presentation today about the district
[2:27]
marketing program. Um, in essence, uh,
[2:30]
what we're talking about today is public
[2:32]
outreach and building stronger
[2:34]
connections with the community.

is public outreach? Um so I have a
[2:57]
variety of bullet points here. Um pretty
[2:59]
much the main one at the top which is
[3:01]
community engagement is what the
[3:02]
ultimate culmination of it is. Um in
[3:05]
terms of the bottom line here is we are
[3:08]
looking to get the community engaged. Um
[3:10]
and we do that through a variety of
[3:12]
methods. Um the first one is public
[3:15]
information. This would be things such
[3:17]
as we're announcing trails are closing
[3:19]
for third July. We're announcing work's
[3:22]
going to be done at AGOT for the pipe or
[3:24]
for sorry for the sprinkler system and
[3:26]
so it'll be shut down a corner of the
[3:28]
park. Uh brand management this is in
[3:31]
essence uh when you see the logo of JRPD
[3:33]
or when you see the name JRPD or Koopa
[3:36]
Area Recreation Park District uh this is
[3:38]
in essence what is the first thing that
[3:39]
comes to your mind um when you see that
[3:42]
logo. Um the third one here is crisis
[3:45]
communication. This would be a recent
[3:48]
example was the Bane fire. Um, that one
[3:50]
was a pretty big fire we had here. Um,
[3:53]
as you noted, as you all noted, um, the
[3:56]
Herupa Community Center was designated a
[3:58]
uh, care and reception center and that
[4:01]
was something that we did want to go
[4:02]
ahead and let the public know. Um, that
[4:04]
would be in essence a crisis
[4:06]
communication. Another one would be an
[4:07]
example would be when the fires occurred
[4:10]
at JMDC. Um, media relations. This one
[4:14]
is kind of there's going to be two
[4:15]
points on it that it's uh uh pretty much
[4:18]
two points that boil into one. Um the
[4:22]
first media relations is what you
[4:24]
typically think of uh which is things
[4:26]
like press enterprise um you know Fox
[4:29]
News, CNN, uh KTLA, um local stations,
[4:34]
etc. like that. Um the second one which
[4:37]
we're going to go to the bottom here for
[4:38]
a little bit is community partnerships
[4:40]
which would be social media influencers.
[4:43]
These are people who may stop by our
[4:45]
centers and may say hey you know check
[4:47]
out our splash pads or hey did you
[4:50]
happen to see um this cool place we
[4:51]
discovered which has the mammoth Eddie.
[4:54]
Um these are influencers that we may
[4:56]
engage with. Um the next one there is
[5:00]
photography and videography. Um this is
[5:02]
pretty much the uh the most effective uh
[5:05]
way to communicate here which is people
[5:07]
like seeing what's going on. You know
[5:08]
they like to see the videos, they like
[5:10]
to see the photos. Um they want in
[5:12]
essence uh see the whole picture and in
[5:14]
this case the best way to show it is
[5:16]
with an actual picture. Um website
[5:18]
content. This is another one that's very
[5:20]
important. Um when people search for
[5:23]
items uh online um not sure if many of
[5:26]
you have noticed but when you search now
[5:28]
um people search and Gemini if you use
[5:31]
Google it'll give you a response um a
[5:34]
lot of people take that for a fact and
[5:35]
it's very important that things like our
[5:37]
website are up todate and up to par
[5:40]
because when people research that answer
[5:43]
it pulls it from the website. Um
[5:45]
internal communications. This is
[5:47]
communications uh between staff members.
[5:50]
Um this would be uh when special events
[5:53]
department needs to talk to uh our
[5:56]
maintenance staff and get them going for
[5:58]
a certain aspect. Um and then they can
[6:00]
communicate with pretty much public
[6:02]
outreach, which is to let them know,
[6:04]
hey, you know, we need x amount of
[6:06]
flyers printed around the park to pretty
[6:08]
much let people know we're going to be
[6:09]
shutting down this trail. Um, we have
[6:12]
event promotion, which is another big
[6:14]
one, of course. Uh, this is all of our
[6:16]
events that we may promote. Third of
[6:18]
July, Breakfast of Santa, Spooktacular,
[6:20]
Concerts in the Park, Meet the Machines,
[6:22]
etc. Um, and then community
[6:25]
partnerships. The other aspect of that
[6:27]
is which would be local business
[6:29]
leaders. Um, it could also be with other
[6:32]
government agencies as well. Uh, so it's
[6:34]
a mix. This is pretty much what it is.

