[3:56] Thank you very much. The [3:58] council will now take public [3:59] comment on those ordinances and [4:00] motions on today [4:01] s agenda for [4:02] action, along with any topic [4:04] directly related to county [4:05] business. That is because it [4:05] s [4:06] the fourth Tuesday of the [4:07] month. Listening to the public [4:09] and taking into consideration [4:09] the public [4:10] s thoughts is an [4:11] important part of our process, [4:11] and it [4:13] s one that enhances our [4:15] deliberations in order to allow [4:16] everyone equal time to comment, [4:17] I would like to set the [4:18] following ground rules. Please [4:19] limit comments to two minutes. [4:20] Remain seated until time for [4:22] your public comment, and do not [4:23] make audible noise during the [4:24] meeting. This is also a [4:25] reminder that public comment [4:26] MAY not be used for the purpose [4:28] of assisting a campaign for [4:29] election of any person to any [4:30] office, or for the promotion [4:33] of, or opposition to any ballot [4:35] proposition. In addition, per [4:36] Council Rule ten, disruptive [4:38] behavior can or MAY lead to the [4:39] commenter being asked to leave [4:41] the meeting. Disruptive [4:41] behavior includes the [4:42] following. Among other [4:44] considerations. Standing rather [4:45] than remaining seated except [4:46] when entering or leaving the [4:47] chambers, or when providing [4:48] comment at the podium after [4:50] being called on to speak. [4:51] Speaking from the audience [4:52] without being recognized to [4:53] provide comment. Making audible [4:55] noises in the audience. Beyond [4:56] speaking. Holding signs that [4:58] obstruct the free passage of [4:59] view or view of others [5:00] attending the meeting. The use [5:03] of bullhorns or noisemakers, [5:05] uh, for online comment, please, [5:07] please press star nine on the [5:08] phone or click the raise hand [5:09] icon on the zoom toolbar, [5:10] located at the bottom of the [5:12] screen to notify the clerk. The [5:14] clerk will call the names or [5:15] the last three digits of the [5:16] phone numbers in order, and [5:18] will then unmute each line at [5:20] the end of each comment. The [5:21] clerk will lower our hands with [5:23] that. Clerk. Mueller, would you [5:24] please begin calling the names [5:25] here in person, followed by [5:27] those hands raised online for [5:28] public comment? [5:28] Thank you. Chair. The first [5:30] name on the list is Kevin [5:38] Altmire. [5:40] Chair. Today we stand here, [5:43] folks, witnessing an atrocity. [5:48] Last year, AUGUST 25th, 20 26 [5:51] 2025. Two men sitting up there [5:53] were involved in one of the [5:54] worst things you could have [5:55] done. And I [5:56] m accusing these [5:58] two men of atrocities. Number [6:02] one, Reagan, Don sends a letter [6:07] to the Seattle Times feeding [6:10] them propaganda. Rob Dembowski [6:13] sends propaganda. Reagan. Don, [6:15] you remember that article that [6:17] came out OCTOBER the 31st? And [6:18] he said that somebody at dch [6:21] needs to be fired. It was Kelly [6:22] Rider. You know why? Because he [6:24] had his staff send an email, [6:26] and I have it to the Seattle [6:28] Times and said, because Kelly [6:31] Rider said dch had no no loss [6:34] and said Magee had no ethic [6:35] violation and they went through [6:38] three investigations. Then they [6:40] made a legislative record by [6:42] basically him passing this [6:44] ordinance called ordinance [6:46] 19978. And it [6:48] s all de facto. [6:50] This guy standing there got a [6:52] writer by the name of Lula [6:53] Ramadan. Seattle Times, she [6:55] said, hey, did you notice that [6:58] Thomas Birmingham Barrington, [6:58] who [7:00] s the director of ethics, [7:01] says there was no ethics [7:02] violation? You know what he [7:04] did? He wrote and said, I [7:04] ve [7:06] been trying for three years to [7:08] open up a inspector general. [7:08] It [7:10] s in my article. So if you [7:11] go to King County Oversight [7:15] files, dot com, you can read [7:17] about these guys. So what [7:17] you [7:20] re witnessing are criminals [7:22] who need to be charged a [7:23] federal government arbitrator [7:25] needs to come in here and take [7:26] over the King County [7:28] government, because this is an [7:30] atrocity. What you have here. [7:32] MR. Zimmerman, you can [7:33] t [7:35] applaud. Okay, that [7:35] s your [7:36] first warning. [7:39] Now, they MAY sit there. Guess [7:42] what? And I sent out today I [7:42] see Sarah Perry [7:43] s not here. And [7:45] I see Claudia because they [7:45] re [7:47] probably shocked of all of your [7:49] emails I got. I have over [7:51] 60,000 emails through public [7:52] disclosure requests. [7:55] MR. Alzheimer, thank you. Next [7:55] speaker. [7:57] The next name on the list is [7:59] Alex Zimmerman. [8:01] Thank you very much. [8:02] I my you. [8:03] Mind? I [8:05] m Alex Zimmerman. I [8:06] ever never clapping. You know [8:09] what this means for me Nazi [8:11] Gestapo principle come to [8:13] absurd. Yeah okay. My number my [8:14] name Alex Zimmerman. I [8:14] m [8:17] PRESIDENT Of Stand-Up America. [8:19] I open right now. Our of this [8:23] case about Ponzi schemes are on [8:27] transit for $35 billion. It [8:27] s a [8:29] serious problem that we have [8:31] right now. I demand that is you [8:33] counsel will be support this [8:36] $35 billion. And talking about [8:38] the Spanish scam for ten years [8:41] from beginning. So $35 billion, [8:43] what they steal from us now? [8:43] It [8:44] s never happened before in [8:46] American history. You need to [8:47] in very important because we [8:49] have a leader in this business [8:51] council. Banducci you know what [8:53] is mean by definition. She [8:55] totally destroyed Bellevue [8:58] because first train, what has [9:00] come from this Ponzi scheme is [9:02] come to Bellevue. What is cost [9:05] us $1,000,000,000 billion in [9:07] train go for one year right [9:09] now. Totally empty. Totally [9:11] empty. You know what is mean, [9:13] Bellevue. This very rich place [9:15] right now on from more rich [9:16] city in America. People drive [9:19] Mercedes Beemer car for [9:22] $100,000. Nobody will be uses. [9:24] Idiotic situation. I talking [9:26] about this for many years. But [9:27] what you don [9:28] t do is this ship [9:29] possibly be in jail. Trump [9:31] absolutely right. It [9:31] s time [9:35] right now put Democrat Keefe [9:38] and Bandito Mafia to jail. If [9:39] we need to start something [9:41] doing right now. So this is my [9:43] first complaint. What they have [9:45] right now in auditor office. [9:48] Second complaint will be about [9:49] King Country House, an [9:52] authority who spent $100 [9:54] million for thousands and [9:56] thousands of legal immigrants [9:57] who violate Trump [9:58] s executive [10:00] order. Viva Trump, Viva new [10:02] American Revolution stand up [10:06] slap and happy cow. Now. [10:08] The next name on the list is [10:12] Chris Maniots. [10:14] Yeah, yeah. [10:15] 3:00 okay, I [10:16] m not going to be [10:18] as loud as these guys. I have a [10:20] safety issue at King County [10:22] Airport I want to talk about. [10:22] There [10:24] s hot fueling happening [10:26] since 2025. That [10:27] s against the [10:29] airport. Supplemental rules and [10:30] regulation. It [10:31] s not in [10:33] accordance with faa policy. [10:33] That [10:36] s a public safety issue. [10:36] And it [10:38] s up to you guys to [10:41] enforce that, not to encourage [10:43] vendors to do it or encourage [10:45] folks. But my problem is [10:46] there [10:48] s actually fueling with [10:50] passengers on board. You have [10:52] an observer that you have hired [10:55] who is not on the on the tarmac [10:57] when the pipes are connected. [10:59] So therefore cannot say whether [11:00] there [11:01] s