[0:01] Or do I miss them? Yeah. [0:03] Oh, approval of the minutes. [0:08] May 22nd, [0:10] 2025. [0:25] Anybody got any uh problem with that? [0:36] » Mr. Chairman, I also move that the [0:37] minutes be approved as presented. [0:42] » All right. [0:43] Here or second? [0:48] » I do have a question on it, actually. [0:49] I'm looking at it. [0:51] What What does the uh [0:53] 301 mean? Does that mean that somebody [0:56] wasn't here or did somebody just not [0:58] vote? [1:01] » I believe that was a no vote. [1:04] » So, like a abstain? [1:05] » Abstain. [1:06] » Okay. [1:09] » If uh before we move on, I I had one [1:12] thing that I'd like to address [1:14] concerning this. [1:15] Um [1:17] you know, [1:19] we get [1:21] uh [1:23] financially subsidized for [1:26] uh being present at these at these [1:29] meetings. [1:31] And um [1:33] this year in 2026, [1:35] uh I came to the uh [1:38] financial section here in King George to [1:40] uh [1:41] receive my 1099, [1:44] and I was told [1:46] that I didn't get paid in 2025. [1:51] And so, I would like to make [1:54] you all aware of that. I did not get [1:57] paid in 2025. [2:03] » I will check with finance on that. [2:05] » Right off because I came in January of [2:08] 2026 [2:10] to get my [2:11] uh 1099 [2:13] and they said, "Mr. Johnson, [2:16] uh we have no 1099 for you." [2:19] Now, it didn't bother me a whole lot cuz [2:20] it's not a whole lot of money, but I'm [2:23] still [2:24] supposed to get something. [2:26] » Yes, sir. [2:27] » Okay. [2:28] » I will I will gladly look into that for [2:30] you. [2:31] » Okay. Thank you. [2:36] » Anything else? [2:41] » Do we have to approve the motion? [2:43] Do we Do we have to approve the motion [2:45] to uh accept the minutes [2:48] as read? [2:50] » So moved. [2:51] » Aye. [2:51] » Aye. [2:55] » Okay, now we're at the citizens public [2:58] comment period. [3:02] First of guest, we're going to [3:06] public hearing on item number [3:09] 2026-0964. [3:19] Anybody want to [3:20] say anything about that proposal? [3:24] » Good evening. Uh my name is Jim Buck. [3:26] I'm the engineer for this project. Um [3:30] So, a parcel [3:32] um on the Potomac River uh a little bit [3:33] north of Dahlgren. [3:35] Uh [3:35] main [3:37] main initial uh purpose of the project [3:39] is to replace some [3:41] uh timber groins that have failed. [3:43] And since the timber groins had failed, [3:46] uh there's been some erosion on a [3:48] parcel. So, I guess the matter before [3:50] uh this board is what we're doing on the [3:53] uh, [3:53] shore side of it where we're going to [3:56] place rip rap revetment and grade back a [3:59] slope. [4:01] Um, [4:02] so it's a it's not a [4:04] terribly long piece where we're doing [4:06] the improvements. Um, but [4:09] uh, we do do want to [4:11] stabilize the slope along there. Uh, [4:13] this [4:14] main residence of Mr. Blackburn, [4:18] uh, his lot, the slope is well [4:20] stabilized. Uh, the property owner to [4:23] the north, his slope is well stabilized [4:25] and there's a [4:26] parcel in between where it's not [4:28] stabilized and Mr. Blackburn owns. [4:36] » Do you have any questions or not? [4:40] Maybe a question for Mike. Look like we [4:43] got a [4:45] comment from the neighbor. [4:46] Saw it in my email today. I didn't have [4:48] a chance to read it. What was the [4:50] comment that the neighbor had? [4:52] » Yeah, I can address that. Um, the [4:54] neighbor was concerned about how [4:58] our project would tie into his project [5:00] at the common property line. Um, I went [5:03] through the project with or went through [5:05] our approach with him and he's he's fine [5:08] with everything. We do have an email to [5:10] that effect where he's acknowledged that [5:12] that he's okay with everything. So we [5:14] we've resolved