Go to the next slide. Slide T. Um so why
[6:40]
does this matter? Why does public
[6:41]
outreach matter? So first and foremost,
[6:44]
it increases public awareness. Um when
[6:46]
people are aware of what's going on, it
[6:51]
in essence empowers them to go to the
[6:53]
second point here, which is it helps
[6:54]
them build trust and pretty much
[6:56]
understand that there's a transparency
[6:59]
here that the park district is trying to
[7:00]
convey. Um the next point here is it
[7:04]
informs residents before issues become
[7:06]
problems. If you let residents know
[7:08]
ahead of time that we will be in essence
[7:12]
shutting down a park um or at least a
[7:14]
portion of it um there's less chance
[7:17]
that misinformation spreads and less
[7:20]
chance that people call and ask and
[7:22]
wonder you know why is this section of a
[7:24]
park closed why hasn't been closed for
[7:26]
you know one week two weeks um and uh
[7:29]
another one here is the highlighting the
[7:31]
taxpayer value so when we did the
[7:34]
renovation at the group community
[7:36]
center. We did a whole bonanza, you
[7:38]
know. Um, as some of you may have known,
[7:41]
uh, uh, director Johnson and Case in
[7:43]
point when we did the, uh, projects in
[7:45]
focus at that time, uh, we also did the
[7:48]
recap when we did the grand reopening
[7:50]
and then we announced all um, all the
[7:52]
flyers and all the social media
[7:54]
marketing that came with the renovation
[7:56]
of JCC. Um in essence it helped us to
[8:00]
showcase to our residents what they're
[8:02]
getting for their money for their taxes
[8:04]
in essence which is very important part
[8:06]
of that. Um and then another one of
[8:08]
course is we want to encourage
[8:09]
participation in programs and events. Um
[8:12]
when people see other people
[8:15]
participating they are more likely to
[8:17]
participate themselves. You know a lot
[8:19]
of people don't like doing it alone. So
[8:21]
if they see a lot of people out there
[8:22]
and we do that through public outreach
[8:24]
they're a lot more likely to join. And
[8:26]
of course, lastly here um is strengthen
[8:30]
relationships with our community. Um
[8:32]
when you build that rapport with your
[8:34]
local community and they are able to
[8:38]
start telling their friends and their
[8:39]
family about, hey, I know a cool place
[8:42]
we can go to. You know, it's hot. Let's
[8:44]
go to Veterans Memorial Park. They have
[8:45]
a cool splash pad. There's a big bucket
[8:47]
that dumps water on you. Um that's
[8:50]
pretty much uh what the goal is here. We
[8:53]
want to make sure people are aware of
[8:54]
it. Um and you know a little point at
[8:57]
the very end there is if they if
[8:59]
residents don't know what we do they
[9:02]
can't appreciate the value uh we
[9:04]
provide. Um thank you. So what is the
[9:08]
goal? What is in essence for our
[9:10]
district marketing program? What exactly
[9:12]
is it that we're trying to do here? Um
[9:15]
there's three different ones I've
[9:16]
identified here which is we want to
[9:18]
enhance public communication. Um, one of
[9:20]
the ways, uh, that I feel would be
[9:22]
effective here would be newsletters. And
[9:24]
it's not newsletters in the sense of we
[9:26]
send them out once, you know, every
[9:29]
three months. It's more so in the sense
[9:31]
of we would do a variety of different
[9:34]
newsletters. You know, if we wanted to
[9:36]
do maybe one that's focused solely on,
[9:38]
you know, parks that are cool to see or
[9:41]
um, fun places to cool down. Um or if we
[9:44]
want to do another one on cool programs
[9:46]
and events that are going on at the
[9:47]
district at the time, we can always do a
[9:49]
variety of those. Um another one here is
[9:52]
social media campaigns. Um I was
[9:54]
mentioned a little bit earlier, but our
[9:56]
projects in focus, for example, um which
[9:58]
is when we did one with each individual
[10:00]
board director. Um that one was an
[10:04]
example of a social media campaign. We
[10:05]
pretty much just wanted to highlight the
[10:06]
variety of different projects that were
[10:08]
happening at the time at the district.
[10:10]
um more of those campaigns are pretty
[10:12]
effective at letting our residents know
[10:14]
exactly what's going on. Um and then of
[10:17]
course we want to communicate
[10:17]
proactively. Um we never want to
[10:23]
so we never want to be in a situation
[10:24]
where we have to communicate reactively.
[10:26]
Um but of course exceptions happen you
[10:29]
know when we have emergencies um that
[10:31]
are happening as they go on um that may
[10:34]
be a scenario where we may have to
[10:35]
communicate reactively but for most most
[10:38]
of the time we always want to make sure
[10:40]
we're communicating ahead of time and
[10:42]
letting residents know before it becomes
[10:44]
an issue. Um increase community
[10:46]
engagement. So one of the ways um we can
[10:50]
do this is through community feedback
[10:52]
which would be through surveys and draw
[10:54]
codes. Um, as some of you may have
[10:57]
noticed, may not have noticed at JMDC,
[10:58]
there's a boatload of QR codes
[11:00]
everywhere, um, with a free wallet. Um,
[11:03]
well, you can win a free wallet. You
[11:05]
don't just automatically get one, but
[11:07]
um, those surveys are very good at
[11:08]
giving feedback to what in essence is
[11:10]
that we're looking for. Um,
[11:14]
another part here is storytelling. So
[11:16]
residents really enjoy um the different
[11:20]
events that we put on, the different
[11:22]
parks and the different um programs that
[11:25]
are available as well as the facilities.
[11:27]
You know, we've heard it um countless
[11:28]
times from different staff who say, "Oh,
[11:30]
they loved it. You know, they really
[11:32]
enjoyed this event or oh, they loved uh
[11:34]
JCC the way it looks. Um it's very very
[11:38]
um grandiose and we want to make sure
[11:41]
we're getting those stories to the rest
[11:44]
of the community. Um, and of course,
[11:47]
last year is increasing attendance at
[11:49]
events, programs, and volunteer
[11:50]
opportunities. Um, those will come in
[11:52]
handinhand with everything before that.
[11:55]
Um, that's always a goal. We always want
[11:56]
to try to make sure that we're trying to
[11:57]
get as many residents out there as we
[11:59]
can. Um, and pretty much to help out our
[12:03]
community through volunteer
[12:04]
opportunities. You know, Valerie, um,
[12:06]
recreation manager, um, she has done a
[12:10]
very phenomenal job with her volunteer,
[12:12]
um, team, Rise Up team squad. um which
[12:16]
teens can get their volunteer hours
[12:17]
through. Something along those lines is
[12:20]
very effective and we would like to see
[12:22]
more of that happen. Um and lastly uh
[12:26]
but not least is we want to strengthen
[12:29]
the public image of JRP. So we want to
[12:32]
make sure we're maintaining consistent
[12:34]
branding and messaging across all
[12:36]
communications. Uh we want to showcase
[12:39]
the accomplishments and the community
[12:41]
impact that we do. Um, and then we also
[12:43]
want to ensure that AI assisted content
[12:45]
aligns with JRPD's brand values and
[12:48]
quality standards. We want to highlight
[12:50]
parks and again success stories through
[12:53]
photo and video. And then we also want
[12:55]
to ensure that all public facing
[12:57]
materials pretty much reflect JRPD's
[13:00]
professionalism and values.

