member Walston is not here with us today. Also,  
[7:29] we're waiting for the online arrival of our city 
attorney, James Klahr. And if we have to pause  
[7:34] for a moment to bring him in digitally, 
we'll work on that one. We'll go ahead  
[7:38] and start our meeting tonight with our vision 
and mission statements. Our vision statement,  
[7:42] the city of Kirksville will create a welcoming 
and thriving community as northeast Missouri  
[7:47] center for education, commerce, health, 
recreation, and culture. Our mission statement,  
[7:54] the city of Kirksville offers opportunities for 
building quality of life and meaningful community  
[7:59] through ethical and responsible government. I

And I have a proclamation that I'd like to read  
[10:01] uh regarding National Engineers Week. Whereas 
engineers use their specific their scientific  
[10:07] skills rather and specialized knowledge and 
skills in creative and innovative ways to  
[10:12] fulfill society's needs. Engineering has been 
called the invisible or stealth profession  
[10:17] because of everything around us and things we use 
every day have been engineered in some way. Yet,  
[10:23] we may not see the engineers behind the scenes 
or know much about engineering. Founded in 1951,  
[10:29] National Engineers Week is dedicated to ensuring 
a diverse and well-educated future engineering  
[10:35] workforce by increasing understanding of and 
interest in engineering and technology careers.  
[10:42] Eweek is a formal coalition of more than 70 
engineering, education, and cultural societies  
[10:48] with more than 50 corporations and government 
agencies dedicated to raising public awareness  
[10:53] of engineers positive contributions to quality 
of life. E-Week promotes recognition among parents,  
[11:00] teachers, and students of the importance of a 
technical education and a high level of math,  
[11:06] science, and technology literacy. and motivates 
youth to pursue engineering careers in order to  
[11:12] provide a diverse and vigorous engineering 
workforce. The city of Kirksville would like  
[11:17] to acknowledge engineers across the city of 
Kirksville in honor of National Engineers  
[11:21] Week observed February 22nd through the 28th. 
And now I'd like to bring forward some of our  
[11:28] own engineering staff as we get together for 
a photo on this. While they're coming forward,  
[11:33] I want to highlight um had a opportunity to go 
out to the public meeting that we had about the  
[11:39] Mill Street improvements, where we had our own 
engineering team out there to talk about it.  
[11:43] We had some of our contracted engineers on site 
as well. And one of the great things about being  
[11:48] able to tell a story through good engineering 
about what's going to happen, what's going to  
[11:52] occur. Uh one point a local citizen turned to 
me and said, "Oh, well, I've got questions,  
[11:57] but you're not an engineer. Clearly, what can you 
do?" And I said, "Well, it just so happens we've  
[12:00] got one right here." So it worked out pretty great 
to be able to have somebody to share the story  
[12:04] what's going to be happen in our community. So I 
want to thank you both and your whole department  
[12:08] for the good engineering work that happens 
here in the city first. So one of these here.

[13:25] of kitty corner, caddy corner from us. Um, they 
relocated into our economic development alliance  
[13:31] at 315 South Franklin. And, um, what we have 
discussed here is the chamber has requested that  
[13:38] they reimburse for the administrative assistant 
on a quarterly basis as opposed to monthly. Um,  
[13:43] and the other thing is that we took the first 
year to figure out how many hours. Um, so what  
[13:50] where we've landed is that each entity down 
there will have 10 hours of the administrative  
[13:54] assistance time. Um, as far as fiscal impact over 
the course of the the calendar year, fiscal year,  
[14:02] uh, the chamber will pay about 15,500, uh, which 
equals about 3,800 quarterly. Um, and so that's  
[14:09] basically most the the biggest thing was just a 
change in how we charge them for the services.