that concern, I believe. [5:19] » Since he's north, he's only going to [5:20] build up shoreline from these groynes [5:22] anyway, so [5:24] » Right, he already had the neighbor [5:26] already has groynes and his the uh, [5:30] uh, [5:30] face of the um, hill there's about 16 ft [5:33] tall. His is entirely rip rapped. Um, [5:36] we're going to extend the rip rap up to [5:38] about elevation eight and then just uh, [5:41] use erosion control matting and [5:43] revegetate everything between elevation [5:46] eight and 16. So it'll it'll match the [5:48] grading will match his his property. [5:51] Um our intent is to [5:53] uh install the groins um as soon as we [5:58] can. [5:59] And then allow these groins to work and [6:02] and create some sand behind them and and [6:04] hopefully restore the beach on on this [6:05] lot. [6:07] » So, will you be pulling the old groins [6:08] out or just building behind them? [6:10] » We're going to [6:11] uh put the new groins in the same [6:12] footprint as the old groins. So, we will [6:14] pull them out, yes. [6:15] » Move quickly cuz it's they're already [6:17] pre-filled. You won't have to I assume [6:19] you won't have to pre-fill them. [6:20] » No. [6:22] No, I think there's there's pretty good [6:24] uh current in this area. [6:25] And the uh groins that have not failed [6:28] yet have have uh accumulated some nice [6:31] beach. [6:33] » In the old days, they used to make you [6:35] pre-fill them when you built the groin. [6:38] » Right. [6:38] » But if you move quick, you've already [6:40] got them filled, you shouldn't have to [6:42] do that. [6:42] » Right, right. [6:46] » Uh I had one question. The poles that [6:47] will be used for the new groins uh [6:51] and old poles that [6:52] are you going to pull those out? The old [6:55] poles will be extracted. [6:56] » To try to pull them out um [6:58] when they do the work. Um if they won't [7:00] come out uh [7:02] and they're I I don't know how old they [7:04] are. I'm guessing 25 30 years. If they [7:06] won't come out for whatever reason, then [7:08] they'd [7:09] uh [7:10] cut them uh level with the river bottom. [7:12] » Okay. [7:13] » Rather than leave them sticking out. [7:15] » Okay. [7:16] » You be jetting these in or driving them [7:17] in? [7:18] » Uh probably be driven in. [7:22] We haven't selected a contractor yet, [7:24] but [7:25] uh I suspect they'll be driven. [7:34] » Do you have any other questions? [7:37] » All right. [7:49] » The public would like to address this [7:52] issue. [7:54] » Doggett [7:57] » You mean this last project, right? [8:00] » Huh? [8:00] » You mean address the last project? [8:01] » The last issue, yes. [8:03] » Talking about the last [8:05] » You have to [8:06] You have to approve it now or do you [8:07] not? [8:07] » Yes, yes. [8:12] » I make a motion that we approve the uh [8:16] project as uh presented. [8:19] Uh let me get the project number. [8:22] Uh item number [8:25] 2026-0964 [8:30] » Second. [8:31] » Seconded. All in favor? [8:34] » I vote aye. [8:35] » Aye. [8:35] » Aye. [8:37] » Okay. [8:39] Next item is 2023 [8:42] 123 1253 [8:47] or 33. [8:53] » Okay. Hi, I'm Lisa Dozeman. I'm the [8:56] project manager for the shoreline [8:58] restoration at Doggett Run Gamble Creek. [9:01] We have our wetlands group here. So, if [9:03] you have any questions on what we're [9:04] doing on the creek, she'll be able to [9:06] answer them on the design. [9:10] And this is Leslie from USA. [9:12] » Yes. [9:12] » Um are you uh Can you put up the [9:15] » Put up the plans? [9:17] » Uh [9:19] Chris, would you mind switching over to [9:20] the next application? [9:25] » Oh. Oh. [9:26] Look at that. [9:31] Which way? [9:33] There we go. [9:36] Okay, yeah, just [9:37] » Oh, it went back, didn't it? [9:38] » That's not it. It is. [9:44] » Am