[0:03] as always [0:20] for a while. [0:36] something. [0:48] I had to go back to [0:56] » Okay, please stand. [0:59] [clears throat] [2:38] We acknowledge and our honor to be on [2:40] the land of the most free people. This [2:42] territory is covered by treaty 9 that [2:44] was made and helped to build this [2:45] community. We recognize the history of [2:47] this land and its original stewards and [2:50] we commit to learning from them and [2:51] working towards reconciliation. [3:12] Please also note that this meeting is [3:14] being live streamed. The content may be [3:16] subject to copyright protection. [3:25] You have a motion to approve the agenda [3:28] by council by council that the agenda [3:33] >> favored [3:36] declaration of community interest. [3:39] Seeing none committee the whole reports [3:41] we'll start with the finance president. [3:44] Um, first item for cost statements of [3:47] June the 30th, 2026. The attached cost [3:50] statements provide a snapshot of service [3:53] as of June the 30th, 2026. [3:56] Um, the numbers are all there, but this [3:58] is June the 30th. So, I mean, everything [4:02] looks all right. Any questions? [4:06] Hearing none, we'll go to the next one [4:07] for taxes. [4:09] Also as of June the 30th that council [4:12] was provided with tax with property tax [4:16] report as of June the 30th for [4:18] information. Um everyone everything's [4:20] pretty well in line a little bit high [4:22] but it fluctuates off and on. I think [4:26] the real ones will be the ones at top [4:28] will be gorgeous in the bigger. We know [4:31] if that's getting better or not. Uh [4:33] well, it has actually increased from the [4:35] last quarter because now we have our [4:36] final bills that uh have come out, but [4:39] we're anticipating for sure that it's [4:40] going to go down again. [4:44] Any questions on the taxes? Okay. The [4:48] next item is information of 2026 [4:51] Northeast Public Health Requisition [4:54] providing council with an update [4:56] regarding the 2026 Northeastern public [4:59] health municipal level for information. [5:03] Um, [5:04] we could go through all that, but it's [5:06] um I'm a little bit disappointed that [5:10] that it's a high percentage and I think [5:12] we should send them a letter expressing [5:15] our disappointment with that and ask [5:19] them for what like we amalgamating the [5:24] two was supposed to create synergies [5:27] doesn't seem to have happened and [5:29] increased expenses. I I always skat I [5:32] think there was three of us who voted [5:33] against it. The rest all voted for it [5:35] >> with no questions asked. [5:37] » with no questions asked. [5:37] >> Um when they voted for it because [5:39] » Um when they voted for it because [5:39] they're they're saying that the other [5:40] district is paying much more than we [5:42] are. Um and the synergies is not a it's [5:45] not a cost efficiency thing. It's more [5:47] of a service thing. So they never said [5:49] it would save much money. But I we voted [5:53] myself Michelle and their attendance and [5:57] >> uh Mr. do premium. We voted against it [6:00] » uh Mr. do premium. We voted against it [6:00] and everybody else. So we were outvoted [6:02] um in the majority just said that [6:04] because if we didn't do that this year [6:05] we even hired next year and one year [6:07] after that. So we have to [6:09] >> I think we have expressive kind of embed [6:12] » I think we have expressive kind of embed [6:12] something in their policies that they [6:14] don't do that year after year done 10% [6:17] this year they would have did 15% next [6:19] year but they still had an intentional [6:21] >> well it's because two years ago we said [6:23] » well it's because two years ago we said [6:23] we had um two or three years ago we had [6:25] total to go through the um um our [6:28] savings where I remember the name [6:30] >> the reserves but because of that [6:33] » the reserves but because of that [6:33] >> it's the same with us that's why we [6:34] » it's the same with us that's why we [6:34] increased the tax 11% because so many [6:36] years that wasn't we had [6:38] I agree with you. We voted against it [6:40] and let it went through. [6:41] >> Thing is that I think you might uh you [6:43] » Thing is that I think you might uh you [6:43] might be right in that we should [6:44] probably send a letter saying, "Hey, but [6:46] we can't [6:48] basically [6:50] be on file at least." [6:51] >> Well, at least put them