not like spying.
[1:11:30] >> Yeah. So
[1:11:31] » Yeah. So
[1:11:31] >> they they take I'm I'm not pulling I'm
[1:11:33] » they they take I'm I'm not pulling I'm
[1:11:33] not falling up here. They they takes the
[1:11:35] security very
[1:11:37] u very serious. one of the things that
[1:11:38] they've really pushed with us because
[1:11:41] they're afraid of somebody using the
[1:11:44] data to track a child or track a spouse
[1:11:46] or an ex- spouse or something like that.
[1:11:49] Um there's certain places within a park
[1:11:52] that they will not give us data for.
[1:11:54] They get on a large park. The example
[1:11:56] they gave was yeah we would let you get
[1:11:58] data for how many people are visiting
[1:12:00] your pickle ball courts but we won't
[1:12:02] tell you how many people are visiting
[1:12:03] your playground. We won't tell you how
[1:12:05] many people are visiting your bathrooms.
[1:12:07] >> Um things along those lines
[1:12:09] » Um things along those lines
[1:12:09] >> for for obvious reasons. And when I
[1:12:11] » for for obvious reasons. And when I
[1:12:11] heard that I was like makes a lot of
[1:12:12] sense. You know that that's a concern I
[1:12:14] have. Um, they don't and nor the cell
[1:12:18] phone companies don't sell it, nor do
[1:12:20] they they acquire it. They don't get
[1:12:21] your personal information. They don't
[1:12:23] know that this is Kim Johnson, that
[1:12:26] you're x years old, that you make x
[1:12:29] amount of money per year. But based on
[1:12:31] the census tracks on where you live,
[1:12:33] they can estimate those those things. Um
[1:12:38] so what this will do in the the example
[1:12:40] of the the soccer park uh for the year
[1:12:43] model that they gave us the soccer park
[1:12:45] had 700,000 visitors.
[1:12:48] >> Wow.
[1:12:48] » Wow.
[1:12:48] >> Which blew blew my mind. Their their
[1:12:53] » Which blew blew my mind. Their their
[1:12:53] algorithm is sophisticated enough to
[1:12:56] know that if director Godz is going
[1:12:58] there every single day, he probably
[1:13:00] works there. So they they factor that
[1:13:04] out. Um,
[1:13:06] but based on this data that they
[1:13:08] collect, and we can put in different
[1:13:10] queries in there, it will tell us, so we
[1:13:13] can all guess this, the number one place
[1:13:15] people go before they go to the soccer
[1:13:17] park is
[1:13:19] Starbucks.
[1:13:21] >> The number one place they go to when
[1:13:22] » The number one place they go to when
[1:13:22] they leave is
[1:13:25] Inn Out.
[1:13:27] >> Um, but what surprised me was the number
[1:13:30] » Um, but what surprised me was the number
[1:13:30] one hotel they stayed at.
[1:13:33] Any guesses?
[1:13:36] The
[1:13:38] Embassy Suites on Hasallion Lane in San
[1:13:42] Bernardino.
[1:13:42] >> It's a long time.
[1:13:44] » It's a long time.
[1:13:44] >> Yeah.
[1:13:45] » Yeah.
[1:13:45] >> But if you think about it, from where
[1:13:47] » But if you think about it, from where
[1:13:48] the soccer park is, you can hop on the
[1:13:49] 60, be on the 215 in San Bernardino in
[1:13:54] 15 minutes,
[1:13:55] >> depending on the day and time.
[1:13:56] » depending on the day and time.
[1:13:56] >> Depending on the day and time. Where in
[1:13:58] » Depending on the day and time. Where in
[1:13:58] Riverside
[1:14:00] could you stay that's affordable? if
[1:14:03] you're visiting the soccer park for a
[1:14:04] family
[1:14:06] soccer tournament,
[1:14:07] >> right?
[1:14:07] » right?
[1:14:07] >> You can't state the Michigan,
[1:14:09] » You can't state the Michigan,
[1:14:09] >> you know, or you could, but it's highly
[1:14:11] » you know, or you could, but it's highly
[1:14:11] unlikely. So, it was very interesting
[1:14:13] that that's what it is. This type of
[1:14:15] data we can use if and when a hotel is
[1:14:18] ever built at the district
[1:14:19] [clears throat]
[1:14:20] of getting sponsorship from them. Hey,
[1:14:22] they're driving to San Frernardino. We
[1:14:25] you be a sponsor of the the soccer park
[1:14:28] and your information is on all the uh
[1:14:32] tournament flyers and at the gates and
[1:14:35] stuff like that.
[1:14:36] >> Did everybody build them by the target
[1:14:37] » Did everybody build them by the target
[1:14:37] like they were supposed to?
[1:14:38] >> That's what he's talking about.
[1:14:39] » That's what he's talking about.
[1:14:39] >> Yeah.
[1:14:40] » Yeah.
[1:14:40] >> Well, there there there's there's
[1:14:42] » Well, there there there's there's
[1:14:42] proposed hotels everywhere around the
[1:14:43] city. It actually
[1:14:46] >> I'm just using that as an example.
[1:14:47] » I'm just using that as an example.
[1:14:47] >> Oh, that's right. The district at
[1:14:48] » Oh, that's right. The district at
[1:14:48] Rubido.
[1:14:49] >> You said does not target the district of
[1:14:50] » You said does not target the district of
[1:14:50] Rubido.
[1:14:51] >> Yeah, that's right. the the the data for
[1:14:54] » Yeah, that's right. the the the data for
[1:14:54] um H Brown's Discovery Center um was
[1:14:58] very it was a very unique one. When I
[1:15:01] got that data, there was about 25,000
[1:15:04] visitors last year in the year period
[1:15:06] they showed us. Well, we know for a fact
[1:15:09] we have 25,000 children that are
[1:15:12] attending. And according to Placer AI's
[1:15:14] data, as long as that cell phone when
[1:15:16] they registered it is registered as a
[1:15:18] youth, that's one of the things you
[1:15:20] signed up for on your account, they
[1:15:22] don't track that data either. So in
[1:15:25] reality, we know that we're getting
[1:15:26] about 50,000 visitors a year there, and
[1:15:29] that probably is very true. Um, again,
[1:15:33] the number one place people go to when
[1:15:34] they leave the Discovery Center,
[1:15:38] >> In and Out, the brand new one on Click.
[1:15:41] » In and Out, the brand new one on Click.
[1:15:42] How valuable could it be to us to be
[1:15:44] able to go to the Farmer Boys on
[1:15:46] >> Pirate? Yeah.
[1:15:47] » Pirate? Yeah.