number one things that the people

visiting JNBC wanted to see expanded
[13:35]
hours. Last Friday night, we had our um
[13:38]
ice cream social there. It was expand
[13:41]
our expanded hours. Arguably the busiest
[13:44]
day JMDC has ever had with the exception
[13:47]
of some very large days of school field
[13:49]
trips. We had a lot of people fill out
[13:51]
the QR code surveys that night. The
[13:53]
number one thing they asked for was
[13:54]
expanded hours.

influencers, it's definitely something

um I would like to see. Um but of

course, it's something that I'd have to
[15:08]
discuss with Colby and uh pretty much
[15:11]
everyone else uh in terms of other
[15:13]
departments and see if that's something
[15:15]
they're comfortable doing.

that we've started going through um one

of the big ones I would like to see and

we kind of started doing it is

potentially um doing a district report.

Um I think Colobby has something a

meeting talking about how we can use
[17:17]
that. Um but the district report would
[17:19]
be something it's an annual report. It

would be a calendar year report, not a

fiscal year report. And in a sense it

would boil down the numbers, the events
[17:27]
and the v the variety of programs and
[17:30]
pretty much the community that's come
[17:31]
out to see it. And

report is is the best way I can put it

present to you all um the goal of the
[22:36]
presentation today was to talk with you
[22:37]
all about opportunities to potentially
[22:40]
collaborate on upcoming grant
[22:43]
opportunities and also one grant
[22:45]
opportunity in particular that we're
[22:47]
working on uh related to biodiversity
[22:51]
um initially uh so we're going to talk
[22:53]
about the biodiversity planning grant
[22:55]
and the statewide parks program or prop
[22:58]
four. Uh, next slide.