on notice. [6:53] » Well, at least put them on notice. [6:53] >> Yeah, I'm okay with it. [6:55] » Yeah, I'm okay with it. [6:56] >> And why don't we circulate the dog as [6:57] » And why don't we circulate the dog as [6:57] well? [6:58] >> Absolutely. [7:00] » Absolutely. [7:00] >> It's just next year and the year after [7:03] » It's just next year and the year after [7:03] are they going to keep on coming with a [7:05] 10% dog? I can't answer that. I don't [7:07] think it' be 10% but it's an increase [7:09] every year. [7:12] >> And I did bring I did bring up they're [7:14] » And I did bring I did bring up they're [7:14] building a new pork health unit in Tim. [7:17] And I did ask a question. I was a little [7:19] late to the game. I said why are we [7:20] building this in Timonss not anywhere [7:22] else? So some of the other councils were [7:24] yeah because it's going to be like a $10 [7:26] million project. I said it could be a [7:28] lot of empty buildings in other [7:29] municipalities. But then I had some [7:32] pretty quick know. [7:34] >> So had a response quick. Hey, [7:36] » So had a response quick. Hey, [7:36] >> you have to move spots. [7:37] » you have to move spots. [7:37] >> Oh, absolutely. So, how do you think [7:39] » Oh, absolutely. So, how do you think [7:39] we're going to we're going to move on to [7:41] SAP other communities? And anyway, I [7:43] just threw that say, listen, not [7:45] everybody's attendance, but it is [7:50] >> that's all. It's one of the reasons Tims [7:52] » that's all. It's one of the reasons Tims [7:52] can't on the on the on the [7:54] increase on the cost of the cost. They [7:56] get all the benefits, too. they have [7:57] that population increase because all [7:59] those employees, you know, they're all [8:01] independent and they all independent and [8:04] so [8:05] but I think we have to put him a letter [8:08] to put on [8:11] Mr. [8:15] Okay, we'll ask that [8:18] for information. January to June 200 [8:20] caps inc [8:24] statistical report. Um, [8:27] self-explanatory. [8:29] Nothing really out of [8:32] any questions on that. [8:34] >> The good thing about this one here, at [8:35] » The good thing about this one here, at [8:35] least employees are using it now [8:39] system. [8:42] >> Who else is on this one? The milk is the [8:44] » Who else is on this one? The milk is the [8:44] milk on this one. [8:46] I know hydro has an effect program and [8:49] not that one but it's very similar in [8:51] statute [8:53] should you know there's no other [8:56] questions that's it for me planning [8:59] corporate services counc there's nothing [9:01] on the agenda but there's anything you [9:02] want to add [clears throat] no nothing [9:03] but myself sir [9:07] service emergency management counc [9:09] >> uh one item may uh request for deferral [9:13] » uh one item may uh request for deferral [9:13] of protective services followup items [9:15] from on July 15th, 2026 council meeting. [9:18] The recommendations as follows. That [9:20] council receive the report regarding the [9:22] deferral of protective services [9:23] follow-up items from July 13, 2026 joint [9:26] committees of the whole and council [9:28] meeting as information and that council [9:30] defer further consideration of the [9:32] following items until such times the [9:34] fire chief is available to provide the [9:36] required follow-up information. Uh, one [9:38] reported on levels of service for [9:40] interventions outside of the town of [9:42] Capus spacing limits, including [9:43] discussions with neighboring [9:44] municipalities, potential mutual aid and [9:47] automatic aid agreements in related [9:49] provincial advocacy. Two, request to [9:51] enter into an agreement with the Cochran [9:53] uh, ESAP or the provision of third [9:56] response services within the limits of [9:57] the town of Capus casing and that [9:59] current operational procedures and [10:01] levels of service remain unchanged until [10:03] the further report brought back to [10:05] council for consideration. [10:07] So [10:09] question on the [10:13] share [10:15] [clears throat] [10:17] the third response services. [10:20] >> Those are medical calls through DAP. [10:23] » Those are medical calls through DAP. [10:23] >> Okay. Those that that's not got nothing [10:26] » Okay. Those that that's not got nothing [10:26] new to fight. [10:28] >> Well, no, not yet. The um the proposal [10:32] » Well, no, not yet. The um the proposal [10:32] was to add medical