[1:15:47] >> On pirate. I'm sorry. On pirate. Um to
[1:15:49] » On pirate. I'm sorry. On pirate. Um to
[1:15:50] be able to go to the the Farmer Brothers
[1:15:54] uh Valley Way and say, you know, for a
[1:15:57] sponsorship, we can put you on our
[1:16:00] receipts and we can have a sign at the
[1:16:01] exit that says Farmer Boyce left what
[1:16:05] quarter mile whatever it is. and then we
[1:16:08] can physically show him the increased
[1:16:10] data or the case um traffic that that
[1:16:13] we're sending that way to justify
[1:16:14] sponsorships. Uh the data we receive is
[1:16:17] three has a three-day lag in it. Um, we
[1:16:21] could go back through on July the 7th
[1:16:24] and physically know not only how many
[1:16:26] people were at Ranola Family Park, but
[1:16:28] we could set a geo fence another, you
[1:16:30] know, quarter mile around it, per se,
[1:16:32] and see how many people were at the
[1:16:34] facility outside watching a firework
[1:16:37] show. Same thing, we can get estimated
[1:16:39] attendance numbers for all of our
[1:16:41] special events. We can set up standard
[1:16:44] reports for every single one of our
[1:16:47] parks and it gives us a monthly
[1:16:50] automated report of how many attendance
[1:16:52] attendance we had at that facility and
[1:16:54] it goes back I believe it's seven years
[1:16:57] but the report standard report will give
[1:16:58] us month-to-month and year-to-year data
[1:17:01] in comparing um those facilities so we
[1:17:03] can see how our attendance at is at
[1:17:05] these facilities and that alludes to
[1:17:08] goes back to the Gail early on for our
[1:17:11] annual What I think we are all going to
[1:17:14] be extremely shocked how many millions
[1:17:18] of visits our park get on our parks get
[1:17:20] on an annual basis. Um so that that's
[1:17:24] going to help us when it comes to grant
[1:17:25] applications and stuff along those
[1:17:27] lines. So there's a lot of tools uh that
[1:17:30] I think this would be very valuable to
[1:17:31] us on. Um I understand there's um some
[1:17:34] concern with the the data um associated
[1:17:38] with it but in our research um places
[1:17:42] seem to have some some good checks and
[1:17:43] balances in place um that that that made
[1:17:47] us feel comfortable with this. I think
[1:17:49] one of the things I really wish that
[1:17:50] heat map would show up uh for the
[1:17:52] discovery center. Um, a good majority of
[1:17:55] our um, participants and visitors are
[1:17:59] coming from Harupa Valley and Riverside,
[1:18:03] but I could not believe how many people
[1:18:05] were coming from Silmore. How many
[1:18:07] people were coming from the South Bay
[1:18:10] area um, the high desert for the
[1:18:13] Discovery Center? It it was quite
[1:18:14] interesting. And this will help us with
[1:18:16] our marketing efforts. You know, are
[1:18:18] when we're doing, you know, social media
[1:18:20] ads and stuff, is our reach broad enough
[1:18:22] or, you know, can we expand it out more
[1:18:25] because people will will come.
[1:18:28] >> So,
[1:18:29] » So,
[1:18:29] >> okay.
[1:18:30] » okay.
[1:18:30] >> Is this is there like a tiered?
[1:18:34] » Is this is there like a tiered?
[1:18:34] >> This is the lowest tier they offer and
[1:18:35] » This is the lowest tier they offer and
[1:18:36] it's strictly the one thing that they
[1:18:37] have shared they don't necessarily
[1:18:38] advertise is which is I think is another
[1:18:40] advantage. We will get data for any
[1:18:42] parks and wreck agency across the state.
[1:18:45] Part of our contract is that we won't
[1:18:47] share the data. Um, but we can compare.
[1:18:51] Um, there's a facility here in town
[1:18:52] we're currently looking at that we will
[1:18:55] have the last seven years of attendance
[1:18:57] records.
[1:18:58] >> So, the only stipulation is for us not
[1:19:00] » So, the only stipulation is for us not
[1:19:00] to share the information.
[1:19:01] >> We can't share the data. I can't share
[1:19:03] » We can't share the data. I can't share
[1:19:04] with my buddy in another city. They have
[1:19:07] to have their own subscription. But we
[1:19:09] could use it to compare our soccer park
[1:19:12] versus the soccer park in
[1:19:15] >> exit another place.
[1:19:16] » exit another place.
[1:19:16] >> Uh anywhere in the state.
[1:19:18] » Uh anywhere in the state.
[1:19:18] >> Yeah,
[1:19:20] » Yeah,
[1:19:20] >> I don't have the agreement in front of
[1:19:21] » I don't have the agreement in front of
[1:19:21] me. How much is the
[1:19:22] >> It's 15,000.
[1:19:25] » It's 15,000.
[1:19:25] >> There's a type of fiscal
[1:19:28] » There's a type of fiscal
[1:19:28] impact section.
[1:19:30] Pacer.
[1:19:37] » Yes, I see that. Any
[1:19:42] other questions?
[1:19:43] >> Oh, I said please.
[1:19:48] » Then it's getting scary how everything
[1:19:50] we do is marketers.
[1:19:53] >> It is a little

[1:19:58] » I see how valuable this would be for us
[1:19:58] if to be honest if we were just
[1:20:00] operating
[1:20:02] all of our parks besides the soccer park
[1:20:04] and Ruby Mountains Discovery Center. Um
[1:20:07] I could see we would have a discussion
[1:20:09] that you know with those two facilities
[1:20:11] we're kind of getting into the uh
[1:20:15] what would you call
[1:20:16] >> we have to think more with business

[1:20:20] you kind of need to know what's going on
[1:20:23] and in order to make it as successful as
[1:20:25] possible.

[1:20:44] » Is there a motion?
[1:20:44] >> Uh, yes. I move to approve the agreement
[1:20:46] » Uh, yes. I move to approve the agreement
[1:20:46] with Placer.AI for visitor analytics and
[1:20:49] park utilization data services and
[1:20:52] authorize the general manager to execute
[1:20:54] the agreement and any related documents
[1:20:56] necessary to implement the partnership.
[1:20:59] >> I'll second it.
[1:21:01] » I'll second it.
[1:21:01] >> Motion to second. All in favor? Okay.
[1:21:03] » Motion to second. All in favor? Okay.
[1:21:03] Motion passes 40.
[1:21:07] >> Okay. On to item 5.6.
[1:21:11] » Yes, Mr. President. This is um our
[1:21:15] annual agreement with the Croner Unified
[1:21:16] School District for the after school
[1:21:18] program at um Vanderbolan Elementary
[1:21:21] School. This was something we talked
[1:21:23] about during the budget process. Um but
[1:21:26] staff was able to renegotiate that
[1:21:28] contract this year. um and it's a max of
[1:21:33] $500,000.
[1:21:34] Uh we have $432,000
[1:21:38] budgeted in revenue um for the year.
[1:21:40] That's an increase of about 25% over the
[1:21:43] previous fiscal year. Essentially, we
[1:21:45] were currently getting $15 per student
[1:21:47] per day and we've increased that to 20.
[1:21:49] >> This is the one you had mentioned about
[1:21:50] » This is the one you had mentioned about
[1:21:50] that was coming.
[1:21:52] >> We just wait for the school district.
[1:21:53] » We just wait for the school district.
[1:21:53] So, this is um something starting in our
[1:21:54] budget. It's just we need to approve the
[1:21:56] agreement and get back to the school
[1:21:57] district prior to the start of the
[1:21:59] school year.
[1:22:01] >> I move the board authorize the general

[1:22:19] » New communication committee reports.
[1:22:19] General match.
[1:22:22] >> All right.
[1:22:23] » All right.
[1:22:23] What is this thing?
[1:22:29] » Started over here.
