Listening to the public in taking into consideration the public [3:11] thoughts is an important part of our process. And one that enhances our deliberations. In order to [3:18] allow everyone equal time to provide comment I'd like to set the following ground rules. Please limit [3:23] comments to two minutes. Remain seated until time for your public comment and do not make audible [3:28] noise during the meeting. This is also a reminder that public comment may not be used for the purpose [3:33] of assisting a campaign for election of any person to any office or for the promotion of or [3:38] opposition to any ballot proposition. In addition per council rule number ten disruptive behavior [3:45] can or may lead to the comment being asked to leave the meeting. Disruptive behavior includes the following [3:50] among other considerations. Standing rather than remaining seated except when entering or leaving [3:56] the chambers or when providing comment at the podium after being called on to speak. Speaking from [4:02] the audience without being recognized to provide comment making audible noise in the audience [4:07] beyond speaking. Holding signs I'd just track the prepassage review of others attending the meeting. [4:13] They use of bull horns or noise makers and signs are not permitted at the podium or when walking [4:19] up to the podium. We're online comment pressed our nine on the phone or click the raise hand icon [4:25] on the zoom toolbar located at the bottom of the screen to notify the clerk. The clerk will call the [4:31] names or the last three digits of the phone numbers in order and will then unmute each line [4:35] at the end of each comment. The clerk will lower the hands. With that clerk fast please begin calling [4:42] the names here in person followed by those hands raised online for public comment. [4:47] Thank you chair Perry. First name and chambers. [9:49] All right. We have any other reports on special outside committees? No. [9:56] Other moving on to other business. I'm noting that the Office of Labor Relations has a public [10:01] employee relations commission notice that needs to be read into the record in order to meet compliance orders. [10:06] This notice was included in the meeting packet on page 137 and was also emailed directly to council members yesterday. [10:13] Labor negotiator Andre Chivaliers on Zoom as OLR's designated agent to read the notice. [10:20] Andre, please go ahead when you're ready. Thank you. The Washington State Public [10:29] Employment Relations Commission conducted a legal proceeding issued a ruling that King County [10:35] committed an unfair labor practice in order that this notice be posted to employees. [10:40] We an unlawfully failed or refused to provide the King County juvenile detention [10:45] guild notice and opportunity to bargain the impacts of its decision affecting bargaining employees, [10:51] wages hours working conditions by adding voluntary and mandatory overtime to the O.T. restrictions forms. [11:02] I think that's what I need to read into the record. All right. Thank you very much, Andre. [11:08] I'd also like to take this time to read a short statement regarding the OLEO Reappointment. [11:14] On March 6th, 2026, we received notice from the King County Director of the Office of Law Enforcement [11:20] Oversight, Tamar Abbasid that he has requested not to be reappointed as director of OLEO and he will conclude his [11:27] tenure by October 3rd, 2026. King County Code states that the director shall be selected by the council [11:34] through a nationwide search and through a merit-based selection process by King County Code [11:40] with receipt of this notice the council will begin the nationwide search for the next OLEO director. [11:45] I want to take this opportunity also to thank director Abbasid for his dedicated service to the [11:50] people of King County over these years and I wish him the very best in his next endeavor. With that, [11:58] I do have something but before we adjourn to my colleagues have any further business for the good of the order. [12:04] Okay, at this time I would like to recognize Erin Asans as she leaves this wonderful team that she [12:11] has helped built and sustained for so many years and goes across the street to the executives office. [12:18] You will be missed. You have been an amazing partner for me since I arrived four and some years ago and I learned [12:26] I know so much more about land use than I ever wanted to. Yeah. [12:31] And you've been a remarkable team member and I appreciate your expertise and you will be absolutely [12:36] missed and I'm so grateful. Your expertise will be with the executive. Would my colleagues like to say anything [12:42] council member Belduchi? Who will we torture with Sam Amish Valley? I don't know if you're so [12:51] I didn't prepare any remarks Erin but you know that how much expertise and labor and effort and [13:02] nights and weekends that we have seen you put into making sure that our land use code is what it should be [13:10] and I just have always appreciated your work and the creativity that you bring to it. That's it's a unique [13:18] skill to not only understand something so technical but also to be able to think about how to [13:23] make it bend and shape into something that works for people and I've just enjoyed working with you [13:29] so very much and we will miss you here. And we'll find new people to torture with Sam Amish Valley so [13:36] anyway. Congratulations to you. Thank you council member Belduchi. Council member Von Rakebar. [13:43] Thank you Chair Perry. Today at GEL was Erin's last council meeting and her report as always was [13:53] absolutely complete on every detail. What is there strength however in my opinion is not to [14:00] reports but how she works with people. My constituents are going to miss her a lot. As I said to this [14:06] morning at the GEO committee whether it's good news or bad news she straight up she gives no [14:13] sugar coating she gives a fair analysis of what's going on and I have a lot of very controversial issues [14:20] in my district over the last two decades but in every case everyone asks me afterwards man how much you pay her [14:28] she's amazing she isn't incredibly harassed that certain not just her intellect it's [14:34] repations her her performance and quite frankly her personality so she's going missed on so many levels. [14:43] Thank you council member Von Rakebar. Council member Louis. Thank you Erin. When I came to the [14:52] ledge branch I thought I knew a lot about land use you've been a great partner in helping me [15:00] Find those nukes and crannies that I've not experienced before. And indeed, too, a lot of the land use legislation was for first time projects or things that hadn't been done before, things that needed creativity and you brought that to the table and more. So, appreciate all the help that you've given me over the years. And I look forward to tapping into your help just when you move across the street. Thank you so much. [15:30] Thank you very much, colleagues. I really, oh, it counts remember then? [15:36] Yeah, just a shout out to Aaron Terran. Thanks for your years of leadership. It is I am a big believer in the importance of our career civil servants who work in senior executive capacities, not elected, but every bit as important in terms of doing your job. [15:56] So, many once, when I took over the Bush, Bush Cheney transition team, and I was an initial one of the six people that joined the Justice Department, I want to call Paris, who teams. [16:08] Somebody very senior once said that running a large government like King County, people like to think that you're at the wheel of the ship and that you can just turn that big freighter of government on a dime. [16:25] The truth is, as an elected leader, the best we can do is sort of set the trim controls on how that freighter runs. The people that really can wheeled and turn the ship around quickly, our senior career civil servants like yourself, and I've seen it in a number of times. [16:45] Most recently here, when we were all required to respond to the pandemic and how quick we all had to move and share about it to is running that and seeing your staff and you were part of that. [16:57] We're going to miss you a lot, but you're off to even greener pastures, and your work cannot be understated. So, thank you. [17:09] Thank you, Council members. Will you please join me in recognizing Erin. [17:13] Thank you very much for coming down the allowing us to thank you Erin really appreciate that. [17:33] And with that colleagues seeing no other business before us this meeting is adjourned. [17:38] Yes, we have flood district in five minutes. So, at five at one fifty five, Council members will convene for our flood district meeting. Thank you. This meeting is adjourned.