I pointing it? [9:48] » I think it might be stuck on this PDF. [9:51] » Yeah, I think it's I think they're [9:52] separate files. [9:53] » That's two separate PDFs. [9:55] » He's got to pull up the next one. All [9:56] right, well, I'll let you I'll let you [9:58] click through it since you're [10:00] » I think it's a separate separate PDF. [10:02] This one is just those three for the [10:04] Blackburn project. [10:05] » Oh, okay. [10:06] » And then the other PDF was the was the [10:09] Navy project. [10:10] » It was up just a second. [10:14] » So, this is Navy. [10:16] » This is Blackburn. [10:17] » No, this one [10:17] » This is Blackburn. The other one [10:21] 2025-1253 [10:24] is the Navy project. [10:33] » So, this is a small project at the mouth [10:37] of Gambo Creek [10:39] where there is [10:41] um [10:42] 5-ft tall banks on along an outside bend [10:46] of the creek that need to be stabilized. [10:50] So, we're proposing a sill that's 108 ft [10:53] long and then filling behind it with [10:56] sand and planting that up up against the [10:59] bank. [11:01] So, it's a pretty simple design. [11:04] Um [11:07] and access will be the construction's [11:09] going to be from land. [11:20] » Is there any concern about unexploded [11:23] ordinance? I saw a mention of that in [11:25] the project proposal. Mention you're [11:27] getting to it from land. [11:30] Are you concerned about something [11:32] happening there? [11:33] » Right. So, [11:35] that is because of the possible presence [11:38] of unexploded ordnance. We cannot grade [11:42] back the slope, which would be the ideal [11:45] situation. But, in this case, we can't [11:47] really grade. We can only add additional [11:50] materials to the bank, which is why [11:52] we're doing this stone sill and then the [11:56] plantings and sand. [11:58] There we go. [12:00] » But, but there's no swimmer [12:02] or like heavy equipment [12:05] » Oh, right. So, yeah, um if need be, [12:08] we'll have um [12:10] someone come sweep before construction [12:12] happens. [12:14] » If you conveniently have a EOD on site, [12:16] so [12:17] » Right. [12:19] So, [12:22] So, [12:22] » I'd definitely be careful [12:24] cuz I've heard uh [12:26] somebody uh in their boat, they came too [12:28] close to shore and they their boat got [12:31] blown up. They got a new boat out of it [12:33] though. [12:35] Wasn't exactly there, but it was [12:37] somewhere around there, you know, I'm [12:38] going to show you the creek. [12:39] » Okay. [12:41] So, um when you're looking at this [12:43] picture, it's a the blue is a marsh and [12:46] then next to it there's a bunch of [12:50] lines to the [12:52] like downstream or to the right sort of [12:56] and that is the steep grade of the [12:59] eroding bank that we want to stabilize. [13:04] Um [13:06] so, [13:08] so, [13:10] So, basically that's kind of what we're [13:12] proposing is a sill and fill behind it [13:14] up against the bank. [13:17] Um [13:19] and at one point we were proposing [13:21] additional planting and some sand [13:24] further [13:25] um south, but now we're not doing that [13:27] further downstream of [13:30] the rock sill. [13:35] » So, you hoping to proceed soon? [13:38] » Um, potentially construction could get [13:41] started as early as November. It also [13:44] might get pushed into the spring, but [13:47] » And it's going to be hard to put top [13:49] soil and seed out there in November to [13:51] get it to grow, but if you proceeded [13:53] now, you'd have a chance. [13:58] » It's not going to happen now. It'll be [13:59] It'll be spring. [14:01] » Yeah. [14:02] In which case then, yeah, we might wait [14:04] to do it. [14:06] Do the construction at the end of the [14:08] winter [clears throat] and then [14:11] we'll be um, [14:12] both planting plugs and