hot fueling happening [11:04] or not. This is a safety issue. [11:07] Yes. These are Ice flights. But [11:09] you know, these people are [11:11] shackled. They cannot run. [11:12] They [11:13] re on the actual airplane [11:14] when it [11:18] s happening. For all [11:21] that is holy, do something [11:25] about that. Encouraging a [11:28] contractor to follow a rule is [11:32] not enough. That [11:34] s it. [11:35] Thank you. [11:36] The next name on the list is [11:43] Dan Sakuma. [11:46] Good afternoon. My name is [11:48] Stanley Sakuma. I come [11:49] representing Soohoo for [11:50] solidarity. I [11:51] m the national [11:52] co-chair. Co-Chair of that [11:54] organization, as well as the [11:56] Japanese American Citizens [11:56] League. I [11:58] m a past PRESIDENT [11:59] And current vice PRESIDENT For [12:01] civil rights. With that [12:03] organization, both [12:04] organizations have been in [12:05] support of Larry [12:06] s intentions. [12:08] Attempts to shut down the [12:10] Northwest Detention Center and [12:12] specifically for this group to [12:15] stop the deportation flights in [12:16] and out of the King County [12:18] International Airport. I [12:18] ve [12:19] been working with a lot of [12:21] assistance to observe and [12:23] monitor flights for the last [12:25] three years, and I can tell you [12:28] that it is very disturbing to [12:29] sit there and watch people [12:32] being boarded on and off [12:34] planes, occasionally being [12:38] taken to the ground. It reminds [12:41] us from the Japanese American [12:41] community [12:45] s history of 1942, [12:48] when our community, my mother [12:50] was taken from Shelton. No [12:53] charges, no evidence, no due [12:56] process, no hearings, no way to [12:59] appeal. Uh, she was taken away [13:01] and put on a train. Did not [13:03] know where she was going. Did [13:04] not know how long she would be [13:07] gone. I did not know what the [13:11] future would hold right now. [13:12] That is happening again. We [13:13] re [13:15] using planes instead of trains, [13:18] but the same process has been [13:19] going on and it [13:20] s time for this [13:22] county to stop it. Thank you. [13:23] Thank you. [13:25] The next name on the list is [13:33] Benjamin Silberman. [13:35] Hi, my name is Ben. I [13:35] m with [13:37] Southend, indivisible. I [13:38] m [13:41] calling on the council to start [13:42] from the premise that [13:44] immigrants are human beings [13:48] from which it flows, obviously, [13:49] that they should not be held in [13:51] shackles on airplanes that [13:52] could explode due to hot [13:54] fueling, that they should not [13:58] be unobserved when crimes are [13:59] taking place that could [14:00] endanger them. There should be [14:04] somebody watching to ensure the [14:05] rules are being followed, or [14:06] document when they [14:06] re not at [14:09] all times. When deportation [14:11] flights or flights into the [14:13] Tacoma Detention Center from uh [14:18] King County Airport are, uh, [14:19] respectively, taking off or [14:23] landing, um, this is, uh, you [14:27] know, useless. Of course, if [14:29] the rules are not enforced and [14:30] the. [14:30] I [14:31] m sorry, can we pause the, [14:33] uh, MR. Alzheimer, you can [14:33] t be [14:34] standing unless you [14:35] re [14:36] providing public comment. Okay. [14:37] Oh, I thought we could take [14:37] pictures. [14:39] You can take pictures. You just [14:39] can [14:40] t be standing. [14:41] Thank you. You know, I am [14:42] meeting. [14:43] I need you to sit down. Thank [14:45] you. Sir, thank. [14:46] You, thank you. [14:48] Thank you. Go ahead. [14:50] So I understand that the [14:52] federal government could, uh, [14:54] sue to strike down any rules. [14:55] They don [14:56] t like that could. [14:58] That will take time. And in the [15:01] time that you are enforcing the [15:04] rules, people will be safer. [15:07] That is worth it. The, uh, the [15:09] fact that you would be standing [15:10] against the federal [15:11] government [15:12] s cruelty is worth [15:16] it. There should be no fear of [15:17] the federal government doing [15:21] something legal against basic [15:23] treatment of human beings. As [15:25] human beings. Thank you. [15:27] Thank you. The next name on the [15:38] list is Greg Carlucci. [15:41] Hi. My name is Greg Carlucci, [15:41] and I [15:43] m a community member [15:44] here. I live in Seattle. I [15:45] m [15:47] very concerned also about the, [15:50] um, ice, uh, flights in and out [15:54] of King County Airport. Um, [15:56] also specifically about the [16:00] lack of, um, a observer for [16:00] what [16:02] s happening and who [16:03] s on [16:08] the flights. Um, so La [16:10] Resistencia has been doing a [16:11] lot of the observing, but King [16:13] County should hire a person, [16:15] and I think they have hired [16:17] somebody. But, um, that person [16:19] has to be on the tarmac to do [16:21] their job. And if they [16:22] re not, [16:23] then we don [16:24] t know exactly what [16:26] is happening with these people. [16:29] And so we do want to just have [16:33] you all, uh, have King County, [16:36] um, follow the laws. Thank you. [16:38] Thank you. [16:39] The next name on the list is [16:53] Joe Harrington. [16:55] Hello. My name is Joe [16:56] Harrington. Uh, I [16:56] m with [16:58] Southeast Seattle, indivisible. [17:01] Um, and we are. I [17:01] m [17:02] specifically speaking to the [17:05] use of chains on ice flights. [17:08] Um, Ice has agreed to follow [17:11] faa rules on this, uh, faa [17:12] rules are very clear that the [17:14] planes must be, uh, capable of [17:18] being evacuated within 90s. Uh, [17:19] flight attendants know this. [17:22] Pilots know this, um, the [17:23] people on these flights are [17:26] being shackled. They have their [17:29] hands shackled to their waists. [17:30] Their feet are shackled [17:32] together, and those are [17:33] shackled together. They walk [17:35] hunched. Uh, they cannot walk [17:38] quickly. If on a flight, the [17:40] oxygen mask drops from above, [17:41] they can [17:42] t reach up and put [17:44] that on themselves. Um, the [17:47] ratio of guards to, uh, people [17:49] detained on the flights is one [17:52] for two. So the risk to the Ice [17:55] agents on the flights, is it [17:57] approaches zero. Um, there is [17:58] no point in this except [18:01] cruelty. Uh, we are asking the [18:05] council to insist that the faa [18:07] follow its own rules, that ice [18:09] follow the rules that they have [18:11] adopted. And, uh, we would [18:13] really appreciate seeing a lot [18:18] more fight. There are, uh, we [18:19] understand that you can [18:20] t kick [18:21] ice out of King County [18:22] s [18:25] airport, but we can make a [18:27] much, much bigger noise than we [18:29] have been making to insist that [18:32] they not use unnecessary [18:34] cruelty. Thank you. [18:35] Thank you. [18:35] I [18:36] m going to start calling [18:38] three names at a time. The next [18:40] up is Angela Depp, followed by [18:41] Cynthia o [18:42] Toole and Rebecca [18:46] Kate. [18:48] Thank you for your time today. [18:50] My name is Angela Depp. I live [18:51] in Columbia City. I [18:52] m horrified [18:54] by what is happening here in [18:56] Seattle and across the country. [19:00] Ice is unlawfully taking our [19:02] friends, our neighbors and [19:04] family members. Isis violent [19:05] and has shot and killed [19:07] individuals across the country. [19:09] Isis violating individual human [19:12] and civil rights. We fear for [19:14] their safety. I volunteer [19:16] weekly to witness deportation [19:17] flights at King County [19:19] International Airport. We are [19:21] concerned because detainees are [19:25] not safe. We also monitor and [19:27] track isis activity because Ice [19:30] does not share information. We [19:32] need your help