we initially uh talked to Cole Reed and
[23:20]
Jose through uh Mariel Lono from Puerto
[23:23]
Elvay who has their uh who you know
[23:26]
manages the community garden right at
[23:28]
heritage park. Um initially uh Maria
[23:33]
Lono was uh we were collaborating on
[23:36]
submitting a potential project idea uh
[23:39]
in partnership potentially with you all.
[23:42]
Uh Maria unfortunately had to step back
[23:45]
uh from the partnership. Uh she's just a
[23:47]
little preoccupied right now with her
[23:49]
work. Um however, we did want to present
[23:52]
these opportunities to you all in case
[23:53]
there might be other potential partners
[23:55]
or project ideas that you all might have
[23:58]
that could really benefit from this
[23:59]
grand opportunity.
[24:01]
Uh so starting with the biodiversity
[24:03]
planning grant. Um this is a planning
[24:06]
guide that we're currently working on in
[24:08]
partnership with the wildlife
[24:09]
conservation board who is the funer um
[24:12]
and the resources legacy fund who's
[24:14]
administering the funds for the wildlife
[24:16]
conservation board. We were brought on
[24:18]
as uh community engagement experts uh to
[24:22]
be able to uh reach out to community
[24:25]
organizations in co San Bernardino and
[24:27]
Riverside County. Uh to get a sense of
[24:31]
whether there's interest uh in
[24:33]
submitting a project idea for this
[24:35]
grant. Uh the goal of the biodiversity
[24:38]
grant is to fund a project that helps
[24:41]
support uh biodiversity.
[24:44]
Um you know conserving wildlife
[24:47]
um conserving open space as it relates
[24:49]
right to wildlife habitat. Um we're
[24:53]
specifically targeting urban communities
[24:54]
as well. Uh we're trying to find sort of
[24:57]
that space where we can support both uh
[25:00]
biodiversity and also access as well for
[25:03]
for for residents.
[25:07]
Um the goal is to find one project for
[25:09]
county one in Riverside Sanino.
[25:12]
Um for this grant uh leadership coming
[25:15]
from the community- based organization
[25:17]
or the tribal group is going to be key
[25:20]
as they would be the ones who would be
[25:21]
awarded the grant and would be asked to
[25:23]
manage the grant as well in the planning
[25:25]
process for it. Uh tree people in this
[25:28]
aspect would work as a technical
[25:30]
assistance provider for that grant and
[25:32]
support where needed.
[25:35]
Um the main method that we're using
[25:37]
right now to collect project ideas is
[25:39]
through a questionnaire
[25:41]
um that is in this uh presentation that
[25:44]
we'll make sure to share with you all.
[25:46]

Uh so providing a to provide a bit of
[26:04]
project uh or description of of the
[26:07]
grant uh and the projects that are
[26:10]
eligible. Projects can really vary in
[26:12]
scale. Um we've heard community
[26:15]
organizations uh submit talk about
[26:17]
project ideas that are as small as like
[26:19]
10 acres in size and some that have
[26:21]
talked about, you know, 400 acres in
[26:23]
size. uh here in Bolts counties. Um
[26:28]
funds can also be used to support
[26:29]
existing planning efforts if you all are
[26:31]
already working on an existing planning
[26:34]
project. Um this this grant can support
[26:38]
that so long as there's still sort of
[26:39]
space where the resources legacy fund
[26:42]
entry people can still support with the
[26:44]
visioning process right for this uh for
[26:46]
this grant. Uh multiple projects can be
[26:51]
submitted through the questionnaire.
[26:54]
um organization that do submit a project
[26:57]
idea, they must have a nonprofit status
[26:59]
or have a fiscal sponsor. Uh that's why
[27:01]
I brought up earlier, right? If you know
[27:03]
of any partners uh or groups that could
[27:06]
benefit from this work that might be a
[27:08]
potential collaboration, right, between
[27:10]
Jerupa area district and that nonprofit
[27:13]
or organization. Thanks.

