We're going to call to order the regular meeting of the KCDC, March 18th, 2025 at 6 p.m., item number two, invitation to address the board. There's nobody signed up. Item number three, proclamations, presentations, awards and community spotlight. Presentation by Tony Bill of Kima Living Magazine. I don't think he's set up to present. [0:51] So we'll skip number three for now and it is an item so we can talk about when we get to that item. [0:56] Number four, board member of comments and announcements concerning items of community interest. [1:01] No actions will be taken. [1:03] Mr. Williamson, you first. [1:07] I'll push your button. [1:08] Just happy to be here. [1:09] I'm looking forward to learning from you guys. [1:11] Thank you. [1:12] Jackie, push your button. [1:13] Do you have any mind? [1:16] Likewise, I'm happy to be here looking forward to learning and contributing to the community. [1:20] Fantastic. [1:21] No comments for you. [1:22] No comments? [1:23] Well, actually, I would like to welcome our two board members on here, so thank you. [1:27] Very nice to see you guys looking forward to working with you. [1:29] Thank you. [1:30] And the other board members aren't here, so move on to number five. [1:33] President's comments and announcements, that's me. [1:36] I'll just echo everybody welcome. [1:38] I said this in council that I felt like we're really, this board is really growing. [1:43] We used to be a board where, you know, we're just lucky to get somebody. [1:46] It didn't matter, you know, and just don't go more on body, but now we get more and more candidates [1:51] because the political climate here is so much more welcoming and everybody wants to contribute and we have a big [1:56] new community that you guys are part of, human crossing, and I think it's really good to get more people up here to help out and move things [2:04] forward. It's a welcome, you guys. I'm really eager and excited. I have a lot of excited things going on. My general statement about KCDC is as a council member, I can tell you that on council, [2:16] So it's very difficult and most labor-intensive to move things forward, just because there's [2:24] so much we deal with so much in the given day. [2:28] The advantage of KCDC is, on KCDC we talk about an item, we budget it and we execute it. [2:32] It's really a lot cleaner and easier to do. [2:35] So you can accomplish a lot on this board as we have in the last couple years. [2:39] Some things that we've done in the past couple of years is the Anders, Epigrain Memorial Park [2:42] Way, the Nature Facility. [2:43] We, although the Mutual Park was funded through hot plants, we did have a big part in helping that design that. [2:49] I mean, we're involved in a lot, bringing businesses in, I mean, it's, it's really, it's a fun thing to do, I think, so. [2:55] Welcome, hopefully we can all contribute to making the city better. [3:00] Number six, the City Administrator Report. [3:03] That would be Mr. Cesar in the first scene. [3:08] Thank you very much. Just quickly going through. [3:10] In front of you, you have your draft of what will be our pre-development meeting request form. [3:17] We've been in a lot of folks that are calling and requesting pre-development meetings for [3:22] any expansion to their business or new business inquiries. [3:26] This gives us the opportunity to unite all the disciplines and not have to have folks going from one department to another. [3:33] In this case, we give this out to the prospective developer to review. [3:40] They submit this item. We have already a good idea of what they're going to do depending on what they submit [3:46] So that when they get to us, we're not just kicking around tired [3:48] We're actually able to meet with them with everybody all at one time whether virtual or in person [3:53] We can share a screen go over plans go over questions answer all their questions prior to their actual submission [3:58] Something that we put together to start distributing to everybody [4:02] This is a final draft. It's already gone through internal review. We want to start [4:07] distributing this, but we wanted to make sure that you guys were aware of what we were doing, so if there's any final comments, we'd like to have them by the end of the week so we have this active starting next week if possible. [4:17] That includes that item. [4:19] Also, I want to include just for the month of February, whatever reports include, we had a total of 47 permits submitted. [4:28] total amount of payments collected for permitting were $27,483 for total added value to the city of $12,620,000 that have been submitted for the month of February. [4:43] Those are a combination of residential and commercial. [4:47] Also on that note, just want to comment, Lupin Torchia is already kicking, we are set to have the actual ribbon cutting here very soon. [4:56] but Alberto's coconut grove and actually little seizures are not that far [5:01] behind I went over to little seizures today met with them they are getting some [5:04] of the electrical work done so we are moving along with all those projects [5:09] all at one time. Any questions from the board? [5:13] Where's little seizures going to be? Little seizures is over there next to Leslie's [5:17] pool place. I guess there used to be a phone shop or something there. [5:21] I'm not sure if it's for maybe okay me yeah well it's it's it's in the same [5:28] shopping center as where Walmart is but it's out towards the front so Leslie [5:33] pulls right there right right next to the vapor actually right next to it you [5:39] know I might add something to that our balance in the back right now three point three [5:43] million dollars and we're running a rate about a hundred twenty thousand dollars [5:48] not the revenue coming in. And so we'll have another million dollars just come in. Right now, [5:55] our biggest commitment is to the 57-acre park, but we have a lot of other projects that we can do [6:00] because we have the financing to the funding and we're able to do those projects. So we have to [6:05] select what we want to do. And then of course, we're limited by what the PDCs can do, but we can certainly [6:12] we can make a big hit down here. Of course, we're going to be doing a lot of stuff, hopefully, [6:15] down in the lighthouse district it's going to use a lot of it at some point and it's under [6:20] the freeway thing that we're talking about that they have to do the textiles. I'm going to [6:24] pick it all up so we may learn this and some of that as we kind of want to be. [6:29] You said, you think they're going to pay for all of it? [6:31] Well, we'll have it again by the way. [6:33] They don't want out of stuff that they'll do, but we're going to probably want the more bells [6:36] and whistles on their understandings. [6:37] That what you think, they're not going to build a big gateway side for us. [6:40] Right. [6:41] You know, they're going to put in little plants that we may want different kinds of plants. [6:44] And they have standards that they'll do and they might have a little flexibility that they have a kind of a good and good deal is what we've been told. [6:52] And so if we want to go above those standards and we can invest in our show. [6:57] But there they're not going to be putting in pickleball courts or stuff on the freeway for us like we'd like to see. [7:04] Right. [7:05] Okay. [7:06] Anything else? Any questions, anything that's happening? [7:08] Okay. [7:11] On this pre-development meeting request application, I think this is a great thing. [7:15] I work in a lot of cities through my personal business. And this is something that I request [7:20] anytime I'll work in a new city area. I do a new build. It's nice to be able to go talk [7:24] to the city. One of the questions I come in about working in a new city is, you know, what's [7:29] highest I've used or what can we do with this land and these are the kind of music that we [7:33] should be a big part of this. You know, we don't have zoning. So we should be a big part [7:37] to try to help the lower end of the business that we won here. [7:40] We're only two square miles, so it's nice to have it. [7:44] All right, thanks for that report. [7:47] Number seven, KCDC Executive Director Report. [7:49] Ron, you got anything else? [7:50] No, that's kind of what I have to offer. [7:54] OK, number eight, consent agenda. [7:56] That would be eight A and eight B. [8:00] We're just approving the financials from February [8:02] and approval of the minutes. [8:03] I know that some of you guys might not have been here, [8:04] but hopefully you've had an opportunity [8:06] We do need to read them over. [8:08] We do need to go ahead and try to make a wrap this up. [8:13] So I'll start it off. [8:15] I'll make a motion to approve the consent agenda, A and A, B. [8:18] A second. [8:19] All right, we've got a first and a second. [8:21] Isaac, Saldani, and Sean Williamson. [8:23] All those in favor say aye. [8:24] Aye. [8:26] You know this. [8:27] Thank you. [8:29] Here comes Ray. [8:30] We'll just wait on her to say aye. [8:35] Thank you, ma'am. [8:39] We weren't going to start without you. [8:46] All [8:50] right, number nine, nine A consideration and possible action on approving highway 146 linear park design. [9:01] Before we get off into that too much, board [9:09] member does an all over e-mail about the opinions on some of these items. [9:12] and Susan did you want to read them or do you want to handle that or do you want to handle that or does it matter? [9:19] I can go ahead and handle it with [9:23] my printout. [9:26] But before you do, let's just talk about it for a minute, sure. [9:32] So give us a little history on this and how it can be and what we're actually looking at here. [9:37] Certainly. My understanding, again, this was most of this project predationally, [9:42] The idea is that tech thought is willing to take care of a majority of the construction [9:47] as Ronnie mentioned, depending on exactly what is all included in our design as part [9:52] of finishing the 146 flyover. [9:55] The concept that I believe the city has integrated is to make it into a linear park that lives [10:02] underneath the actual overpass. [10:04] With that, the next phase would be to get some type of conceptual design put together that [10:10] that we could then send to TechSot and get their approval, [10:13] yay-nay, of what they will do and then the rest [10:15] we would possibly have to be responsible for. [10:17] The entire idea of the concept would be, [10:19] hopefully, that they'll do the good majority of it, [10:22] depending on what it is that we put together. [10:25] But the idea here is to put together that plan [10:27] as part of this proposal that sits before you tonight. [10:30] It'll also form a good basis for us to seek grants, too, [10:33] to determine that. [10:34] Well, so speaking of that, [10:35] we already have a grant for design work. [10:39] planning, yeah, for the same area. [10:42] So with that, not thinking of this? [10:43] Well, I talked to Peter call, I might him aware of that. [10:46] You talked about the last two years. [10:48] We talked about the emergency board members. [10:48] You want to bring in kind of what that is? [10:50] You know, we applied for a livable centers study [10:53] to Houston, Galveston area county. [10:54] They used transportation funds to do planning. [10:57] And they picked certain cities and we applied. [10:59] And we were one that was accepted. [11:03] And Caesar has been involved with these in the mark. [11:05] So he's very familiar with it too. [11:06] And what they're going to do, and in 26, there were 13, 14, 15 different cities are units [11:14] that got these. [11:15] So they have two people up there that work on it. [11:17] So we got kind of 26 is when they're going to start on ours. [11:20] And it's a $200,000 planning study, and we're 20% will be funded by us or $40,000. [11:28] And for that, they're going to come down here and look at our lighthouse district, the area [11:32] that we have identified before that we would like to make more connected with more landscaping [11:37] and any cap accessibility and that kind of stuff and they're also going to look at that [11:42] area under the bridge. Now when they get here and start doing it we may be able to influence [11:47] them one way or the other if we want to put more of their study over there but this is what [11:52] has been approved and then we won't get the results of this until 27 and so going forward [11:59] I think with this in my opinion would be a good idea because this is going to be primarily [12:04] I think it's going to turn out to be landscaping don't you see it would be I don't think what [12:08] they're going to do is going to be more amphitheater you know skating ring under the bridge under [12:13] the bridge they'll come up they'll take the master park we have a master if you haven't looked [12:16] at the master park plan you need to go back to that and look at some of the ideas under that [12:20] master park plan that they've come up with but a lot of stuff under there could be like a whole [12:25] little city under there with food trucks and restaurants and it could be it's [12:30] unlimited what could be under their all the way from actually and if you look [12:34] at their drawing that they gave us they're not even covering the part that [12:39] goes to the water they're just doing the part from forestry down to 96 so the [12:44] part that this study we could include that area because we think that possibly [12:49] we want we got the boat launch going in and we got the we might want a public [12:54] fishing area down there on the channel and some other things. [12:58] So there's a lot of moving parts. [13:00] Can you give me a little bit of a timeline of where, [13:02] like what is the importance of getting this done now as opposed to, [13:05] do we have time to kind of go over it more in detail, [13:07] or is there a deadline that we're trying to meet on this? [13:10] So the text has been waiting on apparently this landscape design [13:14] or something that we submit to them for quite a while. [13:17] They've been ready to have this so they can construct it pretty quickly. [13:21] Now that it's over, I feel that it's imperative. [13:23] If you notice on the map as well that Ms. Natasha just had on the screen there. [13:28] The map shows you what the area is, it is not taking a consideration too much of the [13:32] area that Ronnie was mentioning that it includes a boat wrap and so forth. [13:35] So it takes you along 146 all the way from 96 all the way to where the base would be close [13:42] to where the boat wrap would live. [13:45] So that entire space is what is incorporated as part of this project in this linear park [13:50] design. [13:50] So, it's to exist adjacent to or beneath the actual flyover. [13:56] Okay. [13:57] Go ahead. [13:58] Well, is there any sort of baseline that we can figure out what textile will do? [14:03] Because, you know, we can plan whatever we want, but we kind of need to know what our parts are going to be. [14:09] If we know text dots this much and then we know that we're working with this much, we can kind of budget about this. [14:14] Yeah, beauty of it is since LJA is who submitted