[1:22:29] >> No, you can't find the picture you were
[1:22:31] » No, you can't find the picture you were
[1:22:31] showing.
[1:22:31] >> We've got a number of things I want to
[1:22:33] » We've got a number of things I want to
[1:22:33] express with you guys. I know it's a
[1:22:34] little bit long tonight. I'll try to be
[1:22:35] as efficient as possible for you.
[1:22:42] All right, starting with July 3rd.
[1:22:45] I like this picture a lot. Um, it was a
[1:22:49] great event. Um, we had about 6,500 in
[1:22:52] attendance at the facility. That's the
[1:22:54] most we've had in a very, very long
[1:22:57] time, if not if not ever. Um, we parked
[1:23:00] 820 cars and then we sold 1,200
[1:23:03] wristbands for the fun zone. So, by all
[1:23:07] by all accounts, it was a great evening.
[1:23:08] The weather was phenomenal.
[1:23:10] >> Um, this is the pictures took.
[1:23:13] » Um, this is the pictures took.
[1:23:13] >> Yeah, that was a great picture. That
[1:23:15] » Yeah, that was a great picture. That
[1:23:15] that place was packed following weekend,
[1:23:18] >> huh? The weather was better than the
[1:23:19] » huh? The weather was better than the
[1:23:19] following day too.
[1:23:24] >> Um extremely extremely uh happy with the
[1:23:27] » Um extremely extremely uh happy with the
[1:23:27] event. You know um there were a few
[1:23:30] minor hiccups but did not impact the
[1:23:32] residents in any way. Staff did a
[1:23:34] phenomenal job that day. Um we had a
[1:23:38] couple little technology hiccups still.
[1:23:40] Um we're we're fine-tuning that every
[1:23:42] year. Ironically or luckily, our our rep
[1:23:45] from T-Mobile, who we have our
[1:23:46] government account with, was there and
[1:23:48] came up and and found me and talked to
[1:23:49] me about some stuff and made some
[1:23:51] recommendations. We realized some of the
[1:23:54] uh equipment we have is not true 5G uh
[1:23:57] phones and stuff. So, we're going to
[1:23:59] upgrade those um prior to next year's
[1:24:02] event. So, that that should be a big
[1:24:04] difference right there for us. um
[1:24:08] our concerts in the park which
[1:24:09] unfortunately I don't have any pictures
[1:24:10] with had concluded for the year. We're
[1:24:12] at AGOT Laramore Rancher Mir and Clay
[1:24:15] and we did have a higher turnout than
[1:24:17] we've had in the past. So that that was
[1:24:19] nice to see. Um again we had a very mild
[1:24:22] June this year um which I think did help
[1:24:24] uh even early July which I think helped
[1:24:26] contribute to that. Um but the concerts
[1:24:28] were well received in Rancho Miraloma,
[1:24:31] you know, my home park, uh by far had
[1:24:33] the largest attendance. So that was nice
[1:24:35] to that was nice to see. Um the
[1:24:37] residents there have been very receptive
[1:24:38] and we put programmings programming out
[1:24:41] there.
[1:24:41] >> What did you promise them?
[1:24:43] » What did you promise them?
[1:24:43] >> Nothing. I they I try to make sure
[1:24:45] » Nothing. I they I try to make sure
[1:24:46] nobody knows who I am or what I do. Um
[1:24:51] our mobile recreation program, which is
[1:24:53] something that staff brought out this
[1:24:55] year.
[1:24:56] It's not loading. What's going on here?
[1:25:00] >> Internate service has been bad in this
[1:25:02] » Internate service has been bad in this
[1:25:02] area lately.
[1:25:04] >> Um, this is our free program that's
[1:25:06] » Um, this is our free program that's
[1:25:06] taking place at Shadow Rock Essenade.
[1:25:08] Today was Veterans Memorial and next
[1:25:10] week is at Riverbend. It's Thursdays
[1:25:11] from 10 to noon. It's a free recreation
[1:25:13] program, just old school outs that
[1:25:17] >> playing with the kids.
[1:25:22] » I said, I want to see you guys.
[1:25:23] >> So, uh, they do arts and crafts with the
[1:25:25] » So, uh, they do arts and crafts with the
[1:25:25] kids. They play games today. Obviously,
[1:25:28] we have the the splash pad going. Um,
[1:25:30] we've had great turnout. The first week
[1:25:32] at Shadow Rock had 96 kids. Espond was
[1:25:35] 85. Today was 65 at Veterans Memorial,
[1:25:38] which was a great turnout. You know, it
[1:25:40] was hot this morning.
[1:25:41] >> It was.
[1:25:41] » It was.
[1:25:41] >> It was hot this morning. So, staff's
[1:25:43] » It was hot this morning. So, staff's
[1:25:43] done a great job. Uh, they're doing a
[1:25:45] really good job interacting with the
[1:25:46] kids, you know, giving away some swag.
[1:25:48] Um, everybody uh is enjoying it. So,
[1:25:51] that was good to see. Uh last Friday
[1:25:54] evening
[1:25:56] um was the ice cream social at Croo
[1:26:00] Mountains Discovery Center. Um I got
[1:26:03] some text updates while I was sitting on
[1:26:04] the beach. I'm not going to lie, but I
[1:26:06] was incredibly
[1:26:08] happy when I heard there was a line down
[1:26:13] Granite Hill at 3:00 waiting for the
[1:26:16] gates to open.
[1:26:17] >> Thanks.
[1:26:17] » Thanks.
[1:26:17] >> I said, "Holy cow."
[1:26:19] » I said, "Holy cow."
[1:26:19] I talked to Jenny when I got back and uh
[1:26:22] she told me she'd worked a split shift
[1:26:24] that day because day camp was going in
[1:26:25] the morning and she scheduled herself to
[1:26:27] come back at 3:00 thinking there'd be
[1:26:29] nobody here. She had to wait in line to
[1:26:31] get in and had a park down at the bottom
[1:26:33] of the hill because there's no place for
[1:26:34] her to park. Uh we had 222 cars pay for
[1:26:39] parking.
[1:26:41] A good Saturday is 75 to 85 cars.
[1:26:45] Saturday or Sunday 75 to 85 cars. Um, a
[1:26:49] good weekend is in the $2,000 range. I'm
[1:26:52] sorry. A good Saturday or Sunday is
[1:26:53] about $2,000. They brought in $4,200
[1:26:56] that night alone.
[1:26:56] >> They doubled.
[1:26:57] » They doubled.
[1:26:57] >> Yeah.
[1:26:57] » Yeah.
[1:26:58] >> And it was hot.
[1:26:58] » And it was hot.
[1:26:58] >> And it was hot.
[1:26:59] » And it was hot.
[1:26:59] >> I think the evenings have been

[1:27:01] >> The evenings not been successful.

[1:27:04] » Really?
[1:27:04] >> The Thursdays and Fridays have not been.
[1:27:06] » The Thursdays and Fridays have not been.
[1:27:06] Um,
[1:27:07] >> interesting.
[1:27:07] » interesting.
[1:27:07] >> This one was huge because they wanted
[1:27:10] » This one was huge because they wanted
[1:27:10] free ice cream.
[1:27:11] >> Free ice cream.