calls to the the [10:35] response. [10:36] >> It was always something that the [10:38] » It was always something that the [10:38] >> talking about maybe a litis. [10:40] » talking about maybe a litis. [10:40] >> No, the t response. [10:41] » No, the t response. [10:42] >> Ter response. [10:42] » Ter response. [10:42] >> Yeah. [10:43] » Yeah. [10:43] >> Well, that that's what [10:45] » Well, that that's what [10:45] >> is that a good thing or [10:46] » is that a good thing or [10:46] >> Well, I think that we're going to defer [10:47] » Well, I think that we're going to defer [10:47] this until such time. [10:48] >> Yeah, we need to fully analyze the [10:51] » Yeah, we need to fully analyze the [10:51] implications. [10:52] >> What the what we're getting into. [10:54] » What the what we're getting into. [10:54] >> Yeah. So before signing and going ahead, [10:56] » Yeah. So before signing and going ahead, [10:56] I would recommend that we fully analyze [10:59] the service level. [11:02] >> Okay. Thank you. [11:06] » That's it. Uh economic development, [11:07] community, wellbeing, and recreation [11:09] council. [11:10] >> Uh we have four items on the agenda. Um [11:13] » Uh we have four items on the agenda. Um [11:13] a request for the Northern Vibrancy [11:15] Committee for the inclined assistance [11:17] with the Cath and Color Run event to be [11:19] held uh September 12, 2026. The council [11:22] received the correspondence from the [11:23] northern vibrancy committee regarding [11:25] the annual capiscation color run taking [11:27] place on Saturday September 12th and [11:29] consistent with past practice council [11:32] approved the request for income [11:33] municipal support including the use of [11:35] table sheriff's garbage bins and traffic [11:37] control equipment subject to [11:39] availability operational requirements in [11:41] coordination with the recreation [11:42] director public works foreman and any [11:44] other appropriate municipal departments [11:46] and further that organizers and require [11:49] uh be required to ensure the volunteers [11:51] ers are stationed at each affected inter [11:55] affected intersection and assist with [11:57] traffic direction and to allow emergency [11:58] vehicles to pass when required and [12:00] further that the organizers be required [12:02] to notify the emergency services, fire [12:04] and ambulance of the event and proposed [12:06] route temporarily affected [12:08] intersections. So that's the color run [12:11] of the color which is changing dates [12:13] this year to uh so that we can [12:17] so it can be at the same time as the uh [12:19] the snow. [12:23] Any questions about that one? [12:27] >> Great. [12:30] » Great. [12:30] Uh, request for infendination of [12:32] municipal fencing O'Brien's Bruise in [12:34] Tunes Festival. Recommendation that [12:36] council receive the correspondence from [12:38] OAR's purp regarding the request for the [12:41] inind use of municipal fencing for the [12:42] opra spruce and two festival and that [12:45] council approved the request of the ink [12:46] kind use of municipal fencing for the [12:48] event subject to availability [12:50] operational requirements and [12:52] confirmation that the fencing is not [12:54] required for municipal purposes at the [12:56] time of the event and that the use of [12:57] municipal fencing be provided at no cost [12:59] to the municipality with the organizers [13:02] being responsible [13:04] for coordinating the public works. [13:06] department regarding the quantity [13:07] required pickup, delivery, installation, [13:09] removal and return of the fencing as [13:11] applicable and further that any [13:13] conditions established by the town [13:15] including requirements related to [13:17] insurance, liability, damage, security, [13:19] access and useful operations be followed [13:21] by the architects. [13:23] So that's kind of like the same request [13:25] as the [13:26] if you when we have their [13:34] » sea and the best album. [13:38] >> I really like this one because it's [13:40] » I really like this one because it's [13:40] going to be another festival and if it [13:42] gets off the ground continuously it's [13:44] going to be good for the kids. It's [13:45] going to be good for the motel [13:48] and it's it's another special event. [13:50] It's probably the last event before our [13:53] Christmas one. [13:55] >> Why are we voting on this? Is that what [13:57] » Why are we voting on this? Is that what [13:57] we're doing now? [13:59] >> Next. Okay. Thank you. [14:01] » Next. Okay. Thank you. [14:01] >> Well, we're going to have to vote [14:02] » Well, we're going to have to vote [14:02] because the priorities. [14:10] » Oh, I'm not done for that [14:11] [clears throat] 100%. No, I'm good. No, [14:14] I'm good. Other questions? [14:20] » Okay. Uh [14:21] >> um but see that we're talking about this [14:24] » um but see that we're talking about this [14:24] uh what what is our policy in regards to [14:26] lending to profit and profit? Um and is [14:30] there a policy? Shouldn't there be a [14:31] policy and if not then fine? If yes then [14:34] >> yeah there's no clear policy in lending [14:37] » yeah there's no clear policy in lending [14:37] equipment. that there is polication. So, [14:41] so that one thing that does fit within [14:43] our donations policy, it is broadly [14:45] council for [14:47] >> so maybe maybe for future just to make [14:49] » so maybe maybe for future just to make [14:49] sure that we're all in line and it makes [14:51] it easy for staff to make these [14:52] decisions. [14:53] >> But this is this is no no cost of [14:55] » But this is this is no no cost of [14:55] municipality. We're not providing any [14:58] labor without lending them all the [15:00] equipment. They have to pick it up. They [15:01] have to bring it back. They have to look [15:03] after it. [15:04] >> So that makes it pretty [15:06] » So that makes it pretty [15:06] >> Yeah. for this. put in the in the [15:08] » Yeah. for this. put in the in the [15:08] future. [15:09] >> But but on the same time, we provide [15:11] » But but on the same time, we provide [15:11] people like the other one to run that [15:13] doing we're providing people, you know. [15:15] >> Well, we have we have policies around [15:17] » Well, we have we have policies around [15:17] everything we do here. I mean around the [15:19] rental of the the auditorium, around the [15:22] rental of uh more hall, everything that [15:24] that we do, whether it's chairs, tables, [15:26] all these things, there's a policy there [15:28] and it makes it really easy for staff to [15:30] say, "Yeah, okay, this is what it is." [15:31] Yeah. [15:32] >> Um and I think we should have something [15:33] » Um and I think we should have something [15:33] similar to that because you know as we [15:35] go and we you know we lose three we lose [15:38] two we lose replace it. So you [15:41] >> we used to years and years ago it was [15:44] » we used to years and years ago it was [15:44] called a resource center where we had [15:46] all our events equipment available [15:49] >> for rent [15:49] » for rent [15:49] >> and it was a rental at the time. [15:52] » and it was a rental at the time. [15:52] >> Um and it's not a bad idea. It's just a [15:56] » Um and it's not a bad idea. It's just a [15:56] more resources to you know follow up and [15:59] duty in stuff like that. But it's it's a [16:01] good idea to have a policy or an [16:03] administrative policy so that we don't [16:05] have to bring these requests forward is [16:07] that we can just manage it before [16:10] bringing it to council. [16:11] >> And you know what's really good about a [16:13] » And you know what's really good about a [16:13] festival like this is that there's [16:14] there's someone else doing it. It's not [16:16] the town of Case and and there should be [16:18] a lot more people that are you know [16:19] organizing events like that. We should [16:21] be trying to encourage it, but we should [16:22] have some sort of guidance when when it [16:24] comes to long as we don't lose it or [16:26] they don't it comes back. [16:27] >> That's right. That you replenish. Yeah, [16:29] » That's right. That you replenish. Yeah, [16:29] that's right. Either you replenish [16:31] inventory based on what you're lending [16:33] them. [16:34] >> But there's going to be a town employee [16:35] » But there's going to be a town employee [16:35] there when they pick it up and then the [16:37] town employee when they drop it off, [16:39] right? [16:39] >> Absolutely. pick it up during the day [16:41] » Absolutely. pick it up during the day [16:42] when we're in our operating hours since [16:44] someone's going to [16:46] >> log what they're taking out and then [16:47] » log what they're taking out and then [16:47] when they're bringing it back inspect [16:49] the equipment log it back in [16:53] >> in the policy significance we do a [16:55] » in the policy