this proposal for your view tonight. [14:20] They have worked with text out in the past and they do know what they will and will not [14:24] actually approve. [14:25] So, the idea is to go along those lines of what we could do there. [14:28] Obviously, the maintenance component of it is a large component that we need to consider [14:34] in whatever design goes into place. [14:35] but whether you're going to line it with benches, crosswalks, any type of decorative planting, lighting, whatever would be, this is the time to put some of those things in. [14:48] You see over in seabrook, they've used a lot of rocks and stuff over there under their bridge. You can see it looks totally different. [14:53] We come over here, we've got grass, they've got... [14:56] Well, this year we're going to give us the basic of one round. [14:58] To give it a little hissing on. [15:00] Any new folks? We did a master park plan. It was a 20. Adopted, I believe, in 22. Okay. And what we did was we had them come in and did some city surveys. And, and they went to go ahead. Correction. Adopted in 24. Sorry, didn't work for a long time. Right. Yeah. And so they did some surveys. They came out the park. They did some in person online stuff. And they've been expanded out of the area just to kind of what are we to be part of that with the nature facility. [15:29] all the other parks, we have the pocket parks, and the main idea was to connect and to [15:37] make chema more walkable. That's kind of this place, so if you go for like basically [15:42] from Lupita or Diaz or Yal's neighborhood, all the way to the entrance to Sixth Street, [15:49] to the crosswalk at Sixth Street, and that's what that's about. And, and under it, there [15:53] would be a thing, according to their plan, there would be things like, you know, pickle [15:56] the block board or whatever they have on there. [15:59] So the most space is where you have the power lines [16:02] along the body apartments coming off of 146. [16:07] Correct, and that's what they're showing you. [16:09] What they can actually do with that, [16:10] you know, they're gonna do some more design work on that. [16:14] That's what the partner of this study's in it. [16:15] Yeah, one thing I know I would say, [16:16] and I did talk to Dustin about this earlier, [16:18] and I'm not gonna speak for him, [16:19] but I am in agreeing with him in that, [16:22] and if we actually actually have Richard here, [16:23] but I can speak a lot through that. [16:25] The more stuff we put out there, the more the full of work has to take it up. [16:29] And so at some point, we have too much stuff for them to take care of the amounts with [16:32] you. [16:33] Now, it is, I believe, part of our job on the case of DC that whatever we put down, we [16:37] should be responsible for maintaining it. [16:40] So maybe at some point that looks like adding some public works person that we pay for that [16:44] just strictly in charge of that thing to take care of parks. [16:46] We're not there yet. [16:47] I think we do need to establish that ahead of time, that way we know whatever we're doing [16:51] doesn't exceed that person's capability and or the worship ability. But what I would say [16:57] is if we have a little bit more time and we right now we meet once a month we just have [17:01] to have capability to call special meetings if we have to be able to wrap up many things up. [17:06] I would highly recommend that we appoint a couple of our board members to work directly with you [17:12] and LJA and decide what it is that we exactly went out there before we actually put them to work on it. [17:18] Certainly. [17:19] And whoever, as a committee, you choose to have a partnership of this proposal, we would [17:26] go over the Parks Master Plan that already exists as to what the preliminary was, because [17:30] that did have a lot of public input and then feed off of that. [17:34] Right. [17:35] I have a general question. [17:36] Right. [17:37] I didn't hear up to you. [17:38] So. [17:39] I'll just talk forever. [17:40] No. [17:40] That's okay. [17:41] Me too. [17:41] So in terms of, I guess, how the flow of things are, and this may be something that's been [17:46] answered a million times and I'm just ignorant of it. So looking at this and looking at what [17:51] I think we're trying to do with this and it's going to happen it seems like. So I know [17:56] in Seabrook's larger trail parks that they have, not the one under the bridge but you know [18:00] they have the larger trail park in there. I mean you should live over there and one of the [18:04] things that I thought was kind of kind of janky about that was there wasn't really a set [18:11] point to be at. And so you would go to the baseball fields, there was a small parking lot, [18:17] and then all of a sudden, the small parking lot was always full on the holidays and on [18:21] the weekends, and so that it would bleed into things, it would almost bleed into Tukki [18:25] sometimes. Here, I think we're talking about kind of something like that, you know, there's [18:30] a local place for people to run and to walk and to bike, but also we're going to have people [18:35] coming in to the boardwalk for things, and then like all of a sudden, hey, there's this [18:39] giant park system under there, let's go walk on it. Where in this maybe something started [18:44] been answered, where is going to be the idea that the flow of traffic is going to end up [18:52] and park necessarily because everybody's not going to be biking to there. There are people [18:58] are going to come there to walk and run just like they do in a 57 acre park a lot of times. [19:03] Is there a set places in there? As this is the idea, they're going to park wherever they [19:09] can or maybe they're walking the boardwalk and he's not going to be possible but I think it's [19:12] multi purpose. [19:15] It's connectivity. Yeah so part of that we'll connect by the side wall to the [19:19] nature side of the tree. Part of that we'll connect to Walmart, part of that big YouTube target. [19:24] So like say, 4th of July. If you've been in Kima on the 4th of July, you see the people [19:29] park at the Walmart and they walk in droves across 146. Well this is going to offer them a very nice [19:40] You can walk, this will connect the sidewalks all the way out by 18, and they can create [19:46] a loop. [19:48] My assumption is that there's going to be a large flow of people when the boardwalk's [19:52] busy going from the boardwalk, parking places, city parking to this area, then down and [19:58] vice versa. [19:59] Is there another, is there going to be another hub that's going to be available, people [20:04] people who may not be going to the boardwalk, I mean, you could go park a small shack, sure, [20:09] but is there a general plan for that? [20:11] You have a couple items that are actually going to help mention that question within [20:14] today's agenda, but the idea, as was mentioned, is to develop a connected system, right? [20:21] Right. [20:21] It takes you from Foster to Wiggins Park, to the boardwalk, to one of the parks that we're [20:27] talking about here today, the 57-acre park, or the linear park itself is an actual park. [20:32] So there will be hubs and stops or like we would call trail heads, that would allow you to go and park your bike at a certain spot and enjoy that if it's a water garden or a butterfly garden, whatever. [20:44] So there will be certain hubs and part of that is going to be entered through the connectivity setting that we're doing that kicks off in 2026 that would tie all that in. [20:51] Well, that was kind of my thought was if that's something we need to figure out now then absolutely this has to be done quickly so we can start that process correct because the [20:59] hub issue could really make a break that size of the party that's big. [21:03] You're not going to get too much for $12,000. [21:06] Yeah, so. [21:06] I don't think that's part of this conversation, right? [21:08] So it's like if we designate a couple of board members to take part of this conversation and you approve this, you're doing that as you go and then you protect us for approval. [21:17] Absolutely. [21:17] And I'm just going to go and say, OK, this is what it's going to be. [21:19] Because some of the stuff they want to do, I also don't agree with. [21:22] I thought it does in a day-end issue with pickleball court, but I think I also don't think [21:25] a pickleball court under the elevated highway wouldn't be the best thing to use of that. [21:29] But certainly spots you can stop at with benches or something that's attractive with flowers [21:34] or landscaping would be nice. [21:37] Well, look, I don't want to get used fast. [21:39] I think that's really nice to drive a golf cart down there. [21:41] I don't want to get my first argument with you about pickleball courts, but strongly disagree. [21:46] I think chemo could use some pickle bar courts. They're so popular. [21:50] I think we should have them just not there. I think a great place for pickle bar court would be a foster park. [21:54] How about every park we have pickle bar? We will be the pickle bar capital. [21:58] I've never seen you pull a pickle bar. We're not talking about meat, okay? [22:02] Just what the record looks like that Wiggins Park has four pickle is outlined for four pickle bar courts. [22:08] And we will address that later on the agenda. [22:09] Nice. So do you need, do you need us to vote to agree on this $12,000 for this issue? [22:16] He's got more. [22:16] I'm sorry. [22:17] So you brought up a good point on the process, and we've obviously done some of these [22:22] planning issues before. [22:23] So we'll look at this linear part. [22:24] Obviously the first thing we've got to figure out is what's the baseline, right? [22:28] What does tech stop prepared to do? [22:29] What does that give us options to do? [22:31] It kind of gives us a little bit of direction. [22:33] Now in here it shows that LJ is meeting with us one time to refine scope and project expectations. [22:40] My thought is it's kind of a multi, a little bit more of a multi-face process. [22:43] I think we need to sit down with LGA, we need to figure out where baseline is, then we've [22:47] got to internally decide what we want on the space, just as the conversation was starting [22:51] here. [22:51] It's obviously it's a people mover area and it's a people containment area. [22:55] And so, you know, we got to figure out how to utilize that in a multi-function way, not [23:00] just one activity or anything but be able to put all that together. [23:04] So, the real question here is, you know, this all looks great and I think this is the [23:08] direction we need to move in, but I think we need to sit down LGA and say we're probably [23:11] We're looking more like about three meetings with you guys. [23:14] I'm sure LJ will have no problem with multiple meetings. [23:16] That's just a baseline of what they have. [23:19] But also keep in mind that some of this polymer discussion was already had as part of the 57-acre part. [23:25] Excuse me, the Parks Master Plan discussion, the drafting and the adoption portion of it that created that final document. [23:32] The idea is to build off of what the community has already said there. [23:35] But yes, to your point, we'll have as many meetings with whatever community members join in. [23:39] Well, there isn't exhibit B that has their rate schedule. [23:43] Did you want to have one meeting? [23:44] Well, that's what I'm saying. [23:44] But here it says we'll give you, it says you can have one meeting [23:46] and we'll charge it from warrant. [23:48] I'm like, hey, let's just, for 12,000 you can be three meetings. [23:51] I will, I will gladly have that conversation. [23:53] I want to say there's a member of L.J. on the call. [23:57] I was going to say, if I may, there, this is Brad Taigman [23:59] with L.J., later for, there's one meeting [24:03] to refine the scope and project expectations. [24:07] But then there's a design coordination phase also in there that we have four meetings included. [24:14] So that covers the three that you guys are looking for. [24:19] I like that. [24:20] Okay. [24:24] Ray, can I name it? [24:27] We'll have somebody. [24:28] People working on the project will be very familiar with what text art is actually going to allow us. [24:34] We'll do for us, right? [24:36] Yeah, we have 20 folks here that have those connections. [24:44] Ray, would you find yourself generally in favor of this? [24:47] Yes. [24:48] It's not very much so. [24:50] I'm going to drag on the opinion that you want to do. [24:52] We've only been talking about this for the last five years. [24:57] I'm glad we're able to move forward now. [25:00] I would recommend the couple of board members, [25:04] members, unless anybody objects, we can't have a quorum that takes part of it, so I [25:08] mean you can have maybe up to three board members, including Caesar. Is that right, Caesar? [25:13] Well, Caesar's not on the board. No, I mean I want to overdo it, but I would say I would [25:20] recommend Dustin be part of that, because he was pretty, pretty big opinions on it. And [25:26] Tom said you want to be part of that. So there's two, there's one more, if anybody else wants [25:31] to do it. I'm good with those two. I'm good. We've talked about it a lot. We have talked about it a lot. Yeah. I think you just want to see it happen. That's exactly what it is. Can we just get it done working on it? Yeah. So Jackie would also like to be on. Gotcha. [25:52] So there's your three committee members, you don't even vote on that, do we? [25:58] No? [26:00] No. [26:01] I think that the action is very clear once you pass the item, I would assume that you want [26:06] to proceed with this design. [26:08] So just to recap, if you were to approve this today, we're voting to approve the idea to go ahead [26:15] to design this, I think that we have the board members enough to input on what the design [26:20] will be. [26:21] I think we've made it clear that we're going to have enough meetings to talk about that [26:23] and we've made it clear that we need additional meetings, it could be part of it. [26:27] I would definitely recommend that if, once you guys get some ideas, you bring them back and [26:31] we talk about it again. [26:33] Right now we are only meeting once a month. [26:35] I would highly recommend that we have something to talk about. [26:37] You could also, you could always send out for email, but it's something we need to vote [26:39] on. [26:40] And we just call a special meeting and come out and let me. [26:42] Because we've already been talking about doing two meetings anyway, maybe we should get the time allows that [26:46] But when you do once a month is fine, you're not busy, but when you [26:50] A couple of years ago, we talked about going from a actually more than that from a [26:56] Board that plans the board that executes and that really requires more input [27:00] So this is an execution thing. So anyway, is there a motion to approve this? [27:05] I make a motion to approve the 12,000 for LJ or the [27:11] We have a motion. Do we have a second by Jackie? All those in favor say aye. [27:16] I pass the unanimously. Good