[0:13] And uh we'll begin tonight with uh public comment. Um if you'd like to [0:18] speak, you can head up to the podium. We do have a signin sheet there um for any [0:21] contact information if you need us to follow up. Great. [0:26] » Thank you. [0:29] Good evening. I am Representative Susan Porchelli, Rockingham District 19, [0:35] Hampton Falls in Kensington. Recently, I was made aware of an ongoing [0:41] environmental investigation at the Unatil property on Drinkwater Road. [0:48] Several private water wells located on drinkwater road were sampled for PAS and [0:56] the subcategories of chemicals known as PFOA and PFOS [1:03] and these are commonly known as forever chemicals. [1:07] Private well owners of the property located at the proposed [1:14] test sites were notified and informed of the ongoing well monitoring program. [1:21] The situation is complicated and has caused many questions. The town of [1:28] Kensington is not responsible for the investigation, testing, or any potential [1:35] remediation efforts. However, the New Hampshire Department of Environmental [1:40] Services is responsible and has assigned Drew Scott of the Hazardous Waste [1:47] Remediation Bureau as project lead for this investigation. [1:53] I spoke with Mr. Drew to understand the current status of the testing and next [1:58] steps. I It was very complicated. I asked him if he would be available to [2:05] attend a Kensington Select Board meeting to participate in a 30 minute question [2:12] and answer discussion. He agreed and suggested that Thomas Murphy from UNATIL [2:19] and Michael Connorak from GA ZA also attend. So my ask to the board tonight [2:28] is is if you would be willing to host a 30 minute session for residents to ask [2:36] questions to this panel of experts. If you agree, I will coordinate the date [2:43] and other logistics with the board. The advantage of having the discussion at [2:48] the beginning of a board meeting is to provide residents with access to these [2:53] experts and a recording of the discussion to be viewed at a later date. [2:59] So my ask is please let me know how to proceed to coordinate this discussion [3:06] and I really appreciate your attention for this very important issue. Thank [3:10] you. >> Thank you. [3:16] Yeah, I I don't see why not. I think it's just a matter of us figuring out [3:19] which meeting um makes the most sense. Um I don't know off the top of my head [3:24] what we already have scheduled for the next few, but can we reach out to you [3:27] directly um when we Kathy, we can talk with you about what date makes sense. [3:32] » Okay. And I will email you the names of the participants that would like to [3:38] attend. >> Great. [3:40] » Thank you very much. >> Thank you. [3:41] » Thanks, Susan. [3:50] There any other public comments this evening? [3:56] We will uh move into our our agenda. I do want to [4:02] note on the agenda here we have noted that the waiver uh that the library had [4:06] requested we had initially put this uh in that meeting on the 27th of July said [4:10] we were going to discuss that tonight. that waiver has been withdrawn by the [4:13] library. Um so we are not having that on our discussion tonight. [4:19] So that we'll move into department heads that [4:36] system [4:41] equipment firearms [4:51] have been [5:04] subject for the night. [5:14] again [5:23] type of situations in the woods. I also look at injuries with the police officer [5:28] well as mosquitoes [5:38] situation. [5:43] The last time I thought about this [5:55] at some point the importance of you know how quickly it's more for search and [6:00] rescue and it's not uh as it's been quoted to look in people's windows and [6:04] look at people's property is there's procedures and policies that go along [6:08] with that. Uh, you know, I'm looking at it as as how quickly can we retrieve [6:13] somebody when you put something up in the air and and see, you know, the the [6:17] heat detection over putting people out in the woods and you're looking at for [6:21] hours for for stuff as we have in the last couple weeks. We've been stuck out [6:25] the woods. I looking for people, uh, obviously the drone is going to find it [6:29] much faster. And, uh, you know, whether someone else has a drone or not, it's [6:35] the availability is more important to how fast I can get. So again, I'm going [6:39] to look at it. I'll do it as a warrant article this year, but I I will address [6:43] it at some point. Besides that, [6:49] nothing else will spot right now. >> Thank you. [6:52] » Thanks, Chief Jeff. [6:58] Uh for the fire department, um there is a meeting um information meeting on [7:06] September 10th for town officials and the area towns that are involved in the [7:11] Plasau ALS program to discuss the current program and what the program [7:16] looks like in the future. Um, so one of you or two of you or or you can send [7:24] Kathy. Um, I'll be there. So, just want to let you guys know that. That's at [7:30] night. Um, I think it's at 6:30 and it's down in um, class, the Timberland [7:38] Performing Arts Center. Um, [7:42] » are either of you I can make that. Are either of you able to attend as well? [7:46] No. the date again? [7:49] » The 10th. September 10th. >> September 10th. [7:52] » Okay. >> I'll be there. [7:54] » Great. Um on in October on the 3rd and the 4th, uh Stratam Fire Department is [8:01] hosting a class on rural water supply. Um we will be participating with our [8:07] tanker in that um drill. It's a classroom and a a drill all weekend. So [8:13] the two days which will