followup to some uh research that we did
[27:23]
on open space access and climate
[27:25]
resilience a few years ago. Uh we did
[27:28]
this research in partnership with the
[27:29]
resources legacy fund uh and John
[27:32]
Christensen, a researcher from the from
[27:34]
UCLA.
[27:36]
Um, at the time what we found was we
[27:39]
were able to identify different areas
[27:41]
across San Frernardino and Riverside
[27:43]
County that had the greatest need for
[27:45]
climate resilience, nature-based
[27:47]
infrastructure.
[27:49]
Um, and through this research is how we
[27:50]
got research is how we got to here now.
[27:53]
Uh, we were able to provide a planning
[27:55]
grant to be able to fund some of these
[27:57]
projects uh in these areas. Next slide.
[28:04]
So uh as I mentioned earlier, the
[28:07]
organization that is awarded this grant
[28:10]
uh would really play the key role in
[28:12]
carrying out the planning work. Uh some
[28:14]
of the uh responsibilities that they'll
[28:16]
have would be of course to identify a a
[28:19]
proposed candidate site to the uh
[28:20]
resources legacy fund. Um project ideas
[28:24]
can come from a myriad of places. Uh
[28:27]
some folks have existing research that
[28:29]
they're relying on biodiversity.
[28:31]
Uh some are relying on community
[28:33]
feedback uh because they're membership
[28:35]
based organizations.
[28:37]
Uh and like I mentioned, the
[28:38]
organization would lead the planning
[28:40]
process which could include activities
[28:42]
such as outreach
[28:44]
uh uh filling out the grant application
[28:48]
process for future implementation
[28:49]
funding. Um and uh different
[28:52]
environmental testing is related to the
[28:54]
to the to the project. Next.
[28:59]
Now, treat people's uh technical
[29:02]
support. Uh we can provide a variety as
[29:04]
well of uh of of
[29:07]
support uh in different tasks. These are
[29:10]
just some of the highlights. Uh those
[29:12]
tasks could include support the
[29:14]
community engagement efforts for this
[29:15]
project. Uh concept design development.
[29:19]
we can support uh uh we can support with
[29:23]
land lease negotiations, land
[29:24]
acquisition
[29:26]
um and then we can and then the support
[29:28]
we really can provide as well as to
[29:30]
develop that relationship between the
[29:31]
resources legacy fund and selected
[29:33]
organizations.
[29:39]
So right now what we're doing is we're
[29:41]
essentially just doing a preliminary
[29:43]
assessment of interest trying to hear
[29:45]
from organizations about their project
[29:47]
ideas about their potential partners,
[29:49]
right? Uh and so we're capturing that
[29:52]
information through a questionnaire that
[29:54]
we've prepared that we'll make sure to
[29:55]
share with you all. Um it helps us
[29:58]
understand where organizations are at
[30:00]
the moment in terms of their capacity.
[30:02]
Um and it's also a space to provide
[30:04]
project ideas. uh regardless of whether
[30:07]
a project gets selected or not, each
[30:09]
project that's submitted and recorded uh
[30:12]
is going to be uh you know placed on a
[30:14]
map and a list that that organization
[30:17]
and resources legacy fun can then follow
[30:19]
up on to see if there's an opportunity
[30:21]
to partner in the future for other uh
[30:23]
planning projects.
[30:29]
Uh so after the questionnaire closes um
[30:34]
tree people and resources legacy fund
[30:36]
are going to work on assessing these
[30:38]
project ideas that are submitted. Um and
[30:41]
we're using primarily um we're using a
[30:44]
tool called the per square mile tool
[30:46]
that was developed by uh John
[30:47]
Christensen the researcher from UCLA and
[30:49]
his team uh that helps us assess
[30:52]
different factors as it relates to uh
[30:55]
you know enhancing biodiversity and
[30:57]
creating access uh for communities that
[31:00]
may not have access to open space. And
[31:02]
so this tool uh does a really good job
[31:05]
of capturing uh you know where are the
[31:07]
spaces that are environmentally
[31:09]
burdened, where is their biodiversity
[31:11]
potential, what are the social
[31:13]
conditions of these sites uh and where
[31:16]
is there a need to support you know
[31:18]
healthy human health.
[31:23]
So the next steps in the work that we're
[31:25]
doing um we're uh having uh once we talk
[31:30]
to organizations we share the
[31:31]
questionnaire which they're able to
[31:32]
fill. The deadline for the questionnaire
[31:35]
we have right now is July 31st. That's
[31:37]
more of an internal deadline for us uh
[31:39]
to be able to just sort of you know see
[31:41]
what has come in right now and start an
[31:43]
initial assessment. Um I understand that
[31:46]
if you know uh if the if the district is
[31:49]
interested in the in the grant and is