job. Good discussion. [27:21] 9-B is the same item. All it is, it's the budget amendment in order to enact my name. [27:27] Consideration of possible action to approve budget amendment for highway 146 linear park design. [27:31] For either case of DC fund balance or contingency to park improvements. [27:34] months. And the amount of $12,000. I want to talk about it just for a second. Is there [27:39] not any item? Don't we already have part items in the budget? How do they change? [27:53] The rest of the other. [27:58] Remime wasn't a contingency. [28:01] No, I understand what it's for how much is in it. [28:07] 135, 422. [28:08] What before I. [28:11] Okay. [28:13] Ray. [28:14] How would you like to fund that? [28:16] As an emotion. [28:18] Yes. [28:19] All right. [28:20] Is there a second? [28:21] Second. [28:22] I had Mr Williamson's book of purchase. [28:25] All right. [28:25] All right. [28:25] All right. [28:26] All right. [28:27] Great job. [28:29] 9-C. [28:30] Consideration and parcel election. [28:31] Approving staff to attain lighting design and prepare a bit of package for lighting at CN Park. [28:37] Formerly CN Park. [28:39] We're going to park. [28:41] Thank you. [28:42] For the entire board. [28:43] And the idea here is apparently we were looking at lighting the park for public safety reasons. [28:49] It is very dark at night, although we're working with center point to add lighting at [28:53] the two electrical poles that are nearest to the park. [28:57] The park itself does sit dark and it does make us very susceptible to vandalism and other [29:04] forms of crime. [29:05] The park itself has a skate park, beach volleyball court, a tennis court that also has [29:11] is lining for four pickleball courts, a full court basketball, and two playgrounds. [29:15] One is three through five and then one five through 12. [29:20] So you've got a full park as well as a restroom there, but it has zero lighting right now. [29:25] The concept that I believe was brought to you before was to create a plan for some solar [29:31] lighting because there is no electrical there at the park. [29:35] After looking at the quotes, I do recommend that we possibly look and compare what the cost [29:40] possibly for plain electrical versus solar. [29:43] The cost of solar is great, we're very pro solar. [29:46] We want to try to have solar as much as possible. [29:48] However, for about four solar lights, [29:50] we can probably get close to 10 to 12 lights there at the park, [29:54] even with no electrical. [29:55] We've already had someone go out there and take a look [29:57] and give us a preliminary quote. [29:59] We would like your... [30:00] You're approval to go out and submit a formal quote, get three formal quotes, and then you compare what we already have for four solar lights, and then the board can make a decision of what you would like to do. This is a project that was already pending from before. We can get this turned around very quickly. Our intent is to have this to use early as the next meeting. Should you give us a guidance to move forward tonight. I mean, it's just to get a price. I think that's pretty good. It's all it is. It's for us to bring them so we can compare apples to apples. Any questions on this? Any motions on this? [30:29] It really needs it, and I mean, my house and solar panel house will be dry by it on every [30:36] grain. [30:37] So, I'm not against solar panels, but it may be interesting. [30:40] Yeah. [30:41] I'd love to get some books. [30:43] So, are you making a motion for that? [30:44] I'm making a motion for that. [30:45] You get a quote, three books. [30:48] We will bring all that back as well as comparison for solar, should you prove. [30:52] Sound great? [30:52] Is there a second? [30:53] Okay. [30:54] We got a first and second from the newbies. [30:56] We're moving fast. [30:57] All those are favour say aye. [30:59] All right. [31:00] Thank you guys. [31:01] Way to jump in. [31:03] Number nine. [31:04] Consideration of possible action to approve a quote for lighting at James Foster Park. [31:09] If you look at that on item 9-D. [31:14] 9-D. [31:15] Very, very short item. [31:17] We talked about lighting at Wiggins Park. [31:19] I felt the need that lighting was also necessary at Foster Park for the same reasons. [31:24] You just had a branding playground installed the lighting that's that that park is very poor. Luckily this park already has [31:30] Electrical all we need at this time is $1,600 [31:34] To provide additional lighting to better light the entire terrain [31:39] That's pretty cheap. It is. Yeah [31:43] Absolutely [32:00] The idea for our parks is usually a bin for them to be sunrise to sunset. [32:05] Unfortunately also that does give an issue when they're dead like savings and get start shortly after the kids get out school. [32:11] Having said that the idea is mainly for safety so that if police or public safety is driving the area that they can easily see into the park. [32:18] so this is not lighting the park per se for folks to enjoy the park [32:23] necessarily it's more lighting for the park for public safety reasons. Did I [32:28] hit that right on the hours? The best of dawn it's this photo style on here. [32:43] Especially when there's patrol again this has happened before I got here but when [32:47] they're doing patrols in the dark it is hard to police in area when they don't [32:51] So, [33:01] as Mr. Garcia mentioned, from a public safety standpoint, it is vital that we light this park up right now. [33:12] As of last month, there have been no lighting for probably two, three years at Foster Park. [33:19] And we initially got approval to light it up and then we kind of backtracked to get you all's approval on it. [33:26] So, what we did was we went and put a bulb in the old light and a new central on top [33:34] and it worked. [33:35] So, right now, there is a light at the park, but it's very dim and an older light. [33:41] The lighting that we want to put are two or three and I have to actually look at that quote. [33:48] It's three? [33:49] Three, six and three. [33:50] Yeah. [33:50] Okay. [33:51] That's it. [33:51] So we want to put up three lights, Duster Dawn, LED, which we all know LED will help save money [33:59] in the long term compared to the old style light that's up there right now. [34:04] So I [34:05] Drive through here every morning about 530 and that's part of what I do is check the city [34:12] That park over here's [34:14] Wiggins Park and Foster Park are very dark at night. So [34:18] So from a public work standpoint, public safety standpoint, we definitely need those [34:24] lights. [34:25] And I'm quite sure that the neighbors in that area would probably like it as well, but [34:30] I have talked to Officer Bennett and Ruiz in the past about it and they've been gave [34:36] their blessings on it. [34:38] We just never moved forward with doing it. [34:40] So that's why it's brought to you our attention today. [34:44] So we're hoping that you go ahead and approve that so we can at least get this parking [34:48] it up and then the other one is significant amount of money, so we definitely would need [34:54] the three quotes for that. [34:56] I have a question while you're up here. [34:59] Thank you for that. [35:00] In the estimate, it mentioned that the city would provide a lift, but then that's what I was [35:06] in a comment on right now. [35:07] Okay, go ahead. [35:08] Go ahead. [35:09] I wondered is it, because they mentioned that there was a, that they could provide the lift, [35:13] to Alterainlip for 800, is there a preference to that? [35:17] Is there something that, do we need that? [35:18] That's something that I would like to recommend [35:21] that instead of approving tonight, the 1,077 that we move [35:25] to approve 2,000 or 777, if it's cheaper for us to do it, [35:29] then obviously we'll do it at the lower cost. [35:31] But if not, at the very minimum for the $800, [35:34] we'll make sure that it's done safely. [35:36] So the motion should be not to exceed 2470s. [35:40] OK, 2477.8, correct? [35:42] Is there is there do you suggest that we use the lift or do you think that ours is adequate? No, the lift is definitely needy because of the height of the light [35:53] It's it's just more feasible when we replace the lights here in the parking lot here and then back in the PD [35:58] Community Center we already had the lift so the same guy [36:04] Replace it and use the lift. I personally believe that it probably be cheaper for us to [36:10] Rent the lift on the cities in [36:13] Because we won't pay taxes on that. He's probably going to have to pay taxes for that and he's going to pass that call soft to us and [36:20] Then also, too, we have some other work that we need done [36:23] So getting this approved would allow us to go ahead and rent the lift and get the work done at the same time [36:30] Not just not here at the park. We got some trees. We need to trim along Kip [36:35] So when he finishes with the lights, we were going to use the lift [36:38] to do some higher work. [36:42] Do you have the ballpark and how much that would be? [36:44] Ever how long? [36:48] It's going to take him maybe a couple. [36:50] I was just to put the lights up. [36:51] That's for greater bus. [36:54] Yeah. [36:54] Basically. [36:55] Maybe a rent one for cheaper and do everything. [36:58] So the idea the concept here would be to not exceed the 24-77 [37:01] at this time because we know that the function [37:03] of this ass today is solely for lighting here. [37:07] whatever other expense would be above the eight hundred dollars. Should it be more than the eight hundred for the lift we would have to [37:13] If you have other work going on then let's just approve the 16 [37:18] 7798 and just all right as if you need us to reimburse the city for the two hours that you've used it [37:24] It's that's so you all costs [37:26] I mean you gotta you need a you need it right? [37:31] We do need it [37:32] We were just kind of with the tree cutting project [37:35] we kind of were just sitting back waiting because we don't have a lift that's [37:40] something that you know now that I mentioned it public works definitely needs [37:44] in our arsenal because we always needing a lift and we've always having to rent [37:50] a lift. Is it in your budget to get the lift to do your your tree getting? The [37:55] budget that was in existence there we've already utilized we had to get a lift not [37:58] too long go to do some other work. So he has no budget to get a lift to do [38:05] We say in the parameters of kind of what we're looking at when we approve the amount plus [38:12] the 800 and perhaps we can live it broad to where he can look into a rental and maybe [38:18] you can get it done in that amount, maybe we can do everything with that one lift instead [38:21] of this one. [38:22] Well, you can accept that. [38:23] Like you said. [38:24] Yeah. [38:25] Not to mention it. [38:26] But with direct, it's easier if you can get a lift to public works. [38:30] Certainly. [38:30] First option. [38:32] This will be a second option. [38:33] But we've already proved the amount to be. [38:34] Yeah, let's do that. [38:36] Is that good? [38:38] Correct. [38:38] Are you good with that? [38:40] Are you making the motion there? [38:41] Yeah, I'll make a motion to approve that. [38:45] 167798 plus 800 not to exceed 800 for a total of somebody [38:50] do the math. [38:50] 2,477 and 98 cents. [38:53] Thank you. [38:54] What did he say? [38:56] Do you get that? [38:57] All right, is there a second? [38:58] Second. [38:59] All right, we got a second. [39:00] by Tom Linclater, all those with favour say aye. [39:02] All right. [39:04] All right. [39:07] All right. [39:07] Well, the neglect is going to be where's the money come from. [39:11] Consideration of post elections. [39:12] Your approved budget amendment for lighting. [39:14] And it falls to Dean's poster part in the amount of 1678 plus 800. [39:22] 247788, right? [39:23] Where do you want the comfort? [39:29] Do you still recommend the contingency? [39:31] Where was it supposed to come from before when it was approved? [39:34] Where did we go with that plan for? [39:37] I thought we had a part budget. [39:38] somehow it disappeared must have been in one of the amendments of the budget [39:42] we're moving along and we've decided by us but we don't I guess we don't have [39:46] anymore we need to think about that next time we budgeted $500,000 didn't we [39:52] for that we had another budget and I thought it was $100,000 [39:58] and somehow it got swept somehow I remember that I think [40:09] We'll remember that thing. I'll remember it because we've got a [40:11] disability town now. We'll make sure we put it in there. [40:14] Okay. I move to approve the budget amendment for the not to exceed 20. [40:23] 24, 77, 28, 24, 77, 88, to come out of the contingency batch. [40:31] All right. Is there a second? [40:32] Second. [40:33] All right. [40:34] We got a second by Jackie. [40:35] Those are the favourites they aye. [40:36] Aye. [40:37] John, do you have a stand on that? [40:39] Yes, aye. [40:41] All right. [40:42] 9-F. [40:43] Consideration of post-relations approved. [40:45] 57 acre park, sidewalk design proposal. [40:50] Members of the board, this is another one of those long time coming projects. [40:57] The cutting activity here, the plan, is for it to be a combination of multi-use pass as well as pedestrian pass. [41:03] that do connect the park along Irrigan Memorial with an added alternative [41:09] possibly including some concrete stairs connecting the both units. I do [41:14] believe red is on the call still to answer any engineering questions that are [41:18] entitled here. There is a design of the actual map in the area and the proposed [41:26] ADA compliant walkway that leads you to the park. I was part of these meetings and [41:31] have some input on this. [41:35] I think ultimately Chris Barnes with Meredith was in [41:41] a meeting with us and he wants to put in an access to the nature facility for [41:47] chemo crossing. He wanted to do it in a private entrance further down which [41:53] would be within the gates that connected. My concern with that was we went to [41:58] to limit the access points into the park just because we have, you know, we have to be [42:03] able to monitor that. [42:05] So I brought it to hand that, you know, could we move his entrance over to the, it's [42:10] to be the south east corner, which would be the opposite corner of the existing entrance. [42:16] Not exactly what are showing it on the map, but a little further south, more towards the [42:20] corner. [42:22] To which, if I remember correctly, you were part of that meeting, he said that they would [42:24] pay for it, which I would like to keep it that way. [42:28] So, I'm going to find with this, and this is what we talked about generally, but that [42:34] interest in my opinion is to scoot down a little further south to the corner. [42:38] So that way, anybody that parks in this parking can either access in that corner and keep [42:41] across in people can go in that corner, or you can go in the original entrance on this [42:47] part side. [42:48] Because if I remember right, in the ultimate plan, that existing parking that