be great. give us some practice with our new tanker and [8:19] learn the ins and outs of rural water supply with our mutual aid partners. [8:24] That's it for fire uh EOC. Um the next Seabbrook drill is on the 23rd. It's a [8:33] morning 8:00 a.m. to 1:00 p.m. This is the graded one. This is the one we get [8:37] graded by FEMA. So it's kind of important that all the players show up [8:43] to this one. So that's important coming up. And uh [8:48] another note for EOC, um we had two members of the fire department step up. [8:54] One went through uh RADF training. So I'll have another RAF officer, which is [8:59] great. Um and the other one is U prepared. [9:02] » What is RADF? >> So that's um they they issue you your [9:06] iodine pills. They they do the scanning. So, if you come in off the street, [9:11] they'll scan you with the wand to make sure you're not radioactive and um and [9:16] then they fill out all the forms and stuff. So, that's called the radio [9:20] officer. Um the other member is uh will be [9:25] attending um a web EOCC class and that's our new clerk. So she's going to attend [9:31] the class. So she'll be able to understand the state's uh web program [9:36] that uh you can talk to all the uh EOCC's in the state and the state. Um [9:42] she's going to go and understand that program. So that's great. And that's it [9:48] for EOC. That's all I got. >> Jeff Chief, um [9:52] » you said it was the September 23rd is the the test one. [9:56] » Yes. Correct. I'm gonna I'm going I was at the last room, but I'm going to be at [10:00] a conference in Vegas for that entire week. So, I don't know if anybody um [10:05] could potentially I could give you my my crib notes from [10:10] the from the um the drill last time. I don't know if anyone else potentially [10:16] could be here. >> Yeah, no worries. It's uh pretty easy. [10:19] It's a we give you a a check sheet. So you just follow the check sheet and then [10:25] » you literally roll here and can get work done when you hang out and wait like [10:29] » this one might be a little more exciting just because there will actually be FEMA [10:33] evaluators. So >> yeah, it's check check boxes [10:37] pretty easy. >> I I was the scanned patient last time. [10:40] » Yes. Yep. >> Probably September 10th. [10:45] » September 23rd. >> Uh [10:48] » 23rd. >> 23rd. Sorry. The 10th was the evening [10:51] one. >> I can still do that. [10:54] » It's open. >> Okay. So, you could be here to do that. [10:56] That'd be great because I'm supposed to be in Boston that day. [10:58] » Time's up. >> Uh, it's usually from 800 a.m. till 1:00 [11:02] p.m. We'll uh we'll give you a call when you're supposed to come in. [11:06] » They don't like it when you um show up for the drill and you're already here. [11:14] They want to make sure like >> you get the call to show up. [11:20] » We'll give you the call and then you can come in. [11:22] » Thank you, sir. >> Yeah. Thank you. [11:28] » Thank you. >> Thank you, [11:31] » Sarah. Carlen. [11:35] » Okay. >> Thank you. Mhm. [11:39] Um from the town clerk's office, just a few things. Um the state primary is a [11:45] week from tomorrow, so don't forget to come vote. Bring your photo ID. [11:50] Um I presented Kathy, excuse me, [clears throat] with three appointments [11:53] for tonight. Um two of them are the proms for the election for the two of [11:59] you who aren't available that day. and then uh an additional um election worker [12:05] that Harold um would like available for the day. [12:10] Um so those will need your signatures, please. Um if you have any questions, [12:14] please let me know. Um ballot testing and ballot counting has been posted. It [12:19] will take place Wednesday morning here in the main hall. Um not sure how long [12:24] it'll take us, but um I will probably close the my window from 9 to two and [12:32] then just be open the evening. Um just so I don't have interruptions during [12:37] that time. Um but everything so far is going well and just a busy time with the [12:44] election right right around the corner >> and everything's all set for set up on [12:51] Monday. Yes, we have our group of I believe four or five individuals. Okay. [12:57] » Harold has already reached out to them and secured the time and um access to [13:02] the building. >> Mhm. [13:03] » To move things and get things set up. >> Okay. And I know there was there's some [13:07] question about access on Monday and then Harold mentioned last year we got in a [13:13] little later than we were hoping. Are we set to get in on Tuesday when we need [13:17] to? >> I believe so. Yes. [13:20] » Okay. There were still a couple discrepancies [13:23] with the SAU um that we were trying to iron out um Harold has been managing all [13:30] of that, but he was confident that it would be fine. [13:36] » So, we just have to do motions for these three, [13:39] » right? [13:44] » Okay. Um, I would like to make a motion to appoint Joe Sis Pace as as a [13:49] Kensington election worker for the remaining 2026 election cycle expiring [13:54] December 2026. >> I second that motion. [13:57] » All in favor? >> I I [14:04] make a motion to appoint Russell Perry and Benjamin Cole as Kensington [14:08] Selectman Pro Tim for the September to December election schedule as needed. I [14:14] second that motion. >> All in favor? [14:17] » I [14:26] » thank you. [14:38] Um and then any other committee updates? I know we have C be on the agenda. [14:44] Anything else from committees? Okay. [14:51] Um this is a report from the road manager that um [14:56] Bellen Flynn has