to ensure that [19:33] our flight witnessing team has [19:36] clear access to all detainees, [19:38] that we can monitor how they [19:40] are being treated, and track [19:42] who is being detained. Ice [19:45] parks their buses in a way that [19:48] obstructs our camera view. We [19:49] need your help to ensure that [19:51] Ice parks their buses in a way [19:53] that gives us full visibility [19:56] to all Ice activity during [19:58] deportation flights. We also [19:59] ask for assistance from King [20:01] County International Airport [20:03] Operations team to ensure that [20:06] airport cameras are adjusted to [20:08] maximize our visibility for [20:11] detainees, to give us clear and [20:13] unobstructed view of what is [20:15] going on during deportation [20:17] flights. If operation could [20:19] consult with us to understand [20:20] the challenges we are having, [20:22] we think the camera view can be [20:25] adjusted for better visibility. [20:30] Thank you for your time today. [20:31] Hello, my name is Cynthia [20:31] o [20:32] Toole. I [20:33] m a resident of King [20:35] County, live in South Seattle. [20:37] I have been observing in [20:39] immigration courts. I have been [20:41] to the observation room that is [20:43] at the King County Airport, and [20:46] I know that many of us are very [20:48] aware of the horrors that are [20:50] going on under the Trump [20:51] administration. And Stephen [20:51] Miller [20:53] s mass deportation [20:53] program, and we don [20:54] t need to [20:56] elaborate on that. What is [20:58] deeply upsetting is that King [21:01] County is not doing as much as [21:06] we can to resist these things. [21:08] There are rules and regulations [21:10] that are not being adequately [21:11] followed there. Have these [21:13] things have been documented by [21:14] the center for Human Rights at [21:16] the University of Washington by [21:18] La Resistencia, by Sudo. [21:20] Everybody is aware more people [21:22] need to be aware. How can we [21:23] help more people? Be aware. [21:27] Follow your regulations, get [21:29] that observer on the tarmac for [21:31] every single deportation flight. [21:34] So we know how many people are [21:36] coming on and off the planes in [21:37] shackles. We need to know how [21:39] many people are injured in this [21:41] process. We need to know if [21:42] there is hot fueling going on. [21:44] We need to know these things. [21:45] They need to be part of the [21:48] public record. We as citizens [21:50] of this county deserve this [21:52] information because these [21:54] things are happening to people [21:56] that we care about. I know that [22:00] a lot of you care about this [22:02] issue, and so we need to work [22:04] together to make sure the rules [22:06] and regulations are followed as [22:11] much as possible. Thank you. [22:13] Good afternoon. Rebecca. Kate. [22:15] Um, King County resident, I [22:15] d [22:16] like to add my voice to the [22:18] concerns around this topic of [22:20] hot fueling on these flight [22:24] deportations. Um, as as as [22:27] already reiterated it, it it [22:29] seems that the King County [22:30] Airport is not following its [22:33] own rules and regulations, and [22:36] faa policy. Um, this seems like [22:39] a tremendous safety concern for [22:41] this vulnerable population. Of [22:43] shackled immigrants on these [22:46] planes where they MAY be, um, [22:49] uh, open to, um, tremendous [22:51] harm if something should happen [22:54] and, um, to our knowledge, no [22:56] long standing disciplinary [22:57] measures have ever been taken [23:00] to stop the contractors from [23:01] violating local policy and [23:03] putting people in danger. So I [23:05] think if we were going to say [23:07] that we support immigrants, we [23:09] need to ensure their safety. [23:11] This should be the highest [23:12] priority. If we were going to [23:15] have these deportation flights, [23:15] which I [23:16] m not for, I [23:17] m not in [23:19] favor of in any way. But if [23:19] we [23:20] re going to be having these, [23:22] the safety of this very [23:24] vulnerable population needs to [23:26] be assured. Thank you. [23:28] The next name on the list is [23:30] Laura Cooley, followed by Kathy [23:34] Cryan and Brian Dang. [23:35] Thank you very much. My name is [23:37] Laura Cooley. I live in [23:38] Northeast Seattle. I [23:38] m a former [23:42] United Nations and uw employee, [23:43] and the reason I [23:44] m here is to [23:45] add my voice to the concerns [23:47] that are being raised here, [23:49] both on the humanitarian front, [23:52] the safety front, etc. But I [23:53] also want to make people aware, [23:54] a different angle that people [23:55] MAY not have thought about. I [23:55] m [23:56] not sure if people are aware [23:58] that Geo Group has more than [24:00] doubled its profit over the [24:00] last year. We [24:02] re part of that. [24:03] Specifically, Geo Group has [24:04] said that it grew its net [24:06] income in the first quarter of [24:10] the year from by 96% to 38.3 [24:12] million, from only 19.5 million [24:14] in the same period. So revenues [24:18] have increased by 16% to 705 [24:21] million, from 606 million. Do [24:22] we really want to be part of [24:23] that? I don [24:23] t think so, [24:24] especially when they [24:25] re not [24:27] enforcing the rules and [24:28] regulations of safety concerns [24:29] that they [24:30] re supposed to be. So [24:31] everyone here in the room will [24:31] be speaking, I [24:32] m sure, to [24:33] various angles of this. I just [24:35] think, please show some [24:37] gumption. This is this is this [24:43] is not who we are. Thank you. [24:44] Hello, I [24:46] m Kathy Crayon. Um, [24:47] I [24:48] m with South Seattle, [24:51] indivisible and with Southeast [24:53] Seattle, Indivisible and with. [24:53] I [24:55] m a volunteer at the Riverton [24:57] Church in a legal clinic that [24:59] assists immigrants. And I also [25:02] volunteer at Casa Latina. Um, [25:04] with all the horrors being [25:06] perpetrated against immigrants [25:09] right here in King County. And [25:12] throughout this country. Um, [25:15] many of us feel powerless. It [25:16] s [25:16] very we [25:17] re overwhelmed. It [25:18] s [25:18] it [25:18] s we don [25:19] t want it to [25:20] happen. We don [25:20] t know what to [25:23] do. But in this case, you have [25:25] the power to do something. And [25:28] I think if King County takes a [25:32] strong stance of, um, enforcing [25:33] the regulations, the safety [25:36] regulations at the airport and [25:39] ensuring that your own rules or [25:41] our own rules are followed, [25:45] that will be, um, that will be [25:46] something you have the power [25:47] here, and I [25:48] m asking you to [25:59] take it. Thank you. [26:01] Good afternoon. Uh, city [26:04] council. My name is Brian Dang. [26:04] I [26:05] m based in council mosquito [26:06] s [26:07] district. I [26:08] m here to urge King [26:10] County, uh, King County Council [26:13] to enforce its rules at the [26:15] King County Airport. And not [26:17] just encourage them to follow [26:19] safety protocols, as we [26:20] re just [26:21] allowing Ice to deport [26:25] Americans unchallenged. First, [26:26] we should be ashamed that we [26:27] re [26:28] even allowing these flights to [26:30] happen. That [26:32] s inhumane. We [26:32] re [26:35] sending people to countries [26:35] they [26:37] ve never been to before, [26:39] that they are separated from [26:41] their families. We [26:42] re not doing [26:44] enough to stop it and get in [26:47] their way. King County has [26:49] finally hired someone in a [26:50] position to observe the flights [26:52] at King County Airport. [26:53] However, this role is [26:54] incomplete. They [26:55] re not [26:56] exclusively monitoring Ice [26:57] flights, and they [26:58] re not on the [26:59] tarmac for