[1:27:12] » Free ice cream.
[1:27:12] >> Free ice cream. Miguel was there taking
[1:27:14] » Free ice cream. Miguel was there taking
[1:27:14] pictures and they realized very quickly
[1:27:17] they were going to run out of ice cream.
[1:27:18] So he ran a smart final, buy another 15
[1:27:21] gallons of ice cream and we went through
[1:27:23] all 30 gallons of ice cream that night.
[1:27:25] Um staff was slammed, but they had a
[1:27:32] blast. They they were so excited to see
[1:27:35] that many people there.
[1:27:37] >> What was the cost of the ice cream and
[1:27:39] » What was the cost of the ice cream and
[1:27:39] everything?
[1:27:39] >> 300 bucks.

[1:27:42] » 300 bucks. spent about $300 on on ice
[1:27:42] cream all with with cups and everything
[1:27:44] all in.
[1:27:46] So, it was a huge event. Uh we're
[1:27:49] planning Eddie's birthday uh in August.
[1:27:53] I got some flyers
[1:27:55] kind of draft flyer you guys can pass
[1:27:57] around. And we're planning for another
[1:28:00] huge turnout. So, we're we're excited to
[1:28:02] see that.

[1:28:11] » I don't know. It's thought probably the
[1:28:11] new lemonade or something.
[1:28:12] >> Well, there'll be other refreshments
[1:28:13] » Well, there'll be other refreshments
[1:28:13] with it, but yeah, but that's kind of
[1:28:15] the idea. Cool.
[1:28:16] >> I did notice on the pictures
[1:28:20] » I did notice on the pictures
[1:28:20] that when they showed the person serving
[1:28:22] the ice cream, making the cones and
[1:28:24] stuff and doing it, there was this huge
[1:28:26] line up to the table and only one person
[1:28:29] serving at the table. So, what they
[1:28:32] >> We were short staff. Nobody anticipated

[1:29:14] yeah, that that was a great uh a great
[1:29:18] event. So, really excited for that. Um
[1:29:21] Saturday, August 1st is our last game of
[1:29:24] summer youth basketball. So, if you
[1:29:26] haven't been by yet, we got games this

[1:29:44] the summer. Um we registered a total of
[1:29:48] 146
[1:29:50] swim lessons this year. The most we've
[1:29:52] done
[1:29:53] uh I think ever. Um last year we were in
[1:29:56] the low 1200s. uh attribute that to
[1:30:00] having more staff than we've had in the
[1:30:02] past
[1:30:03] >> as well.
[1:30:04] » as well.
[1:30:04] >> Yeah, maybe the weather will, but but
[1:30:05] » Yeah, maybe the weather will, but but
[1:30:05] frankly, we've been able to offer more

[1:30:09] So, that that's uh that was great to
[1:30:11] see. We're really excited for that one.
[1:30:13] >> So, obviously having it in only one
[1:30:15] » So, obviously having it in only one
[1:30:15] >> having it only one pool did not we we
[1:30:17] » having it only one pool did not we we
[1:30:17] were we were worried how that would
[1:30:18] impact us. Um
[1:30:21] I haven't looked at the the data to see
[1:30:24] where the people are coming from yet. We
[1:30:26] can we can plot that on a map. I haven't
[1:30:28] done that. Um, but we're still serving
[1:30:30] our our residents. So, that's that's
[1:30:32] awesome to see. So,
[1:30:35] and that will conclude my report.
[1:30:38] >> Thank you. Any questions for General?

[1:32:08] >> It came out really really cool. So, next
[1:32:11] » It came out really really cool. So, next
[1:32:11] week, um the
[1:32:14] uh gate closers and all that will be
[1:32:18] going in. Um probably by the beginning
[1:32:22] of the following week, the gates will be
[1:32:25] installed. And as you know, we're
[1:32:27] looking at the 20th for an unveiling. Uh
[1:32:30] Mr. Toer has eluded he is donating the
[1:32:33] entire project to us.
[1:32:34] >> Yes. Um, I still I reminded him, you
[1:32:37] » Yes. Um, I still I reminded him, you
[1:32:38] know, we understand the costs and the
[1:32:40] powder coating and stuff he's paid for
[1:32:42] out of pocket and I I don't know what's
[1:32:45] happen.
[1:32:45] >> The man said he liked to give back to
[1:32:47] » The man said he liked to give back to
[1:32:47] the community, the kids, you know, he's
[1:32:49] >> he loved the facility.
[1:32:50] » he loved the facility.
[1:32:50] >> It was a labor of love for him. It
[1:32:51] » It was a labor of love for him. It
[1:32:51] really was.
[1:32:52] >> It shows. [clears throat]
[1:32:53] » It shows. [clears throat]
[1:32:53] >> Yeah.
[1:32:53] » Yeah.
[1:32:53] >> Yeah.
[1:32:54] » Yeah.
[1:32:54] >> Um,
[1:32:56] » Um,
[1:32:56] we did an unveiling on it. I said,
[1:32:57] "That's not a problem." So, we're
[1:32:58] looking at the 20th there. So the
[1:33:01] reality is the gates are going to be up
[1:33:03] and operational prior to the
[1:33:05] >> unveiling
[1:33:06] » unveiling
[1:33:06] >> unveiling. So uh Miguel has been working
[1:33:09] » unveiling. So uh Miguel has been working
[1:33:09] on a banner for me that we measure out
[1:33:11] the gates to cover them off and we'll
[1:33:13] zip tie in place to cover it up and what
[1:33:15] we came up with I I wish he would have
[1:33:17] printed out for me. We took a picture
[1:33:19] from the street of the gates
[1:33:21] >> what it looks like now.
[1:33:22] » what it looks like now.
[1:33:22] >> Oh.
[1:33:22] » Oh.
[1:33:22] >> So we've got giant banners of the gates
[1:33:25] » So we've got giant banners of the gates
[1:33:25] going up
[1:33:26] >> with a sign that says
[1:33:29] » with a sign that says
[1:33:29] We're gatekeeping a secret. Yes. But
[1:33:31] we're gatekeep It looks It
[1:33:33] >> It's
[1:33:33] » It's
[1:33:34] >> amazing.
[1:33:34] » amazing.
[1:33:34] >> The average person driving by probably
[1:33:37] » The average person driving by probably
[1:33:37] won't even realize that their banners on
[1:33:40] a new gate.
[1:33:41] >> Yes.
[1:33:42] » Yes.
[1:33:42] >> It looks really cool. So, I think it'll
[1:33:45] » It looks really cool. So, I think it'll
[1:33:45] I think it'll be fun. The people that
[1:33:47] realize what it is hopefully will get
[1:33:50] excited for it. So, we're we're really
[1:33:52] excited for for what's going to Yeah.
[1:33:54] The problem is the gate's gonna look
[1:33:56] phenomenal and the rest of the fence
[1:33:58] looks bad.
[1:34:00] >> What's up?
[1:34:01] » What's up?
[1:34:01] >> If you guys want to see some better
[1:34:03] » If you guys want to see some better
[1:34:03] pictures than what go
[1:34:05] >> there all these little
[1:34:07] » there all these little
[1:34:07] >> Oh, you can see it from here.