completed the overlay on Stumpfield Road along with new gravel [15:00] shoulders. We use stone shoulders on the steepest part of the project to mitigate [15:04] erosion issues. Olivia Lane has been reclaimed and repaved with two and a [15:07] half inches of base asphalt, but still waiting on the gravel shoulders to be [15:11] completed in the near future. And then we have a a tree issue on Muddy [15:17] Pond that we're taking care of, >> right? [15:22] » They do. [15:34] » Um, so we'll move around on the agenda just a little bit and move the CPA [15:38] discussion up. Um, since you're here for that. [15:53] » Hi, good evening, Charlie Horn from the Energy Committee. Yes, I have um Pete [15:58] Pacer. I want to see if you guys had any questions after reviewing documents, but [16:03] I also have um some a little show and tell on window dressers. So whichever [16:09] one you want to start with. >> Let's do CP pacer first. I don't have [16:14] any questions. I don't know if you either of you do. [16:17] » No questions. >> No. I failed to see a really downside [16:22] here based off of I mean I failed to see what's what there is to be a negative [16:28] here in terms of impact to the town potential support for who could assist. [16:33] So yeah, >> I think our question then is just that [16:38] we need to decide if we want to do a public hearing or a warrant article. Is [16:42] that correct? >> Yes. So the the public hearing um would [16:47] need to be notified 10 days ahead of time. [16:51] » And I I guess the downside of the warrant article is that it would not be [16:56] acted on and then potentially not not approved in um in March. So, it's [17:02] significant lag for folks who are looking to do this. [17:07] » Do you have thoughts on hearing versus warrant? [17:12] » I don't have one preference over the other. Do we do we have anybody that's [17:17] looking to try to act on the program sooner? Would we be holding any [17:21] potential? >> Yes. Um, my understanding is that we do [17:26] have somebody who's >> who's very interested in this. um and [17:31] potentially another another property as well. [17:34] » I feel like public comment is appropriate. Um I don't know why we'd [17:39] want to war an article. There's no financial impact to the town in terms of [17:43] what we're signing up for or >> I I would just open it up and then say, [17:49] you know, the people taking the uh potential risk of the ones taking out [17:54] the loans, >> right? [17:57] » Correct. >> Yeah. Yeah, I would be concerned [17:58] honestly, not concerned, but for lack of a better way, the the Warren article, [18:02] you could have people who vote one way or another, not necessarily basing it [18:06] off of a full understanding of the program. [18:09] » So, I think the meeting may be [18:13] » yeah, >> a better approach. [18:14] » I worry with everything that inevitably ends up on the ballot that it might kind [18:18] of get lost in the shuffle if it's Warren article, whereas folks who are [18:21] really interested in it could come to the hearing and have the discussion [18:23] there. >> Absolutely. [18:24] » Agreed. Okay. So, we want to pick a date for for that. [18:33] » That work >> September 14th. [18:37] » We need 10 days to notice it. >> Okay. [18:43] » 28. >> Yeah. [18:46] » Okay. >> You got it. [18:51] » Does that work for for you? >> That's great. Yes. Great. And Kathy, if [18:54] you I have lots of verbiage. Um >> I have it. [18:58] » You do have all of that. Okay, perfect. >> Thank you. [19:00] » Yeah, >> thank you. [19:02] » That works. >> Okay, so um [19:06] » Window Dressers, this is a nonprofit volunteer organization that is based in [19:11] Maine and they've since 2010 been building window inserts for people. Um [19:17] they're very cost-effective. they pay for themselves in less than two years. [19:21] And they do have a program for people sliding scale. Um so for example, I [19:27] think that that window insert would be $50 to put in and it saves about $40 [19:34] worth of um fuel um in every year. So it's a co-op kind of program. um and the [19:44] people who want to have these co um participate in the building of them. So [20:03] unfinish and finish at the build. There's a professional [20:09] house at the build and plastic. [20:17] These are some pictures from extraordinate [20:42] directly. If they can't participate directly, they [20:46] can bring cookies. they can have somebody volunteer in their place. Um, I [20:51] think energy committee members will assist in the build as well. [20:57] But I just wanted to let you know that's going on in town. Last year, we took [21:00] some things to the library and they took them out because they thought it was a [21:03] for-profit, you know, commercial uh enterprise trying to sell the sell [21:08] people things. So, they are trying to sell people things, but it's a volunteer [21:12] uh not for profofit. And we're hoping to take this more out to to people to show [21:18] them what it is rather than just dropping off some leaflets. And I had a [21:22] question. I I was hoping the rec chair would be here tonight. Um the on the [21:28] 12th old home days, would is that permissible to have a table like an [21:32] energy committee table where we can just have general information but also talk [21:38] about the the wind the window dresser program? [21:43] I don't see ironic. >> Yeah. [21:45] » I feel like they usually had that ky or there was like a feel like there's been [21:50] times where there's been a a company that's sponsored like face painting or [21:54] something out of >> I