the entirety of the [27:03] time. King County must enforce [27:04] that cameras are not obstructed [27:05] from view of the observer [27:06] s [27:09] view. We need all Americans [27:11] accounted for, and I keep using [27:13] this word Americans because [27:14] that [27:17] s who they are. Please [27:20] ensure that hot feeling does [27:25] not occur and that it doesn [27:25] t [27:28] put people in positions of [27:31] danger where they are already [27:34] shackled. Again, please enforce [27:38] the existing safety protocols [27:40] and get in the way of all these [27:41] Ice flights. Thank you for your [27:42] time. [27:44] The next name on the list is [27:47] Guadalupe Gonzalez, followed by [27:49] Filemon Tapia and Dalila [27:51] Scholls. Our apologies. Delia [27:54] Shoals. [27:55] Uh. Hello everyone. My name is [27:57] Guadalupe Gonzalez, King County [27:59] resident and a member of La [28:00] Resistencia. I [28:01] ve been working [28:02] with lr for the past couple of [28:04] years to really document what [28:04] s [28:05] been going on at the airport [28:07] and try to contact both airport [28:09] authorities and the King County [28:11] Executive about the issues, to [28:12] see if any of them could be [28:14] resolved during these last [28:16] couple of years. Most of last [28:17] year, we were just completely [28:18] ignored. We often wouldn [28:18] t get [28:20] responses from the people in [28:21] leadership positions and it [28:22] felt like no one was listening. [28:23] Listening to what we were [28:25] reporting, which included [28:26] examples of hot fueling and [28:27] other issues we were running [28:28] into when carrying out [28:30] observations. Uh, really at the [28:31] beginning of this years, when [28:32] we finally started hearing back [28:33] from the county, and they got [28:34] to a point where we were told [28:36] that once the new position was [28:38] hired, then that position could [28:39] document any violations of the [28:40] rules, and actions could be [28:42] taken. However, it seems that [28:43] since this position has been [28:44] instituted, things have [28:44] changed. We [28:45] re now being told [28:45] that they [28:46] re going to document [28:48] violations of the rules. But [28:50] rather than punishing isis [28:51] contractors which break safety [28:53] procedures, something which the [28:53] airport [28:54] s supplemental rules [28:55] and regulations include, it [28:57] states punishments and how [28:57] they [28:58] re going to increase [28:59] depending on like subsequent [29:00] violations, rather than usage [29:02] utilizing that which is in the [29:03] rules, they [29:03] re instead going to, [29:05] quote unquote, encourage [29:06] contractors on a voluntary [29:09] basis to follow suit rules. To [29:10] me personally, this feels like [29:12] very cowardly behavior from [29:13] those in power, and it feels [29:15] like there are no points. Often [29:15] we [29:16] ve talked to the county, [29:17] though, often say, you know, [29:18] our rules at the airport for [29:20] Ice flights are above what most [29:21] of the us is doing. You know, [29:22] compared to many other [29:23] airports. We [29:23] re going we [29:24] re [29:25] leading ahead. These rules [29:25] don [29:25] t matter if they [29:26] re not [29:26] being enforced. It [29:27] s just that [29:28] words on paper. So I [29:28] m going to [29:29] reiterate what a lot of folks [29:30] have talked about today, which [29:32] is that we need to enforce [29:34] these safety procedures. I [29:35] understand that removing ice [29:35] from King County [29:36] s airport is a [29:38] whole different conversation, [29:39] but if this county is going to [29:40] support migrants, as it states [29:42] within its many ordinances, its [29:43] many public releases, and [29:45] everything included, then it [29:46] needs to actually take actions [29:47] over what it can control, which [29:48] is its own airport and the [29:49] treatment of human beings who [29:51] have rights within it. Thank [29:57] you. [30:00] Good afternoon. Council. I know [30:01] the King County Council has [30:03] made many good statements in [30:04] individual members of the [30:06] council have been active in the [30:07] struggle for immigrant justice [30:08] throughout their lives, which I [30:10] applaud and respect. But the [30:12] reality is the Ice is actively [30:14] and openly operating at the [30:15] King County Airport, which of [30:16] course is on King County [30:17] property with little to no [30:18] pushback from the King County [30:19] Council. There [30:20] s countless [30:22] amount of human rights [30:23] atrocities that Ice commits on [30:25] a daily basis, and usually [30:25] there [30:27] s no oversight because [30:27] they [30:27] re given the green light [30:29] by the federal government to [30:30] act with impunity in the [30:32] streets of our communities. But [30:32] we [30:33] re talking about today is [30:35] isis actions on King County [30:36] property and what seems to be [30:38] county officials refusal to [30:39] step in and enforce existing [30:43] rules and regulations. The ice, [30:44] these ice bites at King County [30:46] Airport continue to be fueled [30:47] with the well while the engine [30:49] is running, in the process [30:51] known as hot fueling, which, [30:51] according to the National [30:53] Transportation Safety Board, is [30:55] extremely hazardous. Yet this [30:56] is done right here at the King [30:59] County Airport. While shackled [31:01] immigrants are on board. When [31:03] will aviation contractors like [31:05] Sky service be sanctioned or [31:07] stopped from continuous [31:09] practice? And even when tragedy [31:11] strikes due to this potentially [31:13] volatile, explosive practice, [31:14] will you be able to step in and [31:15] say you did everything you [31:19] could to stop it? The Geo [31:22] Group, the private corporation [31:23] that operates the Northwest [31:25] Detention Center, whose bus is [31:26] detention buses, are used in [31:29] the facilitation of these Ice [31:31] flights. Buses are parked in a [31:32] way that intentionally blocks [31:35] the cameras on the runway. This [31:37] is a clear attempt to hide [31:38] their mistreatment of migrants [31:41] on the on the on the bus, who [31:42] are shackled and heard on these [31:44] ice flights for more detention [31:46] and eventual deportation. Now, [31:48] I know the county recently [31:50] enacted a sanctuary or [31:52] welcoming policy, but this [31:54] means very little. If nothing [31:55] is being done to restrict isis [31:56] movements on King County [32:02] property. So in closing, I just [32:03] want to say the entire council [32:04] must stay stronger and more [32:06] decisive actions to challenge, [32:07] disrupt and ultimately end all [32:08] Ice activity at King County [32:18] Airport, Alameda. Thank you. [32:20] Good afternoon. Thank you for [32:22] your time. My name is Delia [32:24] Scholes. I have I [32:25] m a resident [32:26] of South Seattle. I [32:27] m a member [32:30] of several organizations that [32:32] work with immigrant justice, [32:33] and I have been accompanying [32:36] migrants to court and to ice [32:39] check ins for the past year. [32:39] I [32:42] m certainly aware of the many [32:44] infections that Ice commits. [32:48] Um, and I am have my house [32:50] looks at. I live on Beacon Hill [32:52] and my house looks at, um, King [32:55] County Airport. I am [32:57] increasingly concerned about [32:59] the humanitarian and safety [33:00] violations that are occurring [33:03] from those flights, and I feel [33:05] complicit in all those that are [33:08] happening. I am, I think, very [33:09] highly of this body, and I [33:11] think that it [33:13] s encouraging [33:14] that you are in a position to [33:16] act and to enforce, rather than [33:19] encourage, and