you used [42:52] have to drive through chemo to get to should go away or be limited access and not be the [42:57] main interest of the bargain owner. Part of that design if you'll notice that red part is demoing [43:02] that current sidewalk that's there and turning it into a true multi use pattern which was the [43:06] original intention of that path not just the sidewalk meaning you could drive it off from that. [43:13] But I know you weren't part of that conversation but you understand what I'm saying. [43:17] I do, it sounds like the ramp you want to move all the way to the South East corner. [43:26] My only sort of pushback on that is that the ADA parking stalls on Evergreen Memorial are the [43:35] northernmost section of parking stalls. So to move that ramp back, I totally understand [43:41] and get America involved with this. [43:44] But if you move that back, it makes access, [43:48] ADA access as far away from each of this possible. [43:54] Well, let's be flipped ADA, [43:55] or the parking already designed for ADA. [43:57] We just, it's not just a matter of moving signage. [44:01] It's great. [44:01] It may be, I'd have to talk some more. [44:04] You know, I'm not sure since the, [44:06] the, every meeting has been finalized, [44:08] so I don't know what it looks like at this point. [44:10] But yeah, that's the possibility if we can flip flop that okay, what's the what's the distance how if we're [44:17] Extit if we're making it farther from the ADA from the handicapped spots and the ADA stuff [44:22] How how far are we talking about extending it down? We're just talking about a couple of barking spaces [44:29] So so there there was a preliminary design that called four two ramps [44:38] both of them with the same [44:41] orientation, one was closer to the corner, while one was closer there to the [44:46] ABA spots. However, it seemed redundant to have two ramps with two retaining [44:53] walls. The real cost here is going to be the retaining walls because you're [44:57] talking about a 13-foot berm that you're going to be doing. [45:00] We're going to have to move Earth and then put some type of sidewalk on. ADA compliant that. So you're talking about four and a half inches deep here. [45:09] Engineering-wise and construction-wise, it probably makes sense to limit it to one along that side. That's why this alternative that's before you kind of meets halfway where both of those would have been. After talking to Chris Barnes, he's still amicable to this. He does have to pass it through his higher ups, but the idea would be for them to still participate in the same manner as before. [45:29] Okay, well if he's okay with that and that's a matter of keeping the somebody ADA to get to that ramp because you know [45:37] The biggest part of the design of that park was to be an all-inclusive park, correct [45:42] And so it is important that we stay within [45:45] Whatever ADA allowances to be able to get up there. So if we don't want to be too far [45:50] So if it's good there and if it needs to be there for ADA purposes and as long as Chris Barnes is willing to pay for it [45:55] I'm good with it being there [45:56] Yeah, I don't I don't I wanted to capitalize on the fact that they're going to pay for it. We're going to pay for the idea would be that the ramp would be on us, though, no [46:06] No, the actual ADA ramp, the expense of the ramp for the entrance, the sidewalk, yes, he was going to put in a ramp that switched back ramp on inside [46:18] came across him okay and then so we talked about relocating his efforts to the [46:24] corner okay so if he's okay with it being where is that and still incur the [46:28] cost of it that's great sure but from where the base of the ramp is now through [46:34] the rest of it then that would be the part that would be on us well no we're [46:39] correct we would take care of the sidewalk yes yes we take care of the sidewalk [46:43] from the southwest corner, all the way to meeting the multi-purpose path, including the multi-purpose path, and including a couple of ADA spots that they have there. [46:55] With Chris, marriage paying for the actual ramp that goes up to the top of the room and whatever that is. [47:04] That would be the way I understood it. [47:07] And I will, I will, I mean, do you understand? [47:09] Yeah. [47:09] I understood it. [47:10] Yeah. [47:11] I will talk to Chris further just to confirm. [47:14] I mean, you want to ask him about it. [47:15] And he does want it to move for himself. [47:17] And then we talk about maybe switching the ADA parking spot. [47:20] And does that make sense? [47:21] Correct. [47:22] Because it is ADA. [47:25] I think Brett said that the other entrance, if you close your good eye [47:28] and look at your bad eyes, ADA. [47:29] But it's not really ADA. [47:32] Right. [47:32] There are a couple of spots that it does not be ADA. [47:35] Right. [47:35] Yeah, it's very, very, very close. [47:37] Right, so I mean, you know, we're really going to be an aunt who's a part of it, [47:41] but she has a real access, I mean, you know, honestly, and if we have an opportunity to make this new ramp, [47:46] the real 80 access, it should be, it should be just that. [47:50] But again, I can't stress enough in front of everybody that's closing me today, [47:54] that I would really prefer that Chris and his company big for that ramp. [48:00] And we pay for this, I don't know. [48:01] preference noted. Yeah. I just feel like if we move if we wanted to move this [48:07] access point right here south there's not a lot of space I mean it's not too [48:13] far in there if you're looking at the scale here I mean that's not because you [48:17] can't go to the very corner you're gonna I mean to get closer to Meritize you're [48:20] not gonna go too far and if we're talking about well the only problem of that [48:24] Sean is it is me now if you're in a wheelchair and you're coming up there the [48:28] distance you have to go on the top of the berm to get to the actual park. Sure I mean [48:31] I mean, if that's where you're going, absolutely. [48:35] So your preference is not to move it to the South corner. [48:38] I mean, I thought that's what you wanted. [48:40] Originally, that's what we talked about. [48:42] But I don't understand any aspect of it. [48:44] So if that's what we're trying to mean, [48:47] is that the standard we're trying to mean, [48:49] it needs to be there to be that standard. [48:50] But that should be there. [48:51] I just want to make sure. [48:53] Whatever's easiest for the parking, too, I would imagine. [48:56] So further discussions with Maritaj does have them [48:59] adding continual sidewalk along that side of the road as well. [49:02] Yeah, by the way, at the point of the entrance of that neighborhood. [49:05] They would continue the sidewalk all the way down. [49:08] What was that phase one, where you're at the gates? [49:11] Phase one is the gate and phase two is what they're building out. [49:18] The other phase one now. [49:21] So Chris said that the sidewalk, they would then continue the sidewalk from this point [49:25] all the way to the entrance of phase one, including a crosswalk that goes over to the [49:30] Kipper, and then you guys will be able to come out and get on the side. [49:33] Well, and then there would be a crosswalk over to phase three, which is narrative or [49:40] king of crossing, which is behind that character. [49:42] Yeah, and if you wanted to have that, we didn't talk about that. [49:45] We didn't talk about that. [49:46] We didn't talk about that, but they needed that. [49:47] But they need to do that. [49:48] Yeah, we also talked about adding an art part. [49:51] I stopped on it at that entrance so that you know because right now it's a drag [49:55] strip from South Game of Drive to to boarding yeah I hear them too you know so we [50:02] don't want that so I mean that budget of the stop time is gonna help so that's the [50:06] ultimate plan I like it I think it's very I see folks walking up and down that [50:13] street every day yeah that's great more and more yeah and so I think if we have [50:17] something on that side for you guys something over here for these people I think that's [50:20] That's a good idea. [50:21] Sort of asking for the change order to be approved. [50:25] No. [50:26] We're asking for approval of this proposal. [50:31] Obviously, this shows your construction estimates. [50:34] I will also tell you that the hope with this entire thing is to be very aggressive with grants [50:39] and not have to use a lot of our funds for construction. [50:43] But we do want to have shovel ready projects that when we do present it, [50:46] two possible funders that we could be more enticing for them and know that we're serious [50:50] and I'm ready to mobilize. [50:56] Also, the sidewalk that we were putting in there, that was part of one of their future [51:00] phases of the need for facility, just for the record, yes, we are just moving that forward [51:05] because it's really needed, correct. [51:08] I think to get people out there, yes? [51:10] Yeah, [51:12] absolutely, we're just looking to change the order of our own, all right. [51:16] That's what I thought. [51:18] 256. [51:20] Isn't that what we're doing? [51:21] No, so this is all designed proposal. [51:22] It's the whole, so it's the 308. [51:25] So this is amending that the original proposal? [51:27] Is that what we're looking at? [51:29] Yeah, because they're just saying they want us [51:31] to approve the change order. [51:32] Yeah, that's all the... [51:33] No, since it's a consideration about that, [51:35] you're proving that you're starting to approve the design proposal. [51:37] I know, I was looking at this part though. [51:48] Well, but no, no, no, no. [51:49] The change order is... [51:50] Because they're in a phase one and two right now on the bar. [52:08] We're proving the change order to go up to that amount correct [52:11] Yes. Yes. All right. [52:19] And we're on the call too. Should you have any questions for any kind [52:23] of more input on this? I don't think so. I just want to add that it kind of worked out where [52:31] that ramp is going going back a little bit that we have a future convention inside the park [52:36] with trails, meaning at the top of the ramp. So by splitting the difference between the original [52:43] location sort of at the north end of the parking stalls versus the south end by the [52:51] emergency project. It lined up pretty good. And that ramp is 300 feet long at 4.5%, which [53:00] is just under 88 requirements. So you know we can even make that a little bit longer, make [53:07] it a little bit easier in the ramp too. We're going to push that down a little bit further [53:11] that top conventional areas or we can just keep it sort of at that recommended minimum or maximum [53:18] slope I should say and move the whole thing to the south. [53:24] Going back to again to I guess the [53:27] proposals that you guys are looking at. One is for our fee to get this construction ready and the [53:34] other one is to change order it into the existing contract on site with HD outdoor. [53:43] Isaac, I know we [53:44] talked about this entrance a little bit. Can you expand a little bit about what you're [53:48] doing at the end of part, what the proposal is in the end of part, and why the suggestion [53:54] is to take that side walk out and change it. You wanted to make it a multipurpose, you [54:00] said? [54:01] So when we originally talked about putting in an end on KCDC that was supposed to be a [54:05] multipurpose path years ago, when they went out and actually did it, they put a side walk [54:10] in, which is not as notable as that. Love that purpose path is like 10 foot wide or [54:15] about how wide is that? The one, you know, over those of us 10. Yeah. And so, to take [54:22] out with there, make it a 10 foot path that way you can get a golf cart or a biking and [54:28] over the instrument. [54:31] Is that kind of the thought is to make the end of [54:34] parkoaks there, the parking lot that's there now is the idea to kind of make that [54:38] that focus on bikes and golf carts and that type of thing? [54:41] I think that should be what it should be. [54:43] Mine. I don't remember all the phases. [54:46] It's been a long time since we talked about them. [54:48] But from my recollection, that parking lot was supposed [54:51] to be limited to golf carts and or limited access at some point. [54:54] That was what I understood too. [54:55] And so I think it's a good idea. [54:58] And it also gives the folks the chemo oaks [55:00] that legal means to get to everything in town on golf cart. [55:05] Right now you're not supposed to go on the sidewalk [55:08] but if you go out that backside, if you have a golf cart in the back side of it, you [55:13] now can go to public shores, you go to the boardwalk, anywhere in town, I think you [55:17] bad that one. [55:18] And there's a lot of people that come there on golf carts now, I'm going through that [55:22] area and it's like- [55:22] There's a gentleman in a bank golf cart and it's dog. [55:24] Every day. [55:25] He comes from public shores out every day. [55:27] He comes from every day as I pass them. [55:28] We drive by and we talk. [55:29] So he comes from public shores. [55:30] Yeah. [55:31] I mean, I like that. [55:32] That seems kind of cool. [55:34] I think it's great work. [55:35] I want to speak to a resident today who kind of take it on on the on the side of [55:44] the federal people. So I'm sure that this will be very well received by folks. [55:49] All right. Is there a motion? Is there any more discussion? [55:53] Well, one with the motion exactly. Motion will change to approve. [55:57] Change order amount 25,600. Yeah. Add to the original amount. Is that correct, Grant? [56:04] Yeah, the change order that is 256 is our design fees for this and then the yeah, it brings [56:15] the total to $308,000 that includes all of the previous 57 acre design stuff. [56:20] Yes. [56:20] Yes? [56:22] We're proving the change order to get to the pre-do, so the notion would be, we're proving [56:27] the change order to $25,600 to get to the new contract on the 3008,830 dollars for [56:32] that. [56:33] Yes. [56:34] I'll make that open. [56:35] All right. [56:36] I'll second it. [56:38] All right. [56:39] All those in favor say aye. [56:40] All right. [56:40] Aye. [56:41] All right. [56:47] 9G approval to utilize KCDC funds for advertising in the Texas Economic Development Guide. [56:53] Patty. [56:54] Good evening, so Kate, hold on a second. [57:00] KCVC has the opportunity to secure an ad in the Texas 2025 media kit. [57:07] It's the Texas Economic Development Guide. [57:10] There's a copy, a hard copy of it that's up at the dius for you to look at. [57:14] And I think there's also a link to the digital version in your packet. [57:20] What we're looking at doing, well, let me give you a little bit of background on it first. [57:25] First, the publication prints 25, I'm sorry, 12,500 copies annually, with 7,500 copies [57:32] bagged with the May issue of site selection magazine, and then 5,000 copies are distributed [57:38] at trade shows and economic development conventions around the state and the country. [57:45] So digital distributions also included