mean I know there's I mean there's [21:57] space I think um I don't see why not. It's a a town supported event. So okay [22:02] » I think coordinating with the rec committee for to make sure that you know [22:06] » you know I don't know if they could give you a picnic table or if you need to [22:08] bring your own folding table like all the logistic sort of stuff. Yeah. and [22:11] the best time to go. I did send an email to to them like last week and I haven't [22:16] heard back. So, is there a better way to reach out? [22:21] » Okay. Thank you. Terrific. All right. Well, thank you. Do you guys have any [22:25] questions on this? Anybody want to sign up for them? [laughter] [22:29] » Can I ask you a question? Yes. Um, what is that made of again? And where is it [22:34] going and what places is it going on? >> It goes on the inside of the window. [22:40] Okay. >> And um it's foam on the outside. [22:44] » Okay. >> And pine. [22:47] » Okay. What's the plastic? >> It's a plastic. Okay. Uh yes. I'm just [22:52] concerned for um fire safety and and other things like that. [22:58] » Oh, okay. It's not up. >> Not like hurricane glass. Okay. Perfect. [23:05] » Okay. Thank you. [23:10] Thank you very much. Thank you. >> Thank you. [23:18] » We've got a town road use permit. [23:37] Is it? >> Yeah, this is a uh [23:42] » a bike race for May's house out of uh April. [23:50] » So, we need to do this. >> I was going to look to see if Have you [23:54] seen this one already? >> Um [24:10] have cycle for shelter fundraiser [24:14] 35 people. >> Yep. [24:24] » We need to sign permit. [24:33] and diapers and everything. [24:44] » Yeah. [24:49] » Drink water to Oz. Good to 150 South Trundle Bed Lane, Slumpfield Road, New [24:54] Hampshire 108 South Trundle Bed Blade. [25:05] 35. >> Yeah. [25:09] » Yeah. I mean, [25:14] » you could get that on a you can get that on kind of a big pelaton anyway. [25:19] » All right. >> Okay. Any any concerns from our end in [25:22] terms of approving from us? Okay. [25:30] Yep. [25:39] » September 13th. Yep. [25:46] So, yep. Want to make a motion to agree to [25:50] receive it? >> Yeah. [25:53] All right. Okay. >> Are you Are you good with it, though? [25:57] All right. [26:02] » Okay. >> Okay. We'll make [26:05] » sure I'll make a motion to approve the permit for the use of town roads for [26:12] uh Lauren for the what is it? Cycle for shelter fundraiser um on September 13th [26:20] for 35 people. >> Do we just want to make a contingent of [26:25] that? be good with it. [26:30] » Okay. >> Sure. [26:34] » All right. I trust you here. That's why I said I just want to make [26:37] » Cool. >> We'll also make a note that we did [26:39] receive the $50 deposit. >> I second the motion. [26:43] » All in favor? >> I [26:45] » I >> Kathy know what day we received it. I [26:48] was trying to make a difference. [26:53] » All right. pretty sure. [27:00] » Wait, there we go. [27:02] » I feel like a lot went on the last two weeks. [27:06] » Yeah, >> I feel like I got 100 emails in that [27:08] amount of time alone. [27:13] » I missed a lot. >> There was one day where I swear about 25 [27:18] emails or 30 emails in one day, what is going on? [27:25] penny line. >> Yeah, [27:33] » we have a veterans credit. [27:41] Okay, let's take a look. Billy Stella realy trust [28:03] here. Veterans tax credit for one year. [28:11] » Yeah. >> Y make a motion to approve it. I second [28:14] the motion. All >> in favor? [28:16] » I >> I [28:33] thank you, sir. [clears throat] >> Yeah. [28:39] Um, and then I think we just have a few things kind of old business to look [28:43] through in terms of some of the I don't know if you've had a chance to look at [28:46] the policies that we circulated last time. Um, I just want to acknowledge [28:50] quickly that Carly, you're here. Um, we don't have a response for the planning [28:54] board yet. We are continuing to talk with legal, but we'll follow up with you [28:58] all soon. Um, you're welcome to stay and hang out, but I know you have a little [29:02] one, so I just want to make sure you weren't hanging out for us for that. No. [29:11] Yeah. Um, we just don't have it ready yet. Thanks, Kelly. [29:18] » Uh, do you want to look at the website [29:21] content policy? [29:31] Um, >> yeah, I looked at it I think two weeks [29:35] ago. I'm trying to remember it now. Um, I think it covers a lot of kind of like [29:40] this what we talked about what should be on the website around public safety and [29:43] emergency notifications, health and welfare matters, road closures, legal [29:47] notices, election and town meeting information, board committee and [29:52] commission meetings, announcements, and other information is determined by the [29:55] board selectman or town administrator. And then we've got the section that says [30:00] that additional requests can be made, but it's at our discretion as terms what [30:04] should be up there. I think the one thing I want to be careful of is that [30:07] we're not putting so much up there that it's hard [30:11] to find. And even in like the planning board meeting last month, week, whatever [30:16] it was, they found several places where the ordinances were updated and then [30:21] other places where they were not. And I think just capacity wise, I worry about [30:24] having outdated information on the site. Um, [30:29] I don't know if there's a way to make like a a [30:34] document library kind of place where things would live that I don't know if [30:38] that's harder to find if it's not on say the zoning board or planning board