I hope you will [33:20] do that and let all of us as [33:22] citizens feel that we are [33:24] participating in distancing [33:26] ourselves from what [33:26] s [33:29] happening. Thank you. [33:31] The next name on the list is [33:33] Leonard Sklar, followed by cj. [33:38] And finally Julie Ginger Rich. [33:40] Um, hello. My name is Leonard [33:40] Sklar. [33:40] I [33:41] m a resident of district two. [33:42] I [33:43] m a retired geologist, and [33:46] this is my first time here. Um, [33:47] thank you for listening. I [33:48] m [33:49] adding my voice to the [33:51] community concern over the [33:52] human rights violations taking [33:55] place in our public airport. I [33:58] was shocked when I learned some [33:59] of the facts of what [33:59] s going [34:03] on. Uh, apparently, people are [34:05] being loaded onto planes in [34:06] shackles because they [34:07] re [34:11] categorized as cargo. My [34:14] ancestors in Germany and in [34:15] France, my Jewish ancestors [34:16] were categorized as cargo and [34:18] were loaded onto transport [34:21] vehicles. And we said, never [34:26] again. And in this context that [34:27] it is happening again and [34:28] people are being sent to [34:29] countries where they [34:30] re like an [34:32] El Salvador, uh, you know, and [34:33] the deaths that are happening [34:37] under Ice detention, um, I [34:38] think we should all be losing [34:41] sleep over this. We should all [34:43] be doing everything in our [34:47] power to minimize, at the very [34:48] least, the risk that people are [34:50] going to die in some fiery [34:53] explosion because some company [34:56] wants to cut corners. I mean, [34:57] you think about this hot [35:00] fueling. This is to make money, [35:02] right? They could wait. They [35:04] could take the time to do it. [35:06] Right. But they [35:07] re treating [35:09] these passengers, these human [35:12] beings, as cargo. And this is [35:13] an excuse for them to make [35:15] money. So anyway, please, I [35:16] hope you will join me in losing [35:17] some sleep. And you will do [35:19] everything we elected you to do [35:22] to stop this. [35:27] Thank you. Cj, our rules do not [35:29] allow for, uh, science at the [35:30] podium. So I [35:30] m going to have to [35:31] ask you to put it down. Thank [35:33] you. [35:35] Okay. Um, so I [35:36] m here also [35:37] speaking about the lack of [35:42] safety at the Boeing field. Um, [35:44] you guys have been just doing [35:47] performance up here. I have a [35:48] rising sixth grader who [35:49] s going [35:50] to start studying about [35:51] government, and they [35:52] re very [35:54] well aware of the dark times [35:56] that we are living through and [35:56] what [35:57] s going on. And I can [35:58] t [36:00] honestly point to you guys and [36:02] tell them and share with them [36:04] what you actually do, because I [36:04] don [36:07] t see that you do anything [36:11] except just speak empty words. [36:11] You [36:13] ve passed measures that [36:15] have absolutely no teeth behind [36:17] them. You all of you lack [36:20] spines to even speak out [36:23] against the heinous crimes of [36:25] human trafficking that is [36:27] happening here in this county [36:30] every single day. So it [36:31] s [36:33] disgusting. And how am I [36:35] raising a child in these dark [36:37] times to tell her and show her? [36:38] Oh yeah, we [36:39] ve got government. [36:39] We [36:40] ve got government that [36:42] serves and supports the people, [36:44] that upholds values of justice. [36:46] I none of you are an example of [36:49] that. None of you. So what are [36:51] you going to tell your [36:53] grandchildren when they ask you [36:55] what you did during these dark [36:57] times? What are you going to [36:59] tell them? Because you white [37:00] guys have the most power in the [37:02] opportunity to do something, [37:04] and all you do is just pass [37:06] empty measures without any, [37:08] any, any spine behind them. So [37:09] we [37:09] ve heard about the hop [37:11] fueling. Do we need to see [37:13] people actually incinerated on [37:14] the tarmac before you do [37:17] something? Just like we see [37:19] people incinerated in Gaza? Do [37:22] we need to see that before you [37:26] actually take action? So before [37:28] I leave, he who passively [37:30] accepts evil is as much [37:31] involved in it as he who helps [37:33] to perpetrate it. That is from [37:47] Martin Luther King. [37:51] Chilly welcome. [37:51] I [37:52] ve come. [37:55] Today as a resident of [37:57] Southeast. Seattle. From my [38:00] home, I can see, um, Boeing [38:02] Field. I can go for a walk and [38:04] go past King County Airport. [38:05] And the more that I [38:05] ve been [38:07] learning over time through [38:11] advocates, um, like everybody [38:11] else, I [38:13] m appalled. And today [38:14] I [38:15] m even more appalled at the [38:15] things I [38:17] ve heard. And although [38:18] I don [38:19] t like to speak in [38:21] public, I showed up to give my [38:24] voice and to support other [38:25] people who are speaking out. [38:26] And that [38:27] s what you put some [38:30] muscle to it. Um, I had [38:31] forgotten that we call [38:33] ourselves a sanctuary city, and [38:33] I hope y [38:34] all can find a way to [38:36] put some muscle to it. Thank [38:38] you. [38:39] The next name on the list is [38:42] John Vito, followed by Suzanne [38:44] Parenteau. And the final name [38:46] on our in-person list is Yvette [38:48] Danish. [38:49] Hi, John Vito, I [38:50] m a member of [38:53] the six District Democrats, [38:54] and, uh, you know, we [38:55] re in a [38:59] situation where, uh, those who [39:00] are wielding the power of the [39:03] federal government, uh, do not [39:06] conform to the laws and [39:09] violate, uh, the rights of, uh, [39:13] the the people. Uh, we, uh, as, [39:18] uh, you know, members of or [39:22] residents of, King County, uh, [39:25] have, uh, responsibility for an [39:25] airport that [39:28] s, uh, being used [39:33] to, uh, uh, move people that [39:39] are being subject to this, uh, [39:45] extra legal, uh, confinement [39:50] and, uh. Sometimes torture, uh, [39:51] and it [39:53] s, uh, incumbent on us [39:59] to find ways, uh, to resist, [40:02] uh, and protect those who are [40:04] more vulnerable than we are and [40:08] have, uh, less privilege. Um, [40:12] as, um, our council members, [40:14] uh, people here have been [40:19] asking you to, uh, uh, use [40:23] enforcement powers. Uh, and I [40:24] think that [40:26] s, uh, the minimum I [40:29] do acknowledge that the county [40:34] did, uh, uh, remove those, uh, [40:36] flights from the airport at one [40:40] point and, uh, federal judges, [40:44] uh, uh, vacated, uh, that [40:45] authority. But there [40:46] s still [40:48] some authority that, uh, our [40:49] county should be exercising [40:56] over these. [40:56] Hi, I [40:58] m Suzanne parenteau. I [40:58] m [41:01] a resident of King County. Um, [41:03] I just want to say from a [41:05] personal perspective, [41:07] personally, I owe so much to [41:08] immigrants in this country who, [41:11] in my privileged background, [41:13] basically helped to raise me. [41:15] And I have a lot of really [41:17] strong feelings about the [41:19] gratitude that we owe the [41:22] people that have been in clubs [41:24] and babysitters and nannies. [41:25] And I hate to say that, but, [41:27] you know, we aspire to these [41:29] things sometimes in business. [41:30] And when you get right down to [41:32] it, they can be raising your [41:34] children for you, you know? So [41:36] when I from a personal point of [41:38] view, I have so much gratitude [41:40] for, for the, the labor that [41:42] has been given to or to [41:45] bestowed upon immigrants in [41:46] this country. And I don [41:47] t see [41:50] enough gratitude for what our, [41:51] our ancestors