done quite a bit of the work for the police  
[16:14] station. Um a little bit of the work on the north 
end, but with the um the change in the focus of  
[16:20] how um you know from one station to two stations, 
some additional work is needed. Um and so  
[16:27] um we're asking the council to continue 
that relationship with ArchImages. Mari,

uh the Flats Trail Head Park. Um, we did get three  
[17:44] bids for the project. Uh, the lowest is Eminem 
Utilities out of Chillicothe, Missouri. We've not  
[17:50] They've bid on a few of our projects. This will 
be our first project with them. They did come  
[17:53] pre-qualified from MoDOT and uh we checked with 
some references and uh by all accounts they're  
[17:59] uh capable of doing the work. So we recommend 
awarding the project. Adam, thanks for the report  
[18:04] and for the research on that one. Any council

that we've been discussing with the milling

even though we are going to go ahead and purchase  
[19:17] one now is we got to try out a lot of different 
machines which was actually very good. So we  
[19:22] kind of knew what we wanted when we went into this 
and knew what uh manufacturers that we liked. So  
[19:27] um this project or this uh purchase is coming in 
under budget. Uh we had 750,000 budgeted for the  
[19:34] purchase. Uh purchase price as quoted was 589,000 
in change. So that leaves a little over $160,000.

one. It was a used machine when we purchased it,

[21:15] have 550,000 budgeted. The cost of it came in at 
580,000. So, we are a little bit over budget, but  
[21:22] based on the savings from the uh from the milling 
machine, they're in the same budget line, so that  
[21:27] will uh work itself out. Excellent. So, the two 
together is still under budget. Oh yeah. 131,000.

[22:06] pump and power unit from Hydrokinetics Corporation 
St. Louis, Missouri for the wastewater treatment

with Adam. All right. So, this one is a uh a pump  
[22:24] that we use to pump down our clarifiers at the 
wastewater treatment plant. If you've seen those,  
[22:27] they're about 18 feet deep. The pump that we have 
out there isn't really suited for that purpose.  
[22:31] It's a lot easier to push water up that high 
than it is to try to draw it up or suck it up  
[22:36] with the pump. This is a submersible pump, so 
the pump itself will be lowered down into the  
[22:40] basin. It's powered by a a power unit that stays 
up on top. It's hydraulically powered, and so  
[22:46] um it'll be able to push the water a lot better. 
will be a lot more efficient and uh we won't wear  
[22:50] out seals and gaskets and and a bunch of other 
problems that we've had with the current pump.  
[22:54] Um this power unit is we can move it around and 
use it for different pumps. So the plan is in  
[23:00] 27. We have a similar situation at the water 
treatment plant with our clarifiers out there  
[23:04] that we have to pump them out. They have a pump 
that they've been getting by with but also isn't  
[23:07] ideal for the purposes to purchase just a pump 
at the water plant and then we can use the same  
[23:13] uh power unit for each one of them. It was noted 
um when we gave our presentation before that the  
[23:19] existing pump that we have now will be traded in. 
It doesn't have a lot of hours on it. It's fairly  
[23:23] new. We haven't had a lot of success selling pumps 
like that on Purple Wave and they gave us a pretty  
[23:28] good trade in value for it. Very good. Adam,

[24:14] recall about two years ago, we had an emergency 
lease of a pump for the Northeast Lift Station  
[24:19] um after the uh the transfer pumps had failed. 
We're still using that rental pump. Um it's we're  
[24:26] thinking we're going to need it at least for a few 
more years. At this point, then it become it makes  
[24:30] more sense for us to not lease it anymore and just 
purchase a pump. So, we reached out to the uh the  
[24:35] supplier that that brought in the rental pump and 
got a quote from them. was a little higher than  
[24:40] we were expecting. So, we reached out to another 
supplier and found a another pump that they had  
[24:44] actually sitting there ready to go um down in St. 
Louis that uh that's pretty much meets the exact  
[24:51] same hydraulic conditions and uh will be a good 
fit. That one came in significantly cheaper than  
[24:56] the uh than the pump, the existing one that sat 
there. So, we have 172,330. That's for the pump,  
[25:03] startup services, hoses, um valves, a few other 
things that we need. We had budgeted 205,000 for  
[25:10] the pump. So, I don't believe we'll need anything 
else for the pump, but once it gets here and it  
[25:14] starts operation, if there is anything else that 
we need for its operation, we'll take it out of  
[25:18] that line. Very good, Adam. Thank you for that