page. [30:42] Um, just trying to find it. When I click on the website and you click on like the [30:45] boards and committees and there's so many links if we're going to put [30:49] information there, I want it to be >> accurate and easy to find and not [30:53] overwhelming. So I don't know if you have thoughts on what is manageable on [30:57] that from the website administration side. [31:02] » So if you sorry if you go on to the website and you let me bring it up. [31:12] There's different ways to link things when you're putting it on the website. [31:15] So if you put it on the front page, [31:24] we just have to watch how we link things. That's all. So if we're if we're [31:28] able to [31:35] put stuff on the front here, that's fine. But I know what you mean. [31:39] Like if you go to the department, you go to the assessor's office. There's all [31:43] kinds of there's all kinds of links. >> Wow. [31:47] » So there is a lot of information on there [31:52] and it I if it's not department I I like to link [31:58] it to the departments >> because if it's not department related [32:03] sometimes it does get lost. >> Yeah. [32:05] » And that person's not looking to update it. [32:09] um if we separate it into the departments sometimes that's helpful. I [32:12] know you had some comments on how you wanted to do the planning board side of [32:17] stuff. Um was it keeping it department or was there [32:22] » but it's mostly on the titles I'm changing all the titles to say 2026 [32:28] document. So now it's still and then the main the main department [32:34] what it's for gets the document. We also have another place called forms and [32:40] applications and things like that where we can [32:44] link it there also. So there always the right one there. This one happened to be [32:48] on a zoning ordinance. There were two different copies, one from 24 and one [32:52] from 26. So when people were looking at it, they were looking and the difference [32:57] is very subtle in the two, but it's all about ADU like that that changed. [33:09] Check [33:16] all [33:25] that's on the side. So as far as far as other [33:39] Yeah. Yeah. We were thinking budget [33:45] possibly. [33:49] So the budget here. [33:58] These are all [34:03] that are They're all [34:10] too [34:14] far. [34:18] But we were thinking 2027. [34:37] But as far as people requesting stuff, [34:48] So, I've spent a I don't want to say an alarming amount [34:53] of time um on our website and other towns websites. [34:58] I would just note that the the the the basis of it all is that [35:05] we're pretty much in line with a like most other towns in terms of what is on [35:11] the site. My only thoughts on like the policy portion is you know maybe having [35:17] an area of things that can't be posted on like here if it meets so I was just [35:23] I've given this a lot of thought I think just maybe coming up some criteria that [35:27] if it meets it can be okay and if it or if it meets it specifically doesn't you [35:32] know it immediately you know reject is rejected because of it meeting certain [35:37] criteria would we be just honestly I I'm just [35:42] curious because I'm still kind of are we is this would we be having this [35:47] conversation if we weren't [35:52] having requests right now currently from residents to have certain information [35:57] posted on like is this is trying to redevelop our actual town site right [36:02] just because of how many things everyone has got going on policy I think is [36:06] extremely critical and important to have >> I just don't like and having some of the [36:12] stuff about the budget. I I love the idea and having and it have a redirect, [36:16] but I don't know like we need to reinvent our website, at least not at [36:20] this time with everything going on. And some of the folks that I've been in [36:25] contact with with emailing um and they've given some requests, [36:30] you know, I I've asked for any good examples just to see, you know, hey, [36:35] that this is how they do that. Like you're asking for this. My concern is [36:40] sometimes private information or where are we like to your emails that have [36:44] been going around where it's hey are we allowed to share this what can we what [36:47] can we not and I can't find that anywhere else and [36:52] so when I ask for that owner information that's where the emails stop and I don't [36:56] just transparently don't get any response back where I get hey thank you [36:59] for looking into this but I don't get the examples and so I just think just [37:05] you know >> I think coming up with some solutions on [37:07] how we can make it easier for folks. But I just think on the policy maybe we also [37:11] think of things that shouldn't be there just because we've already had a lot of [37:16] things in town where it's like non-elected bodies want to put things up [37:20] and I think we've got to just be careful of what we allow because it sets a [37:23] precedent. So >> yeah [37:27] the department pages even um so there's only three of us that actually do the [37:32] website right now and any content that goes on it so that [37:36] we can kind of monitor what gets posted >> well and everything I've seen the big [37:41] thing that I see is the common thread across there's just a lot of information [37:45] to put on there so it's never going to be this just super simplified pretty [37:49] like that's why every government website that has a lot of information to share [37:52] and a lot of forms and a lot of policies >> there's just a lot there [37:58] » I think it makes me