who were [41:54] immigrants have built, how much [41:56] gratitude we owe the black [41:58] community, how much we owe [42:00] immigrants. We are on borrowed [42:02] time. We are on borrowed land. [42:04] We need to turn our [42:07] perspectives around and maybe [42:08] look at the strengths that we [42:10] have built as a country and [42:14] give back. Be appreciative and [42:17] tune into to, uh, actual [42:18] feelings you might have for [42:19] people in your lives who are [42:20] immigrants. It [42:20] s a very [42:23] personal thing. Um, when I [42:24] worked in mental health my [42:26] whole life and worked with many [42:28] immigrants and immigrants tend [42:30] to struggle a lot, and they [42:31] struggle more these days than [42:33] they used to, I think. I don [42:33] t [42:36] know, but anyway, um, please [42:37] use the powers that you have [42:39] through our privilege in this [42:42] country to to follow the laws [42:44] and fight for freedom. And [42:48] thank you for your work. [42:52] Thank you. [42:55] I came back. [42:56] Welcome, Yvette. [42:57] Thank you. Good afternoon, [42:59] Council members. At first I [43:00] want to thank you for money [43:02] well spent. Uh, this month of [43:05] AUGUST, I participated and gone [43:07] to the big day of play, Cedar [43:09] Arts Fest. And the festival, [43:10] the Marina Beach Grill off [43:12] competition, and mostly the [43:15] festivals on Sunday, which [43:17] featured as a closing act, [43:19] Morris Day and a time. It was [43:20] just wonderful, wonderful, [43:21] wonderful. That [43:22] s very money [43:23] well spent. I really appreciate [43:25] that. And also in that same [43:26] note, I [43:27] m wondering if the [43:29] office of the Inspector General [43:31] was created yet regarding [43:33] misuse of funds, and if so, can [43:35] we expect to see an update? Um, [43:37] because that was very [43:38] disconcerting that how much [43:41] money was screwed off by [43:42] people, by, uh, people with no [43:44] conscience stealing taxpayer [43:46] money and, uh, using it [43:48] incorrectly. And then lastly, I [43:49] have a handout for you [43:51] regarding, well, kind of sort [43:53] of good news. Um, it [43:53] s [43:54] regarding this program that was [43:56] started in Philadelphia called [43:59] the Group Violence Intervention [44:01] Program, and it [44:01] s an effort to [44:03] reduce to redirect youth from [44:05] lives of violence by providing [44:07] counseling, therapy, employment [44:09] and assistance, and help [44:10] completing high school, [44:12] enrolling, enrolling in ged [44:13] programs. And that model is [44:15] very successful. So I [44:15] d like to [44:16] see something like that [44:17] emulated here now. But also [44:18] given this information to the [44:20] Seattle City Council, because [44:20] I [44:21] m sorry of hearing about [44:23] sorry for your loss or it [44:23] s a [44:25] sad day, more kids get shot. [44:26] And many beaches particularly [44:28] prone evidently to kids running [44:29] around with guns. So I [44:29] d like [44:31] to see something like this. Um, [44:33] at least think on it. Regarding [44:34] implementing this in King [44:36] County. And again, you know, I [44:37] appreciate the work you guys [44:38] do. [44:39] Thank you. [44:40] Thank you that you can hand [44:41] that to our clerk and we [44:42] ll [44:42] we [44:43] ll get a copy of it. Thank [44:46] you so much. Um, do we have [44:47] folks signed up? I think that [44:49] was the last person on, uh, in [44:50] person. Is that right? Right. [44:52] Can we go to online, please? [44:54] The first name for online [44:59] comment is h. Brown. [45:02] The proposed Petrovsky Park [45:04] Disc Golf Course project will [45:06] be harmful to the environment [45:08] and should be halted. This is a [45:10] professional opinion based on [45:12] my Phd in soil management and [45:14] many years of natural resource [45:16] stewardship. I authored the [45:18] book caring for Land Trust [45:21] Properties for the Land Trust [45:23] Alliance. If parks cared more [45:25] about the natural area in [45:27] Petrovsky Park, they would [45:29] protect this forest home for [45:31] animals ranging from black [45:34] bears to hummingbirds. The [45:37] county issued a Sepa checklist [45:39] that has numerous errors, and [45:41] the project does not comply [45:43] with King County regulations [45:45] relating to soil erosion, steep [45:48] slope hazards, grading and [45:50] wildlife habitat networks. My [45:54] first concern is that parks is [45:56] circumventing the requirements [45:58] spelled out in a letter from [45:59] permitting, that lists the [46:02] actions required. If a project [46:06] disturbs more than 7000ft, the [46:09] Northwest Disc Golf Association [46:11] plan estimated the area to be [46:19] cleared at 121,807ft. The [46:21] second issue is the presence of [46:23] a wildlife habitat network [46:26] identified in the Critical area [46:27] Assessment by Counties [46:30] consulting firm esa. Bears, [46:32] cougars, coyotes, beavers and [46:34] otters travel through this [46:36] park, but the checklist [46:37] dismissed the importance of the [46:40] corridor, which is regulated by [46:42] King County Code. These two [46:44] issues are just a few of the [46:45] many problems created by this [46:46] project. [46:47] I need you to wrap up, please. [46:48] My hope is that the council [46:50] will terminate the project [46:52] because of its shortcomings. At [46:54] a minimum, it should comply [46:55] with all of the regulations [46:57] detailed in my written remarks. [46:58] Thank you for your [46:59] consideration. [47:01] Thank you. [47:03] The next name on the list is [47:06] Caleb Navarre. [47:08] Hello, my name is Caleb [47:09] Navarre. Good afternoon, [47:10] Council members. I [47:11] m the vice [47:13] PRESIDENT Of the nonprofit for [47:14] Northwest Disc Golf [47:15] Association. I [47:16] m here to this [47:18] afternoon to thank the King [47:19] County Parks for their [47:19] willingness to be able to [47:21] partner with us to install a [47:22] disc golf course at the [47:25] Petrovsky Park. As a longtime [47:26] resident of Renton, I [47:26] ve spent [47:28] over 35 years using Petrovsky [47:29] Park from playing baseball as a [47:32] child to taking my kids as [47:33] adult to the play area. I [47:34] deeply appreciate the county [47:35] s [47:36] continued investment [47:38] enhancement of this park. We [47:39] have been working with King [47:40] County Parks for on this [47:42] project for over four years, [47:43] and grateful for their support [47:44] and vast majority of the [47:45] community members who also [47:48] support this. Um, we, uh, have [47:51] already, um, spent a lot of [47:53] time and effort to be able to [47:54] address the concerns of the [47:56] community and have gone through [47:57] all the different regulatory [47:59] requirements that are necessary [48:01] to be able to stay within the [48:03] the bounds of the law and be [48:04] respectful of our [48:06] environmental, regulatory and [48:08] native sites that are important [48:11] to be able to ensure that we [48:12] are being respectful and [48:14] useful. This land and property, [48:16] um, we are so grateful for this [48:17] opportunity to be able to [48:18] partner with the parks and the [48:20] support of the council, as well [48:21] as well. We acknowledge that we [48:24] have a small majority or [48:26] minority of neighbors who are [48:28] not supportive of this course, [48:28] due mainly to their [48:30] unwillingness to share their [48:33] space. Um, uh, the park space [48:35] near their homes. Uh, we want [48:35] to assure you that we [48:36] ve been [48:37] taking all the steps that we [48:38] can with the King County Parks [48:39] people to address these [48:40] concerns. If you [48:41] d like to hear [48:42] more