You are asked to limit your comments to three minutes and abide but the public participation policy of the district. [0:40] Please understand that the board will not respond to your questions and concerns during the meeting. A member of the administration team and or board will follow up with you after the meeting. [0:50] I think for public comment, moving forward, the school board president's report. I did not receive any self-monitoring report. [1:01] So we met Tuesday, May 6th, and we reviewed district budgeting stuff kind of like [1:10] background to get everybody up to speed. [1:13] So we looked at the sections on the website where financial data can be found. [1:17] We looked at the current budget and zero end projections. [1:21] We know a budget must be approved annually, and we looked at the ISB form that's provided. [1:26] The district will present the attempted fiscal year 26 budget in June, so next meeting [1:31] and have the public hearing and final approving during the August Board meeting. [1:37] Next, we reviewed the major capital projects taking place. [1:40] The digital signs and related landscaping have been completed, yay, at ECC and Greenbrook. [1:46] Lots of watering going on for the side. [1:49] The Greenbrook made office expansion project is still taking place this summer [1:54] and should be completed by August 1st. [1:57] We watched by it on Mother's Day just to show everybody. [2:00] The district is working closely [2:02] with our construction manager on this project. [2:04] Other projects include painting updates and waterberry [2:08] and springwood, playground seal coding [2:10] and striping at all schools and, of course, mulching. [2:14] The committee also discussed the approval [2:16] of the three-year technology lease agreement [2:18] with the American Capital Financial Services. [2:21] The district's device replacement plan includes [2:23] through placing devices for Kinder, third grade, and sixth grade every year, so they have [2:28] a three-year lease. The district will be leasing $500,000, two-in-one, touch screen [2:34] Chromebooks, but they already have. And associated Google licenses for $67,114 per year. [2:42] Lastly, the committee reviewed the approval of the resolution appointing this school treasurer. [2:47] annually we are required to secure a bond in the amount of 10% of our highest [2:52] projected fund balance in the form of a surety bond for the treasurer, the CSBO [2:59] brand, acts as the treasurer for the district. So the next finance and [3:03] facilities meeting is scheduled for June 15th, a still a Tuesday starting at 6 p.m. [3:10] in this Greenwood board group. [3:13] Okay, make questions. [5:16] The Financial Dashboard for IAN? [5:18] Thank you. [5:19] Pull it up right now here. Go through this. [5:24] Before you start, [5:25] Brian's celebrated a birthday this week, so I want to. [5:27] Yes today. Happy birthday, Brian. [5:30] Happy birthday, 21 looks good, Brian. [5:32] Thank you. I'm sure you're kind to you. [5:35] Oh, thank you. [5:36] Thank you very much. [5:37] I appreciate you as well. [5:38] 21 looks good, Terry. [5:39] Oh, wow. [5:40] It's the best day of the year. [5:41] Great. [5:44] Thank you. [5:45] We'll go briefly to the dashboard here. [5:49] So, this is the financial dashboard that we call actual year-to-day actual is through April 30th. [5:55] So, in the beginning of the year, through April 30th. [5:58] So, this is the revenue slide here. [5:59] The revenues for the fiscal year are through April 30th. [6:02] We see the budget. [6:03] We see the actuals overrun in the last columns of percent of budget. [6:08] So, that first slide local property taxes, we pretty much received all of our property taxes, you know, for this fiscal year. [6:14] If you look down a little bit, state revenues, we're trending below budget and we'll end [6:20] under budget on state revenues, large due to transportation claim being less from the [6:25] state than we'll expect it on that line, but that next line, federal revenues, we're [6:30] trending above budget, we're going to get more than we budget for federal sources, large due [6:35] to a COVID grant that carried over to this year and just maximizing federal sources revenue. [6:42] So total revenues through April 30th, the bottom there are 26 million, 431,307, or about [6:50] 97.3% of budget revenues. [6:54] The next slide is the expenditures. [6:57] So here are the expenditures year-to-date through April 30th. [7:02] Most expenditures are actually on track for the month. [7:05] There really isn't anyone to highlight. [7:07] I'm just something worth noting, the very first line salaries, it's probably maybe slightly [7:12] under budget, but the very last payroll we actually include the next 20 teacher checks, [7:19] yeah. [7:20] So they get paid July 15th, July 31st, and August 15th, so in our books on that