we missed the opportunity for a

coordinate a time that some of us could
[2:15] go and maybe get a picture next to the
sign Mr batler so that we can publicize
[2:19] this great event not only for us but for
allsups because we want them to be
[2:23] successful here uh on some sad news uh I
just wanted to report that Robert
[2:28] Bishoff passed away on June 9 2024 many
of us knew him as Bob as he lived here
[2:34] most of his life he served on the city
council for a total of 16 years under
[2:39] three different time periods and he had
been a mayor protim Bob was very active
[2:44] in the community service and very
opinionated when it came to the spending
[2:47] of the city's money but he was a
kind-hearted man very generous with his
[2:52] time and he'll be missed on our
community uh Council I would just like
[2:56] to say it's been an absolute pleasure
serving with you guys the last 19 months
[2:59] mons as your mayor and these last 55
months on Council and when I say that
[3:04] that just sounds like a really long time
uh anyway some of our meetings have been
[3:08] uh very Lively with our discussions but
what's been important at the end of the
[3:12] day is that we've come together for the
good of the town and our citizens and I
[3:17] think that we have done that very well
and tonight we have another jam-packed
[3:21] meeting and we'll be making more
progress for our town that it's going to
[3:24] pave the way for us to have the funds to
fix our roads to pay our staff and keep
[3:29] with the rising cost of living and
invest in the resources that we need to
[3:33] serve our citizens so I'm ready to get

to mention I saw a Facebook post where

this that that abandoned property uh
[6:21] creates a wide range of
problems public health problems
[6:27] diminishing the quality of life for
residents

vandalism and arson so whatever you have
[6:38] to do let's get rid of that uh start
mowing mowing the grass cleaning the
[6:45] property uh sending the the bills to the
owner if I have if I found who she is
[6:51] you certainly can too so that's all I

this is for us to Abate substandard

[7:46] licensed plumber a licensed HVAC
contractor a general contractor and a
[7:51] local citizen interested in building
trade so you know how hard it is to get
[7:58] um people to volunteer on these
commissions so um this is this is
[8:03] something we'd have to set up in order
to pursue in a batement of a substandard
[8:08] building I want to defer to our attorney
on that just to make sure I'm stating
[8:13] that correctly but that we can pursue
that there's some steps correct there's
[8:17] some steps both on our ordinance under
state law but now there there can be
[8:21] some more shortterm measures I mean we
have the ability to mow and then Place
[8:26] mowing lens on the property uh and we
have ability to secure the building if
[8:30] we believe it's unsafe and it's you know
an attractive nuisance that kids May
[8:34] going in there or something like that we
certainly have other options that aren't
[8:37] as um cumbersome in the short term at
least as going through the process to
[8:42] have it turn turned down um and and
quite frankly in a lot of communities
[8:46] I'm involved in after those mowing lens
build up you can file them it's
[8:52] basically a foreclosure suit if the city
has any interest in owning the property
[8:55] and you just have it struck off it pays
off the uh the lens have the property
[8:59] struck truck off to you then you own it
you can tear down the house and then
[9:02] resell the property to somebody that
might put something on it
[9:05] that's considered beneficial for the
community there's there's a number of
[9:09] different options I can visit with you

with my wife Ashley and my two young
[9:33] daughters and my son who attends
Southwestern of Venice University um on
[9:38] uh May 5th uh our house was flooded uh
with water runoff from the property
[9:43] behind us boarding on
805 um on May uh 6th Mr Bat and Mr
[9:49] Martin were kind enough to come over
immediately and uh consult I was out of
[9:53] town on business but consult with my
wife um uh it's owned by mkp development
[9:58] I'm sure some of you are familiar with
them up here um we have not had any
[10:03] communication really since I think you
had a meeting with City engineers and
[10:07] mkp Engineers we've had no communication
since then and it's just a little
[10:11] disappointing um my wife's followed up
and we still haven't heard anything back
[10:15] I'm about $88,000 in the damages into my
home um insurance is not covering it
[10:19] because it's flood obviously I'm not in
a flood plane well I wasn't um so I'm on
[10:24] a flood plane so uh that's out of pocket
um mkp I reached out to the owner adelay
[10:30] Pennington uh he communicated with me at
first uh he has since gone dark and
[10:34] won't communicate with me there are
three tcq violations on that property
[10:38] back there I'm not sure if you're aware
of that or not um what two of them are
[10:41] open one of them has been resolved but I
believe there's a fine as well um so
[10:45] what I'm here asking for is some help
from the council number one with
[10:48] communication and let us know what's
going on to to rectify the situation
[10:52] with your meetings with your engineers
I'd certainly appreciate that maybe
[10:55] share some plans with us some
engineering plans I do have a contact at
[10:58] tcq good friend I went to college with
that can help uh look at those uh if we
[11:03] need to um but uh right now I need help
with that and also I'm trying to recoup
[11:08] some of my out- of pocket expenses this
is a financial hardship for us we were
[11:11] only to able to live in our home for
half of our home for uh two three weeks

really I'm here to ask for that ask for

communicate with us and give us some
[11:22] information as to where we are with this
um and to take help us take care of the
[11:26] situation my neighbor Nath is here she's