[1:34:09] » Oh, you can see it from here.
[1:34:09] >> Little vines stuff that's running out.
[1:34:11] » Little vines stuff that's running out.
[1:34:11] That's a rod that they cut a million of
[1:34:13] these little triangles,
[1:34:15] >> welded them in place, and then painted
[1:34:17] » welded them in place, and then painted
[1:34:17] hand painted them different colors.
[1:34:19] >> Look at that. But now you can see like I
[1:34:21] » Look at that. But now you can see like I
[1:34:21] said all the dimpling
[1:34:22] >> and all the ribs even on the small
[1:34:25] » and all the ribs even on the small
[1:34:25] leaves.
[1:34:26] >> Anywhere that they can be welded
[1:34:28] » Anywhere that they can be welded
[1:34:28] together, it is welded together. That is
[1:34:31] a solid structure. Yeah.
[1:34:32] >> The attention to detail.
[1:34:34] » The attention to detail.
[1:34:34] >> It's phenomenal.
[1:34:35] » It's phenomenal.
[1:34:35] >> It was amazing. Yeah.
[1:34:39] » It was amazing. Yeah.
[1:34:39] >> Are we working on imitations? So,
[1:34:42] » Are we working on imitations? So,
[1:34:42] >> yep. We have an imitation uh that we're
[1:34:44] » yep. We have an imitation uh that we're
[1:34:44] working on. Uh we'll be inviting all the
[1:34:47] local elected dignitaries as well as the
[1:34:50] public. So what we'll have is we'll have
[1:34:52] the the banners will still be up. We'll
[1:34:54] have the gates open. When people arrive,
[1:34:56] we'll park them on the property, bring
[1:34:58] everybody down, have to close the gates
[1:35:00] for the unveiling and then bring them
[1:35:02] back in with
[1:35:04] >> close part of that road or something.
[1:35:06] » close part of that road or something.
[1:35:06] >> I don't know. I was going to talk to the
[1:35:07] » I don't know. I was going to talk to the
[1:35:07] city what we could do to at least put
[1:35:08] some maybe get the sheriff's out there
[1:35:10] for some traffic control, too. We'll be
[1:35:11] able to keep everybody on the driveway.
[1:35:15] Um unfortunately I guess the nature of
[1:35:19] but uh
[1:35:20] >> the dates do not say anything JMDC it
[1:35:23] » the dates do not say anything JMDC it
[1:35:23] doesn't say anything of the name of
[1:35:24] anything.
[1:35:25] >> No it doesn't
[1:35:26] » No it doesn't
[1:35:26] >> but it does in the back the they don't
[1:35:28] » but it does in the back the they don't
[1:35:28] currently say anything either.
[1:35:29] >> Right. Right.
[1:35:30] » Right. Right.
[1:35:30] >> Yeah. Um, we are looking at off to the
[1:35:32] » Yeah. Um, we are looking at off to the
[1:35:32] left hand side putting one of our banner
[1:35:34] frames up there for special events and
[1:35:37] probably on the right hand side where
[1:35:38] the keypad will be putting a permanent
[1:35:41] um sign um with contact information. Uh
[1:35:46] we probably won't even put ours because
[1:35:47] we have a feeling they're going to
[1:35:48] change seasonally and stuff. They just
[1:35:50] have a QR code in the website that
[1:35:52] people can can look for them. But
[1:35:54] there's some some cool stuff we're
[1:35:56] looking at.
[1:35:56] >> Uh there's someone I'd like to contact
[1:35:58] » Uh there's someone I'd like to contact
[1:35:58] at the press enterprise who writes a
[1:35:59] column there. This strikes me as sort of
[1:36:02] >> think he would be interested in just
[1:36:04] » think he would be interested in just
[1:36:04] kind of the an interest aspect of Louis
[1:36:06] Toser and his artistry that I don't
[1:36:09] think people know about. So, okay. So,
[1:36:11] you don't have an issue with me
[1:36:12] commenting?
[1:36:13] >> No. Yeah. Well, yeah. We want to get the
[1:36:14] » No. Yeah. Well, yeah. We want to get the
[1:36:14] word out because we want everybody to be
[1:36:16] there. It's It's cool. We're not calling
[1:36:19] it a We're kicking around what we're
[1:36:22] calling it. It's a It's not a gate, you
[1:36:25] know. It's an It's an artistic entrance.
[1:36:28] It's a we don't want to say come look at
[1:36:30] our new gate. That's not you know we're
[1:36:34] really trying to figure out the exact
[1:36:35] verbiage of what it's going to be but
[1:36:36] it's a artistic entrance. It's it's
[1:36:39] provides you
[1:36:40] >> Huh. It's our portal.
[1:36:41] » Huh. It's our portal.
[1:36:41] >> A portal. Yeah. Exactly.
[1:36:43] » A portal. Yeah. Exactly.
[1:36:43] >> It's definitely a statement.
[1:36:44] » It's definitely a statement.
[1:36:44] >> Yeah.
[1:36:45] » Yeah.
[1:36:45] >> It's not a gate. It's art. I don't know.
[1:36:47] » It's not a gate. It's art. I don't know.
[1:36:47] >> Yeah. No, exactly. It is it's it's art.
[1:36:49] » Yeah. No, exactly. It is it's it's art.
[1:36:49] It's it's functional art. So, yeah.
[1:36:52] >> I think you should refer to it as an art
[1:36:55] » I think you should refer to it as an art
[1:36:55] installation.
[1:36:56] >> Yeah. the city the city's newest art
[1:36:58] » Yeah. the city the city's newest art
[1:36:58] inst
[1:37:00] >> the district's newest art installation
[1:37:03] » the district's newest art installation
[1:37:03] >> not the city the district
[1:37:06] » not the city the district
[1:37:06] >> the district's newest art installation
[1:37:08] » the district's newest art installation
[1:37:08] is what you should refer to it as
[1:37:11] >> because I can that's what it is or
[1:37:13] » because I can that's what it is or
[1:37:13] something to that that along those
[1:37:15] lines.
[1:37:16] >> Okay, let's move on to board comments.
[1:37:20] » Okay, let's move on to board comments.
[1:37:20] Mr. Jones.
[1:37:22] >> Yes. Um of course I was at July 3rd
[1:37:26] » Yes. Um of course I was at July 3rd
[1:37:26] amazing as I mean the fireworks were
[1:37:30] spectacular and everybody around me was
[1:37:32] saying the same thing. Um I went to the
[1:37:35] first concert in the park and the last
[1:37:37] concert in the park. The last one was at
[1:37:39] Clayton Park. Really great band. Um I
[1:37:42] just wish that park had a more
[1:37:45] shade. I don't know. I'm not saying it
[1:37:47] should because people use the middle and
[1:37:48] love it for soccer and different things
[1:37:50] like that, but but people were there
[1:37:53] enjoying it. Um, and speaking of Clay
[1:37:55] Park, I'd really like um to work on um
[1:37:58] doing something about the turf there.