[31:51]
interested in finding a partner that uh
[31:53]
you all can of course have a little more
[31:55]
time to uh you know do that research and
[31:58]
come up with some uh great projects.
[32:01]
Uh once we uh sort of close the
[32:03]
assessment phase, uh tree people will
[32:06]
work with RLF to identify candidate
[32:08]
sites and candidate organizations that
[32:11]
will then be invited by the RLF to
[32:13]
submit a proposal for the plan grant.
[32:20]
The other opportunity we wanted to share
[32:22]
for a potential collaboration uh is
[32:25]
around uh Prop 4 uh through the
[32:28]
statewide parks program. Uh this parks
[32:31]
program is really uh it's it's really a
[32:34]
co it's a coveted uh grant that can
[32:37]
support uh the creation of new parks,
[32:40]
the renovation of existing parks um and
[32:42]
the expansion as well of existing parks.
[32:45]
Uh in terms of the grant funds uh
[32:48]
statewide the allocation is 188.5
[32:51]
million. Uh the award uh range uh is
[32:55]
between 200 and 8.5 million. Uh, as I
[32:59]
understand, there's also no matching
[33:00]
funds required for this. The guidelines
[33:03]
are still sort of being uh developed.
[33:05]
They're going to be finalized soon. So,
[33:06]
we'll learn a little bit more about all
[33:08]
of these details uh soon.
[33:11]
Um, community engagement. Uh, but you
[33:15]
know, uh, once the gu guidelines are
[33:18]
open, um, in the fall is when a lot of
[33:21]
the, you know, heavy lifting for those
[33:23]
that do apply needs to happen. Uh that
[33:26]
would include doing robust community
[33:28]
engagement, filling out the grant
[33:29]
application and then submitting of
[33:31]
course a high level concept design uh as
[33:35]
part of the grant application.
[33:37]
Partners, let me just finish with the
[33:40]
little part right here. Uh so
[33:41]
partnerships uh godamn partnerships
[33:45]
really help a grant application stand
[33:47]
out. Uh that's something very key to
[33:50]
keep in mind for this uh Prop 4 grant.
[33:52]
Um and we initially proposed this as
[33:55]
well because of those conversations we
[33:56]
were having with Maria Lono at Werta and
[33:59]
Co about you know what what could what
[34:02]
could happen how can we collaborate
[34:04]
around Glen Heritage Park and supporting
[34:06]
as well Maria Lon's projects
[34:10]
uh so the criteria that's used to select
[34:14]
projects uh it's uh it's pretty
[34:18]
extensive uh and it includes uh you know
[34:22]
what the state looks for includes you
[34:25]
know is this project located in an area
[34:27]
that has a critical lack of park space
[34:30]
uh is it an area where there's climate
[34:32]
vulnerable populations as I understand
[34:35]
that's one of the main focuses right now
[34:36]
of this uh grant application to be able
[34:39]
to support projects in that that are in
[34:41]
need of climate resilience uh or or
[34:44]
communities in need of climate resilient
[34:46]
projects. Um, will it provide employment
[34:50]
volunteer opportunities?
[34:52]
Uh, is the project environmentally
[34:54]
sound? Um, and what are the community
[34:57]
challenges, project benefits? Um, and is
[34:59]
the project ready right for for for a
[35:02]
grant size?
[35:09]
Eligible cost under this uh the prop for
[35:12]
straight wave funding. Uh it includes
[35:15]
site prep, grading, demolition,
[35:18]
uh foundation work, purchase and install
[35:21]
of permanent equipment, construction
[35:23]
supplies and materials. Um and just to
[35:26]
sort of uh summarize this uh this grant
[35:29]
can be used both for planning purposes
[35:31]
and also for implementation.
[35:34]
Um and so and it includes you know sort
[35:37]
of these eligible costs as well. Uh next
[35:41]
uh one thing to keep in mind some of the
[35:43]
ineligible costs uh which we've
[35:45]
highlighted here uh include food and
[35:48]
beverages
[35:50]
uh for the meetings for the work uh
[35:52]
operations and maintenance is not funded
[35:54]
under this uh grant uh along with
[35:58]
movable recreation features and support
[36:00]
amenities. uh the main tool and this
[36:03]
this little uh snippet right here on
[36:05]
disadvantaged communities uh tool. It's
[36:08]
a tool that the state uses to identify
[36:11]
you know what is the what is the
[36:13]
situation right around the area where uh
[36:16]
project is being uh proposed. Uh the key
[36:20]
uh the key items that this tool uh looks
[36:23]
at uh is uh seeing whether the project
[36:27]
is in a site that has less than 3 acres
[36:28]
of parkland per 10,000 residents in the
[36:30]
area. Uh what is the median household
[36:34]
income of the area? And then also is the
[36:37]
project in an area where there might be
[36:39]
climate vulnerabilities as well.
[36:42]
And that's that's our presentation for
[36:45]
today.