which kind of amplifies the ads reach. [57:50] What we're asking you to consider this evening is, first of all, if you'd like to do the advertising. [57:56] And secondly, if you'd like to do a half-page horizontal ad, and right, yeah, it shows you [58:03] the half-page is about halfway down on the page, there's, let me see if I can find it. [58:09] Half-page horizontal ad is $3,600, that is guaranteed placement, meaning that we get to [58:16] put it in the section of our choice, or a third page ad, which could be their vertical [58:21] or horizontal, which is 2850, and that is also guaranteed placement. [58:27] It's the magazine goes to people that are looking to developers that are looking to develop [58:36] in Texas, and so it really is a pretty good publication for economic developments. [58:43] It's published by Conway Data, and it reads a site selector's corporate decision-makers, [58:49] economic development professionals, and has a really qualified leadership. [58:55] The readership is a very highly qualified leadership. [59:00] Funding is available from your marketing and marketing and web site development account. [59:09] I'm sorry, lost my train, I thought, per second. [59:11] Do you have any questions? [59:24] I really like that. [59:26] I think that that vertical ad gives you a lot of, it's kind of where your hand is, so [59:32] it's right. [59:36] And if you're flipping it through it just like you are there, it's the same thing. [59:39] You know, you're seeing that that vertical. [59:41] I think it's a, I think that either one of them, and so the reason that I picked the two [59:47] options, those two options, I think that any, either the third or the half page would be [59:52] effective for us, but I think that I like that that horizontal, I'm sorry that vertical, for that [1:00:00] Exact reason. I mean, my visual preference would be that half page vertical, because you're maximizing that these, if it's on that right side. These are, was there anything else you wanted to add? No, I'm also in support, I think I could see a nice rendering, maybe, and I don't want to get artistic, but maybe a lighthouse, something that really vertically visually appealing, something of that nature, I don't really call some of the attention. Something that just says, hey, this is chemo. [1:00:29] And the publication is split into different sections that are promoting different types [1:00:37] of development. [1:00:38] So if, for example, we wanted to promote, if we wanted to go out there and say, hey, [1:00:42] we're at a vacation destination, a tourist destination, we can get into section where [1:00:49] they're talking about more tourism type things and kind of target those developers or if there's [1:00:54] a different kind of development we're looking for, then we can kind of put it into that section [1:00:57] to develop that. [1:01:00] who would be who's going to make who's going to design the ad and what would [1:01:05] generally would it tell. So we have we have a MDR on retainer if we would [1:01:11] like to go with that you know if we'd like to go with the chema the discover [1:01:14] chema brand we can do that it could be done in house it could be done through [1:01:19] MDR either one. But I think if it's I think if it's just discover chema and it's [1:01:26] There's more towards that, ran in, in that hot, in that hot. [1:01:29] In this case, we probably wouldn't go with Discover Keema so much. [1:01:32] This is really to spark and to spur economic development. [1:01:35] I see this putting a QR code that takes you to our city's website. [1:01:39] That gives you some of our presentation that we have. [1:01:43] Just certain things to spark people to say, hey, you know, if you want to come do this in a few minutes, here you go. [1:01:48] Absolutely, we're developing economic development section for our website. [1:01:55] and absolutely the QR code would spur it back to or would drive it back to that. [1:01:59] So just for the record like the presentation we're talking about is an economic development [1:02:06] presentation that actually goes on to list, what land is available here, [1:02:13] available city assistance and high service use things we're looking for. [1:02:19] Senate programs who to contact for permanent, so if it's geared towards that, I'm all on board. [1:02:25] If it's geared towards discovery chemo, that should be an obvious thing, which is my point. [1:02:28] The only reason why you wanted to do some discovery, I'm sorry. [1:02:32] Probably going to say the same thing. [1:02:34] We should be using the discovery chemo branding, though, because it ties everything together. [1:02:39] And that's where I was going with it. [1:02:41] You sell chemo as a destination that people want to come and put their business in. [1:02:45] So I think a combination of two, that's the reason why you should probably work great [1:02:49] to discover chemo, logo and thoughts into it. [1:02:51] No different than having KCDC and say, logo also incorporated, but almost as a pillar [1:02:56] to discover chemo, because folks can then brand identity say, hey, chemo, tourism, business, [1:03:02] I want to be there. [1:03:03] I want to open up my restaurant there. [1:03:04] I want to open up my hotel there. [1:03:05] No, my comment wasn't more towards the branding, which I understand we're saying at the good [1:03:09] point. [1:03:10] It was more of, it's going to say, hey, come and die in a week. [1:03:13] No, no. [1:03:14] That should be a hot fund. [1:03:15] Right, no, this is going to be more towards this, [1:03:18] what would you build, this is what we're looking for, [1:03:20] this is the land available, that's the economic growth. [1:03:22] And actually, going to be tomorrow night for Council, [1:03:24] we have an item that is more discovered, [1:03:25] FEMA, as it comes as it comes into dying. [1:03:28] Yes, come stay with us. [1:03:29] On that agenda, uploading the astros. [1:03:32] With the astros, yeah, the astros. [1:03:34] Absolutely separate thing. [1:03:35] This is specific for economic growth. [1:03:37] Right. [1:03:38] Discussion about this? [1:03:39] Yeah. [1:03:40] OK, so I'm just going to break it down [1:03:42] because I'm dense. [1:03:46] What we're talking about here is we're talking about [1:03:48] essentially branding. [1:03:50] Okay, Kima is an economic development. [1:03:53] We want people to bring their businesses. [1:03:55] We want people to do that. [1:03:57] I 100% understand I think that's obviously our focus here. [1:04:01] But we're talking about the hope is that we pay the money [1:04:06] for this ad and somebody at a random trade show, [1:04:10] a cold call essentially, if you're doing sales, [1:04:12] is gonna look at that and go, you know what? [1:04:15] I have been meaning to open a restaurant, [1:04:17] and I'm gonna click on here, and hopefully they think, [1:04:19] I'm gonna open a restaurant here, [1:04:20] I'm gonna do something like that here. [1:04:23] Is that something that we need? [1:04:25] Because that just seems like we're hoping [1:04:27] that we get a return on investment here, [1:04:30] and I mean, we don't necessarily know what trade shows [1:04:33] it goes to, we don't know what kind of investors it goes to. [1:04:37] It just seems like it's something [1:04:40] that we're kind of hoping to get a return on when if people are going to come to [1:04:44] Kim and open a business I mean that's not just because they're they're thinking [1:04:48] about opening something and well maybe Kim is a good place I don't think it [1:04:52] quite works like that maybe on you know maybe I'm wrong on that but it just seems [1:04:57] like it just seems like a hopeful branding and we hope that somebody looks at us [1:05:05] as a destination and decides to move something here I guess it doesn't [1:05:09] And out loud to me, it doesn't sound like something that's actually going to happen. [1:05:15] So with a publication like this, we're not targeting mom and pop small businesses to [1:05:21] come to town. [1:05:22] We are targeting people who are qualified to make the decisions for some of those larger [1:05:29] businesses that we want to bring into town that will therefore attract more into our space. [1:05:36] It's spending more sales taxes. [1:05:38] And they're making that decision based on a magazine article? [1:05:41] I don't know. [1:05:42] So, are you saying then that you feel like, [1:05:45] see what was that amount, 9G, $3,600? [1:05:49] $39.50 if you went for a guaranteed spot. [1:05:52] Yeah, so $39.50 could be better spent in another manner [1:05:55] to bring business to everything? [1:05:57] I think that's, I think I'm saying that necessarily. [1:06:00] And I understand what the purpose is, [1:06:02] and I think where he's right, but again, [1:06:04] Then targeted advertising versus seems like this is kind of hopeful advertising and it [1:06:11] does show that we are, if we're wanting to show that we are a big brand, that we are, [1:06:17] we're in these magazines, everybody sees it, great, but I question if that's actually [1:06:23] going to bring something here because of this. [1:06:26] That's my only concern. [1:06:28] I have a question for Patty. [1:06:29] How long have you worked in economic development? [1:06:34] Peripherally for almost 20 years. [1:06:37] Okay, often do you see this publication in the House or desk? [1:06:42] So I haven't worked in economic development enough to have seen it a lot. [1:06:48] I do know that it is when the Governor's office has the different bringing businesses [1:07:00] is to Texas that this goes through that and that it's that it's seen there. One of the [1:07:06] things that one of the things that I wanted to add about this is that we really haven't [1:07:10] done any economic development marketing, right? We've done tourism marketing, we've worked [1:07:15] our tourism brand. We haven't really stuck our name out there as a place that has economic [1:07:19] development opportunities and that this would be an idea to an opportunity to get that idea [1:07:25] out there the kind of the if you haven't thought about Kima as a development area we're here [1:07:32] we're in Galveston County there's lots of things going on and kind of come and look and see [1:07:37] what we have so it's really is kind of at that base of branding where we're trying to get our name [1:07:42] out there to where people consider us. But I would say that we have actually spent some time [1:07:49] money in that, A, and going to the trade shows, and B, presenting like we [1:07:56] presented Aaron and I, and you went to the bakery, which actually resulted in [1:08:01] a couple of people coming to see my look, you do develop from that. So I can see [1:08:05] what you're saying Sean, that maybe, I guess you've got my brain working thinking, [1:08:08] could we invest that money on something else? I mean you could actually, you could do [1:08:13] more things like we're doing, you go to more trade shows, you can go to more local [1:08:17] network events. I mean you go straight to the people that are representing. Yeah, I think that [1:08:22] I think that's my question to you. I mean you guys spend more time on the EDC aspect of the past [1:08:30] a couple of years you and Aaron and what's been the best return on investment so far? I mean you [1:08:36] had lots of good input when you guys came back from the trade shows a lot of direct contacts. Is that [1:08:41] where we really want to focus our money? Is that our best contact point? Well think about this for a [1:08:46] this is $39.00 right? 36. 36 and so like you say you've done through it and that [1:08:51] doesn't have digital impressions it's not just physical but what do you think [1:08:57] it cost us to go to Dallas when we went about that maybe less yeah yeah and so [1:09:05] when we went to Dallas season nine then we probably got in front of 50 60 70 [1:09:10] businesses that day where I was hand physically handing out my guards giving [1:09:15] giving them stuff for the city, scanning the QR codes. [1:09:19] I would say that, again, you've got my mind working thing. [1:09:23] That was a good, and I've mentioned before, [1:09:25] and I preach that we should get more involved [1:09:26] in those kind of things. [1:09:27] If you have a local, it's after that, I'm going to use them. [1:09:31] We have the local networks that do that kind of stuff. [1:09:33] You know, they have, they have the one we don't even [1:09:36] really touch, and we don't really share it. [1:09:37] Yeah, I'm not sure. [1:09:38] You know, I get emails from Bayhub every day [1:09:40] about businesses coming to town doing all kinds of stuff. [1:09:43] You know, we're looking for places to build or be. [1:09:44] and then we are keen as a member of Bayhut [1:09:47] and we really need to be exploiting that relationship. [1:09:50] I fully agree with you. [1:09:51] Right. [1:09:52] May he's great at it. [1:09:53] I'm telling you, I have a lot of policies [1:09:54] that he's really good at doing that. [1:09:56] So, Patty, how many copies, if we did do this, [1:10:00] how many copies do they give the city or do they not give the city? [1:10:03] They would give the city. [1:10:05] So she asked me kind of how much we thought, [1:10:07] do you remember that Caesar that she asked it? [1:10:09] I think I started asking about a hundred issues. [1:10:12] Okay. [1:10:12] And what is their projected digital reach? [1:10:17] You know, maybe in the information that they gave, but I don't have it here. [1:10:21] Okay. [1:10:23] Yeah. [1:10:23] Exactly. [1:10:25] I mean, I know like when we, whether it's speakers or event planning, you've got specific [1:10:31] magazines for targeted audience like an event planner or someone where I personally don't [1:10:38] think this is a bad investment for that amount of money, that you know I know [1:10:43] how much I spend on travel and like I can spend that on any given trip and so [1:10:50] it's part of the risk but if you have a layered approach so you have the [1:10:55] branding and it's part of a layered plan and you're doing the meetings and you're [1:11:00] meeting with the people and you've got the digital and people are looking to [1:11:06] invest and then you're leveraging off the state of Texas from an economic development. [1:11:11] You're just, you're creating a leveraged approach to attraction and then you've also [1:11:17] like, when you've got a Vegas, I mean, I don't know that it would be then, you'd have [1:11:21] it readyed out in. [1:11:22] But at some point, you've got that as a tool to leave behind in addition to and it makes [1:11:28] a statement that we're serious. [1:11:30] And there is a, you know, within marketing, the thought is also that you have to get your [1:11:35] message in front of someone's eyes a certain number of times. What were we talking about? [1:11:39] Was it 20 times? 