[11:29] problems with the runoff um and just uh
we we need some help you know we we pay
[11:34] our taxes take care of our property good
Citizens We're plugged in the school
[11:38] district my wife's local realtor we need
some help and uh just asking for that

from 8:00 a.m to 10:00 a.m. at the

rate increase um from public services

administration fee per customer is the
[17:22] addition will range from a quarter to up
to about 50 cents so that is a uh minor
[17:30] adjustment there to the uh Republic
Service trash

[18:53] everyone and one reporting is the May
financials the eighth month of the of
[19:01] the year we are closing toward the
end um sorry for the
[19:07] paper um but as you can
see um our numbers are pretty good uh
[19:15] for the month of May and one thing I
want to point
[19:20] out on this Revenue
portion get my hands to it excuse me
[19:35] on the revenues um those numbers are
pretty good the first one I was going to
[19:41] point out was her property taxes as you
can see we had pushed through the 3
[19:47] million collection the first time in
King of course and also we are well
[19:53] above our
projection um I did project at 98 .6 and
[19:59] we're at
103.3 so those are good favorable
[20:04] numbers for the city uh as far as
Revenue goes also I kind of want to
[20:11] touch on that we are also doing fairly
very well on the court fees and fines if
[20:19] you recall last year uh the numbers was
a little dry but right now they are
[20:25] doing a very good job of collecting most
of the fines and fees for this year uh
[20:32] the post pandemic of course um and also
one other note uh we are holding steady
[20:41] on the fire Revenue doing very very well
well above the target of
[20:50] 66.7% that leads us to saying that the
revenue uh is well passed in May of last
[20:57] year by at least
6.7% which is very very
[21:03] good um and one thing to note uh as we
go into the budget season as our city
[21:11] manager alluded to um we'll be looking
at property taxes and sales tax and
[21:18] other fees to see what we can do and
make strong strong consideration for
[21:24] next
year um expenditures on the next page we
[21:29] are doing very very well on that very
favorable well below the budget means on
[21:36] that um we had some expenditures quite a
bit on the non- departmental that's why
[21:44] it's at
110% one of the reasons is they
[21:48] increased tml RIS F insurance and just
to touch base on that
[21:56] um we get quite a bit number of claims
uh a little more exceeding than most
[22:04] small cities uh we uh insurance on the
other hand when they see a number of
[22:12] claims com in your insurance is going to
kick up a little higher than
[22:17] normal um normally we would be spending
I'd say about 20 to 25% less so that's
[22:25] why that number is ex Orly High
uh something to consider doing the
[22:31] budget as well so uh I thought I want to
point out those two high notes
[22:38] departmental wise our city manager kept
us very conservative in our spending
[22:44] which is great leadership on his part um
we are holding steady on that it's just
[22:50] a
non-departmental is the one that hit the
[22:53] hardest with the insurance so with all
the vehicles and uh ACC accidents
[22:59] accidents is unpreventable and some
could be deterred but there you have it
[23:06] any
[23:08] questions on the next
page um you have the uh sales and
[23:18] property
taxes
[23:22] um I mentioned about the sales part
property taxes I mentioned about that
[23:27] sales tax
I would project uh somewhat of a decline
[23:34] in the next year uh a lot of things deal
with the economy and upcoming election
[23:40] uh they were looking at different things
with the market uh I looked at Bloomberg
[23:46] uh the past few weeks and the numbers
are in a
[23:51] heartbeat right now going up and down a
little crazy uh we cannot control that
[23:58] so so in essence we have to ride with
the tide um right now the projections
[24:05] mine are similar to what uh Wall Street
has uh it might be somewhat of a
[24:11] decrease in the next several quarters
which includes that hits our budget so
[24:17] expect somewhat in the red going down
from that so we may have to decrease our
[24:23] budget on sales tax once again something
to look at for
[24:29] 2025 any
[24:34] questions okay for w and Sewer fund
um we've been holding studed on those um
[24:43] as you can see we in comparison to last
year uh we doing okay we're still above
[24:52] on the bottom
line right above Target but once again
[24:57] we'll be discussing probably about the
rates and fees with the uh budget
[25:02] workshops for you sewer fund very
similar to the water fund uh we have to
[25:09] look at uh fees and cost of those as
well our city manager alluded to at the
[25:16] last budget I mean uh Council session
about impact fees so all of those are
[25:21] all in a pool of things that we have to
review and
[25:26] assess any questions
and the last but not least um and I did
[25:34] not put the street fund Rehab on there
because we had just moved the money over
[25:39] we got everything situated with the bank
so on next report you'll see the street
[25:44] fund rehab account that we have for that
and any activity thereof other than that
[25:52] we are holding steady with the pool cash
we are doing very well with that
[25:58] uh we are not touching any of our
reserves we are doing uh quite well I
[26:05] will note
um there's as we are going through the
[26:11] audit season they are pushing for the
end of the year so they going through
[26:17] all our bank statements to make sure
every penny is matched up everything is
[26:22] accounted for every penny so uh for
transparency for the spirit of
[26:29] transparency and what I give you which
should be almost exact mirror of what
[26:34] they'll be giving you uh sometime end of
the month or the first of July any