June 30th [7:25] people will actually recognize it on the books, yeah, so that last payroll then captures [7:29] the next four. [7:31] And then we actually pay the teachers out on those dates, so then that very first line [7:35] salaries right at the end of the year that catches up to budget. [7:39] Again most expenditures are on track for the month total expenditures are 22 [7:44] million, 261 thousand, 641, or about 74 percent of budget expenditures. [7:53] The next slide is the fund balance, kind of a summary of revenues, expenditures, [7:57] and ending fund balances. Fund balance for all funds to April 3, and the bottom [8:03] their total revenues about $25.7 million. Total expenditures are about $21.5 million. [8:11] You see the fund transfers. We have the ending fund balance for all funds about $24 million [8:16] and $144,0912. It's like an 85% fund balance. On the bottom right there are operating [8:24] funding funds. It's 23,310,326, which is like a 86% fund balance. The next couple slides [8:32] are just a graph for these fund balances. This is the Treasury report for the fiscal year [8:37] through April 3rd. This is all funds. Again, all funds fund balance. You see at the end [8:43] of April 3rd, again, 24,944,312 days on hand. You see a following similar trends to previous [8:54] years as we, next month or two, then we'll spend down that fund balance as we get to the [8:59] end of the year. [9:01] The next slide is just operating funds. [9:04] So what we call operating funds, you take out capital and debt service. [9:10] So this is 3 April 30th, and you see the operating fund kind of trends throughout the year. [9:15] The purple is a current year. [9:17] You see the trend of previous year, we're spending down that fund balance as we get closer [9:21] of the end of the year. This is in line with what's been discussed with the Finance Committee [9:27] to spend down that fund balance to be more in line with the fund balance policy. So you will [9:32] see that kind of go down as you go through the rest of the year. [9:37] So a quick note on CPI, we do every [9:39] month. The latest CPI for April shows a 2.3 percent on a year-over-year basis. This is actually a [9:47] decrease from March, which was 2.4 percent. So that's good news. This is actually even below what [9:53] economist for forecasting is actually the lowest annual CPI since February of [9:58] 21 so that's 2.3% is fairly low positive news it's trending towards the [10:04] goal of 2% the Fed share reiterate they're waiting for greater clarity on the [10:10] impact of tariffs before deciding on rate cuts they suspect maybe two or three [10:15] rate cuts for 2025, but that 2.3% is good news. [10:22] And then I tried to do this every, it's in the report, but just a high-level, every board [10:26] meeting, Greenbrook made office expansion project. [10:30] Crews have made some great progress, I mean, every time I drive by, I mean, the foundation [10:38] and the, for the news section was done within like, first two weeks. [10:43] weeks. So now they're working on the walls as you can see. The district meets weekly with [10:49] bear construction in Arcon. We discuss students to have safety, project updates. The upcoming [10:54] weeks here, they're going to continue working on the exterior walls, insulation, what's called [11:00] the brick veneer, kind of that finished brick. They're installing electrical rough-in and [11:05] installing structural steel for the roof and that'll all happen in the next two or three [11:10] And then once school lets out, then they're going to go inside and really, you know, [11:15] working the interior in a really good town. [11:18] But yeah, very excited about the progress they're making. [11:20] So I just want to share a little bit about that. [11:24] Any questions in the board? [11:27] Thank you. [11:29] Okay, thank you. [11:30] I have a student and staff dashboard. [11:33] Yes, for the attendance dashboard. [11:35] The month of May's report is pretty easy to read. [11:42] That's after all the kids have stopped getting sick. [11:46] And so if we look at Greenbrook, [11:49] and you'll see the same thing for all three buildings, [11:51] there's one day that we go over the 10%, [11:55] that Monday after our spring holiday, [11:59] which was the 21st this year. [12:01] Remember, that was a day that we built in the snow day, and since we were out for one [12:06] of those days, we had to come to work that day in school. [12:10] So that's for all three buildings, we're going to see the same thing above 10 percent. [12:15] So a lot of people were out that day. [12:19] But it's still not, you know, a lot other than water barrier was at 14 percent, [12:27] but everybody [12:30] that you know kids are sick or the same for every building and you know exactly why exactly [12:38] so that's that's easy to read for staff if we look we go