think back to the person who came and spoke a few months [38:02] ago about the AI tool that they built >> y [38:05] » that because I'm think about everything that's in the annual report that you [38:08] don't look at. If that's not what you >> Yeah. [38:11] » If you're looking for something specific, you might not think to look in [38:13] the annual report, >> right? [38:15] » And I don't know if that tool would provide that advanced search to be able [38:18] to say this is where to pull it out. >> Well, that was my understanding what and [38:22] what he was [clears throat] describing. >> I see a lot of actually now like there's [38:26] a lot of like chat bots that are going over sites. And so I think what he every [38:30] you know my notes were saying like ultimately somebody could just ask a [38:34] question and it automatically knows to go and scrape everything and it can kind [38:38] of you can almost ask it >> anything and it'll it'll because it's [38:42] almost >> like an assistant I what did you call [38:45] it? He had a term for it where they an agent like the agent goes in and [38:49] actually is like >> almost like an individual going in and [38:52] searching it for you and then giving your answer. So it could be something to [38:57] » I think budgeting was the biggest thing that he came in. So you know it could be [39:01] » hey this is something we could at least explore because he also was talking [39:04] about some discounted rates in the beginning um because of early adopters [39:09] and trying to get more pounds to buy in. So [39:13] » I think maybe you know if it's something we're going to explore you know it [39:17] didn't sound like it was a price that was set in stone. [39:20] » Yes. Yes. Well, hey, if people need help, okay, [39:27] » yeah, because I think he was offering a like a pre-trial period that if we could [39:32] align that close to budget time that if folks are looking for that information, [39:36] they want to find the information for the budget warrant articles. Anyways, [39:39] that could >> Yeah. [39:43] » Yeah. something. >> I mean, I I appreciated him finding us, [39:47] reaching out, doing it, doing what he's doing, finding other towns, you know, [39:51] and it'd be good too to be able maybe maybe we have him back to say, "Hey, [39:55] like since the last time we had you in, what's the adoption been like? What's [39:59] you know, we can maybe follow up with some of those other towns and say, [40:03] » what's what's your experience been like?" [40:07] » Yeah, I have had a few other homes reach out to us since then, too. [40:12] » Maybe we get a couple. [40:17] sales, you know, they can bring it out. Give us a quote. [40:26] » Um, Cath, get give me one stab at it. >> Yeah. [40:30] » And uh and I think we can put it. I like it. [40:37] » One more time. >> Yeah. Yeah. Sounds great. [40:40] » Rush for it. We have a lot of requests for information. [40:43] Yeah. >> Also, I want to make sure we don't [40:47] descope everything possible because we can't. So, [40:52] » yeah. Be reasonable. >> Okay. [40:54] » Right. >> Yep. [41:01] » We also had the the social services policy. [41:05] Um, and I think this one was structured [41:09] around how we would handle existing renewal uh renewing I guess requests, [41:15] ones that have already been on the ballot for a number of years and then [41:18] new ones [41:22] with the thought being that the current folks would go through the process [41:26] they've done last number of years and new ones would have a different process [41:32] where they would have to petition for warrant article. [41:36] know that happy with that, but having them being already pre-approved by the [41:43] voters, [41:46] » I don't >> I don't see a [41:48] » Yeah, I don't see a complication with that. [41:50] » I agree. >> I mean, the ones that say like 01, [41:56] » right? >> That's right. [42:01] And I I >> I think it's [42:04] » Yeah, >> I think we need to raise one point. [42:07] » I don't necessarily think the opposition is [42:11] large. >> Agreed. [42:21] » Yeah. So Kathy, where would that go? under policies. [clears throat] [42:27] » So I would [42:36] » So somebody looked up social service on our website. [42:43] » Sounds good. >> Thank you. [42:46] » Yes. Thank you. [42:53] in the budget meetings. >> Yes, I did have one more thing for [42:56] Trenle Bid Lane. There was a request. There's a new owner for 53 Cottage Road. [43:01] So, Cottage Road is the one in the corner. So, it's got an access on Tundle [43:05] Bed Lane. It has an approved driveway and I did want to bring that to somebody [43:10] who knew it was an approved driveway. [43:24] an address change from 10 Trundle Bell to 24 Trundle [43:29] Street numbers >> from so I haven't talked to the chief [43:33] about this but right now it's 10 lane that they have address [43:43] it should be 24 because It has 22 right next door, which is the house that's [43:48] getting renovated right now. And then 24 22 is getting renovated. 