Gorman Rup. It's a really nice pump actually. So,  
[25:29] um probably a better brand, you know, in the 
market than the than the current one that's

a good thing. Yeah. Yeah, it was a good and part  
[25:38] of the reason we got a much better rate on that 
one was that it somebody else had ordered the pump  
[25:42] and then didn't get it and so it was sitting down 
there so they needed to move it. So, they gave us

quaries have different types and they produce  
[26:48] different things. Central Stone owns pretty much 
all of the quaries around. So there isn't really  
[26:53] anybody else to even get a uh to get a quote from.

where we broke it up into each individual quarry  
[28:13] location basically that they will haul from 
and individual material. So you can see GooG's  
[28:18] trucking was the low bidder for one item uh or 
for two items and uh Fountain and Suns was the  
[28:23] low bidder for the other one. That way we can 
kind of break them up a little bit and get the  
[28:26] the best bang for our buck. I should have noted it 
on the other one. Uh but I'll note it here that we  
[28:31] do include a lot of other budget lines, not just 
stuff at public works, but also parks and other  
[28:35] departments that could use stone so that they 
are able to utilize uh both of these contracts  
[28:40] for stone and for the hauling. We also use the 
hourly hauling. Um we've used it for some of the  
[28:46] uh paving equipment um from time to time or if we 
have something large that we need to move that we  
[28:51] may not have the trailers for then we have uh we 
have used that hourly hauling from time to time.

[30:19] I heard on the TV or the radio I don't that the 
chair coffee got brand new jail house and a brand  
[30:28] new police station. What? We could do that for the 
police station. Get these PE places open for the  
[30:36] homeless. Let them get a job, support the self. 
Then the city get the money cuz they they by the  
[30:44] police station is open. They nailed it down. We 
could reopen up. They're not apartments. I've been  
[30:52] in them. We could open up. help the homeless 
and people that got conn out of the money and  
[31:00] everything. We could really help people out and 
then it would say, "Oh, cook for help homeless.  
[31:06] Help everybody out." And that's what we want 
to hear and and everything and get these drug

share this evening? I'll note that uh last week I

[31:36] opportunity to attend event on just serve for our 
community u which was introducing members of our  
[31:43] community to this platform. um talked about some 
of the different member agencies who are utilizing  
[31:48] this already to uh solicit folks who want to 
volunteer. I just want to encourage people to  
[31:53] think about how they might serve in our Kirksville 
community and to consider utilizing Just Serve and  
[31:58] registering on that platform. I think as we get 
more and more organizations that begin listing  
[32:03] service opportunities on there, um we have a a 
better concerted effort to bring forth some good  
[32:09] and positive community service. Also a wonderful 
opportunity to meet and engage with people. So,  
[32:13] I hope that's something that folks will consider.

was a well done event last year and I think if we  
[32:55] stick with that plan it will continue to be. Okay. 
And the other thing I wanted to mention is that  
[32:59] business licenses um they um we have sent those 
out to all businesses. Um they are due on March  
[33:08] 2nd. After that they'll be delinquent. So, just 
wanted to um put a plug out there that they're due  
[33:14] March 2nd. Mary, have we made any progress on the 
ability for those or dog licenses or anything else  
[33:22] to be online? So, I don't know if you remember 
the last conversation we had with the finance  
[33:28] director. So, I think why don't we bring that back 
in March and get an update. Okay. Uh because it's  
[33:33] to be honest with you, it's moving slow for 
all of us. Okay. Sounds good. Thank you. So,