currently we have not invested any of

Investments uh that the city should

somewhat backed down uh by Council uh I
[27:52] think he was on board uh on the council
at that time uh Mr bels was as well
[27:58] um those was things that I brought to
surface during that time and ever since
[28:04] then uh we kept it as is during my
tenure but it for the record uh it was
[28:14] brought to the attention counsel to do
those things yeah that the
[28:19] pfia uh public funds investment uh the
city should be in compliance of yeah CU
[28:25] under that policy under the state
mandate we're supposed to review it and
[28:29] or revise it if we want to yearly we're
all supposed to review and revise the
[28:34] Brokers and the dealers that are on
there and choose the Brokers and dealers
[28:37] we're supposed to go over those names
every year as well while we're reviewing
[28:41] it and then the people that are in there
as a designated investment officers are
[28:46] supposed to take the same training that
I've taken and you've taken but we have
[28:50] two other investment officers listed in
that policy that have not yet taken that
[28:53] training so it's something that Council
will need to review right first you're

the training first before we proceed to

reviewed the plans to make sure they are

ordinances um they had some comments and

corrected and on the current final
[36:54] PL the property will bring in a highly
anticipated
[36:58] retail store that will bring in sales
tax and other revenues to the city while
[37:02] benefiting the residents pnz
commissioner and development staff
[37:06] recommend approving the final plat for
the 5.17 acre trative land situated in
[37:12] the Old Winter survey abstract 875 also
to be known as Tractor Supply Keen
[37:17] Edition lot one block one you should
have the final plat application the
[37:23] final plat civil engineering plans
warranty deeds tax statements
[37:28] and minutes from the 610 2024 pnz

had to work on an easement and then we
[38:57] also had to settle the the water rights
right and stuff so we had three big

kind of held up this development from
[39:04] coming in but I'm excited that it's
coming in I think it's going to be great

[42:24] staff report which um citizens do not
have in privy too it says during a
[42:29] recent event at the community center it
was noted that Vehicles were backing up
[42:32] too far blocking access to the sidewalk
in front of City Hall potentially
[42:36] creating an ADA accessibility issue and
Miss be and I were both there present
[42:42] this is when we did the project hero
were you there Mr not for the project
[42:45] hero yes okay during the project hero it
was a little bit embarrassing for me
[42:49] because as I was there standing outside
some of those wounded vets that were
[42:54] traveling along in that event were not
able to access access the community
[42:58] center room and during that event it was
on a Saturday when City Hall was closed
[43:02] so the front access was closed off to
them so they could only enter through
[43:05] the door on the community center side
door so what the problem was is when
[43:10] they went to go use the ramp the
wheelchair ramp to get up there some
[43:14] trucks had backed up onto those onto
that front spots and their back hitches
[43:20] were into the sidewalk area and they
were not able to travel that distance
[43:24] they were going to have to get off into
the grass and then there's a couple of
[43:26] signs there and they couldn't get
through yes

didn't look at their stickers
[43:39] but no this was the stop this was the
spots beside the handicap parking these

handicapped people were backed up and we

it was kind of embarrassing cuz these

put some kind of parking stop along
[44:18] those parking spots where they can't
back up and their hitch get into the
[44:21] sidewalk or we could just add another
ramp on the community center side and

where that ramp might go so that they

for help they did specifically ask for
[45:46] help from their friends who did assist
them off the curb and I witnessed it and
[45:51] I was present and it happened twice in
my presence and I apologized to them and

problem and they said yeah we can't get
[46:00] through this sidewalk and I looked and I
saw that the trucks were backed up and I
[46:03] said I see the issue and I'm going to
bring it to the city's attention and
[46:07] that's what I'm doing today and I did
send pictures and these are the pictures

trucks are over the sidewalk I mean I
[46:16] understand that we're ADA Compliant
because all we had to do is have one
[46:19] ramp but we're talking about we're doing
events on the weekend and these cars
[46:23] were here and these are wounded vets and
do we want want to disrespect these guys
[46:28] and say oh I'm sorry we got the sidewalk
there just go around it in the grass I

are we going to be business and people

room and in our elections I've been to a
[46:44] presidential election at the community
center room and we're getting ready to

busy and people line up from the
[46:51] community center door and they go
straight out into the parking lot they
[46:55] don't curve around on the side sidewalk
and go down the handicap ramp they
[46:59] actually go straight out over that curb
so if we had people there with Walkers
[47:04] or wheelchairs or anything and they
didn't they won't be able to stay in
[47:07] line they're going to have to go way out
of the way and then come all the way
[47:10] back what's the point of that if we can
solve it there all right Mr batler had a

can inform your opinion the initial
[47:20] estimate for the blocks uh that I
received was 2700 I've since received an
[47:26] estimate of about 1,300 to do the
parking stops so take that into

a ramp down at the other end we don't
[47:42] have the automatic doors so are we going
to have to put the automatic doors in
[47:46] there also and that would be an
additional cost we could consider that

handicap parking spots down at that end