21 times before people really that message sinks in. So like you were [1:11:48] saying with the layered approach, you kind of have it to where you want people to be seeing [1:11:52] your message in a variety of places. I mean, I know when you went to the trade shows [1:11:56] that a lot of people had already heard of us, but how many didn't? How many had it heard [1:12:01] of us before and how many of those people might have given us a second thought had it not [1:12:06] been the first time they had seen us. [1:12:08] Actually we probably had more than had not and I would just surprise that some had more [1:12:14] so in Dallas and Dallas they have everybody you need but you gotta remember when you go [1:12:17] to the trade shows I see you go into the booth that has a tropical express movie you're going [1:12:23] to go there and first of all you make an appointment I'm not going to talk to you so you make an [1:12:27] appointment you go talk to them and you're going to put you in front of the representative [1:12:30] that's in your region, so they're going to know you or somewhere and a lot of time you [1:12:35] go to them and say, hey, you know, when I drop most press here and they'll say, oh, we [1:12:39] just open one, this actually happened. Oh, we just open one to see if we can't have one [1:12:42] close to you, oh, when they go to the next one. You know, and they might not have, or maybe [1:12:46] they're just coming into your area. There's a lot of, it's almost like speed dating. [1:12:50] Yeah, it is. I mean, I don't know what that's like. I've been married 24 years, but it's like [1:12:54] speed dating with economic development. It's not cool. And you know, I think this, to me, [1:12:59] The way you get us to talk about your experience, that was the best contact. [1:13:03] When you ever go to a conference like that, you always get a list of the attendees. [1:13:06] Now you can do it directly on the old campaign. [1:13:08] So now you're not hoping that somebody sees a page in a magazine that was at a trade show. [1:13:12] You've got the contacts. [1:13:13] If everybody was there, the ones you didn't get to see, you get to direct mail and you proceed [1:13:17] from there. [1:13:17] I think it's a whole lot more targeted and better use of the money. [1:13:21] That's a good idea. [1:13:22] That's something that we're going to do a lot more. [1:13:23] I mean, you can pay. [1:13:24] I think it's like $800 or something. [1:13:26] You can pay. [1:13:26] You get the actual list of vendors. [1:13:27] And you could do some kind of massive email marketing to them. [1:13:32] Absolutely. [1:13:32] But it's something we have not done in the past. [1:13:33] It's a good idea. [1:13:36] And we have the system in place to be able to do that. [1:13:43] So I'm hearing a bunch of opinions that I love. [1:13:45] So what are we thinking? [1:13:48] And just take a moment on that. [1:13:50] As a staff, our job is to bring you opportunities. [1:13:52] Right. [1:13:54] Patty and I discuss this opportunity pretty much at length. [1:13:58] We looked at them. We met with them. We even have a sample of it. I believe that's up there for if you guys want to hand it around so you see exactly what it looks like. [1:14:08] Our job is bringing to you so that you can't see it from every different facet. [1:14:13] Now it's time to proceed at your will. You let us know what it is that you want to do and then we'll go out and make that happen. [1:14:21] I mean, I like the idea of a layered approach. [1:14:25] I also like the idea of more target than marketing. [1:14:29] So I'm really kind of... [1:14:30] You can do that. [1:14:31] Yeah. [1:14:32] There's nothing that says you can't, right? [1:14:33] The whole idea is to get out there and to meet people, [1:14:35] get to know people and make sure that they know us. [1:14:37] And constantly remind them. [1:14:40] For me, on this one, it was like, do you spend at one time in the magazine [1:14:42] or we had one more conference to the year in a mail campaign? [1:14:46] And to me, I'd rather take the money and go to another company. [1:14:49] But this has to be easy to work. [1:14:51] I mean, again, this is targeted to what it is that you want to do. [1:14:55] And this is the 2025 one. [1:14:57] But we don't do it this year. [1:14:58] You want to try it next year. [1:14:59] Maybe you do it this year. [1:15:00] And not next year. Maybe say we're going to do it on all the even years, or all the odds, whatever you want to do. Because you want to spread that out, and then maybe on the audit, if you do it on the even years, and on the odd years, you go to that extra conference or whatever that looks like. And this has a tool, right? Another tool of the tool, yes. This has a shelf life, this has, you know, a shelf life of a year, right? So it's kind of making its rounds around for a year to do the different trade shows and such. [1:15:26] If this just you said you're not sure the digital impressions and so it's thirty six hundred dollars just for the print. [1:15:33] No, it includes digital impressions as well. [1:15:36] I know I was looking up to see if it was on that. [1:15:39] It says digital distribution to site selection investor, watch the scribers, so whoever subscribed to it. [1:15:46] And then print distribution at IAMC forms and other Conway data events. [1:15:51] In addition to that, 5,000 printed copies distributed to the Conway Data Texas Economic Development [1:15:56] Partners, intentions workforce partners at trade shows events and mission trips and 75 [1:16:01] or poly bagged, we'll probably add with the main issue of site selection magazine. [1:16:08] So it'll also be part of the site selection magazine, so it does get this in part of folks [1:16:11] who are looking for actual sites to go build. [1:16:14] Just seems like a weak attempt at lead generation, you know, and I'm inundated with lead generation [1:16:20] people trying to get me to come in to my business, my industry, they just don't produce, they [1:16:27] just don't. [1:16:30] So, man, I got to tell you, I really appreciate the very opinions to be out [1:16:34] in here and I don't think there's a bad choice. So I'm hoping if you want to move, we don't [1:16:40] have to make a move motion on it, we can do it. I do know, and I'm not going to speak for [1:16:46] him, but I will say that in the past, I've heard Councilman brought a speak out against [1:16:50] print media before. I'm pretty sure you'd have a pretty strong opinion on it. Man, I'm pretty sure it does. I'm [1:16:57] pretty sure I'm going to have a pretty strong opinion on it. So I mean, not everybody's here today. I'm open to whatever you guys want to do. I'm [1:17:02] really going on on the fence. Let's say table it. Get their opinions as well. I'm I agree with Darren. I mean, I did print advertising for 20 years. I [1:17:10] mean, I wouldn't spend any more money on print advertising ever again. So you make it emotional. Yes, to table this. [1:17:20] There's [1:17:20] All those are favorites down. [1:17:22] Hi. [1:17:23] Thanks. [1:17:23] All right. [1:17:24] Man, the good discussion guys. [1:17:25] It's a good discussion. [1:17:27] All right. [1:17:28] Next item. [1:17:31] Nine H. Add signers for case of easy checking count. [1:17:34] It takes first bank. [1:17:35] I'm going to ask that we table this one also because we would have had to re-elect officers on [1:17:42] this agenda. [1:17:43] We did not do it because we were going to miss people. [1:17:46] So I think we should do this after re-rehealing the officers to be able to have the appropriate people on there. [1:17:52] Right, because you're probably going to be with the president. [1:17:53] You probably want the vice president to find whoever the treasurer [1:18:00] is going to be, right? [1:18:03] Who's the two of me and me, right? [1:18:07] I mean, I don't think that to be officers. [1:18:09] Why doesn't that just cleaner, don't you? [1:18:12] No problem whatsoever. [1:18:14] If the motion is disabled to the next meeting, we'd easily do that. [1:18:17] Just understand that it's going to be just the two folks hiding checks until then and stop the work from happening has it? [1:18:38] Do you promise to be released to the next meeting? [1:18:40] I mean, it's not going to get back track but sure. [1:18:45] What if they both went rogue? [1:18:47] Could happen. [1:18:48] We'll only bring this forward because it's the best practice so whatever you guys are ready we'll proceed. [1:18:52] We'll bring it back to the next meeting. [1:18:53] Make a motion to table it next to you. [1:18:57] Wait a second. [1:18:59] Second. [1:19:00] All right. [1:19:01] All right. [1:19:01] All right. [1:19:02] All right. [1:19:02] All right. [1:19:04] Nine. [1:19:05] Hi. [1:19:06] Consideration and fossil election on a partnership with Professor Patrick Peters. [1:19:10] And his University of Easing Graduate Architectural Class for the design of a Memorial Park in honor of Joanne Blackledge, former First Lady of Kima. [1:19:19] Now, I don't even know if I just don't have a couple of things I won't say about it. [1:19:22] Sure, that's okay. [1:19:24] I knew Joanne Blackness for a very long time and there's probably nobody more deserving [1:19:28] in this town, I have a partner here, lovely lady. [1:19:33] I don't know that we are going through the correct process on this because normally when we [1:19:39] spend money like that, we have to declare a project, it's kind of good, period, 60 day. [1:19:44] I mean, I don't know that we've done that for this. [1:19:47] But I know we haven't done a particular project. [1:19:51] You got any input on that? [1:19:53] Sure. [1:19:56] The project was brought forward at the last meeting. [1:20:00] We did have Professor Peters come and present. [1:20:03] The idea is for it to be located at the city owned property adjacent to T-bone Tom's. [1:20:08] But not everyone thinks that that's actually T-bone Tom's property and it's not. [1:20:12] It's actually city property that is at some point designated to be a city park [1:20:18] Professor Peters and his U of H grad students. We met with them [1:20:22] Captain what was it a week and a half ago maybe or or like up to two weeks ago [1:20:27] And we we went over the entire site. He took pictures took measurements [1:20:32] The ideas for the class to come forward and create a concept of design for the park. So the project has been identified as to be at that park [1:20:41] The idea is to incorporate elements that are functional, inviting, and safe space for [1:20:47] the community for things such as open air farmers markets, small community events, maybe [1:20:52] even a dedicated, selfie spot, photo-friendly installations, but either way for it to be [1:20:57] a welcoming public space and enhances community engagement. [1:21:00] If you go to the map, Natasha, if you don't mind, just going down on the next page. [1:21:04] If you zoom in on that, just a little bit, just so we can see it more. [1:21:07] So, that's the area in question there now. [1:21:09] The rectangle designates where it would essentially be. [1:21:13] The idea is for it to be almost a pavilion of some sort [1:21:18] that would exist there that you could have smaller events there [1:21:21] on site if you want to use it for a wedding, [1:21:24] for whatever you may want to have, [1:21:26] but there needs to have an installation there. [1:21:28] But also in respect to the trees and to the actual space, [1:21:31] and I don't interrupt the space at all, [1:21:33] that would be one of the products that we're looking at there. [1:21:35] They did actually measure it out to have 10 by 10 spaces and booths around so you could fit [1:21:40] I believe up to 35 if I remember correct that's correct market spices to actually be there [1:21:47] And that concludes pretty much what we're presenting tonight [1:21:50] The next page does show what the proposed budget would be the idea that they would build this at this cost if not lower [1:21:58] But if you're very comfortable and confident that they're going to get a large part of these materials [1:22:03] donated [1:22:03] And if you look at what they're proposing to build it for, we're looking at about $25,000. [1:22:09] But if you look further, they're looking for a contingency of $15,000 and a reimbursement for the design workshop [1:22:16] to take place by the University of about $10,000. [1:22:19] So the original ask wasn't going to be hovering around $35,000, which it was. [1:22:24] Not inclusive of the contingency should anything go wrong. [1:22:28] Their plan is to be closer to $35,000, obviously. [1:22:33] They need it pretty quickly because the students are going to be doing this as part of this [1:22:37] semester. [1:22:38] The students are already working on this design. [1:22:41] They've already commenced and actually they'll be here tomorrow night for Council meeting [1:22:45] right before Council to have a small discussion with Mayor on this project. [1:22:50] Obviously it's open and Professor Peter assuming that you guys move this on this tonight will also [1:22:56] make the presentation tomorrow to Council. [1:22:59] But, again, my question about proving it as a project. [1:23:02] We're not supposed to spend money unless the project is approved, [1:23:05] and we've gone through the process of approving a project, [1:23:07] which we have not done on this. [1:23:09] This wouldn't fall under another project that we already have going. [1:23:13] Which is? [1:23:15] Don't we have a project established for the Master Park Plan? [1:23:20] I understand that this was part of the Park Plan. [1:23:23] Correct. [1:23:24] This was named in the Master Park Plan. [1:23:25] I don't think it was named... [1:23:28] I don't think it was named by the name that we have it to [1:23:32] miss a blacklist, but I do know that it was one of the spots [1:23:35] that was. [1:23:35] And then another question I have is, is there a way, [1:23:41] because the mural park right around the corner was built [1:23:44] with hot puns. [1:23:46] You see, there's a photo op-section in it, and I [1:23:48] have a lot of the same aspects. [1:23:50] Why is this not a hot pun issue? [1:23:55] Great question. [1:23:56] If it's the will of us to make this a hot fun project, [1:23:59] that's fine. We need to designate which aspect of it would be hot. For example, that park [1:24:05] was built already, right? The visitor center was done, and the mural park was an addition [1:24:10] or an add-on to the park, right? That made it that. If you at some point wanted to make [1:24:14] this into another mural park, if you wanted to make it add the selfie stations or a statue [1:24:20] or anything else, that would probably be the component that's considered hot. But the park [1:24:24] itself, the number will be brought to you tonight from 57 Acre Park or Foster Park or Wiggins Park, [1:24:29] the initial kind of kickoff to those would be one of those aspects. So, again, it is your call, [1:24:35] if you prefer for this to be a hat item, that would be taken action tomorrow night. But either way, [1:24:41] right now, it's unapproval to happen to come out of KCDC funds because obviously all KCDC [1:24:46] funds have to also go to council, that's what's on the agenda for tomorrow night. [1:24:49] If we choose to, if we choose to, if you choose to, if it was to choose to be, maybe push it to council to do it is not fun, is there, is council a general member at the remind me business, is the council agenda and brought it up to handle that? [1:25:03] As of right now, you can always change the funding source and how you want to do it. For example, I don't know, again, assuming that this would be an allowable hot fund expense, I don't have to look at