idea for a potential project that
[37:40]
supports biodiversity within Werta or
[37:42]
eventually within sort of Glenn One
[37:44]
Heritage Park as well. Once we engage
[37:46]
Colby and Piluis in the conversation.

park basically that Wera is currently
[38:18]
utilizing,
[38:19]

the entire property and putting in um
[38:25]
plant material and
[38:27]

the the last three bullet points there,
[39:24]
um the disadvantaged community tools is
[39:26]
really what you're going to need to
[39:27]
qualify and you need to either be a
[39:30]
ratio of less than three acres per
[39:31]
thousand or under the 80% mark of the
[39:35]
median household income, which is
[39:36]
$77,000.
[39:39]
um is what the proposed number was at in
[39:42]
the draft guideline which will most
[39:44]
likely stay and then for the most part
[39:47]
everybody in California is going to fall
[39:49]
under the proximity to climate
[39:51]
vulnerability either high-risisk fire or
[39:53]
drought.
[39:55]

in the state that doesn't qualify for
[39:58]
that is my guess. Um so really comes
[40:01]
down to those first two prior priorities

and how how you're going to qualify. is

and Discovery Center.

How can Avalon?

Avalon be an interesting one. I haven't

run those numbers. Avalon may not have

the population density. They're going to
[40:44]
have the acreage shortage, but they may

not have the population density because

of the industrial that's around it is

going to be the challenge there. A uh
[40:52]
Memorial Park doesn't doesn't
[40:54]
necessarily qualify. Um the only two
[40:57]
areas in the within the district that
[41:00]
tend to qualify on the median household
[41:02]
income is going to be Rubido
[41:05]

in the first round. Um and my my guess
[41:54]
is they receive over a billion dollars
[41:56]
in requests.

um this pro this uh grant opportunity is

pretty unique in the sense that uh if if

you all are familiar with the wildlife
[42:23]
conservation board they tend to fund
[42:25]
projects that are very large in size out
[42:28]
in the deserts out in the mountains.

It's it's uncommon and rare for them to
[42:34]
be able to to say, "Okay, we want to
[42:36]
fund projects
[42:38]

Empire to to elevate some projects that

would would be really competitive. this

is happening in Los Angeles and San
[43:02]
Diego as well. Those projects are
[43:05]
already up and running and they're
[43:06]
they're working on um RLF did not have
[43:10]
the com uh just the the connection uh to
[43:14]
be able to to elevate project as quickly
[43:16]
as they do in those areas. So, with our
[43:20]
relationship with with the various
[43:22]
cities that we've been partnering with
[43:24]
in in the Inland Empire, they reached
[43:26]
out to us because we're we're familiar
[43:28]
uh one with them, but also with the
[43:31]
layout and we've been doing this this
[43:32]
research in in the area. So, if you're
[43:35]
not too familiar with what Tree People
[43:38]
does just as a whole, like we we do
[43:40]
urban forestry, conservation work,
[43:43]
environmental education, all of these
[43:45]
things. And what I'm, you know, full
[43:47]
transparency trying to do. I live in the
[43:49]
Inland Empire. I'm trying to get as much
[43:52]
of the the opportunities available to
[43:55]
our neighborhoods as possible. And this
[43:58]
was an area we we were able to really
[44:00]
identify and say, hey, there's there's
[44:02]
opportunity here. We have that community
[44:05]
engagement element because that is what
[44:08]
got treat people to where we are in
[44:10]
terms of that volunteer engagement. So
[44:13]
this opportunity to actually access
[44:15]
these funds, we don't know if it's going
[44:18]
to happen again. We don't know if it
[44:20]
will be like, "Wow, you really showed us
[44:23]
that the conservation and urban overlap
[44:26]
is really important." Or on the flip
[44:28]
side, they say, "Hey, see, we told you
[44:32]
it doesn't work. We need to go out and
[44:33]
do these hundreds of thousands of
[44:35]
acres." So that's where where we don't
[44:38]
we just don't know if if it's going to
[44:40]
be open in the same way. Because to me
[44:42]
the this opportunity with this
[44:45]
particular grant to me fits better with
[44:48]
um Herupa Mountains Discovery Center
[44:50]
than it does at um Glenn Heritage
[44:53]
because we're kind of already in a
[44:56]

the the proposal together to to elevate

this through. Our first goal was was to
[45:59]
try to elevate local community uh that
[46:02]
that are doing this work. And Guvetai
[46:04]
has been a friend to us ever since we we
[46:09]
you know started in the Inland Empire
[46:11]
years ago when we were doing tree
[46:13]
planting out in in Riverside.

to experience a lot of um emergencies

within our community. uh fires in the
[1:02:44]
riverbed, fires up in the hills. Um

public safety power outages related to
[1:02:50]
Sana winds, flooding. Um one thing that
[1:02:54]
is uh not present here in the district
[1:02:56]
is a dedicated shelter system. Um this
[1:03:01]
would be the district apply for a grant
[1:03:03]
which would be $500,000 to design phase
[1:03:07]
two of um Sky View Event Center. And in
[1:03:11]
that would make it a essentially a a
[1:03:15]
shelter, a community resilience center.
[1:03:17]
Should something like this happen, um
[1:03:21]
that would be the designated spot within
[1:03:23]
the city. Um we have talked with the
[1:03:25]
city of group of valley and they are
[1:03:27]
going to submit uh as a um supporting
[1:03:30]
agency on this which is one of the
[1:03:32]
requirements and we also again have to
[1:03:34]
have the nonprofit that we were just
[1:03:35]
talking about partnership and we've
[1:03:37]
reached out to the Red Cross uh for that
[1:03:39]
partnership for for this grant. Um while
[1:03:43]
it's not a guarantee,
[1:03:45]
uh essentially the hope is we would be
[1:03:47]
awarded this grant and then the second
[1:03:50]
year we'd be applying for the
[1:03:51]
construction funding. And like I said,
[1:03:54]
it's not a guarantee we'd get the
[1:03:55]
construction funding, but it's highly
[1:03:58]
likely having been given that we've been
[1:04:01]
awarded the planning grant already. Um,
[1:04:04]
there is a match requirement for the
[1:04:06]
construction aspect that we believe we
[1:04:09]
would have in it's a 50% match that we
[1:04:12]
believe we would have in another year or
[1:04:14]
so. So, that's where we're at with this.