[1:38:00] It's the worst turf we have in the
[1:38:01] entire district, and it's time for it to
[1:38:04] be fixed. It has giant just giant
[1:38:07] patches of dirt, giant patches of dead
[1:38:09] grass, giant patches and and the
[1:38:12] occasional patch of green grass, but um
[1:38:15] it just needs
[1:38:17] [clears throat] that neighborhood
[1:38:18] deserves a better because that park gets
[1:38:20] long use and it just needs to be uh
[1:38:22] fixed.
[1:38:23] >> Its irrigation system is past its life
[1:38:25] » Its irrigation system is past its life
[1:38:25] expectancy and
[1:38:27] >> Yeah. How old is that park? 40 years
[1:38:29] » Yeah. How old is that park? 40 years
[1:38:29] old.
[1:38:30] >> Early 80s.
[1:38:33] » Early 80s.
[1:38:33] So 14 years.
[1:38:35] >> We we jokingly, but we're serious about
[1:38:37] » We we jokingly, but we're serious about
[1:38:37] it. When we talk about when that
[1:38:39] irrigation system is finally removed,
[1:38:42] we're probably going to find more
[1:38:43] fittings than we do pipe.
[1:38:47] >> Well, Paul was explaining to me like
[1:38:48] » Well, Paul was explaining to me like
[1:38:48] they came across an area that had a 2-in
[1:38:51] pipe and they had repaired a piece which
[1:38:54] with a one and a half inch pipe and then
[1:38:56] it went to a 2in pipe again. Well, that
[1:38:58] just, you know, messes up the uh
[1:39:00] pressure and the irrigation that whole
[1:39:02] area. Didn't you say they put in some
[1:39:05] sort of pressure regulator in the area?
[1:39:08] >> There used to be a high pressure
[1:39:09] » There used to be a high pressure
[1:39:09] problem, known issue with JCSD
[1:39:12] and we blew main lines there almost on a
[1:39:15] weekly basis.
[1:39:17] >> We would we would we would burn up, go
[1:39:19] » We would we would we would burn up, go
[1:39:19] through pressure regulators. Um, at one
[1:39:22] point we had two pressure regulators in
[1:39:24] a row. Um JCSD came through and fixed
[1:39:27] the pressure issue in the area and now
[1:39:29] the new homes in the area that the clay
[1:39:32] project we talked about and now we have
[1:39:35] a pressure deficit.
[1:39:36] >> Yeah.
[1:39:37] » Yeah.
[1:39:37] >> So we probably need to install a booster
[1:39:39] » So we probably need to install a booster
[1:39:39] pump as well so we have consistent
[1:39:41] pressure throughout.
[1:39:42] >> So it's just kind of who knows what that
[1:39:45] » So it's just kind of who knows what that
[1:39:45] uh system was designed for but probably
[1:39:47] not the pressure that we have now. So
[1:39:50] anyway,
[1:39:51] >> we just need to get it to where we can
[1:39:53] » we just need to get it to where we can
[1:39:53] sit down and discuss it.
[1:39:55] >> Yes.
[1:39:55] » Yes.
[1:39:55] >> Yeah. We'll bring it back as agendaized
[1:39:56] » Yeah. We'll bring it back as agendaized
[1:39:56] item and we can have some discussion
[1:39:58] provide staff with because this is one
[1:40:00] of those things that we can open
[1:40:01] Pandora's box and we could do all kinds
[1:40:03] of things at the facility.
[1:40:05] >> First get it back on the agenda so we
[1:40:07] » First get it back on the agenda so we
[1:40:07] can actually have discussion and move
[1:40:09] forward with it.
[1:40:10] >> And this is clay.
[1:40:11] » And this is clay.
[1:40:11] >> Clay clay. Yeah.
[1:40:13] » Clay clay. Yeah.
[1:40:13] >> Terrible. It's the worst turf in the
[1:40:15] » Terrible. It's the worst turf in the
[1:40:15] whole day. Every bathroom park looks so
[1:40:17] good. Where that one? Okay.
[1:40:20] Next, Miss Reebas.
[1:40:23] >> I love July 3rd. It was awesome. It's
[1:40:27] » I love July 3rd. It was awesome. It's
[1:40:27] just to see all the family. I I got to
[1:40:31] say thank you to the staff. I saw all
[1:40:33] the girls, the guys working, working
[1:40:36] their butts off, making sure all the
[1:40:39] trash can pans were empty.
[1:40:42] I was just amazed at how they were
[1:40:44] dedicated. I asked him if I can get a
[1:40:48] ride on the what is it? On the cart.
[1:40:52] We're not allowed to. I'm sorry.
[1:40:55] I thought that was perfect. Why? Because
[1:40:58] it wasn't a test, but just the fact that
[1:41:00] they're like, "For security reasons,
[1:41:01] we're not allowed to. They answered me
[1:41:04] proper." I just loved it. They were
[1:41:06] right on. So, [snorts] please do give
[1:41:08] them
[1:41:09] >> Yes.
[1:41:10] » Yes.
[1:41:10] >> a round of applause to them. They did
[1:41:12] » a round of applause to them. They did
[1:41:12] awesome. I'm sure you probably already
[1:41:14] did, but yes, we noticed it.
[1:41:15] >> Yeah, I saw that. They were on point
[1:41:17] » Yeah, I saw that. They were on point
[1:41:17] with the trash cans and
[1:41:19] >> they said hi. Everybody was just a
[1:41:21] » they said hi. Everybody was just a
[1:41:21] pleasant to to see. And our community,
[1:41:24] it was just all of our community, they
[1:41:26] love the fireworks. I was also told that
[1:41:28] it was it was awesome.
[1:41:31] So, yes, I didn't do any concerts in the
[1:41:33] park this time, but
[1:41:37] waiting for Eddie's right now.
[1:41:41] » Mr. Gins. Uh yes, just to echo my fellow
[1:41:44] board members, July 3rd again, amazing
[1:41:47] event as always.
[1:41:49] That's really like our crown jewel,
[1:41:51] right? Um and and it shows and it's
[1:41:54] great to see our community bounce back
[1:41:57] so resiliently um after, you know,
[1:42:00] problems last year. So um yeah, it's
[1:42:04] good to see that. Staff, of course, all
[1:42:06] the hiccups that I saw weren't staff
[1:42:09] related or are staff related. So, that's
[1:42:12] just a testament to um the momentum we
[1:42:15] have and how good we're doing here at
[1:42:18] parks. Uh I managed to go to Clay Park
[1:42:22] for uh not Clay Park, excuse me, uh
[1:42:24] Rancho Lom Park for concerts on the
[1:42:27] park. Great attendance. ran into Colby
[1:42:30] because even though I I know who you
[1:42:32] are, so I don't
[1:42:35] um but yeah, it was great to see crowd
[1:42:38] and everyone, you know, participating in
[1:42:39] staff on top of things. The wind knocked
[1:42:41] down some trash cans, they were on it.
[1:42:44] Um yeah, everyone was having a great
[1:42:46] time. So,
[1:42:47] >> Rancho does lend itself very well to the
[1:42:50] » Rancho does lend itself very well to the
[1:42:50] concerts. The way the basketball court
[1:42:53] sits and with the sun setting in the
[1:42:55] trees, the whole thing shade, you know,
[1:42:57] that that's one of the big reasons why I
[1:43:00] think we have so many people out there.
[1:43:02] >> Yeah. And I July 3rd, I want to go back.