to the table okay there's 194 days [12:51] and if we look how on the next slide you'll see how it compares to previous years it's definitely [12:57] a lot better than last year which is 210 and way better than you know two years ago where we're at [13:02] 316 those days in May or what we report in May for April just because of how spring break falls [13:12] sometimes some of those days could be off so that's why we see such a big jump during that one [13:18] two so I just want to make sure you you know that but that concludes my report for attendance any [13:24] question. [13:33] So I have some quick items just to point out. So during consent agenda, you [13:39] approved the resolution to support Vision 2030. So what is Vision 2030? So at the joint annual [13:46] conference, you know, every 10 years, the five big organizations with education and the state [13:51] get together. And it's the Illinois Association of School Administrators, IASA, the Illinois Association [13:57] Association of School Boards, IASB, Illinois Principles Association, IPA, Illinois Association [14:03] of School Business Officials, Illinois, or ISBO, and the Illinois Association of Regional [14:08] School Superintendents, you know, introduced Vision 2030, which is a blueprint for excellence [14:15] in K-12 education here in Illinois. [14:18] So it provides, it's a, it's a, it's three things. [14:21] Provides a roadmap to enhance K-12 public education through future focused learning, shared [14:26] accountability and predictable funding. It articulates a shared commitment to putting [14:32] systems and processes in place that support all school districts throughout the state [14:37] and sharing what works for our kids in our communities, and then it details a plan [14:42] to advance policy, legislative fiscal solutions, leverage public resources, and preserve local [14:48] flexibility and leadership so that the important decisions that occur or that have to occur [14:54] for curriculum and finance are made here in our local school districts so that's division. [15:00] A reminder, we will have a summer school again this year, so that will be housed at Waterberry [15:06] for this year due to the construction at Greenbrook. So our two principals, summer school principals [15:12] are back this year, Ms. Agabruck and Ms. Farrigan, so they're very excited to get this going. [15:18] And we will have the exploration camp in the afternoon for all students that was a great [15:23] success last year. So just a reminder for that. [15:27] And one item that I'm going to include here is, I want to talk a little bit about our [15:31] dual language program, okay. [15:33] So as you know, our dual language program continues to be a powerful asset for us. [15:39] It offers our students a chance to become not only bilingual, but also by literate in English [15:44] and Spanish. [15:46] This program not only boosts academic achievement and cognitive development, but it also prepares [15:51] our students for success in the global society. [15:53] So, we are very proud to be the only feeder district in the area offering this opportunity. [15:59] It sets our students apart and reflects our commitment to innovation, equity, and excellence [16:03] and education. [16:04] So, please, there's still, I know, our programs are very strong. [16:09] There's still some room in our program, especially at Waterbury. [16:13] So all of our Waterbury parents who want to be in that program, please sign up for it. [16:16] It is really, I mean, having your, our students or your child be bilingual is priceless. [16:24] So, and that's a program that we offer here, and in the area, or at least the feeder [16:29] districts, there's no one else that is offering that, and it's a great opportunity for our students. [16:35] And the last thing in closing, obviously the closing of the school year is coming. [16:38] So Thursday, May 29th is our last day at school. [16:41] Our district administrators will be out at every building, you know, seeing our school [16:46] take our students awaiting summer break, so I would like to take this opportunity to wish our [16:52] school community a fun and safe summer. Thank you. And then the other reports are written reports [17:00] unless you have a question about them or we will not have oral reports for other administrators. [17:07] Thank you. Thank you. Moving forward with some action items. Now, [17:11] have a motion that the Board of Education approved the tech lease agreements as presented. [17:15] So [17:18] moved. So moved. All those in favor? [17:38] May I have a motion to the Board of Education approve the Sassad governing board [17:42] appointment resolution as presented with Amanda Capola appointed as the [17:46] the governing board representative [17:47] and Natalie Kucharski appointed [17:49] as the governing board alternate representative.