24 [43:54] would be the next one. so that the youth room if they were to subdivide rest of [44:01] the lot they can still um [44:07] having it be 10 is very confusing for the owner and she was [44:14] not understanding why in in the sequencing of the numbers on why 10 and [44:20] I couldn't tell her I I think that the very [44:25] town And it was just a driveway. [44:32] » Yeah. So the house would be 53 cottage. [44:42] » The bar. [44:49] » No. No. She would just be the bars to go to 24 so that it's lined up on the road. [44:58] That's the answer. [45:07] » Well, that's what I was going to do. Yeah. Um, I have the form to sign off on [45:12] the voluntary average change says we just have to use this form to sign off [45:18] on and then they can change the things that way. [45:20] » Okay. >> Um, [45:22] and it's it's simple. we were to do a change of an address, it's public [45:27] hearings and and all kinds of other um notices that have [45:33] » well I will make the motion to accept the address change from 10 Trundle Bed [45:38] to 24 Trundle Bed to be in line with the street numbers. [45:43] » I second that motion. >> All in favor? Right. Thank [45:52] » that same address did also have a concern about the um fireworks going off [46:00] on Monday. They didn't know if there was going to be least future [46:22] » back [46:30] 10 [46:37] at this time. [46:56] » Okay. [47:02] I mean, the town signed the >> invite. Yeah, we've already signed it [47:07] this year. I mean, [47:12] » yeah, we're already ready to go. >> Yeah. [47:14] » So, you'll be there with the fireworks. >> Okay. [47:17] » Got it. [47:35] Thank you. [47:44] » That's it. I just have >> the budget meetings to email. [47:47] » Yeah, budget meetings. Yeah. And [47:57] I have a problem with the work. >> Okay. [48:03] » Um, but you guys can have the meeting without me. I can get everything. [48:07] » No, no, we can. >> No, that's No, that's actually I hate to [48:12] be I I potentially have a conflict on the 5th now as well. [48:16] Um [48:28] » Sunday back on Tuesday [48:38] that whole week. >> No, just Sunday, Tuesday. [48:51] 12. Mhm. >> October 198. [49:13] » 28th >> 19. [49:27] We have we have October and November to hold budget meetings. [49:35] There's a number of ways that you can hold a budget meeting uh publicly [49:40] obviously, but you could do it uh one-on-one with department heads first [49:45] and have like their reps go and see them first. There's I have done today. You [49:52] guys haven't seen it yet. Um, but like a process for the board [49:57] season what we all kind of do. Um, what you guys turn in and stuff. Um, I did a [50:05] a sample like just a fill in sheet. You guys wanted something like that instead [50:10] of having to write stuff up. I'll show you. Um but it [50:17] it's just to keep everybody kind of on the same page. [50:23] So the process on how the budget goes, you know, when we go through the budgets [50:28] and what we actually do, what the board's responsibil [50:33] members that have done budget. Um, and [50:39] I I can I can understand it being kind of a daunting [50:43] um thought to go through all this. It's not that bad. Um, I know we're going to [50:49] get a lot of questions about our budgets this year, especially [50:55] those bigger budgets. Um, we usually have a lot of you guys. Um, in the past [51:02] we've held them all on the same night. That's up to you guys if you want to [51:06] separate them out and have them on separate nights and just deal with one [51:10] department at a time if that's easier for you to commit to different nights. [51:14] » All night. [laughter] >> Okay. [51:18] » As we can see, schedules are difficult. >> Uh yes. Well, this is this is the [51:22] problem too. So, what are you guys looking at for free time in October, [51:28] November? We don't have to have anything in stone [51:34] until I'd say December. The public hearing is [51:39] January. Um, this is early for the guys and [51:44] department heads to get their their final numbers because a lot of the [51:48] vendors don't even know what they're going to charge for their increases this [51:54] year. Sometimes it's 3%, sometimes it's 5%. You don't know. [52:02] due October. >> So right now we only have the 19th. [52:08] » So the 19th is the only meeting. [52:14] » Do we want to look at another day the week of the 5th or is that too early for [52:19] departments? >> The 26th [52:32] We could do all this. [52:40] » Now we're going to do >> So that would be in the evening here, [52:42] Kathy. >> Sorry, [52:44] » that would be in the evening here. >> 26. I have to have some like dental [52:50] surgery done that day. I don't know that I'm going to be very good to be [52:52] speaking. [52:56] » [laughter] [53:00] » Um, I could do the if if we want to do a different day of the week, I could do [53:04] Tuesday >> or Thursday that week, [53:15] two week, [53:21] 29th. [53:24] Bang up the budget. >> Yeah. [53:29] » All right. Get them get them going. >> September. [53:34] » October 27th. [53:37] » Okay. >> Okay. [53:43] » Okay. So you could do the 27 and 29. [53:53] » Sure. >> Okay. We could do fire roads on Monday [53:57] and then the other [54:00] night. [54:12] [laughter] What time will we be here on the 27th for the Tuesday? [54:18] » 6:30 or earlier? >> I can pretty much into the evenings. We [54:23] want to say like 6. >> Just give us a little more be here at [54:28] 11. >> Yeah. Yeah. [54:30] » But would if you're coming back on the 28th, does 10:29 [54:35] work for you or is that Thursday? [54:44] Come on, let's go. Right back in it. Jump back in. [54:49] » Yeah. [54:52] » Yeah. You won't be surprised. >> Do you want to say 6:00 on the [54:58] » Okay. >> And the 27th. [54:59] » So 6 PM on October 27th and October 29th. [55:03] » Yep. Do we want to do one of those? [55:12] » Because you're only going to have one select. [55:15] » Could we make it like a other business if needed? [55:20] So the things like the tax credits and all the the little stuff that avoid like [55:25] a like a topic discussion. Okay. >> Like the quicker stuff. [55:29] » Yeah. But not having anything that's like the major [55:32] » Yeah. I