seeding the [14:15] area. [14:18] » So, what are the uh, changes on the map [14:20] here? I'm still a little confused. Is it [14:22] just the area in red, or is it also the [14:24] blue and the [14:26] black stripes? [14:28] » So, the area in red is not moving [14:31] forward. [14:32] Um, [14:35] is that that's everything. Is there [14:37] another document that they might have? [14:40] » They've been sent another document that [14:41] I saw this sheet [14:42] that I [14:45] » Can he see if there's yet another [14:47] document otherwise or is there a way to [14:50] like zoom in? [14:52] » Well, look it looks like this one was [14:54] revised August 2026. Is that the latest [14:57] version? [14:57] » There's just a clean [15:00] a clean document that [15:01] » Okay. Yeah, that threw me off when I [15:02] looked at it. [15:08] » Um, [15:15] well, yeah, here I have [15:22] is [15:24] » Yeah. [15:43] » So you're doing 108 ft fill. [15:46] Okay, then you're putting uh [15:49] » [laughter] [15:54] » So you're running [15:55] You're running riprap behind the riprap [15:58] first, right? [15:59] Is that way it's working? [16:15] So you're doing your riprap first. [16:17] Right? That's what you're showing here. [16:19] Then you're doing [16:21] Of course you got your fiber cloth, then [16:22] the cloth comes up, covers the riprap, [16:24] goes back, and you you're [16:26] doing your 4 in of topsoil [16:28] on top of sand. [16:32] It's right in there. [16:33] The right above that red. [16:35] Lower it. [16:39] And planting. [16:43] Vegetation. [16:47] Are we stable? [17:00] Okay. [17:06] Okay, and a grade. [17:10] Yeah. [17:12] Oh, [17:17] Yeah, Yeah, [17:18] 3 ft. [17:19] » Yeah, 3 to 1 [17:20] » Yeah. [17:21] » 3 ft up, 1 ft up, 1 ft up. [17:25] » Mhm. [17:42] » Um there is um [17:45] a little bit of vegetation. [17:50] Um yeah. [17:51] » And a lot of it's right there. [17:57] » Get rid of it now. [18:15] » No, [18:16] we are planting it. [18:37] » You looking to get a swamp milkweed? [18:41] » Regular milkweed? [18:44] Oh, like an open field. [18:46] » It's pretty dry. [18:47] » It's not really [19:01] Yeah. [19:02] » [laughter] [19:10] » I just moved one of my [19:13] monarch caterpillars. [19:18] And mine [19:19] » Yeah, they like to slide. They like to [19:21] do that. I don't know why they I don't [19:23] know why they do that. Maybe cuz [19:33] » Uh no, yeah. [19:35] » Do you have any more questions? [19:37] » I think [19:39] » Uh I got [19:39] » I need you. [19:43] » Pretty nice of [19:47] » Okay, I guess we [20:07] » A motion to approve 20251 [20:11] 253. [20:12] » Motion to approve. [20:14] » Second. [20:14] » Second. [20:16] » All in favor? [20:17] » I. [20:18] » I. [20:19] » Removed. [20:22] » Thank you. [20:35] » Any new business? [20:41] » I don't believe we have any aside from [20:43] the two uh permit applications. [20:49] » And I believe all all of our old [20:51] business has been discussed. [20:53] » I was I was curious if anybody uh had a [20:56] chance to look at the Farley valve [21:00] uh project that uh we approved last [21:02] year. I I didn't [21:05] I didn't see it. I can't remember if it [21:07] was on somebody's property or not, [21:08] though, which makes it a little more [21:10] hard to [21:11] visit it. [21:14] You know how sometimes we like to follow [21:15] up on the projects to see [21:18] how they look. [21:20] » Uh [21:23] Mr. Crane and I initially uh visited [21:26] Fall to Veil. [21:28] We know what's [21:30] uh they're supposed to be doing. There [21:31] is some activity on the property at this [21:33] time. [21:34] Uh but as far as a uh [21:37] uh [21:39] wall fish concerned, I I couldn't I [21:42] couldn't speak to that. [21:44] » I haven't been down there since we were [21:45] there. It looks like they're filling in [21:47] the [21:49] the the hole there with [21:50] » Yes. [21:54] And [21:56] and also I lacked the opportunity to go [21:58] back out on the Potomac again where they [21:59] were were [22:01] removing the [22:03] the the the tombstones from the [22:05] riverbank. [22:07] » Yes, I'd like to go there, too. [22:09] » So, [22:10] uh [22:11] » Field trip. [22:13] » If we could I could ask the county [22:17] to [22:18] » [groaning] [22:20] » Look into having us visit those those [22:23] two sites. [22:24] » Yes, sir. I will reach out to the [22:26] landowners and see if we can coordinate [22:27] something. [22:29] » Okay. [22:30] » That way one can go with you and one can [22:32] go with me to another time cuz we've [22:33] already been there once. [22:35] » Yes. [22:38] » Yes, sir. [22:43] » There's a dock and then it looks like [22:46] vegetation planning. [22:50] I think that's the Rappahannock there. [22:51] » Yes, it is. Yes. [22:59] » They're filling in the gravel pit pretty [23:01] quickly. [23:02] I'm not sure what all they're putting in [23:04] there, but they're putting something in [23:05] it. [23:07] » They said they were going to use uh [23:10] » Dredge material [23:12] » Dredged [23:13] uh river material. [23:15] » Yeah. [23:15] » Uh material that they [23:17] uh [23:19] and [23:20] uh [23:24] the phrase that they use, I can't [23:27] remember, but what it is is just ground [23:30] up stumps and dirt [23:33] that they were dumping there. [23:35] So, the actual uh [23:39] uh visual effects of what they are doing [23:43] has been blinded by the berm that they [23:46] built. [23:48] » Yeah, but we didn't really we were down [23:50] on the water. [23:51] » We were on the water. [23:52] » Yeah. Yeah. [23:52] » Right. The part that we had to [23:55] investigate was [23:57] the part on the water that [23:59] » Part where it doesn't have anything to [24:00] do with us. [24:01] » Allowed they [24:02] » Unfortunately. [24:03] » They said [24:03] » You got to go buy it. [24:05] » Allowed the barges to come in [24:07] with that silt. [24:10] That's That's this area here that you [24:12] That's [24:12] » A lot of dump trucks going in there [24:14] every day. [24:15] » What for? In order for us to get there, [24:17] we had to we had to This This part was a [24:20] route that we came. [24:21] It started back over here somewhere. [24:24] And we [24:24] » Looks like now you can go in that [24:26] that gate, too, I think it is. [24:28] The one near Rickenbacker. [24:30] » Right. Now we can. [24:32] » Yeah. [24:35] » I would like to bring up one note back [24:37] on the uh Navy projects real quick [24:40] before [24:41] I guess we leave, is there any [24:45] suggestion from the Wetland Board on [24:47] potential mitigation requirements due to [24:49] the uh wetland impacts there or is the [24:52] approval approval without mitigation [24:55] required? Just making that note [24:58] on that specific application. [25:03] » I believe the other project there was no [25:04] litigation involved, was it? [25:06] » No. [25:07] » I don't think so. [25:10] » I'd say no cuz they're not they're not [25:12] digging or anything. They're just [25:14] they're [clears throat] just adding soil [25:15] to to build it up a little bit. [25:20] » Just with there being wetland impacts, I [25:22] I just wanted to confirm [25:24] the board's decision on that. [25:29] » The benefits of this project are going [25:31] to help the swamp area [25:33] in the end. [25:35] » On a base, yeah. [25:39] » So you like I said, I just wanted to [25:40] clarify. [25:41] » It's a fishing boat. [25:42] » I won't be up there. [25:53] » Anything else? I hear a motion to [25:54] adjourn. [25:55] » So moved. [25:56] » Second. [25:58] » All in favor? [25:59] » Aye. [26:00] » Aye. [26:04] » Thanks everyone for attending. [26:06] » 7:00.