significance we do a [16:55] forprofit organization requesting in the [16:57] nonforprofit [16:58] >> well when you're looking at our [17:00] » well when you're looking at our [17:00] donations policy yeah we we do define [17:03] non for not forprofit and [17:06] for [17:07] >> we don't do donations typically but I [17:09] » we don't do donations typically but I [17:09] mean it's very ated what we have in our [17:10] doors policy other than rentals of halls [17:16] but yeah non forprofit normally [17:18] typically we apply a discounted rate and [17:22] for profit as a full rate [17:24] >> and and just so that we fully understand [17:27] » and and just so that we fully understand [17:27] uh we have companies in town that rent [17:29] fence it so the other thing is we don't [17:32] want to compete with the businesses who [17:34] do rent fencing right so Cooper uh does [17:37] rent fencing at $5 [17:39] section uh per day. And so, you know, [17:43] just keep that in mind when we're [17:45] developing a policy for for profit that [17:48] you know, [17:49] >> what we can do is we can look at our [17:50] » what we can do is we can look at our [17:50] donations policy that currently exists [17:53] and the previous resource center rental [17:56] uh procedures and agreements and see how [17:59] what that can look like and bring it [18:01] back to council. [18:03] her proposal to adopt a new policy [18:06] >> and and also maybe look at what inind [18:09] » and and also maybe look at what inind [18:09] represents because if you're asking for [18:10] an inind donation then there's there's a [18:13] value to that as well. [18:15] >> Yeah. [18:16] » Yeah. [18:16] Any other [18:17] >> and those are recorded in kind [18:18] » and those are recorded in kind [18:18] donations. They're recorded as a [18:21] >> as a donation [18:22] » as a donation [18:22] >> like monetarily. [18:29] Uh [18:30] next item is a request to reallocate [18:34] minor capital funding for the Don Brusso [18:36] pool. The council received this report [18:38] to approve change in 2026 minor capital [18:40] program for the Don Don Buso pool and [18:43] then originally budgeted allocation of [18:45] approximately $6,000 for the purchase of [18:47] a new lint trap be redirected toward a [18:50] comprehens comprehensive state of good [18:52] repair assessment to be completed by [18:55] aquatic associates. Staff believe that [18:57] obtaining the detailed assessment for [18:59] the pool shel mechanical system [19:02] filtration equipment in overall pool [19:03] condition prior to the undertaking [19:05] further equipment purchases will allow [19:07] the town to make more informed capital [19:10] investment decisions, better prioritize [19:12] future repairs and replacements, and [19:13] establish an ongoing relationship with [19:15] the specialized aquatic consultant who [19:18] can provide technical expertise and [19:20] operational support for the donor pools [19:22] moving forward. [19:25] We know that that assessment is going to [19:27] cost 6,000. [19:28] >> It's going to cost 5,000. [19:31] » It's going to cost 5,000. [19:31] If nothing else, [19:34] >> but what fits in the limb trap does not [19:36] » but what fits in the limb trap does not [19:36] have to. [19:37] >> Yeah. So, we're not going to purchase [19:38] » Yeah. So, we're not going to purchase [19:38] the equipment. The lint trap himself. [19:40] We'll do the the assessment instead. [19:44] >> Yeah, that's exactly just to fully [19:46] » Yeah, that's exactly just to fully [19:46] understand that. Is it a lint trap? That [19:48] is the main priority. [19:51] us not being pool professionals, um [19:54] we're not plumbers and stuff like that. [19:56] We believe that reallocating that money [19:58] and getting a very good understanding of [20:00] what we're dealing with is going to help [20:01] us make better purchases and not only [20:04] that, but set up a good relationship [20:05] with a with a uh an aquatic consultant [20:08] so that they can help us troubleshoot [20:10] when we have issues that respect. [20:13] >> But the loop trap was budgeted being [20:17] » But the loop trap was budgeted being [20:17] replaced. It didn't have doesn't have to [20:19] be replaced. We believe it can be it [20:21] could it doesn't need to be replaced at [20:23] this moment. We believe that this should [20:25] be modified [20:29] » and consultant be able to better tell [20:30] whether or not maybe it is a lint trap. [20:32] Maybe it is called L trap.