factual information about [48:43] this project, you can visit our [48:45] Petrovsky Disc Golf Course [48:46] Project website. Through King [48:48] County Parks and our website [48:50] about this course. Thank you so [48:51] much for your time and your [48:53] dedicated service, and continue [48:56] support of King County Parks. [48:58] The next name on the list is [49:04] Brandy. [49:05] I have been an active Fairwood [49:07] resident for 13 years, where I [49:08] have served our community as an [49:10] rn at Valley Medical Center. I [49:11] have three children in the Kent [49:12] School District and I [49:12] m [49:14] PRESIDENT Of the Park hoa. I [49:14] m [49:16] here to express my sincere [49:17] disappointment and frustration [49:18] with the process. King County [49:20] Parks has used to advance an [49:21] unfavorable disc golf course at [49:23] Petrovsky Park. In addition to [49:24] speaking today, I have [49:25] submitted thorough [49:26] documentation and evidence of [49:28] my concerns. We learned about [49:29] this project. Incidentally, in [49:31] 2024, despite being the [49:32] neighboring hoa already [49:33] identified as a project [49:35] concern, we immediately met [49:36] with parks where both Trubisky [49:38] Park and Woodside Homes [49:39] expressed substantial [49:41] opposition. We were repeatedly [49:41] assured it [49:42] s early and you [49:42] ll [49:43] have a chance to weigh in as [49:45] stakeholders. Then in MAY, we [49:46] were blindsided with a [49:47] finalized design that [49:48] disregarded every single [49:50] concern we brought forward at [49:52] the meetings. No opportunity to [49:53] weigh in on the design as [49:54] promised, and the project had [49:57] expanded from 18 to 27 holes [49:58] for an even bigger negative [49:59] footprint. Flying discs will be [50:01] approximately 50ft from [50:02] neighboring homes and 20ft from [50:04] the existing trail. Despite [50:05] being able to travel hundreds [50:06] of feet when we requested [50:08] greater setbacks, project [50:09] manager Charlie Holbein [50:10] responded with a factually [50:12] inaccurate code citation, [50:13] telling us the course could be [50:14] just five feet from our [50:16] property. Lines, as though we [50:17] should be grateful for what we [50:19] got. This is just one example [50:20] of the dismissive disrespect [50:20] we [50:22] ve experienced from parks. [50:23] Rather than being treated as [50:24] residents who live here, know [50:26] this park and deserve a [50:27] meaningful voice, and what [50:29] happens in our own backyard, I [50:30] expect more from King County, [50:31] and this does not reflect the [50:33] standards King County claims to [50:35] uphold. We are still waiting on [50:36] outstanding public records [50:37] requests from JUNE. I [50:38] ve [50:39] reached out to leadership on [50:40] multiple occasions. Our [50:41] concerns continued to be sent [50:43] back to the very people in [50:44] charge of the project were [50:46] complaining about, or ignored [50:48] entirely. We have lost faith in [50:49] this process, and we are [50:50] dangerously close to losing [50:51] faith in King County [50:51] s ability [50:52] to hold its own departments [50:55] accountable. The 740 and [50:56] growing signatures opposing [50:57] this project should tell you [50:59] that this loss of trust extends [51:00] far beyond me. I [51:01] m asking you [51:02] to halt this project and [51:04] withdraw the current proposal. [51:05] Listen to the actual community [51:07] before our park is permanently [51:08] changed and your Fairwood [51:10] residents rally against you. [51:12] Thank you. [51:14] Next name on the list is Joe [51:15] Councilor. [51:17] Hi. Thanks. It [51:17] s Joe Councilor [51:20] here for the monthly open mic [51:22] time. Um, this month I want to [51:23] address several issues. First [51:27] off is, um, the situation [51:29] around, uh, the Seattle Public [51:30] Libraries. I understand there [51:30] s [51:32] a lot of open drug use down [51:33] there. Um, I [51:34] ve seen Jonathan [51:36] Cho videos as well as stuff [51:38] from Seattle, so you MAY want [51:39] to send some King County [51:40] health, public health [51:42] inspectors over to the Seattle [51:44] Public Libraries, make sure [51:44] there [51:46] s no open drug use, and [51:48] that the workplace is safe. Um, [51:49] I just figured I should flag [51:52] that for your office. Um, [51:54] especially considering how your [51:55] audience is so worried about [51:58] immigration enforcement. Um, [52:00] gotta keep the public safe. Um, [52:02] the second thing is moving [52:04] along. Um, you know, I [52:04] ve asked [52:06] you to do this before, and I [52:07] think this week, with some of [52:08] you looking forward to a great [52:09] change of board meeting this [52:11] Thursday, you need to adopt [52:11] Sound Transit [52:12] s public comment [52:14] rules for King County Council. [52:15] Alex Merriman should not be [52:16] allowed to come down there and [52:18] hurl hate, as he does almost [52:19] every single week, like it [52:20] s, [52:21] uh, like like the King County [52:22] Council is just punching bag [52:24] like like like he forgets that [52:26] behind every council member is [52:27] a family giving us a family [52:29] member to a service of Martin [52:31] Luther King County and Martin [52:32] Luther King Junior County [52:35] deserves much better than drugs [52:36] and libraries. And Zimmerman [52:36] s [52:39] hate. And with that, I rest my [52:40] comments for the month. I want [52:40] to thank you all for your [52:42] awesome public service. MAY GOD [52:43] continue to bless America and [52:47] protect our troops. Thank you. [52:49] The next name on the list is [52:54] James Hutchison. [52:56] Uh, the Community Partnerships [52:59] and Grants, or cpg, has a [53:01] projects webpage dedicated [53:04] entirely to the Petrovsky Park [53:06] Disc Golf course. It complains. [53:08] It claims that 78% support the [53:10] disc golf project, and survey [53:12] results indicate strong support [53:14] among park neighbors. This is [53:16] based on a 2024 survey that [53:18] asks if King County Parks were [53:19] to build a new backcountry [53:21] style disc golf course at [53:24] Petrovsky Park. I would. That [53:24] s [53:27] it. No map, no design, no [53:28] picture of what it would look [53:30] like. What does backcountry [53:32] mean? Where will it go? Is the [53:34] park bigger than we thought? We [53:36] emailed Parks and Rec and [53:36] Reagan Dunn [53:37] s office and told [53:39] them the survey was biased. It [53:40] targeted disc golfers and had [53:42] no measures to prevent ballot [53:44] stuffing. We have evidence [53:46] shared this across their [53:49] network. Cpg spent 15 hours [53:51] conducting their survey. Those [53:52] 15 hours were spent trying to [53:54] sell people on the project. [53:56] Fast forward nearly two years [53:57] later, that is still the only [53:59] survey cpg has done for this [54:02] project. Of the over 400 hours [54:02] I [54:04] ve spent defending this [54:05] project this past week and a [54:07] half, I spent over 80 going [54:09] door to door, dropping off per [54:11] household access codes to an [54:12] informed survey that provides [54:14] both sides of the argument. The [54:15] survey spans eight [54:16] neighborhoods and consists of [54:19] responses from over 365 [54:22] households and 455 individuals. [54:25] The cpg website claims 78% [54:26] support the disc golf course. [54:31] We measured 18%. Let me [54:32] reiterate what this is. You [54:34] have a project literally weeks [54:36] away from breaking ground that [54:38] only has 18% support from the [54:40] surrounding communities, while [54:42] the Parks Department claims a [54:44] supermajority supported. That [54:44] s [54:46] a huge, embarrassing difference [54:49] of 60 percentage