[1:43:05] » Yeah. And I July 3rd, I want to go back.
[1:43:05] I do want to give a shout out to what is
[1:43:07] it? Ruby's Ice Cream. They they
[1:43:10] >> I got those last night for me, by the
[1:43:11] » I got those last night for me, by the
[1:43:12] way. Was that
[1:43:12] >> That was their sign that they did.
[1:43:14] » That was their sign that they did.
[1:43:14] >> Yeah. Was that on purpose?
[1:43:15] » Yeah. Was that on purpose?
[1:43:15] >> That's That's what Yeah, that was I had
[1:43:18] » That's That's what Yeah, that was I had
[1:43:18] never sent it to you.
[1:43:19] >> Okay. That's what I was like.
[1:43:19] » Okay. That's what I was like.
[1:43:20] >> But they had a sign with their logo and
[1:43:21] » But they had a sign with their logo and
[1:43:22] they made special ice cream cones just
[1:43:23] for our event that were red, white, and
[1:43:25] blue. And of course, their line was like
[1:43:27] an hour long the whole night basically.
[1:43:30] >> Wife sing.
[1:43:31] » Wife sing.
[1:43:31] >> Yeah.
[1:43:32] » Yeah.
[1:43:32] >> So,
[1:43:32] » So,
[1:43:32] >> Oh, wow.
[1:43:34] » Oh, wow.
[1:43:34] >> Yeah.
[1:43:34] » Yeah.
[1:43:34] >> Very nice.
[1:43:35] » Very nice.
[1:43:35] >> So, it's, you know, just shouting them
[1:43:37] » So, it's, you know, just shouting them
[1:43:38] out. That is my wife's favorite ice
[1:43:39] cream truck so far. So, [laughter]
[1:43:41] that's doing
[1:43:42] >> Which one is it?
[1:43:43] » Which one is it?
[1:43:43] >> Uh, it's the orange truck. Ruby.
[1:43:45] » Uh, it's the orange truck. Ruby.
[1:43:45] >> Oh,
[1:43:45] » Oh,

[1:43:47] » ice cream. They're pretty cool, too.
[1:43:47] >> And speaking of ice cream, I went to the
[1:43:49] » And speaking of ice cream, I went to the
[1:43:49] ice cream social. I'll be honest, I not
[1:43:52] it's not a knock. I didn't expect that
[1:43:54] many people to show up and
[1:43:56] >> we didn't we did not await.
[1:43:57] » we didn't we did not await.
[1:43:57] >> It was amazing and we ran out of ice
[1:44:00] » It was amazing and we ran out of ice
[1:44:00] cream and I think that was a good thing
[1:44:02] cuz you know it just meant there was a
[1:44:04] lot of people participating. I didn't
[1:44:06] wait in the ice cream line. I'll be
[1:44:08] honest [snorts]
[1:44:10] some other kid could can have my ice
[1:44:11] cream I guess at that point. Um but yeah
[1:44:14] it it was great. Um and it was good to
[1:44:17] run into other other uh community
[1:44:19] members that say hi stuff like that. So,
[1:44:22] and our staff was, you know, doing the
[1:44:24] best they could. We were underst
[1:44:26] staffed. It It didn't seem like it,
[1:44:27] honestly.
[1:44:28] >> We had no complaints.
[1:44:30] » We had no complaints.
[1:44:30] >> Yeah,
[1:44:31] » Yeah,
[1:44:31] >> we had no complaints. We had one person
[1:44:32] » we had no complaints. We had one person
[1:44:32] on social media say that their the face
[1:44:34] painter didn't show, which
[1:44:37] >> they they were behind the
[1:44:39] » they they were behind the
[1:44:39] >> Yeah, they were there just
[1:44:41] » Yeah, they were there just
[1:44:41] >> and again, they just they realized
[1:44:45] » and again, they just they realized
[1:44:45] the crowd we anticipated the face
[1:44:46] painter would have been fine for the
[1:44:48] crowd we received. They just couldn't
[1:44:50] keep up.
[1:44:50] >> Yeah.
[1:44:51] » Yeah.
[1:44:51] >> Yeah. I jokingly said, "Do you want a
[1:44:53] » Yeah. I jokingly said, "Do you want a
[1:44:53] stick or a snake?" That's what you're
[1:44:55] getting for face painting today.
[1:44:56] [laughter]
[1:44:58] >> So, just perhaps moving the jumper a
[1:45:01] » So, just perhaps moving the jumper a
[1:45:01] little bit away from the sculcata.
[1:45:03] >> Um,
[1:45:03] » Um,
[1:45:04] >> you learned a couple things. Yeah.
[1:45:05] » you learned a couple things. Yeah.
[1:45:05] >> Other than that, it was it was it was
[1:45:07] » Other than that, it was it was it was
[1:45:07] good. It was really good. Um,
[1:45:09] >> did you find parking?
[1:45:10] » did you find parking?
[1:45:10] >> I did find parking. Yeah. Uh, at the
[1:45:13] » I did find parking. Yeah. Uh, at the
[1:45:13] lower one. So, right next to the
[1:45:15] nursery. So, it was it was really good.
[1:45:17] It was a great time. And then as always,
[1:45:20] Steph's killing it. It's summer. It's
[1:45:22] our, you know, bread and butter. So,
[1:45:24] good job to Steph.
[1:45:28] >> I don't know how much more I can add
[1:45:29] » I don't know how much more I can add
[1:45:29] about the 3rd of July. Other than I am
[1:45:32] always proud of our community that these
[1:45:34] things go by with little to no incidents
[1:45:39] that happened with that many people in a
[1:45:42] confined area. the fact that we if there
[1:45:44] are things that happen, the crowd
[1:45:46] doesn't know about it, you know, and and
[1:45:48] that's best we could hope for, you know,
[1:45:51] but I'm always proud of our community
[1:45:52] and I'm always proud of our staff. Um
[1:45:55] the job they do. Yeah. Every time I pass
[1:45:57] the member of staff, smiles, greetings,
[1:46:01] just fantastic.
[1:46:03] Uh I made it to three of the four
[1:46:05] concerts a park. I didn't make it to the
[1:46:07] last one and it ran for a little bit.
[1:46:09] Yes, that was a great show. It's a great
[1:46:11] location. Um, I have video of my
[1:46:14] granddaughter up there doing her first
[1:46:16] line dancing ever.
[1:46:18] >> Uh, which was a blast. My grandkids were
[1:46:21] » Uh, which was a blast. My grandkids were
[1:46:21] in town, so we all went and even grandma
[1:46:24] got up there and did a little line
[1:46:25] dancing with with her. So, that that was
[1:46:28] a lot of fun for all of us. I did not
[1:46:31] make it to the social, but by all
[1:46:33] accounts, it was a great success. So,
[1:46:37] looking forward to next year's. And one
[1:46:39] other thing I wanted to add,
[1:46:41] >> um, I really appreciated the fact that,
[1:46:43] » um, I really appreciated the fact that,
[1:46:43] uh, Lieutenant Schula was at 3rd of
[1:46:46] July. You know, he's the our head guy
[1:46:48] and I really and he stayed there the
[1:46:50] whole time. He was walking around. He
[1:46:52] was talking to people and, you know,
[1:46:53] there just a certain, you know, knowing
[1:46:55] that
[1:46:55] >> the big guys there was really
[1:46:57] » the big guys there was really
[1:46:57] appreciative. I was really appreciative
[1:46:58] of the fact that he took his time to be
[1:47:01] there and didn't just assign that to
[1:47:03] someone else and that he was there to
[1:47:04] make sure we were safe. I really
[1:47:05] appreciate. I saw him after days after
[1:47:07] the event at something else and he
[1:47:10] complimented us said how awesome the
[1:47:12] firework show was and he said that was
[1:47:14] just the best grand finale he's ever
[1:47:16] seen.
