Commissioner a sends a text message to commissioner b text message to commissioner b and discusses how they’re and discusses how they’re considering voting. considering voting. In this example, the Oregon In this example, the Oregon Government Ethics Commission Government Ethics Commission most likely would consider a most likely would consider a serial serial public meeting to have occurred [18:38] public meeting to have occurred in violation of the in violation of the public meetings laws. public meetings laws. This is This is even though even though no one really knows what the no one really knows what the other people are talking about. other people are talking about. [18:51] The policy reason for this is The policy reason for this is that the OGE that the OGE got got frustrated with frustrated with a particular situation in Lane a particular situation in Lane County with the Lane County County with the Lane County Board of Commissioners where Board of Commissioners where this situation was happening this situation was happening and there was, no [19:06] and there was, no contemporaneous contemporaneous communication, but it still was communication, but it still was communication about how everyone communication about how everyone was going to vote on a was going to vote on a certain... certain... Matter. Matter. [19:15] And so they issued some And so they issued some pretty severe guidance pretty severe guidance about about don’t do that. don’t do that. [19:29] If that generates the If that generates the discussion... A discussion discussion... A discussion three of you three of you make comments on that post. make comments on that post. Or thread or whatever it’s Or thread or whatever it’s caled, and that the fourth caled, and that the fourth comments and also makes comments and also makes the comment. [19:42] the comment.
