We had uh [14:34] 79 traffic stops. Out of those, we issued 14 traffic citations. [14:39] We had 43 incident reports and four criminal arrests. [14:44] Um I'm working on some Department of [14:47] Homeland Security or a Department of Homeland Security grant now. [14:53] In hopes of receiving some grant funding for new two-way radio equipment. Try to [14:58] head off um a need we're going to have in a couple years when the state [15:02] upgrades their state way radio system that we operate on. [15:06] All the uh all but two of our current radios will be inoperable on that new [15:11] upgrade. And so, we're trying to head that off so we don't have an [15:16] expense in the future. And then, I've been gathering [15:19] information on the speed limit signs. And they're getting information on the [15:24] permitting process for that from the state highway. [15:27] And uh the town of Rushville [15:30] just recently put in uh three of those and uh [15:34] as well as the did the town of Dayton. So, I've been to meet Cape with their [15:38] marshals and got some information from them on that. [15:41] They've been a big help. I just wanted to thank our reserve [15:45] officer uh Brandon Garber the night of the storm. He drove out [15:49] here from Kokomo and stayed several hours and helped me [15:53] um and again, he's a reserve and he doesn't [15:56] get paid and that that was a big help and then he spent about all day [16:00] on Saturday assisting me with the uh festival. So, [16:04] um he did a good job and I appreciate all that he did. [16:07] And uh Officer Turner and Officer White have [16:10] done a really good job. We all work well together and the transmission transition [16:13] has been smooth and I appreciate everybody's support. [16:18] Um I did go over and talk with the librarian the other day about the camera [16:22] view of the power line uh for the Narcan box. [16:27] And I showed that to uh Billy the other day and really the only place [16:33] that's got a really good view is right around the fire hydrant. [16:37] And we don't want people pulling up parking by fire hydrant. [16:41] Um you can see off in the distance or up by 421 and back around by the tower, but [16:47] it's just it's not as good as up around fire hydrant. [16:50] But after talking to Billy, I don't we don't see and correct me if I'm wrong, [16:55] Billy, but I think the consensus was is we really don't see a need that needs to [16:59] be videoed anyway. >> True. [17:01] » Um that's something that they're going to be if they're going for that, it's [17:04] going to be an emergency and I don't I don't feel that they're going to be [17:07] tampering with it. At Rossville, we mounted the one that we have [17:11] on the side of the utility garage, which is a block north of 20 26 [17:16] on the east end of town. We've not had any issues with that. [19:58] The night of the storm well, I noticed when I took over the some of the [20:02] emergency lighting on the F-150 were acting funky and not acting quite [20:07] right. And then the night of the storm [20:10] I was driving the Explorer and Randall was driving the Ford pickup truck [20:16] and he came up here to help me with some traffic 421 and 38 and I asked him I [20:21] said what's going on with those lights and he said that they they [20:24] malfunctioned for quite a while. So I [20:29] took it over to Lafayette to give it to the spear. They looked at it and the [20:32] lights on that truck are holding moisture. [20:37] And what's happening is is when it gets a certain amount of [20:41] moisture in those lights it's causing them to short. [20:44] And when they short, they change flash pattern, they change color or they just [20:49] don't even work. And uh [20:53] So the recommendation I spoke with three outfitters. [20:57] All three agreed that the lights that were put on that new that the brand of [21:01] those are Phoenix and apparently they're notorious for holding water. [21:05] They're out of warranty and the only way to rectify the situation is to replace [21:09] them with new lights. I mean, they water is included. There's nothing they can do [21:13] for us. >> Um on your quote from Tip of the Spear [21:17] and then move over Outfitters, are these I Are these the same quote? They They [21:22] have them worded differently in the Outfitters compared to this one. So, are [21:25] these like >> They're different. [33:50] » The only thing I've got, I think I've talked to Billy about it, is [33:55] the weather we're doing the church down here for the wedding venue thing. [34:01] I met with that guy and went in the