like that idea. >> Okay. [55:36] » So, I think it's open to the public, >> let's go, invite everybody. Have a good [55:41] time. It's a town party, >> right? [55:46] » So, 27 36. >> So, can you do the 29? [55:56] » Sure. 27 29. >> Okay. We'll probably [56:08] Jeffrey, welcome to [56:13] [laughter] [56:18] » I was joking. >> I don't think we need to. [56:25] going to be on the 19th. But if you have things that need to be signed that don't [56:30] require a vote [56:42] before that is there [56:47] is there tenative dates on the week of the 12 that anybody could make a meeting [56:52] if one was needed or just [56:58] 28. [57:07] » Okay. >> No, you can't do that with me. Okay. [57:13] » If we have to and that's okay. [57:18] » I could do You're talking week of the 12th. [57:20] » Yeah. >> I could do later that week. Yeah. [57:23] » The 13th and the 14th. I could too. [57:36] » And the fifth is officially being >> right. [57:40] » Yeah. [58:21] Right. [58:29] Don't have to schedule it. >> Okay. Do you want us to just kind of put [58:32] like a soft bold on the 13th in case there's [58:37] something [59:13] which would be the 13th, right? Okay. [59:21] did they meet at 7:30 [59:27] for a quick meeting if we needed it. [59:31] » I can do that because there wasn't anything that was going to be [59:38] » So we're putting a hold on 10:13 6 p.m. for short meeting if needed. [59:43] » Yes. >> Okay. [59:46] Yes. No. [59:49] » That was the week. Sorry. That was the I gota I would have to do later that week. [59:52] That's you're talking the 13th of October. [59:55] » Yeah. >> Yeah. I could do I could do the [59:59] Thursday. I don't know if that works for everybody. The 5th. [1:00:03] » I could Yeah, I could do the Thursday at like 6:30. 6:30. [1:00:09] » Sorry. [1:00:12] » Okay. >> And that's a potential hold right there. [1:00:19] » That's just in case [1:00:23] » [laughter] [1:00:34] » Thank you for that. >> Would that be a 6:30 typically? [1:00:39] » Okay. >> Yeah. [1:00:43] So, do we want to look at that budget process that you put together and make [1:00:48] comments next meeting? >> Yeah, that would be great to comment [1:00:50] about. I just wanted your overall thoughts. [1:00:55] » I tried not to get too in depth. I mean, I could have gone. So, I didn't [1:01:01] like that. >> Um, I'll have a little bit of sheets to [1:01:04] see if that's even worth it. if it's not going to be helping with that stuff. [1:01:10] » Um, so if the sheets are something they'd rather not do, [1:01:16] that's fine, too. They want to do a spreadsheet or something, they don't [1:01:21] have to do this. I just didn't >> Sometimes everybody submits things [1:01:25] differently. [clears throat] >> So to have something [1:01:29] » that you guys can all look at that all the same. didn't know if that would be [1:01:33] easier for you as board to go through it. I'm trying to think of ways to make [1:01:38] it so that it's easier your first time going through this to look at the [1:01:44] number. I know you've been through it a couple [1:01:48] times. So, is there anything that you could think of that would have made [1:01:51] things easier looking at it the first time [1:01:55] or just is what it is? I think just knowing where and when we like you can [1:02:01] get the detail on some of the line items. So if it says say office [1:02:06] supplies, >> yeah, [1:02:07] » like the roll up that we get and I we know we can get that in the [1:02:10] conversations, but having that detail ready and available, [1:02:18] but I also don't want anybody to have to like recreate their budgeting process or [1:02:23] like I don't mind if I have six different formats of an Excel sheet or [1:02:28] something like I can work with that. [1:02:33] Okay. >> And then just look at the procedure to [1:02:36] see if it makes sense to you. >> Okay. [1:02:52] » Yeah. I think Is there anything else on our Okay. So, I think we we're done with [1:02:56] our our agenda. Is there something you were here that you wanted to share? [1:03:02] » Are you here for any public comment or anything in particular? [1:03:10] » Can I ask you to stand at the microphone so that we can hear you and so can the [1:03:13] recording? >> I'll speak a little louder. My neighbors [1:03:17] looking for variance to put a garage next to the property and I just wanted [1:03:20] to give them some support in case there was anybody going to vote against it. I [1:03:25] think that's the zoning >> mark [1:03:28] 7:30 [1:03:35] continue [laughter] [1:03:38] » same same time tomorrow night >> 7:30 tomorrow night. [1:03:41] » Thank you. >> Thank you. [1:03:58] bills >> and the nonpublic [1:04:01] » and we want to do that those two before bills and payroll or [1:04:06] » Yeah. >> Okay. [1:04:07] » Okay. Um you just need to make a motion. Um, [1:04:12] I'd have to put on your copies of the nonpublic and then on your agendas [1:04:18] there's two items that could be under a and health [1:04:23] one for employee and the other for um legal advice. [1:04:28] » Okay. Do we can we make one motion or is it like Okay. So, one motion to go into [1:04:33] public not [1:04:38] » Thank you. Do I mean can I make [1:04:42] » Yes. >> Okay. So, I'm going to move that we move [1:04:45] into a non-public session for RSA 918 32 A and [1:04:53] I >> L A N L. Thanks Jeff. [1:04:56] » See you Jeff. >> Um for employee and legal advice. [1:05:01] » I second my motion. All in favor? >> I. [1:05:06] » All right. >> Okay. [1:05:09] They shut everything off. [1:05:15] » Okay. [1:05:21] » Yeah, the kitchen. I saw [1:05:27] some fresh