data analytics company. And one thing I

want to start with and Mr. Leia already

asked me this earlier today and so did
[1:06:57]
Miss Miss Johnson. When I first started
[1:06:59]
having discussions with this company,
[1:07:00]
the the reputine
[1:07:03]
made it a point to point out we started
[1:07:05]
this company in 2018 and we have the Aai
[1:07:10]
web domain. We're not an artificial
[1:07:12]
intelligence
[1:07:14]
company and he he almost kind of said we
[1:07:16]
need to change our name. It's it's kind
[1:07:18]
of a negative connotation to it. Uh what
[1:07:20]
place your AI is they're a data data
[1:07:23]
analytics company that essentially takes
[1:07:25]
your cell phone data. So when you um
[1:07:28]
open an app on your phone and it asks
[1:07:30]
you kind of that default question uh
[1:07:33]
when you first uh you know Facebook or
[1:07:34]
something like that you know do you are
[1:07:36]
do you permit us to share your data
[1:07:39]
that's the data that that we're dealing
[1:07:40]
with here um what what Placeria does is
[1:07:43]
they work with uh all the major cell
[1:07:47]
phone uh companies out there and they
[1:07:49]
they buy that data um and with that they
[1:07:53]
provide us with analytics on how it's
[1:07:55]
impacting
[1:07:56]
our park facilities in in this this
[1:07:58]
situation. They started out in the um
[1:08:02]
commercial retail market. Um when you go
[1:08:04]
to the Ontario Mills Mall, they want you
[1:08:06]
to log on and use their free Wi-Fi
[1:08:08]
because they're tracking you. They they
[1:08:11]
they track how you go from store to
[1:08:13]
store and that's how they say Victoria
[1:08:16]
Secrets, this is where you want to be or
[1:08:18]
Starbucks, this is where you need to be
[1:08:20]
within the mall. From that they quickly
[1:08:22]
realized there was other uh industries
[1:08:26]
that that could utilize it and they went
[1:08:28]
very heavily into the real estate market
[1:08:30]
and then they ultimately realized on the
[1:08:33]
municipality market that there was a a
[1:08:36]
big need for it as well and they really
[1:08:37]
started on the economic um development
[1:08:40]
aspect of it. But park and recreation is
[1:08:43]
something that they've um opened up the
[1:08:44]
market to the past couple years. Um I
[1:08:47]
first started talking with these this
[1:08:48]
company about two years ago. Miguel
[1:08:51]
actually um attended the first present a
[1:08:53]
virtual presentation for me and he came
[1:08:55]
in and told me I think his exact quotes
[1:08:58]
were that's amazingly scary was his his
[1:09:02]
his his quote there and it was amazingly
[1:09:04]
expensive at the time. Um since then
[1:09:08]
they have refined their platform and
[1:09:09]
they're able to share with us only
[1:09:11]
specific data related to park uh and
[1:09:13]
recreation and therefore it's brought
[1:09:15]
the the price point down significantly.

Um there's a couple examples here that I
[1:09:21]
think are
[1:09:23]
um helpful for us. It's it's a PDF so

you don't get all the interaction with

reality, we know that we're getting

show. Same thing, we can get estimated

attendance numbers for all of our
[1:16:41]
special events. We can set up standard
[1:16:44]
reports for every single one of our
[1:16:47]
parks and it gives us a monthly
[1:16:50]
automated report of how many attendance
[1:16:52]
attendance we had at that facility and
[1:16:54]
it goes back I believe it's seven years
[1:16:57]
but the report standard report will give
[1:16:58]
us month-to-month and year-to-year data
[1:17:01]
in comparing um those facilities so we
[1:17:03]
can see how our attendance at is at
[1:17:05]
these facilities and that alludes to

annual What I think we are all going to

be extremely shocked how many millions

of visits our park get on our parks get

difference right there for us. um

our concerts in the park which

unfortunately I don't have any pictures

with had concluded for the year. We're

at AGOT Laramore Rancher Mir and Clay

and we did have a higher turnout than

we've had in the past. So that that was

nice to see. Um again we had a very mild

June this year um which I think did help

uh even early July which I think helped

contribute to that. Um but the concerts

were well received in Rancho Miraloma,

the largest attendance. So that was nice

residents there have been very receptive

and we put programmings programming out