basement [34:04] and uh his sump pump pit is on the west end of his building close to 38 [34:11] and turned the pump on and held it on and there's a 6-in tile [34:17] that goes towards the alley. >> I mean, we talked about that in our [34:20] special meeting >> Well, it just kept coming and coming. [34:24] » And the way I understand it, there's no maps [34:27] of the drain there. So, So, that's plugged [34:30] there, I mean, it never shut off, just kept running. [34:35] » Well, uh [34:38] need to locate the ditch out there and see why [34:41] if it's plugged ahead of it, that could be a lot of his problems. Well, actually, they charge [38:19] When when they crank the truck up at the lot, that's when they start their time. [38:24] And then when they park it in the lot, that's when they end their time. [38:28] Uh so it usually runs between 8 800 and $1,000 every time they come to town. Uh in fact, I've jotted down some uh [38:50] kind of rough drawings of storm drains and stuff [38:54] in the area. Um basically, there there are no maps. Um [39:20] but I've done some some rough sketches, and basically what I have done [39:25] and we don't have a whole lot of storm money to work with. So if I do that two [39:29] three four times, I'm broke. We're done. Um [39:33] so uh uh [39:37] usually what we did was was was we would pick a storm drain, pop the lid, [39:43] and whatever lines come in or out, we would just pick one [39:47] and go as far as we could, uh [39:51] get a distance, size, what type it was, we come back out, we go back in another. [39:56] Uh I know there's one over here uh [40:02] Ohio and [40:06] uh Oh goodness gracious, it's it's either [40:11] » Adams Street. >> Uh no, it's not all it's not that far [40:14] down. It's it's Monroe. Uh [40:17] pull the lid on that one and there's a half a dozen lines coming in and out [40:21] going every direction. Um [40:24] that was one thing Earl Tharp always talked about. Nobody go along with him. [40:28] They're worth it. They parked out the front of their house. [40:31] He said he took uh come to a board meeting and took people [40:35] down there and showed them and nobody want to do nothing about it. And they [40:39] filled it in. They had it dug up. And now I I knew it years ago. [40:43] » Yeah. Um I do know there on on Monroe there's a [40:47] storm drain on the corner of Monroe and 421 [40:50] uh which goes east all the way to that particular manhole [40:56] somewhere in in the area of uh um Ohio. [41:03] Um and we've had trouble with it. [41:06] » When it When that that is >> in the [41:08] » one of the >> Some of the issues that are causing [41:12] issues now is because of lack of oversight when people would put in [41:18] sewer lines, water lines, they would just go right through storm drains [41:23] and depending on what it is, you can't reroute. [41:29] Um sewer lines based on the need for [41:32] elevation. Uh and if you do storm drains up or [41:37] down, you're either going to it's not going to fix that either. So [41:41] uh there's a lot of rerouting of stuff that [41:44] needs to be done around town. Uh [41:48] you know, some of these things may be small, but uh [41:52] you know, added together they all gets big. It's It's in a It's in the [41:58] area. You know, an area may have half a dozen or more issues that need to [42:04] be fixed. Uh [42:07] and another big issue that this town has is when they first put all this stuff [42:12] in, they didn't bank on growth. [42:16] So, a lot of these storm drains were too small and cannot handle some of the [42:21] larger rains that we've gotten over the past several years. [42:26] Now, there at George's when they his basement starts getting [42:31] wet, if they just that going east, yeah, that's there. What is it they get out of [42:36] there? Is it tree roots or what is it? >> No, it it's sediment. [42:39] » Sediment? >> Sediment. And he's what that one is one [42:42] where there is a waterline goes right through it. [42:47] Um and uh when sediment gets up so far, then you know, the size of the [42:51] waterline, you know, even decreases the flow even more. [42:56] Prime example of a of a [42:59] storm drain that was put in too small. One there at my house [43:03] that was connecting Westman Road to 38. It is way too small for what the big [43:10] heavy rains that come. In fact, the last two, three heavy rains, [43:15] uh water was halfway up to my house. And you know, uh Laura Sheets across the [43:21] road, it was almost up to her garage. Um so, uh [43:26] but you know, when the rain stopped, 24 hours later, it was gone. [43:30] But