the hot fund category to see if this would be a hot fund allowable expects from, from a legal perspective. [1:25:18] If it is allowable as as an actual expense, then yes, and that could be done or maybe you choose to say hey, we're going to split it 50-50 or 60-40 or whatever. [1:25:27] So it's from a procedural standpoint, if we approved to move it forward and takes it out of KCDC, then tomorrow counsel because they ultimately would have to approve it. [1:25:40] Correct. [1:25:40] And then they can determine if it's all KCDC or if it's some hot fun. [1:25:47] We can make that as we can confirm that from tonight and tomorrow. [1:25:51] We could approve to make it a project tonight and at the end of 60 days then we can write [1:25:56] the check for it. [1:25:57] It's a 60 day period that it has to be well in 60 days for them whenever they publish it. [1:26:02] That was the idea. [1:26:03] And potentially we could make a project or reimburse the city for the deal. [1:26:09] I mean, you know, I don't know Kyle would have to answer those questions. [1:26:12] So, but City Council could approve it tomorrow night, even though the project's not, you know, [1:26:17] I think, or if they're next meeting, but you're still, if we do it through a project process, [1:26:22] it'll be 62 days or 63 days. [1:26:24] I think before we can write a check, but everything else could be done in between all that time. [1:26:29] You just have to wait till the 60th day after it's published. [1:26:33] Sherry can be heard. So I want to talk about this just a hot minute. I spent a good while [1:26:39] today discussing with Mayor Collins. Obviously because she was here during the presentation [1:26:45] and someone who advocated for this originally and I tried to reach out to this Patrick about [1:26:54] this to kind of get some ideas and kind of understand what was going on because when I first heard [1:26:58] about this project, I was here before I was on here, you know, it kind of stuck out to [1:27:03] me and people that were watching along and were watching me about it, it kind of appeared [1:27:10] originally like, you know, it almost sound like it would be a windfall for T-bone [1:27:14] Tom's because obviously they're parking is right there, there's a lot of people there during [1:27:20] especially the busy times, those people are going to obviously, you know, start to maneuver [1:27:26] over into that point and they'll probably be back and forth and that type of [1:27:29] issue and obviously everybody at the mural park is going to be coming in but [1:27:33] what Mayor Collins explained to me is that one of the ideas for this is not to [1:27:38] just benefit T-bone Tom's but because that foot traffic is there because there [1:27:42] are people going to be meandering over there at all hours of the day from T-bone [1:27:46] Tom's and from the rest of you know I'm from Tuckin Alley and that type of [1:27:50] thing if this was there the discussion about an open-air farmer's market you know [1:27:55] So that's something that if we could get going once a month, [1:27:58] and it got popular, that's big business. [1:28:01] Having dedicated spots to have vendors, [1:28:04] make it real nice and clean, [1:28:06] to get that kind of thing. [1:28:07] That would encourage some small businesses, [1:28:09] and who knows, maybe some of them take off, [1:28:10] maybe some of them come here, they see Kima, [1:28:13] and this is actually, they're in here, they're looking at it. [1:28:15] Hey, I think I want to open a shop here, [1:28:17] I want to open a restaurant here, [1:28:18] I want to do these types of things, [1:28:19] so maybe they can start small or work the way up, [1:28:22] and obviously we can use it for community. [1:28:24] and for selfie spots and you know that kind of thing is just you know an added [1:28:27] perk to this but also Cesar mentioned that there is a possible place to [1:28:34] generate revenue from it if we can make it to where it's nice enough and secure [1:28:38] enough where people could actually rent it and use it for parties and weddings and [1:28:44] things like that. That's a potential revenue stream especially when it's not like [1:28:48] a busy time and you know there can be a wedding here we can do that kind of thing [1:28:52] And we can shut that kind of stuff off for, you know, 30 minutes, but we can have revenue [1:28:57] generated that way. [1:28:59] And so the idea wasn't just to help T-bone Tom's in that aspect. [1:29:02] I mean, obviously, those people are going to be moving over there and that's going to be [1:29:06] a popular spot to be right there, but also because you want Mary Collins, you know, thinks [1:29:12] that it will come in and it will bring other stuff in and engage with that tourism aspect. [1:29:16] Now, the other thing is, I think, and Caesar mentioned this, you know, Mary Collins has a lot [1:29:22] of experience in this type of issue, you know, with this, you know, with this industry [1:29:26] and this issue did, she did the master gardeners things and basically when this kind of [1:29:31] stuff happened and her experience, a lot of it was paid through, paid for through donations. [1:29:38] And so we could be approving this amount of money, all of it could get paid for. Everything [1:29:43] could get paid for, or large portions of it, you know, large part of the bench is, you know, [1:29:47] the flooring, all that kind of stuff may be paid through for donations. That has been her experience [1:29:51] what I understand. So it would give us that ability, you know, we may not end up spending [1:29:57] all that amount of money and that gives us a [1:30:00] We're in place to where we could actually pull together things like a farmer's market, like vendors, and that type of thing. And that would be their special spot, as opposed to putting them out in some open parking lot, something like that. And I think that's something that people would really like. I think that would generate tourism. It would generate an extra perk for people who are coming to the boardwalk. Oh, hey, I'm here on a Saturday afternoon, the summer, and there's a farmer's market. There is vendors over there, and it's not just people set up in tents. [1:30:29] it's in a parking lot like it is a set place for them [1:30:34] that looks really nice because we do in this and I just, [1:30:36] I think it's a great idea. [1:30:37] I asked how it was gonna work because obviously [1:30:40] we're in a semester and we have the 68-A period [1:30:42] for whatever reason. [1:30:44] So, these students are already working on it like he said. [1:30:47] There's a good chance that it's not gonna start [1:30:49] before these students are done with their semester. [1:30:52] And so I think what the idea was according to Mayor Collins [1:30:55] is that you're probably looking at it actually being done [1:30:58] and generated, correct me if I'm wrong, my understanding is it may be done or generated [1:31:02] in one of the summer mini-mesters, there's two summer mini-mesters, so you're probably [1:31:06] looking at it being started and done at that point. [1:31:11] So you're looking at that fine, so the quicker we get it done, we can get those students working [1:31:16] on it, get it set up, and get it moving, and then I think that's kind of a timeline for [1:31:22] it. [1:31:22] I asked Mayor Collins, and I need to get an answer from the school. [1:31:26] I would love it if the vendors that they used for construction. [1:31:32] Obviously, the user of contractors, the user of vendors that go through the school and are approved by the school. [1:31:37] That's an easy process. [1:31:38] I would love it if some of them came from here, too. [1:31:41] If we could get it to where some of our own people, our own contractors, our vendors, construction, [1:31:46] anything like that came from King, I think that's an added bonus, too. [1:31:50] And that's still kind of up in the air. [1:31:51] I don't know, I don't have a solid answer on that, but that's something I would really like even if we didn't, if we did approve it, maybe that's an extra bonus if we could get that done to you. [1:32:01] The idea on that, just if I could comment is from Professor Peters, he does as much as possible to get as much of these items donated. [1:32:11] So as was mentioned the hope is again all donated if we can but that's why they keep some [1:32:16] of these vendors probably big alumni that's used and everybody else they do love putting these efforts out. [1:32:27] I mean if anything we'll probably have to be compensated for the labor but as far as the materials the hope is it get a lot of these materials donated. [1:32:34] So what is the motion you need to move forward? [1:32:37] If you choose to move it forward, we would need approval not to exceed whatever the total project was $49.965. [1:32:43] That was $35,000. [1:32:44] 35,000 if you don't want to put the contingency. [1:32:48] If you want to include the contingency, it comes to $49.965.20. [1:32:52] The budget item actually says $35,000. [1:32:55] Correct. [1:32:56] Because at the time, that's where it was. [1:32:58] But you don't have to follow that exact amount. [1:33:00] You could say that. [1:33:02] No, we would make a motion to move the project forward. [1:33:05] with the contingency up to $49.5. [1:33:11] $49.95. [1:33:15] Before you make a motion, [1:33:17] you know, board member Dustin Oliver submitted an email [1:33:21] that he asked to be submitted as record on his behalf. [1:33:25] He did not address it to me. [1:33:26] He addressed it to Nasasha and to Caesar. [1:33:30] He actually has a pretty strong affinity on it on item four. [1:33:33] or if you want to read it. [1:33:35] Certainly. [1:33:39] I have the prank off if you want to. [1:33:40] Okay, I'm here. [1:33:44] For item nine, aye. [1:33:46] I understand the land is owned by the City of Ikeema, [1:33:48] and this partnership could have very positive outcomes, [1:33:50] but I have an issue that we are looking to make improvements [1:33:53] to an area that benefits one business. [1:33:56] One business that recently posted some media [1:33:58] that they were building out a bar extension [1:34:00] that just happened to the service area we are discussing. [1:34:03] Wednesdays I find that hard to believe there are plenty of green spaces or hardscapes in our currently developed parks that would benefit from a shade structure. [1:34:11] Thank you for including us on the record. [1:34:15] So he was generally opposed to it. [1:34:19] And I have the same concern at first because I was like this sounds like this is just going to benefit his own Tom's but I don't think that's the case. [1:34:27] in, you know, we have to be honest, like, that place generates a lot of business and a lot of traffic. [1:34:33] I mean, like, you want people to come to Kema to eat steak, T-bone toms is your place, [1:34:39] but if you want Kema to come, people to come to Kema eat steak and maybe wander over to our [1:34:44] parks and kind of wander over to everything else, this is a, this is really good foot traffic, [1:34:50] you know, give them the credit to do. They generate a lot of business. [1:34:54] So based on Dustin's opinion, I know he's not here to speak to it, but what's the alternative [1:34:59] in that work that we're going to do at this park? [1:35:02] Because we don't want to spend money because it's too close to T-bone Tom's. [1:35:07] I mean, it's a landmark. [1:35:09] T-bone Tom's a landmark. [1:35:10] Well, let me say this. [1:35:11] So one other thought that came to mind when you talk about the farmers market is staff to be able to handle that. [1:35:22] Any time we want the city staff to do that, we already have a bird city staff. [1:35:27] I mean, is it Jerry who still handles the community center? [1:35:31] Yes. [1:35:32] I mean, that's probably another, something else for her to do, and she would have to be able to schedule that. [1:35:37] Unless you just contract it out to somebody, maybe read the whole thing out to somebody like. [1:35:41] The last thing you talked about for your name. [1:35:44] To do the market days or whatever. [1:35:45] I think it could get sponsors. [1:35:47] I'm highly, you guys have vendor house who are chomping out the bid to get serious. [1:35:53] They're just waiting for us to get them to a place and to not be so wishy-washy with [1:35:58] them because it messes up their business big time the way we've done it in the past. [1:36:04] So no, I don't think that'll be an issue at all. [1:36:06] That's an easy con. [1:36:07] So what do you do though? [1:36:08] Do you charge them for the space? [1:36:10] So yeah. [1:36:11] So are take a portion? [1:36:13] Yeah. [1:36:13] So what was done in the past, I'm starting it up. [1:36:16] What was done with the past with the Community Center was, [1:36:18] Community Center was rented out to vendor who would then [1:36:22] almost sublyse the space out to other vendors, [1:36:23] and then they would have markets that way. [1:36:25] So if it was done that way, it could be consumed that way. [1:36:28] If it was going to be as a wedding or anything else, [1:36:30] we would do it no different than how we [1:36:32] ran out the Community Center now. [1:36:34] You just have to be very careful because I've never [1:36:35] read the issue with that was they ran the Community Center. [1:36:38] And I see, you know, they're running spaces of rats, [1:36:40] and maybe you didn't want it to do that. [1:36:42] So, I mean, that's just something, like, I hear what you're saying. [1:36:44] We have to be very direct. [1:36:45] You have to be very specific, because... [1:36:47] We need to build it first. [1:36:48] Yeah. [1:36:49] If you build it, the farmers will come. [1:36:53] Actually... [1:36:53] It is a 146-phasing farmer. [1:36:56] Seriously. [1:36:57] For... [1:36:58] It's going to generate revenue. [1:36:59] Oh, yeah. [1:37:00] For... [1:37:00] I mean, you can have rules. [1:37:01] We had one at a long time. [1:37:03] It turned out to be short. [1:37:03] It was highly successful. [1:37:04] It was a long waiting list. [1:37:06] I mean, and we only put natural... [1:37:08] It was certified. [1:37:09] Texas Natural. [1:37:10] Something or other. [1:37:11] blah blah blah and there's really good stuff it wasn't trinkets and all that and you know but we just [1:37:15] had volunteers to kind of run it and we hired somebody they got 10% of the take you know and they would make sure the [1:37:21] chance are at the right place of course you know so there's a way to do it I don't think the main is to be too bad [1:37:26] six successful little pay for itself would you just charge the board just have to be able to do that right that's gonna be your job and [1:37:32] your job to do that we're creating more work for you guys we will and I'm not doing my job if I don't create a [1:37:47] We will address that through a competitive process that I'll bring back in a future agenda item, but Deco what was said can't do anything until it's built. [1:37:55] So whatever, whatever the, whatever the groups will is, we will follow. [1:38:01] I think the motion that we move forward on this project for the funding of $49.5.5. [1:38:06] That includes the contingency hoping that we land at $35,000 with donations. [1:38:11] Seconded. [1:38:13] All