points. This [54:51] should never happen, and it is [54:54] a scandal when not sure is [54:56] excluded. Over 80% of votes do [54:58] not support the course. We have [54:58] asked Regan [55:00] s office to step up [55:00] and do. [55:01] Something about this. To wrap. [55:02] Up, let [55:03] s do the right thing [55:06] and put a stop to this farce [55:07] today. Thank you. [55:09] Thank you very much. [55:11] Chair Barton. I currently have [55:13] no further hands raised. [55:14] Wonderful. Thank you very much. [55:15] Seeing no further request for [55:17] public comment, we will close [55:17] our. [55:19] Public hearing public comment [55:21] today. Uh, thank you to [55:23] everybody who provided public [55:24] testimony. Uh, we [55:24] re going to [55:26] move on with our agenda, [55:27] colleagues, as a reminder, [55:27] we [55:28] re going to item seven. As a [55:30] reminder, this item will remain [55:31] in the Local Services and Land [55:32] Use Committee until the [55:33] committee has taken action. It [55:34] will then be placed on the [55:35] council agenda for action. But [55:35] I [55:36] m going to call on [55:39] Councilmember Fain, uh, to, uh, [55:43] speak on this on this item. [55:46] Thank you. Chair. Um, this [55:48] proposed ordinance would [55:50] effectively move the King [55:51] County Fire Protection District [55:54] number 24 towards dissolution. [55:57] And last week, this body, uh, [55:59] confirmed two new commissioners [56:00] for fire district 24. They [56:01] re [56:03] going to be sworn in shortly. [56:03] Um, I [56:04] d like to give them an [56:06] opportunity to be seated and [56:07] understand the district [56:07] s [56:10] current situation. And, uh, [56:14] weigh in on its future. Um, [56:17] before we move to dissolve, uh, [56:19] that body. So for that reason, [56:19] I [56:20] m asking that we defer this [56:22] matter. [56:23] Thank you very much. I don [56:23] t [56:24] think there [56:25] s any objection to [56:25] that that I [56:26] ve heard. So thank [56:29] you very much. Councilmember [56:30] Fain. Uh, colleagues, we [56:30] ll [56:32] continue with our agenda. Uh, [56:33] Vice Chair Dunn, will you [56:35] please move. The consent agenda [56:36] item eight. [56:38] Move consent agenda item eight [56:39] for approval. [56:41] Thank you very much. That [56:43] motion is before us. Uh, clerk, [56:45] would you please call the roll? [56:47] Thank you. Well. Oh, thank [58:46] thank you, MR. Chair. Um, this [58:47] morning, I think many of us [58:49] became aware of the passing of [58:51] a national icon, a personal [58:54] hero of mine from Sevierville, [58:56] Tennessee. Dolly Parton, uh, [58:59] from a young childhood in [59:00] Renton watching on my dad [59:01] s [59:02] nine inch black and white [59:05] television. I always loved the [59:08] Dolly Parton show. And her song [59:09] Coat of Many Colors spoke to [59:11] me. Um, as someone whose [59:14] clothes came more often from [59:15] the Goodwill and Salvation [59:18] Army. Uh, although sometimes, [59:20] on a good day, the Kmart. But [59:23] she rose from poverty, uh, to [59:25] really an advocate for all of [59:27] the best of America. She was a [59:31] champion for lgbtq communities. [59:35] Um, and, uh, really just lifted [59:39] people up. Loved her songs. 9 [59:41] to 5, coat of Many Colors. [59:43] Jolene. Of course. Do I ever [59:45] cross your mind? And, uh, had [59:47] the privilege to see her years [59:49] ago in concert down at Kent at [59:52] the beautiful show where arena. [59:54] Uh. And then in our state. She [59:56] was a great champion for [59:59] reading. Uh, she founded the [1:00:01] Imagination Library in [1:00:02] Tennessee, and it spread around [1:00:04] the country, providing a [1:00:06] monthly free book to children. [1:00:07] Uh, millions of them, because [1:00:09] she saw their father couldn [1:00:09] t [1:00:11] read and all that. That meant [1:00:12] in his life. Uh, so I [1:00:13] appreciated that. I appreciate [1:00:15] the opportunity to just reflect [1:00:16] here a little bit on the [1:00:18] passing of this American icon, [1:00:20] great feminist leader, uh, and [1:00:22] a great leader for our country. [1:00:22] And we [1:00:23] re privileged to have [1:00:25] been able to spend some time [1:00:26] with her as a country. And [1:00:27] thanks for letting me say a few [1:00:28] words. [1:00:29] Thank you very much. [1:00:31] Councilmember Dembowski. Um, [1:00:32] the chair has received a [1:00:34] request to adjourn the AUGUST [1:00:35] 25th, 2026 Council meeting in [1:00:37] memory of DeShawn Bennett [1:00:38] Myers, and I [1:00:38] m going to call on [1:00:40] council member Fain and then [1:00:41] later Councilmember Lewis as [1:00:42] well. Councilmember Fain. [1:00:44] Thank you so much, chair. [1:00:44] Uh. [1:00:46] Today we are joining our. [1:00:46] Meeting in. [1:00:49] Memory of Tyshawn. [1:00:49] R Bennett. [1:00:51] Myers, who has lost to a tragic [1:00:54] act of gun violence in SeaTac [1:00:59] on JULY 27th, 2021. I want to [1:01:00] recognize not only to Sean, but [1:01:02] also the large and loving [1:01:04] family who continues to carry [1:01:06] his loss. Tyshawn was a father [1:01:10] of eight, a son, a brother, a [1:01:12] cousin and a friend. His [1:01:13] absence has left an [1:01:16] immeasurable hole in the lives [1:01:19] of those who loved him. Today [1:01:19] we honor to Sean [1:01:20] s life and the [1:01:22] memories his family continues [1:01:24] to carry. I especially want to [1:01:25] recognize the members of his [1:01:27] family who have joined us here [1:01:29] today, including his mother, [1:01:32] Diane Bennett, and his father, [1:01:35] stepfather, Jamala Myers, and [1:01:38] thank them both for joining us [1:01:39] today, as well as other [1:01:41] members, family members and [1:01:44] friends. To Sean was loved. He [1:01:47] was needed, and his life [1:01:48] mattered. I hope this moment [1:01:50] makes clear to his family that [1:01:53] to is remembered, and that the [1:01:54] love that they shared with him [1:01:57] continues to matter today and [1:01:59] always. Thank you chair. [1:02:01] Thank you Councilmember Fain [1:02:03] Councilmember Lewis. [1:02:04] Thank you chair I would like [1:02:09] to, um, um, amend or not amend, [1:02:12] but add on to or piggyback on [1:02:14] the comments from Council [1:02:17] member Fain. I want to first [1:02:20] express my condolences to the [1:02:23] Bennett Myers family. Not only [1:02:25] have the family members been [1:02:27] longtime district to residents, [1:02:29] but one of two Sean [1:02:29] s family [1:02:30] members was my son [1:02:31] s [1:02:34] kindergarten teacher. The loss [1:02:37] of Tyshawn, in addition to [1:02:39] being a loss to his family, it [1:02:42] was a blow to our community. [1:02:43] The bright light of a light, [1:02:46] that of a life that is engaged, [1:02:48] involved in community is a [1:02:50] blessing to all. Too many of [1:02:52] our bright lights have been [1:02:55] extinguished by gun violence. [1:02:57] The passage of time has [1:03:00] amplified the need for us to be [1:03:02] vigilant with regard to gun [1:03:07] violence prevention. One of my [1:03:10] friends, Annie Lee, the former [1:03:13] director of of Team Child, used [1:03:15] to say at every meeting that I [1:03:19] attended with her, what [1:03:21] opportunities have we given for [1:03:24] children to succeed? What are [1:03:26] we giving to them in terms of a [1:03:31] legacy and how do we pay the [1:03:33] debt to future generations of [1:03:35] doing more to stop these gun [1:03:37] violence incidents? Thank you [1:03:40] very much. [1:03:42] Thank you. Councilmember Lewis [1:03:44] and Councilmember Fain. Uh, [1:03:46] seeing no further business, [1:03:47] this meeting of the King County [1:03:49] Council is adjourned in memory [1:03:52] of DeShawn r Bennett Myers.