[1:47:16] >> Yes. Yes.
[1:47:17] » Yes. Yes.
[1:47:17] >> So he he you know everybody's come up
[1:47:19] » So he he you know everybody's come up
[1:47:19] there all of us and told us how great it
[1:47:21] is. But even Yeah. Jer came up to me and
[1:47:24] said that was great. He's a big kid at
[1:47:26] heart. I think
[1:47:27] >> he is. He's he's a great guy. If you
[1:47:29] » he is. He's he's a great guy. If you
[1:47:29] guys have never really met him or talked
[1:47:30] to him, he's a lot of fun.
[1:47:32] >> He's a great guy. Yeah.
[1:47:33] » He's a great guy. Yeah.
[1:47:34] >> Yeah.
[1:47:35] » Yeah.
[1:47:35] Okay,
[1:47:37] future committee meetings.
[1:47:41] >> Anything we need?
[1:47:41] » Anything we need?
[1:47:41] >> Yeah, we I talking with Kurt, we'd like
[1:47:43] » Yeah, we I talking with Kurt, we'd like
[1:47:43] to work with the park maintenance
[1:47:45] committee and um we have a list of
[1:47:50] maintenance items that we want to
[1:47:52] address and start with our the money we
[1:47:55] budgeted this year. Start start
[1:47:56] prioritizing those lists um and just get
[1:47:59] some guidance. So, we're gonna I'd be
[1:48:02] reaching out to the board members.
[1:48:04] Unfortunately, I don't know off top of
[1:48:05] my head who it is. I think it's I think
[1:48:06] it's Mr. Godz Mr. Le.
[1:48:10] >> No,
[1:48:10] » No,
[1:48:10] >> no,
[1:48:11] » no,
[1:48:11] >> no.
[1:48:11] » no.
[1:48:11] >> Travis
[1:48:13] » Travis
[1:48:13] for which?
[1:48:15] >> Oh, yes. Park. Yes.
[1:48:16] » Oh, yes. Park. Yes.
[1:48:16] >> Thanks.
[1:48:17] » Thanks.
[1:48:17] >> We have some of the uh railing the
[1:48:19] » We have some of the uh railing the
[1:48:19] telephone railing at Maro Park.
[1:48:24] So, we have to address that and
[1:48:27] couple other issues and just help us
[1:48:28] prior. We think we think we have a good
[1:48:30] idea, but we want to make sure we're all
[1:48:31] on the same page and as we start
[1:48:32] bringing it forward.
[1:48:36] » Okay. Then next uh agenda item future
[1:48:39] board meetings beyond what we've already
[1:48:41] discussed about Clay Park. Anything? No.
[1:48:46] >> I wanted to ask um what's the status on
[1:48:48] » I wanted to ask um what's the status on
[1:48:48] that fence at Heritage Park? I think is
[1:48:51] that what it is?
[1:48:52] >> The fence um that he had taken our
[1:48:56] » The fence um that he had taken our
[1:48:56] property.
[1:48:56] >> Oh. Oh. It's down. He moved it.
[1:48:59] » Oh. Oh. It's down. He moved it.
[1:48:59] >> He moved it.
[1:49:00] » He moved it.
[1:49:00] >> He removed it.
[1:49:01] » He removed it.
[1:49:01] >> Oh, he removed it. Well,
[1:49:03] » Oh, he removed it. Well,
[1:49:03] >> he removed it.
[1:49:04] » he removed it.
[1:49:04] >> It's actually stacked up. If you drive
[1:49:06] » It's actually stacked up. If you drive
[1:49:06] by, you can see it's stacked up against
[1:49:07] his house.
[1:49:11] >> It was ironic when he said it was nice
[1:49:13] » It was ironic when he said it was nice
[1:49:13] to meet me cuz we had never met before.
[1:49:17] >> Well,
[1:49:18] » Well,
[1:49:18] >> cuz I had an email telling you what a
[1:49:20] » cuz I had an email telling you what a
[1:49:20] terrible person you were when I met you.
[1:49:22] >> So,
[1:49:23] » So,
[1:49:23] >> so obviously it wasn't you.
[1:49:25] » so obviously it wasn't you.
[1:49:25] >> Okay.
[1:49:26] » Okay.
[1:49:26] >> Cuz you and so much alike. So, he did
[1:49:28] » Cuz you and so much alike. So, he did
[1:49:28] move it
[1:49:30] >> after received that letter.
[1:49:32] » after received that letter.
[1:49:32] >> It's still there by his house. You can
[1:49:33] » It's still there by his house. You can
[1:49:33] see it. It's
[1:49:35] >> because I'm I'm sure those panels were
[1:49:37] » because I'm I'm sure those panels were
[1:49:37] not cheap.
[1:49:38] >> No, it's a nice
[1:49:39] » No, it's a nice
[1:49:39] >> They're working on a plan to try and
[1:49:41] » They're working on a plan to try and
[1:49:41] reinstall it.
[1:49:44] >> So,
[1:49:45] » So,
[1:49:45] >> somewhere not on our he has to get
[1:49:48] » somewhere not on our he has to get
[1:49:48] approval from the city. So,

[1:50:13] >> But if you have a request, we can bring
[1:50:14] » But if you have a request, we can bring
[1:50:14] it back at any time.
[1:50:16] >> Yeah. Just the my main concern is uh
[1:50:21] » Yeah. Just the my main concern is uh
[1:50:21] for future purposes if someone
[1:50:25] comes on to the board this board since
[1:50:28] we have several seats coming up they
[1:50:30] have a business or something
[1:50:32] uh they not be permitted to participate
[1:50:36] their business not be perh per permitted
[1:50:38] to participate if they're a board member
[1:50:40] due to conflicts of interest. I can have
[1:50:42] Mr. research that for us.
[1:50:47] scan of our conflict of interest.
[1:50:49] >> Yeah. And just so you know, yeah, at our
[1:50:51] » Yeah. And just so you know, yeah, at our
[1:50:51] next agenda item by law, we have to
[1:50:52] bring forward our uh conflict of
[1:50:54] interest policy. It's required every two
[1:50:56] years and we just got the notification
[1:50:58] from this from the state. Mr. Owens is
[1:51:00] looking at that right now. We have some
[1:51:01] minor changes we have to do to it and
[1:51:03] we'll bring that forward as well.
[1:51:04] >> Maybe that can cover.
[1:51:06] » Maybe that can cover.
[1:51:06] >> I think I understand what you're talking
[1:51:07] » I think I understand what you're talking
[1:51:07] about. Maybe two set of issues. Okay.