it was just it's just sized too small to carry what [43:35] » And I don't have much fall from this street or that way. [43:39] » No, it that >> They couldn't for the elevation on this [43:42] end. >> I know the other thing that we're [43:45] worried about, too, is like you know, we want to get some storm [43:49] water issues fixed, but we're also worried about we may have to look at [43:53] Excel's project. Cuz I feel like that he's been up here [43:57] and been >> priority that needs to be done. [44:00] » That's where we may have to spend some more money. That's why we're worried [44:03] about our storm water account because if we do [44:07] that project we're it's going to put us even shorter. [44:11] So, that's the other reason why we've been talking about an increase and the [44:14] need of it because we don't have the money to go do cameras and [44:18] » Yeah. >> So, that's why we're trying to get some [44:21] of the grants up to help us in the long run. From Elizaville Road back up to the [44:31] cemetery that needs to be a swell that goes along all all the way behind those [44:36] people's homes so that they drain their backyards, [44:39] drain it down to Elizaville Road, and possibly put a 2-ft culvert underneath [44:45] Elizaville Road and let it drain over into the cornfield. They need to be re-elevated, re-shot [45:43] from grade from uh [45:45] that in-house all the way down to Adams Street. [45:50] Uh new culverts put in 12 in or bigger. [45:55] Uh I do know that there is a flexible tile [45:59] drain, but it's only about 4 in. So, it's not going to carry a whole lot, [46:05] and even and if it's plugged up, it's not going to carry anything. [46:09] So, there's there's issues that can be done. [46:13] Um problem is our storm water budget doesn't have a whole lot. Uh if we do [46:19] two or three projects ourselves, then we're we're done. [46:27] » Now, we open that up, and then we just shove more water down the sun chaser. [46:31] » Well, that's where we're going >> got a swimming pool there. [46:34] » Yeah, we're we're hoping when it gets in our good yard [46:39] » I'm not that person. I'm not pushing it all down there. [46:43] » Well, I mean, we're we're hopefully you know, we got to do something cuz I mean, [46:46] we fixed up all of our stuff, and then the county refuses to [46:51] you know, we've done us, but >> Right. So, that's why we're [46:58] working in conjunction with the county so that we can get this comprehensive [47:04] study done to find out where the shortfalls are, where the problems are [47:11] and then once we do all of that, find out where everything is flowing to, what [47:16] quadrant of town it's flowing out of then we can put a comprehensive plan [47:21] together that says, "Okay, X amount of gallons of water, we need [47:26] 12-in tile here. X amount, we need 18, 24, 36." You know, just it depends. [47:33] Uh and just like anything, the the clay [47:36] tile structure is failing. Uh [47:39] so, I mean, it's just it's it's it's a it's it's a system that's been [47:45] put in for decades, and it's been band-aided for decades. Nothing [47:52] permanent uh to take the worry off of not having [47:55] to do anything for the future as ever been done. [47:58] » What would you replace that with? Double wall? [48:01] » It depends on where it's at. Depends on the location. Dual wall [48:05] plastic pipe. Um [48:08] it can pretty much be used anywhere and everywhere. [48:11] Um galvanized will eventually rust out. But everybody [48:17] in this room will be long gone by the time that happens. [48:21] Um dual wall even her. [48:25] Oh yeah, even even her. My grandson will be [48:29] retired before that happens. But anyway, um dual wall would be what I would [48:35] recommend. Uh it is flexible enough that it can [48:39] give a little but not a lot. Uh it's easy to install, easy to handle. [48:46] Um and it uh it holds up no matter what quality of soil, stone, rock, sand, or [48:51] whatever you put around it. It doesn't matter. [48:54] And you know, depending on how you bed it, how you cover it, [48:59] take a quarter inch drill, drill several holes, and it will [49:04] actually, you know, not only drain from from areas, but it will also act as a [49:08] French drain as well. So, I mean, there's there's things that can [49:12] be done. Just depends on the situation. Depends on where you're at. [49:17] » Yeah, where it's running through. >> Yeah. [49:19] » My situation is is I can alleviate my problem. [49:25] But the problem of it is there's utilities right next to that ditch that [49:28] he's talking about.