right. [1:38:13] We have a person. [1:38:14] A second. [1:38:14] All of a favor say aye. [1:38:16] All right. [1:38:17] I'm going to vote no on behalf of Dustin Oliver. [1:38:19] Dustin, I hope you listening. [1:38:20] Here's proxy. [1:38:21] Yes. [1:38:24] All right. [1:38:24] It's four to one, four to one. [1:38:28] All right, good job. [1:38:32] Good job. [1:38:33] 9K, update, contract negotiations with rent, [1:38:36] fund, or for self-service, equipment and kiosks [1:38:39] at our existing part and destinations. [1:38:42] Yes, the PowerPoint presentation that [1:38:45] is attached in your package essentially [1:38:49] shows a follow-up to the meeting the presentation [1:38:52] as you had at the last meeting with all the kiosk. [1:38:55] Yes. [1:38:55] Sorry. [1:38:56] Can you stick to that guy on the line? [1:38:58] Did he? [1:39:00] The contingency. [1:39:02] Yes, absolutely right. [1:39:03] Oh, thank you, Ray. [1:39:04] I guess that's tied together? [1:39:06] My bad. [1:39:06] Yes. [1:39:07] You had to do it. [1:39:07] I'd do a consideration policy election [1:39:08] to approve budget amendment for Professor Patrick Peters [1:39:11] and his university of Houston Graduate [1:39:14] Architectural Glass for the design of a memorial park [1:39:16] in honor of joint blood, but former Presley of Kima [1:39:19] in a mountain not to exceed $35,000. [1:39:23] We have the fund support out of it. [1:39:24] It needs to be amended to match the motion that was approved up to [1:39:31] the amount to $49.5. [1:39:34] What's that amount? [1:39:36] It's $49.5. [1:39:45] $49.9.5. [1:39:46] $6.22. [1:39:47] I think it says $9.65. [1:39:49] $9.65 was correct. [1:39:51] I think $29.65. [1:39:54] $9.65. [1:39:55] $9.65. [1:39:55] $9.65. [1:39:58] 49, 965. [1:40:00] Oh, [1:40:04] am I making this motion? [1:40:07] No, you asked me where I wanted to come from. [1:40:09] I'm not sure. [1:40:14] We'll just see them out. [1:40:16] 49, 965. [1:40:19] I make a motion to approve the budget amendment for 49 and 965. [1:40:27] 25 and 22 cents to come from [1:40:32] contingency. [1:40:33] Seconded. [1:40:34] We got a motion by rain. [1:40:37] I'm a multitude of seconds. [1:40:40] Project. [1:40:41] All those papers say aye. [1:40:43] Aye. [1:40:44] Aye. [1:40:45] Aye. [1:40:45] We're off. [1:40:47] Aye. [1:40:50] Now, Nike, update on contract negotiations with rent fund for self-service equipment kiosk [1:40:56] at our existing park parks or destinations. [1:40:59] These are your own. [1:41:01] Thank you. [1:41:01] Mr. Tajik, could you go to the first slide of the presentation, please? [1:41:05] This slide right here shows you a park with a lot of different kiosk at it, but we did this [1:41:12] to make sure that you understood what all the capabilities would be. [1:41:14] Here you've got cornhole, you've got some botchi ball, you've got ping pong, you've got golf, you've got bikes, you've got kayaks. [1:41:21] Obviously, it doesn't include some of the other sports items that are available. [1:41:26] So, we wanted to show you what all the things you could do with this product and with what they have in capabilities. [1:41:34] You can go down to the rest of the presentation that includes some of the long games. [1:41:41] I'm just going to keep going. [1:41:44] I think it's paid 60, [1:41:48] one more. [1:41:50] One more. [1:41:52] After reviewing Foster Park, there's an area of Foster Park. [1:41:56] This shows you some of the things that capabilities that are there now. [1:41:59] So if you chose to go with just existing facilities, [1:42:01] if you had a basketball kiosk and a soccer kiosk, [1:42:05] you could do those relatively inexpensively. [1:42:08] With the amount of extra green space you could have if you wanted to be a destination, [1:42:11] those are some of the future potential spots, things that you can add within the park and those [1:42:16] would be the pricing. If you chose to do that. Remember, these are all one-time payments. If you [1:42:21] choose to proceed at this time, there's no cost to renew and you split obviously whatever revenue [1:42:26] is generated from these kiosks. Remember, they don't make any money if they don't market this properly [1:42:31] to get folks to come out and visit some of your parks and your facilities. Next slide, please. [1:42:37] And Wiggins Park, since we mentioned this earlier, these facilities that currently exist, [1:42:42] people may want to come out and play pickleball, but what if they didn't bring their stuff with them? [1:42:46] Well, now visitors can come to any of these parks, and in this case they can play pickleball, basketball or [1:42:51] volleyball if we have these chaos available now, because we have the facilities. [1:42:55] Which you don't have, there is any Bochiball, Cornhole, ping pong, or an actual minigaw fling. [1:43:02] Those are the prices and what you would like for us to proceed for for that park should you choose to do so next slide, please [1:43:10] The visitor center which is obviously adjacent to the city parking lot [1:43:13] We've talked a lot about creating this as a destination. What could we put here? [1:43:18] One of the items that could go here is bike rental nothing exists there now [1:43:22] Obviously you don't have anything [1:43:24] But if you wanted to add Cornhole or Bochi ball or ping pong or a bike rental for folks to go to certain occasions [1:43:31] to rent a bike, this could be one of those locations. [1:43:35] Obviously, this comes with everything including your bike rack, [1:43:38] your locks, your bikes, and everything would be all inclusive. [1:43:42] This is what the call to be for us to initiate [1:43:44] any of these locations for this visitor center [1:43:46] if this location is used to put it in. [1:43:49] Next slide, please. [1:43:51] In the future, if you wanted to add any of these kiosks [1:43:53] for a 57-acre park, these are some of the things [1:43:57] that could happen, as well as on the trail, [1:43:59] So the actual trail would be bike rental or disc golf. [1:44:03] These are all locations, again creating chema as a destination. [1:44:06] Each one of your stops would be a destination. [1:44:08] You could actually go to 57 Acre Park, run a bike, go down our linear park that we discussed [1:44:13] earlier tonight, go through there, end up at the visitor center, park there, go around [1:44:19] the town, go into some of those restaurants, have lunch and ride back to 57 Acre Park, all [1:44:24] without having to have a bike from home. [1:44:25] So you can come in and use this as an actual visitor's location. [1:44:32] Those are essentially the four locations that we wanted to anticipate at this time. [1:44:36] There is no kayak rental within the city limits right now today. [1:44:39] There is a kayak rental location that does not sit in Kima and actually sits in Clear Lake [1:44:44] Shores and actually this group did reach out to the receipt they can partner in some capacity [1:44:49] but as of right now there is not one within the city limits. [1:44:51] The only other location we talk about is a future marina that could exist within the city limits and possibly putting a kayak launch there. [1:45:00] Besides that, at this time, we don't have a set location to launch from the kayak, where we can safely do it, where we thought that it would be fine, with all the concerns that were mentioned, Coast Guard concerns. We do not have their clearance at this time to do it anywhere else from the marina that we currently have. So this concludes this report. When we're seeking signs of direction, do you want this? Do you not? And if so, which ones do you want? Here's a menu. I'll a cart menu. We can go by a park. If you're interested for us at negotiated contract with these folks, with these prices, we can bring that [1:45:30] back to you at a future meeting. [1:45:33] Thank you. [1:45:37] So you look for direction. [1:45:39] Yes sir. [1:45:40] You really want these. [1:45:41] Don't you? [1:45:42] I personally don't think we're ready for this. [1:45:44] That's fine. [1:45:45] You know, I mean, I think I don't think. [1:45:48] I think it's been identified as a need yet for the public, [1:45:51] in my opinion. [1:45:53] I mean, I see plenty of kids playing basketball over at Foster Park [1:45:55] and they have the basketball. [1:45:57] The major facility is not ready for yet. [1:45:59] We've tried to have bikes and stuff here before. [1:46:02] They hadn't really worked out because of the traffic situation. [1:46:05] You start putting people on bikes right into the lighthouse district. [1:46:08] It becomes a dangerous situation at this time. [1:46:11] We've had the pedal bikes, I think, out there one time. [1:46:14] We ran them out. [1:46:15] We had the carriages, the rickshaws at one time. [1:46:17] They ran them out. [1:46:18] We had the horse carers saying we ran them out. [1:46:20] He didn't work well down there, just in the past. [1:46:24] One way of circulators really kind of better nowadays. [1:46:28] But I just don't think it's a good fit down there at this time. [1:46:30] What about under the under the underpass the park there? [1:46:35] I mean, yeah, maybe in the future, but that part doesn't exist. Yeah, I know. Yeah, I want electric bikes. I want those little electric scooters [1:46:42] Well, actually, they were down there before and they became very dangerous because [1:46:45] There's a lot on is our darting in that traffic and then it just become become [1:46:49] hazard really [1:46:50] Yeah, it just becomes too much. So in my personal opinion, we're just I mean, maybe in the future at this particular moment time [1:46:58] I don't think we keep it ready for that [1:47:00] I think maybe once the major facility opens up and we start getting a bunch of people here and people walk around without a bottle plate with, maybe we buy a bunch of balls and call out the Allen and the sheriff. [1:47:10] I agree with you. I don't see many people walking around here because they don't have a bike. And I don't see it in my other parts. [1:47:17] But could that be in the future? [1:47:19] Yeah, possibly. [1:47:21] I just, for me, I just think in the future. [1:47:23] Could be a future project. [1:47:24] I mean, you really have to have a defined need to be able to drop, you know, $30,000, $40,000. [1:47:32] The main purpose with this was to try to direct traffic towards the visitor center as well. [1:47:38] I think the one that makes the most sense at, not at this time, but in the future probably would be the kayaks, because we don't have a facility for that. [1:47:45] But as I mentioned before, we're probably not ready for that just yet. [1:47:48] I mean, we have roughly 3 million visitors a year to drive right by that [1:47:53] Visitor's Center, so I think they should do a better job at [1:47:58] But when we look at the visitor center at the bikes, I mean [1:48:02] So they're gonna they're gonna get out parking lot. They're gonna walk there get the bike and that's where they're gonna launch [1:48:07] Bike riding around Kima. I mean, I can see it. I just don't know if like right there [1:48:15] I'm just saying visitors that don't have one [1:48:18] I'm just saying I'm not riding a bike in that area, it is dangerous, you know, I won't get hit every single time I want to ride. [1:48:24] And I know they are. [1:48:25] If you start getting a bunch of people are from here on a bike, it's not like, when you go to San Antonio, they got to San Antonio with them and Dallas. [1:48:31] He does ride him and you double them, you double them, you double them on the ground and you keep going. [1:48:33] That's what that's like. [1:48:34] Yeah, those are scooters. [1:48:35] What we're talking about today. [1:48:36] On bikes. [1:48:37] But yes. [1:48:38] Yeah. [1:48:39] So again, my opinion is, we're just not ready for that. [1:48:41] It's a great idea. [1:48:42] I was only in chemist's suited already for that. [1:48:44] Let's reconsider electric scooters at another time, okay? [1:48:56] I think a lot of what we're doing is going to bring us to this path eventually. [1:49:05] I like the idea that I don't think we're there yet. [1:49:08] I think once we have the overpass to the park under that and we will really thinking about connection. [1:49:13] question, I think that's going to be where it all works. [1:49:18] It seems to me though that if you hired a company to do bikes, maybe I'm off. [1:49:26] If you hired somebody to have the business model, I'm going to do bikes. [1:49:29] Why would we pay for that? [1:49:31] Why would they just come up with their bikes and make their money? [1:49:34] Well, because we're generating revenue from it. [1:49:37] They're maintaining it, so, like, if you don't want to, I don't know, we should never [1:49:42] own it. [1:49:43] You're putting the structure in the inventory to put it there, but it's their technology. [1:49:48] It's their marketing. [1:49:49] It's their platform. [1:49:50] It's their app. [1:49:51] You go to a UQR, boom, you go in, and you do the whole nine yards of transactions taking [1:49:56] care of it. [1:49:56] And you just sit back and collect a check. [1:49:58] That's what they sell. [1:50:00] They're just trying to find different ways to put it in the different mechanisms. [1:50:04] So it's their technology that you're pretty much buying into. [1:50:08] But to the point of it, it was real. [1:50:09] That's I think if I hear the board maybe we're not ready for that yet so maybe I'll pass on the sign on right now [1:50:15] There's no action to be taken. No actually. No, it was just an update right at the last meeting [1:50:20] We're asked to come back bring information. We did and then we go from there. Thank you [1:50:24] All right 9L discussion and consideration of submitting a charging smart letter of commitment [1:50:32] You again [1:50:34] Yes, sir [1:50:35] We have an opportunity to partner with our friends at HGAC. [1:50:40] There is the interstate renewable energy council about possibly having some EV charging stations [1:50:47] throughout. [1:50:48] They're looking for a group to be a designated community. [1:50:52] I've entered through this through our partnership through HGAC. [1:50:56] It's a gravitation, it doesn't cost us anything, but it aligns us with the possibility of having [1:51:02] some EV stations throughout the city. [1:51:03] So [1:51:10] the commitment is to leveraging charging smart to achieve the following goals, so we don't have to do the financial commitment. [1:51:20] No, to do this right now, to this commitment, no. [1:51:23] Who takes care of the maintenance on these? [1:51:27] Well, we're not doing it yet. We're just finding out the feasibility of what it would look like for us to move forward in this direction. [1:51:33] We would be interested in our information in partnering with HGAC to have them help us with the study at no cost [1:51:42] You make it a motion [1:51:48] You got a second on that. I'll second. Yeah, that's the second much on Williamson. All of the papers say aye [1:51:58] Anybody opposed? [1:52:01] We won't have any executive session [1:52:04] Man that's really a great meeting, I love the input by the jumping guys. [1:52:08] Glad to be here. [1:52:09] Anybody have any more items I want to add? [1:52:12] Discussion? [1:52:13] All right we will adjourn the meeting at 752.
